Prime Minister Imran Khan said on Wednesday that the provision of funds under Ehsaas Programme is purely made on the basis of merit and transparency is ensured throughout the process.

The premier made the remark during a meeting conducted to discuss the coronavirus situation with Pakistan Tehreek-e-Insaf (PTI) Parliamentary leader Halim Adil Shaikh at Sindh Assembly.

Shaikh informed the prime minister about the overall situation of coronavirus in Sindh and explained him about the problems faced by the people while battling out the pandemic in the province.

“We are thankful for the funds allocated by the federal government for Sindh under Ehsaas programme,” he said.

The provincial lawmaker also notified that youth around the province is excited to become a part of ‘Tiger Relief Force’ and would ensure active participation in collecting relief funds for the programme.

In response, PM Imran said that the efforts of youth in tackling the current situation posed by the coronavirus is praiseworthy, however, with grave public crisis, the country is also fighting with poverty and other economic setbacks.

“Political leadership should play a role in stimulating donations and reaching consensus,” the premier said, adding that the incumbent government is formulating policies to mitigate the adverse effects of coronavirus, especially for the disadvantaged segment of the society who is suffering the most due to the extended lockdowns.

According to Dr Sania Nishtar, who is incharge of the programme, 1.2 million families will get Rs12,000.

"Funds distribution will be done on the basis of biometric verification," she said, explaining that this way no one will be able take advantage of funds allocated for someone else, such as if there had been a card system.

An SMS can be sent to 8171 containing the 13-digit National Identity Card number, said Dr Nishtar. This will let a family know if they are eligible for the payment.

Prime Minister Imran Khan, in a meeting with SAPMs Sania Nishtar and Shehzad Akbar as well as Senator Faisal Javed, has lauded the Ehsaas Emergency Cash Programme for providing relief to impoverished people "on merit". He stressed on spreading awareness about the programme so that worthy people can get relief.

35 million Ehsaas cash applicants rejected after scrutiny

Special Assistant to the Prime Minister on Social Protection and Poverty Alleviation Dr Sania Nishtar on Thursday said an amount of Rs69 billion had been disbursed among 5.75 million deserving families under the first two categories of Ehsaas Emergency Cash Programme.

Addressing a press conference along with Pakistan Tehreek-e-Insaf leader Dr Shahbaz Gill, Dr Nishtar said 80% payment process under the first category of this programme had been completed, while payments for the second category (SMS beneficiaries) was under way at a fast pace.

She said around 35 million applicants were rejected after a scrutiny on the basis of different parameters like wealth profiling, poverty score database, Federal Board of Revenue (FBR) statistics and more than one family member applicants etc. “Over 89,000 computerized national identity cards (CNICs) failed in the process of verification,” she added.
Under the third category of Ehsaas Emergency Cash Programme, Dr Nishtar said the lists of beneficiaries were being finalised with the help of district administrations. “Our priority is to run this initiative in a transparent manner without any political interference, as per directives of Prime Minister Imran Khan to provide maximum relief to the deserving people,” she said.

“Strict action is being taken against those retailers involved in deduction from the Rs12,000 given to the beneficiaries,” she added. “Efforts are afoot to overcome the hurdles being faced by the applicants through their feedback and complaints.”

About the Ehsaas ration portal, Dr Nishtar told reporters that the portal had been opened to facilitate the private sector in providing food rations to the most vulnerable segments in the wake of the Covid-19 crisis.

“Through the portal, the role of government will be to facilitate match-making between donors and beneficiaries and provide data of eligible beneficiaries to the donors. It will enable philanthropists, charity organisations and other non-government organisations to reach out to deserving families and provide rations to poor segments of society transparently,” she said.

On the occasion, Dr Gill said regretted that the Sindh government was doing politics on Ehsaas programme as well as the prevailing health crisis in the country. “Dr Sania Nishtar is doing her best to ensure the merit-based cash disbursement in the programme,” he said.

He added that the Sindh government had also done politics on coronavirus testing kits and returned to the federal government after claiming that these were unworkable. “The same kits are being used by the National Institute of Health and are giving accurate results,” he said.

He also criticised those doctors, who, at a press conference, called for lockdown. “We cannot impose a strict lockdown, considering the fact that it would affect our poor people the most,” he said. He urged the Sindh government not to do politics on such matters.

Teenager arrested for stealing Ehsaas Programme funds in Sindh

The Dadu police claimed on Saturday to have solved the robbery case of an Ehsaas Programme retailer and arrested the suspect, who turned out to be the complainant himself.

A 16-year-old boy, Saqib, had informed the police about the robbery. According to his statement, he used to distribute cash among the needy under the Ehsaas Programme with his father, Abdul Majeed, from a cash counter at Raja General Store.

He informed the police that he had withdrawn Rs600,000 in cash from a local bank to distribute among people when he was stopped by two unidentified men riding a motorcycle, who snatched the money from him and fled from the spot.

The police had registered the case on Majeed’s behalf and launched the investigation.

However, the investigation, under the light of the complainant’s statement, witnesses and evidence, later revealed that it was not a robbery as reported, stated the police. Instead, Saqib himself had taken the funds.

According to the boy, he grew greedy upon withdrawing the money and decided to keep it for himself, coming up with the robbery story to cover up his actions.

The police arrested Saqib and recovered the cash from his house. Further investigations are underway.

Hammad Azhar announces proposed Rs75bn relief package for people who lost jobs due to lockdown

Minister for Industries Hmmad Azhar has announced that his ministry has proposed a relief package amounting to Rs75 billion for daily wagers, labourers and lower-income people who have lost their income due to the lockdown.

Addressing a press conference, he said that under the package, Rs12,000 will be doled out to 4-6 million families, which were not counted in the government's Emergency Cash Programme.

PM Imran launches 'second phase' of Ehsaas cash programme for those who lost jobs due to corona

Prime Minister Imran Khan has announced the launch of a web portal for the second phase of the Ehsaas cash programme.

Speaking at a ceremony in Islamabad he said that the second phase of this programme would benefit those who have lost their jobs because of the coronavirus pandemic. "They should go to this website and register themselves," he said, adding that those who registered would have to prove that they were working at some organisation and when lost their jobs.

US announces $7.5 million contribution for Ehsaas cash programme, malnourished children

US Ambassador Paul W. Jones has announced new American contribution of $7.5 million to support Pakistan's Ehsaas Emergency Cash Programme and for the provision of therapeutic food to children diagnosed with acute malnutrition.

In a video message shared by the US Embassy Islamabad on Twitter, Ambassador Jones announced $5m for the Ehsaas programme and $2.5m for the therapeutic food programme for malnourished children.

I don't think Imran Khan will wait till 2023, Imran Khan is going for midterm election as soon as this Coronavirus situation neutralizes and Senate Election happens which is end of this year...

Imran Khan will be coming with very close to 2/3 Majority Insha'Allah... Middle class people aren't too happy at the moment but they will vote for Imran Khan again if they have to choose between PPP and PML-N. Most people dont realize most of the votes comes from poor people and they are the one who decide who forms the government and Imran Khan is doing everything in his power to get them on his side.

Not sure if it would pan out that way but we need IK/PTI to get alot more seats in the next election cycle so that they can roll out the reform agenda without being blackmailed etc


Also IK needs to start thinking of a successor, he isn't getting any younger and won't be PM for more than two terms

8.5m families provided cash handouts under Ehsaas so far: Sania Nishtar

SAPM on Social Protection and Poverty Alleviation Dr Sania Nishtar has revealed that as many as 8.5 million needy families have been provided cash handouts under the government's flagship Ehsaas programme.

A total of Rs104 billion have been disbursed so far under the programme that has been running for five weeks now, she told a press conference.

She said the government is targeting families most in need of the help, including daily wagers and domestic workers who have lost their incomes.

Ehsaas will form the basis of a proper welfare state in the future and a future National health service. But lets ask Billoo the wadera to take over because democracy is the best revenge.

Why doesnt anybody in our corrupt media ask this charlatan what his mother and father did for Pakistan? I mean Khan isnt perfect but at least we have some real initiatives being setup that can change peoples lives..

then we have the sharifs who sell themselves as great providers of infrastructure but failed to create a proper working health system in Punjab.

Rs1329.4mn distributed under PM Ehsaas Kafalat program in district

RAWALPINDI: An amount of Rs 1329.4 million has so far been distributed in district Rawalpindi under Prime Minister Ehsaas Kafalat program.

According to the spokesperson of district administration, the administration has provided cash over Rs 24.70 million to 1706 persons during 24 hours while overall 1, 34445 persons had received Rs 1329.4 million in the district under the Ehsaas Kafalat programme.

He said that Ehsaas had initiated the cash stipend payments for providing instant relief to the daily wagers whose livelihoods were badly affected, adding that that a cash amount of Rs 12000 per head was being distributed among the deserving people in 26 cash distribution centres set up for Rawalpindi district including Tehsil Gujar Khan, Taxila, Murree, Kahuta, Kallar Syedan and Kotli Sattian.

She was the first Muslim women to be a prime minister. Regardless of her success that is a big deal.

KARACHI: A hand grenade attack near an Ehsaas Programme centre killed one and wounded seven on Friday, according to the Superintendent of Police Liaquatabad.

According to the SSP Liaquatabad, in the hand grenade attack, a Rangers officer was also wounded.

The attack caused damage to a Rangers’ vehicle parked nearby, said the policeman.

Those wounded in the attack include people who had gathered to withdraw cash under the programme.

Govt to include all families at LoC in Ehsas Program

Special Assistant to the Prime Minister for Poverty Alleviation and Social Security Dr Sania Nishtar has said that on the directive of the Prime Minister, all the families living in the vicinity of the Line of Control (LoC) will be included in the Ehsas Kifalat program.

Nishtar said that she for the first time the government has announced an unconditional package for all the families of an area, adding that all 138,285 families living in 219 villages on the LoC have been included in the Ehsas Cash program.

All the families living in the vicinity of the LoC will be included in the Ehsas Kifalat program on the special instructions of the Prime Minister and they will be paid Rs. 2000 per month. In addition, the women of these families will also be given Rs. 12,000 as Ehsas Emergency Cash.

She said that the federal cabinet has approved the entire package and allocated Rs 3 billion.

The Special Assistant to the Prime Minister for Social Security said that women living on the Line of Control (LoC) who have an ID card will be paid emergency cash immediately, while those women who do not possess an ID Card, 17 Ehsas centers will be set up in the LoC areas.

ISLAMABAD: Pakistan has disbursed Rs149.879 billion to at least 12,384,243 lockdown affectees under the Ehsaas Emergency Cash Programme.

The federal government had initiated the programme to distribute Rs12,000 among those affected by the coronavirus lockdown.

The payment process under different categories of the programme continued across the country.

According to the latest update received on July 6, a total of Rs67.156 billion had been disbursed to 5,547,709 deserving families in Punjab so far, while Rs44.902 billion have been disbursed among 3,723,230 families in Sindh.

Rs25.874 billion have been distributed among 2,131,284 beneficiaries in Khyber Pakhtunkhwa while more than Rs7.604 billion have been disbursed among 625,934 people in Balochistan.

In Azad Jammu and Kashmir, Rs2.473 billion have been distributed among 202,464 persons while Rs1.081 billion have been distributed to 88,429 people in Gilgit Baltistan.

An amount of Rs 0.787 billion had been disbursed among more than 65,193 beneficiaries in Islamabad.

It is important to mention here that an amount of Rs1.26 billion, among the total disbursement, was paid to the existing Kafalat beneficiaries.

Cabinet decides to launch second phase of Ehsaas Cash Emergency Programme

ISLAMABAD: The Federal Cabinet on Tuesday decided to launch the second phase of Ehsaas Cash Emergency Programme to mitigate the sufferings of weaker and vulnerable segments of the society.

Briefing news persons here about the decisions taken by the cabinet meeting chaired by Prime Minister Imran Khan, Minister for Information and Broadcasting Senator Shibli Faraz said in the first phase after imposition of lock down in the wake of coronavirus outbreak, Rs. 150 billion were disbursed among the deserving vulnerable families without any political discrimination in a transparent manner for which the Ehsaas programme had been commended internationally.

He said the prime minister directed Adviser for Finance Hafeez Shaikh for starting preparations for the second phase of the Ehsaas Emergency Cash programme so that the poor segments of the society could be provided financial assistance.

PM Imran says countries need to have 'combined strategy' to help vulnerable communities amid pandemic

Prime Minister Imran has underscored the need for countries to have a "combined strategy" to help vulnerable communities amid the Covid-19 pandemic.

Addressing a virtual summit of the International Labour Organisation, the premier outlined the steps Pakistan has taken so far to help those affected by the virus. "When we enforced a lockdown, the vulnerable people, labourers became unemployed and had no way to feed their families. We then came up with a 'smart lockdown' strategy."

"We also decided we needed to transfer cash to labourers. We set up a system for them to register with Ehsaas, our cash transfer system. Never before had so much cash been disbursed in Pakistan's history."
 
Scheme for welfare of mothers, newborns soon

ISLAMABAD: Prime Minister Imran Khan will launch a welfare initiative this month for improving health facilities for new-born babies and mothers.

The programme will be called Ehsaas Nash-o-Numa, according to the Prime Minister Office (PMO). Special Assistant to the Prime Minister (SAPM) on Poverty Alleviation Dr Sania Nishtar met Mr Khan on Monday for a briefing on the scheme.

“The prime minister will launch Ehsaas Nash-o-Numa programme within the next few weeks,” said an official handout issued by the PMO.

The programme aims to prevent stunting in children through the provision of specialised nutritious food to pregnant and lactating mothers and children under the age of 24 months, ensuring immunisation coverage and awareness creation with regard to hygiene, breastfeeding and sanitation.

Initially, the programme is commencing in nine districts where 31 Ehsaas Nash-o-Numa centres will be established at tehsil or district level health facilities. More details of the programme will be shared with the media in a couple of days.

Prime Minister Khan has been calling for better nutrition for the newborn and minors as the country is already suffering from stunted growth in which children remain short-heighted and physically weak.

Meanwhile, the first meeting of “PTI Woman Empowerment Committee” was held on Monday with MNA Zille Huma in the chair.

The meeting was attended, among others, by Parliamentary Secretary for Climate Change Rukhsana Naveed, MNA Uzma Riyaz Jadoon, Nusrat Wahid, Nuzhat Pathan, Media Adviser on Health and Social Development Adeela Khan, MPA Zeenat Bibi and President Women Wing Malakand region Farzana Javed.

The meeting deliberated on the legislative, administrative and other measures needed to ensure protection of the women rights, provision of education, quality healthcare and ensuring them equal opportunities in all the sphere of life as per party’s manifesto. The meeting also discussed critical issues such as honour killing, gender-based discrimination, domestic violence, crimes against women and loopholes in the existing system which are exploited to the disadvantage of women.

The committee noted that the goal of sustained and inclusive socio-economic development would remain elusive till the women of the country were provided with equal opportunities and a conducive environment to play their due role in nation building process.

“Pakistan Tehreek-i-Insaf is the only political party that provided the women of the country a platform to play proactive role in political sphere,” the head of the committee said while speaking on the occasion.

It was decided that a roadmap for legislative and administrative steps would be finalised on priority to ensure protection of rights of the women as per party’s manifesto. In this context, responsibilities were assigned to the members of the committee.

The SAPM also gave details about the Ehsaas cash programme, under which over Rs150 billion has so far been distributed among the poor and daily workers affected by the coronavirus crisis.

The prime minister directed Dr Sania to expand the scope of the cash programme to provide monetary assistance to those deserving people who have so far not been covered.

APP adds: The federal government had initiated the nationwide programme to disburse Rs12,000 each among those affected by the coronavirus lockdown.

According to an update received on Mon*day, Rs69.29bn has been disbursed among over 5,725,000 deserving families in Punjab so far, while around Rs45.36bn has been disbursed among 3,761,000 families in Sindh.

Over Rs26.18bn has been disbursed among 2,157,000 beneficiaries in Khyber Pakhtunkhwa, while over Rs7.71bn has been disbursed among 634,000 persons in Balochistan.

PM to launch 'Ehsaas Nashonuma Programme' soon

ISLAMABAD: Prime Minister Imran Khan is to launch soon the Ehsaas Nashonuma Programme for pregnant and breastfeeding women as well as minor children facing health issues due to lack of diet.

In this connection, 31 Nashonuma Centres are being set up in the nine less developed districts across Pakistan to help pregnant and breastfeeding women, and children up to two years of age facing stunting growth due to lack of nutritious diet, the Poverty Alleviation and Social Safety (PASS) Division says.

Nashonuma is a conditional cash transfer programme, specifically designed to prevent stunting in children, the PASS Division has said in an official statement. World Food Programme (WFP) is the implementing partner of Ehsaas for this programme launched in collaboration with provincial Health departments, the statement says adding that the PM will launch Ehsaas Nashonuma Programme in next few weeks.

Meanwhile, Rs 160.43 billion have been distributed among 13.26 million beneficiaries under six categories of Ehsaas Emergency Cash Programme to provide one-time financial cash assistance of Rs 12,000 each to those whose livelihoods were adversely affected as a result of restrictive measures taken to stem the spread of coronavirus in Pakistan.

According to latest figures (till Saturday), as of July 25, 2020, a total of Rs 160.43 million were distributed among 13.26 million beneficiaries including Rs 56.64 billion distributed among 4.6 million beneficiaries under category-I, Rs 42.74 million among 3.56 million beneficiaries under category-II, Rs 36.26 billion among 3.02 million beneficiaries under category-III, Rs 6.25 billion among 0.521 million beneficiaries under category-III A, Rs 13.57 billion among 1.13 million beneficiaries under category-IV and Rs 4.95 billion distributed among 0.41 million beneficiaries under category V, suggests the official data issued by the PASS Division.

The federal government says the eligible persons for Ehsaas Emergency Cash Programme have been identified from the most vulnerable groups in Pakistan, Azad Jammu and Kashmir (AJK) and Gilgit Baltistan (GB) identified through a combination of the existing socioeconomic registry maintained by Ehsaas, SMS (Short Messaging Service) registration and web-based registration with stringent verification processes.

Furthermore, the government says, the focus of this programme has been on the fastest possible delivery by leveraging existing digital capabilities particularly data analytics, biometrically enabled precision payments and data driven accountability.

Additionally, according to the federal government, it has also opened a range of assistance initiatives through Ehsaas Rashan Portal, Ehsaas Langar and Panagahs to empower welfare organizations to play a well-coordinated role with the government in responding to the COVID-19.

Ehsaas Programme: Almost half of country’s population supported: Dr Sania

ISLAMABAD: Special Assistant to the Prime Minister on Poverty Alleviation and Social Safety, Dr Sania Nishtar Thursday said Ehsaas Programme was given a target of its distribution among 16.9 million deserving families, which was equal to almost half of the total population of the country.

Ehsaas hosted a webinar with donors, international development partners and the UN agencies to share key findings of Ehsaas Emergency Cash Report penned by Dr Sania Nishtar. Dr Nishtar was joined by country directors and heads of the International Monetary Fund, The World Bank, the Asian Development Bank, and other agencies.

Convening the virtual meeting, Dr Nishtar shared her experience around the design and implementation of Ehsaas Emergency Cash that will support families affected by the COVID-19 induced economic shutdown with cash handout of Rs12,000 each.

Dr Nishtar shared, “Pakistan which is the fifth-largest country in the world, there are 24 million breadwinners who rely on daily wages or are self-employed in the informal economy and life for them virtually came to a standstill with implementation of a lockdown in March 2020.”

Adding further, she said, “To respond to this challenge, the Government of Pakistan created the Ehsaas Emergency Cash program, which is the largest social protection program ever in the country’s history. This end-to-end digital program was rolled-out within 10 days of the lockdown to deliver one-time emergency cash grants. 1.23 billion USD were allocated to support more than 16.9 million families, which cover around 109 million people, which is approximately 50 percent of the country’s population.”

Talking about Ehsaas digital infrastructure leveraged for emergency cash, Dr Nishtar continued, “Ehsaas Emergency Cash report takes stock of the digital systems and tools deployed in the design and roll out of the program, which built on digital capabilities established over the past year as part of the overarching Ehsaas framework. To ensure compliance with the rule-based procedures, a new biometric payment system, the demand side SMS and web service and wealth-profiling data analytics mechanism were ingrained in the roll out of Ehsaas Emergency Cash. It made the government more agile, data driven, experimental, and ambitious.”

The donors richly praised the report and congratulated Dr Nishtar and the entire Ehsaas team for taking the lead to reach out to multi-million deserving households in a transparent, cost-effective and fast manner. The inclusive design of the programme was lauded that it has strengthened safety nets and financial inclusion, both of which would bring lasting benefits to recipients and to Pakistan as a whole.

They also acknowledged that the case of Pakistan and lessons learnt from the design and real-time evaluation of Ehsaas Emergency Cash programme provide learning that can also inform initiatives in other countries. It was suggested to convene another round of cross-country experience sharing session around Ehsaas Emergency Cash.

Sania reviews Ehsaas activity in Neelum Valley

ISLAMABAD: Prime Minister’s Special Assistant on Social Protection and Poverty Alleviation Dr Sania Nishtar visited the Jura sector near the Line of Control (LoC) in Neelum Valley on Sunday to review arrangements for Ehsaas Cash disbursal to the families residing in villages around the LoC.

Dr Nishtar also oversaw digital disbursement of Rs12,000 Ehsaas Cash handouts to vulnerable families living along the LoC in Azad Jammu and Kashmir (AJK), said a news release issued here.

She interacted with women who came to the Jura Bazar to collect cash grants.

Under Ehsaas, the government is disbursing some Rs3 billion among all the families residing in 219 villages near the LoC.

All families in 219 villages near the LoC in AJK are under the persistent risk of unprovoked attacks and have sacrificed their lives, livestock, and properties. All families in these villages have been included in the Ehsaas programme, said Dr Nishtar.

In the last week of June 2020, the prime minister had announced Ehsaas Cash package for around 138,275 families of 219 villages living. The families will receive a monthly stipend of Rs2,000 as well as an emergency cash payment of Rs12,000 to be given to the women of these households.

The SAPM appreciated the steps taken by the Pakistan Army and district administration of Neelum Valley for assisting Ehsaas in the process of updating lists of households ensuring that none remains deprived of Ehsaas Cash in line with the cabinet’s decision.

Dr Nishtar met the victim families in Jura Bazar who had suffered severe damage to their properties as a result of unprovoked attacks by Indian troops.

She lauded the measures being taken by the district administration and Pakistan Army for provision of financial assistance to the poor along the LoC.

The ongoing Ehsaas national socio-economic registry survey was also discussed along with the opening of registration desks in AJK after survey completion.

To roll out the survey in AJK, training of teachers as master trainers is just commencing in collaboration with the Education Department of AJK.

Prime Minister Imran Khan's aide Sania Nishtar announced she had tested positive for coronavirus on Monday.

Nishtar was isolating herself after testing positive for the virus and was feeling mild symptoms.

"I have tested positive for COVID 19 and am isolating myself. I have mild symptoms and will, therefore, continue to work from home," she tweeted.

Nishtar is currently serving as special assistant on poverty alleviation and social safety to the prime minister of Pakistan.

The news comes a few days after Balochistan Chief Minister Jam Kamal Khan took to Twitter to announce that he had tested positive for the infection as well.

PM breaks ground of development projects; inaugurates Daar-ul-Ehsaas for orphaned, poor children

TURBAT: Prime Minister Imran Khan here on Friday inaugurated Daar-ul-Ehsaas for the orphaned and poor children of southern Balochistan where free shelter, food and education would be provided.

He also launched the Ehsaas’ Educational Scholarships for the deserving primary school girls and undergraduates of the area under the Waseela-e-Taleem programme.

The prime minister, who visited Turbat for announcing a development package for the southern Balochistan, was briefed about Daar-ul-Ehsaas and Ehsaas’ Educational Scholarships programme by Special Assistant to the PM on Poverty Reduction Dr. Sania Nishtar.

Prime Minister Imran Khan also performed the ground-breaking of various development projects, including Extension of Turbat Airport, 200- bed Makran Medical Teaching Hospital, University of Turbat, Phase-II, and Hoshab-Awaran section of M-8 (146 km two-lane road).

On this occasion, he was briefed and updated by the National Highway Authority (NHA) officials about the progress on Basima-Khuzdar Road N-30 (106 km two-lane road)

The prime minister was also briefed in detail about the Development Package for South Balochistan.

This is the key message of the report ‘The Ehsaas programme: Shift from politics of patronage to politics of performance’ published by Delivery Associates, a globally respected firm that works with governments across the world to achieve measurable developmental impact. The report has been prepared by Sir Michael Barber, chairman and founder of Delivery Associates. He was also chief adviser to former UK prime minister Tony Blair.

The report was shared at a joint press conference by Special Assis*tant to the Prime Minister Dr Sania Nishtar and federal Minister for Information Shibli Faraz here on Thursday.

Mr Barber attended the press conference via a video link from the UK. The report analyses initial steps taken to make the programme transparent, multi-sectoral and results-driven. It talks about Ehsaas Kafaalat, which provides unconditional cash transfers to millions of the poorest women; Ehsaas Undergraduate Scholarships, which awards over 50,000 scholarships a year to students from disadvantaged backgrounds, and; Ehsaas Nashonuma, conditional cash transfers to increase uptake of health and nutrition.

“Our analysis shows that Ehsaas by focusing on accountability and impact, has laid the foundations for becoming a globally leading exemplar on how to tackle poverty,” said Mr Barber.

“I have had the honour of working with successive Pakistani governments throughout my career and it is fantastic to see Ehsaas embedded at the heart of the current administration. The reforms and structural changes pioneered by the team resulted in the rapid delivery of Ehsaas Emergency Cash to 12 million households against the challenging and unprecedented backdrop of Covid-19. Their work is going to be vital in the coming months and years,” he said.

The Ehsaas team, under the strong leadership and unwavering integrity of Prime Minister Imran Khan and Dr Nishtar, made huge progress in delivering a multi-dimensional poverty alleviation programme in just a year, he said.

The report has reflected the four pillars of the anti-poverty programme which include addressing elite capture and strengthening governance, safety net, human capital development and jobs and livelihoods.

The report has also mentioned the way PM Khan has shown his commitment to end poverty through giving full patronage to Ehsaas Programme which not only addresses symptoms of poverty but also its causes, Sir Michael Barber said.

He also mentioned removal of 800,000 people from the Benazir Income Support Programme’s beneficiaries’ list to make sure money was going to deserving people, saying that it reflected the government’s commitment to ensure transparency.

The report also praises the programme’s use of technology and data, which underpin monitoring routines designed to ensure robust governance discipline throughout its operations. This includes a new data dashboard, openly displayed on the Ehsaas website, which uses a traffic light system to track progress on different strands of the programme, highlighting progress and improving transparency.

“This is a comprehensive and timely report from Delivery Associates, which helps us to reflect on the achievements of Ehsaas Programme in its first year, while paving the way for continued success,” said Dr Nishtar.

“This analysis will help us to stay focussed on our goal of ending poverty in Pakistan and improved delivery for all of our beneficiaries, with the hope that Ehsaas can eventually be a model for the world,” she added.

Prime Minister Imran Khan said on Sunday that the government would expand the network of kitchen trucks and health coverage across Pakistan, saying these measures would uplift the underprivileged and help the country prosper.

“We have now initiated this facility in Peshawar, Lahore, and Faisalabad, and this network will now see its expansion in the entire country,” the premier said.

His remarks came as he addressed a ceremony marking the expansion of the ‘Ehsaas Koi Bhoka Na Soye’ programme, aimed at distributing free food to daily-wage earners, in Punjab and Khyber-Pakhtunkhwa.

“We can only emerge among the comity of developed nations if we take steps for the welfare of the underprivileged,” the premier stated.

A programme like this, he noted, will bring the bounties of the Almighty on the country, and will help the country prosper.

PM Imran reiterated that it was the responsibility of the state to uplift the underprivileged and deserving segments of the society.

“In the next step, we will expand the net of hospitals across the country, with people being able to benefit from the facilities through the health card,” he added.

“It is our responsibility to provide universal health coverage under a system across Pakistan,” PM Imran added.

Fulfilling these responsibilities will also set the path for us to bring justice to the country and ensure supremacy of law in it, the premier concluded.

The premier addressed the inaugural ceremony virtually in view of the third wave of Covid-19. Chief ministers and parliamentarians of K-P and Punjab were a part of the conference.

The food trucks inaugurated under the programme will provide free food to 1,500 to 2,000 people every day through the designated points.

The programme will benefit the daily-wage earners and lower class workers who don't yet have access to Ehsas shelters and charities.

PM Imran inaugurated the service on March 10 for the daily-wage earners of Rawalpindi and Islamabad. So far, 37,827 people have been provided food, with the service now being extended to three more cities.

Those, who do not have access to Ehsas shelters or charities are to be benefited in the said districts.

The Ehsas Koi Bhoka na Soye programme is PM Imran's vision for the year 2021.

In a recent report on social protection measures taken by several countries during the pandemic, the World Bank has recognised the efforts of the Pakistan government in uplifting the poor by featuring the Ehsaas Emergency Cash Programme in its list.

The World Bank released a report on “global social protection responses to COVID-19”. This report is called the “living paper” and it presents a 650-page volume and accompanying database documenting how countries and territories are planning, implementing or completing social protection measures in the context of the pandemic.

The report states that there has been “an exponential growth in social protection measures between March 20, 2020 and May 14, 2021 and that a total of 3,333 social protection measures have been planned or implemented in 222 countries or territories”.

As far as the number of people and the percentage of population covered among countries where more than 100 million people benefited from the social programmes, the World Bank stated that "select countries have attained impressive six-digit levels". It said Pakistan's Ehsaas Emergency Cash Programme is one of them.

The paper has been authored by Ugo Gentilini, who is appointed as the lead of Social Protection at the World Bank. The report is accompanied by an excel sheet as well to make available the larger volume of data.

According to the report, Pakistan’s Ehsaas pgoramme also ranked high amongst programmes around the world that did well in terms of planned versus actual coverage rates.

According to the report, most of social protection measures are provided as social assistance. These represent 55% of global programs and are the predominant form of support in most regions.

Among social assistance measures, cash transfers remain the premier instrument. A total of 734 cash-based measures have been planned or implemented in 186 countries. Highest level of spending in lower middle-income countries category is observed in Mongolia Zimbabwe, Bolivia, and Pakistan.

One of the special features of the report is on delivery matters. According to the report, globally, there were essentially four ways to find and enroll new beneficiaries, the first of which was to simply add households to the list from an existing social registry.

The report said credited Pakistan with adopting an innovative hybrid targeting approach to enroll new beneficiaries combining emergency assistance for the known vulnerable with demand-based support for the “new poor”.

Requests were sought through an 8171 SMS short code service and web-portal. Data analytics enabled eligibility ascertainment, using unique national identification numbers, and drawing on the National Socio-economic Registry and wealth proxies (travel, taxes, billing, assets ownership data and government employment status). The system was end-to-end data-driven, fully automated, rule-based, transparent, and politically neutral. Payments were biometrically verified.

As per data from the government, the Ehsaas Emergency Cash delivered cash stipends of Rs. 12,000 to 15 million households last year, which meant helping over 100 million people or half the country’s population.

Digital capabilities established over the past year as part of Ehsaas, Pakistan’s new poverty alleviation framework, were adapted to deliver Ehsaas Emergency Cash, in particular, a new biometric payment system, a demand side SMS based request seeking platform and a new wealth-profiling big data analytics mechanism.

PM Imran Khan's Special Assistant on Poverty Alleviation Dr Sania Nishtar took to social media to share the acknowledgment from the World Bank as well.


Bakhtawar Bhutto-Zardari, on the other hand, credited the PPP for launching the Benazir Income Support Programme, adding that the World Bank had been recognising efforts by the PPP over the past few years.

"The World Bank has been acknowledging the brilliance that is the Benazir Income Support Programme for years now thank you. Pakistan first welfare initiative using cash to empower women," she tweeted.
