It's not even about doing it in SL especially during a WT20, but doing it on a weekend.There was a proposal to do it in Sri Lanka so that the national team players would be available and most importantly the captain of the franchises available but this was rejected by most of the Franchises overall.
They proberly went with someone who can bat the 20 overs they already have Saim and Maaz who will go from ball one on the attack and they have Usman.Labuschagne is really a strange choice.
They could have signed up even mark chapman or tim robinson instead

I dont get the labu hate, hes actually a very talented player. Maybe hasnt explored t20is much but could turn out to be a great buy.depends on the price they paid for labu, could be a good money ball signing, ok batter, leggie, medium pacer, very good fielder. if they got him at a good price hes a potentially good package. also from a media branding pov, hes a very good brand ambassador, could elevate the franchises presence and capture eye balls. i think its a decent signing all things considered.

Also the World Cup will let them acclimatise to sub continental conditions in time for the PSL

To wit, for those saying that the above doesn’t include any ‘big names’, I agree. And Multan will not earn huge revenue, as Naseem is the only ‘brand’ amongst these. But you bank on developing your own talents and you bank on the biggest revenue draw, a young Pakistani team that plays modern cricket, and gives the nation hope for the future.I really think that Multan, if they’re smart, have a real opportunity to build a strong local core. Remember, for next years PSL you can have 7 retentions. So, with a full purse Vs the other franchises, you can spend big on:
Local Multan lads Sameer and Arafat Minhas
Faisal Akram
Khwaja Nafay
The Shah brothers Naseem and Ubaid
Irfan Khan Niazi.
Maybe Mo Haris
Abdul Subhan or Sayyam
Other franchises just don’t have rhe purses to compete.
You can then supplant that with intelligent foreign signings such that @GoUgandaCranes has highlighted.
This gets you a Pakistani middle order and bowling attack, a keeper (in Haris or Nafay) and a captain (in Niazi or Haris)
A lot of the franchises have retained oldies. The way to always go is to retain young Pakistani players below 26 and you sort yourself out for a decade.
Do not waste your money on Rizwan, Haris Rauf, Warner or Iftikhar.

It’s funny how cricket scouting is different to say, football scouting.For Multan, it really depends on the owners. If it's Ali Tareen again, then we may see the same setup returning. They have a different style of cricket management & are bound to repeat their previous patterns.
The T20 world cup is an ideal time to scout the talent though, so very hopeful that we will see some of the names appear in the PSL. One good thing is that some foreign PSL regulars have set their price very high & some like Kohler Kadmore have not entered the auction.
Great chance for a franchise to go from a player like Jordan to a player like Hasan Mehmud, Nahid Rana, Ripon Mondol who are priced 4 times lower. Really hoping to see some BD flavor in the PSL after all the hue and cry and some of them are great bargain buys.

This is up to the franchises themselves to decide. PCB mustn't get involved. If a team has a strategy and thinks a certain player can work in that strategy then it's up to them how they pursue.The PCB needs to get strict with the franchises and make it clear to them that the Direct Signing amounts are for elite players, not useless third grade players.
