US, Russia, China recognise Pakistan’s role in Afghan peace process

WASHINGTON: The United States, China and Russia have jointly welcomed Pakistan to a four-party consultation process that seeks to end the 18-year-old war and decades of blood-letting in Afghanistan, says a joint statement issued in Washington.

“China, Russia and the United States welcomed Pakistan joining the consultation and believe that Pakistan can play an important role in facilitating peace in Afghanistan,” said the statement issued by the State Department.

“Pakistan appreciated the constructive efforts by the China-Russia-US trilateral consultation on the Afghan peace process,” it added.

The statement recognises Pakistan’s role in the Afghan peace process and will be seen in Islamabad as a vindication of its long-held view that any development in Afghanistan also impacts Pakistan. Islamabad also believes that as a country with the largest Pashtun population, Pakistan must be involved in the Afghan peace process and major world powers, particularly the United States, should not ignore its interests while negotiating a deal in Afghanistan.

This major diplomatic recognition of Pakistan’s role comes days before Prime Minister Imran Khan’s scheduled visit to Washington on July 22 and endorses media claims that Afghanistan will figure prominently in the US-Trump talks and in consultations between US and Pakistani officials.

Diplomatic observers in Washington also link the prime minister’s visit to Pakistan’s support to the Afghan peace process, noting that Islamabad played a key role in persuading Taliban representatives to stay engaged with US officials in Doha, Qatar.

Senior US diplomats and generals have publicly acknowledged Pakistan’s support to the US-Taliban negotiations, urging it to play a greater role in ensuring that the process leads to a durable peace in the region.

The White House, while confirming the PM’s visit to Washington, said earlier this week that the Trump-Khan talks will focus on strengthening bilateral cooperation, which will “bring peace, stability and economic prosperity to a region that has seen far too much conflict.”

The Beijing text was jointly released by the governments of the United States, Russia, Pakistan, and China on the occasion of the four-party meeting on the Afghan peace process, held in the Chinese capital on July 10-11.

This was the third meeting of the trilateral forum, which includes China, Russia, and the United States and the first in which Pakistan was also involved.

The US State Department noted that the four sides exchanged views on the current situation and joint efforts for realizing a political settlement to advance peace, stability, and prosperity of Afghanistan and the region. They also emphasised the importance of the trilateral consensus on the Afghan peace process reached in Moscow on April 25.

“All sides welcomed recent positive progress as the crucial parties concerned have advanced their talks and increased contacts with each other,” the statement added. “All sides also welcomed intra-Afghan meetings held in Moscow and Doha.”

The four sides called for relevant parties to “grasp the opportunity for peace and immediately start intra-Afghan negotiations between the Taliban, Afghan government, and other Afghans”.

The United States, Russia, China, Russia and Pakistan reaffirmed that negotiations should be “Afghan-led and Afghan-owned” and should “produce a peace framework as soon as possible”.

They underlined the need or this framework to “guarantee the orderly and responsible transition of the security situation and detail an agreement on a future inclusive political arrangement acceptable to all Afghans”.

The four sides encouraged all parties to take steps to reduce violence leading to a comprehensive and permanent ceasefire that starts with intra-Afghan negotiations.

They also agreed to maintain the momentum of consultation and to invite other important stakeholders to join on the basis of the trilateral consensus agreed on April 25 in Moscow.

They agreed that this broader group would meet when intra-Afghan negotiations start. The date and venue for the next consultation would be agreed upon through diplomatic channels.

Representatives of China, Russia, and the United States held their 3rd consultation on the Afghan peace process in Beijing. China, Russia, and the United States welcomed Pakistan joining the consultation and believe that Pakistan can play an important role in facilitating peace in Afghanistan. Pakistan appreciated the constructive efforts by the China-Russia-US trilateral consultation on the Afghan peace process.
 
What about India? What's the point of building Afghanistan a brand new airport, a parliament building, hosting the cricket team etc if they can't even get a seat at this table?

Life is so unfair sometimes. How are India ever gonna isolate Pakistan diplomatically and financially if despite their best efforts, things like this keep happening.

Afghans are clever people. They milked India well and got quite a bit of investment, but Karzai wanted more from India in terms of second-hand weapons and bolstering the Afghan National Army. India flinched, and seeing India’s hesitation, Afghanistan noticeably began being less hostile towards Pakistan towards the end of Karzai's term. When Ashraf Ghani was elected, Afghanistan began distancing itself from India...to the point where the PMA now trains Afghan soldiers...yes Pakistan Military Academy trains Afghan soldiers.

Despite publicly being anti-Pakistan, Ghani has been more good for Islamabad. He realizes that Afghanistan needs an allied Pakistan in order for his country to progress...almost all of Afghanistan's trade comes through Karachi and Gwadar. India tried to counter this by building Chahbahar, which everyday looks less and less likely of ever coming to fruition...the Iranians also milked India well (but that's another story).

Second, China's wooing of Kabul towards CPEC and Afghanistan being included into CAREC has shifted the game quite a bit. Afghanistan is now seen as a transit point between the warm water ports of Pakistan and Central Asian states.

Lastly, the final nail in the coffin was when the Americans decided they had enough in Afghanistan and planned a soft withdrawal. The US agreed to talks with the Taliban in Qatar and those have been a work in progress ever since. The US is stuck in a hole, because it doesn't want Iran to have an increased influence in the Dari/Persian speaking regions of Afghanistan, while at the same time doesn't want the Taliban to completely overtake Kabul again, making the US intervention in 2001 a complete failure.

For Kabul, Delhi was the ideal partner as it provided aid with the sole intention of keeping an anti-Pakistan civilian government in power. Observers have criticised that hopelessly unrealistic, and the results are before you today. India's stringently anti-Pakistan position pretty much pushed themselves away.

The future of Afghanistan lies with Pakistan and Iran and the main power brokers the Taliban. Iran will want more influence in the Persian/Dari speaking regions, while Pakistan will want more influence in the Pashtun regions.

Interestingly, Iran which once was anti-Taliban itself, has been supporting the current Taliban is an effective way of retaliating against the Americans.

Funny how things shift so quickly.

Indians invested on Ashraf Ghani (& karzai) who is at the mercy of US, Pakistan & Taliban, India never enjoyed good relations with any of the three. What a waste of money lol.

When Ghani took office, he had no ties to India and had not fought alongside Ahmad Shah Masood against the Taliban. Ghani is an academic and a technocrat, educated at the American University of Beirut and Columbia University and joining the World Bank. Karzai’s relations with Pakistan were as toxic as his relations with India were good, but when Ghani was elected, he came with a blank slate and quickly realized that he needed to work with Islamabad to reduce terrorism in his country.

Even with funding Karzai's government, at the end of his tenure Karzai distanced himself from India because they refused to help bolster the Afghan National Army with second-hand weapons...even saying as much that "if a war breaks out between Pakistan and India, we will support Pakistan".

This has effectively pushed India out of Afghanistan and at present fear that Pakistan’s influence in Kabul will increase.

Despite publicly being "anti-Pakistan" for domestic consumption, Ghani is good for Pakistan.

Ghani always spewed venom against Pakistan. I've heard this theory of "Ghani is good for Pakistan" many times before too. Many ppl in Pakistan believe Ghani is our man in kabul, he has helped us fight ttp, bla & ptm. But I have never came across anything solid to back it up.

While BLA ban was a coup for us, the US also had no choice but to ban them after BLA admitted attacking the Chinese consulate.

Just because you never hear it doesn't mean it's not happening. Afghanistan's politics, like India's, is highly obsessed with Pakistan. Whoever comes to power is always seen as a Pakistani agent. The opposition are watching Ghani like a hawk, and every time he is perceived to slip up, they call him an ISI agent and a Pakistan supporter.

Ghani has to tread carefully to maintain his own power. No point of overtly being pro-Pakistan when it means the end of your government.
