Why was the substitution of Najibullah Zadran approved by match referee Hamim Khan in the 3rd T20I?

During the third T20 match against Afghanistan, Pakistani pacer Ihsanullah bowled a beautiful bouncer which hit the chin of Najibullah and had blood dropping. He was forced to retired hurt.

It was expected that either he was gonna come out to bat, or Afghanistan would call it the game when they were 9 down. But out came Azmatullah Omarzai who was not even in the playing 11.

According to cricinfo, Afghanistan made a concussion substitution and thus got Najibullah replaced with Azmatullah which allowed him to bat.

But how is this possible? As far as I know, Najibullah never got a concussion, he was hit on the chin. He was injured, and an injured player cannot be substituted unless he has a concussion.

The ICC match referee was Hamim Khan who is from Afghanistan. ICC needs to step in
 
ICC never steps in for anything. This is a minor issue anyway.

Its not a minor issue.

Any player cannot come in and score runs if he is not in the playing 11. The statistics of the bowlers were affected.

I get it Pakistan cricket was being nice and courteous, this is still ICC's responsibility. Whats the point of having a match referee in place than if he cant implement the rules properly.

ICC needs to give a statement on this and penalize Hamim Khan for it.

Isn't the rule require medical test to determine concussion?

If medical test results in concussion being reported, then there isn't any option for referee to block replacement.

So you need to be hit on the head to get a concussion?
 
Yes. This rule is to allow for checking brain injuries and not for general injuries.

Tbf getting hit anywhere on the helmet/face is going to affect your entire head. Nothing wrong in using concussion rule on such injuries.

On the flip side, it was strange that a bowler/bowling allrounder was substituted as concussion sub for a batsman which disadvantagous to Afghanistan
 
The only "misuse" of the concussion rule has happened once, when Jadeja (an all-rounder who doesn't always bowl out in T20Is) got hit on helmet and was substituted by India with Chahal(a better bowler), who went on to take 3 or 4 wickets and win the game for India
 
If a batsman a struggling, they can now try to purposely get hit in the head to enforce a “concussion substitute”.
 
Medical tests determine the presence of concussion. Once that's done, the match referee has no choice but to approve a concussion substitute.
 
Can a person get a concussion if the ball hits the chin?

Bro, its an issue in the long run, as home based umpires and home based referees might be giving favorable treatment to their own team.
 
It was a nice decision OP, any head injury or any hit near neck ,face etc can damage nervous system, I am sure there were doctors and medical staff in the ground that night. They made a right call
You are claiming that he was alright after the match,in these type of injuries symtoms may come next day next week you never know, thats what i read in medical books.
