By denying to play and tour Pakistan.. PCB is losing on much needed funds to run and sustain Test Cricket, as well as maintain interest with general public.
Is BCCI and India responsible for current state of Test Cricket in Pakistan where they are not able to win a series at home?

Most ridiculous question, blaming others to your own blunders over the years. This mentality is the basic cause of our downfall .

It is a genuine question. The level of interest when Pakistan beat India in 2021 WC was next to nothing. There was a buzz and sense of optimism amongst Pakistan fans. Now imagine if Pakistan beats India in test match or wins a Test Series.. would that re-invigorate Test Cricket and also bring much needed funds?
So, the questions remains ? Has BCCI/India killed of Test Cricket in Pakistan with its policies?

Short answer: no

Pakistan did it to themselves. They aren't play enough red ball cricket. That's the main reason. Just want to play 4 over games.

PCB is losing 100s of millions in revenue because india doesn't tour.

If we consider that this money would have gone into cricket and not into anyone's pocket, then the OP may have a point.

So are you suggesting that the onus is on BCCI to tour Pakistan ?

BCCI is not resposible for this. How can they be responsible? By not playing any cricket with Pakistan?

PCB itself is responsible. These players are responsible for this downfall. These grouping and friendship gangs are responsible.

Obviously Indian money not flowing towards Pak cricket did not help matters, but as I see it this is self-inflicted. India did not force PCB guys to be incompetent or even worse, corrupt. PSL is profit making, but we don’t see any evidence of it helping out the national teams or grass root cricket or cricketing infrastructure. India did not force Pak players to be dumb & uncaring about upgrading their own skills. In short, it’s a mess of their own making.

We did facilitate the downfall, but the men in-charge of that self-sabotage were still Pakistanis.

They can't beat Bangladesh.

Enough with the excuses.

Sorry I wouldn’t be able to participate in this thread because of a change in heart that happened early morning today. Rooting for a Pakistan win here now. Give your everything, protect home soil at all cost.

Bro according to some fans, BCCI is responsible for everything.

I vaguely remembered reading that Salman Butt bought multiple properties assuming his IPL contract to last. The next year, he was not playing IPL but he had to cough up the amount, which led him to consider spot fixing. I don’t know how true it is, but it seems conceivable to me.
Sure, Indian series are bankrolling other boards. But the onus of keeping their house in order lies with them.
Even if India doesn’t play Pakistan, the onus of keeping domestic structures strong in a cricket crazy country lies with Pakistan. A good example is South Africa during ban.
So while lack of India series seems to hurt Pakistan Cricket Board, the current state is a symptom of the larger malaise within the country

Pakistan's mediocre home Test record began in 1995.

Before that they were extremely dominant at home.

BCCI has little to do with it.
Most people overlook this fact. They were strong at home only under Misbah.

The incompetence of PCB cannot be put on anyone else.

Ask the real question, what has PCB done in the last 10 years besides focus on social media likes and the PSL. There lies your answer

How BCCI can be responsible for it? PCB is responsible for it for prioritizing T20is
