KP govt decides to legalise cannabis cultivation

The Khyber Pakhtunkhwa government on Monday decided to legalise the cultivation of cannabis (hemp) in specific districts of the province, marking a significant step toward its regulated industrial and medical use.

Under this initiative, cultivation would be permitted only through licensed growers, and a strict monitoring framework will be established.

Provincial minister for agriculture Sajjad Barkwal told reporters that in the initial phase, cannabis cultivation would be limited to designated areas. “A regulatory authority would be formed to oversee all aspects of cultivation, production, transportation, and usage,” he said, adding the authority would ensure compliance with the law and prevent misuse.

“A multi-departmental committee would also be established to supervise the licensing process,” he added.

“This committee would include representatives from the departments of agriculture, health, excise, and narcotics control.”

“The provincial government has already approved formal rules and regulations to support this new policy,” Mr Barkwal said.

The minister clarified that cannabis cultivation would not impact food grain production in the province and emphasised that the new policy was expected to boost economic activity.

KP govt set to appoint VCs to 19 varsities after a delay of three years

After over one year of legal battle, the Khyber Pakhtunkhwa government has decided in principle to appoint regular vice chancellors to 19 public universities following a delay of around three years.

Official sources told Dawn that Chief Minister Ali Amin Gandapur had given a nod to the higher education department to notify the appointment of VCs of 19 universities whose appointment process was completed in January 2024.

They said the candidates, placed on top of the three shortlisted panels for each university, would be notified as VCs within a couple of days.

Officials said the VC vacancies were advertised during the last PTI government when Mahmood Khan was the chief minister. The academic search committee for the appointment of VCs had interviewed aspirants from January 22 to 26, 2024.

They said when the process for the appointment of VCs completed, the HED moved the shortlisted names to the last caretaker government for approval.

The officials said the caretaker cabinet approved the names but a top functionary of the caretaker government withheld it apparently waiting for the formation of the elected government after the Feb 8 polls.

However, the PTI government, which was formed after the general elections, refused to accept the process for the VCs’ appointment, insisting that the caretakers didn’t have legal powers to fill top university posts.

The matter was discussed at various forums and the provincial government finally placed it before the cabinet that decided about the reversal of the process and re-advertising of the positions.

The provincial government also re-advertised the vacant VC positions but the move was challenged by some candidates in the Peshawar Higher Court.

The court decided in favour of the candidates that was later challenged by the higher education department in the Supreme Court.

Sources said that the provincial government was unable to defend its actions related to VCs and finally decided to notify those candidates as VCs who were shortlisted by the academic search committee.

Currently, 24 public sector universities in the province are functioning without regular VCs as the tenure of five more heads of universities were completed on March 16, 2024.

The provincial government also amended the Khyber Pakhtunkhwa Universities Act, 2012, and changed the procedure for the appointment of VCs as under the previous procedure mentioned in the law for the appointment of VCs, the authority of chief minister existed nowhere and instead, the entire power rested with the academic search committee.

After amendments to the law, the chief minister replaced the governor as the chancellor of public sector universities and empowered himself to select one of the three shortlisted candidates instead of the top one under the previous procedure.

According to official documents, Prof Tahir Irfan Khan stood on top of the three shortlisted candidates for the post of VC of Abbottabad University of Science and Technology, Prof Mohammad Zafar Iqbal for Gomal University Dera Ismail Khan, Prof Mohammad Tahir Khan Khalil for Khushal Khan Khattak University Karak, Prof Aurangzaib Khan for University of Lakki Marwat.

More funds to be allocated for education sector in upcoming budget: KP CM

Chief Minister Khyber Pakhtunkhwa Ali Amin Gandapur on Tuesday vowed that the provincial government will make education a “top priority” in the upcoming budget and allocate more resources towards the sector, state-run Radio Pakistan reported.

The chief minister’s concerns follow in the wake of the unexpected textbook shortage in the province which has disrupted classes, high dropout rates, and Pakistan’s “low” ranking in the District Education Performance Index Report 2020-23.

“Presiding over a meeting in Peshawar, he directed measures to enhance teachers’ capacity, ensure 100 per cent merit in new recruitments, and establish schools in rented buildings in areas where they are urgently needed,” the report said.

During the meeting, it was decided that comprehensive and multi-faceted measures would be taken to increase student enrollment in schools. In this regard, schemes would be included in the upcoming budget to support various activities.

“Gandapur expressed concern that in some districts, the rate of out-of-school children remains alarming, and the declaration of an education emergency is a necessary step to reduce this number and improve enrollment rates,” it added.

The chief minister emphasised strengthening the monitoring system and taking steps to provide missing facilities such as laboratories, examination halls, and other essential infrastructure in existing schools.

During the last two decades, students received books from the provincial government free of charge at the start of the scholastic year in April. Two years ago, the government decided to deliver only half of the required books as the costs reached over Rs10 billion, directing the schools’ administration to collect old books from the students promoted to the next grades and fulfil the remaining book requirements.

This year, however, a complex situation has emerged in schools as the textbook board claims that it has printed all the books requested by the education department but students and teachers have complained about a shortage of books.

In August last year, an official report placed the country’s education system in the ‘low’ performance category and highlighted critical areas requiring attention to improve education outcomes.

KP govt asks district admins to update data to freeze terrorists’ properties

The Khyber Pakhtunkhwa government has directed district administrations across the province to update the data of terrorists in order to freeze their immovable and movable properties to dismantle their supporting ecosystems.

In a letter addressed to the divisional and deputy commissioners, the home and tribal affairs department said the chief secretary recently chaired a meeting of the Provincial Action Plan against terrorism wherein decisions were taken regarding the plan’s implementation.

One of the key items on which lengthy discussion took place in the meeting was the systemic action against terrorists and their affiliates to dismantle the ecosystems in which the terrorists thrived.

The department said the meeting decided that a district coordination committee’s meeting in all districts shall be convened to improve the already available data of terrorists pertaining to each district.

It said updated data would include general updating of information of terrorists in the lists with a special focus on the support system of terrorists, including their relatives and friends, who were covertly providing support for extension and execution of their activities.

“Also, family trees of the terrorists may be obtained from the National Database and Registration Authority (Nadra) and sifted for further action. Relatives of the terrorists in government service may also be asked so that further action could be taken in case of involvement of any of these could be taken,” the letter read.

The home department asked the provincial police chief to direct all district police officers to ensure attendance of all those listed on the Schedule-IV of the Anti-Terrorism Act, 1997,at the designated police station on a daily basis.

It also directed the senior member board of revenue to freeze transactions and against properties of terrorists.

The department added that an additional inspector general of police of the Special Branch would issue notices to the relatives and affiliates of the terrorists in the list for information, while secretaries of the excise and local government departments will take action against immovable and movable properties of terrorists,” it said in the letter.

The department also directed the additional inspector general of the counter-terrorism department to update the list of proclaimed offenders to ensure further action.

These actions are part of the 84 points of the Provincial Action Plan against terrorism that was unveiled in a recent meeting chaired by Chief Minister Ali Amin Khan Gandpaur.

According to official documents, the action plan was based on five pillars, including countering terrorism, hardening the state, focusing on socio-political issues, addressing legal aspects, managing information and promoting general preparedness.

They revealed that the provincial government had compiled profiles of 1,987 individuals involved in terrorist activities in order to develop a comprehensive database of terrorists and their sympathisers.

The documents said that under the action plan to dismantle the terror ecosystem, 609 people had been placed in the Schedule IV of the Anti-Terrorism Act, 1997, while 1,856 head money cases had been processed.

Also, 22 terrorists, whose relatives are in government service, have also been identified. The Provincial Intelligence Fusion and Threat Assessment Centre have been established.

The documents said that the relevant agencies would continuously work for identifying movable and immovable properties against database entries under the KP Integrated Security Architecture.

 
Education budget to go up by 13pc, says Gandapur

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur on Wednesday said that the provincial government had decided to increase the education budget by 13 per cent in the upcoming fiscal year.

“The increased education budget will help strengthen the infrastructure of educational institutions as without such a strong infrastructure, it’ll be difficult to boost the standard of learning,” the chief minister told the first convocation of the Gajju Khan Medical College here.

The convocation was held at the Ghulam Ishaq Khan Institute of Engineering Sciences and Technology as the GKMC doesn’t have its own building and functions in the building of the Bacha Khan Teaching Hospital.

The event was attended by medical graduates, their parents, and teachers.

CM attends first convocation of Gajju Khan Medical College in Swabi

Ali Amin Gandapur, KP Chief Minister was chief guest on the occasion, conferring degrees on 235 successful candidates. Asad Qaiser, former speaker of national assembly, Shahram Khan Tarakai MNA and Rangaiz Khan provincial minister for transport also attended the convocation.

Gold medals were also awarded to 104 students whose academic performance had remained outstanding throughout their professional knowledge acquiring period.

Founded in 2014, the first batch crossed the GKMC’s portal in Sept 2016 and so far four batches have completed their MBBS from the college.

The chief minister said there should be value of Pakistani degrees across the world, only those educational institutions are successful whose degrees had value in the job market and elsewhere.

He said there was no need for getting education from the institutions whose degrees had “no value.”

“The doctors, especially those who are fresh graduates, should work in the far-flung hospitals because it came into sight that both buildings and equipment were there but due to non-availability of the doctors they turned useless,” he said.

Mr Gandapur said medicine was a highly respectable profession, so its practitioners should never shatter the confidence of patients.

He said the government was committed to providing adequate health facilities to people and had already taken various steps in that, while much more was on the cards.

The chief minister also spoke about the Sehat Card health insurance programme and said the government was focusing its attention on the provision of health facilities to the ailing community.

He said when he assumed the role as the chief minister, the exchequer had funds to pay salary to public sector employees for 18 days only but the economic situation had improved as it had a salary for three months.

“I feel sad when pensioners don’t get pension on time, so we are trying our best to pay the salary and pension on time to the employees,” he said.

Mr Gandapur said the government had so far paid off Rs50 billion debt, with the debt totaling Rs750 billion when he assumed the chief minister’s office.

He said that the GKMC’s building, work on which had been halted for the last few years due to a lack of funds, would be ready in the current year and funds for it would be allocated in the next budget.

“The second convocation of your college will be held in its own building,” he said.

The chief minister said that the cardiac centre in the Bacha Khan Teaching hospital would be established to improve care, especially to provide free treatment to patients. He said the initiative was aimed at providing health services to cardiac patients in their native district.

Mr Gandapur announced Rs35 million funding for the provision of honorarium to employees of GKMC and declared that their promotion would be approved soon.

GKMC Principal Prof Shamsur Rehman highlighted the college’s academic activities and continued efforts of the faculty to impart quality medical knowledge to students.

He said in the last three years, the college showed 100 per cent exam results due to “contribution and determination” of academia.

The principal said it was imperative for the college to have its own building.

Gandapur promises tax-free budget for Khyber Pakhtunkhwa

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has announced that the upcoming provincial budget will be tax-free, with no new taxes imposed on the public.

In a statement, Gandapur said that budget planning was done in consultation with former prime minister and PTI founder Imran Khan. He affirmed that KP has not taken any new loans and has allocated Rs150 billion for debt repayment.

Highlighting development goals, Gandapur revealed that work was underway on mega projects including the Dera Motorway. He added that the provincial government will expand interest-free loan schemes to empower the youth economically.


 
Gandapur threatens he can dissolve KP Assembly any time

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has issued a strong warning, claiming that efforts are underway to topple his government through conspiracies.

In a fiery video message released on Friday, the Pakistan Tehreek-e-Insaf (PTI) leader said he may dissolve the provincial assembly at any moment if such attempts continue.

Gandapur alleged that political manoeuvres are being orchestrated to destabilize his administration. “If this continues, I will dissolve the assembly myself at any time,” he warned.

He further stated that failure to pass the provincial budget could give the federal government a pretext to take control of the province under the guise of a financial emergency. “If the budget is not passed, the federation can step in on the basis of financial emergency,” the chief minister cautioned.

Highlighting his allegiance to the PTI founder, who remains incarcerated, Gandapur said that the KP budget will only be approved after consultation with and approval from the party’s founder. “Not allowing me to meet the founder of PTI is a violation of a fundamental right,” he asserted.

He made it clear that no major decisions regarding the province, especially financial matters, will be taken without the party leadership’s input.

Gandapur vowed that no conspiracy against the province would be allowed to succeed. “We will not let any scheme against KP succeed,” he said, adding that a movement would be launched against what he termed a flawed system.

Gandapur challenges state to topple K-P govt constitutionally​


Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has challenged the state, asserting that if it can legally topple his government through constitutional means, he will leave politics if they succeed.

"Don’t do anything unconstitutional — and even through constitutional means, you cannot do anything. Our government, our power, and everything belong to Imran Khan. He can instruct us to topple the government whenever he wishes. Our government cannot be overthrown through constitutional methods," he said.

Following a meeting of the Pakistan Tehreek-e-Insaf (PTI) parliamentary party, Gandapur held a joint press conference with PTI Chairman Barrister Gohar, Salman Akram Raja, and other leaders on Wednesday.

He described the state, often viewed as a "mother," as behaving tyrannically. "I challenge the state and all its institutions. You attempted conspiracies and failed. You used unconstitutional means and still could not succeed," he stated.

Gandapur criticised the state's actions, saying, "You failed in your conspiracies and unconstitutional measures. You imposed martial law and governor's rule in the past. Now, I challenge your power and authority. Put our people in jail, use all your might, and try to topple the K-P government."

The CM added that they cannot remove his government through legal and constitutional means because they cannot break his members. "No one has the power to break those who stand with Imran Khan."

He further stated, "Today’s meeting sends a message to those who think we’re divided. We are fully committed, body and soul, to securing the release of PTI’s founder. I was arrested before May 9. They claim we committed excesses on May 9, but the conspiracy against PTI’s founder began before that."

Gandapur pointed out that the 26th Constitutional Amendment is an attack on the judiciary, and that PTI will work to reverse it when they return to power.

Regarding a meeting with the incarcerated former PM, he said, "Imran Khan requested a meeting, and it’s our right to meet with him as he is the head of the party. However, I sense that this meeting might not be arranged."

In response to a question, he said that Imran Khan has never refused to negotiate. "We want to talk to those who truly hold power. Right now, the country is being run with batons, and everyone knows the real worth of the PML-N and PPP."

Concerning PTI's future actions, Gandapur announced that the party plans to launch a nationwide political movement after Muharram and will intensify its efforts. He warned, "If bullets are fired at us, the response will be the same, the response will be similar."

During the press conference, PTI Chairman Barrister Gohar emphasised that all party actions, including negotiations and protests, have been in line with the directives of the PTI founder.

“We are here because of his vote and his leadership,” he said, adding that the purpose of the meeting was to send a unified message. “Any future plan will be made public only after the founder’s approval,” he added.

He criticised the state's refusal to allow meetings with the founder for vital matters such as K-P’s budget, noting that similar requests for Sindh, Punjab, and federal consultations were also rejected. “Our MNAs were unseated, references were filed, and sentences were handed out. This is not democracy,” he said.

Gohar concluded by asserting that PTI remains the legitimate government in K-P and dismissed any attempts of a no-confidence motion. “Those seeking to bring down our government simply don’t have the numbers. PTI is and will remain in power,” he said.

Moreover, Salman Akram Raja spoke of long-standing political exploitation and injustice. “For eight decades, this nation has been looted. The people of Pakistan have been silenced,” he said.

Referring to last year's general elections on February 8, he termed it a “historic day when people exercised their democratic right.” “Our struggle is for dignity and fundamental rights. We will continue to fight the battle of the PTI founder and victory is our destiny,” Raja declared.

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur said that the Pakistan Tehreek-e-Insaf (PTI) is united and firm despite rising political pressure and speculation over the future of the provincial government, ARY News reported.

Ali Amin Gandapur highlighted that the party stands firmly behind its vision and leadership. “Our opponents believe they can tear us in parts, but they are mistaken,” Ali Amin said. “We are together under the vision of our founder.”

Ali Amin Gandapur revealed that he was imprisoned before the incidents of May 9, declaring that he faced pressure to make statements against the founder of PTI. He also challenged the opposition to follow a no-confidence motion, stating, “If the PTI government is brought down constitutionally, I will leave politics.”


 

K-P CM launches interest-free housing loans​


The Khyber-Pakhtunkhwa government, under the leadership of Chief Minister Ali Amin Gandapur, has officially launched the Ehsaas Apna Ghar schemean ambitious initiative aimed at providing interest-free housing loans to low-income families for the construction, expansion, and renovation of their homes.

A cheque distribution ceremony was held at the Chief Minister's House on Monday, with Chief Minister Gandapur serving as the chief guest. The event was attended by provincial cabinet members including Meena Khan Afridi, Muzammil Aslam, Dr Amjad, and Rangaiz Ahmad, along with senior officials from the housing department.

Speaking at the event, the chief minister described the Ehsaas Apna Ghar scheme as a flagship, pro-poor initiative of the provincial government and a step towards realizing PTI founder Imran Khan's vision of affordable housing for the underprivileged.

A total of Rs4 billion has been allocated for the program, with loans being disbursed to eligible applicants through a transparent, computerized balloting system. The scheme targets individuals aged 18 to 65 years with a monthly household income of less than Rs150,000. Qualified applicants can receive up to Rs1.5 million in interest-free loans, repayable over seven years in easy installments.

The first phase of the scheme received 123,000 applications, out of which 18,555 met the eligibility criteria. Loan distribution will take place across all districts of the province, based on population ratios. The government has also introduced a revolving fund mechanism to ensure the continuity of the scheme for years to come.

The CM emphasized his government's commitment to public welfare, noting that economic challenges faced by the province have largely been overcome through "tireless efforts" by his team.

KP unveils action plan to strengthen immunisation programme

The Khyber Pakhtunkhwa government on Thursday launched the Immunisation Action Plan (IAP) aimed at achieving 90 per cent full immunisation coverage for children against 12 vaccine-preventable diseases in the province by 2027.

Chief Minister Ali Amin Khan Gandapur formally inaugurated the initiative during an event at the Chief Minister’s Secretariat here, according to an official statement.

The event was also attended by adviser to the CM on finance Muzammil Aslam, adviser to the CM on health Ihtisham Ali, additional chief secretary (P&D) Ikramullah Khan, additional chief secretary (home) Abid Majeed, health secretary Shahidullah Khan, senior officials from the health department and representatives of international partner organisations.

The chief minister said that the provincial government was working with renewed commitment to eradicate poliovirus from the province.

CM says achieving targets challenging, not impossible

“Alongside polio eradication efforts, special attention is also being given to protecting children from other diseases. For this purpose, an action plan has been developed to strengthen the immunisation programme,” he said.

The chief minister said it was not just an action plan, but a clear reflection of the provincial government’s commitment to eliminating polio.

He said that the real task was on-ground implementation of the action plan, so all relevant departments, institutions and district administrations should ensure its full and effective execution.

Mr Gandapur said that although achieving the targets of the action plan was challenging, it was not impossible.

He said with better teamwork, determination and hard work, those targets could be accomplished.

The chief minister said Rs8 billion was allocated in the current fiscal year’s budget for the immunisation programme.

“We are also deeply grateful to our development partners for their generous support and continued collaboration in this shared mission to safeguard the wellbeing of our children,” he said, pledging the elimination of polio and deadly diseases from the province.

On the rationale behind the IAP, chief secretary Shahab Ali Shah said that the province had the lowest immunisation coverage in the country, with the southern districts posing challenges to vaccination efforts.

He described the target as ambitious yet attainable in light of the enhanced institutional capacity and resources.

The chief secretary emphasised a focused and coordinated approach to ensure that every child whether living in urban areas or remote rural communities was reached through the plan.

During a detailed presentation at the event, officials said currently, 55 per cent of children in the province were fully immunised, leaving a large number at risk, while the new IAP sought to close that gap by vaccinating approximately 1.42 million children under the age of two every year.

The list of diseases on target included diphtheria, tetanus, mumps, hepatitis B, pertussis, rotavirus, rubella, polio, meningitis, pneumonia, typhoid and measles.

The IAP outlined an eight-point strategy to ensure no child is left behind, with special focus on underserved and hard-to-reach areas. A central element of the strategy involves comprehensive outreach to all mapped communities, including those in security, compromised or geographically remote locations.

Officials said operational capacity had been enhanced through a significant increase in dedicated transportation budgets expanding from Rs80 million to Rs448 million over three years, enabling field teams to reach distant and rural communities with consistency.

They said the plan focused on upgrading over 1,800 fixed immunisation sites across the province, including basic health units, rural health centres and hospitals.

The officials said those facilities were being equipped with trained staff, complete stocks of essential vaccines, working cold chain equipment and a 15-day buffer supply of syringes to prevent disruption in service delivery.

They said in urban and semi-urban districts that showed low coverage rates, targeted immunisation drives would be launched.

The first such campaign is scheduled to begin in Peshawar, with an aim to identify, digitise and vaccinate every missed child in the area.

In order to ensure results and accountability, the action plan incorporates strong governance mechanisms. Monthly and quarterly performance monitoring will be based on reliable data indicators, such as vaccinator performance, geographic outreach, and site functionality.

Also, third-party coverage assessments will be conducted every six months to validate government data and identify underserved populations, according to IAP.

It added that in parallel, a survey across the province was being carried out to understand behavioral barriers that prevent families from seeking immunisation services.

The plan said the findings would inform future communication strategies tailored to address disparities across gender, geography and socioeconomic status.

According to it, this comprehensive approach, driven by digital data, community engagement and field-level monitoring, represents a turning point in the province’s public health efforts.

“With political commitment at the top and mechanisms in place for delivery at the grassroots, the government is now focused on translating its promises into measurable impact,” said the IAP.

 
Imran Khan willing to talk to country's decision-makers: Says KPK's Gandapur

Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur said that former prime minister Imran Khan is ready to engage in talks with the country’s decision-makers for the sake of Pakistan.

Speaking at a press conference in Lahore, Gandapur accused JUI-F leader Maulana Fazlur Rehman of being a “hypocrite,” claiming he is still aligned with the establishment despite public criticism.

The K-P CM said the PTI-led movement has already begun on Imran's instructions and would reach its peak by August 5th. “A new strategy will be announced after that,” he said, adding that the nation has awakened politically.

Gandapur alleged that PTI supporters were subjected to torture after 9 May, and that a renewed “fascist campaign” is underway. “Imran's cases are not allowed to proceed in courts even,” he added.

Gandapur said that even the constitutional right to protest is being taken away. “We are urging people to come out and protest, yet state institutions have abandoned their constitutional duties and are engaged in unconstitutional actions. They have left counterterrorism and border security to target us instead,” he stated.

The K-P chief minister said a mafia structure has taken root in the country. “Institutions claim they don’t engage in politics, but that’s exactly what they are doing. I am the son of a soldier, but today the people have turned against the institutions.”

He added that Imran has consistently called for dialogue. “The public is rejecting undemocratic behaviour. If I have met someone for the sake of Pakistan, then yes, I have,” he said.

Gandapur alleged that the establishment played a role in orchestrating fake elections and toppling the government. “Maulana Fazlur Rehman himself admitted that he acted on the instructions of General Bajwa to bring down our government,” he said.

The K-P CM said they have given themselves 90 days. “Under the new strategy, we will take our movement to its peak by August 5. Within these 90 days, we will decide whether or not to continue doing politics in this country,” he stated.

He added that there is no deadlock in negotiations. “They are wasting time to serve their own interests. We have never held secret meetings even in official gatherings, I openly represent my party’s agenda,” he said.

He said that if they request permission to hold a rally in Lahore, they will also provide a guarantee that no vandalism will take place. “Even when we don’t announce a protest, a crackdown is launched against us,” he added.

Gandapur stated, “God forbid I become like Asif Zardari. I have 56 FIRs against me, including charges of treason. Our 90-day period starts from tomorrow within this time, negotiations must take place and issues must be resolved.”

He said, “I admit there are differences within the party, but when a party grows, disagreements are natural. I said it yesterday and I’m saying it again today — we must set aside our internal differences and move forward for a shared ideology”.

Gandapur added that K-P has Rs190 billion in its accounts. “We have generated revenue in KP. Stop twisting our statements into false narratives. The only person who can solve Pakistan’s problems is the PTI founder. The world has never accepted a government formed through a stolen mandate,” he said.

He said that the party had instructed not to comment on Maulana Fazlur Rehman, but added, “Maulana Fazlur Rehman is a hypocrite. He is still secretly aligned with the establishment. He gained votes using religion, yet he lost his security deposit in his own constituency.”

He further stated, “Someone elected from Balochistan has no right to speak about K-P. I challenge Maulana Fazlur Rehman to contest and win against my brother. If he fails, he should quit politics. If my brother loses to Maulana, I will leave politics.”

The CM of K-P said that their campaign has officially begun today, with a deadline set for 5 August. “After that, we will decide for ourselves about politics, the state, and our future,” he stated.

He added, “On 8 February, the people proved that the nation has awakened. There’s nothing substantial in the cases against Imran Khan, which is why they are not being pursued in court. No political movement in the world has faced the kind of oppression we have. We will carry our movement through every street and city across Pakistan.”

He said, “We will soon present a plan outlining our next steps. State institutions have abandoned their actual responsibilities and are engaged in other matters. Those responsible for managing the borders are to blame for the situation in K-P. Your martial laws have damaged both the country and democracy. Institutions are playing a central role in forming, running, and toppling governments. In this country, it is the institutions that are doing the most politics.”

Gandapur added, “Let’s sit together, admit our mistakes, and move forward. Even after facing such oppression, the PTI founder is calling for dialogue. This toxic political culture will eventually harm all parties. We have endured a lot, but many others may not. No one can say they are above accountability everyone will have to answer for their actions.”

The K-P CM questioned, “Why was there no terrorism during the PTI founder’s tenure? Look at the record — how many attacks and drone strikes occurred during our time.”

He urged, “Let’s sit down and have a reasoned discussion. After the 26th amendment, even the judiciary has been shackled. Set aside your stubbornness and ego, and talk for the nation’s sake. If accountability is to happen, then everyone who has made mistakes must face consequences.”

He also said that the PTI founder’s sons are welcome to come to Pakistan. “They haven’t announced any plans to enter politics. And if they do, that is our concern, not any other party’s,” he stated.

United front

Meanwhile, PTI General Secretary Salman Akram Raja rejected claims of divisions within the party, calling it a narrative manufactured by the country’s power brokers.

Speaking at a press conference, he said, “This is a country of elites. The entire party gathering in Lahore is proof that we are united in our demand for the release of our founder, Imran Khan.”

Raja said Imran Khan’s release symbolises the freedom of the state, judiciary, and the nation. “Under his leadership, we will change the course of this country’s history,” he added, vowing that the events of 8 February will not be forgotten.

He highlighted PTI’s introduction of the health card scheme and said Pakistan’s poor stand firmly with the party. “The entire nation and party are united for the release of the PTI founder,” he reiterated.

He further accused the government of economic manipulation, stating, “Millions of tonnes of sugar were exported and then re-imported at higher prices.”

Raja said PTI’s movement will rise from every household across the country. “We have made a promise to the people we are not backing down,” he declared.

KP CM moves court for declaring independents as PTI MPAs

The Khyber Pakhtunkhwa chief minister on Thursday moved Peshawar High Court for declaring Pakistan Tehreek-i-Insaf (PTI)-backed independent MPAs as that of the party and also to allocate reserved seats afresh on its basis.

Mr Gandapur filed a petition with multiple prayers from the high court requesting to declare as unconstitutional Rule 94 of the Election Rules, which provided that a political party which didn’t have a party symbol shall not be treated as a political party for the purpose of allocation of reserved seats.

He requested the court to declare as illegal an impugned letter issued to him by the ECP on July 14 for summoning of the KP Assembly session for administering oath to candidates of other political parties notified on reserved seats.

The petitioner prayed the court to strike down the notification issued on July 4, 2025, by Election Commission of Pakistan whereby reserved seats in the KP Assembly had been allocated to political parties having a lesser electoral mandate than the PTI.

Also challenges ECP letter for convening assembly session

He further sought directives for the ECP to allocate reserved seats to PTI strictly in accordance with the principle of proportional representation, as contemplated under the Constitution and Elections Act, 2017.

The petition is filed through a panel of lawyers including Qazi Mohammad Anwar, Alam Khan Adenzai and Basheer Wazir.

The petitioner claimed that the ECP had misinterpreted a Supreme Court judgment and had declared PTI candidates as independent. He stated that the party had secured 93 provincial assembly seats in the general elections, but as the ECP refused to acknowledge PTI as a political party, the said members were forced to submit declaration of joining Sunni Ittehad Council (SIC).

He stated that the ECP had not yet issued any notification announcing PTI candidates as members of the SIC.

He said it was a matter of record that the petitioner and majority of the elected members submitted their nomination papers declaring themselves as PTI candidates and openly contested the election under the PTI banner, notwithstanding the denial of the party symbol.

He stated that the ECP failed to treat them as PTI representatives and instead proceeded to allocate reserved seats to other political parties with far fewer general seats than PTI, thereby violating the principle of proportional representation and defying the electoral mandate of the people of KP.

The petitioner contended that denial of reserved seats to PTI would create an entirely unrepresented provincial assembly that didn’t reflect the will of the people.

Court Orders Arrest of K-P CM Gandapur in Arms, Liquor Case

A judicial magistrate in Islamabad issues non-bailable arrest warrants for Khyber-Pakhtunkhwa (K-P) Chief Minister Ali Amin Gandapur in a long-standing case involving the alleged recovery of illegal arms and liquor.

The court dismisses Gandapur’s plea seeking exemption from personal appearance and directs the relevant station house officer (SHO) to ensure his production at the next hearing. A notice is also issued to the SHO for immediate compliance, according to Express News.

The case, pending since October 2016, stems from an incident in which Islamabad police claim to have recovered five Kalashnikov rifles, a pistol, six magazines, a bulletproof vest, alcohol, and three tear gas shells from a vehicle linked to the PTI leader near Bani Gala.

Gandapur denies all allegations, asserting he was carrying two licensed Kalashnikovs and that valid permits were present in the vehicle. He further claims the bottle suspected to be liquor actually contained honey.

During Friday’s proceedings, Magistrate Mubashir Hassan Chishti notes the prolonged delay in the case, highlighting that witness testimonies concluded in May 2024, but the accused has yet to record his statement under Section 342 of the Criminal Procedure Code.

The court stresses that further leniency will not be granted and warns that a verdict may be issued in Gandapur’s absence if he fails to appear by the next hearing on July 21. It also clarifies that the Peshawar High Court’s bail order does not cover this case and does not restrict the issuance of arrest warrants.
