Who is responsible for bad scheduling of World Cup 2019? IPL or Ashes?

This has been one of the most frustrating World Cup so far because of washouts and uncertainity over the matches. 1999 World Cup was scheduled between May-June. We know why ICC couldn't host it in May but it also seems Ashes is more important than the World Cup.

World Cup in England got sandwiched between IPL and Ashes this time. What's your opinion? :inti
 
If the World Cup had been hosted in May, it would have been even worse. The whole of Europe, including the UK had a very wet May. So, even more matches would have been cancelled.

This has nothing to do with IPL.
 
Normally we have a decent weather in may June and July. Just this year it's been bad
 
Don't know the reason. But it a common practice to blame BCCI so blame them.
 
Should’ve held the Ashes first. By now two test matches could’ve been played already.
 
If it was going to be this way, WC first then Ashes. WC should’ve gone to SA. SA would’ve been nice. There must never be a WC in England especially if that year is the ASHES year.

In 1983 we had the WC here and then four NZ tests, and the weather was great throughout.

The scheduling is fine, but we had unseasonal heavy rainfall - a month of rain fell in five days.

Why? There's enough time for both.
