Why is the PCB stubbornly insisting on sticking with the same players from 2017?

Back in 2017, the PSL had injected the Pakistani team with some fresh new talent in the face of

Fakhar Zaman
Shadab Khan
Hasan Ali

Mohd Amir had made a comeback

Shaheen Afridi was an upcoming player who finally got his chance in 2018

Naseem Shah got his chance in 2019

Babar Azam was the next big thing

It is now 2024 and Pakistan has lost so many test series, ODI series, ICC tournaments under this group that it is not even funny but the PCB is still sticking with the same core group of players day in day out and we are now at a stage that apart from 1-2 players, we don't have 10-11 players on the bench or in domestic cricket who can replace these players due to being past their prime, being out of form or atleast give them competition.

A country like India has 10-15 players in the bench who can replace their present 11-15 players in a heartbeat.
 
Bring back players from Pakistan’s golden age of 2021….

Look at Saim and Azam Khan... what have they achieved till now? Why do they keep getting chances when we dropped Usman Khan just after 3 games?
 
Point of the OP is that in other teams when team's habitually lose for 5 years, players kept dropped and replaced, captains get replaced. But in Pakistan we reward the same players with non stop unquestioned selection.
