Govt refutes reports of Asad Umar's removal, major changes in cabinet
By Ayaz Akbar Yousufzai, Hamid Mir Monday Apr 15, 2019

Reports claim govt has decided to remove Umar as finance minister and appoint him as petroleum minister.
ISLAMABAD: The government on Monday denied reports regarding Asad Umar's removal as finance minister and any major changes in the federal cabinet and bureaucracy.

Reports have been doing the rounds claiming that the government has decided to remove Umar as finance minister and appoint him as the petroleum minister. However, PM House spokesperson and the information minister have refuted reports regarding any changes or replacement of ministers.

Sources in the government said, "There is no truth in reports on Umar's removal."

Asserting that there is "no truth in the reports regarding major changes in ministries", the PM House spokesperson said, "It is the prime minister's privilege to change any minister, however, at this time there is no truth in reports regarding replacing one or two ministers."

"The premier keep inquiring about the performance of ministers during federal cabinet meetings," he added.

Further, Information Minister Fawad Chaudhry also denied reports regarding a major reshuffle in the federal cabinet and bureaucracy.

Chaudhry tweeted, "There is no truth in reports regarding changes in posts of federal ministers. The prime minister has the power to change ministers and the media should play a responsible role on this subject."

"Pakistan is going through an important phase and such speculations create confusion which is not beneficial for the country," he added.

Speaking to the media, Chaudhry said, "No minister is being replaced. Prime Minister Imran Khan has sent a message that reports about changes in the ministries were incorrect."

"The reports on performance of ministers have been forwarded to the PM House," he stated and added that "ministers are on their posts because the prime minister is satisfied with them."

"The finance minister is returning after holding discussions with the International Monetary Fund (IMF). Asad Umar will brief on talks with IMF once he returns," he added. "In the next two days, big news is expected pertaining to the economy."

Chaudhry further said, "Pakistan is headed towards being a solid economy. Solid development is also emerging on the FATF matter."

Minister of State for Climate Change Zartaj Gul also denied reports of Umar's removal and said, "Asad Umar is not being replaced as finance minister. The 'news' peddled about him leaving is fake. Reporters must exhibit professionalism and not forward unverified news."

Sources in the Prime Minister Office said that reports have been received on the performance of ministers and will be presented during a federal cabinet meeting scheduled for tomorrow.

All ministries were given two weeks to prepare quarterly reports and they will all be given 30 minutes to present their performance reports during the federal cabinet meeting, sources said. "The premier will make decisions regarding changed and transfers after looking at the performance reports," they added.

Earlier today, soursources said a major reshuffle is on the cards in the federal cabinet and bureaucracy.

Major reshuffle expected in federal cabinet, bureaucracy

It is expected that the posts and ministries of certain ministers will be changed as part of the reshuffle, sources said. "Major changes are expected in the Ministry of Finance and the Federal Board of Revenue," the sources said.

"A reshuffle is expected in the Ministry of Finance after talks with the International Monetary Fund (IMF) conclude," they further said. "The head of FBR may be changed," the sources added.

A reshuffle is also expected in the Ministry of Petroleum.

Sources said that Prime Minister Imran Khan is also expected to appoint a minister of interior.

"It is further expected that the Punjab chief secretary might be changed as well," the sources continued.

While the media appears to have jumped the gun, these rumours are usually not without any legs. Asad Umar is clueless and incompetent to the bone. He is clearly walking on thin ice at the moment.

Why is CH Fawad the info sec, I am sure the media said he was replaced 2 months ago.

lets get ishaq daar back..he was more competent..and sartaj aziz since he wears a waistcoat and looks like a old school civil servant..

this asad umar is just a glorified fertilizer salesman..i dont understand why he hasnt got the economy growing at 8% yet? I reckon we should get IK to do a fund raising stint and raise money to pay of the billions in interest on the billions of loans..should be all done in a month..then Pakistanis can all wake up to a first world economy..shouldnt take more than 6 more months..

Firstly, you need to learn the difference between Information Secretary and the Minister of Information - Fawad Chaudhry is the latter.

Nonetheless, the correct term for Fawad Chaudhry’s role in the government is the Minister of Propaganda, and he is doing a stellar job.

On the other hand, Asad Umar is only worsening our economic position and is clearly not the right man to steer us in the right direction.

Sooner or late, he will pay a price for his incompetence. If not, Pakistan will.

Allow me to sum up PTI supporters and their thinking process in one post.

If Asad Umar is sacked, PTI supporters will claim that he was incompetent and Imran took the right decision by removing him. They will further add that this proves Imran's greatness. When it comes to the betterment of the country, he doesn't even spare his close friends.

However, if Asad Umar is not sacked, the same PTI supporters will claim that he is an economic genius and will take Pakistan out of its misery.

So your great wisdom is that some PTI supporters like him and others don't, and some will be happy and others not so. That is amazing insight.

Expertly dodged the question from Bewal ;-)

My ‘great wisdom’ is that the same PTI supporters will defend and justify both decisions.

It is not a question of PTI supporters having a difference of opinion. The person who is now in awe of Asad Umar’s performance will criticize him if he gets the boot.

I apologise for not getting the correct semantic name for his job, but I am sure he was sacked a few months ago, or did that not turn out to be true, but it happens ( because that is the nature of politics) no doubt you will tell us that the media was right.
As far as Assad is concerned your knowledge is on par with Munshi Dar, you want to live in a world of lies, where pretense is more important than ground realities. I am not going to give you another economics lesson, as it serves as much purpose as teaching my dog how to speak Japanese ( although my dog will make a better fist of it) but Assad has done a decent job with a bankrupt economy. The country was living beyond its means and tackling that has just started, with more pain to come. These are what they call structural problems and it makes no difference if JM Keynes or Milton Friedman was the Finance Minister, the problems won't go away because Munshi and his mates have borrowed and stolen too much.

Even corporates give a new ceo at least 2 years to turn around it’s unfortunate Pakistani nation is so impatient and expect quick fixes.Country was in a mess and it’s not easy to fix the situation in 6 months if situation remain same or worsen by July 2020 he should go but now it’s too early because the replacement will go for first aid fixes rather then complete structural over hauling to save his neck which will hurt the nation in the long run

Would have been happy to see the back of this airhead. Dont think PTI is gonna do it so early though. They want to see how much they can fall.

There is no guarantee that he will turn things around in due time. If Imran feels that appointing him was a mistake, he should not hesitate in getting him out of the way before it is too late.

If Asad Umar is removed, it will be interesting to hear his side of the story as well. PTI supporters will as usual put all the blame on his head, but Imran has a documented history of wanting everything to be done his way and demanding complete obedience.

Maybe they are not seeing eye to eye when it comes to our plan for the near and distant future.

I support Asad Umar; he is the best man for the job. It is not easy to fix the mess left by the corrupt goons. Hilarious to see Noony toons and jiyalas criticizing when this is their created mess!

Spare me the tiresome tirade. We have been through this a dozen times. Inheriting a struggling economy does not mean that Asad Umar is beyond criticism or that he is decision-making cannot be scrutinized.

PTI will not be able to hide behind the “we are cleaning the mess of PMLN and PPP” excuse forever. At some point, they will have to deliver and show tangible results.

Faisal Vawda under the influence of Vodka, gave a three week ultimatum and I see that a week has passed already. It appears that within the next two weeks, our economy will be thriving.

Ok the forum is yours and your thought processes are to regurgitate Noora/Geo views. So let's hear what should be done. And don't run off,I await with interest to hear what Assad did wrong and what should be done.

Someone who can't even pass the govt civil servant exam calling one of the most successful CEO's in the history of Pakistans incompetent. Now I've heard it all.

These rumours were started by fake news noora accounts about a month ago, saying the army wasn't happy with his performance. Sadly thats the level of politics the opposition play.

(1) I am taking the exam next year, which will be my first and only attempt, regardless of the outcome. I don't have the time for multiple attempts.

(2) It is the toughest exam in the country, with a passing rate of 2-3%. The "can't even" part shows extreme ignorance of how challenging it is.

What was the point of this sorry attempt at a jibe? If you want to get one over me, there is plenty of material that you can work with. Unfortunately, you botched it worse than IAF on Feb 27. Better luck next time, but at least you tried.

On April 4, Asad Umar stated that "we are bankrupt"; on April 5, he stated that people should stop spreading rumours. He also added that we will accept loans only on our terms and conditions. Have you ever seen a beggar begging for money on his terms? Well now you have. In PTI's world, beggars are choosers.

In fact, Asad Umar's statement that Pakistan is bankrupt caused the stock market to plunge. It was an extremely irresponsible statement that resulted in chaos and panic, and it clearly exposed his inexperience and incompetence.

Furthermore, the Pakistan Banao Certificate (PBC) has been a total flop so far. The minimum subscription is $5,000 and so far, it stands at $20 million. This means that only 4,000 overseas Pakistanis have cared to invest so far. Where are all the overseas Pakistanis? This scheme has backfired and they continue to get all their assumptions wrong. It is only a matter of time before they fall apart.

I did state that Fawad Chaudhry is doing a good job in his role. The same cannot be said about Asad Umar.

Well well well.... didn't you call him the minister of misinformation just a few months ago.

"A man who stands for nothing will fall for anything"

He is the Minister for Misinformation and Propaganda, and he is successfully misinforming people as well as spreading propaganda, which is why he is doing a good job.

So all the hype and you can name only 2 things: one about the stock market plunging after statement and one about certificates. The stock market is speculative and will rise and fall, short term betting causes most of the rises and falls and if it rises next week, does that make Assad Umar a good Finance Minister? I will tag you in every time rises. As far as certificates are concerned, they will only sell if the Kaptaan himself goes to the diaspora and keeps going but he doesn't have time to go abroad. It hasn't been successful.
But what it does show is that you have no idea what the Nooras have done to the economy, and from your pathetic reply, they have nothing to offer bar what they did, which is why we are in the mess.

Oof truth bombs after truth bombs. Asad Umar has been catastrophic. I do agree with the sentiment that PMLN did something seriously disastrous to the economy in their last year in their disgusting attempt at a so called revenge. However, Asad Umar and company have been caught with their pants down, and are behaving like a deer in front of headlights.

Read his medicine for the PK economy, this is how bare Noora ideas are. So everytime the Stock market recovers Assad Umar will be doing a good job. Lol

The stock market plunge is just an example of his elementary errors and what is to come for the future.

As Finance Minister, he didn’t have the basic sense to realize that by publicly stating that we are bankrupt, he is going to create unwanted chaos. It is a clear example of his naivety and inexperience.

Secondly, your justification for overseas Pakistanis not investing in BPC is hysterical. Why does “Kaptaan” have to go from country to country and beg the Pakistani diaspora to invest?

He launched the certificate gave it is his approval, stating that it is going to benefit both the economy as well as the overseas Pakistanis. Why is that not enough for the people to show faith?

You want more examples of the incompetent handling of the economy? The quick solution of this government seems to be raising prices of goods and services because we need revenue, but at the same time, they have established a tax amnesty program. How is that justified?

In 2016, Imran was very vocal in his criticism of tax amnesty schemes. His point was that raising prices of petrol and other commodities while providing tax amnesty is nothing but exploitation of the poor. He also said that tax amnesty is ‘never’ justified. So why is it justified now?

The PTI government has crafted a win-win situation for themselves. If they succeed in improving our economic condition, they will take all the credit for it. However, if they fail, they will dump all the blame on the previous governments.

Unfortunately, the masses are not fools. They are capable of analyzing PTI’s performance in isolation. This government will not be able to hide behind the failures of other parties forever.

So when the stock market goes up you will see that as a matter of confidence in his leadership, I look forward it. The fact is that you have no idea how stock markets work , and more to the point nor do most people that operate in them. If he has caused long term damage then come back otherwise you are talking rubbish.
I can't give you another economics lesson but the prices have risen because the exchange rate was kept artificially high, which benefitted the elite with Cheaper luxury goods and when they laundered they got more dollars for their stolen loot. The difference between exports and imports was $30bn+, can you as the Noora economics expert explain who this was to be funded. I await with anticipation!

There are many factors that impact stock markets, including confidence and expectations for the future. When your Finance Minister publicly declares that they are bankrupt, it is inevitably going to impact the market.

If you actually think that his statement had nothing to do with the plunge in the market, you are the one who needs elementary lessons on stock markets and the factors that impact them.

Also, I see that you have refused to comment on PTI’s tax amnesty.

Yes for a day or 2 but it makes no impact in the long term. What makes an impact is the long term fundamentals which are assessed to see if the prices will go up and down. Amongst my many talents is buying shares and although I am not a big investor, I have never lost a penny. I answered your tax amnesty question last week after you asked me the same question but as you think that everyone else is as evasive and ignorant as you are, you probably didn't even read it. Look at your posts.

The fact that Pakistan was bankrupt was not a secret to anyone. It’s public information. Stock market plunges up and down with every news event. You’re really making it sound far more important than it was.

The Pakistan Stock Exchange turned green today and grew by 166 points. As per chief economist Dr. Mamoon that means the economy has recovered and improving by the minute.

166 points? You guys either have a low standard or you are clutching at straws.

And what the hell is "Assad"? Hes Asad. Not some Arabian guy.

Did you read the previous posts, if you haven't read Mamoon and his reading of the stock market.

People need to understand that Asad Umar is not the only person involved behind the scenes, IK has acquired the services of Abdul Razzak Dawood, Ishrat Hussain, I have heard he has been in touch with Shaukat Tareen and there are other economists behind the scenes as well. These are the top business and economic minds in the country, all of them don't have a magic wand to improve things in one day.

I challenge any knowledgable economist over here to come up with a radical solution to our ills that the government is not doing or implementing at this point.

Its all noony and peeply propaganda. Where were they when Ishaq Dollar was setting adverse economic strategies. As in, Pakistan's imports were a lot higher then the exports, the dollar was artificially controlled etc. This is like a criminal seriously injuring a person then blaming the doctor :s Things will take time to mend; can not even fix household financial issues in 8 months; let alone a countries.

I sarcastically said to a PMLN supporter "Maine suna hai Imran Khan aur Asad Umar pair par gaye hain Ishaq Dar k hamari help karo Pakistan ko Asian tiger bananay main jaisay woh chor k gaya tha"....PMLN supporter with big smile "Jee bhai maine bhi yehi suna hai" :))

You can imagine how much delusional they are, do they really think that con artist Ishaq Dar turned Pakistan into Asian tiger and Asad Umar has failed miserably. None of hem even have 1% idea what sort of challenges Asad Umar is facing and it is humanly impossible for anyone to turn things around in 8 months. It's like asking why Pakistan's literacy rate hasn't changed from 50% to 80% in 8 months, can they really???

PPP and PML-N must be countered at all costs. It boils my blood when i see internet paid PPP and PML-N trolls drool over Bilawal's English accent when he has zilch to show for his rule in Sindh in the last 11 years. To be honest, he is the biggest con artist.

Lol it is always hilarious when mamoon Bhai talks on economics I don’t blame him as he is a doctor and most doctors are poor at this subject but of course his ego does not allow him to stay shut on a subject where his knowledge is not enough

Well Mamoon :-)

Have you got figures for the day before, so we can discount whether other factors have played any part?

Similarly why a screenshot and not a link? And who decided that those too spikes you've pointed towards in the graph are the times you claim they are?

Someone who can't even pass the govt civil servant exam calling one of the most successful CEO's in the history of Pakistans incompetent. Now I've heard it all.

These rumours were started by fake news noora accounts about a month ago, saying the army wasn't happy with his performance. Sadly thats the level of politics the opposition play.
Well this is humiliating, but I hope you will take it as a lesson for the future.

Request everybody to watch this:

Please accept my humble condolences. A man's strength is put to test when he is humiliated. I trust you will come out of this as a stronger man.

This is the stupidity of these people. Small spikes occur every day, Assad Umar going does not change the fact that whoever comes in will face the same fundamentals left by the disgraced family of Crooks. Chimp Dar bankrupted PK

This hurts, being proved wrong by you of all people, but I'm mature enough to accept even a broken clock is right twice a day. Even one which doesn't tell the time in Pushto.

Poor decision imo, especially not having a ready made replacement.

I see that you are still hung up on that Pashto thing. Why do you enjoy humiliation so much? Pashto, Civil Service exam and now Asad Umar. When do you plan on ending your misery?

You are out of your depth here. I am starting to feel sorry for you now. Seriously.

Your words are touching, they really are, it's nice to be pitied by the pitiful. However in the grand scheme of things, nothing said in this thread matters a great deal, after all you voted PTI in after railing against them for years. How do you sleep at night?

I sleep with peace because I have absolved myself from the accusation that I did not play my part for Naya Pakistan.

I think the only people here who are losing sleep are the overseas online PTI supporters who were not even allowed to vote.

A day after major reshuffling in the federal cabinet, an updated list of federal ministers, ministers of state and advisers and special assistants to the prime minister was issued on Friday — however, Asad Umar was still listed as holding the portfolio of Finance, Revenue and Economic Affairs.

Umar had announced on Thursday that he was stepping down as finance minister after he "convinced the prime minister" that he did not want to remain a part of the cabinet. "As part of a cabinet reshuffle, [the] prime minister desired that I take the energy minister portfolio instead of finance," he had said. "However, I have obtained his consent to not take any cabinet position."

It is yet to be confirmed whether Umar has officially submitted a resignation and if it has been accepted.

The notification, listing the cabinet members' names as on "19th April, 2019", makes no mention of Dr Abdul Hafeez Shaikh, who was named as the adviser to the PM when political analysts and journalists were still analysing the possible causes of Umar’s removal at the middle of the negotiations with the International Monetary Fund.

Prime Minister Imran, in major changes to his cabinet on Thursday, removed a few big shots from key positions — including Federal Minister for Information Fawad Chaudhry — and handed over important portfolios to newcomers.
