Uplift of oil and gas producing districts our priority: KP CM Gandapur

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Wednesday said as his government had prioritised the development of oil and gas producing districts, a three-tier consultative framework had been formulated to fulfil the demands of people from North Waziristan tribal district.

He said this while chairing a meeting of the provincial joint commission on matters regarding the recently discovered petroleum and gas resources in North Waziristan district.

The commission was constituted to protect rights of the local population with regard to the revenue and royalty of the recently discovered natural resources in North Waziristan by ensuring fair and just disbursement and utilisation of development funds, according to an official statement issued by the Chief Minister’s Secretariat.

It added that the commission would also formulate long-term policies and strategies to ensure that the recently discovered natural resources are utilised in the best interests of the country, region, and local population, acting as a liaison among committees at district and tehsil level, provincial and federal governments, and other stakeholders.

During the meeting, CM Gandapur said that gas production would generate Rs5 billion.

“Commencement of gas production from North Waziristan will yield an annual royalty of Rs5 billion for the province. Fifteen per cent of this royalty will be earmarked for the development of the producing district,” he said.

Mr Gandapur said that royalties and other initiatives would only be realised if progress was made collaboratively and production began.

He urged the commission to swiftly move forward under the established guidelines and said district and tehsil level committees should be finalised without delay.

“The committees must include elected local representatives, community elders, and district administration officials,” he said.

The chief minister said the commission should come up with viable recommendations in the next 15 days by conducting extensive consultation with the local community through the mentioned committees.

He said the provincial government was committed to fulfilling the legitimate and legal demands of the local population, while matters involving the federal government would be raised with the relevant federal authorities.

“Unnecessary delays in such projects are in the interest of neither the nation nor the local communities,” he said, stressing the need for timely solutions to drive the region toward development.

Mr Gandapur said delays in development projects’ completion also discouraged investment.

“We are striving to foster a conducive environment attracting investors to the province,” he said.

The chief minister said practical steps were under way to provide employment opportunities for the youth of the merged districts and directed Tevta officials to immediately establish a technical and vocational training center in a suitable building already available in North Waziristan in order to equip local youth with market-based skills and provide them interest-free loans under the approved schemes of the provincial government.

He said that the input of local leaders would be included in development projects and expressed his commitment to see underdeveloped districts like North Waziristan thrive and assured that all necessary measures would be taken to achieve this goal.

The meeting was attended by North Waziristan MNAs and MPAs, officials of energy department and relevant divisional administration, representatives of 11 Corps, SNGPL, Mari Petroleum Company and other relevant institutions.

Senior officials of the petroleum ministry were also in attendance via video link.

CM Gandapur announces restoration of student unions

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has announced reviving student unions in the province, highlighting empowerment of youth as essential for the national progress.

Speaking at the ceremony of the government colleges’ solarization project at the Govt College Peshawar, he emphasised that the youth are Pakistan’s valuable assets, committed to reviving student unions to align with PTI’s founder’s vision.

The CM also addressed issues of autonomy and justice, asserting that Pakistan’s real freedom lied in self-dependence and decision-making.

The solarization initiative will see 10 KVA solar system installation in 80 government colleges, significantly reducing monthly electricity bills and paying for itself in under three years, he explained.

He said this project aimed to increase substantially and financial saving for educational institutions.

KP CM Gandapur slams government's crackdown on PTI workers

Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur openly denounced the state’s approach towards Pakistan Tehreek-e-Insaf (PTI) workers, asserting that the government's tactics are aimed at planting fear but have instead highlighted the flaws in the country's system.

Addressing the media in Peshawar while welcoming the government employees released from jail, Gandapur described the arrests of numerous PTI workers, highlighting that their protests remained peaceful and were within their constitutional rights.

"Despite our peaceful stance, we faced fascist actions, including tear gas shelling, rubber bullets, and other aggressive measures," he stated.

KP apex committee calls for socio-economic development of merged districts​


A meeting of the apex committee of Khyber Pakhtunkhwa was held in Peshawar on Thursday with Chief Minister Ali Amin Gandapur in the chair.

Corps Commander Peshawar, chief secretary, IGP and high civil and military officials attended the meeting.

The forum agreed to improve the quality of life of the people of the merged districts and to pay special attention to socio-economic development of districts.

It was also agreed to spend more financial resources for rapid social development in the merged districts.

The forum also decided to continue the joint efforts of the civil government, security forces and the people to deal with the scourge of terrorism in the province.

The apex committee agreed on an important initiative of chief minister for the families of martyrs of security forces.

It was decided to give financial package to the families of 178 martyrs who were martyred during the last six months.

The committee also decided to use all available options for law and order in the Kurram district by protecting life and prop

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur said that PTI founder Imran Khan would give a final call this month and party workers should be prepared for it.

He was addressing a public rally in Swabi on Saturday.

“We will not return without securing the release of our leader,” said Gandapur, while addressing the charged crowd at Swabi.

He lauded the party workers and said that they are the real strength of Imran Khan.

He added that the freedom cannot be achieved without sacrifice and we all should be ready for it.

Ali Amin Gandapur asked the party workers to start preparations for the final battle.

Gandapur says Nov 24 protest will go on until demands are met

Chief Minister (CM) of Khyber Pakhtunkhwa (KP) Ali Amin Gandapur said that the upcoming protest on November 24 is a ‘decisive call’, asserting that it will persist until all demands are fulfilled, ARY News reported.

According to reports, Ali Amin Gandapur chaired a consultative meeting in which the PTI’s parliamentarians from various regions, including Hazara, Malakand, Peshawar, and the South Regions, gathered to discuss preparations for the November 24 protest.

The discussions focused on strategizing and organizing the November 24 protest, with the PTI leadership showing determination to ensure its success.

CM Gandapur emphasised that the call for the protest was given by the PTI founder, Imran Khan himself, and urged participants to put in their full effort to make it successful, stating, “This is a decisive call, and we will not back down until our demands are met.”

He directed party parliamentarians and leaders to mobilise workers and the public, conduct meetings with local party units at the union council level, and finalize preparations to bring people to Islamabad on November 24. CM Gandapur expressed confidence that the protest would be as successful as previous ones.

Gandapur requests PM to ensure regular CCI meetings

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Monday requested Prime Minister Shehbaz Sharif to ensure the regular convening of the Council of Common Interests (CCI) meetings as required by the Constitution.

In a letter, a copy of which is available with Dawn, Mr Gandapur toldMr Sharif that under Article 154(3) of the Constitution, a CCI meeting was required to be held at least once every 90 days but that requirement was not being met, with the last meetings held in January this year.

He insisted that long delays in the holding of CCI meetings had adverse implications for vital economic interests of provinces.

“Convening CCI meetings on time is essential for addressing critical issues faced by federating units. These meetings will enhance the collaborative efforts in bringing peace and harmony among the provinces which is also critical for socio-economic development of Pakistan,” he said in the letter.

Mr Gandapur requested the prime minister to take personal interest in ensuring the holding of regular CCI meetings as mandated by the Constitution.

“This [intervention] will go a long way in addressing the socio-economic and political challenges faced by Pakistan,” he insisted in the communication.

Meanwhile, Pakistan Peoples Party parliamentary leader in the KP Assembly Ahmad KarimKundi also advocated for CCI meetings.

He told Dawn that the CCI was the most important forum for discussing issues facing smaller provinces.

“Punjab and Sindh are larger provinces, while Balochistan also faces little issues compared with KP.

Mr Kundi said that the last general elections were held on Feb 8 this year, while assembly members-elect took oath on Feb 28, but no CCI meeting had been called for the almost nine months.

“Though this is a belated move, I still call it a good initiative because our province has multiple issues that are required to be discussed at the CCI forum for effective resolution,” he insisted.

The PPP lawmaker argued that it was a constitutional obligation to hold four CCI meetings a year, so those not doing so were violating the Constitution.

He said that apart from holding the meeting a year as mandated by the Constitution, the prime minister could order the holding of an urgent meeting anytime, while a chief minister could write to the prime minister for issuing orders for the convening of the meeting.

“Everyone knows that we have emphasised on multiple occasions that the Council of Common Interests is the only national forum where the issues facing our Khyber Pakhtunkhwa province could be discussed,” he said.

Also, adviser to the chief minister on information and public relations Barrister Mohammad Ali Saifalso pointed out that the CCI meeting should be called not only to meet theconstitutional obligation but crucial to discuss the issues of provinces as well.

“Not only that the KP faces financial issues that are required to be discussed at the CCI but this is also a constitutional requirement to hold such meetings regularly,” he said.

The aide to the chief minister also said that if the Constitution was followed in letter and spirit, things would run smoothly.

PML-N’s Zahid slams KP CM Gandapur for prioritising Islamabad march over Kurram

Pakistan Muslim League-Nawaz leader Zahid Khan has slammed Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur for not visiting the Kurram area after over 41 people were killed and marching to Islamabad.

“Everyone has their priorities. We should ask our CM, you are from Dera Ismail Khan and what is the distance from Kurram to DI Khan? How many times you have visited Kurram and why did you choose to visit Islamabad instead of visiting the area,” he said while appearing on Rubaroo which was aired on Aaj News on Friday.

More than 40 people, including women, were killed when unidentified gunmen sprayed bullets at Peshawar-bound passenger vans in Khyber Pakhtunkhwa’s Kurram district on November 21. The van was coming from Parachinar.

Clashes following the attack left more people dead and attacked houses. The provincial government brokered a seven-day truce, but it did not hold. Later, local tribal elders made renewed negotiations for a truce and it was expected that a truce would take effect soon.

Zahid blamed the spillover Afghan war, saying that his former party called for protection for the people when the Taliban took over the Afghan government. “You cannot separate banned TTP from Afghan Taliban as they have fought together. This is not possible.”


 
Gandapur throws down gauntlet to Centre amid governor rule speculations in KP

Amid growing speculations about the possible imposition of governor’s rule in Khyber Pakhtunkhwa, Chief Minister Ali Amin Gandapur warned the federal government that opposition PTI cannot be "intimidated" by such actions as tensions grow following the late-night crackdown against the party protesters in Islamabad.

"Imposition of governor's rule or emergency cannot hold us back," the chief executive said while speaking to journalists in Peshawar outside the KP Assembly.

A day earlier, Adviser to PM on Political Affairs Rana Sanaullah said the federal cabinet in its meeting discussed the option of imposing governor’s rule in KP but a consensus could not emerge and the matter was deferred for further deliberations.

Sanaullah was responding to a question posed by Hamid Mir on his Geo News programme ‘Capital Talk’ on Thursday. He said the matter came up for consideration in the cabinet meeting as KP resources are being used for staging violent protests and marching on Islamabad.

The recommendation was tabled by federal minister Amir Muqam, seeking strict action against the PTI, during the federal cabinet’s session that was backed by a “majority of members”, sources told Geo News.

The KP chief executive had been leading the PTI's protests demanding the release of "political prisoners" including incarcerated former premier Khan, which caused unrest in the federal capital and adjoining cities, drawing criticism from the ruling coalition over the alleged use of state machinery.

Talking to the media today, Gandapur said that they stand by PTI’s ideology, asking the Centre to fulfil its desire for governor’s rule.

Meanwhile, the chief minister — while speaking at the KP Assembly floor — castigated the authorities for firing at "peaceful" protesters, marching for the release of their leader — PTI founder Imran Khan.

KP CM orders Mashal Yousafzai’s removal as special assistant

The Khyber Pakhtunkhwa government has ordered the removal of Special Assistant to Chief Minister Mashal Yousafzai from her position, it emerged on Saturday.

A letter from the Chief Minister’s Secretariat to the secretary of the KP government’s administration department, dated November 29 and seen by Dawn.com, said: “CM KP has directed that Miss Mashal Azam, special assistant to CM KP, may immediately be de-notified.”

It ordered that necessary action regarding the matter be taken at the earliest under intimation to the secretariat.

The development comes following an interview of Yousafzai, who is also the spokesperson for PTI founder Imran Khan’s spouse Bushra Bibi, on Geo News programme ‘Naya Pakistan’ a day ago.

Speaking on the show about the events surrounding the November 24 protest called by PTI, she spoke about Bushra Bibi’s participation in the protest and subsequent return to KP.

Asked whether Bushra Bibi was taken forcefully from the protest, Yousafzai had said: “This is correct that she didn’t want to go from there, the reason she came back [from the site of the protest] was that there was direct firing on her car.

“Still, she didn’t want to go but then there was some chemical thrown on her car’s windscreen which blurred it and nothing was visible. She was told the cars would be changed and she would be brought back to the party workers but the version after that I don’t know.”

Yousafzai also denied reports of Bushra being in contact with anyone in the party or attending and chairing any party political committee meeting after her return from the protest.

Questioned about criticism by PTI leaders on Bushra’s decision to persist with the location of D-chowk for the protest amid suggestions of Sangjani as an alternate venue, Yousafzai responded that she was an eyewitness to the discussions between the former first lady and PTI leaders when Bushra was told that Barrister Gohar Ali Khan and Barrister Muhammad Ali Saif had gone to meet Imran at Adiala Jail.

She added that Bushra had retorted that Imran had taken a promise from her to reach D-chowk no matter the circumstances and wanted to talk to him directly to receive confirmation.

Mashal quoted Bushra as saying that she would have gone to Sangjani if Imran had ordered her.

Government ministers had mocked CM Gandapur and Bushra in the early hours of Wednesday for fleeing as law enforcement agencies took action to disperse PTI protesters from Islamabad’s D-Chowk.

Protesters had managed to gather at the site for the party’s protest to demand Imran’s release, among other things, amid reports of intense tear gas shelling by security forces to curtail the large crowds. The PTI convoys had been plying roads countrywide since Nov 24.

It was a day of pitched battles between security forces and PTI protesters across the federal capital which ended in a hasty retreat of the party’s top leadership and supporters from the Red Zone in the early hours of Wednesday.

At least six lives were lost in the three days of protests, which included a policeman and three Rangers officials who were knocked down by a speeding vehicle, officials and hospital sources said.

The late-night retreat by the PTI leadership, including Bushra Bibi and Gandapur, came after the latter was heard telling the protesters “to go home, have dinner and return tomorrow”.

 

Gandapur announces Rs1b boost for CTD​


Khyber-Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur visited the Counter-Terrorism Department (CTD) Headquarters on Sunday and inaugurated the newly-constructed Investigation and Intelligence Block.

Speaking to the media, Chief Minister Ali Amin Gandapur praised the substantial progress made by the CTD over the past year.

He announced an additional Rs1 billion to further strengthen the department. New bomb-proof vehicles, high-tech equipment, sniper rifles, drones, and thermal devices will soon be procured.

He commended the police for their sacrifices, honoring the martyrs and pledging comprehensive support for their families. The provincial government is providing plots to the families of police martyrs, and the recruitment quota for their children has been increased from 5% to 12.5%.

The CM assured that all police needs would be met on a priority basis and that financial constraints would not hinder these efforts.

Earlier, a guard of honour was presented to the CM at the CTD Headquarters, where he also toured various departments in detail.

The facility is equipped with state-of-the-art equipment, including a modern auditorium, conference room, library, offices, and other essential amenities.

Chief Minister's Adviser on Information Barrister Muhammad Ali Saif, Chief Secretary Nadeem Aslam Chaudhry, Inspector General of Police Akhtar Hayat Gandapur, Additional Chief Secretary Home Muhammad Abid Majeed, and other senior officials were present at the event.

 
KP govt announces new life insurance scheme

The Khyber Pakhtunkhwa (KP) provincial government has announced the launch of a new life insurance scheme, effective January 1st of the coming year. The scheme, estimated to cost Rs4.5 billion annually, will be fully funded by the provincial government.

Under the program, the government will provide financial assistance to the families of deceased individuals who are heads of households. The payout will be made if the death occurs in a government hospital or any hospital listed on the Sehat Sahulat Card panel.

The insurance payout will be Rs10 million rupees for individuals who die before the age of 60, and Rs5 million for those who die at age 60 or older.

The Chief Minister, during a recent meeting, set a three-month deadline for the establishment of the Provincial Islamic Takaful Insurance Company.


 
Girls’ education our top priority: KP CM

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur on Thursday said that girls’ education was the top most priority of the provincial government, which was spending lots of funds for the purpose.

“By investing in girls’ education, we want to make educated girls one of our greatest assets as they possess huge talent and only need proper attention and adequate opportunities to utilise it,” Mr Gandapur told the inaugural ceremony for the government degree college for girls in Bara.

Mr Gandapur told the local schoolgirls that the government would provide them with all possible facilities and opportunities so that they could positively utilise their natural talent.

He announced the upgradation of Category-D hospitals in Dogra, Bara and Jamrud areas as well as the establishment of a nursing college in Khyber district.

“We are also in process of raising the issue of a higher quota for tribal students in medical college admissions with the federal government,” he said.

The CM directed authorities to expedite the construction of Bara-Peshawar Road along with settling the issue of compensation for land utilised for the construction of Nawgazi Baba Road through a local jirga.

He, however, didn’t address the issue of the lack of furniture in the college, which has only chairs and tables for 60 out of the total 263 students.

Also, there was no mention of his previous promises about the establishment of computer and science labs in the college.

The CM reached Bara by a helicopter. The local administration severed the main electricity wires for the helicopter landing near the college premises, suspending power supply to most parts of Bara, including hundreds of industrial units in the nearby Karigar Garrhai Industrial Zone. Leaders of Bara Siyasi Ittehad criticised the CM for taking a helicopter to visit Bara, saying the area is just 12km away from the CM’s House in Peshawar.

They also accused the CM of failing to regularise the services of girls college teachers and complained that the higher secondary school departments had yet to issue the schedule of new expenditure for the college.

The BIS leaders said the department made contractual staff members of the college wait for 10 months to get salary and that, too, for five months only, with the rest withheld for no reason.

Former MNA from Bara Hamidullah Jan Afridi insisted that the college was approved during his tenure as MNA in 2007-8 but its credit was claimed by PTI lawmakers from the area.

KP govt accused of releasing funds to PTI-backed tehsil councils only

Local government representatives have blasted the provincial government for denying them development funds, and termed it against the very manifesto of the ruling Pakistan Tehreek-i-Insaf.

Reacting to the allocation of funds to only 51 tehsil out of the total 131 tehsils of Khyber Pakhtunkhwa, they insisted that getting their share in development funds was their constitutional right, which the provincial government had violated.

Talking to reporters here on Friday, Shahid Khan, chairman a neighbourhood council in Jamrud, said they had been denied funds for last three years.

He said that delegating powers to the lower tier of the government was the stated vision of PTI’s incarcerated chairman Imran Khan, but the provincial government was constantly denying the local government representatives their constitutional right.

Landi Kotal tehsil chairman Shah Khalid alleged the provincial government under the Provincial Finance Commission (PFC) share had allocated funds only to the PTI-backed chairmen and city mayors, while ignoring the elected representatives of opposition parties.

He said while these funds were released under the title of tehsil development programmes, the authority to utilise them was given to district development advisory committee, and the deputy commissioners were empowered to approve and sanction development schemes.

“This is a clear violation of the local government laws as the tehsil chairmen and their colleagues are denied any say in recommending or approving development schemes.”

Mr Khalid said that the opposition members would approach the courts against the “unjust” move of the provincial government.

“The provincial government is not sincere in delegating powers to the grassroots level, and wants to fail the system,” he claimed.

He accused the chief minister of weakening the local government system as he had backtracked on his promise that the tehsil chairman would be empowered to recommend and approve development schemes.

Teachers protest

Teachers in Khyber held protest demonstrations on Friday to condemn the murder of a colleague in Bara, and the district administration’s apathy to pay any heed to the threats the deceased teacher was receiving.

Members of Malgari Ustazan and all teachers association demonstrated outside the Bara Press Club, holding black flags and placards inscribed with different slogans, calling for an early arrest of the killers of Roohul Amin.

Speaking on the occasion, Gulab Din of Malgari Ustazan and Naseer Shah of all teachers association warned of a province-wide protest if the authorities failed to arrest the killers.

They also demanded action against those who failed to take any preventive measures after the deceased teacher and his family conveyed their concerns to the district administration about repeated threats to his life.

The protesting teachers also announced three days of mourning and demanded payment of compensation to the family of the slain teacher.

ATC issues arrest warrants for CM Gandapur, Bushra Bibi

A anti-terrorism court has issued arrest warrants for Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur, Bushra Bibi, MNA Shahid Khattak and MPA Sohail Afridi.

The warrants were issued in connection with a case registered at Ramna Police Station, following a request by the police.

ATC Judge Tahir Abbas Sipra approved the police plea and directed the issuance of the warrants.

The case involves charges under anti-terrorism laws, with the police seeking custody of the accused for further investigation.

Gandapur vows revenge for blood of PTI workers martyred in November 26 protest​


Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur has vowed that the sacrifices of PTI workers who were martyred during the 26 November protests at D-Chowk will not be forgotten, pledging to seek justice for their deaths.

Speaking at the foundation stone-laying ceremony for the Havelian Water Supply Scheme, Gandapur stated, "We will definitely take account of the blood of our martyrs. I salute those who sacrificed their lives for true democracy."

He added that the struggle for a self-reliant and independent nation will continue.

The project, with an estimated cost of PKR 4.64 billion, is expected to be completed in two years. Once finished, it will provide 250,000 gallons of water per day to both urban and rural areas of the Havelian Tehsil, benefitting nearly 94,000 people.

Alongside the water supply scheme, Gandapur announced several other multi-billion rupee development projects for Havelian, including the purchase of land for a cemetery, construction of the Havelian City Bypass, and other infrastructure upgrades. He committed to making Havelian a model developed area.

The Chief Minister also urged local officials to increase their engagement with the public, calling for daily open court sessions and at least one hour of direct interaction with citizens in their offices.

He instructed authorities to crack down on illegal mining and unregistered crushing plants, and mandated the registration of all warehouses in the division by January 1.

In his address, Gandapur emphasised the need for transparency and accountability in development projects, saying, “Development projects are funded by the public’s taxes. The people must take ownership of these projects and ensure their quality. If any substandard work is identified, the government will take action.”

He also stressed the importance of building public trust in government institutions.

Gandapur further directed that inspections of shops and businesses should be carried out by a single team to avoid harassment of traders, and that first-time violators should be given a warning before penalties are imposed.

He also announced the introduction of an e-payment system for fines to improve the collection process.

The KP CM’s visit and announcements aim to further consolidate PTI’s development agenda in the region, while addressing public concerns and seeking justice for those who lost their lives during the political unrest.

 

“No clarity on civil disobedience movement yet,” says KP CM Gandapur​


Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur clarified that the announcement of the civil disobedience movement was made by the Pakistan Tehreek-e-Insaf (PTI) founder, not him.
Speaking to the media in Peshawar, Gandapur said, “There is no clarity on this matter yet. We will act on civil disobedience once clarity emerges.”

He said that their demands include the release of the party founder, restoration of their mandate, and reversal of unconstitutional amendments.

Addressing regional concerns, the Chief Minister criticized the federal government’s delay in negotiations with Afghanistan, stating, “If the federal government shows reluctance, I will engage at my level to resolve matters with Afghanistan.”

Ali Amin Gandapur noted that the KP government is also taking steps to improve the security situation and highlighted that its performance surpasses other provinces.

He mentioned that even the IMF has recognised the efforts of the KP government.

Gandapur affirmed the province’s commitment to combating terrorism and acknowledged the sacrifices made in this fight.

Regarding the civil disobedience movement, Gandapur reiterated that the decision rested with Imran Khan, and whatever action he announces will be followed.

Earlier, Sunni Ittehad Council (SIC) Chairman Sahibzada Hamid Raza said that the strategy of the proposed civil disobedience movement has been devised, claiming it would be more successful than the 2014 one.

Speaking during ARY News programme ‘Sawaal Ye Hai’, Sahibzada Hamid Raza said that Pakistan Tehreek-e-Insaf (PTI) prepared the plan for the civil disobedience movement.

Responding to a question, Sahibzada Hamid Raza revealed that he was already aware of the proposed movement even before its public announcement on X, with the issue being discussed during his meeting with Imran Khan in Adiala Jail.

 
KP CM seeks report as cop martyred, 2 polio workers injured in separate attacks

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur on Monday, while strongly condemning casualties in attacks on polio workers in two separate incidents, sought reports from senior police officials and directed them to take action against the elements involved.

Pakistan is one of the last two countries in the world, alongside Afghanistan, where polio remains endemic, with the disease mostly affecting children under five, and sometimes causing lifelong paralysis.

Despite global efforts to eradicate the virus, challenges such as security issues, vaccine hesitancy, and misinformation have slowed progress.

The attacks took place a day after health workers launched a nationwide anti-polio campaign against the resurgent disease.

According to a press release issued by the CM office, the separate attacks took place in KP’s Karak and Bannu districts, in which a policeman embraced martyrdom while two polio workers were injured.

While the statement did not specify the details of casualties in each attack, state-run Radio Pakistan reported a cop was martyred and a polio worker was injured in Karak’s Tehsil Banda Daud Shah, where unknown gunmen opened fire at a vaccination team.

Gandapur directed for steps to be taken to improve the security of anti-polio teams.

He offered his condolences on the martyrdom of a police official assigned for the security of the anti-polio team and expressed sympathies to the family, assuring complete financial support.

Gandapur hoped for the speedy recovery of the two injured polio workers and gave instructions to ensure the timely provision of medical assistance to them.

“Those who attack the anti-polio teams are enemies of our children’s secure future,” the chief minister said, adding that such cowardly attacks will not demoralise the teams.

“Front-line anti-polio workers are our heroes and benefactors,” Gandapur said.

He reaffirmed that the provincial government was determined to eradicate polio from the province.

Hundreds of police and polio workers have been killed in the country over the past decade, mainly due to the propaganda surrounding the vaccination campaign.

On the other hand, police officers who are routinely deployed to protect polio workers going door-to-door frequently come under attack by militants waging a war against security forces.

In September, a police officer and a polio worker were shot dead when unknown assailants attacked a polio vaccination team.

Two policemen guarding a polio vaccination team were also shot dead by militants in KP’s Orakzai district in October.

President condemns attack on polio workers

President Asif Ali Zardari has condemned the attack on polio workers in KP’s Karak district, according to a statement by the President House.

“President expresses grief over the martyrdom of security personnel in the attack,” the statement said.

It added that the people of Pakistan should actively participate in the polio campaign, requesting them to administer polio drops to their children.

“Terrorists do not want to see the people of Pakistan healthy and prosperous,” the president said.

KP Governor Faisal Karim Kundi, seeking a report on the incident, termed the attack a “cowardly act”.

He expressed grief over the loss of the cop’s precious life and issued directives for the best medical treatment of the injured worker, Radio Pakistan said.

‘Attack on Pakistan’s future’

Interior Minister Mohsin Naqvi has also condemned the incidents targeting polio teams in Karak and Bannu calling it “an attack on Pakistan’s future”, according to APP.

He expressed concern for the two polio workers who were injured and prayed for their speedy recovery.

“Polio workers and the police personnel protecting them are striving for a healthy future for our nation. Such attacks are intolerable and must be stopped,” he said.

Court upholds arrest warrants for Ali Amin Gandapur in audio leak case

The Islamabad District and Sessions Court has ordered that the non-bailable arrest warrants for Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur remain in effect in the audio leak case.

The hearing, presided over by Additional Sessions Judge Abdul Ghafoor Kakar, addressed the request to cancel the warrants.

Neither Ali Amin Gandapur nor co-accused Asad Farooq appeared in court.

The defendants' lawyer, Raja Zahoor-ul-Hassan, represented them during the proceedings.

The court upheld the non-bailable arrest warrants for both Ali Amin Gandapur and Asad Farooq and adjourned the hearing until January 9.

It is worth noting that the audio leak case against CM Ali Amin Gandapur is registered at the Golra Police Station in Islamabad.

KP cabinet okays 365km Peshawar-Dera motorway project

The Khyber Pakhtunkhwa government on Monday approved the construction of the 365km Peshawar-Dera Ismail Khan Motorway as a public-private partnership project and directed the finance department to arrange funds for land acquisition.

The development came during a cabinet meeting chaired by Chief Minister Ali Amin Khan Gandapur and attended by cabinet members, chief secretary, additional chief secretaries and administrative secretaries here, according to an official statement.

The cabinet also granted “one-step up-gradation to all employees of the erstwhile Federally Administered Tribal Areas’ development corporation in line with the recommendations of a committee, formed for looking into their grievances, as well as a Supreme Court decision.”

It approved Rs40 million funds for around 80 churches in the province as a Christmas gift, with each getting Rs500,000, and directed the finance department to release the amount immediately.

The government has already released salaries to its Christian employees and said it was committed to ensuring peace, stability, and equal opportunities for all communities, according to the statement.

The cabinet also approved Rs300 million for a medical and dental college at Pakistan-Austria Fachhochschule Institute of Applied Sciences and Technology Haripur in two tranches, with Rs150 million for the current financial year and Rs150 million for the next.

It also approved the proposal to forward a provincial assembly resolution, which read: “Although Article 33 states that the state shall discourage partisan, racial, tribal, sectarian and provincial prejudices among its citizens, the Islamabad police are committing atrocities against the people of Khyber Pakhtunkhwa, especially Pakhtuns, and are harassing Pakhtuns who do business there. These atrocities are illegal and unconstitutional.” The assembly urged the provincial government to recommend to the federal government that the Islamabad police do away with those atrocities and acts of harassment.

Also, the cabinet approved partnership with the Bank of Khyber Peshawar regarding the Annual Development Programme 2024-25 for the development of community-based accommodation to facilitate tourists.

According to the official statement, the Mezban project is aimed at boosting tourism through improving community-based accommodation facilities for tourists and that the maximum ceiling of loan for every individual will be Rs3 million. The target districts include Dir, Chitral, Swat and Mansehra, with priority to be given to valleys with higher tourist influx.

The cabinet approved the allocation and release of recurring grant for disbursement among the public sector universities in Khyber Pakhtunkhwa to pay regular pension and its liability and salaries.

It approved amendments to Rule 12(2) of the Khyber Pakhtunkhwa Civil Servants (Appointments, Promotion & Transfer) Rules, 1989. Under amendments, posts in BPS-3-15 of the district cadre should be filled only from domicile holders of the district concerned.

The cabinet, to make the establishment of the Dera Ismail Khan Girls’ Cadet College as functional, approved extension of the Khyber Pakhtunkhwa Government Education and Training Institutions Ordinance, 1971, to that college. It also approved a grant of Rs300 million for it.

It approved amendments to sections 13(2) and (3), 18 and 20(2) of the Khyber Pakhtunkhwa Public Financial Management Act No XXIX of 2022, to “bring uniformity in legislation with other provinces and maintain provincial autonomy.”

The move is aimed at best utilisation of the treasury and accounts establishment, which is the attached formation of the finance department, according to the official statement.

The cabinet approved the allocation and release of Rs3.5 million grant-in-aid for the financial year 2024-25 for China Window in Peshawar.

The China Window was established as the result of a memorandum of understanding signed with the Embassy of China in Islamabad, to help bring people of both countries closer.

The cabinet also approved the establishment of the Water and Sanitation Services Company in Haripur along with the provision of Rs250 million in the upcoming budget through supplementary grant for it.

ATC initiates process to declare Ali Amin Gandapur a fugitive

An Anti-Terrorism Court (ATC) in Rawalpindi has initiated proceedings to declare Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur a fugitive in an arson case.

The action was taken due to Gandapur's continuous absence in a case registered at Hassan Abdal police station. The KP Chief Minister faces over 56 cases across Punjab.

The ATC has ordered him to appear by January 21, 2025.

The ATC has warned that failure to appear would result in him being officially declared abscondor.

CM Gandapur urges ‘all stakeholders’ to support govt’s Kurram peace initiative

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Friday said the provincial government was aware of the challenges facing Kurram residents and was utilising all available resources to mitigate their hardships.

“Efforts are under way to resolve issues in Kurram as quickly as possible. We hope that peace and normalcy will return to the area soon,” Mr Gandapur said in a statement issued by the Chief Minister’s Secretariat.

Mr Gandapur said the government was making every possible effort to find a peaceful and mutually acceptable solution to the crisis, and urged all stakeholders and local elders to support the government’s peace initiatives for the betterment of the region.

“Ensuring the safety of people’s lives and property, as well as maintaining law and order are the provincial government’s top priority and responsibility,” he said.

Says 10 tons of medical supplies already delivered to the region

The chief minister said that keeping in view the problems faced by Kurram residents, especially those caused by road closures, the provincial government launched a helicopter service to airlift the people from Kurram.

He said that a total of 613 individuals had so far benefitted from the service of the government-owned MI-17 helicopter.

According to the statement, the government’s helicopter conducted six flights to Kurram on Thursday, transporting a total of 145 individuals. During the first flight, 29 passengers were transported from Peshawar to Parachinar, while in the second flight, 31 passengers were flown from Parachinar to Kohat.

The third flight carried 10 individuals and one body from Kohat to Parachinar, the fourth 31 passengers from Parachinar to Kohat and the fifth five passengers from Kohat to Parachinar. The final flight of the day transported 39 individuals, including eight children, from Parachinar to Peshawar.

The individuals included jirga members as well as ordinary citizens, including women, children, students, and patients, according to the statement.

It added that essential medicines were also being supplied to Kurram via the provincial government’s helicopter, with around 10 tons of medical supplies already delivered to the region.

Meanwhile, PTI MNA Faisal Amin Khan has claimed that the recent tensions in Kurram were caused by multiple tribal land issues, which were being misused by “miscreants on both sides to give it a sectarian angle.”

In a statement, Mr Faisal, who is the brother of Chief Minister Ali Amin Khan Gandapur, rejected the comments of the ISPR director general about governance in KP as “unwarranted” and said that the provincial government had airlifted 12.8 tons of medicines to Kurram hospitals in its choppers, with hundreds of patients flown out of the restive tribal district.

He added that 2,000 metric tons of subsidised wheat was released by the provincial government for residents.

The MNA said that since Kurram was a border area and there was cross-border movement, things got complicated.

He said that KP had the highest budget surplus of Rs103 billion against the International Monetary Fund target of Rs45 billion.

Mr Faisal said that 75 per cent of the province’s budget targets had been achieved in the first half of the current year, while the province had Rs 150-200 billion in cash, the highest in history.

He also said that the provincial government had spent Rs30.3 billion on its flagship healthcare programme, Sehat Card scheme, while the province’s development releases also reached historic highs.

The PTI lawmaker said that the provincial government had achieved all that though the federal government illegally withheld KP’s money amounting to Rs1.5 trillion.

He added that not a single penny out of Rs8.6 billion for development of terrorist hit merged areas had been released this year.

“Our [provincial] government has continued to fund development projects in merged tribal districts from its own resources,” he said.

Mr Faisal said that KP was the only province that honoured law-enforcement and security personnel, who were martyred on its soil.

“We [KP] provided the Shaheed Package to all soldiers and officers of security forces, including employment for their children and free plots for Shuhada’s families,” he said.

The MNA wondered whether any other province, which was more resourceful than KP, was doing the same. He criticised the Punjab government over a “lack of performance”.

ATC suspends non-bailable arrest warrants for Ali Amin Gandapur

Anti-Terrorism Court has suspended non-bailable arrest warrants issued against Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur in connection with a case registered in Hassan Abdal.

The warrants were suspended following a petition filed by Muhammad Faisal Malik, Gandapur's lawyer. The case concerns charges of arson and vandalism.

The petition argued that the Peshawar High Court had already granted bail to Ali Amin Gandapur in all cases against him. The lawyer also submitted the Peshawar High Court's order to the court.

In response, the court suspended the arrest warrants and canceled the process of declaring Ali Amin Gandapur a proclaimed offender.

Punjab introduces automation in development projects

Punjab has become the first province in the country to automate its development system, taking a significant step towards modernising governance. In a parallel development, the provincial administration has launched a solarisation programme to transition agricultural tube wells to solar energy.

“The monitoring and review of development projects are now conducted daily using advanced technology. With the support of China, Punjab plans to expand the use of technology across governance and all sectors,” said Punjab Senior Minister Marriyum Aurangzeb while addressing the Punjab Assembly Standing Committee on Planning and Development on Thursday.

The session, chaired by PML-N MPA Shahbaz Ali Khokhar, was also attended by senior officials and committee members.

Ms Aurangzeb highlighted that Chief Minister Maryam Nawaz actively monitors development-related data in real time through an online portal, enhancing transparency and operational efficiency. This data-driven governance model is designed to streamline project implementation and reduce delays.

The minister announced an unprecedented budget of Rs844 billion for public development projects. “Chief Minister Maryam Nawaz is resolute in ensuring equitable development beyond political affiliations,” she emphasised.

She added that substantial reforms in the healthcare sector were already underway. These reforms include upgrading basic health units, modernising divisional and district-level hospitals and expanding healthcare facilities to underserved areas.

“For the first time, Punjab is introducing a comprehensive model that integrates environmental sustainability with industrial and agricultural growth. This holistic approach is aimed at fostering long-term economic and ecological balance,” Ms Aurangzeb explained. “As part of this initiative, subsidised and instalment-based agricultural machinery is being distributed to farmers, providing them with the tools necessary to boost productivity.”

As part of the ‘Clean Punjab’ initiative, the government plans to replicate Lahore’s advanced waste management system across all districts.

“This initiative will standardise sanitation protocols, improve public health and enhance urban aesthetics,” she said. The government’s top priorities also include advancements in education, youth skill development, IT, and maternal and child healthcare.

The Planning and Development Department has implemented measures to combat Punjab’s persistent smog issue. Ms Aurangzeb said that over the past nine months, initiatives such as introducing zigzag kiln technology, banning plastic bags, prohibiting crop residue burning and controlling toxic industrial emissions have contributed to noticeable improvements in air quality.

Solarisation of tube wells

In a parallel move, the Punjab government has formally launched the Punjab Solarisation for Agricultural Tube Wells Programme.

This initiative aims to reduce farmers’ reliance on costly grid electricity by transitioning tube wells to solar power, promoting energy independence and cost efficiency.

“Approximately 8,000 agricultural tube wells across Punjab will be converted to solar energy under this programme,” Chief Minister Maryam Nawaz said.

“The government has allocated a subsidy of Rs9 billion to facilitate this transition. Farmers will receive financial assistance of up to Rs500,000 for tube wells with a capacity of 10 kW, Rs750,000 for those up to 15 kW, and Rs1 million for tube wells with capacities of up to 20 kW. The programme is open to landowners with a minimum of one acre of agricultural land,” she said.

Farmers can apply for tube well solarisation online at “cmstp.punjab.gov.pk” or download the application form from “www.agripunjab.gov.pk”.

This streamlined application process is intended to ensure broad participation and minimise bureaucratic hurdles.

The chief minister hoped that the initiative would provide relief from soaring electricity bills, alleviating one of the most pressing financial burdens faced by farmers.

K-P CM Gandapur claims rise in terrorism linked to Imran Khan's ouster​


Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has claimed that terrorist activities have intensified after the fall of Imran Khan-led government, Express News reported on Friday.

Imran Khan was ousted from the post of Prime Minister in April 2022 through a parliamentary vote of no-confidence.

Speaking to the media in Islamabad, CM Gandapur said that discussions with Afghanistan through a tribal jirga could help improve cross-border relations.

He urged the federal government to grant provincial leaders the authority to mediate talks, emphasising their readiness to involve local tribes to foster peace.

He criticised federal policies, attributing them to the rise in terrorism.

“Since Imran Khan's government ended, terrorist incidents have increased. Misguided policies have led to such outcomes,” he stated.

Discussing the Apex Committee meeting, the chief minister highlighted the need for clear action to recover missing persons and condemned the federal government for dismissing political grievances. He also called for a commission to probe the events of May 9.

CM Gandapur said security responsibilities in border regions fall on the federal government and military.

He noted that military operations in the merged tribal districts have failed to yield significant results, and alternative measures should be explored.

The chief minister reiterated his commitment to peace and vowed to continue efforts to counter terrorism.

Pakistan's security in 2024: 925 terrorists killed, 59,000 operations conducted

In 2024, Pakistan's security forces and law enforcement agencies conducted an impressive 59,775 counter-terrorism operations across the country, resulting in the death of 925 terrorists, Express News reported on Tuesday.

The operations, which were primarily intelligence-based, marked a significant achievement in the fight against terrorism.

The authorities also apprehended hundreds of individuals, further dismantling terrorist networks and their support systems.

The operations were part of a coordinated effort to tackle the growing security challenges, especially in regions where extremist elements have been active. A large portion of these successful missions targeted terrorist hideouts, training camps, and key facilitators.

The year saw a strong focus on high-value targets, with 73 of the killed terrorists classified as being among the most wanted. These included notorious figures such as Fida Rahman (known as Lala), Ali Rahman, and Abu Yahya.

Notably, the year also witnessed the capture of two suicide bombers, an operation that likely saved countless lives.

These captures, along with the neutralisation of several terrorists, were part of daily operations, with the country’s security apparatus maintaining a relentless pace of 169 operations per day.

The effectiveness of these operations can also be credited to improved coordination between the Pakistani military, intelligence agencies, police, and other law enforcement agencies.

The leadership of Pakistan’s armed forces, particularly Army Chief General Asim Munir, has been vocal about the ongoing threat of terrorism emanating from neighbouring Afghanistan.

General Munir reaffirmed Pakistan's commitment to eliminating terrorist activities regardless of their origin, stressing that the protection of Pakistani citizens remains paramount.

Furthermore, Pakistan’s strategic policies have not only targeted extremist elements but have also focused on curbing illegal activities that support terrorism.

Over the year, Pakistan successfully conducted operations against smuggling rings, electricity theft, extortion gangs, and hoarding operations, leading to a noticeable reduction in such crimes.

The state's clear stance on terrorism and criminal activities has contributed to reducing the operational capacity of terrorist groups and criminal organisations.

The successes achieved in 2024 are seen as a step forward in Pakistan's broader strategy to combat both internal and external security threats.

In addition to counter-terrorism operations, Pakistan's military diplomacy yielded positive results, as the country strengthened its relations with key international partners.

High-level engagements, such as the hosting of the Shanghai Cooperation Organisation (SCO) conference, showcased Pakistan’s rising influence in the international arena.

The Khyber Pakhtunkhwa health department has spent around Rs100 billion on the provision of free healthcare under the Sehat Card Plus programme to 3.89 million patients since its launch in 2016.

Beneficiaries of the health insurance scheme included 2.09 million (53.07pc) women, 1.79 million (46.03pc) men and 17 transgender persons, according to an official report.

According to it, private hospitals earned Rs54.32 billion and public hospitals Rs44.66 billion from the SCP, with the former receiving 2.05 million patients and the latter 4.12 million.

Under the programme, 0.26 million (6.6pc of the total) patients aged 1-10 years, 0.36 million (9.3pc) aged 10-20 years, 0.64 million (16.4pc) from 20 to 30, 0.68 million (17.4pc) aged 30-40 years, 0.53 million (13.5pc) aged 40-50, 0.54 million (13.9pc) aged 50-60 years, 0.5 million (12.9pc) aged 60-70 years, 0.31 million (8pc) aged 70-80, 73,930 (1.9pc) aged 80-90 years and 9,609 (0.2pc) aged 90 and above.

The report said the cost of treatment for women was recorded at Rs50.06 billion (51pc of the total), slightly more than men’s Rs48.92 billion (49pc).

The report said the Lady Reading Hospital Peshawar treated 186,657 patients (4.8pc of the total) and earned Rs6.71 billion (6.8pc), while the Peshawar Institute of Cardiology offered treatment to 55,629 patients (1.4pc) and generated Rs6.023 billion (6.1pc).

The Hayatabad Medical Complex received 0.12 million patients (3pc of the total) and earned Rs5.19 billion (5.2pc), Institute of Radiotherapy and Nuclear Medicine 81,607 patients (2.1pc) and Rs3.36 billion revenue (3.4pc), Ayub Teaching Hospital Abbottabad 171,680 patients (3.4pc) and Rs3.3 billion income (3.3pc), and Khyber Teaching Hospital 111,088 patients (2.9pc) and Rs2.49 billion revenue (2.5pc).

The report also revealed that Rs22.65 billion was spent on 192,089 cardiology patients, Rs11.77 billion on 557,551 general patients, Rs11.03 on gynaecology patients, Rs7.06 billion on medical cases, Rs6.57 billion on oncology patients, Rs4.94 billion on orthopedic cases and Rs4.85 billion on 49,567 neurosurgery patients.

Most patients (410,471) were treated in Peshawar’s public and private hospitals. They made up 10.55pc of the total patients treated under the SCP programme since its launch by the PTI government in 2016, according to the report.

All districts, except a few without well-equipped hospitals, received more than 0.1 million patients.

The report revealed that private hospitals, which had attracted bulk of the amount from the health insurance programme since 2023, recorded a decline last year as the government restricted them from carrying out most common procedures to benefit public hospitals.

It added that patients continued to visit government hospitals for appendectomy, cholecystectomy, caesarean delivery, tonsillectomy, cataract, angiography and septoplasty and SMR after restrictions by government on private hospitals.

The restriction was meant to check misuse of the programme by private hospitals, which were found to be performing unnecessary procedures to increase earnings.

The government encouraged its hospitals to implement a revenue-sharing formula and thus, encouraging staff members to take a greater interest in SCP patients.

Now, the Lady Reading Hospital, the largest public sector health centre in the province, is admitting all SCP patients to generate better revenue, while the district level hospitals are upgrading their services to attract more visitors and generate income to benefit employees and patients. The patients receive free services, while hospital doctors, nurses and paramedics get share in the income from SCP cases.

The report said of the total 0.8767 million patients from last year, the private hospitals received 0.24964 million (28pc) and the private hospitals 0.627 million (72pc).

The private hospitals received 99pc patients in 2016, 76pc in 2017, 65pc in 2018, 72pc in 2019, 81pc in 2020, 68pc in 2021, 60pc in 2022 and 52pc in 2023.

KP Assembly forms committee to discuss bill returned by governor over objections

The Khyber Pakhtunkhwa Assembly on Monday constituted a special committee for a detailed discussion on the KP Laws Amendment Bill, 2024, which was returned by Governor Faisal Karim Kundi over objections about the move to equate the chief minister’s advisers and special assistance with the ministers.

The development came during a session chaired by Speaker Babar Saleem Swati.

The speaker said the governor had returned the bill and wanted it to be reconsidered by the house.

He read out the governor’s message about the bill, which read, “After careful examination of the proposed bill, titled KP Laws Amendment Act 2024, he is constrained to withhold ascent and return the bill to the KP Assembly for reconsideration.”

The governor noted that the bill proposed inclusion of advisers and special assistants, where the word minister appeared in the existing law, rules and regulations, notification or all other legal instruments. “This blanket amendment appears to lack any clear justification or identified need.”

The governor insisted that as per the Constitutional framework, advisers and special assistance were not members of the cabinet and couldn’t exercise executive authority, which was the prerogative of elected representatives serving as ministers, and that they’re not accountable to the provincial assembly, a fundamental principle ensuring democratic oversight of the executives.

He added that ministers, as elected representatives, enjoyed constitutionally-defined status and direct accountability to the legislature and the public. “Equating advisors and special assistance who lack electoral legitimacy with ministers, raises serious constitutional concerns,” he noted.

According to him, the KP Government Rules of Business, 1985, which derives legitimacy from the Constitution, govern the formation and functioning of various committees, he said adding that extending powers and privileges to the unelected individuals under these provisions risks disrupting cabinet functions enduring the constitutional role and responsibilities of ministers, and would be clearly unconstitutional.

“Given the broad and undefined scope of the amendment, the assembly must reconsider its necessity scope and constitutional validity. A more focused approach, based on demonstrable need, would be preferable to the current generic proposal,” he said.

The governor pointed out that in order to ensure compliance with Constitutional provisions, the KP Amendment Bill, 2024, was being returned to the provincial assembly for reconsideration.

During the session, opposition PPP member Ahmad Karim Kundi said that special advisers had never been elected.

“During PTI government, Hafiz Shaikh was nominated for NFC meetings as an adviser, so people filed a writ petition in the court objecting that Shaikh was not a federal minister to chair the NFC meeting,” he said.

The lawmaker said the provincial government didn’t have a finance minister and if an unelected person was sent to a committee’s meeting, the federal government would stop him from attending it.

He added that people would go to the court as the ministers were replaced with advisers and special assistance in the Act.

“It will be much more effective and appropriate to reconsider the apprehensions and concerns of the governor KP,” he said.

Member of the opposition JUI-F Adnan Khan said that he had proposed amendments but they were not considered.

“Advisers and special assistance are not part of the cabinet,” he said, wondering how an unelected person could be held accountable.

MPA Hussain Laghmani said that the committees were part of the house and unelected persons attending the meeting, was contrary to the definition of democracy and supported the opposition benches that unelected people should not be part of the cabinet or proceedings of the house calling it against the Constitution.

JUI-F member Maulana Lutfur Rehman said that the 26 Constitutional Amendment was passed after consultation with the Pakistan Tehreek-i-Insaf.

In response, law minister Aftab Alam Afridi told the house that the main objective of the amendment bill was to provide legal cover to the advisers and special assistance as they held several departments and chaired meetings.

He said that there were 34 departments and the advisers and special assistance helped the chief minister adding that the advisors were covered under the Constitution, while the special assistants were covered under Rule 33(A) of Rules of Business.

“I suggest the formation of a special select committee for discussing the bill before the next session and the seekingof the advocate general’s opinion to satisfy us. The entire house could be taken on board,” he said.

Mr Afridi said according to Article 16 of the Constitution, any matter for reconsideration could be returned with or without amendment by the provincial assembly.

“As far as the 26th Constitutional Amendment is concerned, an advocate general could speak on the floor of the house that covered advisers and special assistance,” he said.

The minister said under Article 131 (11), five advisers could become part of the cabinet and there was no mention of elected or unelected persons.

Former speaker of the assembly Mushtaq Ahmad Ghani also supported the opposition’s objections to the bill and asked the law minister if he would sit in a meeting chaired by unelected persons.

He said the bill should be sent to the select committee for a detailed discussion.

The house also unanimously passed a resolution, which demanded of the provincial government to recommend to the federal government to fulfil the promises made regarding the development of merged tribal districts. It also called for the provision of funds promised by the federal government and other provinces.

The resolution, moved by MPA Ajmal Khan, read that the new National Finance Commission Award be announced and the payments regarding the war on terrorism be made.

It also said that the federal and provincial governments should provide three of the federal divisible pool funding to the provincial government for development of the merged tribal districts, bringing them on par with developed areas.

Minister Afridi, however, said that the federal government would never announce a new NFC Award as it increased KP’s share in national funds from 14 per cent to 19 per cent.

KP govt starts disbursement of interest-free loans to youth

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Tuesday distributed cheques of interest-free loans to youth under the Ehsaas Nojawan Programme to start business, saying his government is committed to financially empowering youth and providing them with employment opportunities.

The cheque distribution ceremony was held at the Chief Minister’s House here.

Cabinet members and advisers to the CM, including Syed Fakhar Jahan, retired Brigadier Mohammad Sajjad, Barrister Mohammad Ali Saif and Muzammil Aslam, officials of the department of youth affairs, and selected beneficiaries of the programme also attended the event.

According to an official statement, the Ehsaas Nojawan Programme is a flagship initiative under the umbrella ofEhsaas initiatives of the provincial government aimed at financially empowering the youth of the province by providing them with interest-free loans to start their own businesses.

The three-year programme, launched with an initial budget of Rs3 billion, has an allocation of Rs1.1 billion in the current fiscal year. It consists of two It consists of two components. The first component of the programme is being implemented in collaboration with the Bank of Khyber, through which interest-free loans are being provided.

Under this component, clusters of three to five individuals aged 18-35 years are eligible for loans ranging from Rs1 million to Rs5 million.

A flexible repayment schedule spanning eight years has been designed, with the first 20 months as a grace period during which no repayments are required.

The second phase, in collaboration with Akhuwat Microfinance Bank, has a budget of Rs2 billion. This phase offers interest-free loans between Rs100,000 and Rs500,000 to individuals aged 18-40 years for small-scale business ventures. Special quotas have been reserved for women and persons with disabilities.

Addressing the ceremony, the chief minister said three more programmes under the Ehsaas initiative — Ehsaas Apna Ghar Programme, Ehsaas Rozgar Programme and Ehsaas Hunar Programme — would also be launched very soon with a combined allocation of Rs15 billion in the current budget.

The chief minister emphasized that the Ehsaas Nojawan Programme is a critical step toward financial independence for the youth, aligning with the vision of Pakistan Tehreek-e-Insaf’s founding chairman. The initiative aims to encourage young people not only to create employment opportunities for themselves but also to generate jobs for others.

He urged the youth to prioritise entrepreneurship over seeking employment, highlighting the immense potential for growth in business ventures. The provincial government, he assured, is committed to providing full support to young individuals with innovative business ideas.

Concluding his address, Gandapur stressed the importance of hard work and integrity, stating, “Honesty is the best strategy, and there is no substitute for hard work.”

Meanwhile, the fourth meeting of the Board of Directors of the Khyber Pakhtunkhwa Culture and Tourism Authority was held at the Chief Minister’s Secretariat here on Tuesday under the chairmanship of Chief Minister Ali Amin Khan Gandapur.

Cabinet members Zahid Chun Zeb and retired Brigadier Musaddiq Abbasi, and additional chief secretary (planning and development) Ikramullah Khan, along with other board members, attended the meeting.

Chief Minister Ali Amin Gandapur announced the regularisation of the tourism police’s personnel and approved an increase in their monthly salary from Rs36,000 to Rs45,000.

The board decided to provide additional heavy bikes and advanced communication gadgets to the tourism police.

The chief minister also directed the tourism department to take steps to identify new tourist destinations in the province. He said at least four new tourism sites and a project should be reflected in the upcoming ADP.

Highlighting the growing number of tourists, Mr Gandapur noted that 15 million domestic and international tourists visited Khyber Pakhtunkhwa during the last season, and emphasised the need to explore and develop new tourist spots.

He issued directives for amending and publicising the master plan for the Thandiani Integrated Tourism Zone and emphasised the need for simultaneous construction of access roads for all integrated tourism zones.

The chief minister said that tourism remained one of the province’s priority sectors, offering significant potential for job creation and investment. The board approved the establishment of finance and HR committees under the board of directors.

It also directed the formation of outsourcing, investment, and culture committees to enhance the operational efficiency of the tourism sector.

The chief minister underlined the immense opportunities in the tourism sector and said the government was committed to promoting the province as a premier destination for both domestic and international travellers.

KP to enforce new regime to combat money laundering

The Khyber Pakhtunkhwa government has decided to implement Anti-Money Laundering and Combating Financing of Terrorism (AML/CFT) regime in the province.

Under this regime, government agencies involved in property development and transfer and local authorities managing public lands via auction besides revenue officers involved in land transfer will be registered as designated non-financial business and professions (DNFBPs) with Federal Board of Revenue (FBR).

The decision was made in the meeting of provincial cabinet, said a statement issued here on Wednesday. It said that Financial Action Task Force (FATF) considered that DNFBPs should be used as a potential tool for channeling and parking of proceeds of crime.

It said that those sectors had remained by and large undocumented and un-regulated in money laundering perspective and terror financing. It said that the sectors were identified as high risk and medium risk vulnerable for money laundering and terror financing under National Risk Assessment, 2023.

The statement said that the meeting, chaired by Chief Minister Ali Amin Khan Gandapur, was also attended by ministers, advisers, special assistants, chief secretary, additional chief secretaries and relevant administrative secretaries.

It said that the cabinet approved signing of grant agreement for German-funded (KFW) billion-tree afforestation support project. “This agreement is being signed for second phase of the project. The German Ministry of Economic Cooperation and Development (BMZ) through KfW has provided a grant of 13.5 million Euros for execution of the first phase of the project to KP government,” it added.

In 2022, BMZ had committed additional funds worth 20 million Euros as grant to second phase of the project to support protection of forest in the province.

The meeting approved recommendations of the implementation report of technical committee for analysis of laboratory test results for disposal of Passco-imported wheat. It said that aflatoxin levels in all the tested samples collected by the committee were found safe and below the established permissible limits for processed wheat products.

The cabinet approved re-inclusion of four Accelerated Implementation Programme (AIP) schemes of energy and power sector in Annual Development Pfrogramme, 2024-25. The schemes are related to construction of grid stations in South Waziristan, Khyber and Bajaur.

The cabinet approved release of Rs118.50 million for operational expenditure of temporarily displaced persons’ camp in Bakakhel, Bannu. It also sanctioned financial assistance of Rs2.80 million for Anwarzeb, a resident of Charsadda for kidney transplant.

On the recommendation of Peshawar Development Authority, the cabinet decided to establish at least two graveyards in the vicinity of Peshawar on urgent basis.

The cabinet approved transfer of Government Technical Institute (GTI) Shalman from administrative control of science technology and information technology department to elementary education department for the establishment of a model school with all modern facilities from Kinder Garden to higher secondary level.

The cabinet called for taking up the proposed amendment by federal government to Irsa Act, 1992, by Council of Common Interests and approved creation of eight officer posts for security of Kurram Road under the district police officer.

The cabinet approved the draft subsidiary agreement for joint project for strengthening resilience to climate change in Buner and Shangla. The chief minister directed authorities concerned to bring all vacant lands of the province under forest and provide sustenance in provision of water on sharing basis to the owners of barren land.

Gandapur confirms backdoor contacts within power corridors

The PTI Chairman Barrister Gohar also confirmed earlier today about his meeting with Chief of Army Staff (COAS) General Asim Munir.

In an informal conversation with journalists at Adiala Jail, Rawalpindi, Barrister Gohar revealed that the meeting took place in Peshawar and was also attended by Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur.

The PTI chairman stated, “We presented our entire case to the COAS Asim Munir, and the response from the other side was encouraging.”

Chief Minister Gandapur said that “Maulana Fazlur Rehman has said that his party’s third tier leaders will meet the PTI’s founder”.

“I have told the party’s founder that my stance has been clear, I will response Fazlur Rehman in the same vein as chief minister,” Gandapur said. He said Fazlur Rehman’s political level is not matching to the PTI’s founder.

“Maulana Sahib, definitely you have been betrayed and promises with you were not fulfilled but those who betrayed you, take their names not talk about us,” Gandapur added.

 
KP govt to sack employees hired during caretaker tenure

The Khyber Pakhtunkhwa (KP) government has decided to sack employees hired during the caretaker government’s tenure, ARY News reported.

As per details, a bill, titled the Khyber Pakhtunkhwa Employees Bill 2025, has been drafted to facilitate the dismissals, which will affect employees hired between January 22, 2023, and February 29, 2024.

The proposed bill exempts employees hired through the commission, including those recruited under the children and minority quotas. A seven-member committee, headed by the Secretary Establishment, will be formed to oversee the process and address any obstacles that may arise during the terminations.

The committee’s decisions will be final, and all departments will be required to submit reports on the recruitments within 30 days. The bill aims to declare the caretaker government’s recruitments illegal and pave the way for the termination of affected employees.

Peshawar-DI Khan Motorway promises economic uplift of region: Gandapur

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Thursday said the Peshawar-Dera Ismail Khan Motorway, a flagship project of his government, would serve as a milestone for the economic development of the region.

Chairing a meeting about the proposed motorway here, the chief minister said that the project would boost economic and commercial activities, provide high-quality transport facilities to the people, and create employment opportunities.

The meeting reviewed various options for implementing the flagship project, decidedto initiate a process for land acquisition, and issued directions to the finance department for the release of an initial amount of Rs2 billion for the purpose, according to an official statement issued by the Chief Minister’s Secretariat.

It also decided that land acquisition would begin simultaneously from both Peshawar and Dera Ismail Khan sides.

During the briefing, Mr Gandapur was informed that the 365km motorway would feature six lanes, 19 interchanges, and two tunnels, connecting seven districts to be completed with an estimated cost of Rs348 billion.

The chief minister directed authorities to work out the most feasible option for the execution of the mega project.

The meeting was also attended by the chief minister’s adviser on finance, Muzammil Aslam, additional chief secretary for planning Ikramullah Khan, and senior officials from the departments of finance, planning, and communications.

Meanwhile, the chief minister, in another meeting on Thursday, said that ensuring public health was the government’s foremost responsibility and that no compromises would be made in that respect.

He said that no business would be shut down or hindered unnecessarily but not at the cost of public health andthat those factories manufacturing and selling food items must comply with food safety standards at all costs.

He said the Khyber Pakhtunkhwa Food Safety and Halal Authority presented a report to the chief minister regarding substandard chips, pops, nimkos and spices in the province.

The chief minister directed the Halal Food Authority and other concerned departments to improve their monitoring and checking systems.

“This decision aligns with Gandapur’s request, as he wanted to dedicate himself entirely to the governance of Khyber Pakhtunkhwa,” Raja said.

The leadership change was reportedly discussed during a meeting between Junaid Akbar and PTI Chairman Imran Khan in prison.

Several senior party figures, including Atif Khan, Malik Ahmad Khan Bachhar, and Mian Farhat Abbas, were also present during the meeting.

Raja hinted at further organisational changes within PTI, including the potential appointment of former MNA Alia Hamza to a significant role in Punjab.

PTI remains engaged in ongoing political discussions, with the party advocating for the creation of a commission before formal talks with the government.

Raja stated that PTI is open to a meeting on 28 January if the government proceeds with the proposal.

Punjab's Senior Minister and Pakistan Muslim League-Nawaz (PML-N) spokesperson Maryam Aurangzeb has alleged that Ali Amin Gandapur's loyalty to Imran Khan was overshadowed by Bushra Bibi's complaints, leading to his removal as Pakistan Tehreek-e-Insaf (PTI)'s provincial president.

In a press statement Maryam criticised PTI Chairman Imran Khan, claiming he prioritises personal gain over loyalty, Express News reported.

“Imran Khan has a history of using friends, colleagues, and workers for his objectives and discarding them like tissue paper,” she remarked.

She accused Imran Khan of exploiting Gandapur during key anti-government campaigns, only to remove him when his loyalty was no longer beneficial.

“Ali Amin actively participated in the May 9 and November 26 campaigns, only to be rewarded with his removal from party leadership,” Maryam added.

Maryam further listed examples of individuals she claimed fell victim to Khan's "opportunistic politics," including Jahangir Tareen, Aleem Khan, and Akbar Babar.

“Imran Khan's betrayal knows no bounds. He has no loyalty to anyone, not even those who made immense sacrifices for him. Today, no old friend, leader, or supporter stands by his side,” she stated.

The PML-N leader urged the public to understand Imran Khan's nature and refrain from being part of what she described as “future conspiracies against the state.”

“Ali Amin actively participated in the May 9 and November 26 campaigns, only to be rewarded with his removal from party leadership,” Maryam added.

Maryam further listed examples of individuals she claimed fell victim to Khan's "opportunistic politics," including Jahangir Tareen, Aleem Khan, and Akbar Babar.

“Imran Khan's betrayal knows no bounds. He has no loyalty to anyone, not even those who made immense sacrifices for him. Today, no old friend, leader, or supporter stands by his side,” she stated.

The PML-N leader urged the public to understand Imran Khan's nature and refrain from being part of what she described as “future conspiracies against the state.”

Earlier, PTI announced a key leadership change in Khyber-Pakhtunkhwa, with Chief Minister Ali Amin Gandapur stepping down as provincial party president.

Junaid Akbar, a member of the National Assembly, has been appointed as his replacement.

The decision was confirmed by PTI leader Salman Akram Raja during a media briefing in Rawalpindi.

Raja stated that Gandapur’s departure from the role was voluntary, allowing him to focus on his responsibilities as chief minister amidst pressing challenges, including law and order issues in the province.

“This decision aligns with Gandapur’s request, as he wanted to dedicate himself entirely to the governance of Khyber Pakhtunkhwa,” Raja said.

The leadership change was reportedly discussed during a meeting between Junaid Akbar and PTI Chairman Imran Khan in prison.

Several senior party figures, including Atif Khan, Malik Ahmad Khan Bachhar, and Mian Farhat Abbas, were also present during the meeting.

KP legislates to terminate thousands recruited by last caretaker govt

The Khyber Pakhtunkhwa Assembly on Monday passed a bill to terminate thousands of employees recruited by the last caretaker government in the province.

The KP Employees Removal from Service Bill, 2025, was tabled by law minister Aftab Ahmad Afridi during a session chaired by Speaker Babar Saleem Swati.

Speaking on his proposed amendment to the bill, PPP’s Ahmad Karim Kundi said his party’s federal government, led by Prime Minister Yusuf Raza Gilani, had reinstated around 20,000 employees who were dismissed on political grounds.

He said that the services of employees, who met the necessary formalities and rules for such appointments, should not be terminated.

“We are with you [treasury] for anything that is good for the province. I request you to accept my amendment,” he said.

Minister Afridi said he was surprised at Mr Kundi’s move as he had always talked about the Constitutional and legal principles.

He said when the PTI’s government was replaced in the centre, the party was completely ignored during the formation of the caretaker set up, and the so-called champions of democracy [caretakers] recruited over 10,000 people,” he said.

The minister said the house should decide about Mr Kundi’s amendment through a vote, prompting the PPP member to withdraw it.

In another amendment, Mr Kundi proposed the formation of a judicial commission to identify those responsible for unlawful appointments within 90 days for accountability.

The minister urged the lawmaker to raise the matter through a calling attention notice, privilege motion, or a question for its referral to the relevant house committee for inquiry. Majority of the MPAs voted against the amendment.

The bill was tabled by the government on January 24, saying it wants to terminate services of the employees recruited in various departments by the last caretaker government “unlawfully through initial recruitment in the government’s best interest.”

Section 2(c) of the bill reads: “Employee means any employee, appointed through initial recruitment, by various departments, against regular posts, during the tenure of the caretaker government, in the Province of Khyber Pakhtunkhwa with effect from January 22, 2023, to February 29, 2024, except employees appointed following court orders, deceased sons, KP public service commission, minority quota or in case where tests and interviews were conducted before January 22, 2023.”

Section 3 of the proposed law says the employees unlawfully recruited would be deemed to have never been appointed and their appointment were hereby declared to be void, while “unlawfully” meant the appointment made in contravention of the provision of Section 230 of the Election Act, 2017, and the instruction of the Election Commission of Pakistan.

The finance department has estimated the number of affected employees at9,662, with around 4,000 being from the police department, 2,500 from the elementary and secondary education department, and 200 each from the local government, public health engineering, irrigation, communication and works, and health departments.

Also during Monday’s session, the law minister tabled the KP Regulatory Force Bill, 2025. However, PPP member Kundi complained about “confusion” in the proposed law and requested the chair to delay voting on it for further discussion.

The minister agreed, leading to the formation of a select committee, comprising Chief Minister Ali Amin Khan Gandapur, him, MPAs Idrees Khan, Mushtaq Ghani, Muneer Hussain, Sher Ali, Asif Khan, Hamdeedur Rehman, Kundi, Adnan Khan, Arbab Usman and Sobia Shahid, and advocate general, to review the bill and produce a report within four days.

The house also passed the KP Agriculture Income Tax Bill, 2025, which was tabledby revenue minister Nazir Ahmad Abbasi.

Through the move, the government imposed one per cent tax on Rs150-Rs200 million annual agricultural income, two per cent on over Rs200-Rs250 million, three per cent for Rs250-Rs300 million, four per cent on Rs300-Rs350 million, six per cent on Rs350-Rs400 million, eight per cent on over Rs400 million but not exceeding Rs500 million, and 10 per cent on over Rs500 million agricultural income.

Opposition member Kundi complained about the tax structure and insisted owners of smaller holdings were taxed disproportionately compared to those with significantly higher incomes.

“What kind of justice is this?” he questioned, warning the government of strict opposition.

He said the government wanted to tax people with over 100 kanals of land. He demanded exemption for those with 200 kanals of land.

Minister also introduced the West-Pakistan Civil Courts Amendments Bill, 2025, in the house.

However, PPP member Ahmad Karim Kundi proposed further discussion to which the minister agreed.

The chair adjourned the sitting until 2pm today (Tuesday) due to a lack of quorum, pointed out by Jalal Khan of the opposition PML-N.

Only wise men learn from mistakes: Gandapur

Chief Minister Ali Amin Khan Gandapur has said that provincial government has increased endowment fund for journalists of Khyber Pakhtunkhwa from Rs120.5 million to Rs200 million.

He was addressing the oath-taking ceremony of newly-elected office-bearers of Peshawar Press Club at Chief Minister’s House here on Wednesday. He said that only wise men learned from mistakes.

“Anyone, who learns from someone else’s mistakes, is a wise man. The one, who does not learn from own mistakes, is a fool,” said Mr Gandapur. He said that Khyber Pakhtunkhwa was the first province of the country that had Rs30 billion endowment fund for paying payback debt and increased endowment fund for journalists from Rs120.5 million to Rs200.

He said that he could not tolerate criticism in the past. He said that one should think and do a research before making an opinion. He added that one could not question any opinion made after detailed research.

“I was told by party chief Imran Khan not to compromise on credibility. For your credibility, you cannot compromise on your principles,” he said. He said that his government increased the province’s revenue to a record 49 per cent. He said that other provinces should follow suit for development of the country.

“I don’t want to go into details as to what we have done, which is not covered by media after telephone calls. We never complained as we have recently realised that it is too difficult to stand against some people,” said the chief minister.

He suggested that a TV programme should be held or a page of newspaper should be dedicated to performance of each provincial government. It would help people to know as to who did better, enabling them to choose right representatives, he added.

Mr Gandapur said that all press clubs in the province were facilitated following suggestions from Peshawar Press Club. He said that government would continue to facilitate press clubs without any discrimination as it increased seed money for journalists’ endowment fund.

Talking about the provincial government’s New Peshawar Valley housing project, he said that although the scheme was available in papers and there was nothing on ground. However, he said that work on the project would start in the current year.

He said that if every person did little more than his or her responsibilities, all the issues would be resolved with passing of time.

The adviser to chief minister on information, Barrister Mohammad Ali Saif, said on the occasion that provincial government always stood for independence of media outlets and freedom of speech. He said that Khyber Pakhtunkhwa government would facilitate media persons to perform their duty accordingly.

The newly-elected president of Peshawar Press Club, Mohammad Riaz, said that it was the only press club across the world that faced suicide attack. He said that Pakistan Tehreek-i-Insaf allocated land to 564 journalists and requested chief minister to include media enclave in the first phase of the housing project. He said that seed money for journalists’ endowment fund should also be increased.

KP govt plans to include drug rehab in Sehat Card programme

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur has ordered authorities to take steps for the inclusion of the rehabilitation of drug addicts in the Sehat Card health insurance programme.

Chairing the first meeting of the Provincial Task Force on Anti-Narcotics here on Thursday, the chief minister directed relevant officials to prepare a case for the purpose and present it to the cabinet for approval, saying the initiative will ensure a more effective and organised rehabilitation process.

The meeting decided to accelerate action against drug addiction and directed police to launch a massive crackdown on drug dealers across the province, according to an official statement issued by the Chief Minister’s Secretariat.

It also decided that police officers, who failed to take effective action against drug traffickers, would be removed from their positions.

“A special meeting of the task force will be held in the next 15 days to review the progress on anti-narcotics operations and assess the crackdown in all districts.”

The participants raised concerns about poppy cultivation in certain areas of the province on which a committee was formed to persuade poppy farmers to switch to alternative crops. They said the government would provide seeds for alternative crops to encourage farmers to abandon poppy cultivation.

The meeting decided to institutionalise the whole process of rehabilitation; responsibilities of various departments and institutions in the rehabilitation process would be clearly defined, and a comprehensive plan would be submitted to the provincial cabinet for final approval.

“There will be no leniency or forgiveness for those who push people into drug addiction and ruin their lives,” Mr Gandapur said.

He emphasised on maximum actions against drug manufacturers, dealers and traffickers.

The chief minister also appreciated the ongoing rehabilitation programme of the drug addicts in Peshawar and said that drug addicts from other districts should be shifted to rehabilitation centres in Peshawar.

He also ordered special measures for the rehabilitation of drug addicts kept in prisoners.

Briefing the meeting about progress so far made under the Drug-Free Peshawar campaign, officials said three heroin-mixing factories were destroyed in Peshawar by the excise department.

They also revealed the destruction of poppy cultivation on 200 kanals of land in Khyber district, 112 kanals in Mohmand, 45 kanals in Swabi and 13 kanals in Mansehra.

The officials said 1,141kg of various narcotics worth Rs2 billion were seized and burnt.

They said from June 2024 to date, the excise department confiscated 2,952kg of hashish, 105kg of heroin, 157kg of opium, 37kg of crystal meth (ice drug) and 248 litres of liquor, while 238 individuals involved in narcotics business were arrested in the same period.

The officials said special anti-narcotics awareness campaigns were held in educational institutions, yielding positive results, while narcotics control committees were established in every university.

They said that the third phase of the Drug-Free Peshawar campaign was under way, targeting the rehabilitation of 2,000 drug addicts.

The officials said the first two phases of the campaign successfully rehabilitated 2,400 drug addicts.

Highlighting the performance of the Anti-Narcotics Force, the officials said that the conviction rate for drug offenders in the last year was 81 per cent.

They also said 242 Pakistani nationals and six foreigners were arrested for drug smuggling by ANF in the province last year.

Cabinet members Mian Khaliqueur Rehman, Faisal Khan Tarakai and Syed Qasim Ali Shah, the chief secretary, and senior officials of ANF, police and other departments attended the meeting.

Gandapur to set up new Anti-Corruption Authority in KP after Imran’s criticism

Khyber Pakhtunkhwa government has decided to replace the Anti-Corruption Establishment with a more effective Anti-Corruption Authority.

The decision was made during a meeting chaired by Chief Minister Ali Amin Gandapur, where the approval for the implementation of a new Anti-Corruption Act was also granted.

During the meeting, it was decided that the proposed Anti-Corruption Act will soon be finalized and presented for approval. Officials stated that the act will be a comprehensive and effective law to curb white-collar crime, developed in line with national and international anti-corruption strategies.

Under the new act, the Anti-Corruption Establishment will be replaced by a more effective Anti-Corruption Authority in Khyber Pakhtunkhwa.

Experts will be recruited on merit through the Public Service Commission.

The government is committed to a zero-tolerance policy and aims to strengthen and enhance the anti-corruption system.

Ali Amin Gandapur Chief Minister emphasized that the government is serious about eradicating corruption and that the new anti-corruption laws will be implemented soon.

PTI recommends limiting Gandapur’s authority over transfers, promotions

Pakistan Tehreek-e-Insaf’s (PTI) internal accountability committee advised Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur to delegate authority over high-level transfers, appointments, and promotions to a three-member committee of administrative secretaries.

According to details, the accountability body formally conveyed its recommendation through a letter, which committee member Musaddiq Abbasi was set to deliver to Gandapur.

The proposed committee included the establishment secretary alongside two other secretaries.

Chairman of the accountability committee, Qazi Muhammad Anwar, commented on past irregularities linked to official postings. “There have always been discussions regarding corruption in transfers, postings, and promotions,” he said.

The committee summoned provincial food minister Zahir Shah, who appeared before members Qazi Muhammad Anwar, Musaddiq Abbasi, and Shah Farman. During the session, the panel questioned Shah on wheat procurement in the province. The minister expressed a lack of knowledge regarding certain matters.

The committee emphasised the necessity for accountability. “As a minister, every question related to the department must be answered,” the panel stated. Shah received a deadline to submit detailed responses and appear before the committee again.

Anwar revealed that only five departments had provided records to the committee thus far. “All ministries have been given two weeks to submit their reports,” he confirmed.


 
KP CM Gandapur to 'finally get chief secretary of his choice'

Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur is likely to get a chief secretary of his choice after the federal government reportedly agreed to appoint Shahab Ali Shah to the key post on the CM's recommendation, The News reported on Sunday.

A senior government official, upon condition of anonymity, told the publication that Gandapur had long been working to have the two top officials, i.e., the inspector general of police and chief secretary, of his choice in KP.

However, this did not materialise earlier due to Pakistan Tehreek-e-Insaf's agitation against the federal government to release party founder Imran Khan.

As chief minister, Gandapur led two major protest marches on Islamabad, which strained his relations with the federal government.

Soon after assuming office, he demanded the replacement of Chief Secretary Nadeem Aslam Chaudhry and sent a summary to the federal government, proposing the appointment of senior civil servant and former additional chief secretary KP, Shah, as the new chief secretary.

The federal government returned the summary and advised Gandapur to fulfil codal formalities and send three names so that one of them could be considered as chief secretary.

The CM later sent another summary to the federal government carrying the names of three senior civil servants, including Shah, Dr Shahzad Bangash and Munir Azam Khan.

During his first meeting with Prime Minister Shehbaz Sharif, Gandapur reiterated his demand for Shah’s appointment as chief secretary. However, the federal government initially rejected his request.

The KP CM then proposed another senior officer, Shakil Qadir Khan, who is currently serving as the chief secretary of Balochistan. While the federal government agreed to transfer Shakil Qadir Khan to KP, Balochistan Chief Minister Sarfaraz Bugti reportedly refused to relieve him.

"Now, the federal government has decided to accept Gandapur's demand and has agreed to appoint [Shahab Ali] Shah as the chief secretary," the government official said.

He also claimed the chief minister facilitated the federal government in appointing Zulfiqar Hameed as the KP police chief, and in return, Gandapur "will have Shah appointed as chief secretary".

 
KP draft bill proposes harsh measures to uproot corruption in bureaucracy

The Khyber Pakhtunkhwa government has prepared draft of a bill to replace decades-old two anti-corruption laws with a much stringent enactment to set up an anti-corruption force (ACF) amid reservations by provincial bureaucracy.

The government has prepared draft of the proposed Khyber Pakhtunkhwa Anti-Corruption Force Bill, 2025, aimed at replacing Prevention of Corruption Act, 1947, and West Pakistan Anti-Corruption Establishment Ordinance, 1961.

The proposed law, which is almost on the pattern of National Accountability Ordinance, 1999, and the erstwhile KP Ehtesab Commission Act, 2014, envisages establishment of ACF to replace KP anti-corruption establishment (ACE).

It is proposed that ACF would be headed by a director general (DG), who would be a serving or a retired officer of KP or federal government or judiciary of BPS-19 or BPS-20, to be appointed by the chief minister.

Official sources said that the government was eager to place the proposed bill before the provincial cabinet at the earliest. However, due to reservations by bureaucracy it couldn’t be included in the agenda of the cabinet meeting on Wednesday.

The proposed bill provides that after authorisation of registration of a case, the competent authority may direct arrest of an accused government servant or public office holder.

The competent authority in relation to government servant up to the rank of BPS-20 will be DG whereas for government servants of BPS-21 and above and public office holder will be the chief minister or officer authorised by him.

The proposed legislation envisages setting up of anti-corruption courts having a judge to be appointed by the government after consultation with the chief justice of Peshawar High Court for at least three-year term.

The proposed bill has prompted ‘fear and uncertainty’ in provincial bureaucracy and in this regard a letter has also been sent to chief minister by Provincial Management Service Association (PMSA), expressing its reservations.

The letter carrying the subject “Rethinking proposed anti-corruption laws: Lessons from the defunct Ehtesab Commission in Khyber Pakhtunkhwa” referred to different aspects of the proposed bill.

“The proposed law appears to mirror the now-defunct Ehtesab Commission (EC) — a decade-old initiative that was abandoned due to its inherent flaws and impractical provisions. The failure of EC serves as a cautionary tale, highlighting the dangers of an anti-corruption framework that relies on fear rather than accountability,” the letter states.

The association claims that EC, introduced with the noble intent of combating corruption, ended up creating administrative paralysis. “Bureaucrats, fearing unjust persecution, became hesitant to make decisions, which led to delays in governance and poor public service delivery. Given this history, it is crucial that the new anti-corruption bill undergoes thorough scrutiny,” the letter states.

It says that many provisions in the proposed bill are against the fundamental principles of justice and basic maxim of laws. It claims that there are multiple provisions in the proposed bill which are not in line with the basic human rights guaranteed by the Constitution of Islamic Republic of Pakistan.

The association requests the chief minister to address the issue on the priority basis by removing the ‘draconian provisions’ from proposed law in the best interest of the province so that another episode of Ehtasab Commission is not repeated which will surely paralyse the province again.

A member of the association pointed out several of the provisions in the proposed bill, which he believed were not in the interest of justice.

He said that contrary to the universal principle that an accused should be presumed innocent unless proven guilty, section 27 of the proposed bill placed burden of proof on an accused to prove his innocence. He added that changes should be made in the proposed bill so that prosecution must establish guilt beyond a reasonable doubt.

“No person shall be presumed guilty unless proven so in a court of law, in accordance with Article 10-A of the Constitution of Pakistan,” he suggested.

Contrary to the existing section 14, which provides that the competent authority may direct an officer of ACF to arrest the accused government servant or public office holder, the officer suggested that arrest should only be made upon prior approval of a high court judge, based on substantial evidence establishing prima facie his guilt.

He also opposed the provision related to freezing of assets by court of an accused, stating that assets may only be frozen upon conviction or with prior approval of the high court.

Moreover, he said, clear procedural guidelines should be established to prevent overlapping investigations and jurisdictional conflicts between NAB and the proposed ACF.

Similarly, about the punishment of up to two years imprisonment and fine of Rs1 million for a frivolous complaint, he suggested that the prison term should be enhanced to five years and fine to Rs5 million.

He said that an investigation officer, found filing false charges, may also be subjected to counter suit and penalty for ruining the reputation of officers and or public office holder.

A "dynasty" in and of itself may not always be bad. With your party guys the proof is in the pudding. The need to call others "duffers" when you are blind to everything a jailed criminal does speaks volumes.
 

Gandapur discusses party affairs with Imran Khan in Adiala Jail​


Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur on Thursday met party founder Imran Khan at Adiala Jail.

The meeting was arranged in the conference room of Adiala Jail and it lasted for more than one and half hour.

The overall political situation and party affairs were discussed during the meeting.

According to sources, Imran Khan directed CM Gandapur to develop a good working relationship with the newly appointed office-bearers of PTI in the province.

The issue of expelling Sher Afzal Marwat from the party was also discussed in the meeting.

The sources added that PTI founder directed Gandapur to take measures in order to eradicate corruption from Khyber Pakhtunkhwa.

It merits mention here that Gandapur avoided talking to media and left the Adiala Jail in security convoy.

The meeting was held days after Imran Khan sacked Ali Amin Gandapur as party’s provincial president.

The PTI founder had nominated Junaid Akbar as party’s provincial president who replaced Gandapur.

The Khyber Pakhtunkhwa cabinet on Friday approved the Ramazan-Eid financial assistance package for the poor, destitute, widows, orphans and transgender persons in the province, saying over one million deserving families will receive Rs10,000 cash handouts each.

The money will be distributed to the families through banks and digital payments platform Easypaisa before Ramazan15, with the government bearing the expenses, according to an official statement.

Chief Minister Ali Amin Khan Gandapur chaired the cabinet meeting, which was attended by cabinet members, chief secretary, additional chief secretaries, senior member board of revenue, administrative secretaries and advocate general.

The cabinet directed authorities to dispense the February salaries and pensions in advance toall current and former government employees, as Ramazan is to begin on Feb 28 or March 1.

During the meeting, the provincial government approved allocation and release of Rs1.29 billion funds for paying nine-month salaries to 3,687 teachers of the Elementary and Secondary Education Foundation so that 181,233 students continue receiving education at 2,325 girls community schools across the province.

The chief minister ordered the provision of quality education to residents and said the number of beneficiaries of such schools should be increased.

He promised the provision of funds required for the purpose.

The cabinet allowed the creation of 458 nursing internship slots for one year with a total financial implication of Rs170.376 million. Rs31,000 per month for the graduates of the first batch of BS (nursing) programme 2020 was also approved.

The cabinet stressed the need for enhancing facilities for nursing education and to encourage the private sector for nursing education.

It approved Rs400 million worth of grant-in-aid for the Auqaf department for the fiscal year 2024-25 to ensure payment of the outstanding salaries and pensions and other operational expenses, according to the statement.

The cabinet allowed the utilisation of savings and interest earned on deposit of Rs332.563 million for salaries and routine operations of Khyber Pakhtunkhwa Board of Investment and Trade subject to their regularisation by the finance department. It approved the enhanced cost of land for establishment of the Cadet College Project Phase-III from Rs298.481 million to Rs468.013 million to comply with a Supreme Court judgement.

The cabinet okayed the proposed amendments to Motor Vehicles Rules, 1969, authorising the secretary of the Regional Transport Authority for inspection of bus and truck stands.

It also approved draft amendments to the Khyber Pakhtunkhwa City/Tehsil Local Government (Rules of Business), 2022, and amendment to Section 25(1) of the Local Government Act, 2013, subject to vetting by the law department.

These amendments provide more powers and authority to the locally elected representatives, read the statement.

The cabinet granted approval to a proposed annual grant of Rs4.92 million for 15 orphan students enrolled in the Abbottabad Public School and College.

It also approved the reconstitution of the Board of Management of Pakistan Institute of Prosthetic and Orthotic Sciences and the renaming of Peshawar’s Arbab Niaz Cricket Stadium Shahi Bagh as the Imran Khan Cricket Stadium.
