Outcomes of the 57th BoG meeting

Peshawar, 4 February 2020:

The 57th Board of Governors meeting of the Pakistan Cricket Board, first of 2020, was held in Peshawar on Tuesday. The following are the outcomes of the meeting:

Bangladesh series

The BoG applauded the PCB Chairman and the Chief Executive for convincing Bangladesh Cricket Board (BCB) to play 2 Tests, 1 ODI and 3 T20s in Pakistan.

In relation to this series, the PCB Chairman briefed the BoG on the amicable resolution of a dispute with the PCB’s media rights partner, which contrary to media reports, earned the PCB net revenue of US$3.75million.

The PCB Chairman informed the BoG he was able to convince the media rights partner to accept Bangladesh tour as an additional series in the agreement despite it being confirmed a week before the first T20I. However, recognising the media rights partner’s plea that it didn’t get enough time to sell the commercial airtime and based on an independent legal advice, the PCB agreed on the rights fee of US$3.75million.

Mr Ehsan Mani said: “I appreciate the BoG for acknowledging our efforts in getting this series back on track. To emerge profitable in the face of extreme challenges was another big achievement of this regime. If we had failed in our attempts with the media rights partner, we would have earned nothing as the tour could have been potentially canceled and our endeavours for the resumption of Test cricket would have been derailed.”

Update on Pakistan men’s national cricket team

Pakistan head coach and chief selector Misbah-ul-Haq provided a detailed briefing to the BoG on the men’s national cricket team since he assumed charge in September 2019. He talked at length on players’ fitness, domestic cricket, event scheduling, team preparation, selection criteria, future plans and the positives of his dual responsibilities.

The BoG appreciated the efforts of Misbah and acknowledged he was operating in a challenging environment, while emphasising on having a strategy that could take the sport and the team in an upward direction.

The BoG reiterated its support for Misbah and hoped with a positive and aggressive approach, the team will achieve good results under the present team management.

Misbah-ul-Haq said: “The interaction with the BoG was a wide-ranging one, which I found positive and supportive. They asked all the relevant questions and provided some constructive advice.

“I am satisfied with the progress the team is making though I acknowledge a lot of work still needs to be done. Having said that, we are now a different group as compared to what we were when we started. In the past five months, we have significantly improved our fitness levels and the players are also gaining confidence as they are now performing consistently at the international level.”

HBL PSL 2020

The BoG was updated on the HBL Pakistan Super League 2020, which will be held across Karachi, Lahore, Multan and Rawalpindi from 20 February to 22 March.

The BoG was informed the player draft took place on 6 December, online sale of tickets started on 20 January, the anthem was released on 28 January and the production partner was appointed on 30 January.

PCB Chief Executive Wasim Khan said: “The delivery of the HBL PSL 2020 is proceeding nicely despite a back-breaking schedule that also includes home series against Bangladesh and next week’s Marylebone Cricket Club’s tour of Lahore in the lead up to our marquee event. The PCB staff are working flat-out to make it a memorable event for the players, fans, commercial partners and the media. I have no doubts that this will be great celebration of cricket, which has also seen the return of Test cricket.”

Barrister Salman Naseer appointed Chief Operating Officer

Barrister Salman Naseer has been appointed PCB’s Chief Operating Officer after the BoG approved Mr Ehsan Mani’s recommendation who had led a recruitment process along with two BoG Members, Mr Asad Ali Khan and Mr Shahrez Abdullah Khan. Barrister Salman had been handling the additional charge of Acting Chief Operating Officer since 22 November 2019.

A Bar-at-Law from the prestigious City Law School and Lincoln’s Inn, London, Salman Naseer joined the PCB in September 2011.

During his time at the PCB, Salman Naseer has been involved in preparation and drafting of rules, codes, policies and bylaws pertaining to regulation of cricket, conduct of cricketers, employees, coaches and support personnel; conferencing and acting on behalf of players; prosecuting players for violating PCB’s Anti-Corruption Code; drafting and vetting of tender documents and commercial contracts including for Media Rights, Franchise Rights, Licensing Rights etc.

Reacting to his appointment, Salman Naseer said: “I am honoured to have been assigned this role at such an exciting time when international teams are regularly touring Pakistan and the entire HBL Pakistan Super League is taking place where it belongs. I look forward to working with the management team and making a meaningful contribution so that we can collectively transform the PCB into a high-performing organisation.”

PCB Chairman Ehsan Mani said: “I congratulate Salman on his appointment as the Chief Operating Officer. He is one of the brightest from the young generation of PCB staffers who have stepped up and taken on extra responsibility during his interim appointment.”

Model Constitution for City Cricket Associations

The BoG approved the Model Constitution for City Cricket Associations, which is in harmony with the PCB Constitution 2019 and Model Constitution for Cricket Associations.

Some of the salient features of the model constitution for City Cricket Associations, which will shortly be available on the PCB’s website, are:

i. Article 5 deals with City Cricket Association members

ii. As per Article 6.1, the General Body composition of the City Cricket Association is that of its President, Vice-President and Secretary, along with club President of each full Member Club.

iii. As per Article 9.1, the seven-member Management Committee will include three members elected by the General Body, two independent members nominated by the PCB Nominations Committee, one representatives of the Principal Sponsor of the City Cricket Association and an elected President. The tenure of the members will be three years each.

iv. The qualification criteria for a General Body and/or Management Committee member is set out in Article 12.

v. The non-exhaustive list of Powers and Functions of the Management Committee are provided in detail under Article 10; however, some of the key responsibilities include:

a. Appointments of the General Manager, Finance Manager and other officers of the City Cricket Association and appointment of a selection committee on the recommendation of the Chief Executive Officer

b. Submission of complete audited and management accounts to PCB

c. Formulation of policies for the development of cricket in its jurisdiction at all levels

d. Control and/or management of the affairs of the stadium, sports complex(es), gymnasia and playing grounds owned or supervised by it

e. Enter into contracts in furtherance of the objects of the City Cricket Association

f. Implementation of the programmes formulated by the City Cricket Association

vi. Article 21 deals with Cricket Tournaments and spells out sanctions for clubs not participating in notified cricket tournaments

As per Article 24, the Principal Sponsor will be appointed through a transparent bidding process on a minimum one-year basis and shall be granted naming, branding and other sponsorship rights pertaining to the City Cricket Association.

Financial Statements 2018-2019

The BoG approved the PCB Financial Statements for the period 2018-2019, which highlighted a significant rise in revenue of about PKR6billion.

Major constituent being Media Rights from hosting Australia and New Zealand, increase in contribution from ICC and increase in total revenue from HBL PSL after the new right cycle kicked in. Despite this increase in Revenue, the PCB have rationalised its expenses and the corresponding increase in expense is not observed.

Spending on the cricketing expenditures have increased from last year, while there is a dip in administrative expenses as part of cost efficiency endeavors. Given the fact, the PCB will be hosting its bilateral cricket and full HBL PSL in Pakistan, future outlook certainly looks encouraging.

Other matters

The BoG authorised the PCB management to make a decision on the hosting of this year’s Asia Cup 2020, which is an Asian Cricket Council (ACC) event. In this context, the PCB Chairman Ehsan Mani will represent Pakistan at the upcoming ACC meeting (date and venue to be confirmed) and present a proposal that protects the interests of the PCB and is in line with its mantra of not mixing politics with sports.

The BoG was apprised on the International Cricket Council (ICC) visit to explain the process that will be adopted for the allocation of ICC Events in the 2023-2031 cycle. The BoG was briefed the PCB will indicate to the ICC in March about the Events it will like to host, while the financial and other guarantees will be submitted in September.

The BoG approved the No Objective Certificate (NOC) guidelines for cricketers. Amongst other guidelines the policy allows centrally contracted players to seek a clearance for up to a maximum of three ICC-approved foreign leagues, excluding the HBL Pakistan Super League, as long they don’t coincide with the PCB-organised events and player workload and fitness regime is properly managed. The CEO shall have a final approval right. Further details on the NOC policy will be announced in due course.

The BoG approved a budget of PKR1.4million for the staging of four MCC matches, to be played next week in Lahore. The MCC, on their first tour in 48 years, will play Pakistan Shaheens, Northern, Lahore Qalandars and Multan Sultans from 13-19 February.

The BoG also approved the PCB Strategic Plan 2020-2024, which will be shared with the media in due course.

Karachi, Feb 4 (PTI) Head coach and chief selector Misbah-ul-Haq on Tuesday outlined his selection policy and plans for the next six months before Pakistan Cricket Board''s Board of Governors during a meeting here.

Misbah was asked to attend the BOG meeting in person to respond to the queries and concerns of some of the members who are unhappy with the performance of the national since the former Pakistan captain took charge in September.

"Misbah outlined the selection policy and plans for the next six months today and assured the BOG members that his main focus now remained on preparing a strong squad for the Asia Cup and World T20 Cup later this year," a source said.

He said Misbah had explained to the members that the selectors would be following a horses for courses policy for the next six months so that they can get positive results in the upcoming ICC World Test Championship matches and also prepare a strong unit for the T20 Asia Cup and T20 World this year.

"Misbah explained at the BOG that the recalls of senior players, Shoaib Malik and Muhammad Hafeez for the T20 series against Bangladesh recently was part of this horses for courses policy," the source said.

Misbah stressed it was important for Pakistan to start doing well in all formats and win matches as poor results since last year has caused despondency among cricket fans.

"Misbah''s emphasis was that while he was also looking at long term planning and blooding some new players, pace bowlers in particular, but his main concern is that Pakistan build a strong Test squad and at the same time use all available talent for the T20 format so that Pakistan can win the two major events in this format," the source said.

The source said some members had questioned Misbah about the absence of continuity and consistency in selection decisions to which the chief selector said they had learnt from past mistakes.

Misbah apparently also informed the BOG that in coming months the selection committee would not hesitate to recall senior players in the T20 format when required.

The former skipper, however, made it clear to the BOG members that no player would be given any latitude on fitness standards as if Pakistan wanted to be among the top cricket nations no compromise can be made on fitness matters and discipline.

He also made it clear that he was not under any pressure because of his two positions.

The BOG is also discussing a new policy of granting NOCs to players for foreign T20 leagues after a host of complications last year in this area which resulted in some cricket boards being unhappy with Pakistan for not allowing or pulling back its players from their leagues at short notice.

The BOG will also approve the financial budget of the board besides being briefed by the CEO, Wasim Khan on the preparations for the Pakistan Super League and relations with other boards. PTI Cor ATK ATK

Good decision on NOCs but is it right to stop players from earning money?

Wasnt it two outside leagues NOCs allowed previously? I think another important point to note is that it shouldnt be in between PCBs organized events which gives a limited window.

Pakistan players will now be able to take part in a maximum of three ICC approved leagues in a year excluding the Pakistan Super League, Pakistan Cricket Board (PCB) said on Tuesday. PCB revised its policy for awarding NOCs to centrally contracted players for foreign T20 leagues during a meeting of the Board of Governors held in Peshawar.

In another major decision, the BOG members gave their approval to PCB chief Ehsan Mani negotiating with the Asian Cricket Council (ACC) over hosting the Asia Cup in September. According to a PCB release, the BoG approved the No Objection Certificate (NOC) guidelines for cricketers.

The policy allows centrally contracted players to seek a clearance for up to a maximum of three ICC-approved foreign leagues, excluding the Pakistan Super League, as long as they don’t coincide with the PCB-organised events and player workload and fitness regime is properly managed.

The CEO, however, shall have a final approval right. The release said that further details on the NOC policy will be announced in due course. However, it didn't mention what the policy would be for players not given central contracts.

Last year, the PCB’s relations with some boards took a hit owing to an unclear NOC policy which led to players either not being issued NOCs or being called back from events at the eleventh hour which left some boards unhappy.

Relations with the Emirates Cricket Board took a hit when the PCB after first issuing conditional NOCs for the T10 league in Sharjah cancelled them for all players at the last moment, leaving the organizers in a lurch as several Pakistani players were signed up by franchises including a Pakistani franchise, Lahore Qalanders.

On the issue of the Asia Cup, the BoG authorised the PCB management to make a decision on the hosting of this year’s Asia Cup keeping in mind the interests of the PCB and in line with its policy of not mixing sports with politics.

Mani will represent Pakistan at the upcoming ACC meeting (date and venue to be confirmed) and present a proposal that protects the interests of the PCB and is in line with its mantra of not mixing politics with sports, the release said.

Mani has said in an interview that a final decision on where the Asia Cup will eventually be held will be taken after consultations at the ACC meeting. There is uncertainty over where the Asia Cup will be hosted as the BCCI has made it clear that it will not be sending its team to Pakistan for the Asia Cup because of the prevailing relations between both nations.

The release said the PCB will indicate to the ICC in March about the Events it will like to host, while the financial and other guarantees will be submitted in September. It was also announced at the meeting that Barrister Salman Naseer will be the new chief operating officer of the board.

He will replace Subhan Ahmed who resigned few months back. The BoG also approved the PCB Financial Statements for the period 2018-2019, which highlighted a significant rise in revenue of about rupees 6 billion.

Pakistan Cricket Board yet to form new general body under new constitution

LAHORE: The Pakistan Cricket Board (PCB), which has already lessened the significance of its general body institution by drastically reducing its size, could not even form it under the new constitution introduced in August last year, thus also failing to hold its compulsory annual meeting.

After the PCB incorporated an amended constitution, with effect from Aug 19, 2019, it binds the Board to hold a general body meeting once in a year.

But the PCB which could not hold a meeting under the previous constitution of the Board until the introduction of the new constitution in August last, is yet to form the new general body comprising 11 members, including two ex-officio members — CEO and COO — and the PCB chairman.

The size of PCB’s general body has been reduced significantly. According to the previous constitution president of almost 100 cricket associations of the country were its members. However, now presidents of only six provincial associations namely Sindh, Balochistan, Northern, Central Punjab, South Punjab and KP, are its members.

Besides it, president of the Pakistan Blind Cricket Council and Pakistan Deaf and Dumb Cricket Association are also members of the general body while no representation was given to PCB’s women wing.

But still the PCB has to announce names of the heads of the provincial associations. Moreover, presently no body is working at city cricket association level too as the grassroots system has crippled after implementation of the new constitution, which has brought drastic changes in domestic cricket.

The important tasks of PCB’s general body include considering and expressing their views on the annual report and future programmes of the Board. Furthermore, it has to consider and express its views on audited accounts and make appropriate suggestions to the Board of Governors for the game’s development and special grants by the Board to its constituent members.

Good decision on NOCs but is it right to stop players from earning money?

Bigger worry is which player can fetch more than 3 interested parties. Can't think of anyone other than Babar Azam. May be Amir.
Haris Rauf is a new addition though.

I don't think Shoaib, Hafeez, Akmals, Shadab, Asif Ali can get more than 3 leagues interested in them.

So it means they can play 4 leagues with psl. It should’ve been psl +2 at max.
 
Pakistani players who already miss out on the IPL, playing 3-4 leagues will get them closer to the IPL level pays
 
PCB releases NOC policy for its players

Lahore, 27 March 2020:

The Pakistan Cricket Board today released its No Objection Certificate (NOC) policy for centrally and domestically contracted players. The policy had been reviewed and approved by the Board of Governors during their 57th meeting, subject to minor changes.

According to the policy, all centrally contracted players may seek clearance for up to a maximum of four leagues, including the HBL Pakistan Super League.

Initial feedback and assessment of NOC requests will come through the International Cricket Operations department and national head coach/team management, who will carry out due diligence with respect to player workload and international commitments. As per NOC policies around the world, the Chief Executive of the Board will then be the final approving authority at the final stage of the process.

The domestic players contracted by the Cricket Associations will be required to directly approach their respective associations for any NOC approvals in the first instance. Input and feedback will then be sought from the cricket operations department, before moving to the last stage of the approval process.

For domestic players, who don’t feature in red-ball cricket but are white-ball regulars, it is has been made mandatory for them to commit to domestic 50-over and 20-over competitions in order to be eligible for NOCs.

As per the ICC regulations, both inactive and retired cricketers will require NOCs from the PCB for ICC approved events. However, the PCB will issue NOCs to players who have been retired for 24 months or more, unless there are compelling reasons which the PCB will have to provide in writing.

PCB Chief Executive Wasim Khan said: “I think this is a flexible, balanced and comprehensive NOC policy which addresses as many of the likely scenarios that we will face.

“We have given primacy and importance to player workload, international and domestic commitments, but at the same time it was important that players are given the opportunities to make additional earnings and develop their skills around the world”.

“I am optimistic that moving forward, all the relevant stakeholders will have clarity and a better understanding of the process. To ensure that we maintain our relationships with cricket boards around the world, once granted, NOC’s will only be revoked if there are any injury concerns, or there are international or domestic playing obligations that need to be fulfilled.”
