India expels 2 Pakistan officials for "involvement in spying", to leave country in 24 hrs

India on Sunday expelled two officials of the Pakistan high commission after they were apprehended by law enforcement authorities on charges of engaging in espionage, the external affairs ministry said.

Officials of the special cell of Delhi Police, who spoke on condition of anonymity, said three officials of the Pakistani mission were detained at Bikanervala Chowk in Karol Bagh at 10.45 am on Sunday while allegedly trying to obtain classified materials on the Indian security establishment.

The three men – identified as Abid Hussain Abid, 42, an assistant in the Pakistani mission, Mohammad Tahir Khan, 44, a clerk, and Javed Hussain, 36, a driver – had been under surveillance for the past few months, the officials said.

“They were caught red-handed while obtaining documents on the Indian security establishment from an Indian national and handing over cash and an iPhone to him,” said one of the officials cited above.

The three men initially claimed they were Indians and even produced fake Aadhar cards, the officials said. “Later, during interrogation, they confessed they were officials at the Pakistan high commission and worked for the Inter-Services Intelligence (ISI),” a second official said.

A case was registered against them under the Official Secrets Act, the officials said. The detentions were the result of an operation jointly mounted by Delhi Police and Military Intelligence, they added.

Subsequently, the government ordered the expulsion of Abid and Khan, who both work for the visa section at the Pakistani mission. Abid had been posted in the mission since December 2018, while Khan was posted here in October 2015.

A statement issued by the external affairs ministry, without naming the detained men, said: “Two officials of the high commission of Pakistan in New Delhi were apprehended today [Sunday] by Indian law enforcement authorities for indulging in espionage activities.”

The government declared both these officials “persona non grata for indulging in activities incompatible with their status as members of a diplomatic mission and asked them to leave the country within twenty-four hours”, the statement said.

Pakistan’s charge d’affaires was issued a demarche or formal diplomatic representation, in which a strong protest was lodged about the “activities of these officials of the high commission of Pakistan against India’s national security”.

The charge d’affaires “was asked to ensure that no member of its diplomatic mission should indulge in activities inimical to India or behave in a manner incompatible with their diplomatic status”, the statement said.

There was no response from the spokesman of the Pakistani mission despite attempts to reach him on phone.

The development comes at a time when ties between India and Pakistan are at an all-time low. In 2016, India had expelled an official of the Pakistani mission after he too was nabbed by Indian security agencies while receiving classified documents.

ISLAMABAD: Pakistan on Sunday condemned the Indian government’s decision to expel two staff members of the Pakistan High Commission (PHC) in New Delhi as part of a “persistent anti-Pakistan propaganda”.

According to a Foreign Office statement, India’s decision to declare two officials of the High Commission for Pakistan in New Delhi “persona non grata requiring them to leave India within 24 hours” was accompanied by a “negative pre-planned and orchestrated media campaign, which is a part of persistent anti-Pakistan propaganda”.

It added that two staff members of the Pakistan High Commission in New Delhi were “lifted by the Indian authorities today (31 May 2020) on false and unsubstantiated charges”. They were subsequently released after the the Pakistan High Commission intervened.

“We condemn the detention and torture as well as threatening and pressuring of the diplomatic officials to accept false charges,” the Foreign Office said.

The tersely worded statement came in response to an Indian Ministry of External Affairs press release which claimed the pair was being expelled for “indulging in espionage activities”.

The Foreign Office added: “Pakistan strongly rejects the baseless Indian allegations and deplores the Indian action which is in clear violation of the Vienna Convention on Diplomatic Relations as well as the norms of diplomatic conduct especially in an already vitiated atmosphere.

“The High Commission for Pakistan in New Delhi has always worked within the parameters of international law and diplomatic norms. The Indian action is clearly aimed at shrinking diplomatic space for the working of Pakistan High Commission.”

The Foreign Office stressed that Indian attempts to escalate tensions “will not succeed in diverting attention either from the ongoing internal and external issues faced by the BJP government or from the worsening situation and gross human rights violations being perpetrated by the Indian occupation forces in Indian occupied Jammu and Kashmir (IOJ&K)”.

Pakistan urged the international community to take notice of the Indian “designs and play its role in ensuring peace and security in South Asia”.

ISLAMABAD: India on Sunday expelled two officials of the Pakistani High Commission in Delhi accusing them of espionage — a charge, which was immediately rejected by Pakistan as “false and unsubstantiated”.

The officials were identified as Abid Hussain Abid, 42, an assistant in the Pakistani mission, and Mohammad Tahir Khan, 44, a clerk.

Indian Ministry of Ext*ernal Affairs (MEA) in a statement said they were “apprehe*nded today by Indian law enf*orcement authorities for indulging in espionage activities”.

The officials, according to Indian media, were allegedly obtaining documents about the Indian security establishment from a local person.

Indian government later declared both of them persona non grata and asked them to leave the country within 24 hours.

The move is likely to add to the already strained ties between the two countries.

The Foreign Office, in a statement, noted that the expulsions had come in the midst of “an already vitiated atmosphere”.

In a demarche given to Pakistan’s chargé d’affaires in Delhi, the MEA said the activities of the expelled Pakistani officials were against “India’s national security”.

The expulsions come a week after Indian Border Security Force caught a pigeon in Occupied Kash*mir’s Kathua district as a suspected Pakistani spy.

The FO, while condemning the Indian action, said the Indian move was “accompanied by a negative pre-planned and orchestrated media campaign, which is a part of persistent anti-Pakistan propaganda”.

It said the two staffers were lifted by the Indian authorities on Sunday on “false and unsubstantiated charges” and were later released on the high commission’s intervention.

“We condemn the detention and torture as well as threatening and pressuring of the diplomatic officials to accept false charges,” the statement said.

The FO said the Indian action was in clear violation of the Vienna Convention on Diplomatic Relations as well as the norms of diplomatic conduct.

“The High Commission of Pakistan in New Delhi has always worked within the parameters of international law and diplomatic norms. The Indian action is clearly aimed at shrinking diplomatic space for the working of Pakistan High Commission,” it said.

The FO said that the Indian ploy to heighten tensions would fail in diverting attention from the ongoing internal and external issues faced by the BJP government or from the worsening situation and gross human rights violations being perpetrated by the Indian forces in occupied Jammu and Kashmir.

It again called on the world to take note of the Indian designs and play its role in ensuring peace and security in South Asia.

RSS-BJP regime in Delhi launches baseless campaign against Pakistan HC in New Delhi: Shibli

ISLAMABAD: Minister for Information and Broadcasting, Senator Shibli Faraz said on Monday the RSS-BJP government in India, targeting minorities, especially Muslims, for racist and violent acts, has launched a campaign of baseless and false allegations against the staff of the Pakistani High Commission in New Delhi.

In a statement, the minister said under the international law, preventing the Pakistan High Commission from discharging its diplomatic duties and arresting and torturing diplomatic staff was a heinous and highly reprehensible act.

The aim of vicious campaign, he said, was to cover up its crimes, to avoid global stigma against its treatment with minorities and divert attention from state terrorism against unarmed Kashmiris in Indian occupied Jammu and Kashmir.

The international community should take note of India's actions and hold New Delhi accountable for its violations of diplomatic and international laws.

India is guilty of aggression against all its neighbours in the region, said Senator Shibli Faraz.

Indian mischief and expansionist mindset had forced even a peace-loving and progressive country like China to deploy its army on Indian border.

He said similar news were reported in the media regarding Nepal. Shibli Faraz said unilateral and illegal Indian action in Indian occupied Jammu and Kashmir, an internationally recognized unresolved dispute was a clear violation of United Nations Security Council resolutions and international laws and a charge sheet against New Delhi.

Foreign Office spokesperson Aisha Farooqui had already rejected Indian act.

Indian officials misbehave with Pakistani diplomat

In yet another violation of the international law on diplomatic ties, Indian intelligence officials on Thursday stopped the vehicle of Pakistan’s Charge d’Affaires Syed Haider Shah in New Delhi and misbehaved with him.

Shah was returning from work when he was harassed by personnel belonging to spy agencies.

The unpleasant incident has been described as a blatant violation of the Vienna Convention on diplomatic relations and is the latest in New Delhi’s recent harassment of Pakistani diplomats.

A few days ago, India had ordered the expulsion of two Pakistani diplomats posted in New Delhi after declaring them as persona non grata.

The Indian External Affairs Ministry claimed that the two diplomatic staff members of the Pakistani mission were apprehended by Indian law enforcement agencies for “indulging in espionage activities.” Authorities, however, did not identify the two individuals.

“The government has declared both these officials persona non grata for indulging in activities incompatible with their status as members of a diplomatic mission and asked them to leave the country within twenty-four hours,” read an official handout issued by the Indian foreign ministry, which also summoned the Pakistani chargé d’affaires on the issue.

But within hours of the Indian move, Pakistan reacted sharply and condemned the expulsion of its diplomats.

“The Indian action has been accompanied by a negative pre-planned and orchestrated media campaign, which is a part of persistent anti-Pakistan propaganda,” said a foreign office statement.

The statement said the two staff members of the Pakistan High Commission in New Delhi were lifted by the Indian authorities on Sunday on “false and unsubstantiated charges.”

They were, however, released on intervention by the High Commission.
