CDA says university administration made incomplete building functional without approval from them

–Bahria University spokesperson says inquiry committee has been formed, findings will be shared soon

ISLAMABAD: Bahria University made an incomplete building functional without approval from the Capital Development Authority (CDA), resulting in the death of a student who fell down from the fourth floor of the same building on Friday, Building Control Section (BCSS) of the civic agency confirmed to the Pakistan Today.

Haleema Amin, a student of second semester of Bachelor of Science in Account & Finance (SAF), fell from the fourth floor and was shifted to Pakistan Institute of Medical Science (PIMS) where she succumbed to her injuries.

According to the Building Control Section (BCS) officials, no one can make a building functional for any purpose without getting a completion certificate from the BCS section of the CDA and those who violate this rule commit a crime according to the Building Bylaws 2005, and the civic agency has the right to seal the building at any time.

While the university denied that a department was established in the under-construction building, the students, while speaking to Pakistan Today, confirmed that the department for Bachelor of Science in Accounting and Finance (SAF) was established there some months ago and around 100-200 students were studying in department.

Additionally, the official of the Building Control Section told this scribe that they had undertaken various visits to the university for monitoring different buildings but the administration did not allow them to enter into the university premises.

When contacted, CDA Chairman Aamir Ali Ahmad told Pakistan Today that they had already issued notices to Bahria University for getting completion certificates. “It is mandatory upon developers to ensure that buildings are completed before occupation,” he said.

Speaking to Pakistan Today, CDA Spokesman Syed Safdar Shah said that the civic agency had already issued notices to the university for getting the completion certificate after the construction has ended, but the university showed negligence in this matter and made the building functional before completion. “The responsibility for the incident lies on the shoulders of the university administration, not CDA,” he said.

When contacted, Bahria University Spokesperson Mujtaba said that an inquiry committee has been formed by the university administration and they would hold a press conference upon the completion of the inquiry.

The university recently made a building inside its campus called Bahria Business school.

Semester started on September 9th, and the building wasn't even complete yet. There were no ACs, we were studying in hot humid rooms, and one could easily access all parts of the building. There were naked wires and all.

Even i had been to the top floor and we had classes on the third floor aswell. Classes have taken place on the 4th floor aswell for different sections


On september 26, i think it was 11 o clock when a girl fell from the 4th floor. As its a new campus many students often take a tour, and she opended a door which had a balcony but had no floor beneath.

Now what was weird that she fell at 11 o clock or maybe earlier, after 1:30 i had class in same building, and while they immediately took the girl to PIMS, they continued to allow classes take place in that building. The building wasn't sealed, nor any police showed up. Not even Naval Police.

By 5 o clock we got the news that the girl died. Yet, classes still took place, evening MBA classes took place. Infact, the next day day September 27th, they didnt even shut the University down.

It was decided that all students belong the management sciences department would not attend any class and do a protest.

One protest was held in side the campus, the other was held on the main margalla road at 8:30, blocking all 4 ways of cars from coming in or going out.

After 2 hours of protest inside the campus, the rector came out to do a speech, and verbally said he would resigned.
Protest continued outside on the road till 4 o clock.

One thing i admired, it was a peaceful protest, nothing was destroyed or burned, Islamabad Police stood their as standby, but they were never needed as it was a peaceful protest which was being covered by media.

After contentious protest the university called in some students and agreed that they will accept the rectors resignation. Promised to change a few stupid rules, sealed the Business school for 1 week, meaning many students from the management sciences cant attend classes for a week as they dont have spare class and will try to fix the construction of the building.

Even the senior faculty backed the students. Everyone was angry with the rector over the year due to ruels like segregation in cafeterias. Not being allowed to sit with opposite gender in class and not even allowed to have study groups with opposite gender.

This death of the girl was the icing on the cake.

The university doesnt allow any student body to be formed, they make you sign an affidevit, but yet a succesfull protest was conducted and a demand has been made that a student federation should be allowed to be made
 
The university did not even give friday off as the student had died the day before. They continued to keep the unversity open. It was after the protest that they decided to close Uni for evening classes
 
University should be sued. They should've been more responsible.

rumours are that the senior authority of university was pressurizing the family of the victim not to make any case against them..

The victims father is a civil engineer of 17 grade working under the Navy but is civilian.

I dont think even a FIR has been done as of yet.

People are demanding for Rectors official resignation.

Justice for Haleema: Bahria University Students take to the streets

Social media is in the furor over alleged negligence of the Bahria University Islamabad’s administration, which claimed the lives of a student Haleema Amin. She was the student of Account and Financing, 2nd year at the university and died after falling from the unfenced balcony on the fourth floor of the under-constructed building.

According to the reports, the university administration opened the building for regular classes but did not put up any signs and boards to guide the students. The eye-witnesses, Haleema’s friends asserted that the girl died due to the alleged negligence of the university administration. The girl fell from open duct from where the pipelines passed, which was left open and covered with cement bags, according to sources. She fell down the fourth floor as soon as she stepped on the opening.

The girl was shifted to PIMS hospital immediately but died when university administration forced the girl to be shifted her to CMH despite warning from the doctors. The girl died of lack of oxygen in this process. Her fellow students asserted the university administration is also pressurizing the family to not to pursue the case against the Bahria University. Alleged that the few senior officials from the university’s administration reached her house to mediate with the family not to pursue the case and repeal their complaint.

The Bahria University, in the face of student uproar, released a statement denying the allegations of negligence but asserted that the student died while taking a selfie in the prohibited area.

Large protests have been carried out by the students of Bahria University in Islamabad, demanding justice for the Haleema. They alleged that while university placed extraordinary restrictions on their dress code and segregation of male and female students, they must ensure their safety and protection as well. The protesting students complained university charges them heavily while does not provide them facilities and plays with the lives of the students.

This is a lie, becauase we have seen the place, and its not an area where one would take a selfie
