CM Gandapur warns of 'severe public backlash' in K-P over prolonged load-shedding​


Khyber-Pakhtunkhwa (K-P) Chief Minister Ali Amin Gandapur on Friday warned that prolonged load-shedding is making life unbearable for residents and could lead to an "uncontrollable public backlash."

The chief minister chaired a meeting today focused on load-shedding, which was also attended by the chief secretary, additional home chief secretary, principal secretary to the CM, secretary of energy, and senior police officials.

The meeting reviewed the situation of power outages in the province, especially during Eid ul Adha, following discussions with federal authorities.

Officials briefed the CM on the latest load-shedding situation and other related issues.

They reported that with the provincial government's support, nearly one billion rupees were recovered from high-loss areas in the last month.

PESCO installations and staff have been provided full security by the police, with dedicated teams deployed in each district.

It was disclosed in the briefing that despite promises of zero load-shedding during Eid ul Adha, the commitment was not honoured.

PESCO statistics indicated that most areas in the province experienced 12 to 18 hours of load-shedding during the holiday. Since May 1, there have been 81 different protest demonstrations against unscheduled load-shedding in the province.

For the first time, women have also participated in protests against power outages. The briefing warned that if the situation does not improve, there could be serious law and order problems in the province.

CM Gandapur stated that the provincial government is fully cooperating to resolve power-related issues as per their commitments.

He expressed disappointment that the federal government has not fulfilled its promises. Despite significant recoveries from high-loss areas, unscheduled load-shedding continues.

He highlighted that the severe load-shedding is making life unbearable for the residents of the province. The public's reaction to unscheduled load shedding is intensifying, he added.

"Protests against load-shedding are not driven by any political party or provincial government but are a genuine public issue. People are struggling to get water for drinking at home and for ablution in mosques," he added.

Gandapur warned that if the situation persists, public reaction might spiral out of control. He urged the federal government to take the matter seriously.

Earlier this week on Wednesday, the simmering feud between the K-P government and the federal government boiled over after CM Gandapur took matters into his own hands by storming into a grid station in Dera Ismail Khan and flipping the switch himself, igniting a heated confrontation.

 

Gandapur meets Imran Khan in Adiala Jail to discuss K-P matters​


Khyber-Pakhtunkhwa (K-P) Chief Minister Ali Amin Gandapur met with former prime minister Imran Khan to discuss party affairs and provincial issues on Friday.

The CM arrived at Rawalpindi's Adiala Jail with official protocol to meet the Pakistan Tehreek-e-Insaf (PTI) founder.

The meeting was held in the Adiala Jail conference room after hearing of the £190 million reference case. According to jail authorities, the meeting ran for over an hour.

During the meeting, Gandapur discussed the situation in the province along with the current political conditions in the country.

The K-P chief also briefed the former premier on the ongoing discussions with the federal government regarding the prolonged load-shedding issue.

 
Will not accept loadshedding exceeding 12 hours a day, warns CM Gandapur

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has once again threatened the federal government that he would not accept the power outages exceeding from 12 hours per day in his province.

CM Gandapur chaired a meeting on the issue of loadshedding on Friday in which he was briefed regarding the power outages in province and recovery made by Khyber Pakhtunkhwa.

The chief minister was briefed that an amount of Rs1 billion was recovered with the help of KP government.

The CM was told that zero loadshedding was promised during the Eid days but it wasn’t implemented.

“Most of the areas witnessed the power outages from 12 to 18 hours during Eid days. As many as 81 protest demonstrations were staged in the province against the loadshedding since May 1,” the CM was briefed.

CM Gandapur said that the provincial government is providing complete support to the centre over the issues of power sector but it is really unfortunate that the federal government isn’t fulfilling its promises.

KP CM Gandapur says he wants to meet army, ISI chiefs as PTI open for talks​

After Pakistan Tehreek-e-Insaf (PTI) signalled to hold dialogues on multiple occasions to end political stability, Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur expressed wishes to hold a meeting with the incumbent Chief of Army Staff (COAS) and the Inter-Services Intelligence (ISI) chief.

CM Gandapur, speaking to journalists in Rawalpindi after meeting incarcerated PTI founder Imran Khan in Adiala Jail on Monday, said that the former prime minister has always offered dialogues.

He expressed sorrow that nobody responded to Khan’s call for talks, adding that dialogues were not held with the institutions or the federal government so far.

Reiterating the PTI’s conditions for political talks, the KP chief executive said that terms and conditions would be unchanged for the dialogues. He detailed that the former ruling party sought restoration of its stolen mandate and the formation of a probe commission on the May 9 riots.

“I want to meet the army chief and the DG ISI,” CM Gandapur said, adding that he met the top military personalities at different events, clarifying that there was no one-on-one meeting held between them.

Criticising the federal government on the newly launched anti-terrorism operation — Azm-e-Istehkam, he claimed that there was no mention of any kind of [military] operation in the last apex committee meeting.

He admitted that law and order situation and "distribution of prizes" came under discussion and was labelled as "Azm-e-Istehkam" in the top huddle.

CM Gandapur said that he would talk about Inter-Services Public Relations (ISPR) policies on another occasion whether the operation would be held or not.

He, however, gave credit to the PTI government for improving law and order situation as the former administration strengthened all law enforcement agencies, including the Counter-Terrorism Department (CTD).

Recalling the past developments during the PTI government, he said that former PM Khan visited Afghanistan and held talks with then-president Ashraf Ghani.

He added that then-ISI chief Lieutenant General Faiz Hamid remained in contact with the Afghanistan administration during the three-year tenure of the PTI government. However, then-army chief General Qamar Javed Bajwa removed ISI chief Hamid.

He urged that it was necessary to take all provinces and stakeholders in confidence on major decisions.

Commenting on the rise in terrorism incidents, he was of the view that the menace of terrorism was increasing for finding a solution via dialogues. He offered the PTI’s support to the federal government "if it is willing to hold talks with Afghanistan".

To a question regarding the KP government’s stance on electricity-related issues, CM Gandapur said that his province should not be blamed for the massive line losses. He also blamed the Centre for not disbursing dues of the KP government worth Rs1,510 billion.

He defended his decisions to take a tough stance against the federal government over loadshedding issues in KP. The chief minister warned the federal authorities, again, that they would give a strong “reaction” if their demands were not met.

Gandapur says ready to negotiate only when 'stolen mandate' returned

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur stated his willingness to negotiate, stressing that the primary issue to address first is the 'stolen mandate' and Form 45.

The CM also noted that they cannot escape accountability by declaring former commissioner Rawalpindi Liaquat Chatta a crazy man.

Gandapur mentioned that a policy discussion had taken place with the PTI founder, during an Apex Committee meeting, focusing on law and order and ending terrorism. The name 'Azam Pakistan' was mentioned in the meeting.

He clarified that the term "operation" was not mentioned before nor after and highlighted that terrorism decreased during the PTI founder's government. He said that their government improved the Counter-Terrorism Department (CTD) and their policy was to gain the public's confidence before combating terrorism, and consulting provinces and parliament before making decisions.

Gandapur also blamed Bilawal Bhutto for traveling globally without visiting Afghanistan.

He reiterated the eagerness to play a role in formulating a dialogue policy with Afghanistan, to end terrorism in Pakistan, and expressed willingness to go to any extent for this cause.

He highlighted that Khyber Pakhtunkhwa, as a producer of electricity, has constitutional rights that are being neglected. Despite the government's claims of 12-hour load shedding, it extended to 16 hours, which he found inappropriate given the people's misery.

Gandapur demanded of the federal government the payment of Rs510 billion for electricity and stressed the need to fight for constitutional rights. He claimed the recovery of Rs1 billion in a month.

Lastly, he pointed out that constitutionally, the governor has no role in provincial politics, yet the governor of Khyber Pakhtunkhwa accused him of numerous things. Gandapur expressed his patience and underlined that the grievances of his people should not be ignored.

ATC issues non-bailable warrants for KP CM Gandapur

An Anti-Terrorism Court (ATC) on Monday issued non-bailable arrest warrants against Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur and other PTI leaders, with the warning that they could be declared proclaimed offender over continuous absence in cases related to violent protests and violation of Section 144 of the criminal procedure code.

Judge Tahir Abbas Sipra resumed proceedings in the cases registered against CM Gandapur, Amir Mughal as well as other PTI leaders, including those who deserted the party after the May 9, 2023, incident.

While Ali Nawaz Awan, Wasif Qayyum, Amir Kiani and others appeared in court, pleas were filed on behalf of CM Gandapur and Mr Mughal seeking exemption from personal attendance citing that they were out of the city.

Mr Gandapur has not attended the proceeding since April.

The judge termed the reason provided in the plea not valid and said the accused persons were duty bound to appear before the court at each hearing. The defence counsel requested the court to give another opportunity to Mr Gandapur and assured the judge of his presence at the next hearing.

However, the judge reminded him that this was the responsibility of an accused on bail to ensure his attendance, and later issued the arrest warrants for the KP CM and Mr Mughal. He said he would review the order of arrest warrants on the next date of hearing when the accused would appear before the court.

He warned the counsel that the process to declare them proclaimed offender would be initiated in case of their non-appearance and adjourned further proceeding till July 8. Judge Sipra also expressed his intention to conduct day-to-day proceeding with effect from the next date of hearing.

KP CM Gandapur orders provision of funds for Muharram security

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Thursday ordered the release of the funds required for security measures during Muharram, saying maintaining law and order in the province is the top priority of his government.

Chairing a meeting here, the chief minister said that authorities should pay special attention to sensitive districts for foolproof security measures in Muharram.

He also asked them to contact religious leaders of different sects and elected public representatives to promote religious harmony and tolerance, according to an official statement by the chief minister’s secretariat.

Mr Gandapur issued orders for the installation of tents on the routes of mourning processions in view of the heat wave and said that officials should contact the Peshawar and tribal areas electric supply companies to ensure uninterrupted power supply to Muharram processions and majalis.

He ordered the introduction of an effective mechanism of coordination among the relevant departments and agencies at provincial, divisional and district levels.

Mr Gandapur urged religious leaders and people to play their proactive role in maintaining law and order and promoting sectarian harmony during Muharram.

He also examined the security plan and arrangements for Muharram during the meeting.

The participants included the provincial chief secretary, additional chief secretary home, police chief and administrative secretaries. The divisional commissioners, regional police officers, deputy commissioners and district police officers attended the meeting via video link.

Officials briefed the meeting about Muharram’s security plan and said that the mourning processions and gatherings would be held in 14 districts with eight districts declared as the most sensitive and six sensitive in light of the law and order situation.

They also said that around 40,000 security personnel would be deployed across the province in Muharram, whereas special contingents of Frontier Corps and Pakistan Army would be engaged for protecting mourning processions and majalis.

The officials told the meeting that a central control room with representatives of all relevant departments and law-enforcement agencies was being set up at the home department.

They also said that special arrangements would be made for the security of sensitive districts and places across the province.

The officials said that mourning processions and majalis would be monitored through closed circuit television cameras, whereas a ban had been slapped on the display of arms, pillion riding, and hateful wall-chalking.

They said that special initiatives were proposed to constantly monitor social media pages to control hateful contents and negative propaganda during the month of Muharram.

The officials also said that mobile phone service would be suspended in sensitive districts, while staff of health and rescue departments would be assigned special duties with the purpose to effectively deal with any untoward situation.

CM Gandapur says no internal ‘rifts’ in PTI​


Chief Minister of Khyber Pakhtunkhwa and a key leader of PTI, Ali Amin Gandapur reassured on Friday that there are no internal rifts within the party.

Speaking to media in Islamabad, Gandapur emphasized that minor issues are being exaggerated. He clarified, "There is no dissent within the party. The entire party is actively working for the release of PTI founder Imran Khan."

The CM expressed strong optimism in the judiciary, stating, "We firmly believe that Imran Khan will be acquitted soon, by the grace of Allah. We have demonstrated that PTI operates strictly within the bounds of the constitution. The pervasive corruption in their ranks will soon be exposed."

However, it was reported that PTI firebrand leader Sher Afzal Marwat came out all guns, blazing against fellow party leader Shibli Faraz, demanding Shibli's resignation and claiming that it is essential to rid the party of the "qabza mafia'.

Disagreement over PTI’s founding chairman Imran Khan’s decision to accept the resignation of PTI’s secretary general Omar Ayub was reported, urging him to take a U-turn and reappoint Ayub on the post.

 
ATC withdraws KP CM Gandapur's arrest warrants

An anti-terrorism court (ATC) in the federal capital withdrew arrest warrants of Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur issued in the case pertaining to violent protests and violation of Section 144.

Gandapur had filed a petition seeking suspension of the arrest warrant in the case registered against him at the I-9 Police Station in the federal capital.

The KP CM surrendered before the court, saying that he could not attend the hearings earlier due to official engagements.

On July 2, the court issued non-bailable arrest warrants against Gandapur and other PTI leaders, warning that they would be declared proclaimed offenders if they continued to remain absent.

Gandapur had filed a plea seeking exemption from attending the hearing, saying that he was out of the city.

However, Judge Tahir Abbas Sipra had termed the reason as invalid. Gandapur's counsel had then requested the court for another opportunity, assuring his client would appear in the next hearing.

Judge Sipra, however, issued a non-bailable arrest warrant against the KP CM. He said that the warrant would review his decision if Gandapur appears in the next hearing. Once he appeared today, the judge withdrew the warrants.


 
Peshawar High Court summons Gandapur over ‘rising’ enforced disappearances

The Peshawar High Court has taken exception to the “growing incidence of enforced disappearances” in the province, especially by the police and counter-terrorism department, and ordered chief minister Ali Amin Gandapur to appear before it on July 22 to report on the measures taken by his government to address the issue.

The order came from Chief Justice Ishtiaq Ibrahim during the hearing into a habeas corpus petition by resident Hazrat Nabi against the “illegal detention” of his brother, Abdul Said. The petitioner also accused the police of demanding a ransom of Rs7 million for the release of the detainee.

Advocate Malik Sarfaraz Khan appeared for the petitioner and insisted that on June 10 2024, Abdul Said was apprehended by the station house officer of the Zaida police station in Swabi district from Gulberg Super Market in Peshawar though he wasn’t involved in any criminal case.

He added that the detainee was in the illegal custody of the SHO, who demanded Rs7 million from the petitioner as “ransom” to free the detainee.

The lawyer requested the court to issue orders to the provincial inspector general of police and other relevant police officers to produce the detainee before it.

He contended that the detainee was a law-abiding citizen, whose illegal detention was against the constitutional provisions guaranteeing his fundamental rights.

“Unfortunately, not only in this case but in so many other cases, this court has noted that on one hand cases of ‘missing persons’ are alarmingly increasing day by day, particularly in the province of Khyber Pakhtunkhwa, but on the other, the aggrieved parties are levelling allegations of such disappearances against the police officials, including those of the CTD, and that for the release of such missing person(s), the police officials and CTD officials are demanding a huge ransom from the family members of the missing person(s),” the bench observed.

It declared that the examination of the “flow of the cases of missing persons, particularly allegations against the police and CTD,” the court was left with no option but to summon the chief minister to give details of the steps taken by his government for checking enforced disappearances.

Scores of cases of “enforced disappearances” are pending with the high court with families accusing law-enforcement agencies of taking away their members and not revealing their whereabouts.

In one case, the disappearance of four brothers of a leading business family here was challenged in the court.

A female member of the family claimed that her brothers — Mohammad Nasir Alkozai, Usman Alkozai, Abdul Waris Alkozai and Zahir Alkozai — were kidnapped from their house in Peshawar’s Hayatabad Township on Feb 28 by people wearing police uniforms. She also produced CCTV footage of the “kidnapping” in the court.

While the petition is pending with the high court, the police have expressed ignorance about the incident.

ATC to indict Gandapur in 2022 violence case on 29th

An anti-terrorism court (ATC) in the federal capital will indict Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur and other accused in a two-year-old violence case.

The cases were registered in Sangjani and Industrial Area of police stations of Islamabad over acts of violence during PTI’s protests on May 26, 2022.

On Monday, ATC Judge Tahir Abbas Sipra resumed hearing on the two FIRs registered against Mr Gandapur and other PTI leaders.

One of the accused, Raja Khurram Shehzad, who was a part of PTI two years ago but later joined PML-N, was also present in the courtroom.

During the proceedings, copies of the challan were distributed among all suspects nominated in the FIRs.

The court decided to indict the accused on the next hearing and adjourned proceedings till July 29.

Mr Gandapur appeared in the court today after Judge Sipra issued his non-bailable arrest warrant at the last hearing over his continuous absence since April.

After the hearing on Monday, the KP CM talked to media persons and said that during his recent meeting with a US delegation, he expressed concerns over the controversial cipher and urged them to probe the issue.

While referring to the recently approved provincial budget, he claimed it was the first time the KP government did not seek a loan and presented a 100bn surplus budget.

The CM added that his provincial government will be restarting the Health Card insurance scheme and planned to produce 800MW electricity by 2028.

According to him, the KP government will also create 100,000 new jobs.

He also warned that if PTI founder Imran Khan initiated a hunger strike, the party would expand peaceful protests across the country as it was their right.

Last week, Mr Khan revealed he was contemplating a hunger strike if he continued to be denied justice by courts.He was talking to the reporters after attending proceedings in the £190m corruption case on Friday when he said that cases must not be decided on the basis of ‘like or dislike’, as all citizens are equal before the law.

CM Gandapur decides to establish world standard cyber security institute

Khyber Pakhtunkhwa (KP) Chief Minister (CM) Ali Amin Khan Gandapur has decided in principle to establish an international standard cyber security institute in Peshawar with the aim to ensure the availability of cyber security education facilities to the youth within the province.

The decision was made at a meeting held here on Tuesday with the Chief Minister Ali Amin Khan Gandapur in the chair.

Provincial Minister for Higher Education Meena Khan Afridi, Administrative Secretaries of Higher Education and Science Technology & Information Technology departments, Managing Director Khyber Pakhtunkhwa Information Technology Board and Director National Center for Cyber security attended the meeting.

It was decided in the meeting that a newly conceived cyber security institute will be established in an already available government building offering Bachelor, Masters and Ph.D. degree programs in cyber security.

CM Gandapur, on the occasion, directed the high ups of Higher Education and ST&IT departments to finalize the modalities regarding cyber security institute and submit viable proposals for formal approval as early as possible.

Talking on this occasion, the Chief Minister said that establishment of an specialised cyber security institute in Khyber Pakhtunkhwa was the need of the day, adding that the incumbent provincial government would ensure provision of all required resources for the institute on priority.

He added that it was high time to invest in the information technology sector and benefit from its substantial potential. He remarked that the government would extend such cyber security institutes to divisional headquarters in the future as well.

Ali Amin Gandapur said that the provincial government was committed to imparting modern information technology education and training to youth and to provide them opportunities for employment at national and international level, adding that young lot of the province was gifted with remarkable talent, and the provincial government would go all out to provide opportunities for the youth in every potential sector.

In an interview to a foreign media outlet, Advisor to the Chief Minister on Finance, Muzammil Aslam said that the provincial government would also provide a complete setup of two kilowatt including batteries, DC fans and inverters.

Muzammil Aslam said that a total of 100,000 households will be provided with free solar panel setup. The CM Advisor on Finance said that the provincial government has established more than 90 power plants.

Muzammil Aslam said that the electricity is being generated at Rs 6 to Rs 7 per unit in Khyber Pakhtunkhwa, adding that the same is being provided at Rs 27 per unit by the WAPDA.

It is pertinent to mention here that Punjab and Sindh governments had already announced to give solar panels to the people of their respective provinces.

The Sindh government on May 29 announced to provide affordable electricity to over 200,000 households in the province.

Syed Murad Ali Shah-led Sindh government in collaboration with the World Bank will provide a complete solar system to each household for Rs. 7,000.

The director Sindh Solar Energy Project said that the system will include the installation of solar panels, charge controllers, and batteries in each household.

He said that each of the households would be charged for just Rs. 7,000 for the complete set-up. The director Sindh Solar Energy Project said that one fan and three LED bulbs can be lit from the system provided under the project.

Earlier, Punjab Chief Minister (CM) Maryam Nawaz okayed the provision of a 1Kv Solar system to 50,000 families in the province.

The decision was taken in a meeting chaired by Punjab CM Maryam Nawaz to review energy projects in the province.

KP govt to provide free meals in primary schools

The Khyber Pakhtunkhwa government has decided to start free meal programme in public sector primary schools.


Free meals would be provided to children in primary schools in urban areas of all the divisional headquarters across the province.

The decision was taken at a meeting chaired by Chief Minister Ali Amin Khan Gandapur.

Provincial minister for primary and secondary education Faisal Khan Tarakai, adviser to chief minister on finance, Muzamil Aslam, additional chief secretary planning and development Syed Imtiaz Hussain Shah and chief executive officer of a private welfare organisation, Allahwale Trust, Shahid Lone and others were also present, according to an official statement issued from the Chief Minister’s Office on Monday.

It was decided that initially, the initiative would be started on pilot basis in Abbottabad and Swat, which would later be extended to other divisional headquarters.

Under the programme, around 70,000 children would be provided free and quality food daily, the statement said, adding the programme was estimated at Rs500 million annually, which would be borne by the provincial government.

It was further decided that the social welfare department would sign a Memorandum of Understanding with the private welfare organisation for implementation of the proposed initiative.

Speaking on the occasion, Mr Gandapur said the programme was another important welfare initiative of his government. He added it would also help increase enrolment in government schools.

Mr Gandapur said spending maximum resources on people was part of the vision of former prime minister Imran Khan, and his government would also start more such welfare projects.

He directed the authorities concerned to finalise the action plan as soon as possible for effectively implementing the initiative.

Govt can't ban largest political party, says CM Gandapur

A day after Federal Information Minister Atta Tarar’s fiery announcement of banning the Pakistan Tehreek-e-Insaf (PTI) became public, Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur rebutted government's plans by saying that no one could impose a ban on the PTI.

Speaking to media in Peshawar, the firebrand KP chief minister blamed the Pakistan Muslim League Nawaz (PML-N)-led coalition for stealing the mandate of the PTI, demanding that the chief election commissioner should resign after depriving the PTI of its basic rights as a party.

“These people give these kind of statements just to stay in the news. They can’t control inflation, surge in petrol and dollar prices as well as flagging economy,” he asserted.

Highlighting deteriorating law and order situation of the country, he said that the government was unable to improve security situation which was spiraling out of control with every passing day, adding that people representing government made on Form 47 were mentally deranged.

“Our country is facing challenges including terrorism in KP. Our people and brave soldiers are giving sacrifices for Pakistan in the face of rising tide of terrorism,” he concluded.

The Khyber Pakhtunkhwa (KP) Assembly on Friday passed a resolution, asking the federal government to fix the price of electricity in the province at Rs 15 per unit, ARY News reported

The resolution was moved by Sunni Ittehad Council’s (SIC) Fazal Elahi, stating that that electricity is being sold to the public at Rs 70-80 per unit, despite the fact that it costs only Rs 2 to produce.

The resolution demanded that the federal government provide electricity to the province at a price of Rs 10 to Rs 15 per unit.

The Khyber Pakhtunkhwa Assembly through a resolution also demanded the centre to end electricity load-shedding in the province.

Coincidentally, the power supply was suspended in the assembly hall during the debate on the resolution.

Earlier on July 12, the National Electric Power Regulatory Authority (NEPRA) approved the imposition of fixed charges up to Rs 1,000 on domestic consumers

The NEPRA approved the imposition and increase of fixed charges effecting from July 1, 2024.

The domestic users will have to pay new fixed charges based on their monthly consumption: Rs 200 for 301 to 400 units, Rs 400 for 401 to 500 units, Rs 600 for 501 to 600 units, Rs 800 for 601 to 700 units, and Rs 1,000 for consumption exceeding 700 units.

For industrial consumers, NEPRA has sanctioned a 184 percent increase in monthly fixed charges, while commercial electricity consumers will face a 150 percent rise.

KP govt to form commission for ‘transparent’ probe into outbreak of violence at Bannu rally

The Khyber Pakhtunkhwa government on Saturday announced the formation of a commission for a “transparent” investigation into the outbreak of violence at a peace rally in Bannu a day earlier, the provincial spokesperson said.

At least one person was killed and 22 others were injured when gunfire caused a stampede at a march in Bannu city on Friday. The gathering was attended by thousands who were demanding security in the district. The peace rally, organised by local traders and political parties, saw participants waving white flags as symbols of peace.

Eyewitnesses said that tensions escalated when the crowd marched towards the Bannu cantonment, setting fire to tents set up by security forces to guard a portion of a wall damaged in a terrorist attack last week.

As tensions flared, local authorities scrambled to restore order. The administration and police convened a jirga of local elders to pacify the situation.

The violence was condemned by activists and rights organisations, who claimed that the death toll was much higher than reported. Meanwhile, the PTI core committee strongly condemned the violence in Bannu and “directed” its provincial government in KP to hold a transparent inquiry and punish those involved in the deaths of innocent people.

In a statement on X today, KP government spokesperson Barrister Mohammad Ali Saif said the situation in Bannu was under control while security was on high alert in “sensitive areas”.

He further stated that KP Chief Minister Ali Amin Gandapur had announced the formation of a commission to probe the incident. “The commission will conduct an impartial investigation and submit a report. Legal action will be taken after determining the role of the accused,” Saif said.

He also requested the public to exercise extreme caution in the wake of the “rising wave of terrorism”, adding that anti-state elements should not be given a chance to spoil peace in the province.

Moreover, Saif urged the public to wait for the commission’s report and avoid spreading unverified information or indulging in “negative propaganda”.

Residents stage sit-in

Meanwhile, residents staged a sit-in outside the Bannu Police Line Chowk — located opposite the main entrance of the cantonment — to press the government to investigate the firing incident.

Organisers of the sit-in, Maulana Abdul Ghaffar Khan, Nasir Khan Bangash, Ghulam Qibaz Khan and Abdul Rauf Qureshi, delivered speeches at the gathering.

“We had staged a rally for peace yesterday and will do the same again and again,” one of the speakers said. “We do not accept the office of any armed group in Bannu,” he added.

Another speaker said those responsible for maintaining peace should fulfil their responsibilities.

The participants of the sit-in also complained that local authorities had shut down mobile networks and internet services after the firing. They added that Wi-Fi and landline phone systems were also suspended on Friday, causing problems for the public.

Bannu attack

A terrorist attack earlier this week on the Bannu Cantonment had left eight military personnel martyred. The attack was attributed to the Hafiz Gul Bahadur group operating from Afghanistan.

In the aftermath of the attack, the Foreign Office had issued a statement demanding “immediate, robust and effective action” by the interim Afghan government against the perpetrators of the attack.

It had added that the deputy head of mission of the Embassy of Afghanistan in Islamabad was summoned to the Ministry of Foreign Affairs and delivered a “strong demarche”.

“Pakistan reiterated its serious concerns over the presence of terror outfits inside Afghanistan that continue to threaten Pakistan’s security. Such incidents also go against the spirit of bilateral relations between the two brotherly countries,” the FO had said.

Relations between Pakistan and Afghanistan have lately become strained, largely because of the banned militant Tehreek-i-Taliban Pakistan (TTP) group but also due to frequent border skirmishes. Last month, the Afghan defence ministry’s spokesman angrily reacted to Defence Minister Khawaja Asif’s remarks when he said that Islamabad could hit TTP hideouts in Afghanistan.

Leaders of the Afghanistan interim government held a meeting with Pakistani officials in Doha earlier this month in what was seen as an effort to ease tension following the announcement of a fresh operation against the TTP.

Zabihullah Mujahid, leader of the Taliban delegation at the Doha conference, had described his meeting with Pakistani diplomats as “good” and expressed the hope for developing “positive relations” with Pakistan.

KP CM Gandapur 'accepts' demands of Bannu Aman Jirga after late night huddle​


The demands tabled by the Bannu Aman Jirga have been "accepted by Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur" which were placed in a meeting held earlier this week, Geo News reported citing sources on Wednesday.

The jirga's demands will be presented before the apex committee meeting expected to be held tomorrow, wherein the terms of reference (ToRs) for the constitution of a committee to probe into the Bannu incident will be discussed as well, the sources said.

The forthcoming session of the apex committee will be attended by the KP chief secretary, additional secretary home, Corps Commander Peshawar, KP Inspector General (IG), and other senior officers.

The people familiar with the meeting also said the jirga sought to dismantle armed groups operating in the province; empower police and ensure their patrolling at night; allow CTD to conduct search operations or take action against terrorists instead of security forces; and present missing persons before courts.

It was learnt that CM Gandapur responded to queries of Bannu jirga members during the meeting held late Monday.

He said that the Inter-Services Public Relations (ISPR) cleared the air about Operation Azm-e-Istehkam (Resolve for Stability) — a new counterterrorism drive being launched in the aftermath of a surge in terrorist attacks.

The chief minister told the jirga members that the military's media wing made it clear that Azm-e-Istehkam was "not an operation but a strategy" to root out terrorism and extremism, they added.

It is noteworthy to mention here that several political parties including the Pakistan Tehreek-e-Insaf (PTI), Jamiat Ulema-e-Islam (JUI-F), the Awami National Party (ANP), Jamaat-e-Islami (JI) and others had expressed reservations over the new operation, demanding the authorities to take parliament into confidence.

"Azm-e-Istehkam is a comprehensive and integrated counter-terrorism campaign, not a military operation per se as it is being presented," the ISPR Director-General Lieutenant General Ahmed Sharif Chaudhry said while responding to reservations during a press conference in Rawalpindi a day ago.

While detailing the scope of the new counterterrorism drive, Gandapur reportedly told the jirga members that the KP police and the Counter-Terrorism Department (CTD) would carry out search operations while they would take assistance from the security forces as per the need.

He added that the provincial police force would take action against armed individuals. Subsequently, patrolling duties would be performed by the provincial police which will be increased.

The KP CM said that the government was strengthening the police and the CTD in Bannu by opening recruitment and handing over additional vehicles, as per the insiders.

In the same meeting, the sources said CM Gandapur assured the Bannu Aman Jirga that Jumma Khan Road will be reopened for movement soon.

While talking to Geo News today, Adviser to KP CM on Information Barrister Muhammad Ali Saif said that the apex committee was an independent institution to make decisions on matters related to national security.

The CM's aide said that not only Bannu but steps will be taken to eliminate terrorism across the province.

He said: "It was important to take up the Bannu [firing] incident in the [upcoming] apex committee. The constitution of a commission on the Bannu incident will also be discussed in the apex commission’s session."

The situation turned unpleasant after the firing incident during the Bannu Aman March last week in which at least one person was killed and 22 sustained injuries during a peace march.

In the presser, the DG ISPR detailed that some armed men in the peace march opened fire, which led to the loss of life. In Bannu, the army personnel followed their response SOP accordingly, he added.

Explaining the SOP of the army, he said that whenever any "anarchist group" approaches a military installation, it is first given a warning, and then it is dealt with.

He said that as soon as this incident took place, there was a hue and cry on social media. "This shows how digital terrorists are supporting terrorists on the ground."

 

KP CM Gandapur rejects external operations in province​


Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has firmly stated that the province will not permit any external operations and will make its own decisions.
Speaking in Bannu, he underscored the rich history and resilience of the province and Pashtun people, expressing his determination to protect their autonomy.

Gandapur highlighted the hardships faced by residents who had to leave their homes due to past operations and stressed that such disruptions would not be tolerated again.

He addressed the dissatisfaction with the treatment of Pashtuns in other provinces, asserting that decisions affecting Khyber Pakhtunkhwa would be made locally.

He praised the people of Bannu for their resilience and stated that a committee from Bannu had submitted their demands, which were discussed and addressed in the apex committee.

The KP CM acknowledged that there are elements both inside and outside the province that attempt to create misunderstandings.

He expressed his commitment to the well-being of madarasa students, ensuring they receive both religious and basic education, and included in educational funds. He urged the people of the province to reform themselves, warning that action would be taken against those who do not comply.

Ali Amin Gandapur firmly declared that no armed group or individual should act on behalf of any organization within the province. He emphasized the importance of respecting and supporting the families of martyrs, highlighting their sacrifices for the country.

 
KP CM Ali Amin Gandapur pledges full resources for provincial peace

Chief Minister (CM) Ali Amin Gandapur has assured that the Khyber Pakhtunkhwa government will provide all necessary resources to maintain peace in the province.

Speaking at the inauguration ceremony of the new police line in Mardan on Saturday, Gandapur paid tribute to the sacrifices of police martyrs, emphasising that their needs will be met despite economic challenges through a single card system.

Gandapur urged the police to treat people well and eliminate the disparity between rich and poor, expressing satisfaction that even wealthy lawbreakers would be fined as traffic laws are equal for everyone.

Adherence to laws, he noted, can help control traffic issues.

The CM stressed that controlling crime is impossible without public cooperation and mentioned that the government, along with MPAs, decided to complete the ongoing 600 schemes first after taking office.

Govt effectively tapping province’s hydroelectric potential, says KP chief minister

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has said the government is effectively tapping the province’s hydroelectricity (hydel) potential to provide the local industry with cheaper power.

The chief minister stated this during a meeting with a delegation of Chinese businessmen visiting Pakistan during his visit to Rashakai Special Economic Zone, according to a statement issued from the chief minister’s secretariat on Saturday.

Mr Gandapur said that the provincial government had established its own grid and transmission company for the provision of power at lower rates in order to boost the industrial sector.

The statement said the chief minister discussed with the Chinese delegation matters of mutual interest, especially investment opportunities in KP and prospects to further enhance mutual collaboration in various fields, including industry, agriculture and energy.

Mr Gandapur told the delegation about the huge potential in hydel power and agriculture, and that his government would also welcome foreign investment in these sectors.

“Creating maximum employment opportunities and increasing the province’s revenue by effectively utilising available resources and by boosting potential sectors are the priority areas of the government,” the chief minister said.

He said that the provincial government would facilitate foreign investors under its ease of doing business policy.

Mr Gandapur said the KP government would welcome foreign investment in the grid and transmission sector, and highlighted the importance of exchanging expert delegations between the two countries to explore maximum opportunities for mutual collaboration.

The chief minister assured the Chinese delegation that the provincial government would take good care of the security needs of foreign investors working in the province.

The chief minister visited various industrial units in the special economic zone, where he was briefed by the officials of the industries department about the functioning of the zone.

Special assistant to the chief minister on industries and technical education, Abdul Karim Tordher, chief secretary Nadeem Aslam Chaudhry, additional chief secretary Syed Imtiaz Hussain Shah and officials of the industries department were also present.

KP cabinet reverses upgradation of 130,000 teachers over ‘anomalies’

The Khyber Pakhtunkhwa cabinet on Tuesday reversed the last elected government’s move to upgrade over 130,000 positions of schoolteachers in the province.

“The decision of the cabinet meeting, held on Jan 17, 2023, for the upgradation of various educational cadre employees in the education department has been withdrawn in view of legal and administrative anomalies identified by the finance department,” read an official statement issued here after the cabinet’s meeting chaired by Chief Minister Ali Amin Gandapur.

The cabinet of former CM Mahmood Khan had approved the upgradation of primary teacher posts from BPS-12 to BPS-14, benefitting 51,736 teachers across the province. It also gave the go-ahead for the upgradation of other educational cadre positions to benefit 18,000 teachers in BPS-14, 21,300 in BPS-15, over 22,000 secondary school teachers in BPS-17, and certified teachers in BPS-15.

The official statement also revealed the approval of the proposed KP Livestock and Poultry Production Act, 2024, by the cabinet for presentation in the provincial assembly for consent.

After the law’s enforcement, the fisheries and cooperative department will be able to register and regulate the livestock and poultry production activities in the province.

The cabinet also approved the KP Animal Welfare Act, 2024, to “prevent the infliction of unnecessary pain to animals and set standards regarding humane handling, treatment and transportation of animals in the province.”

The participants also granted approval to the proposed KP Livestock Breeding Services Act, 2024, for “regulating livestock breeding services, improve the genetic potential of breeds and protect indigenous breeds of livestock and to provide for improvement, control, marketing and quality assurance of livestock in the province.”

The cabinet approved recommendations for inclusion in the “position paper” for the upcoming National Finance Commission Award.

Noted among the recommendations was the start of the “10-year Pakistan Building Grant, sourced from the federal divisible pool, to address significant financial needs and development deficits that have accumulated since the announcement of the 7th NFC Award.”

The cabinet called for an interim adjustment to bring the 7th NFC Award into compliance with the Constitution, recommending that KP share in the new award be recalculated to include the population and area of the merged tribal districts in the province.

It approved a grant-in-aid of Rs326.40 million for the drug free Peshawar Programme Phase-III and Rs23.1 million for the Beggar-Free Peshawar Programme with the objective of eliminating drug addiction and beggary from the streets of the provincial capital.

There are plans to rehabilitate 2,000 drug addicts in Phase-III of the Drug-Free Peshawar Programme, according to the official statement.

The chief minister directed the social welfare department to offer free services to families that wish to rehabilitate drug-addicted members but cannot afford the treatment.

The cabinet approved the cost enhancement from Rs87.7 million to Rs152 million for the ADP scheme of repair and rehabilitation of Mahabat Khan Mosque Peshawar.

The project, according to the statement, is aimed at preserving and restoration of the historical Masjid to its original grandeur.

Conservation of the structure, restoration of fountain pond, water supply, CCTV and sound systems, illumination and renovation of ablution area, and provision of motorised sunshade are part of the project.

As per the policy of devolving the financial and administrative powers to divisional headquarters for speedy development, the cabinet approved the establishment of a regional development committee, to be led by the respective divisional commissioner.

This decision also involves amendments to the Planning and Development Guidelines (2015) by the planning and development department, as well as revising the powers of Sanctioning Development Projects and Programmes under the Khyber Pakhtunkhwa Delegation of Financial Powers Rules, 2018.

The P&D department will allocate the required technical human resources from its existing officer pool without creating new posts.

The cabinet approved the creation of 35 posts in the administration department for the newly-declared Khyber Pakhtunkhwa House in the Dera Ismail Khan district.

It granted approval to the release of Rs1.377 billion to the food department to settle the remaining wheat procurement liabilities for growers, suppliers, and their authorised representatives at 22 wheat procurement centres, bringing the total financial obligations for the procurement of 208,993.873MT of wheat to Rs20.377 billion, according to the statement.

The finance department has already disbursed Rs19 billion to the food department in line with the cabinet decisions.

The cabinet also approved proposed amendments to the Khyber Pakhtunkhwa Ministers (Salaries, Allowances, and Privileges) Act, 1975, along with revisions to the terms and conditions for the advisers and special assistants to the chief minister.

Under the move, a monthly payment of Rs200,000 will be made to the ministers, advisers, and special assistants whom the government hasn’t allotted its houses.

The cabinet approved draft amendments to the KP Local Government Elected Officials Remuneration and Allowances Rules, 2022, with regard to the enhancement of honorarium of chairmen and mayors of tehsil and city local governments from Rs40,000 to Rs80,000 each and that of the chairmen of village and neighbourhood councils from Rs20,000 to Rs30,000 each.

The participants also granted approval to a draft under which funds for the ongoing and new development schemes will be released to every sector as proposed by the planning and development department under the “revised released policy.”

The cabinet approved the draft response to the petition about the provision of adequate financial resources to the merged tribal districts for the consideration of the Peshawar High Court.

It rejected a proposal of the health department for the transfer of a district medicine specialist from the DHQ Hospital Wana to DHQ Hospital Dera Ismail Khan.

The chief minister ordered authorities to fulfil human resource needs of tribal districts on priority.

KP minister Shakil Ahmad resigns over ‘corruption’ in govt​


Khyber Pakhtunkhwa Minister for Communication and Works Shakeel Ahmad Khan has resigned from his position, citing disagreements with the Chief Minister and allegations of corruption within the provincial government.

Khan, a PTI MPA, submitted his resignation to Chief Minister Ali Amin Gandapur, expressing his dissatisfaction with the current administration. He stated that his differences with the Chief Minister were based on principles, but maintained his loyalty to PTI. He also declared his willingness to be held accountable on all platforms.

Khan accused the Chief Minister of operating under someone else’s direction and compromising the party’s core principles and promises. He claimed that the government had deviated from its original stance, and that poor governance and corruption had undermined the party’s manifesto.

Khan had previously accused the Chief Minister of interfering in his ministry and hindering his ability to work effectively due to rampant corruption and mismanagement in the province. He vowed to continue raising his voice against corruption and bad governance.

Sources indicate that Khan had also raised concerns about corruption within the Chief Minister’s cabinet, leading to the formation of a committee to investigate corruption in Khyber Pakhtunkhwa. Khan reportedly had disagreements with other cabinet members and had previously expressed his dissatisfaction with former Chief Minister Mahmood Khan.

Sources suggest that Chief Minister Ali Amin Gandapur was considering a cabinet reshuffle and had reportedly planned to remove Khan from his position. However, Khan pre-empted this move by submitting his resignation.

The provincial government, however, claims that Khan was removed based on a report from a committee formed by PTI Chairman Imran Khan. A summary recommending Khan’s removal from the ministry has been sent to the Governor for approval.

 
CM Gandapur announces interest free loans for youth

In a major development aimed at ’empowering’ the youth of Khyber Pakhtunkhwa (KP), Chief Minister (CM) Ali Amin Gandapur announced three projects focused on employment generation.

The KP government finalised preparations for the launch of “Ehsaas Rozgar,” “Ehsaas Hunar,” and “Ehsaas Nojawan Rozgar” programs, all designed to provide financial assistance to young entrepreneurs and skilled workers.

Ali Amin Gandapur instructed relevant departments to expedite the finalisation of Memorandums of Understanding (MoUs) to ensure the swift implementation of these initiatives.

Under the “Ehsaas Nojawan Rozgar” scheme, soft loans of up to Rs10 million will be provided to eligible candidates, said CM Gandapur. Additionally, for starting new businesses or expanding existing ones, interest-free loans of up to Rs200,000 will be offered.

The “Ehsaas Hunar” program will grant interest-free loans of up to Rs500,000 to skilled youth, enabling them to start or expand their businesses, said he. In a related development, the Chief Minister also reviewed progress on the “Ehsaas Apna Ghar” program, which aims to provide interest-free loans of up to Rs1.5 million for the construction, expansion, or renovation of homes for deserving families.

This comprehensive approach reflects the government’s commitment to fostering economic growth and improving the living standards of the province’s youth and underprivileged families, said CM Gandapur.

Ex-KP minister Shakeel Khan exposes billion-rupee corruption​


Former Khyber Pakhtunkhwa Communication and Works Minister Shakeel Khan has made startling revelations, alleging that the secretary of his ministry released funds worth Rs6.87 billion to contractors without his knowledge or consent.

The disclosure came in a written statement submitted by the former minister to the Good Governance Committee.

According to Shakeel Khan, between May and June of this year, the secretary released Rs6.87 billion for construction projects. When questioned about the massive fund disbursement and allegations of receiving a 10-20% commission, the secretary reportedly stated that the development took place under the supervision of the chief minister.

Shakeel said in the statement that when the senior and parliamentary leadership of the party was informed about corruption, ongoing fraud in the department, mismanagement and non-cooperation, they suggested that all the black sheep be exposed by penetrating the system.

Therefore, the former minister said, in order to get to the bottom of the corruption and expose the characters involved in it, he started developing relations with the secretary.

Shakeel Khan further alleged that the secretary offered him a bribe of Rs30 million, which was later increased to Rs50 million, along with the promise of a new car in exchange for his silence. Shakeel Khan claims to have refused the bribe and decided to expose the corruption.

The secretary told him, he claimed, that Rs200 million were given to the chief minister, while Rs100 million were given to the powerful circles on the orders of the chief minister.

Moreover, in terms of commission, Rs35 million had been given to the additional chief secretary, Rs25 million to the secretary of the finance department. Shakeel Khan added that the C&W secretary then offered to hand over Rs50 million to him, but he refused to keep it.

He further disclosed that in a meeting with PTI Founder Imran Khan at Adiala Jail on July 31, he shared all the details of the corruption, prompting the former prime minister to direct him to hold a press conference to send a message to all provincial ministers, administrative secretaries and officers.

Shakeel Khan also disclosed in his response that a firm belonging to federal minister Amir Muqam was given tenders worth millions in Swat through collusion.

On the other hand, KP Law Minister Aftab Alam addressed the issue of Shakeel Khan's dismissal on corruption charges, stating that there were no internal differences within the party. He praised Shakeel Khan as an "asset to the party" and expressed confidence that the matter would be resolved soon.

Aftab Alam affirmed that there is unity and consensus among party members and that the issue is being treated as a private matter within the party.

 

CM Gandapur doles out cash among PTI workers​


After the Pakistan Tehreek-e-Insaf (PTI) postponed its much-hyped rally, Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur doled out cash among the political workers who gathered in Swabi to move to Islamabad where the former ruling party was slated to hold a public gathering.

Jailed PTI founder Imran Khan had directed the party leaders to hold a power show in the federal capital on August 22, according to the Adviser to Khyber Pakhtunkhwa chief minister on Information Barrister Muhammad Ali Saif.

Addressing a press conference on August 18, Saif had said, "We guarantee that there will be no law and order issue."

However, the district administration revoked the no-objection certificate (NOC) granted to the party on the “report of the district intelligence committee,” according to an official statement.

However, despite the revocation of the NOC, the party had decided to go ahead with its decision to hold the public gathering in the Tarnol area of Islamabad. In view of security concerns, the Islamabad Capital Territory’s (ICT) administration blocked roads at different entry points of the city with shipping containers to prevent the party from holding the rally.

As party activists were arriving at a point in Swabi earlier today, the opposition party cancelled the much-hyped gathering. The workers were distributed Rs5,000 each as they dispersed.

Accompanied by PTI leaders Omar Ayub and Shibli Faraz, KP Chief Minister Ali Amin Gandapur distributed cash among the party supporters and activists.

When contacted over the cash distribution, Barrister Saif responded, saying that there is no specific reason behind the cash disbursement as the KP's chief minister is a well-wisher of the poor and he distributed money from his pocket.

Gandapur, sources said, wanted to hold the public gathering at all costs, adding that he and former National Assembly speaker Asad Qaiser had decided to reach Islamabad under all circumstances.

However, the Islamabad administration has now issued a permit to the party to stage a rally on September 8. A notification has also been issued by the district magistrate of Islamabad for the purpose.

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur stated that PTI founder Imran Khan canceled the Islamabad rally to avoid chaos.

Talking to Dunya News programme "Dunya with Meher Bukhari," Ali Amin Gandapur mentioned that Form 47 was used to bring Nawaz Sharif and Zardari to power, questioning the motives behind this move. PTI supporters have fought hard to protect their mandate, he added.

He told Imran Khan that he would hold the rally and take full responsibility for it, promising that a historic rally would be held on Sept 8.

“Imran Khan is sacrificing for the betterment of the country and the PTI seeks to uphold the Constitution, where each institution has its defined limits. Those who stole the mandate and gave it to others have deceived Maulana Fazlur Rehman,” he mentioned.

CM Gandapur affirmed that he has shown no flexibility to the government and the police of Khyber Pakhtunkhwa will be with him during the rally. He stated that wherever the chief minister goes, the provincial police will accompany him.

The chief minister also remarked that lobbying for a position within the military falls under a conspiracy. He questioned what Faiz Hameed might have offered Nawaz Sharif when asking to be made army chief, urging Khawaja Asif to reveal the whole truth to the nation about Faiz Hameed’s involvement in the ‘London Plan’.

Gandapur concluded by stating that if any amendment is brought to the assembly, it will not be accepted.

CM Ali Amin Gandapur wants Sheikh Waqas Akram to replace Hammad Azhar as PTI Punjab president and he has also presented the proposal to the party founder, Imran Khan, the sources privy to the development said.

“PTI Punjab President Hammad Azhar will not be able to run the party’s affairs properly as there are reservations against him. Mian Aslam Iqbal will also not able to keep the party united,” CM Ali Amin Gandapur told Imran Khan.

The sources revealed that CM Ali Amin Gandapur and Shibli Faraz are convincing Imran Khan to make convincing Sheikh Waqas Akram the new chief of PTI Punjab.

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has been granted bail in May 9 cases.

Gandapur appeared before the Special Anti-Terrorism Court in Faisalabad.

After the hearing, the KP chief minister left for his province amid security protocol.

The KP chief minister, along with many PTI leaders and workers, had been facing several May 9 cases.

There were nationwide protest demonstrations in the country after Imran Khan’s arrest. Around 1,900 people of PTI were arrested.

The KP CM appeared before the court in connection with the May 9 cases against him and was granted bail.

Islamabad court issues non-bailable warrants for KP CM Gandapur in 2016 weapons and liquor case

An Islamabad district and sessions court on Wednesday issued a non-bailable arrest warrant for Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur in connection with a 2016 case, in which he was accused of carrying alcohol and unlicensed weapons.

On July 29, Civil Judge Shaista Khan Kundi summoned Gandapur for recording his testimony in the case.

Judge Shaista had directed Gandapur to ensure his presence on September 4 (today) for recording his statement under section 342 of the criminal procedure code (CrPC), observing that he has already skipped five hearings in the case.

In the hearing today, the judge rejected Gandapur’s request for exemption from physical appearance in court on medical grounds.

The court ordered Station House Officer (SHO) Bhara Kahu to arrest and produce Gandapur in court tomorrow.

Gandpaur’s lawyers Raja Zahoorul Hassan and Fatehullah Burki appeared in court, engaging back and forth on Gandapur’s absence from court.

“Where is the accused? The case was called three times since this morning but he did not appear,” Judge Shaista said.

Assistant Advocate Burki responded by saying that there was a flood situation in Peshawar.

At this, the judge reminded the counsel that at the previous hearing, they informed the court that CM Gandapur was busy, at which she had responded that the chief minister’s official duties would continue but he will still have to appear in the court.

Addressing Advocate Hassan, she asked: “What was your undertaking? You remember, right?”

Advocate Hassan said they would submit Gandapur’s medical report since “he is unwell”.

“Your lawyer was saying there are floods, you are saying he is unwell,” Judge Shaista remarked, reminding the counsel that she granted relief last time as well, since they asked for a later date.

Advocate Hassan told the judge that their plea for acquittal was pending in the same court.

“According to the Supreme Court judgment, [even] if a case is in its final stages, it should be decided on merit, not acquittal,” the judge replied.

“For the eighth time, the statement of Section 342 was not recorded; then you say you did not get the right to a fair trial.”

To this, Advocate Hassan said: “This is cruelty. The accused is the chief minister of a province; I am here in court. Despite this, you are handing down a strict order.”

“If there is nothing in the case, be brave and face the court,” the judge advised before adjourning the hearing till tomorrow.

KP CM Gandapur gets transit bail from PHC

As per details, the bail plea was heard by the two-member bench of Peshawar High Court (PHC) and ordered the concerned authorities to not arrest CM Gandapur in any case registered against him.

The court stated that the person who filed the bail plea is chief minister of a province.

Yesterday, a Session Court in Islamabad issued non-bailable arrest warrants for Khyber Pakhtunkhwa Chief Minister (CM) Ali Amin Gandapur in arms and liquor recovery case, ARY News reported.

At the outset of the hearing yesterday, the court rejected Gandapur’s plea for exemption from appearance on medical grounds.

The session court Judge Shaista Khan Kundi heard the case and ordered the SHO of Bhara Kahu police station to arrest Gandapur and present him before the court tomorrow.

Prior to this, the court in summoned KP CM Ali Amin Gandapur in a arms and liquor recovery case.

The District and Sessions Judge also sought replies to nine questions from Ali Amin Gandapur, directing him to appear before the court in person.

It is important tot note here that the police claimed to have recovered weapons and liquor from Ali Amin Gandapur’s car on 30th October 2016.

According to the police, Ali Amin Gandapur’s car was stopped and searched at a check post at the Rukhsana Bangash road when he was going to the residence of Imran Khan in Bani Gala.

The police searched the car and claimed to have recovered the weapons and ammunition from the vehicle.

The weapons were displayed at Bara Kahu police station of Islamabad, which included four Kalashnikovs, ammunition, tear-gas fire gun and bullet proof vests.

 
Gandapur seeks ‘permission’ for peace talks with Afghan govt

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Thursday said that he had requested the ‘authorities’ for permission to hold talks with the Afghan government for peace in the province.

“If my request is not considered, I, as the chief minister of KP, will lead our tribal elders to Afghanistan for a dialogue with the interim government,” Mr Gandapur told a tribal jirga at the Chief Minister’s House on Thursday, according to an official statement.

The participants included tribal elders and representatives of political parties.

The chief minister said peace in the province was linked to a peaceful Afghanistan.

He stressed the need for a clear policy and timeline to eliminate militancy.

“I’ll soon call a meeting of the provincial apex committee on this matter,” he said.

Mr Gandapur urged authorities to take people on board before launching any military offensive against militancy and said no war could be won without the people’s support.

He said law and order should be maintained at all costs.

The chief minister criticised Prime Minister Shehbaz Sharif’s government over “failure” to fulfil its promises for the development of merged tribal districts, including a share in the National Finance Commission Award.

He said the tribal districts should be provided with adequate funds for counterterrorism and infrastructure development.

Mr Gandapur said his government was strengthening police in those districts as they, along with security forces, were responsible for maintaining law and order.

He demanded action against “unauthorised” elements in the province and appreciated tribal elders for playing their due role in the elimination of such elements.

“There is a need to ask tribal people about their problems for resolution,” he said, calling for an end to violence against them.

The chief minister said his government had launched several development projects in tribal districts and would ensure adequate funding for them.

He urged local residents to help protect development projects and ensure quality work.

Mr Gandapur said local bodies lacked authority but his government would empower them in line with the vision of PTI founder and former prime minister Imran Khan.

Tribal elders highlighted their issues about healthcare, education, law and order, drinking water, power supply, infrastructure, and administration, and suggested solutions, according to the official statement.

They called for the elimination of militancy and said all government initiatives for the purpose should be supported.

Meanwhile, Gandapur defended the recent cabinet reshuffle, insisting the move came with PTI founder Imran Khan’s approval after the ministers’ performance was reviewed.

“The former minister [Shakil Khan] was removed over corruption on the recommendation of a good governance committee formed by Imran Khan,” the chief minister told reporters after attending a high court hearing into his transit bail plea here on Thursday.

Mr Gandapur said he didn’t want to harm his party’s interests by issuing statements against anyone.

He, however, said conspirators and their aides would be “taught a lesson.”

The chief minister said the PTI’s last political gathering in Islamabad was called off by Mr Khan.

He said he would lead the party’s Sept 8 public meeting in the capital city.

“We won’t accept any message on the cancellation of our Sept 8 power show in Islamabad that will take place at all costs,” he said.

Mr Gandapur resented “fake” cases against his party’s activists and declared their registration an act of injustice.

“We [PTI] are fighting for the supremacy of the law and will stand with Imran Khan,” he said.

The chief minister said the federal government was responsible for the country’s economic problems.

He promised jobs and development to people of the province and said his government was striving to improve people’s financial condition.

KP govt decides to document target killings in tribal districts

The Khyber Pakhtunkhwa government has decided to conduct a survey in the merged tribal districts to document targeted killings for taking corrective measures.

The decision was made during a tribal jirga at the Chief Minister’s House here on Thursday.

CM Ali Amin Gandapur presided over the event, where 11 MNAs, 15 MPAs and 16 tehsil council chairmen from tribal districts along with provincial chief secretary KP Nadeem Aslam Chaudhry, police chief Akhtar Hayat Khan and other senior officials were present.

The chief minister directed authorities to conduct that survey at police station levels in merged areas under the supervision of the district police officers, saying the incidents of targeted killings should be listed separately from murders taking place due to enmity and other issues.

The exercise to be completed within three weeks will help address targeted killings, according to the meeting minutes issued by the government on Saturday.

The chief minister also directed authorities to collect details of missing persons at police station level across the tribal region.

Home and tribal affairs department will contact law-enforcement agencies for the missing persons’ recovery and outline a comprehensive strategy in this regard, according to the minutes.

Mr Gandapur also sought details of checkposts from all tribal districts and plans to disband “unnecessary” ones and said the issue of the closed border crossings in Mohmand, Bajaur and North Waziristan areas should be taken up with authorities.

The minutes said the provincial government had already requested the federal government to reopen those routes.

Mr Gandapur directed the relevant departments to ensure a fresh survey of the houses, destroyed during to the fight against terrorism in tribal districts, under the Citizen Losses Compensation Programme and said the remaining cases should be disposed of and the federal government should be contacted again for the release of funds.

The chief minister asked the mines secretary to ensure an immediate end to illegal mining in tribal districts and submit a report about corrective actions taken in the last six months.

He directed the deputy commissioners to hold tribal jirgas to address the people’s issues and update him.

The minutes noted that elders from Khyber tribal district urged the federal government to help the provincial government establish peace in the region and demanded urgent action for the early return of Kukikhel Afridis to Tirah area.

Participants from the Orakzai tribal district demanded restoration of peace in their region.

Elders from North Waziristan tribal district complained about targeted killings and insisted there was no writ of the state in the district, so the incidents of targeted killings had become a “daily routine.”

They urged the chief minister to ensure public life is protected and cases of targeted killings are registered under Section 7-A of the Anti-Terrorism Act, 1997.

Elders from the South Waziristan tribal district stressed the need for dispute resolutions through dialogue and said besides government officials, tribal elders and religious leaders should also be made part of the process.

They also voiced concern about the poor law and order situation in the district.

Elders and lawmakers from Bajaur district demanded restoration of peace in the area and asked the chief minister to intervene for concrete steps for the purpose. They also demanded early restoration of the over 2,000 blocked computerised national identity cards from the district.

The representatives of Mohmand tribal district called for a crackdown on illegal mining as well as effective resolution of missing persons’ issues, which, they insisted, is causing fear among locals, according to the minutes of the jirga meeting.

The chief minister told them that his government would chalk out a plan for the equitable distribution of resources to tribal districts.

He also said that a jirga of every district would take place every fortnight to seek suggestions from the local elders for the resolution of their key issues.

Mr Gandapur also said that he would call a meeting of the provincial apex committee to resolve the security issue as the restoration of peace was the foremost demand of the people.

He promised a clampdown on unauthorised armed persons across the province and said he had already issued instructions to the police for the purpose.

CM Gandapur is 'missing', claims Barrister Saif

Khyber Pakhtunkhwa Information Adviser Barrister Saif on Monday said that Chief Minister Ali Amin Gandapur was in Islamabad and said that there is no information about his whereabouts, Dunya News reported.

Barrister Saif claimed that Ali Amin Gandapur is missing for the past several hours and all attempts to contact him have failed as his phone numbers were switched off.

He said that we talked to Ali Amin Gandapur on phone at 2:30pm and during that conversation CM informed that he was going to Islamabad to attend a meeting. After that no contact was established with the Chief Minister and his staff as their phone numbers were switched off.

Barrister Saif rejected government’s claims about the PTI workers' clashes with police, adding that workers held their nerves and did not lose their calm to avoid fake cases, which he said, the government was trying to lodge.

'Defiant' Gandapur vows to stand by Imran Khan in first speech after 'resurfacing'

Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur, who remained "unreachable" for several hours following his explosive speech at PTI's September 8 rally in Islamabad, resurfaced at a ceremony of Peshawar Bar Council Association on Wednesday, saying he would stand by jailed Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan come what may.

“I want to give a message to our leader [Imran Khan] that we support your ideology,” said the KP chief minister — who remained "missing" for hours in the wake of the fresh crackdown against the former ruling party over violation of newly-enacted public gathering law following the party's September 8 rally in Islamabad.

The development was confirmed by PTI's member National Assembly (MNA) Shahid Khattak with sources saying that the CM was "busy in various meetings" in the federal capital after the party's power show.

Following his return, the former ruling party maintained that Gandapur held a long meeting with government officials over the law-and-order situation in the province and that he couldn't be reached due to mobile phone jammers at the location of the said meeting.

Addressing the bar council members today, the KP CM asked the institutions to mend their ways, which he said will be beneficial for the people, the country and themselves.

He also asked them to "sit with incarcerated PTI founder and resolve issues". “Our goal should be to lift the country and not the ego,” he said.

Referring to the recent terror attacks in the province, Gandapur said he had told the apex committee that the trust of his people and the police has broken. “My province is bleeding and they do not care,” he regretted.

The nation has been reeling under rising violent attacks since the Taliban rulers returned to power in Afghanistan in 2021, particularly in the bordering provinces of Khyber Pakhtunkhwa and Balochistan. The KP alone witnessed 25 casualties in the 29 terrorist attacks during August.

Information Minister Attaullah Tarar on Friday denounced the pejorative remarks against journalists made by Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur at the PTI’s Sangjani power show, as journalists continued to condemn the speech and demanded an apology.

In a fiery speech last week during PTI’s rally, CM Gandapur labelled journalists as “sellouts” and “sycophants,” accusing them of caving to pressure from the establishment and the government.

Gandapur dared them to “write whatever you want,” claiming he would confront them with the nation’s backing. He also urged his supporters to “identify and expose such journalists” globally, while also using derogatory and sexist language against women journalists.

His speech prompted widespread condemnation from journalist bodies, rights groups, and politicians, with the Press Council of Pakistan (PCP) asking him to tender an apology for his remarks.

PTI founder Imran Khan also said that Gandapur’s words were inappropriate. Addressing reporters outside Adiala Jail on Thursday, he said the CM should not have made such remarks against journalists, adding that he had “spoken a bit too much in his rhetoric.”

Censuring Gandapur for his words, the information minister today highlighted past instances of journalists being attacked at PTI rallies.

“I remember when Sana Mirza was stuck atop that DSNG in Lahore, and I remember when Channel 5 journalist Sadaf was trampled after falling from a container to cover a PTI rally.

“There are multiple incidents where the PTI has targeted journalists, especially women, with vulgar language and false allegations,” Tarar said, adding that the Gandapur’s choice of words was so bad that the whole party needed to apologise.

“This is an example of a mindset where people start saying whatever they like without [considering the] consequences.”

He added that Gandapur’s mindset aligned with that of Imran.

“Imran Khan is not ashamed of what his CM is saying against women, journalists, and the army, but he is playing politics with the arrests of his party members. This is condemnable,” the information minister stated.

At a PTI press conference held by PTI leaders Salman Akram Raja, Raoof Hassan, and Senator Shibli Faraz in Islamabad earlier today, journalists removed their microphones as they boycotted the presser, demanding an apology from Gandapur.

However, Senator Faraz antagonised the reporters by insinuating that someone had “sent” them to disrupt the press conference.

“You are here to disturb [the presser], which means someone has sent you,” he alleged. The reporters responded by saying that they were sent by the Beat Reporters Association before engaging in a heated exchange with the senator.

Television and social media footage of the incident showed condemning Gandapur’s use of pejorative language about female journalists before removing their mics.

‘His words are unacceptable’: PFUJ

On Wednesday, the Pakistan Federal Union of Journalists (PFUJ) issued a statement condemning Gandapur’s speech and the derogatory language used against the fraternity in a statement.

It demanded that the CM withdraw his remarks and tender an apology to the journalist community.

“PFUJ leadership says that all journalists perform their duties in difficult and adverse circumstances and cover political parties’ activities professionally and his words are unacceptable,” the statement added.

The union warned that if no apology was received, journalists will “not only boycott the party’s activities but will also protest across the country”.

In a statement issued by her office on Thursday, PPP Vice-President Senator Sherry Rehman also expressed concern over the attitude of Pakistan Tehreek-e-Insaf (PTI) members, condemning recent remarks by Gandapur.

“Gandapur’s language was shameful. I have never seen a Chief Minister use such language, especially against women and journalists,” she said. “It was unbefitting of someone in power. “PTI must apologise for his condemnable remarks and seek forgiveness.”

She added, “Recently, a PTI member objected to a woman’s attire in a standing committee meeting, this mindset stemmed from the PTI leadership’s past statements regarding women’s clothing.”

Gandapur defends Afghan diplomat amid national anthem dispute​


Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has come to the defence of Afghan Consul General Hafiz Mohibullah Shakir, who faced criticism for not standing during Pakistan’s national anthem at a recent event.

Speaking at a ceremony on Wednesday, Gandapur offered an explanation for Shakir’s actions, citing a clarification from the Afghan Consulate. "The Afghan Consulate has explained that the Consul General did not stand because the anthem included music. The Afghan government has also removed music from their own national anthem," he said.

Instead of condemning the act, the chief minister focused on supporting Shakir, referencing cultural differences. "There was no disrespect intended," he emphasised.

Gandapur also took aim at Khyber-Pakhtunkhwa Governor Faisal Karim Kundi, criticising his lack of authority and warning that he might soon be barred from entering Governor House. "The Governor is merely a spokesperson with no constitutional standing. He’s already banned from K-P House in Islamabad, and he could soon face restrictions at Governor House as well," Gandapur remarked.

The chief minister hinted at plans to reclaim Governor House for the provincial government, stating that a resolution would be passed in the Khyber-Pakhtunkhwa Assembly to bring it under provincial control.

His comments also targeted the governor personally, referring to him as a "TikToker" brought from Lahore to take up the post. He did not name the governor directly but made the veiled remarks about his social media presence.

The Afghan consulate had earlier defended Shakir’s decision to remain seated during the national anthem at the Rehmat-ul-Alameen Conference in Peshawar. A consulate spokesperson said, “The Consul General did not stand because the anthem contained music, in line with Afghan policy which prohibits music in its own national anthem."

The consulate insisted that the act was not meant to disrespect Pakistan. "Had the anthem been presented without music or by children, the Consul General would have stood and placed his hand on his chest," the spokesperson added.

Pakistan’s Ministry of Foreign Affairs lodged an official protest with Afghan authorities in Islamabad and Kabul. Ministry spokesperson Mumtaz Zahra Baloch described the incident as a breach of diplomatic norms, stating, "Disrespecting the host country’s national anthem is against diplomatic protocol and is unacceptable."

Amid this diplomatic fallout, reports have emerged that Hafiz Mohibullah Shakir is residing in Pakistan illegally. Sources claim that Shakir lacks proper documentation, including an Afghan passport, and that he returned to Afghanistan in 2015 under a UNHCR aid scheme, with his refugee status now expired.

As of 1st September, all Afghan refugees, including Shakir, are considered to be residing illegally in Pakistan due to the non-extension of their stay by the Ministry of Interior.

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Saturday ordered the immediate suspension of the district health officer and polio eradication coordinator in Mohmand tribal district after the detection of the current year’s first polio case in the province.

A nine-month-old girl tested positive for polio in Safi tehsil of Mohmand district, taking the national total of the cases for the year to 21.

The chief minister directed the health secretary to immediately suspend Mohmand DHO and polio eradication coordinator and hold a probe into the “poor” vaccination campaign in the tribal district, according to a news release issued here.

The health department also announced that it would take action against the health workers deployed by the partner organisations, including World Health Organisation, Unicef, and National Stop Transmission of Polio, in addition to taking steps to ensure quality vaccination drives in all districts of the province, saying the government has accorded top priority to the eradication of the virus from the province.

Officials of the health department said that Mohmand was among the districts whose authorities had failed to collect samples from suspected polio cases for confirmation of the disease.

They said stool samples were required to be taken from the acute paralysis cases twice within 14 days of the case detection, but as that protocol was disregarded by authorities, resulting in missed polio detection in the tribal district.

The officials said the health department, in line with the chief minister’s directives, would extend all possible care to the Mohmand child infected with polio.

They said that a report, sent to the chief minister, revealed that the girl in question had never received polio vaccine shots in routine immunisation campaigns, whereas inoculated twice in the past four door-to-door campaigns, as per initial investigations.

The officials said the health department had also got directives from the chief minister for action against the district surveillance, communication and immunisation officers deployed by partner organisations, but as the government didn’t have authority to do so, it would recommend their transfer out of the province.

They said that in a Sept 2 meeting of the provincial task force on polio, chief secretary Nadeem Aslam Chaudhry took notice of the “laxity” of the deputy commissioners, district health officers and district police officers and directed them to ensure their presence in the polio-related meetings in their respective districts.

The chief secretary wondered how the province remained without the detection of a case when sewage samples in 18 districts tested positive for the virus.

He also voiced concern about “poor surveillance and bad quality” of vaccination campaigns, which, according to him, left polio cases undetected despite the presence of virus in sewage.

The health officials insisted that many other officials tasked with eradicating polio in other districts would also face action after the examination of their performance in the next meeting of the provincial task force.

They said in most polio vaccination drives, authorities reported to have immunised over 95 per cent of the targeted children, but in reality, the virus circulated.

The officials added that recently, a polio case detected in Islamabad was traced to the virus found in Lakki Marwat district of Khyber Pakhtunkhwa.

KP CM Gandapur calls for nationwide protests on Friday

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has announced a call for nationwide protests on Friday, along with a rally scheduled in Mianwali this Sunday.

In a video message, Gandapur stated that protesters would take to the streets in every city, demanding judicial independence, constitutional protection, and the release of the party’s leader. He said: “If it comes to asking for forgiveness, you will beg for it your entire life.”

This comes after the PTI rally in Lahore which ended abruptly, with Gandapur unable to reach the site on time. As the scheduled time for the rally ended, the sound system was shut down and the lights at the venue were turned off. Police took control of the stage, escorting PTI leaders off one by one using the light from their mobile phones.

It was PTI’s second public gathering after the Sangjani rally on September 8. A heavy police presence has been deployed around the venue, with barbed wire also laid out along the Ring Road.

Gandapur further declared, “Register cases if you must; we will free our leader and make him prime minister.” He added that the country should only have one Pakistan, criticising the existence of “two laws” and the deployment of containers to disrupt public movement. He accused opponents of creating a false narrative that roads were open.

KP CM Gandapur stated that those who have wronged his leader must first apologise to him. He added that they would seek accountability for the injustices they have faced, saying: “Do not expect us to apologise; discussions of apologies are pointless. If it comes to that, you will be begging for forgiveness your entire life. I am not a servant of the Punjab government to apologise, whether it’s the federal or Punjab government—apology is not an option.”

Gandapur announced that he would hold a rally in Mianwali this Sunday, followed by another in Rawalpindi. He said: “We will show them what rallies are all about.”

Gandapur, others booked for toll plaza attack

The city police have registered a case against Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur and 300 unidentified suspects under anti-terrorism, attempted murder, and other charges for alleged involvement in an attack on the Lahore-Sialkot Toll Plaza.

The KP chief minister, senior PTI leader Shahid Khatak and others have also been accused of attacking police personnel deployed for security duties.

According to the FIR, CM Gandapur led a group of 250-300 armed and agitated men to the Sialkot-Lahore toll plaza on the motorway on Saturday, where they vandalised the plaza, broke windows and smashed CCTV cameras.

Hadyara SHO Hamas Hameed, who was complainant in the FIR, alleged that Mr Gandapur and his accompanying mob turned violent when police attempted to intervene. Ignoring police warning, they smashed the windows of vehicles in queue and attempted to set them on fire.

They also attacked police personnel deployed there, forcing them to run for safety, he said.

K-P government to dismiss 6,000 employees hired during caretaker set up

The Khyber Pakhtunkhwa government has announced its decision to dismiss thousands of employees hired during the tenure of the previous caretaker government, citing unconstitutional recruitment.

Provincial Minister for Law, Aftab Alam Afridi, said in a statement, "The caretaker government acted unlawfully by engaging in unconstitutional practices. According to both the Constitution and the Election Act, the caretaker government is not authorised to make new recruitments."

Aftab Alam Afridi added that legislation is being prepared to remove all employees hired during the caretaker period.

"Different departments concealed the actual number of hires by providing false figures," he stated.

Initially, bureaucracy reported 1,800 employees, but under pressure, revealed the actual number to be close to 6,000.

The provincial government has collected recruitment data from various departments, revealing that most of the appointments were made in the health, education, IT, and irrigation sectors.

Some recruits even submitted NOCs from DGs, while others had no official documentation at all. Confirming the data, Provincial Law Minister Aftab Alam stated that unnecessary and illegal appointments were made during the caretaker period.

He further mentioned that the issue had already been discussed in the provincial assembly and cabinet. Once the details from all departments are received, a summary will be sent to the chief minister for approval.


 

Ali Amin Gandapur warns to confront oppression with force​

PESHAWAR (Dunya News) - Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur declared that they were left with only one solution against oppression, that was revolution.

He stated that "there is no solution without revolution" and issued a final warning, urging that the decisions should be made by the people.

Gandapur claimed that they faced shelling and gunfire every three kilometers on their way towards Rawalpindi.

He stated that he had spared Punjab police officers who got trapped while trying to resist the protestors from entering Punjab.

He warned that if fire against PTI workers was opened again, they would retaliate with force, stating, "If one bullet is fired at us, we will fire back ten, and if we are shelled, we will respond in kind."

He concluded by asserting that if anyone thought they could harm them, they were ready to die.

He reiterated that "without revolution, there is no solution" and declaring that anyone who fired a bullet would face the consequences.

Terrorism case filed against Gandapur, incarcerated Imran Khan in Rawalpindi

A terrorism case has been registered against incarcerated PTI founder Imran Khan and Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur in connection with protests and vandalism in Rawalpindi.

The case was filed at New Town police station by Sub-Inspector Umar Siddique.

The charges included interference in government operations, rioting, and an attack on a government vehicle with a petrol bomb, along with provisions related to conspiracy to commit vandalism.

The FIR named Imran Khan, Ali Amin Gandapur, and 45 other leaders and activists.

According to the FIR, the accused obstructed public access by burning tires and clothes, creating difficulties for citizens.

It also stated that they engaged in arson and stone-throwing, making it challenging for police personnel to protect themselves.

Police officials reported that five suspects were arrested at the scene, including Khalil, Imran, Sadaqat, Yaseen, and Tahir. A petrol bottle was recovered from the possession of the suspect Tahir.

 

PHC summons K-P CM Gandapur in missing persons case​


The Peshawar High Court (PHC) has summoned Chief Minister Khyber Pakhtunkhwa (K-P), Ali Amin Gandapur, in the missing persons case.

During a missing persons case hearing on Monday, the petitioner claimed that the police took his son, and despite being granted bail by the court, the Counter-Terrorism Department (CTD) arrested him again right after he was released from Peshawar Jail.

Chief justice of the PHC, Ishtiaq Ibrahim, questioned how someone could be arrested outside the jail after being granted bail in one case.

He stated that this was a violation of the court's decision.

PHC Chief Justice Ishtiaq Ibrahim, presiding over the case, stated that the chief minister could appear anytime before 5:00 PM, adding, "I am here in the court."

The KP advocate general informed the court that the provincial government was investigating the matter and that the CM was currently chairing a law and order meeting.

The chief justice responded, "Call him. If he cannot appear today, tell him to be in court on Friday."

The petitioner's counsel claimed that his client had been picked up outside the jail despite being granted bail, stating, "You can see it in the CCTV footage."

Expressing frustration, the CJ remarked, "No one can be arrested in front of the jail. How can someone be taken into custody after being granted bail?" He further emphasized that there would be no compromise on the enforcement of the law.

A report by the Commission of Inquiry on Enforced Disappearances, revealed that K-P accounted for the majority of missing persons in the country, with 3,485 individuals.

The chief justice further remarked that, in a previous ruling in Asad Qaiser’s case, the court had already declared that a person cannot be arrested in another case after being granted bail in one.

He noted that there are several similar cases where individuals are rearrested after securing bail. The court has summoned the Chief Minister and adjourned the hearing for a break.

Earlier on July 12, the PHC expressed concern over the increasing cases of enforced disappearances in the province, particularly involving the police and counter-terrorism department and therefore, the court had summoned CM Ali Amin Gandapur to appear on July 22 to provide an update on the steps his government has taken to address the issue.

The order came from CJ Ishtiaq Ibrahim during the hearing into a habeas corpus petition by resident Hazrat Nabi against the “illegal detention” of his brother, Abdul Said.

The petitioner also accused the police of demanding a ransom of Rs7 million for the release of the detainee.

Court upholds arrest warrant of KP chief minister in terrorism case

The court has upheld the arrest warrants for Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur in a case registered under anti-terrorism laws, while initiating proceedings to declare the accused Tanveer Butt a proclaimed offender.

During the hearing at the Anti-Terrorism Court presided over by Judge Tahir Abbas Sipra, PTI leaders Faisal Javed and others appeared in court.

However, Ali Amin Gandapur, Umar Tanveer, and Wasiq Qayoom did not attend.

Rashid Hafeez submitted a request for exemption from attendance, which the court granted.

The court maintained the arrest warrants for KP Chief Minister Ali Amin Gandapur and Wasiq Qayoom and began the process to declare PTI leader Umar Tanveer Butt a proclaimed offender.

Subsequently, the Islamabad Anti-Terrorism Court postponed the case hearing until October 21.

Defence Minister Khawaja Asif on Saturday said that possibility of Ali Amin Gandapur’s likely arrest and imposition of governor’s rule in Khyber Pakhtunkhwa could not be dispelled.

Talking to media in Sialkot Khawaja Asif alleged that the PTI is following Jewish agenda.

Federal minister called, India’s Jaishankar and Modi, as the party’s patrons.

“Armed hordes of hundreds of Afghanis and Taliban are accompanied to them, the PTI is seeing benefit in falling of dead bodies,” he alleged.

“I don’t think any change of holding talks,” minister said.

“Using the resources of one province for assault on another province is rebellion,” defence minister said. “They are going to stage another May 09 episode,” Khawaja Asif claimed.

He said the PTI’s priority has been attached with the power. “Their patriotism is conditional,” he added.

 
KP CM Ali Amin Gandapur gets protective bail from court

An emergency session of the Khyber Pakhtunkhwa Assembly has been summoned to address the alleged disappearance of Chief Minister Ali Amin Gandapur for Sunday.

According to Express News, the Speaker of the Assembly has convened the session for 2 pm despite it being contrary to assembly rules, which prohibit meetings on off days. In response to the CM's situation, PTI has announced plans to bring together a jirga (council) of political parties. PTI demands ‘missing’ KP CM Gandapur be produced within 24 hours: Qaiser

PTI leader Asad Qaiser on Sunday accused the government of “abducting” Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur from KP House in Islamabad, warning that if he is not produced within 24 hours, his party will stage a nationwide protest.

His statement came ahead of the emergency KP Assembly session, initially rescheduled for 2pm today, but delayed due to Gandapur’s uncertain whereabouts.

“If the KP chief minister is not produced within 24 hours, the PTI will stage a nationwide protest,” Qaiser warned while speaking to reporters outside the KP Assembly.

“We categorically say that this is not an attack on Gandapur, but on the whole country. If it has happened to the PTI, it will happen to you, too as not even the chief executive of a province is safe.”

Qaiser said that according to the information received by his party, Gandapur had been “abducted from KP House”, as evidenced by the destruction inside the building.

He claimed that over 1,000 PTI workers had so far been arrested.

“We do not want anarchy, we want to peacefully protest, and exercise our rights,” Qaiser maintained. “The PTI would continue to protest until its last breath and with no limits as protesting was a constitutional and legal right”.

A large number of protesters had reached Islamabad yesterday as PTI held a demonstration in response to its incarcerated founder, Imran Khan’s, call for a “peaceful protest”.

Different groups of protestors, including the caravan of CM Gandapur entered the capital from Taxila near Nicholson Monument after breaching the police cordon.

The CM then left the party workers in Islamabad and moved to the KP House from where he “disappeared,” sparking rumours about his arrest.

PTI leaders issued conflicting statements regarding the news of the alleged arrest, while some maintained he was “detained”, KP government spokesperson Barrister Muhammad Saif stated on X that the CM had not been “formally arrested”. He, however, added that a “heavy contingent of Rangers and police are present at the KP House.”

Petition filed to disqualify Ali Amin Gandapur over alleged misuse of power

A petition has been filed in the Peshawar High Court seeking the disqualification of Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur.

The petition, submitted by Advocate Azizuddin Kakakhel, named the federal and provincial governments, the Chief Minister of Khyber Pakhtunkhwa, the Governor, and others as respondents.

The petition argued that Chief Minister Ali Amin Gandapur has violated his oath by using government resources for political rallies.

It emphasised that official resources could not be utilised for political purposes while in office.

Additionally, the petition raised concerns about Ali Amin Gandapur’s alleged assault on the federal government alongside protestors.

The petitioner has requested that Ali Amin Gandapur be disqualified under Article 62 of the Constitution and has also sought a restraining order to prevent the Chief Minister from performing his duties.

KP cabinet approves amendment to Police Act

The Khyber Pakhtunkhwa (KP) cabinet on Wednesday approved amendment to the Police Act.

The cabinet meeting was held under the chairmanship of KP Chief Minister Ali Amin Gandapur where a number of important decisions were taken.

After the amendments to the act, all power of transfers and postings of grade 18 and 19 officers were transferred to the CM from the IG.

Sources said a few objections were raised to the new amendments.

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur on Friday visited the site of a peace jirga in Khyber district to oversee arrangements for the gathering and ordered the administration to fully facilitate the participants with whatever they needed

Earlier today, he had announced that the provincial administration would host the Pashtun Tahaffuz Movement’s (PTM) three-day jirga and ensure that all the matters were resolved peacefully.

The federal government agreed, in principle, to lift a recently-imposed ban on the PTM during a multiparty grand jirga, hosted by the provincial government on Thursday. The jirga agreed that the “proscribed” PTM would be allowed to hold its scheduled Pashtoon Qaumi Jirga today, which would be hosted by the KP government and attended by CM Gandapur.

Visiting the site at the district’s Jamrud area, the chief minister reviewed security and other arrangements for holding the jirga after being briefed by the relevant authorities.

Representatives of the provincial government, divisional and district administration officials and police officers were present on the occasion.

CM Gandapur directed the administration to provide all the facilities required by the jirga’s attendants on a priority basis.

“Water, temporary washrooms, lighting, medical campus and other basic needs should be arranged for the jirga participants,” the chief minister ordered, adding that 5,000 blankets should also be immediately provided.

“People participating in the jirga expressed their happiness to see the chief minister and gathered around him. The youth took selfies with him and shouted long live the chief minister,” said a statement from the office of the press secretary to the chief minister.

Prayers were also offered for peace in the country on the occasion.

Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has decided to brief the provincial assembly on the outcomes and demands raised during the recent Pashtun Jirga.

The session is set to take place today, where he will discuss the suggestions and concerns presented during the jirga, Express News reported.

Gandapur expressed his gratitude that the Pashtun Jirga concluded peacefully. “As a host, I did my best to provide the necessary facilities in a very short time,” he said.

The chief minister further stated that all tribal leaders and representatives from various political parties had mutually discussed key issues. He assured that as the provincial chief, he would do his utmost to implement the recommendations within the framework of the constitution and law.

For matters beyond the provincial government's authority, he pledged to raise them with the relevant federal authorities.

Gandapur emphasised that the government has a responsibility to address public concerns and meet their expectations. He reiterated his commitment to working with federal officials to find solutions to the problems raised.

The chief minister also announced that a comprehensive discussion on these issues will take place in the provincial assembly, where he has been appointed to lead the committee. Consultation will be sought from both government and opposition members to ensure an inclusive approach.

Previously, K-P had directed the administration to take immediate steps to provide all necessary facilities for the jirga which was being held for negotiations with the proscribed Pashtun Tahafuz Movement (PTM).

He said that that water, temporary washrooms, lighting, medical camps, and other essential facilities must be provided on a priority basis. Gandapur further ordered that 5,000 blankets be provided for the Jirga participants.

It was also decided that there would be no slogans against the state of Pakistan, the constitution, or the Pakistan Army, nor would the flag of any other country be raised. The discussions in the jirga would focus solely on local issues and public matters.

Dr Saif added that this jirga would be held under the supervision of the Khyber-Pakhtunkhwa government, and all arrangements, including food and drink for the participants, would be provided by it. He further said that would present the jirga's demands to the federal government.

He further clarified that the ban on the organisation was imposed by the federal government, and only the federal government or the Supreme Court has the authority to lift it. The provincial government does not have this power.

"The CM is taking all possible steps to establish peace and is ready to engage in dialogue with all parties involved."

 
We are coming to Islamabad on October 15: Ali Amin Gandapur

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur said that the Pakistan Tehreek-e-Insaf (PTI) is fully prepared to hold a protest demonstration in Islamabad on October 15, ARY News reported.

Speaking to newsmen at the Khyber Pakhtunkhwa Assembly, Ali Amin Gandapur, “We are coming to Islamabad tomorrow (October 15) for which we are ready as always.”

The chief minister also expressed the PTI’s reservations over the health condition of the imprisoned party founder, Imran Khan.

“We are deeply concerned about Imran Khan’s health and the government is forcing us to hold a protest demonstration in favour of our demands,” Ali Amin Gandapur said.

Meanwhile speaking to ARY News, Opposition Leader in National Assembly Omar Ayub criticised the government for denying them permission to meet with PTI founder Imran Khan.

“It is our constitutional and legal right to meet with Imran Khan, but the government has imposed unnecessary restrictions,” Omar Ayub said.

He said that the PTI will hold the protest on October 15 in Islamabad, if they are not allowed to meet Imran Khan.
