Imran welcomes army’s ‘internal accountability’

Having distanced himself from the former spy chief after news of his court martial became public, PTI founder Imran Khan on Thursday welcomed the process of ‘internal accountability’ initiated by the military, and called for across-the-board action.

He was speaking to reporters at Adiala jail after the hearing of a £190 million corruption case. Commenting on a statement by Defence Minister Khawaja Asif — alluding to the alleged involvement of retired Lt Gen Faiz Hameed in the May 9 protests following his arrest — the former PM said that “if Faiz Hameed was involved, it should be investigated”.

Hameed was head of the premier Inter-Services Intelligence (ISI) agency during Mr Khan’s term in office.

In a separate development, two more officials of the Punjab Prisons Department were taken into custody by law enforcement agencies for investigation as the probe to find alleged facilitators of incarcerated PTI founder in prison moved ahead.

Speaking to reporters, Mr Khan pointed out that the May 9 protests started after his illegal arrest on the premises of the Islamabad High Court (IHC), adding that this also needed to be probed, as those who ordered his arrest were responsible for the violent protests.

He said that the arsonists could be identified with the help of the CCTV footage and added that the footage would exonerate him of all charges.

The PTI leader also alleged that the May 9 incidents were also part of the ‘London Plan’, supposedly devised to topple his regime, and accused the chief justice of Pakistan, the IHC chief justice, and the chief election commissioner of being part of the plot. He pointed out that the former Rawalpindi commissioner also “exposed” rigging in the Feb 8 elections.

It should be noted, however, that at the time of Mr Khan’s ouster, Umar Atta Bandial was the chief justice of Pakistan, while Justice Athar Minallah had not been elevated to the Supreme Court and was still heading the Islamabad High Court. Although some interpreted the ex-PM’s remarks on Thursday as a reference to the incumbents — Chief Justice Qazi Faez Isa and IHC CJ Aamer Farooq — both were not in office in April 2022, when Mr Khan’s government was sent home following a vote of no-confidence in the National Assembly.

The ex-PM claimed that former army chief Qamar Javed Bajwa had hatched a conspiracy against the PTI government for his extension.

He said that Gen Bajwa removed Gen Faiz Hameed from the post of the ISI chief on the demand of Nawaz Sharif and Shehbaz Sharif and this development had created a rift between the office of the prime minister and the army chief. Mr Khan said that he wanted Gen Faiz to retain his position because of his contacts with the Taliban regime.

Adiala probe

Following the detention of a former deputy superintendent on Wednesday for acting as a ‘messenger’ for the incarcerated PTI leader, two more officials were taken into custody by law enforcement agencies for investigation.

One of them is a retired deputy superintendent and another is serving as an assistant at the office of the Deputy Inspector General of Prison (Rawalpindi Region). According to sources, the exact role of the assistant cannot be ascertained at this point; however, two orderlies and three warders have also been made part of the investigation. The sources said that the two orderlies and three warders had been working under the former deputy superintendent during his posting at the Adiala jail.

Muhammad Akram had been detained from his residence on Wednesday. The Punjab home department had removed Mr Akram, deputy superintendent (executive) of Central Jail Adiala from his post and directed him to report to the Inspectorate of Prison Punjab, Lahore in June this year. However, he had been residing with his family in the Police Colony of the Adiala jail.

On the other hand, surveillance of the barracks where the PTI founder had been incarcerated was further tightened and additional staff was also deployed.

Former Punjab Prisons Inspector General Mirza Shahid Saleem Baig has been arrested by intelligence agencies, according to Express News.

Baig was reportedly taken into custody due to his close connections with secret agencies. Sources indicate that he was arrested from the official IG House residence.

Shahid Saleem Baig served as IG Prisons Punjab for five years and retired before Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan was jailed.

Military expands internal accountability drive following Faiz Hameed’s detention​

The military has intensified its internal accountability process, leading to more arrests following the detention of former Director General of Inter-Services Intelligence (ISI), Lt-Gen (retd) Faiz Hameed. Further revelations and arrests are expected in the coming days, sources have revealed.

Insiders indicated that the accountability drive has extended from the court-martial of the former ISI chief to investigations involving lower-ranking personnel, including jail orderlies. "Significant disclosures are anticipated in the near future, and more arrests may follow," the sources said.

The sources further disclosed that efforts are being made to tighten the net around individuals, both domestically and abroad, who are allegedly involved in anti-institution rhetoric. "The military operates under a system where loyalty is to the country and its institutions, not individuals," they explained.

The sources revealed that when General Bajwa learned that General Faiz Hameed was allegedly using the institution for Imran Khan’s personal agenda, concerns were raised within military circles. Highlighting the seriousness of the matter, the sources remarked, "If the military has court-martialled a former ISI DG after 70 years, it signals a very grave situation. This isn’t just about Top City; there were plans in motion to spread unrest and instability in the country in collusion with Niazi."

The sources concluded that the disintegration within PTI, marked by resignations and infighting, is a clear indication of how deeply the Faiz-Niazi nexus was working against the state. "With the military now targeting a former ISI chief, no Pakistan opponent will be spared," they warned.

The arrest of several retired Pakistani military officials, including former spymaster Lieutenant General (retd) Faiz Hameed, over the past few days was Pakistan’s internal matter, the Pentagon said on Thursday.

“I just don’t have anything for you on that. That’s really a Pakistani internal matter for them to speak to,” Deputy Pentagon Press Secretary Sabrina Singh said at a press briefing.

In a shocking development on Monday, the military’s media wing said that Lt Gen (retd) Faiz Hameed has been taken into military custody and the process of field general court martial has been initiated against him about the Top City housing scheme scandal.

“Appropriate disciplinary action has been initiated against the former spymaster under provisions of the Pakistan Army Act,” the Inter-Services Public Relations said in a statement.

According to the ISPR, the action was taken following the Supreme Court orders into the case.

On August 15, the military further took three retired military personnel into custody for their alleged link with former ISI DG Faiz Hameed.

The deputy Pentagon press secretary was about the US reaction to the recent decisions taken by the military relating to the alleged violations of the Military Act, 1992 committed by former army officials.

The reporter also sought the Pentagon’s reaction to the senior politicians’ statement that apparently the US only contacts the Pakistani military more directly instead of the people-to-people relationship instead of the diplomatic.

In response, Singh said: “The US values our partnership with Pakistan and engages with both military and civilian leaders based on mutual interests.”

Imran Khan, the founding leader of Pakistan Tehreek-e-Insaf (PTI), has said that he does not feel intimidated by the arrest of former chief of the Inter Service Intgelligence (ISI) Lt Gen (Retd) Faiz Hameed.

Speaking informally with journalists at Adiala Jail, Khan stated that if he were afraid, he would not have called for a judicial commission.

Khan criticised former Prime Minister Nawaz Sharif's claims that PTI had ruined the economy, referring to the Economic Survey of Pakistan to counter the allegations.

He pointed out that the previous government left a $19.5 billion deficit, which necessitated PTI's engagement with the IMF.

Addressing claims that Lt Gen(Retd) Faiz Hameed was involved in a conspiracy on May 9, Khan refuted these allegations, saying that the real conspiracy was against PTI.

He claimed there were two key conspiracies ie the removal of Lt Gen (Retd) Faiz Hameed by General (retd) Bajwa at Nawaz Sharif’s behest, and the hiring of Hussain Haqqani for lobbying.

Khan also highlighted the allegedf involvement of Donald Lu and alleged attempts to undermine PTI’s government.

Khan demanded a swift judicial inquiry into the events of May 9 and urged for CCTV footage to be released to verify his claims.

He blamed the establishment for obstructing the inquiry and claimed that the case could be resolved quickly if the proper evidence was considered.

Regarding the February 8 elections, Khan accused the government of stealing PTI's mandate and called for an investigation into the alleged electoral fraud.

He expressed his concerns about the judiciary’s actions, including Chief Justice remarks, that he claimed were politically motivated and aimed at extending his tenure.

Khan defended his wife, Bushra Bibi, against allegations related to May 9 incidents and condemned the establishment for 'causing' national turmoil.

He argued that restrictions on media and social media have economically harmed the country, contrasting it with India’s IT export successes.

He also criticised what he said was the manipulation of institutions like NAB, police, and FIA for political gains and called on the establishment to reconsider its actions.

Khan noted that despite restrictions, he can still communicate with party leaders and convey messages through legal means.

On the matter of internal party disputes, Khan advised party members to address anti-corruption issues through the designated committee rather than publicising them unnecessarily.

He praised the committee members for their impartiality and emphasised the importance of addressing corruption issues effectively.

Information Minister Attaullah Tarar has accused former prime minister and PTI founder Imran Khan of spreading unrest across Pakistan, alleging that former DG ISI Lt-Gen (retd) Faiz Hameed was part of the conspiracy.

Speaking at a press conference in Islamabad on Saturday, Tarar stated that, “regardless of who it is—whether it's Saqib or Nisar or anyone else—progress will be made following the arrest of General Faiz Hameed”.

Tarar asserted that the Pakistan Muslim League-Nawaz (PML-N) has always prioritised public service under the leadership of Nawaz Sharif.

He highlighted the party’s achievements, including initiating development projects, constructing the first motorway, expanding the motorway network, and facilitating investors. He also praised the Punjab government, under Sharif's leadership, for providing electricity relief to consumers.

"Punjab Chief Minister Maryam Nawaz has provided significant relief to electricity consumers in the province," Tarar said. He added that the federal government has allocated Rs50 billion to assist electricity consumers and has reduced petroleum prices as part of its relief efforts.

Regarding arrests within the military, Tarar emphasised that the Pakistan Army has its own mechanism for self-accountability. He accused the PTI founder of fostering division and chaos in the country and conspiring against national integrity, with General Faiz allegedly involved in the plot.

"Who brought the terrorists back?" Tarar questioned, recalling that the founder chairman of Pakistan Tehreek-e-Insaf (PTI) had advocated for the return of the Taliban. "The army is conducting transparent investigations into its affairs," he said, adding that all those involved were part of the PTI leader's efforts to sow discord. "Those who harm the country's peace meet this fate," he remarked.

Tarar also mentioned that Prime Minister Shehbaz Sharif has requested recommendations for right-sizing and downsizing government departments.

Former Islamabad High Court (IHC) senior puisne judge Shaukat Aziz Siddiqui made shocking revelations against the ex-Director General (DG) Inter-Services Intelligence (ISI), Lieutenant General (retd) Faiz Hameed.

Speaking to a private news channel, Justice (retd) Shaukat Aziz Siddiqui claimed that then then ISI chief had visited him before the verdict in the case against Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif.

“Nawaz Sharif will be convicted, Faiz Hameed had informed me even before the verdict,” Justice (retd) Shaukat Aziz Siddiqui added.

The former IHC senior puisne judge claimed that the former ISI chief also asked him what would he decide if Maryam Nawaz’s case came up for hearing before his bench.

Justice (retd) Shaukat Aziz Siddiqui stated, “I replied that I cannot ruin my hereafter.” Faiz Hameed, on the other hand, retorted, “Our two years of hard work will go to waste.”

“After a few days, Faiz Hameed came again and said I would have come earlier but went to Karachi to tighten screws of MQM,” the former IHC senior puisne judge continued.

Justice (retd) Shaukat Aziz Siddiqui while quoting the former DG ISI added, “My boss General Qamar Javed Bajwa said that I am unable to control one judge.”

Shaukat Aziz Siddiqui also claimed that Faiz Hameed offered him the position of Acting Chief Justice, “which I refused.”

According to the Pakistan Army’s media wing, court-martial proceedings have also been initiated against former DG ISI.

“Complying with the orders of Supreme Court of Pakistan, a detailed court of inquiry was undertaken by the Pakistan Army, to ascertain the correctness of complaints in the Top City Case made against Lt Gen Faiz Hameed (Retd). Consequently, appropriate disciplinary action has been initiated against Lt Gen Faiz Hameed (Retd), under provisions of Pakistan Army Act,” the ISPR said.

Ex-chief justice of Pakistan Saqib Nisar said on Tuesday that he met former Inter-Services Intelligence director general Lieutenant General (retd) Faiz Hameed after his retirement in 2002. He described the former spymaster as “submissive”.

“Faiz Hameed respected me a lot,” he said when Munizae Jahangir of Aaj News contacted him after the information minister claimed that more big fishes would be netted following the arrest of former spymaster.

On August 12, the military’s media wing said that Hameed had been taken into military custody and the process of field general court martial had been initiated against him concerning the Top City housing scheme scandal.

“Multiple instances of violation of Pakistan Army Act post-retirement have also been established,” the Inter-Services Public Relations said in a statement.

Attaullah Tarar said that be it “Saqib or Nisar”, the scope of the investigation would expand as things unfold after the arrest of Gen Faiz.

The PML-N has long claimed that the former jurist favoured Imran Khan’s party during his tenure as the top judge. The N-league also alleged that ex-CJP Nisar dismissed two of its leaders based on dual nationality while not punishing the PTI leader.

Tarar reacts to PTI founder’s demand for Faiz Hameed’s open trial

In a statement issued here, the information minister said that the PTI founder meddled in the affairs of the Pakistan Army by demanding an open trial of Faiz Hameed.

Atta Tarar said that the PTI founder made multiple attempts to stir up controversy over Faiz Hameed’s trial.

“Instead of giving statements in defence of Faiz Hameed, the PTI founder should better make his position clear in the 190 million pounds case,” Atta Tarar said and added that Imran Khan’s ‘controversial’ statements showed that he is suffering from “serious anxiety and uncertainty”.

The information minister said the PTI founder is reluctant to accept that the issue of Faiz Hameed is internal matter of the Pakistan Army. He said it seemed that the PTI chief is in mental disarray as sometimes he called Faiz Hameed an “asset or a hero”, while on some occasions took a completely otherwise stance.

“The PTI founder is expert in ditching his well wishers,” the information minister added.

Earlier in the day, former Prime Minister Imran Khan called for an open court trial of former ISI chief Faiz Hameed, saying that the “matter should not be treated as an internal military issue.”

In an informal conversation with journalists, Imran Khan clarified that his association with Faiz Hameed ended with the latter’s retirement, dismissing claims that he maintains contact with the former DG ISI.

He questioned how Faiz Hameed, being retired, could possibly benefit him.

“General Faiz became insignificant after retirement. How could he benefit me in any way?” he questioned, dismissing the notion that he maintains contact with the former DG ISI.

Imran Khan reiterated his demand for a judicial commission to investigate the May 9 incident.

Faiz Hameed stayed in touch with Imran Khan through deputy superintendent: report

The latest information on Wednesday revealed that retired General Faiz Hameed was in contact with former prime minister Imran Khan through deputy superintendent jail.

Instead of using a latest android phone, the former spymaster was communicating with the former premier through an old phone.

The said phone was obtained from him when he was arrested on August 12. Two days after his arrest, deputy superintendent Muhammad Akram was also detained and a similar phone was also recovered from him.

Sources said the detained deputy superintendent could appear as witness in the proceedings of court martial against Faiz Hameed.

The Field General Court Martial (FGCM) proceedings initiated against Lt Gen (R) Faiz Hameed, demonstrate the Pakistan Army's robust self-accountability mechanism, according to Director General Inter-Services Public Relations (DG ISPR), Lieutenant General Ahmed Sharif Chaudhry.

The military’s spokesperson made these remarks during a press conference on Wednesday, addressing issues of national security and ongoing counter-terrorism efforts.

Chaudhry affirmed that the Pakistan Army is committed to its apolitical stance and has no political biases, maintaining a unified consensus on its non-political role.

"The case of Lieutenant General Faiz Hameed is a clear example that the army takes violations of its rules very seriously."

"General Faiz Hameed overstepped legal and constitutional boundaries at the behest of certain political elements," DG ISPR stated.

The army’s accountability system, DG ISPR noted, ensures that any personnel involved in misconduct, including political interference, is held responsible.

The military, he stressed, does not follow political agendas nor support any political parties.

The spokesperson added that the court martial proceedings against Lieutenant General Faiz Hameed are ongoing, with further legal actions expected in the coming days.

Earlier last month, the ISPR had announced that former spymaster Lt Gen Faiz Hameed had been detained and court martial proceedings were initiated against him on charges of corruption, misuse of authority and violating the Pakistan Army Act.

The military later announced that three more retired officers were taken into custody for their actions "prejudicial to the military discipline"

"Further investigations of certain retired officers and their accomplices for fomenting instability at the behest of and in collusion with vested political interests are continuing," according to a statement by the Inter-Services Public Relations (ISPR) announcing the detentions.

Given the powerful position of head of the Inter Services Intelligence, it is seen as unusual that the former spymaster was not only arrested but court martial proceedings have been initiated against him.

The charges against Gen Faiz dates back to May 2017 when he was DG-C in the ISI.

In April, the army constituted a high-level inquiry committee headed by a major general to look into the allegations against Gen Faiz.

The inquiry was ordered in pursuant to the orders of the Supreme Court and in the light of the directives of the Ministry of Defence.

This was the first formal inquiry ordered against Gen Faiz, who resigned in November 2022 four months before his retirement date.

Gen Faiz served as DG-C in the ISI and later headed the spy agency. His name surfaced in many controversies, including the Faizabad Dharna case.

Three-time former prime minister Nawaz Sharif named him and Gen Bajwa as the main characters behind his removal through a Supreme Court decision.

On November 8, 2023, Moeez Ahmed Khan, the owner of Top City, filed a petition in the Supreme Court in which he accused Gen Faiz of misusing his authority.

The petition filed by Moeez in the Supreme Court stated that on May 12, 2017, on the behest of General Faiz Hameed, ISI officials raided the top city office and his house.

During the raid, valuables, including gold, diamonds and money, were seized from the house by ISI officials, the petitioner alleged.

The petition also stated that Gen Faiz later personally met him to resolve the issue, in which he assured that some of the items which had been taken away by the ISI officials during the raid would be returned.

However, 400 tolas of gold and cash will not be returned to him.

The fact that court martial proceedings have already begun against Gen Faiz means that there is enough evidence against the former spy chief.

There are reports that Gen Faiz's activities post-retirement may implicate former prime minister Imran Khan in more cases.

Former Prime Minister and Pakistan Tehreek-e-Insaf (PTI) founding leader, Imran Khan, has claimed that he is being intimidated through the trial of former intelligence officer General Faiz Hameed, Express News reported.

Speaking to journalists at Adiala Jail, Khan expressed his concerns, calling the trial without the inclusion of retired General Bajwa a "malicious" move.

"Using General Faiz Hameed’s trial to intimidate me is a clear indication of political malice," Imran Khan remarked. He also criticised the current leadership, congratulating them sarcastically for securing "NRO 2", a reference to alleged political compromises that he claims have made it impossible to hold white-collar criminals accountable. "Catching white-collar crime was difficult before; now it’s impossible," he added.

Since the arrest of Gen Faiz, Imran Khan has expressed concerns that he might be implicated. The former prime minister also moved the Islamabad High Court, seeking an order to prevent his possible military trial.

During a press conference in Rawalpindi, when journalist asked about the concerns of PTI leadership, DG ISPR Lt General Ahmed Sharif Chaudhry replied: “The matter is sub judice, but I will say that according to military law, if any person uses individuals under the Army Act for their personal objectives, the law will take its own course.”

Observers believe that the DG ISPR’s calculated remarks suggested that the jailed PTI founder could be implicated in the ongoing court martial proceedings against former ISI chief General Faiz.

Khan took a swipe at the country's parliamentarians, accusing them of using legislation to absolve themselves of corruption charges. "In the history of parliamentary democracy, never has a legislature passed laws to exonerate its own members of corruption cases," he asserted.

The PTI leader also commented on yesterday's statements from the military's media wing, ISPR, which reiterated the army's neutral and apolitical stance. "If they are becoming apolitical now, they are doing the country a great service. But if they claim to have been neutral all along, that’s a blatant lie," Imran said, adding that both he and his wife, Bushra Bibi, are in jail because of current army chief General Asim Munir.

Moreover, Imran Khan also addressed internal party dynamics, defending PTI leader Ali Amin Gandapur, who has faced criticism from some within the party. "To those criticising him, I say Ali Amin was my choice, and I stand by him. Those conspiring against him have not won on their own merit but on PTI’s ticket," he warned, hinting that disloyalty could cost them their candidacy in the next elections. "If you’re involved in conspiracies now, don’t expect to get a ticket in the next election," he stated firmly.
