After 15 Killed in Phalodi Crash, Supreme Court Eyes Nationwide Road Safety Rules

The Supreme Court of India is considering national guidelines to enhance road safety following a tragic accident in Rajasthan that resulted in 15 fatalities. The court aims to address existing regulatory gaps and ensure effective implementation to prevent similar incidents nationwide.

New Delhi: The Supreme Court on Monday mulled formulating pan-India guidelines to prevent road accidents, such as a recent one in Rajasthan's Phalodi that claimed 15 lives, on expressways and national highways.
A bench of Justices J K Maheswari and Vijay Bishnoi flagged the construction of illegal "dhabas" on both sides of national highways and expressways as a possible cause of road accidents and asked Solicitor General Tushar Mehta, who appeared in the matter for the National Highways Authority of India (NHAI), to submit the statutory rules and regulations for initiating action against these eateries.
The court also sought to know about the action taken so far, which authority is responsible for initiating it and which bodies are not implementing the provisions.

"After discussion between amicus and solicitor general, issues resolved by them, which may be helpful for issuance of the guidelines, also to be produced. In the meantime, parties are at liberty to exchange Google images, which may be helpful in resolving the real problem," the court ordered.

Mehta submitted, "We have the power to remove the illegal dhabas and eateries, but there has been a general delegation to the local district magistrate. The local police and other authorities are under his command and control, which the NHAI does not have. So we have to find out a solution."
Terming the issue non-adversarial, he said normally, there is a service road after certain kilometres on every expressway and national highway, where the vehicles that suffer a breakdown are put.
Justice Bishnoi acknowledged that there are service roads but pointed out that it is not the case for every expressway and national highway, and that illegal dhabas and small eateries come up in between, where most of the accidents take place.
The bench said the NHAI's report seeks to blame local contractors or the administration for the encroachments on the highways but the court wants to know which authority under the law is required to oversee that these eateries do not come up.

Justice Maheshwari said the court wants to formulate guidelines to fill up the existing gaps in the provisions and ensure their implementation to prevent a repetition of Phalodi-type accidents.
Appearing in the court on behalf of an intervenor, advocate Pranav Sachdeva said the top court has already dealt with these issues and given certain directions that were not implemented.
He pointed out that in Goa, there are highways that go through a medical college or a village, leading to road accidents.
"I have filed the recent Supreme Court judgment directing the NHAI to develop an SOP (standard operating procedure) to remove encroachments," Sachdeva said.
Justice Maheshwari said the issue is not of one state alone but of the entire country and the court is looking at the wider picture for formulating the guidelines.
Senior advocate A N S Nadkarni, who has been appointed as an amicus curiae (friend of the court) in the matter, said he has filed Google images to show widespread encroachments on the highways.

On November 10, the court had sought responses from the NHAI and the Ministry of Road Transport and Highways in a suo-motu case in connection with the Phalodi accident.
It had also asked the NHAI and the ministry to get a survey of the area conducted and file a report on the number of dhabas on the highway passing through Phalodi.
It had also sought a specific report on the condition of the highway and the norms followed by the contractor for road maintenance.
The apex court took suo-motu (on its own) cognisance of the November 2 incident in Phalodi, in which 10 women and four children were among the 15 people killed when a tempo traveller rammed into a stationary trailer truck.
The accident took place near Matoda village on the Bharat Mala highway when the tempo traveller was headed to Jodhpur from Bikaner's Kolayat temple.

This can easily be avoided, just need stricter vehicle laws, driver laws and better infrastructure

Traffic Comes to Standstill in South Mumbai on Day 2 of Maratha Quota Protest

Protesters were seen thronging the main junctions in south Mumbai, causing traffic snarls during the morning peak hours.

As the Maratha quota protest entered its second day in Mumbai, traffic came to a grinding halt outside the iconic Chhatrapati Shivaji Maharaj Terminus (CSMT) and the surrounding areas on Saturday, with the police struggling to convince protesters to clear the route.
Protesters were seen thronging the main junctions in south Mumbai, causing traffic snarls during the morning peak hours.
The police were seen struggling to convince protestors, who spilt onto the streets demanding basic amenities like toilets, water and shelter.

Apart from the police, there was heavy deployment of Central Reserve Police Force, Central Industrial Security Force and Rapid Action Force personnel to maintain law and order and prevent untoward incidents.

A similar situation unfolded inside the CSMT, where personnel from the Government Railway Police (GRP) and Railway Protection Force (RPF) were seen requesting protesters to remain calm.
A few BEST buses and several other vehicles remained stranded for nearly two hours, as protesters refused to clear the path, making way only for an ambulance.
Several vehicles belonging to protesters remained parked on the roads leading to CSMT, and many were seen cooking food on the roadside.
A Central Railway spokesperson said that suburban services on both the Main and Harbour Line corridors were running normally with slight delays.
According to the BEST administration, at least 24 bus routes, especially those originating from south Mumbai, have been affected since morning.
The Mumbai traffic police, in a post on X, urged motorists to avoid roads leading up to CSMT, its adjoining areas, and the Eastern Freeway and instead use alternative routes.

Four-year-old boy dies after falling from school bus in Karnataka, driver arrested

A four-year-old boy died after allegedly falling from a moving school bus in Karnataka's Gadag district. Police arrested the driver, while villagers accused the school of safety lapses and inhuman conduct.

A four-year-old Lower Kindergarten (LKG) student was killed after allegedly falling from a private school bus in Karnataka’s Gadag district, triggering grief and anger among villagers.

The deceased was identified as Pratham Lamani (4), a student of Little Heart School in Shigli village, Lakshmeshwar taluk.

Pratham, whose father serves in the Indian Army and was home on leave, had travelled to school on the bus as usual.

The incident occurred on the outskirts of Doddur village while the child was returning home from school.

According to preliminary information, the boy fell from the moving bus door around 200 to 300 metres before the designated drop point and sustained fatal injuries.

Serious allegations have been raised by the family and locals that the bus driver and attendant did not immediately rush the injured child to a hospital. It was alleged that the child was placed back inside the bus, the route was continued without informing the school authorities or parents, and the bus was later abandoned in an isolated area before those involved fled.

Residents blamed gross safety lapses in the school bus and demanded strict action against those responsible. Police from Lakshmeshwar Police Station rushed to the spot, conducted an inspection, and launched an investigation into the incident.

Gadag Superintendent of Police Rohan Jagadeesh said, “It is an accident. The boy succumbed to injuries caused by the accident. We have registered a case and arrested the driver.”

On the allegations raised by the family and villagers, he added, “At this stage, without clarity, I cannot specifically comment on the sequence of events. We need to record statements and verify details. Until we get specific information, I will not be able to comment, as these are based on what people are saying.”

Family members alleged that the school management failed to respond promptly after the incident.

“They picked him up, put him into a vehicle, and drove away. Everyone scattered and ran in different directions.”

Accusing the school of insensitivity, the family said, “It has now been around three to four hours, but no one from the school has come, not the principal, not the teachers. Only the police have come here in large numbers.”

They added, “They should have shown humanity. They should have shut down the school and rushed here along with their staff.”

Expressing anger, the family alleged, “Instead, their behaviour was inhuman. As if they thought, ‘If someone dies, just pay money and settle it.’ That is the attitude they had.” They said they were informed about the child’s death much later, adding, “Even if you give us crores of rupees, will our child come back?”

Locals said there was no driver or attendant present when the family arrived at the spot. “There was no conductor or driver present. Everyone abandoned the vehicle and ran away,” they alleged.

Sad news, what a idiot of a driver, school should have showed humanity, heartless decision they made.

Traffic officials have urged commuters to follow the diversion plans and cooperate with authorities to avoid congestion during the construction period.

In a separate development, commuters across central Bengaluru are set to experience smoother traffic flow under a new signal synchronisation initiative.
Anoop A. Shetty, IPS, Deputy Commissioner of Police (Traffic West Division), recently shared a video on X demonstrating how the new system works. The synchronisation covers key stretches including JC Road near Townhall Junction, NR Junction, PS Junction, and Police Corner Junction.
Shetty explained that the coordinated traffic lights allow motorists to enjoy uninterrupted movement and green signals at consecutive junctions during non-peak hours. He described the initiative as a positive step towards improving Bengaluru’s traffic management and reducing delays.

Noida Expressway Crash: Car Rams Bike, Vehicles Catch Fire; Rider Killed on Spot

Noida Expressway Crash: The bike rider died on the spot, while others involved were injured and have been taken to hospital for treatment.

Noida: A car hit a bike from behind on the Noida Expressway near Sector 142, Noida. The collision caused both vehicles to lose balance and catch fire, police said. The incident occurred on Thursday morning. The bike rider died on the spot, while others involved were injured and have been taken to hospital for treatment.
Currently, the identity of the deceased is unknown. Further investigation in the case is underway.

In a separate incident, a young man named Vaideshwaran (30) sustained multiple injuries after his scooty was hit near Uttam Nagar West Metro Station on Uttam Nagar–Najafgarh Road. The victim is a resident of Delhi and an employee of a company in Gurugram.

Eyewitnesses and passersby acted swiftly, rushing him to Mata Roop Rani Maggo Hospital. However, due to the severity of his injuries — including a major brain injury — he was immediately shifted to BLK Super Speciality Hospital for critical care. He remains on life support, battling for his life.

The impact of the collision was so violent that his two-wheeler caught fire on the spot. Despite the horrifying nature of the accident, the driver of the vehicle fled the scene without offering any help — an act that can only be described as inhuman.

Kurnool Bus Tragedy: Clincher CCTV Shows Biker Riding Recklessly Moments Before Accident | WATCH

CCTV footage shows the bike, ridden by a suspected drunk driver, minutes before it was left on the highway.

Investigators probing the horrific Kurnool bus tragedy are now zeroing in on the two-wheeler that was a part of the collision. CCTV footage accessed by Times Now shows the bike, allegedly driven by an inebriated rider, just minutes before it was abandoned on the highway, which is believed to have triggered the chain of events that led to the inferno.
According to police, the incident occurred between 2:45 and 3 AM, when the private bus collided with a stationary motorcycle and dragged it for nearly 300 to 500 metres, sparking a massive fire that engulfed the vehicle within minutes and left 20 dead.

Fresh details from the investigation reveal that the biker, identified as Shiv Shankar, and another youngster were caught on CCTV at a BPCL petrol pump, barely 3 kilometres from the crash site. The two were allegedly under the influence of alcohol and had refuelled their Pulsar motorcycle minutes before the accident

Questions raised on why the bike was abandoned

Soon after, the bike was found abandoned in the middle of the highway, raising questions about whether it broke down, ran out of fuel, or was involved in a minor mishap. The petrol tank cap, police say, appeared improperly closed, adding another layer to the mystery.

The bus, unable to avoid the obstacle, rammed into the two-wheeler and dragged it along the road, igniting sparks that set the vehicle ablaze. By the time firefighters and rural police reached the spot around 3:15 AM, the entire bus was engulfed in flames.

(Clincher footage accessed: On CAM: The Bike that caused the accident - Biker's whereabouts still unknown 'Drunk bike abandoned his bike. The bus struck bike and dragged it. Fire after the bus dragged the bike': Sources )

The biker's whereabouts remain unknown, and police are now trying to determine whether Shiv Shankar was injured, fled the scene, or was taken to hospital by passersby. A high-level inquiry committee has been formed to probe multiple angles, including the bus driver's role, the vehicle's safety lapses, and why the bike was left unattended.
Most of the victims were charred beyond recognition, according to the police. The dead included two children, while nine others sustained injuries. The bus was carrying 44 passengers at the time of the accident.

'Chaos, Screams And Blood Everywhere': Eyewitnesses Recall Horrific Jaipur Crash That Claimed 14 Lives

A road bustling with daily commuters in the Harmada area of Jaipur turned into a scene of devastation on Monday afternoon, leaving 14 people dead and at least 17 injured.

Fourteen people lost their lives in another horrific road accident in Rajasthan's Jaipur district as a dumper truck ploughed into at least 17 vehicles. The eyewitness described the scene as nothing short of a massacre. This is the second major road accident in Rajasthan in as many days. Fifteen people died and two were injured when a tempo traveller rammed a stationary trailer truck in Phalodi area on Sunday evening.
A road bustling with daily commuters in the Harmada area of Jaipur turned into a scene of devastation on Monday afternoon, leaving 14 people dead and at least 17 injured. According to eyewitness, the bodies were strewn across the road, mangled cars lined the highway, and several motorbikes were lying on the road after being crushed under the dumper's wheels.

"We saw people pulling out one body after another from the wrecked cars. Some were trapped inside; others were lying on the road. It was chaos, screams and blood everywhere," said Mahesh Sharma, a local shopkeeper told news agency PTI.

The truck driver was allegedly under the influence of alcohol. He had rammed into multiple vehicles on a 300-metre stretch before crashing into a trailer, police said.

The dumper came from Road Number-14 towards Loha Mandi petrol pump at a high speed, hitting vehicles in its path, District Collector Jitendra Soni said. Additional Police Commissioner Rajiv Pachar, who was present at the scene, said that the dumper was being driven recklessly.
The driver hit a car, prompting locals to chase him. He accelerated further, hitting pedestrians and bikers along the road. He then stopped after colliding with a trailer truck and a car on the Delhi-Ajmer Highway. Locals managed to nab the driver and handed him over to the police.
"Fourteen people died and 13 are injured. The injured are being treated at SMS Hospital's trauma centre, and several are in a critical condition," Soni told news agency PTI.
"Since the accused driver is injured, the situation will become clear only after a medical examination. However, the nature of the accident indicates it could certainly be due to intoxication or medical factors," he added.
President Droupadi Murmu, Prime Minister Narendra Modi, Rajasthan Chief Minister Bhajanlal Sharma, his deputies Diya Kumari and Premchand Bairwa and former chief minister Ashok Gehlot expressed grief over the loss of lives.
"Pained by the loss of lives due to a mishap in Jaipur, Rajasthan. My thoughts are with those who have lost their near and dear ones. I pray that the injured recover soon. An ex-gratia of Rs. 2 lakh from PMNRF would be given to the next of kin of each deceased. The injured would be given Rs. 50,000," PM Modi said on X.

How 64-Year-Old Bengaluru Man Tried To Stage His Wife's Murder As Road Accident

A 64-year-old man, Anand, has been arrested in Bengaluru for allegedly murdering his wife, Gayathri, and attempting to disguise the crime as a road accident. Initially, Anand claimed she collapsed after an accident, but medical staff raised suspicions due to inconsistencies in her injuries.

Bengaluru: City police have arrested a 64-year-old private company employee for allegedly murdering his wife and attempting to stage the crime as a road accident, in a case that investigators describe as a chilling example of domestic violence hidden behind a carefully planned cover-up.
According to a TOI report, the accused, identified as Anand, allegedly claimed that his wife, Gayathri, a teacher, met with an accident near an under-construction building in the Mitiganahalli–Bagalur area on the outskirts of Bengaluru.

According to police, Anand initially told authorities that Gayathri had collapsed following the accident. He called for an ambulance and shifted her to a hospital, where doctors later declared her dead on Saturday.

Doctors Flag Injury Pattern, Alert Police

Hospital staff reportedly grew suspicious after examining Gayathri’s injuries, which they said did not fully align with a typical road accident. Medical professionals alerted the police, prompting a closer examination of the circumstances surrounding her death.
A post-mortem examination, combined with sustained questioning of the husband, revealed that Gayathri had died due to severe blunt-force trauma to the head, police said, effectively ruling out an accidental fall or collision.

Marital Discord and Financial Disputes

Preliminary investigations suggest that Anand was upset with his wife over ongoing marital issues. Police said he allegedly believed that Gayathri was ignoring him and refusing to give him money, factors that may have fuelled the fatal assault.
“During questioning, inconsistencies in his account began to surface. Medical evidence and circumstantial findings pointed towards a deliberate act rather than an accident,” a senior police officer said.
Following the post-mortem findings, Bengaluru police arrested Anand on charges of murder. Investigators are now piecing together the sequence of events leading up to Gayathri’s death, including the alleged assault and the attempt to disguise it as a traffic mishap.
