'Irrefutable evidence': Dossier on India's sponsorship of state terrorism in Pakistan presented

Pakistan on Saturday unveiled a dossier containing "irrefutable evidence" of India's sponsorship of terrorism in the country and called on the international community to take notice and make efforts for peace and stability in South Asia.

In a joint press conference with Inter-Services Public Relations (ISPR) Director General Maj Gen Babar Iftikhar in Islamabad, Foreign Minister Shah Mahmood Qureshi condemned the recent ceasefire violations by India across the Line of Control (LoC) and said the purpose of the presser was to show "the real face of India" to the world.

"The state that used to say that it was the world's biggest democracy is [now] becoming a rogue state through its activities. We have information and evidence on the basis of which I can say India is fanning state terrorism. India has prepared a plan to destabilise Pakistan," Qureshi began.

He said that he had been highlighting India's activities at different levels and fora but it was time to take the nation and the world community into confidence because he believed further silence was not in the interest of Pakistan and regional stability.

The foreign minister said Pakistanis had faced 19,130 terrorist attacks between 2001 and 2020 and suffered more than 83,000 casualties in the war against terrorism. The country also suffered monetary losses of at least $126 billion.

"After 9/11, the world saw that Pakistan has become a front-line state. While Pakistan was making sacrifices in 'blood and treasure', India was busy laying terrorist networks using its own soil and the spaces in [Pakistan's] immediate neighbourhood and beyond.

"Today, we have undeniable evidence and we want to show it in the form of this dossier to the nation and the world," Qureshi said.

In the last three to four months, [people] may have felt that terrorism was being fanned in the nation again, he said, citing recent attacks in Peshawar and Quetta as examples.

"Today, the Indian intelligence agencies are patronising banned outfits that are against Pakistan. Organisations like Tehreek-i-Taliban Pakistan (TTP), Balochistan Liberation Army (BLA) and Jamaatul Ahrar (JuA). These organisations were defeated by Pakistan, they were flushed out of the country, [now India] is trying to breathe life into them again. They are being supplied ammunition and IEDs (improvised explosive devices) and are being provoked to target ulema, notables, and police officials."

Qureshi said India, in August of this year, united breakaway factions of the TTP — Hizbul Ahrar (HuA) and JuA — and that India was constantly trying to establish a consortium between TTP, BLA, BLF (Balochistan Liberation Front) and BRA (Baloch Republican Army) as part of its "grand design".

He warned that India planned to "upscale terrorist activities in Pakistan" in the coming months, revealing that there had been at least four meetings between Indian intelligence officials and these factions in which they had decided to target big cities, including Karachi, Lahore and Peshawar.

"We have irrefutable evidence that RAW and DIA — their intel agencies — are financing terrorism in Pakistan and training terrorists, harbouring them and taking practical steps to promote terrorism," he added.

He said India had four objectives: putting obstacles in Pakistan's progress towards peace, economic instability, creating chaos and political instability in the country.

The foreign minister said a clear correlation could be seen between the announcement of the China Pakistan Economic Corridor (CPEC) and terrorist attacks in Balochistan. He warned India that Pakistan was "ready", saying "we have not only raised two divisions but also deployed them for engineers and the people who are playing their role in building up Pakistan."

He said India was trying to create unrest in Gilgit Baltistan by fanning nationalism and sub-nationalism before elections in the region. "We have information that their intentions are not good even after elections," he added.

Qureshi said that the world community knew India was contravening three international conventions: Article 2(4) of United Nations Charter, Article 41(3) of the Vienna Convention, and paras 2 and 5 of UN Security Council Resolution 1373 of 2001.

Increase in violence
Giving details of the information in the dossier, the DG ISPR said that "the recent upsurge in violence in Pakistan is a direct consequence of Indian’s intensified engagements with all brands of terrorists, sub-nationalists and dissidents operating against Pakistan."

He said that after uniting the breakaway factions of the TTP (JuA and HuA) earlier this year, India was now trying to create a consortium of TTP with proscribed dissident organisations of Balochistan — BLA, BLF and BRA — which were already united under the banner of BRAS (Baloch Raaji Aajoie Sangar).

Indian intelligence official Colonel Rajesh, who was employed at the Indian embassy in Afghanistan, was the mastermind behind the plan to establish the consortium, he disclosed, showing a letter in Dari which revealed that Col Rajesh had had four meetings with commanders of these terrorist organisations to "synergise their efforts and upscale terrorist activities in metropolitan cities (Karachi, Lahore, Peshawar) in November and December".

He further revealed that India was trying to form a link in Pakistan with ISIS by creating "Daesh-e-Pakistan". Thirty of those militants were recently relocated from within India to the Pakistan-Afghanistan border by two Indian intelligence officials where they were handed to Daesh Commander Sheikh Abdul Rahim alias Abdul Rehman Muslim Dost.

'RAW behind terrorist attacks'
The DG ISPR also gave details about a number of terrorist attacks in the country in which RAW was involved including the attack on the Pearl Continental Hotel in Gwadar in 2019, planned by RAW officer Anurag Singh and in which attackers used an Afghan sim and was in contact with an Indian number.

He said that 17 audio recordings of one of the attackers were obtained in which he could be heard talking to his RAW handlers.

"The investigations of the attack on the University of Agriculture in Peshawar in Oct 2017 led to the masterminds of the Army Public School (APS) attack. RAW had hired three facilitators for planning the attack on the university, including Malik Faridoon who was also involved in the planning of APS attack. Malik Faridoon soon after the APS attack, went to Indian consulate in Jalalabad to celebrate.

"The attackers of the [university incident] were in contact with various Afghan numbers during the attack and live-streamed the videos to their handlers, which were uploaded from Afghan IP addresses."

He also said that security forces discovered a RAW-affiliated sleeper cell in Karachi, adding that 13 members of the gang were apprehended and produced in anti-terrorism courts whereas Mehmood Siddiqui, the main accused who was operating the network, was an absconder and residing in India.

"On Aug 14, Pakistan’s intelligence agencies averted a massive terrorist attack planned by India. An officer from Indian intelligence agency Major Fermin Dass, operating from Kabul was planning the attack. He arranged transportation of mines, rockets and explosives, which were recovered. The network had already carried out seven terrorist attacks in Hub, Mastung, Quetta and Sohrab on RAW’s behest," he added.

Weapons and ammunition
The DG ISPR said India was supplying weapons, ammunition and IEDs to terrorists as well. A network of six terrorists was recently discovered which also had links to the attack on the Pakistan Stock Exchange in Karachi on June 29 and was responsible for distributing suicide jackets to terrorist organisations in the country. Two RAW frontmen — Abdul Wahid and Abdul Qadir — and four terrorists who were Afghan nationals were exposed, he said.

The network was being paid Rs10m for a suicide attack, Rs10m for a vehicle-borne improvised explosive device (VBIED), Rs1m for an IED attack Rs1m for a target killing by RAW, Gen Iftikhar said. Besides this, he said the Indian intelligence agency was also providing weapons to TTP commanders.

RAW agents were also found involved in motivating tribesmen in KP to send fighters to Afghanistan for training, he said.

Gen Iftikhar said multi-purpose base camps were being utilised by India for training, harbouring and launching of terrorists in Pakistan. Indian intelligence agencies were managing 87 such camps, according to him; 66 in Afghanistan and 21 in India.

He said the former Indian ambassador and an Indian army general visited a Baloch militant training camp in Haji Gak area in Afghanistan which housed 150 militants.

The DG ISPR said the terrorist Ajmal Pahari had confessed in a statement in front of the chief justice of Pakistan that India had established four training camps for the Altaf Hussain group of militants at Dehradun, Haryana, north and north-east India.

Indian consulates along Pak-Afghan border 'hubs of terrorism'
Gen Iftikhar said Pakistan had received "incontrovertible evidence" that Indian embassies and consulates along the Pak-Afghan border were functioning as "hub of terror sponsorship against Pakistan".

He went on to list Indian officials and embassies involved in sponsorship of terrorism, saying that "[they] have been regularly supervising various terrorist activities."

"In one such instance, Indian ambassador to Afghanistan and Indian consular in Jalalabad had detailed discussions with collaborators to provide financial support to TTP and dissident Baloch elements."

He also gave details of transactions between the Indian intelligence agency RAW and terrorists. "RAW made two transactions to its cut-out to promote terrorism in Khyber Pakhtunkhwa. Both transactions were made through Indian banks.

"[In the first one,] $28,000 was transferred by Punjab Bank in India [while] the second transaction of $55,851 was made by an Indian national Manmeet from an Indian bank in New Delhi, which was received by Afghanistan International Bank. On another occasion, RAW while using the Indian Embassy in Afghanistan held a number of meetings with TTP Commanders."

Gen Iftikhar also showed a letter in Dari which stated that India paid $820,000 to TTP leadership through its collaborators.

'Militia to sabotage CPEC'
He said that India had raised a 700-strong militia to sabotage CPEC by carrying out terrorist attacks in Balochistan. "A commission comprising 24 members was created which included 10 RAW operatives [and] $60 million were dedicated to this force."

Talking about other Indian actions in the province, he said that India was paying large amounts of money to sub-nationalists under the garb of humanitarian assistance work in Balochistan, adding that the security establishment had evidence of four such transactions of $23.35m.

He said confessional statements by Sarfraz Merchant and Tariq Mir revealed that the Altaf Hussain group used to be funded by RAW through two Indian companies (JVGT and Paras Jewellery) and there was evidence of transfer of $3.23m.

'Attempts to destabilise GB and AJK'
India is aggressively pursuing clandestine agenda of destabilising Azad Jammu and Kashmir and GB, he said. There was also evidence that RAW was involved in planting IEDs in AJK to target civilians and military personnel.

"Since January 2016, 60 IEDs were planted, out of which 38 exploded resulting in casualties of 13 civilians and 46 military personnel whereas remaining 22 IEDs were successfully neutralised [...] There are nine voice notes, which confirm the involvement of officers from Indian intelligence agencies. In one such voice note, an Indian officer explains the methodology for IED plantation.

"RAW has also been attempting to establish a network for target killing of important personalities for a reward ranging between Rs50 to 80m."

The DG ISPR said that a meeting was held in Ministry of Home Affairs in New Delhi after discussions in Pakistan about granting of provincial status to GB, in which officials discussed "methodology to trigger negative reactions".

The methodology included "mobilisation of hostile elements to undertake various subversive operations in Kashmir and GB, staging of terrorist attacks on large public gatherings and assassination of a mainstream/sub-nationalist or a religious leader in AJK or GB".

Economic coercion
He said that India had been trying to sabotage Pakistan's attempts to get out of the Financial Action Task Force (FATF) grey list by "politicising the forum for economic coercion of Pakistan".

"Evidence reveals how extensive lobbying was done (from February to April 2018) for the downgrading of Pakistan’s status, which resulted in our grey-listing in June 2018," he said.

Dossier to be presented to UN, OIC, P5 countries
Speaking again after the DG ISPR, the foreign minister said that Pakistan would present the dossier containing "concrete proof" to the UN, Organisation of Islamic Cooperation (OIC) and P5 countries (permanent members of the UNSC).

"The evidences provided by Pakistan are concrete proof of Indian financial and material sponsorship of terrorist organisations including UN-designated terrorist organisations JUA, BLA and TTP.

"We expect the international community to play its role for peace and stability in the region by compelling India to immediately halt its state sponsorship of terrorism in Pakistan and to [deal with] all those involved in financing and supporting terrorism in Pakistan according to relevant domestic and international laws," Qureshi said.

"Let me be clear: India is a state sponsor of terrorism that is consistently exhibiting rogue behaviour. If the world does not take action against the Indian agenda to destabilise and undermine Pakistan, then peace and stability in nuclear-armed South Asia does not seem to be their priority."

Recalling the sacrifices of the law enforcement and security agencies in "winning the war against terrorism", Qureshi said Pakistan knew how to defend itself.

"Whether world powers acknowledge it or not, India is a threat to the entire region and they must act to prevent India from continuing its sponsorship [of terrorism] in Pakistan. We deserve the right to defend ourselves in every possible way," he concluded.
 
Pakistan on Saturday presented a dossier containing details of India's state-sponsored terrorism being carried out in Pakistan.

"Today we have irrefutable facts that we will present before the nation and international community through this dossier," said the foreign minister in a press briefing alongside Director General Inter-Services Public Relations (ISPR) Major General Babar Iftikhar at the Foreign Office.

The press briefing comes a day after the ISPR said five civilians and a Pakistan Army soldier were martyred in "unprovoked and indiscriminate" shelling by Indian troops from across Line of Control (LoC) in several areas of Azad Jammu and Kashmir (AJK). ISPR said India also suffered "substantial loss" in Pakistan's "befitting reply".

"You can see a pattern of constant ceasefire violations," said Qureshi, adding that the dossier contains many details and some of them will be used at the "time of need".

"The world knows that when Pakistan was busy partnering in the peace process, India was laying a web of terrorism around us," said the country's top diplomat.

"India was allowing its land to be used against Pakistan for terrorism," said the foreign minister. He added that New Delhi not only used its own soil but also made use of neighbouring countries to "attack Pakistan".

India claims itself to be the world’s biggest democracy but its actions show it is becoming a rogue state, said Qureshi. “We have information and evidence that India promoting terrorism and has developed a plan to destabilise Pakistan.”

The country's top diplomat said that the information was "not new" for him but the "time" had come for Islamabad to take the nation and international community into confidence. “I feel staying silent will no longer benefit Pakistan or regional peace and stability.”

'India has three objectives' in Pakistan
FM Qureshi explained that New Delhi has three objectives: derailing Pakistan’s journey towards peace, economic and political stability.

"Their first objective is to create hindrance in Pakistan’s move towards peace," said the foreign minister. He said India cannot accept that Pakistan has defeated terrorism and is moving towards peace and was promoting “nationalism and sub-nationalism” in Gilgit Baltistan, tribal districts, and Balochistan.

The second objective, said Qureshi, was to ensure Pakistan did not become economically stable. Citing India’s stance to push for Pakistan to be blacklisted at the FATF plenary meeting, the foreign minister said India was creating obstacles in our path towards prosperity.

“Their third objective is political instability to destabilise the country.”

India uniting terrorist organisations against Pakistan
DG ISPR said India is endeavouring to establish a consortium of Tehreek e Taliban Pakistan (TTP) with proscribed dissident organisations of Balochistan united under the banner of Baloch Raaji Aajoie Sangar (BRAS) constituted in 2018.

The dossier says that an Indian intelligence officer named Colonel Rajesh, employed at the Indian Embassy in Afghanistan, is the master planner and a letter in Dari revealed that he has held four meetings with commanders of terrorist organisations to synergise efforts and upscale terrorist activities in metropolitan cities including Karachi, Lahore and Peshawar in November and December this year.

DG ISPR Iftikhar said the Indian intelligence agencies are also trying to establish Daesh e Pakistan. "Recently, 20 Indian Daesh militants were relocated from India to camps along the Pak-Afgan border. These militants were handed over to Daesh Commander Sheikh Abdul Rahim alias Abdul Rehman Muslim Dost."

Embassies, consulates hub of terror sponsorship
Pakistan said evidence showed Indian embassies and consulates operating along Pakistan's borders have become a hub of terror sponsorship against Pakistan.

The army spokesperson said Indian ambassadors in Afghanistan regularly supervise terrorist activities. He cited an incident where the ambassador and consular in Jalalabad held detailed discussions with collaborators to provide financial support to the TTP and dissident Baloch elements.

"RAW made two transactions to promote terrorism in Khyber Pakhtunkhwa - both transactions were made through Indian banks. A sum of $28,000 was transferred through Punjab Bank India, and another amount of $55,851 was sent by an Indian national Manmeet via New Delhi to Afghanistan International Bank.

"A letter in Dari reflects that India paid $820,000 to TTP leadership through its collaborators," said the DG ISPR.

Sabotaging CPEC
The army spokesperson said India raised a militia of 700 people to undertake terrorism in Balochistan. "A commission comprising 24 members was created which included 10 RAW operatives. A sum of $60 million was dedicated for this force."

He said Indian Embassy regularly pays handsome amounts to sub-nationalists under the garb of humanitarian assistance work.

"Confessional statements by Sarfraz Merchant and Tariq Mir revealed that Altaf Hussain Group (AHG) used to be funded by RAW through two Indian companies (JVGT and Paras Jewelry)," he said, adding that there was evidence of transactions worth $3.23 million.

He said India has been providing ammunition and weapons to AHG. A confession by Ajmal Pahari validated transfer of weapons 620,000. Pahari also confirmed India established four training camps for AHG militants in Dehradun and Haryana. "Training duration varied from 15 days to four months. It was confirmed that 40 terrorists received training."

Training and provision of weapons
"Besides terrorists funding, India has also been rendering support to various entities through provision of weapons, ammunition and IEDs," said the DG ISPR, adding that there was evidence of RAW providing weapons, ammunition and IEDs to TTP commanders. "RAW agents were found involved in motivating tribals in KP to send fighters to Afghanistan for training."

"A RAW handler delivered IEDs and weapons in the bordering areas of Waziristan during his visit according to the Dari letter."

The army spokesperson said Indian intelligence agencies are managing 87 terrorist camps - 66 out of which are located in Afghanistan and 21 in India. He said a former Indian army general and ambassador visited Baloch militant training camp housing 150 militants in Haji Gak area of Afghanistan.

DR ISPR said RAW sponsored network of six terrorists was linked to the recent attack on Pakistan Stock Exchange. It was also involved in delivery of suicide jackets to "various terrorists groups operating in Pakistan".

"The network is also involved in target killing of Ulema, Police officials and notables," he said. He added that RAW was paying Rs10 million for suicide attacks and vehicle-borne improvised explosive devices (VBIED), Rs1 million for IED and targeting killings. "RAW is also attempting to create a network for target killing of important personalities, offering rewards worth Rs50 million to Rs80 million."

"Security forces have also intercepted huge cache of suicide jackets, IEDs, explosives, weapons & ammunition."

Recent attacks
The army spokesperson highlighted major attacks that were traced back to RAW. These include: the Agriculture University attack in Peshawar on October 26, 2017, the May 11, 2019 attack at PC Hotel in Gwdar, and an IED attack on Peshawar police on May 11, 2020.

He said the intelligence agencies averted a massive terrorist attack on August 14 this year. That "network had already carried out seven terrorist attacks in Hub, Mastung, Quetta and Sohrab on RAW’s behest."

Indian Interference in AJK & GB
"Tangible evidence indicates that RAW is involved in planting of IEDs in AJK to target civilians and military personnel," said the DG ISPR. "Since January 2016, 60 IEDs have been planted out of which 38 have exploded killing 13 civilians and 46 military personnel. While 22 were neutralised."

"The forensic analysis of IEDs have confirmed use of Indian components. Explosive used in IEDs is available at a digital platform ‘Indiamart’, TVS bolts are made by Indian company Tamil Nadu and PFS bolts are made by an Indian company in Maharashtra. Alinco ‘walkie talkie’ set is being sold by Space Telecom New Delhi on ‘Indiamart’."

He said Indian intelligence agency delivered a video tutorial to detonate IEDs. "Forensics show the remote control carries signature mark of an electronic supply company in Mumbai. Nine voice votes confirm involvement of RAW officers."

Regarding GB, Gen Iftikhar said Indian Ministry of Home Affairs held a meeting to deliberate methodology to trigger negative reactions to Pakistan granting provisional provincial status to GB. He said that India will mobilise "hostile elements" to undertake various subversive operations in Kashmir and GB after November 20.

He said RAW aims to target public gatherings and assassinate mainstream and sub-national leader in GB or AJK.

We have been saying it all along that India has been financing terrorism in Pakistan for quite some time. The horrific events of APC (Army Public School) in which children were shot point black had direct Indian establishment involvement, state actors.

If the evidences provided today is not enough for the world to see the true picture of what India does, then I don't know what will. Fact remains, India's #1 goal has always been to destablize and break Pakistan. I am glad this is being shared now with the world.

Can you post a video if possible?

This was never a secret, we knew India backed the Northern Alliance after the immoral invasion of Afghanistan. CIA offices were set up along the Pak border in alliance with Indian intelligence agencies. As Pakistan is a nuclear power, there was no question of invading/bombing as with Libya,Afg,Iraq,Syria etc, therefore it was to break Pakistan with terrorism.

The problem for India was they underestimated the Afghan resistance just as the Yanks, Soviets and going back to Alexander the Great did many years ago. Pakistan helped the resistance which took out countless Indian personnel and also gave all occupiers are good hiding. The Afghan victory(soon to come) should be hailed as one of the greatest achievements in history, ensuring over 40 nation armies all left with no result.

Now Pakistan is ready to turn the tables on India and this is a mere warning to India and it's backing allies, the time has come.

Its in India's interest to make peace with Pakistan now for obvious reasons.
 
RAW has inflicted a lot of damage upon us over the years.
We must start repaying the favour or else bombs will keep on exploding in our cities and schools.

A similar dossier was supposed to have been handed to UN by the past pakistan govt.

What happened then?

Making claims in a presser is of little use until the UN and international community agree with that dossier.

The past government was run by a corrupt incompetent man. Nawaz even specifically told his ministers to not speak against India, probably to protect his business interest. Those times are over.

Not saying this dossier will make a big impact, these things almost never do. But Imran will definitely make a more effective case then Nawaz/Zaradri.

Foreign Minister Shah Mahmood Qureshi on Sunday said that India is trying to sabotage the China–Pakistan Economic Corridor (CPEC) plan by using its territory for subversive activities against Pakistan.

Addressing a press conference in Multan to shed light on the 'irrefutable evidence' that the Pakistan Army and the Foreign Office found regarding India's state-sponsored terrorism inside Pakistan, the foreign minister said that the neighbouring state is trying to destabilise Pakistan.

"India also wants to deteriorate the situation in Gilgit Baltistan (GB). This country's interference has become an issue for Pakistan's security and prosperity," FM Qureshi said.

FM Qureshi stressed that Pakistan has to understand India's intentions and make its plans unsuccessful, adding that New Delhi is fully aware of Pakistan's capabilities.

"Even though the world knows our capabilities, going on nuclear war is equivalent to committing suicide," he said. "We both are nuclear-armed states, so the world must take notice of India's plans. It is trying to instigate terrorism in Pakistan."

On Saturday, November 14, Pakistan presented a detailed dossier containing evidence of India's involvement in terrorism being carried out in Pakistan.

"Today, we have irrefutable facts that we will present before the nation and the international community through this dossier," the FM had said while addressing a press briefing at the Foreign Office alongside Director-General of Inter-Services Public Relations (ISPR), Maj Gen Babar Iftikhar.

During the detailed briefing, Qureshi and Maj Gen Iftikhar highlighted how India is promoting terrorism with not only the use of its own soil but also neighbouring countries and has developed a plan to destabilise Pakistan.

Pakistan urges FATF to scrutinize India in light of ‘irrefutable evidence’

Pakistan has urged the global anti-terror financing watchdog, Financial Action Task Force (FATF) to scrutinize archrival India after the country presented a dossier carrying ‘irrefutable evidence’ of India’s sponsorship of terrorism inside Pakistan.

Addressing a number of issues in a joint press conference Director General ISPR Major General Babar Iftikhar along with Foreign Minister Shah Mahmood Qureshi in Islamabad on Saturday, the DG ISPR said India needs to be scrutinized at FATF platform in the light of the evidence presented by Pakistan as well as recent revelations made by FINCEN, further revealing the fragility of Indian terror financing and money laundering regimes.

Back in September, at least 44 Indian banks were identified in connection with transactions by Indian entities and individuals in a set of series of Suspicious Activity Reports (SARs) filed by the US banks to the Financial Crimes Enforcement Network (FinCEN).

The banks are involved in carrying out suspicious transactions worth more than $1 billion.

Elaborating on India’s continuous endeavors to politicize the FATF forum for economic coercion of Pakistan, DG ISPR said despite India’s lobbying “Pakistan remains firmly committed to the forum and our achievements for fulfilling the technical obligations remain unparalleled.”

The military spokesperson said that tangible evidence reflects that Indian foreign missions in FATF member countries have always been ‘extensively lobbying’ with hosts prior to FATF meetings to undermine Pakistan’s achievements and create conditions for our grey/ blacklisting.

Indian dossiers have no impact because the dossiers by Pakistan are implicating Indian state, while the Indian dossiers are implicating non-state actors. It's an apple and oranges comparison. Pakistani state or public doesn't have much to lose from a few random Pakistanis getting implicated. I believe I have explained this nuanced distinction to you many times now.

No matter how many silly diversions like these Imran put out to elicit sympathy, Pakistan is not getting out of the FATF any time soon. Their credibility is akin to that of North Korea, as far as terrorism claims are concerned.

And we have made that distinction many times as well. Pakistan is on FATF not for supporting or funding terrorism but because the internal institutions needed to be worked on to stop money laundering and terrorism funding.
 



So PML-N complaining the evidence shouldn't have been made public and that they have dealt with this before but didn't make the evidence public. This makes it crystal clear where their interests lie. Their friend (India) keeps making accusations on Pakistan but we should never say anything back, a big LOL. So glad this party is gone.

Yeah, there's not much value in engaging online. The evidence that Pakistan presented is a way to build a narrative globally. India has been building that narrative for almost 15 years (longer if you count the Kashmir narrative), whereas Pakistan just started building the narrative due to having two governments that didn't want to do that. So Pakistan is substantially behind, but it can catch up quickly if it does something like this consistently ever few months.

IMO, it will allow Pakistan to take certain actions against India more easily the more Pakistan keeps shouting this narrative. It might not look like much in the short term but in the long term it can lead to somewhere.
 
Pakistan on Saturday unveiled a dossier containing "irrefutable evidence" of India's sponsorship of terrorism in the country and called on the international community to take notice and make efforts for peace and stability in South Asia.

In a joint press conference with Inter-Services Public Relations (ISPR) Director General Maj Gen Babar Iftikhar in Islamabad, Foreign Minister Shah Mahmood Qureshi condemned the recent ceasefire violations by India across the Line of Control (LoC) and said the purpose of the presser was to show "the real face of India" to the world.

"The state that used to say that it was the world's biggest democracy is [now] becoming a rogue state through its activities. We have information and evidence on the basis of which I can say India is fanning state terrorism. India has prepared a plan to destabilise Pakistan," Qureshi began.

He said that he had been highlighting India's activities at different levels and fora but it was time to take the nation and the world community into confidence because he believed further silence was not in the interest of Pakistan and regional stability.

The foreign minister said Pakistanis had faced 19,130 terrorist attacks between 2001 and 2020 and suffered more than 83,000 casualties in the war against terrorism. The country also suffered monetary losses of at least $126 billion.

"After 9/11, the world saw that Pakistan has become a front-line state. While Pakistan was making sacrifices in 'blood and treasure', India was busy laying terrorist networks using its own soil and the spaces in [Pakistan's] immediate neighbourhood and beyond.

"Today, we have undeniable evidence and we want to show it in the form of this dossier to the nation and the world," Qureshi said.

In the last three to four months, [people] may have felt that terrorism was being fanned in the nation again, he said, citing recent attacks in Peshawar and Quetta as examples.

"Today, the Indian intelligence agencies are patronising banned outfits that are against Pakistan. Organisations like Tehreek-i-Taliban Pakistan (TTP), Balochistan Liberation Army (BLA) and Jamaatul Ahrar (JuA). These organisations were defeated by Pakistan, they were flushed out of the country, [now India] is trying to breathe life into them again. They are being supplied ammunition and IEDs (improvised explosive devices) and are being provoked to target ulema, notables, and police officials."

Qureshi said India, in August of this year, united breakaway factions of the TTP — Hizbul Ahrar (HuA) and JuA — and that India was constantly trying to establish a consortium between TTP, BLA, BLF (Balochistan Liberation Front) and BRA (Baloch Republican Army) as part of its "grand design".

He warned that India planned to "upscale terrorist activities in Pakistan" in the coming months, revealing that there had been at least four meetings between Indian intelligence officials and these factions in which they had decided to target big cities, including Karachi, Lahore and Peshawar.

"We have irrefutable evidence that RAW and DIA — their intel agencies — are financing terrorism in Pakistan and training terrorists, harbouring them and taking practical steps to promote terrorism," he added.

He said India had four objectives: putting obstacles in Pakistan's progress towards peace, economic instability, creating chaos and political instability in the country.

The foreign minister said a clear correlation could be seen between the announcement of the China Pakistan Economic Corridor (CPEC) and terrorist attacks in Balochistan. He warned India that Pakistan was "ready", saying "we have not only raised two divisions but also deployed them for engineers and the people who are playing their role in building up Pakistan."

He said India was trying to create unrest in Gilgit Baltistan by fanning nationalism and sub-nationalism before elections in the region. "We have information that their intentions are not good even after elections," he added.

Qureshi said that the world community knew India was contravening three international conventions: Article 2(4) of United Nations Charter, Article 41(3) of the Vienna Convention, and paras 2 and 5 of UN Security Council Resolution 1373 of 2001.

Increase in violence
Giving details of the information in the dossier, the DG ISPR said that "the recent upsurge in violence in Pakistan is a direct consequence of Indian’s intensified engagements with all brands of terrorists, sub-nationalists and dissidents operating against Pakistan."

He said that after uniting the breakaway factions of the TTP (JuA and HuA) earlier this year, India was now trying to create a consortium of TTP with proscribed dissident organisations of Balochistan — BLA, BLF and BRA — which were already united under the banner of BRAS (Baloch Raaji Aajoie Sangar).

Indian intelligence official Colonel Rajesh, who was employed at the Indian embassy in Afghanistan, was the mastermind behind the plan to establish the consortium, he disclosed, showing a letter in Dari which revealed that Col Rajesh had had four meetings with commanders of these terrorist organisations to "synergise their efforts and upscale terrorist activities in metropolitan cities (Karachi, Lahore, Peshawar) in November and December".

He further revealed that India was trying to form a link in Pakistan with ISIS by creating "Daesh-e-Pakistan". Thirty of those militants were recently relocated from within India to the Pakistan-Afghanistan border by two Indian intelligence officials where they were handed to Daesh Commander Sheikh Abdul Rahim alias Abdul Rehman Muslim Dost.

'RAW behind terrorist attacks'
The DG ISPR also gave details about a number of terrorist attacks in the country in which RAW was involved including the attack on the Pearl Continental Hotel in Gwadar in 2019, planned by RAW officer Anurag Singh and in which attackers used an Afghan sim and was in contact with an Indian number.

He said that 17 audio recordings of one of the attackers were obtained in which he could be heard talking to his RAW handlers.

"The investigations of the attack on the University of Agriculture in Peshawar in Oct 2017 led to the masterminds of the Army Public School (APS) attack. RAW had hired three facilitators for planning the attack on the university, including Malik Faridoon who was also involved in the planning of APS attack. Malik Faridoon soon after the APS attack, went to Indian consulate in Jalalabad to celebrate.

"The attackers of the [university incident] were in contact with various Afghan numbers during the attack and live-streamed the videos to their handlers, which were uploaded from Afghan IP addresses."

He also said that security forces discovered a RAW-affiliated sleeper cell in Karachi, adding that 13 members of the gang were apprehended and produced in anti-terrorism courts whereas Mehmood Siddiqui, the main accused who was operating the network, was an absconder and residing in India.

"On Aug 14, Pakistan’s intelligence agencies averted a massive terrorist attack planned by India. An officer from Indian intelligence agency Major Fermin Dass, operating from Kabul was planning the attack. He arranged transportation of mines, rockets and explosives, which were recovered. The network had already carried out seven terrorist attacks in Hub, Mastung, Quetta and Sohrab on RAW’s behest," he added.

Weapons and ammunition
The DG ISPR said India was supplying weapons, ammunition and IEDs to terrorists as well. A network of six terrorists was recently discovered which also had links to the attack on the Pakistan Stock Exchange in Karachi on June 29 and was responsible for distributing suicide jackets to terrorist organisations in the country. Two RAW frontmen — Abdul Wahid and Abdul Qadir — and four terrorists who were Afghan nationals were exposed, he said.

The network was being paid Rs10m for a suicide attack, Rs10m for a vehicle-borne improvised explosive device (VBIED), Rs1m for an IED attack Rs1m for a target killing by RAW, Gen Iftikhar said. Besides this, he said the Indian intelligence agency was also providing weapons to TTP commanders.

RAW agents were also found involved in motivating tribesmen in KP to send fighters to Afghanistan for training, he said.

Gen Iftikhar said multi-purpose base camps were being utilised by India for training, harbouring and launching of terrorists in Pakistan. Indian intelligence agencies were managing 87 such camps, according to him; 66 in Afghanistan and 21 in India.

He said the former Indian ambassador and an Indian army general visited a Baloch militant training camp in Haji Gak area in Afghanistan which housed 150 militants.

The DG ISPR said the terrorist Ajmal Pahari had confessed in a statement in front of the chief justice of Pakistan that India had established four training camps for the Altaf Hussain group of militants at Dehradun, Haryana, north and north-east India.

Indian consulates along Pak-Afghan border 'hubs of terrorism'
Gen Iftikhar said Pakistan had received "incontrovertible evidence" that Indian embassies and consulates along the Pak-Afghan border were functioning as "hub of terror sponsorship against Pakistan".

He went on to list Indian officials and embassies involved in sponsorship of terrorism, saying that "[they] have been regularly supervising various terrorist activities."

"In one such instance, Indian ambassador to Afghanistan and Indian consular in Jalalabad had detailed discussions with collaborators to provide financial support to TTP and dissident Baloch elements."

He also gave details of transactions between the Indian intelligence agency RAW and terrorists. "RAW made two transactions to its cut-out to promote terrorism in Khyber Pakhtunkhwa. Both transactions were made through Indian banks.

"[In the first one,] $28,000 was transferred by Punjab Bank in India [while] the second transaction of $55,851 was made by an Indian national Manmeet from an Indian bank in New Delhi, which was received by Afghanistan International Bank. On another occasion, RAW while using the Indian Embassy in Afghanistan held a number of meetings with TTP Commanders."

Gen Iftikhar also showed a letter in Dari which stated that India paid $820,000 to TTP leadership through its collaborators.

'Militia to sabotage CPEC'
He said that India had raised a 700-strong militia to sabotage CPEC by carrying out terrorist attacks in Balochistan. "A commission comprising 24 members was created which included 10 RAW operatives [and] $60 million were dedicated to this force."

Talking about other Indian actions in the province, he said that India was paying large amounts of money to sub-nationalists under the garb of humanitarian assistance work in Balochistan, adding that the security establishment had evidence of four such transactions of $23.35m.

He said confessional statements by Sarfraz Merchant and Tariq Mir revealed that the Altaf Hussain group used to be funded by RAW through two Indian companies (JVGT and Paras Jewellery) and there was evidence of transfer of $3.23m.

'Attempts to destabilise GB and AJK'
India is aggressively pursuing clandestine agenda of destabilising Azad Jammu and Kashmir and GB, he said. There was also evidence that RAW was involved in planting IEDs in AJK to target civilians and military personnel.

"Since January 2016, 60 IEDs were planted, out of which 38 exploded resulting in casualties of 13 civilians and 46 military personnel whereas remaining 22 IEDs were successfully neutralised [...] There are nine voice notes, which confirm the involvement of officers from Indian intelligence agencies. In one such voice note, an Indian officer explains the methodology for IED plantation.

"RAW has also been attempting to establish a network for target killing of important personalities for a reward ranging between Rs50 to 80m."

The DG ISPR said that a meeting was held in Ministry of Home Affairs in New Delhi after discussions in Pakistan about granting of provincial status to GB, in which officials discussed "methodology to trigger negative reactions".

The methodology included "mobilisation of hostile elements to undertake various subversive operations in Kashmir and GB, staging of terrorist attacks on large public gatherings and assassination of a mainstream/sub-nationalist or a religious leader in AJK or GB".

Economic coercion
He said that India had been trying to sabotage Pakistan's attempts to get out of the Financial Action Task Force (FATF) grey list by "politicising the forum for economic coercion of Pakistan".

"Evidence reveals how extensive lobbying was done (from February to April 2018) for the downgrading of Pakistan’s status, which resulted in our grey-listing in June 2018," he said.

Dossier to be presented to UN, OIC, P5 countries
Speaking again after the DG ISPR, the foreign minister said that Pakistan would present the dossier containing "concrete proof" to the UN, Organisation of Islamic Cooperation (OIC) and P5 countries (permanent members of the UNSC).

"The evidences provided by Pakistan are concrete proof of Indian financial and material sponsorship of terrorist organisations including UN-designated terrorist organisations JUA, BLA and TTP.

"We expect the international community to play its role for peace and stability in the region by compelling India to immediately halt its state sponsorship of terrorism in Pakistan and to [deal with] all those involved in financing and supporting terrorism in Pakistan according to relevant domestic and international laws," Qureshi said.

"Let me be clear: India is a state sponsor of terrorism that is consistently exhibiting rogue behaviour. If the world does not take action against the Indian agenda to destabilise and undermine Pakistan, then peace and stability in nuclear-armed South Asia does not seem to be their priority."

Recalling the sacrifices of the law enforcement and security agencies in "winning the war against terrorism", Qureshi said Pakistan knew how to defend itself.

"Whether world powers acknowledge it or not, India is a threat to the entire region and they must act to prevent India from continuing its sponsorship [of terrorism] in Pakistan. We deserve the right to defend ourselves in every possible way," he concluded.

This is just more whining by Pakistan which the Western countries that matter pay no heed to. Everyone knows who arms and finances the Haqqani network that kills US soldiers in Afghanistan.
 
The Foreign Office (FO) on Monday rejected a statement by the Indian Ministry of External Affairs denying the "irrefutable evidence" provided by Islamabad regarding India's sponsorship of terrorism in the country.

"Fully exposed, India has typically resorted to sophistry, obfuscation and re-fabrication. Bland denials and regurgitation of an old litany of charges, however, will not change facts," a statement by FO spokesman Zahid Hafeez Chaudri said.

A day earlier, India had called the dossier presented by Foreign Minister Shah Mahmood Qureshi and military spokesman Maj Gen Babar Iftikhar a "propaganda exercise".

“The so-called claims of ‘proof’ against India enjoy no credibility, are fabricated and represent figments of imagination,” Hindustan Times quoted the Indian external affairs ministry spokesperson as saying.

In a statement released today, the FO spokesperson said: "The dossier presented by Pakistan extensively documents India’s active planning, promoting, aiding, abetting, financing and execution of terrorist activities against Pakistan.

"Since 2001, Pakistan has faced more than 19,000 terrorist attacks on its soil and suffered 83,000 causalities. The direct economic losses have been upward of $126 billion. As a result of India’s sponsorship of terrorism, from across our borders, Pakistan continues to suffer immensely."

Meanwhile, India has mischievously masqueraded as a victim of terrorism and sought to mislead the international community by hypocritically levelling terrorism-related allegations against Pakistan, Chaudhri said.

"It has also conducted false flag operations in occupied Kashmir and inside India to malign Pakistan. That facade has now been removed and the world can see the real face of India — one blackened by its decades-long state terrorism in occupied Kashmir and state-sponsored terrorism and destabilisation efforts in Pakistan.

"The most familiar and undeniable face of India’s state sponsorship of terrorism against Pakistan is Commander Kulbhushan Jadhav — caught red-handed in March 2016. His complicity in subversion, sabotage and terrorism in Pakistan is part of the incontrovertible evidence against India."

The presence of ISIL (Islamic State of Iraq and the Levant) and AQIS (Al-Qaeda in Indian Subcontinent) in India, as highlighted in recent UN reports, indicate that India is emerging as a hotbed of UN designated international terrorist organisations and posing a great risk to the region, he said.

"Recent revelations by FinCen files illustrate how India uses its financial system for money laundering and other illegal activities such as terrorism financing — brazenly and with impunity.

"Use of terrorism as an instrument of state policy by India makes it culpable under international law, UN sanctions regime, and international counter-terrorism conventions. It is the collective responsibility of the world community to hold India to account and take practical steps to proceed against the Indian nationals involved in patronage of terrorist entities," the FO spokesman said.

He added that Pakistan expected UN counter-terrorism bodies to proceed on the basis of concrete evidence provided by Islamabad and urge India to renounce use of terrorism as an instrument of state policy.

"The UN must also play its part in dismantling the Indian terrorist infrastructure, details of which have been provided in the dossier."

On Saturday, Pakistan made public a dossier containing "irrefutable proof" of the Indian sponsorship of terrorism in Pakistan and called on the world to stop India’s rogue actions for saving the region’s peace and security.

Sharing the salient features of the dossier with the media at a presser at the Foreign Office, Qureshi had emphasised that the world could not afford to ignore India’s “rogue behaviour” and said Pakistan reserved the right to defend itself in every possible way.

Pakistan has accused its arch-rival neighbour of aiding and abetting terrorism for destabilising the region in the past as well, but this time the allegations were backed by specific evidence of financing, training, harbouring, and weapons supply in the shape of copies of correspondence, bank transactions and communication intercepts.

“The [specific] evidence presented by Pakistan provides a concrete proof of Indian financial and material sponsorship of multiple terrorist organisations, including UN-designated terrorist organisations Jamaat-ul-Ahrar, Balochistan Liberation Army and Tehreek-i-Taliban Pakistan,” Qureshi had explained.

He had added that the dossier exposing India’s real face before the international community was being shared with the UN, the Organisation of Islamic Cooperation (OIC), the five permanent members of the UN Security Council as well as other influential world capitals.

Shortly after the document was made public, Prime Minister Imran Khan had expressed the hope that the world after looking at the “irrefutable evidence” given by Pakistan would not be able to remain “indifferent or silent” and would “force India to end its terrorism and bring to justice those responsible for killing thousands of innocent people in Pakistan”.

“Our resilient and courageous security agencies and forces will continue to give their all to protect our people,” he had said.

It's called a policy review, if you recall Imran Khan was then in opposition and he was against the drone strikes because he did not agree with allowing US drones to bomb terrorists on Pakistani soil, he felt it was a matter which should be dealt with by the army himself. Peshawar high court obviously agreed with that view.

You can't accuse Pakistan for all that goes wrong in your country, and then turn around and absolve your country of such behavior when it comes to Pakistan. The Pakistan establishment knows there will be collateral damage of innocent lives but the TTP and other radical elements around the Afghan-Pak border were/are uncontrollable and they decided to go with that option. They publicly decry US strikes but are in on it themselves. These drones take off from bases inside Pakistan for eff's sake.

That doesn’t require so much speculation just common sense . If Us is/has conducted drone strikes on Pakistan soil, without the establishment permission that would mean they are violating Pakistan air space/ territorial integrity.

There is a difference, India doesn’t have any home grown religious outfits or external groups that will infiltrate Pakistan and create terrorism with an agenda.

Where as it is easier to motivate some religious brain washed nuts in Kashmir or in other areas.

Now I don’t think anyone can confirm this but sure Indian intelligence may motivate some internal groups in Pakistan by providing them with “aid”. That is a possibility if you think logically.

However then the question is while India can say Pakistan is using or encouraging religious extremism, the bigger question is what exactly is the motivation of these groups within Pakistan to blow up stuff in their own country.

Pakistan has an extremism problem. It hurts us internally and is likely used in external proxy wars. This is a separate point to the one that India does things to destabilize Pakistan, which many Indians seem to not want to accept.
 
Pakistan briefs P-5 envoys on India dossier

Two days after Pakistan presented specific proofs of Indian involvement in terrorism in its territory, the foreign secretary on Monday briefed the envoys of the permanent members of the United Nations Security Council (UNSC) about the dossier on state sponsored terrorism by India.

“The envoys were apprised of India’s involvement in planning, promoting, aiding, abetting, financing and execution of terrorist activities in Pakistan,” said a statement issued by the foreign office.

“The dossiers containing irrefutable evidence of India’s state sponsorship of terrorism against Pakistan were handed over to them,” it added. The foreign office said Pakistan will continue to highlight India’s state sponsorship of terrorism and destabilizing activities against Pakistan.

The foreign office on Monday also categorically rejected the Indian Ministry of External Affairs’ denial of the irrefutable evidence provided by Pakistan on Indian state sponsorship of terrorism.

“Fully exposed, India has typically resorted to sophistry, obfuscation and re-fabrication. Bland denials and regurgitation of old litany of charges, however, will not change facts,” it said in a statement.

The reaction came after India rejected Pakistan’s dossier as “figment of imagination” and an attempt to divert attention away from the country’s internal political and economic problems.

Foreign Minister Shah Mehmood Qureshi and chief military spokesperson Major General Babar Iftikhar on Saturday presented specific proof of Indian involvement in terrorism in Pakistan.

“The dossier presented by Pakistan extensively documents India’s active planning, promoting, aiding, abetting, financing and execution of terrorist activities against Pakistan,” it said.

The statement pointed out that since 2001, Pakistan has faced more than 19,000 terrorist attacks on its soil and suffered 83,000 casualties.

“The direct economic losses have been upward of US$126 billion. As a result of India’s sponsorship of terrorism, from across our borders, Pakistan continues to suffer immensely.”

Meanwhile, India, the statement added, had mischievously masqueraded as a “victim” of terrorism and sought to mislead the world by hypocritically leveling terror allegations against Pakistan.

“It has also conducted false flag operations in IIOJK [Indian Illegally Occupied Jammu and Kashmir] and inside India to malign Pakistan.

“That façade has now been removed and the world can see the real face of India, one blackened by its decades-long state-terrorism in the IIOJK and state-sponsored terrorism and destabilization efforts in Pakistan.

“The most familiar and undeniable face of India’s state-sponsorship of terrorism against Pakistan is Commander Kulbhushan Jadhav – caught red-handed in March 2016. His complicity in subversion, sabotage and terrorism in Pakistan is part of the incontrovertible evidence against India,” it said.

The foreign office said the world is also familiar with “saffron terror” orchestrated and unleashed by the far right Hindu extremist organizations like the Rashtriya Swayamsevak Sangh (RSS) and the Bharatiya Janata Party (BJP) against Muslims in India and against Pakistan.

I agree. Pakistan is trying, and it is obvious that their think tank believe this is the right moment with change of administration in US. In their mind, they are making noise at the right time.

However, in my opinion, Pakistan has credibility crisis and their overall foreign policy has been disaster under new leadership. For example, in one hand they were briefing France and on other side there were massive protests outside French embassy. You have already alienated Saudis/UAE etc with irresponsible, ill-timed and unnecessary statements and posturing.

Let us see if anyone outside of China and Turkey support them on these allegations.

Yes. They were coordinated. Pakistan Intelligence provided the targets. US did conduct a few unauthorized strikes but majority were approved by PakMilitary. It provided plausible deniability to Pakistan Military vis a vis Pakistan Public. Once the relationship went sour post salala incident, drone strikes reduced to almost 0 over night.

The unfortunate reality is that the world does not care. In regards to Indian sponsorship of terrorism from Afghanistan, it has to be said that the the CIA on many occasions was even in on it. Yes, its good that Pakistan is doing something to tilt the narrative in its favor but sadly it will not make a big difference in the grand scheme of things as the West is allied with India, and it is an alliance underscored by deep economic and strategic ties that are unlikely to change for the foreseeable future.

Well India is literally run by a far-right regime and it doesn't seem to make much of a difference on India's reputation.

The fact of the matter is not who is sponsoring terrorism and who is not. But rather who is the America's friend and who is not. Pakistan actively sponsored terrorism against India throughout the early 2000s but it was never a serious cause of concern for the US as long as they needed Pakistan in Afghanistan. Once the US's embrace of India as a strategic partner got more and more explicit Pakistan began finding itself in the FATF greylist which is little more than a political tool of coercion like most Western institutions. Because if it actually was a proper anti terror financing and money-laundering institution India would be on the very same greylist.
