Over 2,800 citizens have been bitten by stray dogs in Hyderabad in the past four months, causing concern among civic circles.

Although Deputy Commissioner has instructed the civic bodies to launch a campaign against stray dogs, no action has been taken so far, residents of Heerabad locality said.

According to Liaquat University Hospital (LUH) officials, 35-year-old Shafqat, a lady health worker in Hyderabad, was the latest victim of stray dog bites.

She was bitten while she was administering polio drops to children within Union Council No74 of Tando Fazal area of Hyderabad, during the polio vaccination campaign this week.

According to the LUH data, an alarming number of 2,833 citizens have been injured in dog bite incidents in different areas of the city in the first four months of this year.

The dog bite victims include a large number of women and children who were attacked by stray canines while going out of their homes or playing outside. In particular, there were 708 cases of dog bite in January, 761 cases in February, 749 in March and 615 cases during April.

The Sindh government had announced a plan to control the population of stray dogs and even allocated funds for it, but no practical progress has been made so far. The city's residents are worried about the increasing number of stray dogs and the danger they pose to public health.

PPP has done nothing in the education sector. Although the same is the case with each and every sector that is present in Sindh may it be education, police, killings etc, PPP's performance is zero.

Over 2,700 govt schools in Sindh without teachers, SHC told

The Sindh High Court has been informed that around 540 viable closed schools have been reopened, but currently 2,769 similar government schools are without teachers in the province.

A single bench of the SHC comprising Justice Salahuddin Panhwar was also informed that the recruitment process of teachers had been restarted and a committee was also notified about increase in the strength of schools as per census figures.

Regarding budget for repair of such schools, government officials submitted that the finance department had been approached on the subject matter and it was decided that in the first phase, 250 public-sector schools would be selected and the same was also recommended by the Japan International Cooperation Agency.

The SHC issued a show-cause notice to the additional finance secretary over his absence without prior intimation and summoned the finance secretary with the direction to appear and provide an explanation for the delay in approving the statement of new expenditures (SNEs) submitted by the education department for revival of closed schools.

The court was hearing a petition filed in 2019 and previously it had passed various orders on the subject matter.

At the last hearing, the court had ordered the education authorities to frame recruitment rules after it was informed that over 7,000 teachers of public schools in the province were set to retire by December 2025.

The SHC had also directed them to make a policy and ensure that not a single school was closed due to lack of teaching staff and initiate the process to fill the likely vacant posts in six months before retirement of such teachers.

At the outset of the hearing, the secretary of school education department filed a report in compliance with the previous court order which reflected that education authorities had issued reminders to the Sindh Public Service Commission (SPSC) regarding appointment of teachers.

The bench directed the chairman of the SPSC to ensure completion of recruitment process within three months.

The report also asserted that directions had been issued by the department to all directorates of school education and district education officers to post newly recruited teachers in viable closed schools from where teachers would be retiring in next four months on a top priority basis.

The bench in its order said, “Deputy secretary law present contends that subject specialist teachers as recommended by the SPSC will be issued appointment orders within 15 days. Further, it reflects that approximately 540 viable closed schools have been opened and currently 2,769 viable schools are without teachers in Sindh. However, the recruitment process has been restarted. With regard to the increase in the strength of schools as per census, a committee has been notified”.

It also observed that earlier, it had directed the secretary of education to sanction the SNEs of all those schools, which had been closed, and make these schools functional while the finance department was also ordered to approve all the summaries regarding SNEs of education department for revival of such schools.

However, the bench said that the additional secretary of finance department was found absent without prior intimation and issued him a show-cause notice as well as issued directive to the secretary of finance to appear and provide an explanation.

“The SNEs shall be approved forthwith, in accordance with the orders issued by this Court, to ensure the uninterrupted provision of education, which is enshrined as a fundamental right of every citizen”, it added.

The bench asked the secretary of school education to submit a comprehensive record of all funds received from various foreign donors over the past five years and warned that in case of non-compliance, the secretary must be required to appear in person.

It also directed the school education department to implement a policy similar to the one adopted by the college department, which mandated a minimum service period for newly-appointed teachers within their assigned districts and all appointment orders issued to new teachers should explicitly include a clause outlining the consequences of violating the transfer policy and such consequences may include the recall of the appointment order if a teacher prematurely seeks transfer outside of his assigned district.

Karachi will not see any new mega schemes in Sindh’s budget for fiscal year 2024-25, with Rs1.38 billion allocated for ongoing projects, according to Express News

Sindh Chief Minister and Finance Minister Murad Ali Shah presented a Rs3,056 billion budget for the fiscal year 2024-25. The budget excludes new mega projects for the country's largest city, Karachi, but funds several smaller initiatives.

The Karachi BRT Red Line project received Rs2.79 billion in the upcoming budget. The Karachi Urban Mobility Yellow Line project was allocated Rs60.97 million.

Rs850 million will be spent on the Karachi Orange Line project next fiscal year, and Rs3 billion has been earmarked for the purchase of 300 diesel hybrid buses.

The Greater Karachi Sewerage Plan (S-III) project received Rs3.18 billion, while the K-IV water supply project was allocated Rs100 million.

Rs75 million has been allocated to the Karachi Livable Improvement Project (KLiP) to make the city more livable.

In the Safe City project’s Phase One, 1,300 new cameras will be installed in the Red Zone Airport Corridor, with Rs1.10 billion allocated.

Under the Sindh Police Video Surveillance System, 10,000 CCTV cameras will be installed at 2,000 new locations in Karachi, with Rs1.63 million set aside for this purpose.

Additionally, Rs1.3894 billion has been allocated for 11 ongoing schemes in the city.

Cancer drugs worth Rs 360mn ‘stolen’ from Karachi’s Civil hospital

In a significant case of medicine theft, cancer drugs worth Rs 360 million have allegedly been stolen from Civil Hospital Karachi, ARY News reported on Friday.

According to the details, a case has been registered against several health department employees at the Eidgah police station for their alleged involvement in the pharmaceutical theft.

The case was filed following a complaint by the Medical Superintendent of Civil Hospital, revealing that a staggering 76,000 cancer pills were stolen over the past 10 months. The theft is believed to involve two employees of the hospital named Niaz Khaskheli and Iqbal.

The missing medicines – disappeared between February 17, 2023, and September 26, 2023 – have raised serious concerns about internal oversight and security within the hospital.

The theft was uncovered after a complaint was received about the tenure of the medication expiring earlier than expected, leading to an inquiry.

However, the police officials are currently conducting raids to apprehend the accused involved in this heinous crime.

Corruption of Rs 520mln unearth at Larkana’s Chandka Hospital

An investigation has been initiated into the alleged embezzlement of over Rs 520 million at Chandka Medical College Hospital located in Larkana city of Sindh, ARY News reported on Thursday.

The Anti-Corruption Establishment Larkana is probing the former Medical Superintendent (MS), Dr. Gulzar Tanyu, over corruption charges linked to the purchase of hospital machinery back in 2022.

Sources close to the development revealed that the former MS of Chandka Medical College Hospital, Dr. Gulzar Tanyu, has paid an advance amount of more than Rs 520 million to various companies in June 2022.

The Anti-Corruption officials found irregularities as the machinery that was supposedly purchased is not being found inside the hospital premises.

Meanwhile, the evidence of financial irregularities has been gathered, and the health department has requested records related to contracts, purchases, and expenses for the years 2021 to 2023.

Despite the ongoing investigation, Dr. Tanyu remains in service as the Assistant Medical Superintendent (AMS) of Chandka Hospital.

Authorities are intensifying efforts to uncover further details in this high-profile corruption case.

The wages of workers employed in industries across Sindh have been increased

According to Express News, the Sindh government has made a significant decision for labourers, announcing a 15.62% increase in the wages of workers employed in the industrial sector.

The Department of Labour and Human Resources has issued a notification regarding the wage increase for workers.

According to the notification, wages have been increased for semi-skilled, skilled, and highly skilled workers in 50 industries. Under the new wage structure, the monthly salary for semi-skilled workers has been set at Rs. 38,280, for skilled workers at Rs. 45,910, and for highly skilled workers at Rs. 47,868.

Earlier last week the Sindh cabinet approved increasing the minimum wage of unskilled labourers in the province.

In August, the Sindh government announced a new minimum monthly wage of Rs 37,000 for workers across the province.

Sindh police officers to receive discounted plots and interest-free motorcycles

In a new welfare initiative, the Sindh Police, in partnership with the National Police Foundation (NPF), has announced plans to provide affordable housing plots and interest-free electric motorcycles for police personnel, up to the rank of inspector.

The initiative was revealed during a gathering at the Police Headquarters in Garden South, attended by Sindh IG Ghulam Nabi Memon, Additional IG Karachi, zonal DIGs, district SSPs, and other police officers. Managing Director of the NPF, Irfan Zaman, emphasised the foundation’s commitment to supporting the welfare of police officers.

Zaman further announced that the NPF will contribute Rs50,000 towards the down payment for each plot in the first 2,000 units of the Police Housing Society.

PPP sweeps Karachi local government by-elections

The Pakistan People’s Party (PPP) won 10 of 11 seats in the Karachi local government by-elections as per the unofficial and unannounced results.

According to details, the PPP managed to clinch total 10 seats including four chairmen as many councilors and and one vice chairman. The PPP also secured one seat in the cantonment board

The PPP aspirants emerged victorious from Liaquatabad, Malir, Clifton and Model Colony Landhi, Baldia Town, Ibrahim Hyderi, Landhi and Korangi Cantonment Boards.

Meanwhile, the Jamaat-e-Islami secured one vice-chairman and one councilor seat. The Hafiz Naeemur Rehman-led party clinched the vice chairman seat from Gulberg a ward councilor seat from Manghopir.

Following the results, Senator Waqar Mehdi, Special Assistant to the Chief Minister, said that the PPP has secured a sweeping victory in Karachi and other parts of Sindh.

“The people of Karachi have rejected Jamaat-e-Islami, leading to the party’s humiliating defeat,” Waqar Mehdi added.

The special assistant to the chief minister said that the provincial government is carrying out projects worth over Rs 200 billiob in Karachi, terming the party’s victory a result of their ‘service for the people’.

In response, Jamaat-e-Islami Karachi leader Munam Zafar rejected the election results, alleging widespread rigging and ‘electoral terrorism’ by the PPP. He vowed to stage a robust protest and legal challenge against the alleged falsification of results.


 
The Sindh government has announced a major cabinet reshuffle, changing the portfolios of several provincial ministries

Under the changes, Senior Minister Sharjeel Inam Memon has lost the Excise portfolio, Najmi Alam has lost Fisheries, Livestock, while Mohammad Ali Malkani has lost the Board and University portfolio.

According to the notification, Mukesh Kumar and Babul Khan Bhayo have rejoined the Sindh Cabinet, while three advisors and ten special assistants to the Chief Minister of Sindh have been assigned new portfolios.

In a series of changes, Mukesh Kumar Chawla has been appointed as the Excise Minister again, taking over from Sharjeel Memon, while Mohammad Ali Malkani has been reassigned to the Ministry of Livestock and Fisheries.

Meanwhile, Dost Ali Rahimoon has been removed from the ministry and appointed as an advisor, while Babul Khan Bhayo has been made the advisor for the Forest Department. Najmi Alam has lost his responsibilities for Fisheries and Livestock and will now serve as the Advisor for Katchi Abadi.

Other new appointments in the Cabinet include Lal Chand Ukrani as Special Assistant for Minority Affairs, Sarfraz Rajar as Special Assistant for Social Protection, and Qasim Naveed Qamar as Special Assistant for Public-Private Partnerships.

PPP lead in local bodies' by-polls

The by-elections on six local bodies' seats and one cantonment board seat in the six districts of Karachi concluded amid low voter turnout on Thursday.

Until last reports, PPP was leading while Jamaat Islami Karachi chief Munem Zafar Khan accused Sindh's ruling party of "using election commission official to steal the mandate."

The polling process was overall peaceful, barring few incidents of workers of rival parties chanting slogans against each other or coming to fisticuffs.

In one such incident, when Mayor Murtaza Wahab came to the polling station in Gizri, PTI workers started chanting slogans, however, he went on to hug them so as to calm down the tempers.

As per unofficial result of Ward 4 of District West Manghopir Town UC 5, candidate of Jamaat-e-Islami Irfan Umar won with 108 votes, while PPP candidate Muhammad Irfan managed to get only 32 votes, surprisingly only four more than independent candidate Shakeel Ahmed could catch.

The total number of voters in this ward was 2,617; out of which only 237 votes were declared valid and the turnout was 4.39%.

PPP stages Sindh-wide power shows to mark foundation day

The Pakistan Peoples Party (PPP) celebrated its 57th foundation day on Saturday with rallies across Sindh where senior party leaders addressed workers before the final speech delivered by chairman Bilawal Bhutto-Zardari through video link.

The party staged a big rally at Railway Ground near Kala Pul in Karachi, and organised power shows in Hyderabad, Jamshoro, Sanghar, Sukkur, Larkana, Nawabshah, Jacobabad and Mirpurkhas.

Among others, the Karachi rally was also addressed by PPP Sindh chapter president Nisar Khuhro and Karachi division president Saeed Ghani.

Riding on motorbikes, cars, vans, buses, trucks and others modes of transport, the charged participants of the rally, which included women and children who were carrying placards, PPP flags, Bilawal Bhutto-Zardari’s portraits, danced to the tunes of party songs and converged at Railway Ground from different parts of the city.

In his address, Mr Khuhro said PPP founder Zulfikar Ali Bhutto was the architect of the Constitution which ensured human rights, strong democracy and supremacy of the parliament. Despite huge sacrifices and facing persecution, the party never adopted the policy of vendetta and always strived for stronger federation, he added.

Addressing the rally, Mr Ghani said that PPP had faced unprecedented hardships in the last 57 years that were never endured by any other political party.

He said the party had waged a struggle against the military dictators in the past as per its ideology and added that no other political party or its leadership could match the political wisdom possessed by the PPP.

The ‘pro-people politics’ was being practised in the country owing to the struggles of the PPP, which had acted as a nursery in the Pakistani politics, he said and claimed that the development work and achievements during the PPP’s regime had also been unprecedented in the history of Pakistani politics.

Rally in Kotri

In Kotri, the party held a power show which was addressed by Sindh Chief Minister Syed Murad Ali Shah.

Underlining achievements of the PPP government, he mentioned the 18th Amendment, introduced by President Asif Aki Zardari which restored provincial autonomy and ensured rights for provinces. He reaffirmed commitment to serve people of Sindh under guidance of the PPP chairman. “Pakistan Peoples Party has always been voice of people and we will continue to uphold and cherish this legacy,” he said and paid rich tributes to Zulfikar Ali Bhutto for his services visionary leadership.

He highlighted Bhutto’s iconic slogan “roti, kapra aur makaan” besides his struggle against dictatorships.

He said Bhutto’s efforts had finally made Pakistan’s defence impregnable through nuclear power. “Shaheed Bhutto gave voice to the people and empowered them through power of vote,” Mr Shah remarked.

He criticised the judicial verdict culminating in Bhutto’s hanging and said it was a judicial murder and welcomed the apex court’s verdict in that case.

He said Benazir Bhutto was also assassinated as part of an ‘international conspiracy’.

CM Murad commended her resilience after her father’s hanging and recalled her struggle against General Zia-ul-Haq and her role as the first woman prime minister in the Islamic world.

“Masses stood by her and with their strength, she brought about change in the country,” he added.

He also highlighted development efforts in Jamshoro, describing it as PPP’s bastion of power. “Jamshoro has created records in supporting PPP and we will continue this tradition,” he stated and eulogised President Asif Ali Zardari and Chairman Bilawal Bhutto Zardari for their leadership in maintaining unity in party.

The PPP also held public meeting in other parts of the province.

Former chief minister Syed Qaim Ali Shah addressed rallies in Hyderabad, Shazia Marri in Sanghar, Khursheed Shah in Sukkur, Jameel Soomro in Larkana, Nasir Hussain Shah and Zia Lanjhar in Nawabshah, Ejaz Jakhrani in Jacobabad and Sharjeel Inam Memon in Mirpurkhas.

Karachi to launch EV taxis soon: Sharjeel Memon

Sindh’s Information Minister Sharjeel Memon announced plans to introduce electric vehicle (EV) taxis in Karachi, providing employment opportunities for the youth, ARY News reported.

Speaking at an event with Chinese and Pakistani investors, Memon revealed that multiple energy and agriculture projects were formalized through MOUs. He emphasized the success of public-private partnerships and assured full support to Chinese investors for initiatives in Sindh, noting that the CPEC project will strengthen Pakistan’s economy.

The minister highlighted four MOUs signed with Chinese investors, which include assistance in establishing industrial zones in Pakistan. He underscored the government’s focus on boosting the industrial sector and strengthening ties with China.

He further stated that Sindh is working on launching an eco-friendly taxi or EV taxi service and creating employment opportunities for the youth. The event also facilitated interactions between Chinese investors and Pakistani business representatives to foster collaboration.

Sharjeel Memon assured that despite challenges, Chinese investors remain committed to supporting Pakistan. He praised China’s unwavering assistance in tough times and guaranteed full security for investors in Sindh.

Discussing a planned medical city in Dhabeji, he shared that the project would create 50,000 jobs and benefit the entire country. He also mentioned ongoing efforts in solar energy, with long-term agreements being finalized to explore various solar energy options.

The minister reiterated PPP Chairman Bilawal Bhutto’s vision of empowering youth and women, highlighting the government’s efforts to boost agriculture, livestock, and industry for sustainable development.


 

Karachi faces water shortage after power breakdown at Dhabeji Pumping Station​

KARACHI: The port city's water supply is facing disruption after a major electricity breakdown at the Dhabeji pumping station, officials said on Monday.

The breakdown occurred at 9:15am, causing a halt in all pumping operations at the station.

According to a spokesperson from the Karachi Water and Sewerage Corporation (KWSC), the city will experience a shortage of 100 million gallons per day (MGD) due to the repair work.

The electricity was restored at 10:45am, allowing water supply to resume through alternative lines. However, two key lines, Line No 1 and Line No 5, were affected by the breakdown.

Work on restoring these lines has already begun. KWSC's chief engineer mentioned that the repairs for Line No 5 would be completed within 24 hours, while repairs for Line No 1 would take up to four days.

The KSWC spokesperson confirmed that, despite the disruption, the city would continue receiving 550 MGD of water through alternative supply lines. Karachi’s total daily water demand is around 650 MGD, meaning the city will face a shortfall of 100 MGD.

The Power Division has taken notice of the breakdown and instructed K-Electric to take immediate action to restore the power supply. They have also urged K-Electric to upgrade the water system to prevent future occurrences and ensure that water supply to Karachi is maintained at all costs.

Meanwhile, K-Electric confirmed that power to the Dhabeji pumping station and other major pumping stations has been restored to normal, and their staff is in contact with representatives from the Water Corporation.

It said in a statement: "Electricity supply to the Dhabeji Pumping Station has been timely restored. The minor disruption at the station has been resolved, and KE’s system remains stable, ensuring uninterrupted power delivery."

According to a KE spokesperson, all major pumping stations of the KWSB, including Dhabeji, are exempt from loadshedding.

"In emergency situations, alternative power sources are used to maintain supply. KE teams stay in constant communication with KWSB representatives and remain prepared to address any issues promptly," the statement added.

The chief engineer added that neighbourhoods such as Keamari, Landhi, Shah Faisal, and Orangi Town are among the most affected by the disruption. Other areas, including Gulshan-e-Iqbal, FB Area, Safoora Goth, and Gulistan-e-Johar, are also experiencing interruptions in water supply.

The spokesperson further noted that Malir, as well as districts Central and South, are facing water shortages as a result of the breakdown.

Sindh plans to launch EV taxi service across province​

KARACHI (APP) - The Sindh government has decided to launch an environmentally friendly EV taxi service and establish a regulatory authority to oversee its operations.

Plans are also underway to develop a robust EV charging network across major urban and rural areas of the province.

A high-level meeting chaired by Sindh’s Senior Minister for Information, Transport, and Mass Transit, Sharjeel Inam Memon, was held here on Tuesday.

The meeting was attended by Secretary Transport Asad Zaman, Managing Director of Sindh Mass Transit Authority Kamal Dayo, Project Director of People’s Bus Service Sohaib Shafiq, and other officials.

The agenda revolved around discussions on introducing EV taxis in Sindh.

Addressing the meeting, Minister Sharjeel Inam Memon emphasized that the introduction of modern, eco-friendly transportation systems is aimed at encouraging investment in the transport sector.

He announced that a regulatory body is being established to monitor and regulate the operations of the EV taxi service.

The senior minister highlighted plans to develop a central command and control system to ensure efficient management and monitoring of the EV taxi fleet.

“The taxis will be equipped with intelligent transport systems, advanced payment solutions, and state-of-the-art security features”, he added.

Memon further stated that a comprehensive EV charging network infrastructure is crucial to support the operation and expansion of the EV taxi service.

He described the initiative as a significant step toward building a modern, sustainable, and environmentally friendly transport infrastructure in Sindh.

He underscored that the project will not only contribute to environmental protection but also create new opportunities for local businesses and attract international investors, thereby fostering economic growth.

“Our goal is to position Sindh as a pioneer in green transport solutions across Pakistan,” said the minister.

During the meeting, the senior minister directed officials to expedite preparations for the EV taxi service, ensuring the development of all necessary infrastructure, legal frameworks, and facilitation measures for investors.

Sharjeel Inam Memon concluded that this initiative is expected to set a benchmark for eco-friendly transport solutions in Pakistan while supporting the province’s journey toward sustainable development and economic progress.

KARACHI: Sindh Home Minister Ziaul Hasan Lanjar took notice of Chinese investor’s complaints against Sindh police, ARY News reported.

Chinese investors filed plea in the Sindh High Court (SHC) against alleged harassment and extortion by the Sindh police.

Home Minister Ziaul Hasan Lanjar instructed Inspector General (IG) of Sindh Police, Ghulam Nabi Memon, to initiate an inquiry into the matter and appoint a senior police officer to oversee the investigation.

He stated that the Sindh government and police are committed to providing foolproof security to non-CPEC Chinese nationals according to the SOPs.

Home Minister directed the police officials to identify and address any security gaps. He noted that local sponsors also share the responsibility of ensuring the safety of their Chinese staff.

Ziaul Hasan Lanjar urged local sponsors to inform the authorities about their Chinese staff as this information is necessary for the police officials to carry out proper checks and enforce SOPs effectively.

Earlier, Chinese investors filed plea in the Sindh High Court (SHC) against alleged harassment and extortion by the Sindh police.

The petition accuses police of demanding bribes from the airport to their residences and creating obstacles in their day-to-day activities. Federal Ministry of Interior, Chief Secretary Sindh, Inspector General of Sindh Police, Chinese Consulate and others have been made respondents in the case by Chinese investors.

According to the complainants, they were invited by Pakistan’s top leadership, including the Prime Minister Shehbaz Sharif, to invest in the country, yet they face constant harassment.

The Sindh High Court has taken notice of the petition and issued notices to all respondents in the case.

The SHC has asked the respondents to submit their replies within four weeks.

By-election: PPP retains NA-213 with thumping win

Pakistan People’s Party’s (PPP) Saba Talpur clinched by-election in NA 213 (Umarkot) with a lead of over 74,000 votes, as per unofficial and unannounced results, ARY News reported.

The PPP candidate secured the seat after bagging 148,965 votes followed by Lal Malhi, an independent candidate fielded by Pakistan Tehreek-e-Insaf (PTI) and other opposition parties, as per results of all 498 polling stations of the constituency.

Lal Malhi could only managed to get 74,515 votes. The NA 213 seat fell vacant after demise of PPP MNA leader Nawab Yousaf Talpur.

The PPP supporters celebrated their victory, with large crowds gathering at residence of Saba Talpur. Meanwhile, opposition party workers held a sit-in protest outside the DRO office, alleging ‘rigging’ in the poll.

A total of 18 candidates contested for the seat; however, the real contest was expected between PPP’s Saba Talpur and joint opposition candidate Lal Malhi.

According to the Election Commission, the total number of registered voters in the constituency stands at 608,997, including 287,311 women.

Tight security measures were adopted for the by-election, with 4,002 police personnel deployed at polling stations. The Ministry of Interior had also issued a notification for the deployment of Rangers.

Among the polling stations, 269 were declared sensitive and 91 as highly sensitive. The electoral process was closely monitored to ensure transparency and security throughout the day.



 

Govt has agreed to income tax exemption on annual salary below Rs1.2m: Bilawal​

Chairperson of the Pakistan Peoples Party Bilawal Bhutto Zardari said on Thursday that his party was wholeheartedly supporting federal budget after the government accepted its demands to exempt income tax on salaried individuals earning Rs100,000 and reduce sales tax on solar panels.

The income tax on annual income of Rs1.2 million has been exempted on the PPP demand, said Bilawal Bhutto while speaking at the floor of the house.

He further said that the government also agreed to the PPP’s reservations about giving arrest powers to the Federal Board of Revenue.

The government agreed that the arrest powers will only be limited to sales tax forgery and at the inquiry stage no arrest will be made, said Bilawal.

The tax fraud will also be a bailable offense, said the PPP chairperson while announcing his party’s agreement with the government on the arrest powers.

The Express Tribune reported on Thursday that the PPP had refused to vote on the bill due to a the proposal to give arrest powers to the FBR.

However, Deputy Prime Minister Ishaq Dar convinced PPP to withdraw the objections.

Dar also told The Express Tribune that new safeguards have been added in the Finance Act to address the PPP’s concerns.

Bilawal said that the PPP had demanded that there should be no tax on up to Rs1m income. He said that now we are told that there will be no tax on salary of up to Rs1.2 million per annum.

He said that the government also increased the BISP budget by 20% on the demand of the PPP. The government has allocated Rs716 billion for the BISP for the next fiscal year.

Rangers seek land in six districts of Sindh

The Pakistan Rangers (Sindh) have formally requested the provincial government to allocate 306 acres of land across six districts in Sindh for the development of operational infrastructure and residential facilities,

According to official correspondence available with The News, the paramilitary force has sought land in Mithi (Tharparkar), New Chhor (Umerkot), Nara (Khairpur), Khipro (Sanghar), Khaki Darro (Ghotki), and Deh Nabu Bakhsh (Larkana). A letter submitted by Lieutenant Colonel Muhammad Qaiser Mansoor on behalf of the Director General, Pakistan Rangers (Sindh), was addressed to the secretary Land Utilization Department, the Principal Secretary to the Chief Minister of Sindh, and other relevant officials, detailing the land requirement in each district.

The specific land requested includes 16 acres in Chhachhro Taluka, Tharparkar (Mithi), 50 acres in New Chhor, Umerkot, 24 acres in Nara Taluka, Khairpur, 71 acres in Khipro Taluka, Sanghar, 100 acres in Khaki Darro, Ghotki and 45 acres in Deh Nabu Bakhsh, Larkana.

The Rangers, operating under the Ministry of Interior, are primarily tasked with border security and internal law enforcement, including counter-terrorism operations and assisting the police in maintaining public order. Initially deployed in Karachi in 1995, their jurisdiction was later expanded to the entire province of Sindh, where it is operating under the Sindh Home Department. According to the correspondence, Rangers were originally deployed without consideration of the necessary infrastructure. To address this, the Board of Revenue had approved free land allotment for Rangers in 13 districts on July 3, 2006. Land was subsequently allotted in those districts on October 19, 2007, and in six more districts on July 2, 2008. The latest request pertains to the remaining six districts.

The letter added that in response to a Board of Revenue query, deputy commissioners of Mithi, Umerkot, and Khairpur have confirmed land availability. The DC Ghotki has reported availability of land under the forest department, recommending it to be allocated to the Rangers. Similarly, the DC Umerkot has supported immediate land allotment in New Chhor. Previously in 2022, Rangers had requested 135 acres of land in Karachi to vacate 64 government buildings under their occupation, which spans over 148 acres. According to official records, a total of 109 public buildings — including government schools, colleges, hospitals, and other institutions — covering 231 acres across Sindh are currently in use by Pakistan Rangers, Sindh, for operational and residential purposes. Of these, 64 buildings (148 acres) are in Karachi, while 45 buildings (83 acres) are located in other districts.

This reporter approached the ‘Public Relations’ section of the Rangers to get their version on the move, called at their numbers and then sent a detailed WhatsApp message and waited for two days but till the filing of this news story, no reply was conveyed.

Abdul Rasheed Channa Spokesman of the Sindh Chief minister told The News that Sindh government wanted to address the accommodation problem of Rangers on a permanent basis, so that the public buildings including those of educational institutions and hospitals could be vacated. He said instructions have been given to the Sindh Land Utilization department and the decision of Rangers’ accommodations would be taken with their consultations.
