You guys do know that the speed is measured when its at its fastest, which is when it leave the bowler's hand? So how does the pitch help again?

Pretty sure it is when it reaches the batsman. The ball loses pace after bouncing, therefore a fast wicket would help it retain most of its speed.

Therefore short balls tend to be a bit slower than the full pitched deliveries, as the short ball still has a long way to travel before reaching the batsman, compared to the full pitched ball as it travels through the air for longer.
