DG CAA accused of Rs2 trillion corruption

Whether the government should have publicized this and caused irreparable damage to PIA is a valid point of discussion for this thread.

This matter should have been dealt with privately.

Based on your mantra, that corruption is not a problem, why should it be dealt with at all?

Amazing solution.

Sack all PIA employees and employ stalwarts of the calibre of Zartaj Gul, Murad Saeed, Firdous Awan, Fawad Chaudhry, Chohan, Buzdar and Gill.

Below will be the state of PIA after PTI completes the “revamp” and “reforms”:

Nowadays in TPS, its all about Mamoon vs rest of the world. If only he could apply his own logics and sense talk to other political parties as well.

Why would the PIA employee any polticians or party workers, no the party workers are from your incompetent parties. I want no interference, I dont want any free PIA tickets for politicians and their families. That is the disaster your friends have left behind. And once again you want Kaptaan to clear up your crap.

Under your competent friends we have over staffing of the 1000s(party workers), we have fake pilots( appointed by the PPP and Nooras), we have politicians using it to pay private medical bills( Mushaidullah, Leader of the crooks), We have politicians like NS treat it as private service to London we have been banned from some countries.

And to cap it all off, under the Nooras lost over $1bn on 5 years. Infact can you name a single entity that improved under the PPP or the Nooras, perhaps PSM, or the IPPs, or PR?

Think its fine when its not talking about Sharif Sahib and co.

This man has a split personality- he thinks corruption is fine and then tells us that fake pilots should have been sacked( which is a result of corruption), but thinks that the people that hired them are good competent people. He then blames IK for not clearing up( in under 2 years) the crap that people he thinks are good people created over decades.
I have been teaching for over 25 years, and i have taught kids that became Doctors, and they are sharp, so much so, that it was scary teaching them because of the fear of making a mistake, and being shown up by them. Am i missing something here

The GIF is hilarious but in all fairness he didn't say sack everyone at PIA. He did specify for those with proven authentic qualifications to be retained.

Action against 262 pilots possessing 'dubious licenses' initiated, says Sarwar

(Karachi) Aviation Minister Ghulam Sarwar Khan has said that the number of pilots who possess "dubious licenses" is around 262 which include 141 of the national flag carrier.

Addressing a press briefing in Islamabad on Friday, he said that the said pilots have been banned from flying. He said all these pilots were recruited prior to 2018. "The government also terminated five officials of aviation ministry for their involvement in the scam."

He elaborated that investigations are under way in PIA's IT department.

He stated the government initiated action against the pilots after the court took notice of the matter. "At least nine pilots out of 28 have confessed they do not possess valid flying license and failed to clear papers," he pointed out.

"At least 121 pilots failed to clear one paper while 39 pilots gave bogus papers and did not appear in any exam," he transpired. He stated in recent days four "ghost pilots" have also been terminated from the PIA.

Sarwar said that inquiry against 28 pilots have been completed and they will be issued show cause notice and charge-sheet. "The ministry is writing to the Federal Investigation Agency for criminal inquiry against them," he said.

He said that the list of the suspected pilots and aviation staff has been sent to all the airlines and related organizations. "The list of the pilots is also displayed on the website," he maintained.

The aviation minister said that people were recruited illegally and without merit in Pakistan International Airline. He said the PTI government did not recruit a single person in aviation ministry or the PIA.

"All these recruitments are from the previous governments," he pointed out.

Ghulam Sarwar said, "PIA consists of 31 aircraft and it is the aim of the government to take the number to 45 by 2023."

Earlier, the PIA said that the issue of commercial pilots possessing dubious licences was not exclusive to the national carrier.

The PIA stated that the licences were issued by the competent authority and were "valid as per their records".

"It's the process and discrepancies through which they were obtained and triggered the inquiry by the government and action," the PIA stated.

While it is a tradegy to hear about the fake pilots, it's refreshing to read that a government is doing something about it, which cannot be said for previous Pakistan governments.

Think Nawaz Bhai and gang have a lot to answer for here.

CNN report.

Embarrassing but not surprising.

Sadly, offer a backhander and anything is possible.

I'm sure other airlines will be scrutinising Pakistani-born pilots credentials now.

KARACHI: The Aviation Division has declared licences of 160 pilots from national flag-carrier Pakistan International Airlines (PIA), Airblue and SereneAir ‘suspicious’ and orderd the management of the airlines to immediate ground the aviates, ARY News reported on Friday.

The aviation authority issued directives to the management of the airlines to immediate ground the pilots who were possessing suspicious licences. The suspicious pilots include 141 from PIA, nine from Airblue and 10 from SereneAir.

The report regarding the suspected licences was prepared by the fact-finding committee of the Aviation Division which aimed to check and verify the genuineness of the pilot licences on the basis of IT forensic analysis of records.

It directed the airlines to immediately ground the pilots in view of flight safety and security concerns besides submission of compliance report to the Director Flight Standards of Civil Aviation Authority (CAA) on most immediate basis.

Earlier in the day, Federal Minister for Aviation Ghulam Sarwar Khan said that the total number of ‘suspicious pilots’ was 262 who were employed in different airlines including Pakistan International Airlines (PIA).

Ghulam Sarwar Khan, while addressing a press conference in Islamabad today, said that those PIA pilots faced investigation have been recruited by the past governments. He said that the pilots had been recruited before 2018 who have faced inquiry as no new appointment was made during the tenure of Pakistan Tehreek-e-Insaf (PTI).

The process of reformation has been commenced in the national carrier, said Khan, adding that the former chief justice had directed to scrutinise degrees of the pilots. The number of pilots performing duties in PIA was 450 and 262 pilots employed at the national carrier and other airlines were declared suspicious. He added that suspicious pilots will not be allowed to fly aircraft.

The list of the suspicious pilots has been handed over the concerned institutions which stated full restrictions against the aviates to operate aircraft.

He detailed that 34 pilots among them had not attempted a single exam paper out of eight subjects, whereas, 162 pilots were from PIA and 141 from other airlines. The federal minister said that the list of the suspicious pilots was also uploaded on the website.

RAWALPINDI: The Pakistan International Airlines (PIA) said on Friday that the issue of dubious licences of pilots — which was raised after the investigation into the PIA plane crash in Karachi that claimed lives of 97 people — did not pertain only to the national flag carrier.

Also on Friday, the PIA management decided not to further extend contracts of 55 cabin crew members as their two-year contracts had expired.

PIA spokesman Abdullah Hafeez said that the two-year contracts of 55 cabin crew members had expired and the management had decided not to extend them.

He said all the 55 contractual employees had been intimated about the decision through letters.

Commenting on the issue of ‘dubious’ licences, the PIA said in a tweet that the licences were issued by the competent authority and were “valid as per their records”.

“It’s the process and discrepancies through which they were obtained [...] triggered the inquiry by the government and action.”

“Dubious Pilots Licenses do not pertain to PIA alone. Let it be on record, these licenses were issued by the competent authority and are valid as per their records.

It’s the process & discrepancies through which they were obtained, triggered the inquiry by GoP & action.”

Federal Minister for Aviation Ghulam Sarwar Khan on Wednesday disclosed in the National Assembly that there were 860 active pilots in the country and 262 pilots had appeared in exams through proxies.

He had said that fake degrees and licences had been issued to pilots and almost 30 per cent of the pilots in the country had fake or improper licences. They also did not have flying experience, he added.

I feel sorry for the genuine Pakistani pilots, the ones who have worked hard to achieve what they have and will now have this label of being a Pakistani pilot attached to them.

They should all be given a death sentence considering thats what they were giving to the passengers.

PML-N Senator Mushahidullah says don't fire fake pilots just reduce their salaries.

These were the people ruling us and the ones that Mamoon supports.

It seems to be more of an institutional issue, with 200 out of 700 odd pilots having fake licenses. I wouldn't blame the pilots who used this systemic rot to get themselves (badly) qualified. They probably were all middle-class youth who wanted a high-flying career. Who doesnt?

The pilots of the ill-fated PK661 did not have fake licenses. It was merely an error in judgement, which sadly can and does happen, all the technology notwithstanding. It is sad that it took the life of 97 people and two properly qualified pilots to bring out this rot and force the authorities to take action.

One can only hope that those lives weren't lost in vain.

Same happened before some months, and now it will happen again. But if opposition and Courts have any grain of shame, the will support govt stance to fire these pilots e.t.c .

Pakistan’s national airline has written to foreign missions and regulatory bodies, assuring them it has grounded 141 pilots suspected of obtaining licenses through unfair means, the carrier’s spokesman has said.

The move is an attempt to assuage safety concerns after Pakistan’s aviation minister, Ghulam Sarwar Khan, said on Friday the government had asked various commercial airlines, flying clubs and charter companies to ground 262 pilots until investigations into their qualifications are completed.

The action was prompted by a preliminary report on the crash of a Pakistan International Airlines (PIA) aircraft in Karachi last month, which found pilots had failed to follow standard procedures.

Global safety and transport bodies expressed concern about the “dubious” licenses and said they were looking into the matter. PIA flies to several a international destination, including to the US, Britain and Europe.

“It is also ensured that all pilots flying PIA flights are having genuine licences endorsed by the government of Pakistan,” said a copy of the letter sent to the U.S. Embassy in Islamabad seen by Reuters.

The letter, signed by PIA chief executive, Arshad Malik, also promised the airline would remain compliant with all international aviation safety and regulatory standards.

PIA’s spokesman said the letter had been sent to all heads of foreign missions in Pakistan as well as international aviation regulators and safety monitoring agencies.

Khan had said the move to ground the pilots would help allay global concerns and show wrongdoing had been corrected. He added that five officials of the aviation authority were also suspended for abetting the suspected pilots.

The Pakistani pilots’ union did not respond to Reuters’ requests for comment.

In a joint statement, the International Federation of Airline Pilots’ Associations and the International Federation of Air Traffic Controllers’ Associations called for the crash investigation to be conducted on international standards, urging against “premature conclusions” based on incomplete or speculative information.

That's why I suggested that PIA as it is should be closed down as its not a solvent business, which without govt subsidys can't survive All employees should be sacked and then rehired based on merit, not on party loyalty. There will be the usual rona dona from the crooks, but it will sort out an institution that has been destroyed by corruption.

Meh it likely won't happen because military has a big stake in pia... This is where retired officers go.

It is beyond sad that all institutions have sucked PIA dry at a time of intense global competition.

Pakistan as a nation keeps drowning further and further because no one gives a damn, politicians, military men, judges everyone wants piece of the pie. These people live like kings and have pensions after they retire all the money coming from average citizens who get nothing back in return. Truly a sad state of affairs. I predict if things continue like this in the next 2-3 years there will be massive riots and protests to bring down the entire system. Enough is enough.

KARACHI: In a strong reaction to Aviation Minister Ghulam Sarwar Khan’s remarks about fake licenses of pilots, PALPA President Chaudhry Salman Saturday said the federal minister’s statements had jeopardised the jobs of the Pakistani pilots across the world.

“We reserve the right to file a defamation suit against the aviation minister,” Salman said, addressing a press conference in Karachi. “We haven’t come here to protect 141 pilots but to fight our survival war. The list issued by Ghulam Sarwar Khan is baseless.”

He said the list issued by the aviation minister is itself dubious and replete with errors.

The PALPA president said Pakistani pilots were extremely distressed, adding, the federal minister did this as he wanted to divert attention from the air crash.

Moreover, the federal minister wanted to save a particular group, Salman said.

Salman demanded the Chief Justice of Pakistan constitute a probe commission, saying pilots are willing to take part in any proceedings under the court.

He also pinpointed that the Civil Aviation Authority didn’t issue show-cause notices to any pilot so far.

The air crash investigations are carried out the world over in order to stem any future possibility of untoward incident, stressed Salman. The probes are not meant to shift the blame onto a single person, he said, adding, the same Pakistani pilots fly aircraft outside the country but no accident ever takes place.

262 pilots with 'dubious' credentials to be grounded: aviation minister
Aviation minister Ghulam Sarwar on Friday had announced that the credentials of 262 pilots were "dubious" and thus they will be barred from flying.

The pilots in the line of fire include 141 from PIA, nine from Air Blue, and 10 from Serene Airline, said the minister.

The rest of the 262 belong to flying clubs or chartered plane services, he said. He said all the airlines and the clubs had been conveyed that: “Their credentials are dubious, and they shouldn’t be allowed to fly.”

Khan said that a total of 753 pilots are serving in Pakistani airlines, while 107 are serving in foreign airlines bringing the number to 860.

Among the pilots, 121 pilots are suspected of faking one test result — someone else gave their exam. Forty-nine are suspected of faking two, 21 of faking three, 15 of faking four, 11 of faking five, 11 of faking six, 10 of faking seven, and 34 of faking eight papers, bringing their number to 262.

"The lists of the suspected pilots have been sent to relevant authorities, including a letter and a list of 141 pilots to PIA’s chief executive, instructing him to bar these men from further flying," said the minister.

He went on to say that nine out of 28 pilots have "confessed" during a probe, and their licenses will be cancelled after approval from the federal cabinet as the issuing authority is CAA, but the federal government is the authority on cancelling licenses.

'Almost 40% PIA pilots have fake licenses'
Khan while presenting the preliminary report of the plane crash in the National Assembly on Thursday had said the incident in which 97 people lost their lives had happened because the pilots were not focused and their lack of concentration caused the crash.

The report held the pilots and the air traffic controller (ATC) responsible for the incident, stating that the cockpit crew did not seem focused on the job and were thinking about the coronavirus instead.

Khan had revealed that it was observed that the pilot took the call from the ATC “very hurriedly” and told the tower that he would “manage”, after being informed that the aircraft was at a dangerous height. He added that recorder showed that even after taking the call, the pilots went back to their conversations about coronavirus.

Speaking about the pilots, the aviation minister had said, “Pakistan has 860 active pilots, which includes PIA, Serene Air, Air Blue. The inquiry which was initiated in February 2019 showed that 262 pilots did not give the exam themselves and asked someone else to give it on their behalf,” the minister said, adding that the pilots did not have the proper flying experience either.

He had added that the degrees of four PIA pilots had been found to be fake.

The Millitary has not played a positive part but the losses and corruption are mainly due to the overstaffing with party workers from the crooks. The PIA is a burden on the poor tax payers and even the Nooras, the supposed businessman ran losses of a $1bn in their 5 years. Those losers were ran up at the expense of people who can't feed themselves.

As the Aviation Ministry is extremely busy these days identifying and grounding the pilots who allegedly have fake licences, it has put the name of Captain Ahmed Mansoor Janjua, who was the First Officer on the PIA plane which crashed in Havelian in 2016, on the list of suspected fake licence holders. Captain Mansoor Janjua was a public-private licence (PPL) licence holder.

The ATR plane he was flying had crashed near Havelian on its way from Chitral to Islamabad in 2016. In its initial report, the government had blamed the crash on a technical fault in the plane. There are many mistakes in the list of pilots with fake licences being compiled by the Aviation Ministry. For example, the list does not have personal numbers of the pilots.

Also, it contains names of many pilots who are not in service anymore and they retired sometime ago. Minister for Aviation Ghulam Sarwar Khan said earlier this week that 262 pilots, out of total 860 in the country, have suspicious flying licences and would be grounded immediately.

Right. So who do you expect to fix these issues?

No, I expect him to do, but he needs time and support. He needs patience from people, afterall they gave the crooks 30 years to destroy them, and he needs the support of the Judiciary, which is not forth coming, as they are more crooked than the crooks. Completely agree, and this is how the majority of PTI supporters think. Yet they are called "cult followers".

I would say the people voting for a man who died 40 years ago, are the real cult followers.

The thing is if PTI does this, and PPP ever comes back into power, those employees will be rehired with backpay. Best option is to privatize PIA. And to lift the restrictions on foreign airlines operating in Pakistan.

You need open skies, for all Pakistan cities. And you need to give the gulf airlines "fifth freedom" rights. So you can have non stop flights from various foreign cities to Pakistani cities with the gulf airlines.
Like you can have a London to Lahore non stop flight with emirates, as long it goes to Dubai after reaching Lahore. Instead of London to Dubai to Lahore.

27 Pakistani pilots working for Vietnamese airlines have been suspended following Pakistan discovering 262 local pilots used fake airplane licenses.

Dinh Viet Thang, head of the Civil Aviation Administration of Vietnam (CAAV), said Saturday that the decision had come into force on Thursday. The grounded pilots are those having airplane licenses issued by Pakistan.

The suspension will be removed if Vietnamese aviation authorities' review proves their licenses and qualifications are legal, Thang said.

Minister of Transport Nguyen Van The had earlier requested CAAV to ground Pakistani pilots to review their licenses, and suspend foreign pilots using Pakistan-issued certificates suspected to be counterfeit.

The also asked CAAV to review the qualifications of all foreign pilots working for Vietnamese airlines and address suspected cases of fraud.

The administration must report to the Transport Ministry by the end of next month.

Thang of CAAV said that initial findings show no foreign pilot, apart from the Pakistani pilots, have Pakistan-issued certificates.

Last month, Pakistani authorities suspended 262 pilots on suspicion of using fraudulent licenses after an initial investigation into a Pakistan International Airlines (PIA) plane crash in May came to light.

A total 262 out of 860 Pakistani pilots reportedly hired somebody else to take the license examination on their behalf and were not qualified to operate an aircraft, the investigation revealed.

The PIA PK8303 Airbus crashed when landing at Jinnah International Airport in Karachi in southern Pakistan on May 22, causing 97 deaths. The pilots were to blame, according to findings.

They were thrice notified by air traffic controllers the aircraft was too high and that they should not attempt to land, instructions the captain seemed to have ignored.

Vietnam's aviation market has six domestic players: Vietnam Airlines, Vietjet, Jetstar Pacific, Vietnam Air Services Company (VASCO), Bamboo Airways, and newly-licensed Vietstar Airlines, a military-run company. The government in April this year approved tour operator Vietravel's proposal to set up an airline, making it another potential entrant in the fast-growing sector.

Pakistan's image has taken a pounding due to this news. Worst part is that we still don't know if the licenses are fake or not. They are 'suspicious' ie can go either way after investigation.

So why would the aviation minister make this news public in the parliament rather than investigate privately and provide conclusive findings. Is he an idiot?

Because this is how PTI government operates. They specialize in abusing, insulting and defaming the opposition. They are masters of toxic propaganda.

The impact that it has on the reputation of Pakistan and PIA is of no importance to them.

The aviation minister is an idiot of course. There are about 2-3 sensible people left in PTI and he is not one of them. Furthermore, the irony is that there are charges of fake degree against him and he is yet to come clean.

This news should have been dealt with privately. First of all, it shouldn’t have taken 2 years and a crash for the new government to find out that some pilots have fake licenses, and moreover, they should have handled it discretely without shaming itself in front of the entire world.

What this government doesn’t realize is that even if they are able to reform PIA, it will not be able to reverse this defamation for a very long time. They have ultimately shot them selves in the foot with this stunt.

Pakistan's image has taken a pounding due to this news. Worst part is that we still don't know if the licenses are fake or not. They are 'suspicious' ie can go either way after investigation.

I've had people of many nationalities asking me about this as the news has gone worldwide.

The nation's reputation is taking a hammering, but I'm sure these cheats will move onto their next fraud very soon

good point. This matter could have been solved easily by investigating and finding the culprits and firing them and then registering cases against them for fraud. After they were fired then the minister could have mention it to public.

I was surprised to see this news published in my local town newspaper and there are 1000s of such newspapers in US. I think it was released by newswire or reuters and all newspapers picked it up. A search on Google returned thousands of hits. A bad decision to go public with this news. As someone said before, even the names of qualified pilots will be tarnished by this.

If they turn out to be real, then the aviation minister needs to be sacked, and maybe have a defamation case filed against him. He might have damaged the careers of many Pakistani pilots.

This news is utterly shocking to the core. when there is corruption in education it’s massive. there were so much risk all these days that unqualified pilots were flying these massive beasts and putting millions at risk.
Now pakistani jobs are at stake all over the world because everyone sees things with same lens now. Next high profile doctors could be scrutinised. I can see that government is in damage control mode rather than a reform.

As responsible citizens of Pakistan you should be raising this issue on a bigger platform and bring a change in education system.

Rather all you are interested in discussing which mangoes are best, india is cause of all your problems, China is best whatever they do.

Families of PIA plane crash victims reject investigation, demand fresh inquiry

Families of those who died in the last month’s Pakistan International Airlines plane crash have rejected the probe report and demanded a fresh and unbiased investigation into the incident.

“We completely reject the government-mandated investigation,” they said in a press conference in Karachi today.

“A single person isn’t responsible for the crash, there are more than one individuals who are responsible for the tragedy. An indiscriminate action against those at fault should be taken,” the aggrieved families said.

At least 97 people had died in the May 22 incident, making it the third most catastrophic aviation disaster in Pakistan's history. Two people had miraculously survived the crash.

“The national flag carrier is the world’s second over-staffed airline according to employee-plane ratio. Political appointments in the airline should stop.”

Blaming the airline management for failing to provide swift assistance to the victims, they said, the Civil Aviation Authority (CAA), PIA and the Pakistan Airline Pilots Association (PALPA) all are the same.”

They also demanded a ban on the workers’ unions in PIA and CAA.

“Currency worth millions of rupees was recovered from the site, while many cases of corruption have been unearthed in the PIA.”

The families said that they had knocked on the doors of the International Civil Aviation Organization (ICAO) for investigations. “What action has been taken against the air traffic controller officials?” they asked.

“Here [in the country] a crash takes place every two years […] Who is responsible for these incidents?”

Report holds pilots, ATC responsible
On June 24, Federal Minister for Aviation, Ghulam Sarwar Khan had presented the interim investigation report on the PIA plane crash in the National Assembly, saying that the pilots were not focused and their lack of concentration caused the crash.

Presenting the initial investigation report on the floor of the House, Sarwar had said that the conversation between the pilot and the air traffic controllers had been recorded and he had heard it himself.

The minister said that the equipment from the aircraft had been extracted and decoded, adding that the recording obtained would be made part of the final report of the plane crash.

Sarwar said that the initial report pointed out that there was no technical fault with the aircraft and even the pilot had said the same in his conversation with the air traffic controllers.

India may have 4000 'fake' pilots
IndiaNDTV CorrespondentUpdated: March 14, 2011 01:38 pm IST

New Delhi: Just a few days after Parminder Kaur Gulati, a suspended pilot of Indigo airline, was arrested on charges of faking her marksheet to get a pilot licence, another arrest on the same grounds has been made. This time around, Captain J K Verma, a pilot of the national carrier Air India has been arrested.

"We have arrested Verma. Investigations are on. We have been provided more names by the Directorate General Civil Aviation (DGCA). The scanner is on two more pilots - Meenakshi Sehgal of Indigo and Swaran Singh Talwar of MDLR," a senior police official said.

It all began after Parminder Kaur Gulati was grounded two months ago for violating landing norms. The matter was then reported to the aviation watchdog, the DGCA. The airline watchdog admits there was a lapse, but says 4000 pilot licences are now under fresh scrutiny.

"In the wake of the fake pilot scare, licenses of 3,000 to 4,000 pilots are being scrutinised by the DGCA," said Civil Aviation secretary Nasim Zaidi.

To get a licence, a pilot has to clear three subjects. But in Gulati's case, a probe by the DGCA showed she couldn't clear two papers, so she allegedly forged the marksheets.

How pilots acquire 'dubious' licenses in Pakistan

Pakistan International Airlines (PIA) is once again in hot water after nearly a third of its pilots were suspected of holding fake or "dubious" licenses and dodging exams following inquiries into their qualifications.

The 262 grounded pilots pending conclusion of inquiries against them included 141 from PIA, nine from Air Blue, 10 from Serene Airline, and 17 from Shaheen Airlines, Pakistani Aviation Minister Ghulam Sarwar Khan announced on Friday. They included 109 commercial and 153 airline transport pilots.

The purge has sparked global concern, raising questions over how the Pakistani pilots acquired licenses from Pakistan's Civil Aviation Authority (CAA) and worked for international airlines across the world.

The license scandal emerged in the wake of last month's plane crash in the southern port city of Karachi that killed 97 people on board. The crash prompted a preliminary report, which found that the pilots had failed to follow standard procedures and disregarded alarms.

Khan said authorities had been investigating collusion between pilots and civil aviation officials since late 2018 to circumvent examinations. He said all the pilots were accused of having someone sit one or more exam papers for them, and sometimes even all the eight papers required for an airline pilot's licence.

Details of the government's review of the pilots' qualifications were made public on Thursday, indicating 262 of Pakistan's 860 pilots have fake flying licenses. The PIA then stated it would ground all pilots with the "dubious" licences.

"We will restructure the airline, and a clean-up process will be completed by this year," the aviation minister said.

Global humiliation or reform?

Pakistan's investigations into pilots' qualifications began after a 2018 crash landing and found that the test date on the licence of the pilot involved had been a holiday - suggesting it was fake as testing could not have taken place on that day. As a result, 16 PIA pilots were grounded in early 2019.

Aviation experts are divided over the license scandal. Khan said the grounding of the pilots was aimed at making the Pakistani airline industry credible and that it would also dispel global concerns surrounding PIA.

"The institution has reached the point of moral bankruptcy, not financial. Pakistan now has a choice to make whether to keep or alter its reputation for crashes. I think reforms are a good idea and that the institution needs to be fixed through proposed reforms," Shahzad Chaudhary, a retired vice air force marshal, told DW.

"Losing people's lives is far worse than losing a temporary image before institutional reforms. There is a lack of induction, lack of trainings and lack of oversight in the PIA," Chaudhary added.

However, others see the purge as a global humiliation for Pakistan's aviation industry and doubt the promised reforms.

"This is the sweeping statement from the government and the list [of grounded pilots] issued by the government is doubtful. It has many mistakes and it will lead to disaster. People will not even think of boarding the PIA with fake license pilots flying the planes," said Ijaz Haroon, who was managing director of the airline until 2011.

"It is now an uphill task to revive the PIA. When the confidence level in the flying crew is lost, everything is lost. This move is going to be the last nail in the coffin," he added.

Doubt looms over pilot list

Khan said the list of pilots to be grounded had been sent to airlines and would also be available on the civil aviation website. He said all the airlines and clubs had been told that "these pilots shouldn't be allowed to fly anymore."

The Pakistan Air Line Pilots Association has challenged the authenticity of the list and asked the judiciary to probe the issue, citing distrust in a transparent government investigation.

"I have my doubts about the list and the way the government is dealing with it," said Haroon, calling for an independent judicial commission to investigate the matter.

A senior pilot who has been grounded over allegations of a fake license and declined to be named told DW: "The civil aviation authority has the right to issue the license after exams, but the list prepared by the government is full of blunders and was prepared in haste without knowing the consequences."

Having 19 years of flying experience, the pilot said he was shocked to see his name on the list. "I don't know what the government is going to do and I doubt their intention. Either they are going to privatize the national carrier or completely shut it down to acquire big hotels abroad," he told DW.

List tarnishes global reputation of Pakistani pilots

Pakistani former Prime Minister Shahid Khaqan Abbasi, also an aviation expert, told DW: "The premature sharing of the list is not a good step from the government. This is a serious matter and it should be investigated as 40% of our total pilots are dubious now. The government first issued the list without any investigation and only announced an investigation later."

Abassi added that the move has tarnished the image of Pakistani pilots worldwide, citing Turkish Airlines' decision to ground 16 Pakistani pilots because one of them was named on the list.

Vietnam's aviation authority announced on Monday it had grounded all Pakistani pilots working for Vietnamese airlines, adding that the Civil Aviation Authority of Vietnam (CAAV) is coordinating with Pakistani authorities to review the pilots' profiles.

Air transport bodies have expressed concerns over such a large number of pilots having dubious credentials and said they are seeking more information on the matter.

"We are following reports from Pakistan regarding fake pilot licenses, which are concerning and represent a serious lapse in the licensing and safety oversight by the aviation regulator," said a spokesman for the International Air Transport Association (IATA).

The European Union Aviation Safety Agency (EASA) stated, "We are investigating the matter but cannot comment further at this stage."

Successive governments in the past have tried to privatize and overhaul the loss-making carrier but failed due to political pressure. PIA, which has a fleet of 31 aircraft and 434 pilots, plunged into further financial woes as a result of frequent cancellations and mismanagement.

No, I expect him to do, but he needs time and support. He needs patience from people, afterall they gave the crooks 30 years to destroy them, and he needs the support of the Judiciary, which is not forth coming, as they are more crooked than the crooks. The one solution that should never be considered is to let people that destroyed them come back to power. If Kaptaan can't do it, I support the next best guy at that time. As long as I live, the family businesses will never my get support.

Tbh his track record is poor. I still like him over others but he really has not much to show for in the last 2.5 years. Promised alot but even simple measures like overhauling the judicial system, making government more transparent putting better checks and balances are not yet done. There is alot of tamasha and drama but actions speak louder than words.

The pia diabacle could be a perfect opportunity to take decisive action and make a difference, there is nothing to lose here, pia has been a mess for decades and airline industry is suffering everywhere. The government can clean house, make pia more efficient or it can just leave things as they are to status quo and hope they get better.

To me pia and caa are other organizations like the pcb where the same old recycled people work. If pia and caa had as much media coverage like pcb did we would find what utter garbage people are managing these institutes. It's hard to be not cynical about Pakistan's situation, but until Pakistanis wake up and realize nothing can be done.

I disagree-He cant reform the Judiciary without a 2/3 majority, you talk about transparency but dont give examples on what he has hid, the Sugar report was revealed in full and the PIA report was also released and quickly.

Pakistani pilots question government list of 'dubious' pilots

KARACHI, Pakistan (Reuters) - Pakistani airline pilots and their union have raised questions about a government list of 262 pilots with “dubious” credentials, saying it is full of discrepancies.

Aviation Minister Ghulam Sarwar Khan announced last week the grounding of 262 airline pilots suspected of dodging their exams, a move that caused global concern.

The minister said the pilots included 141 from Pakistan International Airlines (PIA), nine from Air Blue, 10 from Serene Airline, and 17 from Shaheen Airlines.

The PIA said the list showed discrepancies once the airlines received it. Thirty-six of the 141 had either retired or moved out, it said. Air Blue said seven of the pilots on the list no longer worked for the airline.

The pilots and their union have rejected the list and demanded a judicial investigation.

“We don’t have full details of the discrepancies with us,” said Abdul Sattar Khokhar, a spokesman at Pakistan’s civil aviation ministry. “The issue is being sorted out in consultation with airlines and civil aviation authorities.”

The Pakistan Airlines Pilots Association (PALPA) has also raised doubts about the list.

“It contains names of highly educated and qualified pilots who have passed all the tests,” its president, Chaudhry Salman, told Reuters. “We want a fair and impartial resolution to this matter.”

The action on the “dubious” licences was prompted by the preliminary report on an airliner crash in Karachi that killed 97 people last month. It found the plane’s pilots failed to follow standard procedures and disregarded alarms.

The European Union Air Safety Agency (EASA) has suspended the authorisation for Pakistan's national airline to operate in Europe for six months, the airline's spokesman said on Tuesday.

The move follows the grounding of 262 Pakistani pilots whose licences the country's aviation minister termed "dubious".

"EASA has temporarily suspended PIA's authorisation to operate to the EU member states for a period of six months effective July 1, 2020 with the right to appeal against this decision," a Pakistan International Airlines' statement said.

It added that PIA would discontinue all its flights to Europe temporarily.

Well-done to all concerned at PIA and aviation in Pakistan. Time to set a new low now.

All of Pakistan's institutions are full of clowns. These people need to be rinsed and replaced. I wish they can be indoctrinated like the Chinese and North Koreans so they learn to actually do their jobs rather than mess around and act like Chaudhrys

ISLAMABAD: Pilots and their union have raised questions about a government list of 262 pilots with “dubious” credentials, saying it is full of discrepancies.

“It contains names of highly educated and qualified pilots who have passed all the tests,” Pakistan Airlines Pilots Association (PALPA) President Chaudhry Salman told Reuters. “We want a fair and impartial resolution to this matter.”

Earlier addressing a news conference in Karachi, the PALPA president maintained that the list issued by government was baseless. “We reserve the right to file a defamation suit against the minister,” he added. “We aren’t protecting the 141 pilots but fighting a war for our survival.”

Salman further claimed that the aviation minister raised the issue because he wanted the divert attention from the May 22 air crash in Karachi.

He pointed out that minister’s allegations had put the jobs of the Pakistani pilots working across the world at risk.

After the minister’s revelation, international airlines have initiated investigations against Pakistani employees.

The head of the Civil Aviation Authority of Vietnam (CAAV) has ordered a suspension for all Pakistani pilots working for Vietnamese airlines.

Qatar Airways and Oman Air have also compiled lists of Pakistani pilots, engineers and ground-handling staff.

Abdul Sattar Khokhar, a spokesperson for the aviation ministry, said full details of the discrepancies were not available. “The issue is being sorted out in consultation with airlines and civil aviation authorities.”

Separately, the Islamabad High Court will hear a petition seeking Sarwar’s removal from the post of the aviation minister.

The petitioner, Advocate Tariq Asad, has contended that the minister falsely accused 262 pilots of having dubious credentials.

He added that the minister had made an irresponsible statement in the National Assembly and that was why he should be removed from his post.

The petitioner also demanded a judicial inquiry into the matter.

ISLAMABAD: The Islamabad High Court (IHC) on Wednesday reserved its verdict on whether or not to hear a petition seeking the removal of Aviation Minister Ghulam Sarwar Khan from his post following his remarks in the National Assembly about almost 40% of the country's pilots holding “dubious licenses”.

The decision was reserved by IHC Chief Justice Athar Minallah on a petition filed by advocate Tariq Asad, who said in the petition that due to the aviation minister’s remarks, Pakistan's image had suffered internationally. .

“Due to Ghulam Sarwar Khan’s remarks, PIA flights have been banned in Europe for six months. If someone’s degree was fake, the minister should have secretly taken action,” the petitioner stated.

Asad added that due to the minister’s comment’s, the country has become a laughing stock in the world.

The chief justice said that a detailed judgment over the matter will be issued later.

'Almost 40% PIA pilots have fake licenses'

The minister, while presenting the preliminary report of the PIA plane crash, had told the House that 40% of pilots in the country were flying aircraft with fake licenses.

“Pakistan has 860 active pilots, which includes PIA, Serene Air, Air Blue. The inquiry which was initiated in February 2019 showed that 262 pilots did not give the exam themselves and asked someone else to give it on their behalf,” the minister said, adding that the pilots did not have the proper flying experience either.

Following the minister’s comments, PIA said it had grounded 150 pilots with "dubious licenses", stating that those pilots who get their licenses verified will be allowed back on duty.

The spokesperson for the national carrier had added they have already dismissed six pilots with fake degrees.

PIA flights to Europe suspended for six months

The European Union Aviation Safety Agency (EASA) on Tuesday suspended PIA's air operations permit for a period of six months, the national carrier's spokesperson Abdullah Hafeez Khan said.

The suspension will take effect on July 1, at 12 noon UTC time, he said.

The EASA told PIA "it is still not sure" if all the remaining pilots are properly qualified, "and thus they have lost their confidence" in the airline, the spokesperson told AFP.

"PIA is in constant contact with the agency," he said, adding: "We are taking steps to address their concerns."

"It is hoped that the suspension will end soon due to the [remedial] steps taken by the government and the administration," the spokesperson said.

Every institution has been corrupted and destroyed, everyone is waiting for Kaptaan to fix them, if he doesn't then he is a failure but the crooks that destroyed are called competent and need to get brought back to power. Do you understand the logic?

This is my signature on PP now.

ISLAMABAD: Information minister Shibli Faraz on Wednesday announced the government's decision of a complete reform of the Civil Aviation Authority and said that the pilots whose credentials had been suspect "have already been removed" from service.

Addressing a press conference in Islamabad following a meeting of the federal cabinet, Faraz said that the prime minister "is committed to restoring the optimum functioning of institutions and in inculcating a culture of merit and transparency".

The minister said that a thorough review of the qualifications of the staff of all airlines operating within Pakistan will be ensured.

"PIA is an organisation that possesses a great history," Faraz said.

The information minister said that currently all pilots authorised to fly planes have had their qualifications checked and are "100% in the clear".

"Pilots with fake degrees will be dealt with impartially," he added.

Power projects discussed
Faraz said that in the cabinet meeting, approval for three hydropower projects was given.

"The promotion of alternative energy projects was discussed," he said, adding that the removal of any "obstacles" in the way of such projects was also discussed.

He said that with the installation of cheap power generation projects, expensive projects will no longer be needed.

Development work in provinces
The minister said that the provincial finance commission was also discussed with the prime minister instructing its activation.

"There will be indiscriminate development work in the provinces through the finance commission," Faraz said.

According to Radio Pakistan, a committee headed by Federal Minister of Economic Affairs Khusro Bakhtiar will "look into public sector projects to be undertaken on reduced costs and improved quality".

The committee will submit its report within 90 days.

'Minus-one' a diversionary tactic
Speaking of the opposition's demand for the premier to step down and for someone else from the PTI to take his place, Faraz said: "The minus-one [formula] is a brain child of the opposition. It is using such tactics to cover up its corruption."

"The opposition should think before saying such things and whether it will benefit the country," the minister said.

He demanded that the opposition parties "repent their sins and bring back the money looted from the country".

The minister said that in the past, no attention was paid to the power transmission system, and agreements were made for expensive power projects.

Faraz also criticised the opposition for "creating uncertainty" about the government's coronavirus response.

He rejected the notion that the government coalition has been weakened and insisted that the PTI allies "stand with the government".

The information minister said that Prime Minister Imran Khan "has no business of his own".

"Those who came on motorcycles and went on to build palaces, what about their cases?" he questioned.

Speaking of Bilawal Bhutto Zardari in particular, he said that the PPP chairman "is not familiar with the ups and downs of politics".

"Imran Khan went from street to street for his political message," he added.

He said that the PPP "does not believe in merit and transparency in institutions" and that "numerous political recruitments have been made in the PIA in the past".

Faraz said that the opposition is only targeting the prime minister in retaliation for the government's actions against "mafias".

ISLAMABAD: The Islamabad High Court (IHC) on Wednesday dismissed a petition seeking action against the aviation minister for prima facie causing irreparable loss to professional pilots, the national flag carrier and the state and people of Pakistan by alleging irregularities in their credentials.

The court said it would show restraint to intervene into the matter keeping in mind that both houses of parliament as well as the prime minister and the federal cabinet would not hesitate to proceed against Aviation Minister Ghulam Sarwar Khan and the Civil Aviation Authority if the latter were found involved, in any manner, to have caused harm to the interests of the state or the reputation of professional pilots and the national flag carrier.

While presenting a report on the PIA plane crash investigations in the National Assembly, Minister Khan recently blamed human error for most of the air crash incidents during the last one decade in Pakistan. The minister then blamed 150 pilots, including those belonging to PIA, for faking their results and obtaining dubious licences from the Civil Aviation Authority. Subsequently, Pakistani pilots and airlines suffered credibility crisis across the world.

Expects parliament, PM to take action if cabinet member caused harm to state

While dismissing the petition seeking action against the aviation minister, IHC Chief Justice Athar Minallah observed: “The Senate, National Assembly, the Prime Minister of Pakistan and members of the cabinet are not only empowered but it is their constitutional duty to hold a member accountable if the latter is found to have violated his oath or his/her acts or omissions have prejudiced the interests of the people of Pakistan or the State.

“There is no reason for this court to doubt that the Prime Minister and other members of the cabinet would not be aware of the sensitivity of the matter and its serious implications for the image of Pakistan, the reputation of professional pilots and the national carrier, which in the past was acknowledged as one of the best in the aviation industry worldwide.

“Moreover, it can also not be assumed that the Senate or the National Assembly would fail in its constitutional duty under sub article (6) of Article 91 of the Constitution to hold a minister accountable.

“This court is confident that the Prime Minister and members of the cabinet will not hesitate in proceeding against a minister or the regulator if the latter are found involved, in any manner, to have caused harm to the interests of the State or the reputation of professional pilots and the national flag carrier.”

With this in mind, the court said it would show restraint to intervene into the matter, “because intervention in the matter would amount to bypassing the scheme of accountability of a member of the cabinet prescribed under the Constitution and undermine the principle of collective accountability of the cabinet”.

It elaborated that the court would definitely not be justified to assume that the PM and members of the cabinet would ignore or fail to take appropriate action on the basis of the principle of collective responsibility, if the acts and omissions of aviation minister Khan were in any manner found to have harmed the reputation of the national flag carrier and the professional pilots licensed by Civil Aviation Authority, whether rendering services in Pakistan or abroad.

Previous govts issued numerous licenses to pilots without considering merit: Zaidi

(Karachi) Federal Minister Ali Zaidi has said that numerous licenses were issued to pilots during 2010 to 2018 without considering merit.

Addressing a press briefing along with Information Minister Shibli Faraz and SAPM on Accountability Shehzad Akbar, he said that all the licenses issued to pilots during the said period turned out to be "dubious".

He said the PIA has been facing numerous issues and downfall since the last few years. He added the PTI-led government is striving hard to bring the national flag carrier's lost glory back.

Zaidi maintained that PIA will be cleansed of all the corrupt and fake staff to make it one of the top airlines in the world.

The minister highlighted that within 10 years, PIA collapsed while private businesses of the rulers increased manifold. "Politicians are behind destruction of our state institutions," Zaidi remarked.

He revealed that PML-N leader Mushahidullah had recruited his family members and friends in different departments of the PIA. "After investigations, 54 such staff members were grounded."

He mentioned that 4,000 pilots with "dubious licenses are flying aircraft in India. "The government's first priority is the safety of people and we will not compromise on it," he stated.

Speaking on the occasion, Shehzad Akbar said that the PM has directed the Civil Aviation Authority to complete investigations at the earliest.

"There is need to bring accountability in the institutions for running affairs in a transparent manner," he said.

He said the present government will not hide facts from the people and bring the corrupt mafia to light.
