My personal assessment after spending 3 years dealing with the underbelly of Tamil Nadu is that, the criminals of TN and the criminals of UP are match for each other, they can both outdo each other.
But the decent people of TN are better than the decent people of Delhi and UP.

As long as my and many others' tax money is unfairly distorted to the north, I'll say whatever I want in the hope that the north will pull up its socks and improve.
There are such instances in West too. It’s a one in a million thing. Fathers raping or molesting daughters is not so uncommon.
There is no sickness in the society. How many such instances happen in a year or 10 years or even 25yrs? You can count such things on your fingers. It’s an individual thing. Some people are completely messed up in their head.

Some places are worse than others . As an atheist you don’t need to defend India esp when you’re an American now willing to fight India if need be . Do you feel India should be fully secular & implement laws against religious views where sexual assault is mentioned in their texts/stories ?

Well, the first step to solving a problem is to recognize it. That you are hurting at the use of the term BIMARU is a good start.
It was hardly coined by me or on the forum - it was by an economist going back to the 1980s. The fact that it's still relevant today to those states (Uttarakhand perhaps being the only exception) speaks a lot.
It still falls under Rape case no matter who commits it under what circumstances.

I defend India because it is my birth land and it is secular by law. USA is my adopted land and my full allegiance is with USA.

Many years ago there was a famous song called dance with the devil by Immortal Technique. It described a gang initiation where a group of youths made a new member of the gang rape a woman, he kidnapped one and covered her face before doing it but the woman turned out to be his mother. The song was a long metaphor describing how American Blacks and Latinos are causing damage to their own women with some of the things they do.
It's crazy to see Indians literally raping their mothers. How badly has their society fallen. I can't believe they come and lecture us on economy and TV rights deals when their own population has fallen to these depths.

First part is wrong. Second part is valid.
If UP, Bihar, Jharkhand get developed, or at par with other states, it will solve many issues. Particularly of metro cities getting overpopulated which their infra is unable to support. Those states have been happy with electing the politician of their favourite caste as if it uplifts the whole community. Those parties in power in those states must be shamed brutally.
First part is wrong, because what if hindus say that our tax money should not be unfairly distorted to other religions? or some castes say we pay the most taxes. Or states like Jharkhand say why our coal and iron ore was used for other states when we should be owning it. Or West bengal says why Bombay port is favored over Kolkata port. Some states have been given preferential treatment, like Delhi getting good hospitals in north, so that people from other states travel there. Or southern states getting many important government institutions because it puts them further from the danger zone if India is attacked.
Every weak state deserves a helping hand. But problem is that those funds should be utilized and not go to private pockets and bridges and roads collapsing every other week.

Mystery Woman's Headless, Naked Body Found In UP, Triggers Massive Hunt
A woman's headless and naked body was found on the national highway at Gujaini in Uttar Pradesh's Kanpur early yesterday, raising suspicion that she was raped, murdered and the body was thrown on the highway. Twenty-four hours later, police are yet to make a breakthrough and attempts to identify the woman are on.
Police have scanned CCTV footage in the area to identify the woman. CCTV cameras at a hospital on the other side of the highway show a woman of similar build walking hours before the body was spotted on the highway. The woman in the footage is seen wearing grey trousers and shreds of a grey garment have been found near the body.
Police have said the body was first spotted at 6.15 am yesterday. Three teams have been formed to investigate the matter. The police have said there are no CCTV cameras at the spot where the body was found, but a CCTV camera about 3 km away has captured visuals of a woman walking alone. The clothes the woman is seen wearing match the pieces of cloth and slippers found on the highway, police have said. Police are looking at the CCTV footage to spot any more clues.
The body has been sent for post-mortem to confirm the cause of death. Police have found no complaint of a woman missing in the district that can be linked with the body recovered on the highway. Cops are now using frames for the CCTV footage to ask residents of the area if they have any information about the woman.
A forensic team has visited the spot and collected samples of teeth and bones for testing.
A senior police officer said they are exploring if it is a case of accident or crime and are also trying to confirm if the victim was a local resident or was from somewhere else.
Akhilesh Yadav, Lok Sabha MP and chief of UP's main Opposition Samajwadi Party, has demanded exemplary action in the chilling case.
"In another shocking case of crime against women, a woman's headless, naked body was found on a highway in Kanpur. The matter should be investigated fairly and such punishment should be meted out so that criminals get scared and such incidents are not repeated," Mr Yadav said, hoping that the BJP-led state government would "rise above politics" and investigate the incident.

Bharat’s not a safe country for women. When i will feel tension free sending my most beloved and revered women anywhere in Bharat at any time, that’s the day i would want to defend such claims.

India anger over alleged sexual assault on woman inside police station
A retired Indian high court judge will investigate allegations that a woman was physically and sexually assaulted by a group of police inside a police station in the eastern state of Odisha, the authorities say.
After the allegations, levelled last week by the 32-year-old woman and her fiancé – an army officer – led to a huge outcry, four police officials, including three women, were suspended. A fifth policeman was transferred. The action came after the state’s crime branch opened an inquiry into the case.
A video of the woman, a law graduate who runs a restaurant in the state capital Bhubaneswar, detailing her alleged abuse by police early on the morning of 15 September has been shared many times on social media.
The footage makes for a difficult watch.
In a wheelchair, with a collar around her neck and one arm in a sling, the woman repeatedly breaks down while narrating to journalists what she says happened to her.
She said she had gone to Bharatpur police station with her fiance after closing her restaurant at around 01:00 because they had been harassed by a group of men on the road.
They asked police to send a patrol car quickly to intercept the men who couldn’t have gone far, she said.
“The police refused to take down our complaint, instead they abused us. When I told them that I was a law graduate and knew my rights, they got even more angry.”
The situation escalated after the police put her fiance in the lockup, she alleged.
“When I objected, two female officials started pulling my hair and beating me. I kept pleading with them to stop. But they dragged me through the corridor and one of them tried to strangle me. When I fought back, they tied my hands and legs and locked me up in a room,” she said, sobbing.
“One male officer came in and took off my bra and started kicking me in my breasts. At around 06:00, the officer in charge of the police station came into the room. He pulled my pants down. Then he lowered his pants and threatened to rape me multiple times unless I stopped screaming for help,” she alleged.
Reports in the Indian media last week quoted police as saying the army officer and his fiancee had arrived at the station drunk and the woman had been aggressive. They alleged that she had slapped a policewoman and bitten another officer.
She was arrested and a magistrate placed her in custody.
But three days after the alleged assault, the high court freed the woman on bail and criticised the police and the lower court that jailed her.
“On careful examination of the record, it appears that the allegations are very serious in nature… They are anathema to the very concept of a democratic and orderly society,” Justice Aditya Kumar Mohapatra said, adding that the “police had failed to follow the procedure laid down in law while arresting her”.
Justice Mohapatra said he had been informed by the government's lawyer that "drastic action has been taken against the erring police officers… and appropriate action shall be taken against those found guilty”.
The magistrate had also “failed to apply their judicial mind” in denying the woman bail, he added.
Since then, many in India have taken to social media to express their anger at alleged police brutality. A large number of former and serving army officials have shared the viral video of the woman and pledged support to her fight since her father is a retired army brigadier.
The Indian army has also written a letter to the chief justice of the high court in Odisha saying that a "serving officer had been kept in custody for nearly 14 hours without any charge” and because of “the grave incident… his prestige was demeaned”.
“The modesty and dignity of his fiancee, who also happens to be the daughter of a retired brigadier, was grossly outraged by the police authorities,” the letter adds.
Her father, who told the BBC that he had spent hours frantically trying to locate his daughter that night, said the police had not even informed him or his family about the allegations against his daughter.
“Some army officers informed me that my daughter had been arrested and sent to jail. I was allowed to meet her only the next afternoon,” he said. “I hope we will get justice."
The state government said it “respects the Indian army” and is “concerned about the dignity, safety and rights of women”. It has nominated retired Justice Chitta Ranjan Dash to hold an inquiry and submit a report within 60 days.
The woman’s allegations are being investigated and her statement has been recorded, crime branch official Narendra Behera told the media. The seven men accused of harassing the couple were arrested by police and released on bail.

“She has an injured shoulder, a cut on her face and swelling around her eye. She is very traumatised. While talking to me, her eyes welled up several times. I told her, ‘You’ll have to be courageous and face it all.’ She said she will fight to the end.”
Ms Chadha says the police have to follow a standard operating procedure when a woman lodges a complaint.
“It’s their duty to hear her patiently. They are trained to deal with a woman if she is aggressive or agitated. They have to offer her a glass of water, calm her down. But from what she has alleged, it appears that basic rules were not followed.
“Also, how come there were no CCTVs when the Indian Supreme Court mandates it for every police station?” she asks. The police station in question opened only four months ago and is supposed to be a role model for other stations in the area.
Ms Chadha says the case has received a lot of attention because the woman is from a privileged background.
“But no-one know what goes on in this – and other – police stations when ordinary women go to seek help.
“We tell our daughters that if you are in trouble, go to the nearest police station. We tell them it’s the second safest place - after their home. What do we tell them now? Where will a woman go now?”

India government says criminalising marital rape 'excessively harsh'
The Indian government has opposed petitions in the top court that seek criminalisation of marital rape, saying it would be "excessively harsh".
The federal home ministry told the Supreme Court that "a man does not have a fundamental right" to force sex on his wife, but there were enough laws to protect married women against sexual violence.
The top court is hearing petitions seeking to amend a British-era law that says a man cannot be prosecuted for rape within marriage.
Violence within marriage is rampant in India - according to a recent government survey, one in 25 women have faced sexual violence from their husbands.
Marital rape is outlawed in more than 100 countries, including Britain which criminalised it in 1991.
But India remains among the three dozen countries - along with Pakistan, Afghanistan and Saudi Arabia - where the law remains on the statute books.
A number of petitions have been filed in recent years calling for striking down Section 375 of the Indian Penal Code, which has been in existence since 1860. The law mentions several "exemptions" - or situations in which sex is not rape - and one of them is "by a man with his own wife" if she is not a minor.
Campaigners say such an argument is untenable in modern times and that forced sex is rape, regardless of who commits it.
United Nations, Human Rights Watch and Amnesty International have also raised concerns about India's refusal to criminalise marital rape.
But the Indian government, religious groups and men's rights activists have opposed any plans to amend the law saying consent for sex is "implied" in marriage and that a wife cannot retract it later.
The courts have given contradictory judgements, sometimes allowing a husband to be tried for rape while at others dismissing the petition.
The case came to the Supreme Court after the Delhi high court in 2022 delivered a split verdict. The top court began hearings in August.
The state's response in their 49-page affidavit submitted in the Supreme Court on Thursday has not come as a surprise in a country rooted in patriarchal traditions and where marriages are considered sacrosanct.
The report says that marriage is a relationship of a "different class" and has an “entire ecosystem” of laws, rights and obligations.
Criminalising marital rape "may seriously impact the conjugal relationship and may lead to serious disturbances in the institution of marriage”, it stated.
The affidavit noted that in a marriage, there was a "continuing expectation to have reasonable sexual access from one's spouse" and while this did not entitle a husband to coerce his wife into having sex, including marital rape under anti-rape laws would be "excessively harsh" and "disproportionate".
It added that there were existing laws that dealt with domestic violence, sexual harassment and assault that protected a married woman's rights.
The home ministry also said that marriage was a social institution and the issue raised in the petitions was more social than legal and hence it should be left to the parliament to formulate policy.

The outside world doesn't know what BIMARU is, all they are going to read is Indian Men. That article you are quoting is written by an Indian woman and even she is just lambasting Indian men. Not dissimilar to when Pakistanis point fingers at Mirpuris. It doesn't really wash with people who don't know the country, all they read is Pakistani.
