An eight-month-old baby girl has been raped, allegedly by her cousin, in the Indian capital Delhi.

Police say she is in a critical condition after being admitted to hospital on Sunday. They have arrested the 28-year-old cousin.

Delhi Commission for Women chief Swati Maliwal, who visited the girl, described her injuries as "horrific".

The debate over sexual violence in India has grown after the fatal gang rape of a female student in 2012.

The rape of the baby girl happened on Sunday but came to light on Monday after local media reported it.

Ms Maliwal tweeted that the baby had undergone a three-hour operation and that her cries could be heard in the hospital.

This distressing case of assault on an infant has shocked India and made national headlines. The extent of her injuries has horrified many and prompted them to wonder whether we have reached a new low.

But a look at the statistics, compiled by the government, shows that such crimes are not uncommon.

And worryingly, their numbers are rising rapidly.

According to the latest National Crime Records Bureau data, 2016 saw 19,765 cases of child rape being registered in India - a rise of 82% from 2015 when 10,854 cases were recorded.

A couple of years ago, an 11-month-old was kidnapped by a neighbour while she slept next to her mother and brutally raped for two hours.

And in November 2015, a three-month-old was kidnapped and assaulted in the southern city of Hyderabad.

How are people reacting to the news?
Ms Maliwal described what she heard when she visited the hospital where the baby was being treated.

"Her heart-rending cries could be heard in the intensive-care unit of the hospital. She has horrific injuries in her internal organs," she tweeted after visiting the hospital on Monday night.

She posted another tweet expressing her anguish.

"What to do? How can Delhi sleep today when 8 month baby has been brutally raped in capital? Have we become so insensitive or we have simply accepted this as our fate?"

Has the situation for women improved in recent years?

The 2012 gang rape and murder of the 23-year-old student on a bus in Delhi sparked days of protests and forced the government to introduce tougher anti-rape laws, including the death penalty.

There has also been a change in attitudes - sexual attacks and rapes have become topics of living room conversations, and not something to be brushed under the carpet, our correspondent says.

However, brutal sexual attacks against women and children continue to be reported across the country.

Recently released National Crime Records Bureau statistics for the year 2016 show crimes against women continue to rise.

But what is heartening is the refusal of women to give up their fight, our correspondent adds.

Indian mentality is sick, the fact that most Indians are sex craved and poor doesn’t help.. It’s just horrific and Indians are probably the worst to hold of their urges and even their release which you can see in the population.. All results from lack of experience and ultimately sexual frustration builds up..

Add to the above the fact that most sex crimes go unreported and victims are unpunished gives these psychos enough daring to commit such horrific act.. Brutal death penalty is the only deterrence doesn’t matter if the criminal is rich, poor or any politicians son..

However it isn't just Indian mentality but any place where sexual freedom is repressed, males and females segregated, zero sexual education and showing of any sign of sexuality is taboo. Thats why the reproduction rate in sexually educated and free societies is so low as they have already fulfilled their sexual urges in a natural manner and are not just marrying to have continous sex.

Yes exactly I said India because I am Indian and I know how things are here.. Plus if I had said Pakistan or sub continent people would have diverted the topic and turned it into India Pakistan mudfest..

There are a lot of things which needs to be changed in our country however no one is serious and issues such as padmavat the movie is more important for political votebank than these issues.. Ultimately people will forget about this case in a few weeks and move on with their lives until next case comes up then everyone would be up in arms and say the same things again..

Ultimately only people who really care and try and fight for are the ones who have gone through such a horrific act and unfortunately they do not form a big enough votebank to be considered seriously..

Are males and females segregated in India? I wasn't aware of that, although it does seem that there is some sort of sexual frustration evident there if the stories of western IPL cheerleaders are anything to go by.
 
Frankly, even given the lack of ease for relationships I don't think you can blame society for the rape of a baby. That is just a sick mentality of a very disturbed individual.

There is something horribly wrong with the indian male psyche. Many women friends i have made in the last five years have talked about some kind of sexual abuse and it's usually a family member. :(

There is something cheap going on indian television, where in the name of dance competitions, kids are made to dress up like adult dancers and mimicking every cheap bollywood dance move, cheered by adults and normalizing the sexualization of kids. But don't say a word against that or you will be blamed as having backward mentality.

Any conservative society that regulates sexual activity - in the case of the subcontinent, I don't really need to go into the prevailing attitudes towards sexual activity outside of marriage - will eventually reach a point where this kind of thing becomes more and more commonplace. This is not just on the rapist, its on every pundit, pastor and molvi that preaches about the "evils" of fornication, its on every father who has punished - and that usually means honor killing in this part of the world - his child for being sexually active or even in a relationship, it's on the society that ostracizes anyone not celibate until their wedding day, on every brother, uncle and cousin who think they can beat someone up or even kill them for dating and/or being sexually involved with their sister/niece/cousin and above all else, on all these idiots complaining about how this is a result of us losing our values when it is a natural consequence of upholding those ridiculous values.

This is not restricted to subcontinent. I have read in recent news where a 30 something grown man in USA raped his friends infant daughter. Dad caught the guy in the act and punched him. The rapist got a broken jaw.

This is just a sick man acting sick.

Sometimes i think this has less to do with attitudes towards sex than it is to do with power. In highly patriarchal societies where women don't have much say in family/social affairs and are dependent on male members, it leaves them vulnerable to abuse of all kinds. Attitudes towards pre marital sex and relationships are pretty consistent throughout the length and breadth but such incidents are more likely to occur where patriarchy is most toxic imo.

Child abuse is less in western countries because of segregation. The same segregation which is blamed as the reason for these crimes by the desi "liberals".

In west strangers, or even relatives are not allowed to touch kids, no matter what their intention, without the permission of parents. This segregation is the main reason kids are relatively safer from predators.

In abnormal crimes like this one, I'd be inclined to dismiss them as one off incidents perpetrated by mentally sick individuals but when this kind of crime starts recurring (this is the second case of an infant being raped in India I've come across in the last few months, we have our own epidemic of 3-10 year olds being raped and murdered for a few years now) in a particular type of society, the unique cultural and religious makeup of the society needs to be examined as a potential contributory factor. I don't see how you figure that attitudes to pre marital sex are consistent when you have places where the most likely outcome if you're found to be sexually active before marriage is either death, prison or at the very least getting disowned.

Oh i meant the length and breadth of India but rape and sexual abuse, while acknowledged to be a problem throughout India, is disproportionately higher in certain regions compared to others. You are right in that cultural and religious makeup of the society need to be examined but i'm not sure those are the only causal factors. You might get disowned here but death and prison? Urban India has plenty of pre marital sex happening and i assure you that there is no death or prison for that. Conservative families may disown you. But this itself is problematic. Delhi is probably the most liberal city in this regard an this happened in Delhi.

This is why these desi liberals are a joke. The moment you bring up the influence of bollywood which is glamourising adult actress, promoting sexual harrassment as chivalry and making women dance semi naked as women empowerment, these desi liberals go quiet.

Not a single person said any of those things except the bit about the culture which is true. You can rant all you want about liberalism - though I don't see how atheism figures into this - but when the alternative you're offering results in children being raped and murdered, you can take your precious religion and culture and set them on fire if for all their promises they give nothing but a sick society.

No liberal rejoices when a child gets raped. We do however look down on you lot for enabling that in the first place and we will shove it in your face when a rapist walks free because Dna evidence was not allowed in his prosecution or when Raymond Davis pays Diyat and walks away. Its just coming into light now, no competition. It was always there.

Walk in the streets of Pakistan or India, you will see guys wearing Shalwar Kameez, smoking something in groups and nothing to do, just chilling and checking out any young woman or married woman. These are the type that release themselves on weak, helpless people such as young children. I am genralizing but this is the sad reality

Disturbing, but as those are people living in civilised western society, they are obviously the exception to the rule, whereas in India minor rape is probably encouraged by society. Not only Pakistani atheists are putting forward this view, but Indian members themselves are confirming it.

Absolutely dreadful and dastardly but unfortunately this will most probably be just another case among the thousands of sick, vile and disgusting sexual assault crimes happening in the country and be swept under the rug in a week or two.

That bob and vegene meme is not just another internet meme, it's a perfect illustration of the sheer scale of lack of upbringing, lack of morals and sexual frustration prevalent in the Indian society. It is the BJP ruled Madhya Pradesh where the bill for death penalty to those convicted of child rape was passed, and liberals were complaining that it is a regressive step.
 
He is mentally sick individual. 8 months old girl ??? 8 months. Doctors,pshchologists,psychiatrist..all should have a deep study on him before killing him.....so that root cause and mentality or any reason can come to know...

India’s gender imbalance is so skewed by people’s preference for boys that about 63 million women are in effect missing from the population and 21 million baby girls are unwanted by their families, Delhi has revealed.

A United Nations report in 2013 uncovered a steady decline in India’s gender balance, to 919 girls for every 1,000 boys. India has long grappled with the issue, which is blamed for a host of social ills, including the country’s dismal record on sexual violence. Pre-determining the sex of an unborn child was banned across India in 1994 to prevent the mass abortion of female foetuses.

However, the practice remains a thriving covert business and improvements in pre-natal technology have only made it easier to break the law. A case in Delhi found dozens of clinics suspected of carrying out illegal ultrasounds and abortions, with one hospital delivering just 285 girls for every 1,000 boys.

The economic survey makes clear that millions of Indian girls who escape abortion are born into families that do not want them. The report found that “families where a son is born are more likely to stop having children than families where a girl is born”. Couples often keep having children until they have a son and then funnel more resources to the boy than to his sisters. Studies have shown that Indian girls receive less education, have poorer nutrition and get less medical attention than boys.

“The challenge of gender is long-standing, probably going back millennia,” wrote Arvind Subramanian, chief economic adviser and the author of the report.

The report noted that increasing wealth had not dented the broad preference for males, with some comparatively wealthy areas, including Delhi, faring worse over the years. Better scores for women’s development were found in the northeast of India, which the report dubbed “a model for the rest of the country”.

Pundits noted that this region is ethnically closer to China and Burma, however, with many people there scarcely identifying as Indian at all.

Dont understand why specific cases in India and Pakistan get such media fuss and nothing ever comes from it. Read somewhere in India there are 20,000 reported cases of rape on people under 5 years old. Roughly 50 a day or 2 an hour, and those are only the reported cases.

Its obviously disgusting but why the massive uproar on some cases? Its not even a rare crime sadly. The odd march or hashtag does nothing, entire decade long societal change is needed.
 
It is the BJP ruled Madhya Pradesh where the bill for death penalty to those convicted of child rape was passed, and liberals were complaining that it is a regressive step.

I know that obviously people will be angry and would want to fleece that person alive.

The reality is far deep rooted. The kind of materials available on internet is the main reason. The mentality of human has changed , and have become perverted. Unless the society changes regarding what atmosphere we live , we will get these kind of people.
 
Indian mentality is sick, the fact that most Indians are sex craved and poor doesn’t help.. It’s just horrific and Indians are probably the worst to hold of their urges and even their release which you can see in the population.. All results from lack of experience and ultimately sexual frustration builds up..

Add to the above the fact that most sex crimes go unreported and victims are unpunished gives these psychos enough daring to commit such horrific act.. Brutal death penalty is the only deterrence doesn’t matter if the criminal is rich, poor or any politicians son..

That’s not true this has been going on for decades however it was not reported earlier as media was still in its infancy.. I am not talking about this particular case however sex crimes in general where men treat women like objects and sex crimes are mostly unreported.. Some might be due to following west but most are due to lack of experience, sick mentality, patriarchal society, lack of implementation of laws, power culture, alcohol abuse etc etc.. Western influence is a lesser factor than the above mentioned reasons.
 
Such crimes are not just on the rapist but every person who defends objectification of women in popular cinema, who defends vulgar lyrics in the name of art, who defends the bad imports from the west, who defends debauchery and mindless fornication and drinking. Such mental slaves of the west ( the west if a good place, but these desi liberals seem to copy the bad things of the west) are also a reason why such crimes will keep happening.

There's something to said for stopping the sexualisation of young girls/women on television/cinema but I don't know whether there's any evidence its the major factor behind such crimes.

If oversexualisation in popular culture is the problem, then why does Pakistan suffer an endemic sexual abuse problem given how much censorship there is in the media ? Even the topic of sex on television and in schools is taboo.

There's a reason why the Bible Belt in America and ultra-conservative societies like Pakistan are the biggest consumers of pornography in the world. All humans have natural urges which are shaped by our environment. Its only natural that suppressing these urges by a repressive, ultra-conservative society for so long will manifest itself in dangerous and sick ways in testosterone charged young men.

From what I've read and heard, India's justice and policing system is similar to Pakistan in that police do not treat the issue with sensitivity, prosecution and conviction rates are dismal, cases take extremely long to proceed, whilst women struggle to report incidents due to living in a patriarchal society where men are dominant and can abuse their position of power. The panchayat/jirga system prevalent in the rural areas of the SC is also iniquitous towards women but only exists when local law enforcement is weak. Reforming the justice system will do far more to prevent these heinous acts, not censorship.

In Indian cases usually UP and Bihar are scapegoated and it's said that only those places have such issues whereas rest is heaven on earth. Surprisingly this hasn't cropped up in this thread

There is little research evidence demonstrating the death penalty is an effective deterrent for crime, let alone for sexual abuse. The conviction rate is in SINGLE digits in parts of the SC for rape; 1 in 10 rapes are never reported; and around a third of police investigations of rape are never concluded. India's police-to-population ratio is around 150 per 1,000 people whereas France and Germany have 340 and 296 per 1,000 respectively. Police are poorly paid in the SC, politicised and liable to corruption. So surely a lack of deterrence is caused by a lack of CERTAINTY of punishment and not whether the severity of punishment is harsh enough ?

Death penalty cases take longer than cases of life imprisonment; whilst rape cases are especially difficult to try as you're relying on individual testimonies. So you'd slow the legal system in a region already not known for meting out swift justice. In India alone there is a backlog of 27 million cases and has a judge-to-population ratio of 17 per million people despite your Law Commission recommending a ratio of 50 per million. Nearly 2 million cases in Pakistan are still pending.

A few years ago, the Indian Supreme Court held the death sentence to have been wrongly given in 13 cases between 1996 and 2009. Death Penalty Worldwide which is an online database says Indian trial courts award about 130 death sentences a year, but the Supreme Court upholds just a fraction. In the United States, 161 people have been exonerated since 1973 after being on death row but there's been hundreds of innocents who weren't as fortunate. Now, I shudder to think what could happen in the SC where the justice system is not as developed, evidence can be easily tampered and the miscarriages of justice that can occur if the death penalty is promoted more vigorously. What kind of "justice" system sends innocent people to their graves ?

The death penalty is also disproportionately applied to lower income individuals who can afford poorer quality of legal representation. Finally, if capital punishment is laid down as the only punishment for rape, you risk increasing the number of acquittals in rape cases where the defendant is guilty as well as rapists murdering their victims to prevent incidents coming to light.

So let's think with our heads and not with our gut. I have no sympathy for these cowards but "hang the rapist" campaigns fail to address the root causes of why the justice system fails victims and why these cases happen over and again.
 
This is the lowest of low this man needs to be hanged right away.Sadly this is only the tip of the iceberg. Just over a month ago an Indian underage Cancer Survivor was gangraped by her friends and then again by a good Samaritan. When Cows are given more respect and outrage by the public and people in power...

It is a widespread problem no one wants to accept it because of the bad rep and if any Political leader speaks the truth there would be such a massive backlash it’s not worth it.. UP and Bihar are definitely the most lacking and regressive states in India however it doesn’t mean other states and people are all dudh ke dulhe..

What segregation are you talking about? Segregation of the sexes, or adults from children? Child abuse does happen, but you are right in that the good justice system is what prevents it becoming more widespread. That's why a lot of perverts would travel to the east to indulge their sickness, as they know they can probably buy what they need from poorer societies.

You are just clubbing everything into one entity and making a judgement.

1. We are asking for death for rape in certain instances (forceful minor rape & brutal rapes). That too for cases, where there is slam bang evidence.

2. No matter what liberals (talking in general) say, there are different kinds of rape (I am amazed the world hasn't defined it yet). A girl raped while screaming is not the same as drunk teenagers in a party having sex with a girl who isn't quite sure whether she gave consent or not. No one wants death penalty for the latter. Yes, all rape should be condemned but some rapes are greater crimes than others.

The point of death is NOT just to act as deterrent. It is to serve justice to victims. A crazy child rapist who has slam bang evidence against him need not live. I have no time or interest or inclination to see him reform. Just execute him and get it done with.

These cases in India happen over & over again because of:

1. Slow judicial process
2. Corrupt judicial process (Indian judiciary is garbage for most part)
3. Police not filing FIR in certain cases
4. Mentality of men (we do a poor job of educating people in this regard)

A rape is a rape with slam bang evidence anyone guilty of rape should be given death penalty.. Please don’t segregate rapes if there is proper evidence the guilty needs to be sent to death period..
