KARACHI: A joint meeting of representative media organizations including All Pakistan Newspapers Society (APNS), Pakistan Broadcasters Association (PBA), Council of Pakistan Newspaper Editors (CPNE), Pakistan Federal Union of Journalists (PFUJ, Barna Group), PFUJ (Dastoor Group) and Association of Electronic Media Editors and News Directors (AEMEND) have totally rejected the proposed Pakistan Media Development Authority (PMDA) Ordinance 2021 and termed the concept an unconstitutional and draconian law aimed against freedom of press and expression and step towards imposing the state control to regulate the establishment as well as operation of all segments of media.

The joint meeting was of the unanimous opinion that the proposed PMDA is intended to hinder media freedoms and take control over the media by the top information bureaucracy. The concept is an attempt to tighten federal government hold over the media through one draconian authority, ignoring the fact that print, digital and electronic media are separate entities each with their own defined features and respective regulatory laws. The move appears as an extension of now defunct Press and Publications Ordinance 1963 (PPO) of Ayub Khan era to all media platforms with regimental provisions to take over the independent and free media. This has no place in a democratically-elected dispensation, stated the joint declaration.

The joint meeting decided to resist the establishment of PMDA at all levels including legal recourse, protest measures and advertising campaigns to educate the public against this blatant attempt to subjugate and control the media and curtail peoples’ right to know.

The meeting decided to form a Joint Action Committee of APNS, PBA, CPNE, PFUJ & AEMEND to decide further actions and seek support from political parties, bar associations, human right organizations and other segments of the civil society to oppose the proposed attack on media and urged upon the federal government to immediately withdraw the proposal.

It may be mentioned that Pakistan Bar Council and Human Right Commission of Pakistan (HRCP) and the PFUJ the other day had also rejected the proposed PMDA. “The proposed law is draconian in scope and devastating in its impact on the constitutional principles and guarantees for freedom of expression, media freedoms, and the right to information as well as the profession of journalism,” they said in a joint statement.

It's a very tricky question to answer in a country which is increasingly less tolerant of dissenting views (not political views, but views relating to state ideology and the role of the military in governance). The country's close relationship with China is a huge existential concern, arguably the biggest in the nation's history. Crackdown on dissent has gotten draconian since that relationship has become more entwined over the past few years.

If the press is allowed to report the honest and truthful news then I am all for it.

Tarar rules out unilateral legislation for establishment of Digital Media Authority​

Minister for Information and Broadcasting Attaullah Tarar said on Monday that the government had no intention of unilateral legislation regarding the establishment of Digital Media Authority in the country.

“All journalist organizations and press clubs will be taken into confidence on the matter”, Attaullah Tarar said while talking to a delegation of National Press Club( NPC) Islamabad which met him here.

The minister assured the NPC delegation that health insurance scheme for journalists would be started soon.

Attaullah Tarar said that necessary steps would be taken for the construction of the permanent building of the NPC and the improvement of the existing building.

The minister assured that provision of annual grant for NPC will be ensured.

The government was well aware of the problems of the administration of the National Press Club regarding the improvement of the National Press Club, he remarked.

The Government intended to ensure continuous grant provision to NPC, he said adding he will meet the finance minister and discuss the issue of annual grant allocation for the press club in the financial budget.

President Azhar Jatoi said that the government should solve the problems of the press club on priority basis. He said that journalists were facing many challenges in the present era.

Acting Secretary NPC Aun Shirazi said Media Town Phase II was very important for the journalistic community of Rawalpindi and Islamabad.

Shirazi said making government advertisements subject to timely payment workers salary will be a major step.
Principal Information Officer Mobasher Hassan was also present in the meeting.

Besides, President NPC Azhar Jatoi, Acting Secretary Aun Shirazi, Secretary Finance Waqar Abbasi also attended the meeting. Members of the governing body of NPC were also present in the meeting.

SHC allows reporters to cover court proceedings

As per details, the court issued a stay on the notification issued by Pakistan Electronic Media Regulatory Authority (Pemra) that imposed restrictions on court reporting.

The Sindh High Court has also issued notices to Pemra, the Ministry of Information, and others, seeking a response by June 6.

Advocate Abdul Moiz Jaferi argued that Pemra has no authority to issue such directives, and it is the judiciary’s prerogative to decide what can be reported and what not.

Chief Justice SHC Ahmed Ali Sheikh remarked that court reporters should also show responsibility in their reporting, as certain remarks sometimes can create a wrong impression.

At this, the court adjourned the case until June 6 for further hearing.

In his budget speech on the National Assembly floor, Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb said that in the first phase, there will be health insurance for 5,000 journalists, media, and workers across the country.

The finance minister said that in the second phase, 10,000 journalists will be provided with the basic right to health.

Muhammad Aurangzeb also proposed a standard sales tax rate of 18 percent on various items.

The government proposed to increase import duties on luxury cars worth over $50,000. The budget proposal also asked the House to increase the import duty on steel and paper products. The 18 percent sales tax would be applied on mobile phones, copper, coal, paper, and plastic scrap, as per the budget proposals.

Muhammad Aurangzeb presented Pakistan’s budget for the fiscal year 2024-25 with a total outlay of Rs18 trillion.

The National Assembly (NA) session began with recitation of the Holy Quran followed by the national anthem. Prime Minister Shehbaz Sharif is also in attendance.

At the outset of his speech, Finance Minister Aurangzeb said that PM Shehbaz Sharif and his team should be congratulated over his efforts in past one year to revive economy. He vowed that Pakistan will soon be on the path of inclusive and sustainable economic growth.

The finance minister announced a 101 per cent increase in the development budget, noting that 81pc has been allocated for ongoing schemes and 19pc for new schemes.

He also announced development projects in Azad Kashmir and merged districts, adding that completion of ongoing development projects will be government’s top priority. “The government would focus on export, equity, empowerment, environment, and energy under the 5-E framework,” he added.

The government has allocated Rs5 billion allocated for the Quaid-e-Azam Health Tower in Islamabad, Rs7bn for development projects in the poorest districts, Rs6bn for the Karakoram Highway project, Rs4bn for digitalisation of the national economy, Rs2bn for the establishment of Danish school in Islamabad and Rs5bn for the establishment of 7 Danish schools in Azad Kashmir and Gilgit-Baltistan.
