Yes for T20 and ODI but very average in tests.

He is the best finisher under pressure that I have seen in both T20s and ODIs. India weren't beaten until he was out. His test career promised much at the start but faded to a point that he looked bored by the end.

To be under consideration for ATG status the only thing that matters is how well you did in Test cricket. The rest is just bonus stuff. But it does not matter. How good of an ODI player or how good of a T20 player you were simply does not matter in the grand scheme of things.

So no, Dhoni was not an ATG. Not even close. Maybe an Indian ATG... that's for Indians to decide I guess. But absolutely not an ATG.
