Prime Minister Imran Khan on Wednesday launched an ambitious social safety and poverty alleviation programme for the welfare of the public.

Speaking at a ceremony in Islamabad to kick off the programme, named 'Ehsas' (compassion), the premier said the first change that would be brought under the poverty alleviation plan would be amending Article 38(D) of the Constitution which included a clause regarding providing people with food, shelter, clothing, education and taking care of their health.

But the provision in its current form is only a policy recommendation, Khan noted, saying that the government would need to bring an amendment in the Constitution and make it a "fundamental right" so the state can guarantee these five things to the people of Pakistan.

"This is the first step, it is a difficult task," the premier said, adding that the government was putting the pressure on itself so that anyone will be able to go to the courts and say that this is their fundamental right.

Khan said under the programme, the money spent on underprivileged segments of society would be increased by Rs80 billion, and further by Rs120bn by 2020.

"No government has so far spent so much money on poverty alleviation," the premier claimed.

'One-window operation'

He announced that a new ministry for social protection and poverty alleviation was being set up which would work on the coordination of the programme's implementation throughout Pakistan.

The move is aimed at bringing all organisations that are working on helping the poor under one umbrella, Khan said, noting that until now different groups were functioning separately without any coordination between their efforts.

The prime minister announced that in the first phase, a database would be set up by December under which the government will know about people's income levels as well as how many indigent citizens were residing in each area.

"Once this data comes, we will coordinate all the organisations from one place," he said.

Khan added that everything will be made computerised using information technology and they would know which organisation is helping poor people in which area.

"We will run the poverty alleviation campaign in the country from one place," he said, adding that people from one area would be served under a "one-window operation".

Prime Minister Khan revealed that the government was conducting a new survey — which would be completed by December — on the basis of which people would be given financial aid. Until then, money will be distributed on the basis of a previous survey.

'Tahafuz' programme

Khan also announced that nearly 5.7 million women will be given savings accounts and mobile phones through which they will be able to access their bank accounts.

"This will be the most transparent way to give them their money," he said, adding that the cash transfers to the women will be increased from Rs5,000 to Rs5,500.

Additionally, 500 digital hubs were being created in tehsils where the prime minister said poor people could go to access their bank accounts as well as to look for jobs.

"We will not just give them money, we will give them opportunities so that they can improve their lives," Khan emphasised.

The premier then announced the 'Tahafuz' (protection) programme which would help people in difficult times by providing them with legal aid.

Once legislation regarding the programme is completed, Khan said, call centres will be set up to provide legal assistance to people as well as grants to children who want to study.

In addition, anyone who does not already have the Insaf health card will be able to call the Tahafuz programme office and the money will be organised for them.

Widows without any source of income will also be in the database and assisted by the programme, the premier said.

While on the subject of social safety, Prime Minister Khan disclosed that the government was not spending any money on the shelter homes it had set up in Lahore, Islamabad, Rawalpindi and Peshawar, as people were coming forward themselves and donating money.

"It is the first time that such a programme is coming to Pakistan. You will remember the day we launched this programme the day [Pakistan] becomes a great country," he said with confidence.

The premier said that street children would be assisted through public-private partnerships as will be transgender persons who often suffer maltreatment in the society.

Additionally, a "movement" for children forced to work under bonded labour would be started and daily wage workers would also be facilitated through the Tahafuz programme.

He announced that Bait-ul-Maal would be funded to build homes for 10,000 orphan children in the next four years.

Terming stunted growth a "big issue" for Pakistan, the prime minister said a set of nine policies has been created to address nutrition problems. He also highlighted the need for the provision of deworming, iron, folic acid, as well as anemia supplements at basic health units.

He announced that for the first time a "multi-sectoral nutrition coordination body" will be constituted at the Prime Minister's Office.

In connection with this, he said the government had decided to start an experiment, starting with Islamabad and Lahore, to regulate the quality of milk and to ensure the availability of the right milk for everyone.

Khan said women in villages needed to be provided with goats so that they and their children can have access to milk, as well as with desi chickens.

"Many people in cities don't have an idea [but] this is a tried and tested model in the whole world," the prime minister said, stressing that in order to provide poor people nutrition and increase their earnings they should be provided with goats and chickens.

Additionally, he said women in villages will be provided seeds to grow vegetables to eat and to sell. He said edible oil companies will be asked to give them seed packages as well.

"These are the small things that make a big difference," he told an exuberant audience.

"The things I am telling you are cheap things. A country that doesn't have money uses their brain," the premier added.

He also promised that persons with disabilities would be given facilities such as special sticks, wheelchairs, crutches and whatever equipment they may require.

He announced that 20 centres would be opened for persons with disabilities in the underdeveloped districts.

Not questioning his sincerity at all. Just don't think he'll be able to deliver all that he has promised.
 
For someone that criticised Bhutto's socialism, IK sure says a lot of socialistic things - not that I'm against it of course.

Good to see the foundations of a proper welfare state emerge, though I wonder how they're going to create this massive government database of low income citizens.

This was the model used in this region for years. People didn't really have disposable income, but they didn't really die of hunger.

The problem was smaller farmers or people below the poverty line were entrapped in social customs. In order to get your daughter married, a poor farmer needed to take a loan. That loan would never end and then generations would get entrapped in slavery. Have seen this first hand so I know what I'm talking about.

Also with the neo-capitalism effecting the roots of traditional culture, such measures became too small. Smaller farmers who owned the land sold their agricultural land or even worse, sold the surface soil and then tried to live off the money with whatever was left. Families having one or two young boys abroad changed the dynamics too; all of a sudden you had a neighbor who could buy cars while you were still living measely.

You can't eradicate poverty until you eradicate the mindset that has led people into poverty. That's why you need ideas to impact and change the total thought processes of society. The state has to help, educate, and create a culture that ensures that people stop looking into their neighbors and then work on things properly.

You can provide means to survive with this but you cannot eradicate poverty like this (it necessarily only means having fewer resources than your needs/demands without going too much into the detail of financial depreviation of basic human necessities)

The difference here is that Bhutto was a fraud and a mental midget who was an autocrat to boot. His ideas and policies to cater to the poor were short sighted and unsustainable. Enmasse recruitment of jiyalas in state institutions and nationalization of industries are the two biggest crimes anyone has committed against people and state of Pakistan.

This is something to applaud and adopt everywhere if it’s a success. I have heard a lot about ehsaas and how it’s working at the grass roots.

I remember an indian movie with a similar concept. You help one and ask that person to help another three!!!

Shanti Bhavan organisation in india works similarly. They educate one from a poor family and expect that person to take a job and help his family and society

Hope Pakistan can also be polio free soon !!!

I don’t think Imran Khan is a socialist. At best, he is a social democrat. Social democracy is basically a lot of socialist policies within a capitalist/market economy.

When IK talks about socialism, he often points to the Scandinavian nations which are actually social democracies and not socialists like Venezuela.

After reducing the budget of the Higher Education Commission and increasing the fees of government universities, he is now dreaming of giving it back through scholarships.

How on earth is he going to afford 50,000 scholarships per yer? Calling this an ambitious project is an understatement - he is making castles in the air.

This 50,000 per year figure will fall flat like the two million jobs and 200,000 houses per year objective that PTI launched last year.

Since then, thousands of people have lost their jobs and hardly a single residential unit has been built, with Fawad Chaudhry stating last month that “the public should not look towards the government for jobs”.

Forget 50,000. It will be a miracle if even 500 scholarships are provided per year. Imran Khan is only fooling his bind followers with this drama.

He is in a league of his own when it comes to making tall claims that backfire in spectacular fashion.

Nothing wrong in setting ambitious targets - he has a record of completing career landmarks that soothsayers, like yourself, would have said were unachievable.
He will do the absolute best that he can and one thing is guaranteed the money for these projects won’t be siphoned off for him to purchase multi million pound properties overseas.

You have to be a special type of loser to oppose scholarships for students.
 
My only issue is the upper limit of 50,000 students a year. Heck every single student who meets the merit and belongs to a poor family should be eligible to apply. An educated nation won't need to resort to begging to build roads. This is something the patwaris and jiyalas will not understand because their leaders have purposefully kept them dumb and aloof. Some of them even work in government hospitals, may Allah protect their patients.

Students got the free laptops, but they are not getting the 50,000 scholarships just like they didn’t get the 2 million jobs and 200,000 houses that were promised last year.
 
Prime Minister Imran Khan on Friday launched the Ehsaas Kafaalat Programme under which seven million poverty-stricken women across the country would get a monthly stipend of Rs2,000 each through a foolproof and biometric-enabled cash disbursal mechanism.

“The foundation of a welfare state is being laid here. We have now started moving towards a welfare state. Soon, it will turn into the Pakistan of Quaid-e-Azam and Allama Iqbal,” Prime Minister Imran said while addressing the launching ceremony of the programme.

The ceremony marked the distribution of Kafaalat cards among the poorest women who sat beside the prime minister at the venue as per his own desire and what the event moderator Senator Faisal Javed said were the only VVIPs of the event.

Special Assistant to Prime Minister (SAPM) on Social Protection and Poverty Alleviation Dr Sania Nishtar, SAPM on Information and Broadcasting Dr Firdous Ashiq Awan, other cabinet members, parliamentarians, diplomats and people from cross sections of the society attended the event.

PM Imran said, “We will change it [state of affairs], that’s the meaning of Naya Pakistan, where we’ll take responsibility for the lower-class group.”

Imran said, “There’s a huge number of people who undergo challenges, who face difficulties in feeding their children. Setting up this system was necessary for the money to go to them.”

When people do not have money to get the required medical treatment, that, he said, was the “biggest crime of society”.

“Where a man is in pain, his children are in pain, his mother is in pain, when there’s sickness in a poor family, it becomes an even bigger challenge as they already face difficulties in feeding themselves. The entire family takes a hit,” he said.

Under the programme, each beneficiary woman would get a bank account and smart phone as part of the initiative to empower women through their formal interaction with the economy and digital inclusion.

“The smart phones would help educate the children of the poor women from their childhood. This will bring about a new revolution,” the prime minister remarked.

He said seven million women would benefit from the scheme while another six million families had already been given health insurance cards which was the biggest achievement of the current government.

He said within fortnight, the government would launch another programme under the Ehsaas umbrella, to transfer assets to the poor women like cows, hens or others to help them earn their livelihood.

The prime minister congratulated Dr Sania Nishtar for successfully launching the scheme amid immense pressure from the government, which desired to utilise Rs200 billion allocated for its anti-poverty initiative without any delay.

Imran lauded Sania for developing a system based on data analytics to ensure that the government’s assistance reached only the deserving citizens, not the rich ones, as the government had recently detected and delisted over 800,000 ineligible people who had been receiving the cash assistance, despite having government job, cars and done foreign visits.

The prime minister said no anti-poverty initiative could meet success unless it was transparent. He said the beneficiaries of the Kafaalat programme would also be able to benefit from government’s upcoming ration scheme and other initiatives.

He said the initiatives, including the student scholarship, youth skill training and start-ups loan programme, were solely aimed at uplifting the poor people in true pursuance of the golden principles of the State of Madina.

In her presentation, Dr Sania drew a comparison between Kafaalat and Benazir Income Support Programme, saying the former featured a 10-year old database, multiple quarterly payment systems, paper-based surveys and sole source contracted banks.

Contrarily, the Kafaalat programme would provide monthly assistance through a fully biometric system on point of sales agents with secure gadgets, biometric ATMs and designated bank branches. The beneficiaries had been identified through a door-to-door digital survey plus data analytics, desk and web surveys.

Contrary to BISP, the Kafaalat beneficiaries would be able to avail all the Ehsaas graduation opportunities. However, all existing eligible beneficiaries of the BISP would continue to be part of Ehsaas Kafaalat Programme.

“For the first time, the poor people would be able to get government assistance on demand as they would not have to wait for 10 years to enlist themselves in the poverty survey, rather they could get themselves registered any time at the NADRA Desk Registration Centres to be established in each tehsil,” said the SAPM.

She said enrolment of one million families in 70 districts had been initiated and that they would start receiving stipend from February or March this year.

Other districts would be added by end of the year while more beneficiaries would be included through desk registration over the course of the year, she added.

Dr Sania said under the Ehsaas Governance and Integrity Policy, maximum measures were being taken to ensure transparency in the programme through true implementation of the whistleblower law, audit and data usage.

“Contrary to the previous governments, the prime minister has taken a bold decision of replacing his photo on Kafaalat Card with that of Quaid-e-Azam and resolved to eliminate corruption and political interventions from the social protection initiatives.”

‘A step towards welfare state’

Earlier in the day, Special Assistant to the Prime Minister on Information and Broadcasting Dr Firdous Ashiq Awan said the scheme is a step towards the realisation of the goal of welfare state.

In a tweet, she said this step was reflective of Prime Minister Imran’s vision of “one woman, one account”, which would prove a milestone in efforts aimed at women empowerment.

Good effort towards the common people. Govt should also keep an eye for any mishandling in the implementation. What I saw in third world countries is that, though the govt takes steps towards eradication of poverty and upliftment of society, its the middle men who diverts the funds from the target audience. Govt can't be blamed here but they have the power to take actions and hence, should be watchful with feedback from the ground also.

None the less, great effort. Hope people will benefit from it.
 
This is a great initiative and the hope is that it helps those in most need and stays corruption free. As we saw with the BISP, where a good idea was corrupted to pay PPP workers and was looted to the tune of billions taken from the most vulnerable.

Distribution of coronavirus relief funds under Ehsaas Programme to begin tomorrow

Prime Minister Imran Khan on Wednesday announced that the distribution of relief funds under the Ehsaas Programme to families affected by the coronavirus lockdown will begin tomorrow (Thursday).

"Around 17,000 points have been identified for cash distribution," said the premier.

According to Dr Sania Nishtar, who is incharge of the programme, 1.2 million families will get Rs12,000.

"Funds distribution will be done on the basis of biometric verification," she said, explaining that this way no one will be able take advantage of funds allocated for someone else, such as if there had been a card system.

An SMS can be sent to 8171 containing the 13-digit National Identity Card number, said Dr Nishtar. This will let a family know if they are eligible for the payment.

I'm severely impressed with the process. Dr. Sania Nishtar put up a 20 min video on her Twitter and explained the entire process end to end, as to how potential beneficiaries are selected/identified and then how data is analyzed and then how the cash is released. Never thought Pakistani governance would reach this level of efficiency.

SMS to register for Ehsaas Cash Programme made free: PTA

The Pakistan Telecommunication Authority (PTA) has said that all short message services (SMSs) sent to 8171 to register for the Ehsaas Cash Programme have been made free from tomorrow.

A statement from PTA said the decision is being taken to facilitate people who have zero balance but need to register for the cash disbursement programme aimed at providing relief amid the coronavirus pandemic.
 
The government on Thursday started distributing coronavirus relief funds to the needy, which was a much awaited step by the affectees of the lockdown.

According to Dr Sania Nishtar, who is in charge of the programme, 12 million families will get Rs12,000 each under the initiative. A budget of Rs144 billion was approved for the plan, according to Dr Nishtar.

The families will be given Rs12,000 cash after biometric verification through 18,065 sale points or retail shops of Habib Bank Limited and Bank Al-Falah across the country.

In a tweet Dr Nishtar said: "Even in remotest & most conservative parts of country, women are actively participating to collect Rs.12,000, which are being given to them as part of Govt of Pakistan’s #EhsaasEmergencyCash program, which is a response to #COVID19 induced economic fallout for most disadvantaged."

She also praised the Khyber Pakhtunkhwa government for their efficient arrangements for the people who arrived to receive the funds.

"Government of Khyber Pakhtunkhwa has made excellent arrangements for the disbursement of the #EhsaasEmergencyCash," she said.

In an earlier breakdown, Dr Nishtar had said the daily wage earners affected by the pandemic were the government’s top priority.

“The affectees were put into three categories — 4.5 million existing Ehsaas Kafaalat beneficiaries, all of whom were women, 3 million affectees to be identified through the national socioeconomic database, and around 2.5 million to be identified through the Ehsaas SMS route.”

Eligibility for the second category, the special assistant added, would be "relaxed upwards" as the people who previously earned up to Rs20,000 and "have now suffered economic shock and are without livelihood would be helped".

These people were not currently enrolled in the database, she clarified.

She had added that data analytics would be used to ensure that the system was "not abused".

ISLAMABAD: Prime Minister Imran Khan on Thursday formally launched the Rs144 billion Ehsaas Relief Programme and a sum of Rs50bn was given to banks for distribution of Rs12,000 four-month stipend among the families of poor and daily-wage earners who have been hit hard by the lockdown across the country due to coronavirus.

On the first day of cash distribution, 40 million people [out of 120m] received text messages (SMS) for collection of the amount from 17,000 branches of two designated banks — Habib Bank Limited and Bank Al-Falah — and 3,000 camp sites established with the assistance of the provincial governments.

“Today Prime Minister Imran Khan formally launched Ehsaas cash emergency programme to provide Rs12,000 to 12m families and for that Rs144bn has been allocated,” Special Assistant to the Prime Min*ister (SAPM) on Information Dr Firdous Ashiq Awan said at a press conference.

Besides this, she added, an amount of Rs2.5bn as Ramazan package for the poor had been given to the Utility Stores Corporation (USC) for providing 19 consumer items at subsidised rates.

The package last year was Rs1.5bn for subsidy on five essential items.

Meanwhile, SAPM on Social Welfare Dr Sania Nishtar, who is supervising the Ehsaas cash distribution programme, told Dawn that her department had given Rs49.2bn to the banks for distribution of Rs12,000 each for four months among poor families. “However, I am not aware how many people obtained cash from banks on the first day [Thursday] as data in this regard will be shared by the banks from today [Friday],” she added.

Dr Nishtar said that although the government had planned to complete the cash distribution process in two-and-a-half weeks, it might prolong because the process depended till what time people would draw the cash from the banks. “Thus the whole process may take three to four weeks to complete,” she added.

Responding to a question about the concern expressed by some provinces that 17,000 branches of banks are insufficient to cater for 120 million people and a chaos-like situation may create outside the banks when people will throng cash distribution points, the SAPM said necessary measures were being taken to avoid people’s clusters outside the banks and provide them proper coronavirus preventive facilities like masks, hand washing, chairs for sitting with specific distance, disinfection, etc.

“We are giving staggered payments to the eligible people. For instance, out of all deserving people of an area/bank, only 20 per cent of them are called in a day for cash withdrawal to avoid crowed,” she added.

Besides branches of banks, Dr Nishtar said, 3,000 camps were being established all over the country with the help of the provincial governments and each camp had several booths for cash collection. “For example, a school, which has been turned into a camp, has 10 different booths for payments,” she added.

At the press conference with USC Managing Director Umar Lodhi, SAPM Awan said the focus of government policies was on providing relief to the general public, especially the poor and deserving segments of society, adding that the present government would stand by the masses during this difficult juncture.

She said the government was taking maximum steps to control the spread of coronavirus in the country with the assistance of the provincial governments and other stakeholders.

Dr Awan said that earlier subsidy had been given on five items under the Ramazan relief package, but now 19 items would be available at utility stores on discounted rates. She said the Rs2.5bn package could be increased to Rs7bn as per requirement.

She said that under the prime minister’s relief package, Rs10bn had been allocated for the USC to ensure availability of daily-use items at affordable rates.

Replying to a question, she said a PM’s Corona Welfare Fund was being launched to look after the vulnerable segments of society.

She said government policies were being reviewed regularly at meetings of the National Coordination Committee, headed by the prime minister, and strategy for relief could be modified when deemed necessary.

Khairpur police arrest 2 people for mishandling funds at cash centres

Two people have been arrested in Khairpur after police received complaints that staff at some Kifalat centres was handing out half the amount pledged by the federal government under Ehsaas Emergency Cash Programme.

Senior Superintendent of Police Umar Tufail said that a case has been registered against three people. One person is on the run, he added.

Woman dies as chaos rules cash distribution centres

A septuagenarian woman waiting for cash handouts died outside a school in Multan, while poor arrangements at Ehsaas programme disbursement centres in Faisalabad and Dera Ghazi Khan left several women injured on Friday.

While people present outside M.A. Jinnah School in Qasimpur Colony said Naziran Bibi, 70, lost her life due to chaos caused by a huge influx of people, the administration and police claimed that the woman died of cardiac arrest and poor health condition.

Special Assistant to the Prime Minister on Poverty Alleviation Dr. Sania Nishtar has asked all deserving people who are sending SMS on 8171 for cash grant not to rush for payment before the final response of payment date.

In a video message, she said, after scrutiny and confirmation of eligibility, the deserving person receives the message with date of payment from 8171.

Face identification to also be used in Ehsaas programme: Awan

Special Assistant to the Prime Minister on Information and Broadcasting Dr Firdous Ashiq Awan said that in order to address technical difficulties being faced under the Ehsaas programme, face identification will also be used alongside biometric verification to distribute cash to those in need.

Speaking to the media in Sialkot, the PM's aide said: "The government will take all those measures to ease the difficulties being faced by the people during this pandemic."
 
Special Assistant to Prime Minister on Social Protection and Poverty Alleviation Dr Sania Nishtar says more than 1.774 million families have benefited from Ehsaas Emergency Cash Relief Program so far.

In a media briefing at Ehsaas Call Center in Islamabad on Sunday, she said 22.46 billion rupees have been disbursed as yet in this regard.

She said the people who are eligible or not are informed through SMS. The eligible persons are further informed in another SMS in ten days' time about the date and cash point of receiving payment.

The Special Assistant said the people who are receiving any kind of salary for job should not apply for this facility as this is aimed at daily wagers only who have lost their livelihoods due to lockdown.

The Special Assistant said strict action is being taken against unscrupulous elements involved in deducting amounts from this cash.

She said transparency and merit is being ensured in processing the applications. She advised people to visit cash points only after they are advised to do so.

Other than deducting Rs. 1000 per person the Sindh government is giving ration bags to some places in interior Sindh with cooking oil that expired back in 2006, yes 2006 that is not a typo. Some people have shown pictures of rice bags packaged in 2002.

Will the Ehsaas program for financial relief for the needy yield the desired results?

Seems like a good idea and from the stories we are hearing is proving to be of help but will it be the success that the PTI & PM Imran Khan are saying it will be?

PK govts have given billions to the corrupt Sugar, Power, Media and other mafias, its great to see the poor directly benefit a little for a change. It's not IK's money, it's the govt of PK's and it's heart warming to see relief given to the poor. Just imagine what could have been achieved if we had genuine, caring leaders like IK for the last 3 decades

Can you please give a sort code and account number on here because the numbers they gave last week could not be used on online banking in the UK through HSBC
 
They need to create a sort code and an account number in each country that local banks can accept. I spent ages on on chat to HSBC last week and at the end they gave some number that they said was the local number, for all I know it could the be someone's personal bank account, Surely it can't be difficult to give simple sort code and account number
