KP government’s Sehat Sahulat program and the Sehat Insaf Card scheme

Prime Minister Imran Khan on Wednesday promised universal health coverage for the people of Gilgit-Baltistan.

"A poor household has to face many difficulties when battling sickness. They sell their possessions, take out loans for medical treatment. So we are introducing health insurance for all of GB," he said.

He added that Rs1 million will be allocated under the health cards for availing medical treatment at any hospital. He said that the government will also introduce the Ehsaas poverty alleviation programme in GB.

The premier made the announcement after he arrived in the region to attend the oath taking ceremony of the 14-member GB cabinet. The GB governor, Raja Jalal Hussain Maqpoon, administered the oath to the members of the cabinet.

Addressing the ceremony, the premier began his speech by congratulating the new cabinet. He expressed the hope that the new GB government would set a "new tradition" and give a governance system that "sets new standards".

"No prime minister in Pakistan has seen this region the way I have," he said, adding that he was acutely aware of the issues being faced by the people of GB as well as the region's potential.

"What will the new government do? First, we will work on granting the region provisional provincial status so that the prevailing sense of deprivation [among the people] can be eradicated."

He stated that a committee will be formed to deliberate on this which will work according to timelines.

The premier also touched on the importance of "self-governance". "You people know better the kind of development you require. We can't tell you [while sitting in] Islamabad which project is needed. You can make this decision."

PM Imran added that the government will also focus on promoting tourism in the region. "From what I have seen during the past three to four years, there has been an influx of tourists during summer. Sometimes they don't have places to stay."

He stated that the government would facilitate the people in order to promote tourism by providing cheap loans so that the locals are able to build hotels and guest houses.

"In addition, we met an Austrian company that specialises in skiing. A majority of the money earned from tourism in Switzerland is because of skiing. The same is with Austria."

According to this company, the time period for skiing has started to reduce in their country due to climate change, he said. "They say that regions within Pakistan are at a higher altitude which allows for skiing to take place for seven to eight months. So we have begun talking to them about developing skiing areas here."

What this will achieve, the premier said, is that tourists — especially international tourists — will flock to the region all year round instead of just during the summer. "This will also benefit Pakistan as it will bring foreign exchange."

He added that the government will continue working on the upgradation of Skardu Hospital so that residents don't have to travel to the federal capital for medical treatment.

'Opposition under stress to save looted money'
Commenting on the opposition, the prime minister said that the opposition was lying to save their ill-gotten gains. However, lies cannot remain concealed for long, he said. "To hide one lie you have to say a hundred others."

A person who makes money for his children, those same children have to also lie at the end to save that wealth, he said. "What is the benefit of such wealth that brings destruction upon you and your family?"

He said that he has known PPP's Asif Ali Zardari and PML-N's Nawaz Sharif for several years and has seen them become a victim of God's wrath. "Sometimes they go to jail, sometimes they go abroad after lying: All in an effort to save stolen money."

The entire Pakistan Democratic Movement is running their current campaign while people are dying of the coronavirus, he said. "It is known that the virus spreads when people gather. Everyone knows this. All medical workers say that pressure is increasing on hospitals and they are organising rallies."

They are only doing this to save their stolen wealth, he said.

"Ask any doctor, they will say that stress is the root of most health problems. It causes the most harm.

"And if you need to see stress, there was an Ishaq Dar interview [...] just look at his face [during the interview] and you will know what stress is," the premier said, referring to the former finance minister's recent interview with BBC.

"Even if he didn't have heart problems, he would have developed them," he said, adding that Dar spoke one lie after the other as the "whole world watched".

Speaking to the new cabinet, the premier said that they had a huge responsibility and urged them to work for the people's welfare.

PM Imran Khan to launch Sehat Sahulat Programme in AJK today

ISLAMABAD: Prime Imran Khan is scheduled to launch the Sehat Sahulat Programme in Azad Jammu and Kashmir today.

The ceremony would be held today at 4:00 pm and will be attended by AJK PM Raja Farooq Haider, Federal Minister of Finance Abdul Hafeez Shaikh and Federal Minister for Planning and Development Asad Umar.

The health programme would cover 1,200,000 households across 10 districts including Muzaffarabad, Mirpur, Kotli, and Neelum.

Under the programme, all district hospitals in the northern region will be upgraded. The sehat card is acceptable at 350 hospitals across Pakistan including 11 in AJK. For the first time, an army hospital is also included in the programme.

At least six members of a household would be entitled to free treatment including heart surgeries. The programme also provides R1,000 transportation cost and five-day medicine supply for patients post-surgery.

Transplants, however, are not covered under the scheme.

one of the best initiative by PTI and I feel it can work but again it will need allot of funding. I am working in a sehat saholat facility hospital bin Dir upper, oh this s is so good for poor people I cannot explain.

Imagine if even Jibran is being positive about health insurance then it must be a great initiative :)
 
I would say the universal healthcare is by far the greatest achievement of the PTI government. And if they can launch this in Punjab before the next election, i cant see them losing. As of now the estimate is Dec 2021 for all of Punjab to be covered.

LAYYAH: Prime Minister Imran Khan launched the Insaf Sehat Sahulat Card Scheme in Layyah on Wednesday, saying the step will help authorities provide free of charge medical services to the public.

"I have faith that when a state strives for the welfare of the downtrodden, it begins to flourish," he stated while addressing the distribution ceremony in the district.

"I praise Khyber-Pakhtunkhwa and Punjab for providing every resident with health cards as doing so will bring prosperity to both the provinces."

"Such initiatives will enable the people to receive medical treatment as well as help the government establish an entire healthcare system."

The premier also appreciated the planned solarisation of Basic Health Units (BHUs) in Layyah and other districts, saying the project will be replicated in other areas too.

He stressed on proportionate investment of funds across the country, especially in the underdeveloped areas.

On May 24, the prime minister praised the Ehsaas programme for securing the fourth spot in the World Bank list for looking after the more vulnerable segments of the society in a transparent manner during the current pandemic.

"I praise Ehsaas programme for making it possible," PM said as he addressed the inaugural ceremony of the Ehsaas Saving Wallets initiative in Islamabad.

"Ehsaas Saving Wallets is particularly important because it will strengthen the banking system and bring more people into the net," he maintained.

PM Imran further stated that empowering women and bringing them into the financial mainstream helps alleviate poverty faster. "This step will make women financially independent and enable them to make their financial decisions."

He reiterated that "unless or until the downtrodden segments are uplifted, prosperity can't be achieved".

Prime Minister Imran Khan launched on Monday a programme to give health insurance to all residents of Punjab, announcing that by the end of March, all families in the province will get the 'Naya Pakistan Health Card'.

Under the scheme, families can avail free medical treatment of up to Rs1 million per year.

After Khyber Pakhtunkhwa, which began offering all its residents health insurance under the same scheme in February, Punjab is set to become the second province to offer its residents universal coverage.

Addressing the launching ceremony of the programme in Lahore today, Prime Minister Imran lauded Punjab Health Minister Dr Yasmeen Rashid and Chief Minister Usman Buzdar for spearheading the project in the province.

"This is a landmark, defining moment in the journey of Pakistan becoming a welfare state," the prime minister said.

He announced that a total of Rs440 billion would be spent on health insurance over a course of three years under the programme.

But, he added, "this is not just [about] health insurance. This is [about setting up] a health system."

The premier said the initiative would encourage the private sector to invest in establishing hospitals in villages and remote areas, where there were only hospitals.

"There is a lack of doctors in those areas, but now the private sector would invest in constructing hospitals in the poorest of areas as everyone will be able to [pay for medical] treatment through health cards," he explained.

On the occasion, Prime Minister Imran also said that Ehsaas Ration Card had been launched to tackle inflation.

"Those whose income is less than Rs50,000 [per month], they will be given the Ehsaas card, through which they will be able to get 30pc discount on wheat flour, ghee and lentils at kiryana stores until this spell of inflation ends," he said."The world is facing inflation and we are doing our best to facilitate our people."

Earlier in his speech, Prime Minister Imran said the health card initiative was aimed at addressing the difficulties that people, especially the poor, had to face when someone in their family fell ill and they were unable to get them treated.

He said he experienced similar difficulties and the "feeling of helplessness" first hand when his mother developed cancer and there was no hospital for treating the disease in Pakistan at the time.

"I had thought of [setting up] a health insurance system back then," he added.

He further recalled that he was criticised by the opposition for not imposing a complete lockdown following the advent of the coronavirus pandemic.

The premier explained that he had taken the decision as he was mindful of the difficulties daily-wage earners and the poor would have faced in case of a complete lockdown.

"But the elite here are least bothered about the poor," he lamented, adding that today, Pakistan was acclaimed across the world for the manner it dealt with the coronavirus pandemic.

"See how many people died in the neighbouring country, India. See how many died in Iran. And how their economy suffered. And then look at Pakistan," he remarked.

Before Prime Minister Imran, Punjab Chief Minister Buzdar also addressed the ceremony, saying that health was the top priority of his government.

He announced that the issuance of Sehat cards in Punjab would start from January and each resident of Punjab would be given health insurance worth 10 million under this programme.

"The cards have already been issued in two divisions — Dera Ghazi Khan and Sahiwal — of the province, and now they will be available to people in the rest of the seven divisions," he said.

Buzdar further stated his government was also establishing more hospitals in various cities of the province.
 
This deserves a thread of its own. If IK can pull this off, it would rank as one of the great achievements in the last 74 years. IA his ambition is matched by our people and it doesn't fall victim to fraud.
 
Whats the process for its registration?

Many people who live in punjab were able to get their insaf cards registered in kpk because of relations they had with someone in kpk and govt department.

This is a great intiative but its registration process needs to be made easy and should be for those who have a cnic of that province atleast.

In order to ensure award of scholarships on merit, a special cell was being set up at the PM secretariat to collect students’ data, he announced.

Mr Khan said that the PTI got two-thirds majority during the previous elections in Khyber Pakhtunkhwa due to development projects and reforms in different sectors. A UNDP report had also acknowledged reduction in poverty in KP during 2013-18 due to the provincial government initiatives, he added.

On the occasion, Prime Minister Khan also distributed cheques among prayer leaders of Jamia mosques under a KP government initiative, among less privileged women under Kifalat programme and scholarship among students under the Ehsaas education programme.

He said the Punjab government was replicating KP’s model in the health sector and would launch health insurance programme from January 1 and the entire population of the province would be covered within next three months. The government of Balochistan, Azad Kashmir and Gilgit-Baltistan also intended to launch the mega programme, he added.

Appreciating the performance of National Command and Operation Centre on Covid-19, the PM said the country had effectively tackled the pandemic that severally affected supply chain across the world and caused increase in prices of petroleum, gas and food commodities. Food inflation was a global phenomenon, yet prices of essential commodities were lower than in rest of the world, he added.

In this situation, he said the historic Ehsaas food subsidy package worth Rs120bn would benefit over 20 million families, as 30pc discount would be given on purchase of ghee, flour and pulses to the families with less than Rs50,000 monthly income.

The PM asked Khyber Pakhtunkhwa Chief Minister Mahmood Khan to direct parliamentarians to visit their constituencies and encourage people to register themselves for ration discount.

He also talked about building of 10 new dams in a decade to address the problem of water scarcity and bolster food production.

Khyber Pakhtunkhwa Governor Shah Farman, Chief Minister Mahmood Khan, federal, provincial ministers, parliamentarians, senior officers and people from different segments of society attended the ceremony.

This coupled with the SNC are the two greatest initiatives of the PTI government.


Punjab residents will start getting it from 1st January 2022, I believe it will start from Rawalpindi (wink wink :srt), then Multan and so on. I just wish the Sharif loving Lahori elite were excluded from this program, but alas. Inshallah this will pave the way for a good majority for PTI in the 2023 elections.

Alot of areas to improve, I have worked in private hospital under sehat saholat Program, they need few things to improve upon.
1: standard of those hospitals means private one needs to be monitored and if they don't improve then cancel their Sehat card regsitration, I mean qualified doctor, nurses paramedics and most importantly LHV ,gynaecologists, situation of the wards, cleanliness, fairness and operation theatre conditions.
2 : standard of medicine they provide are extremely poor, it needs to be monitored, this is the second most important thing to do,
3: Get continuous feedback from the patients with indevidual calls etc and investigate for any discrepancies and fine them heavily.
Overall a very good intiative and it has made private mafia to go down but I need many areas to imporve,not. a new thing to know there are many corrupt people in the main administration group which are giving cards registertion to substandard hospitals.

Excellent to hear your views as a Doctor on the coal face. I am sure someone on here said nothing has been achieved in KP.
 
According to Biloo Rani, this is a scam to divert business from govt hospitals to private hospitals in order to enrich elite doctors and that the standard of Sindh Govt hospitals is much superior than the Punjab Govt Hospitals and KPK Govt Hospitals

According to an annual report on facilities provided via Sehat Card Plus during the year 2021 released ‎‎by the KP health department, more than 7.5 million families received free medical treatment in 679 ‎‎hospitals across the province.

‎”More than 60,000 maternity-related operations were carried out during the year at the cost of Rs750 ‎million,” it stated and added that angioplasty of over 11,000 patients was performed incurring ‎expenses of Rs2171 million.

The report stated that 22,000 patients underwent free appendix operation ‎at the cost of Rs294 ‎million ‎while free chemotherapy treatment of 14,000 patients was carried out at the cost of Rs271 ‎million.

‎”Above 90,000 patients underwent free dialysis treatment, resulting in the payments of Rs276 ‎million via Sehat Card Plus,” it said.

Prime Minister Imran Khan has also launched Naya Pakistan Sehat Card for Punjab recently saying that the entire population of the province would be able to avail of it by March 2022.

While addressing the launching ceremony in Lahore, the prime minister lauded Chief Minister Punjab Usman Buzdar and Heath Minister Dr. Yasmin Rashid for achieving the feat and ensuring the provision of universal health coverage for the entire population of the province.

He recalled that for the first time when he discussed the idea of providing sehat card to the entire population with them, they were shocked.

He, however, said that with their dedication the project is all set to be launched in the province from January 01 and all families of the province will get the cards by March 2022.

While addressing the launching ceremony in Lahore, the prime minister lauded Chief Minister Punjab Usman Buzdar and Heath Minister Dr. Yasmin Rashid for achieving the feat and ensuring the provision of universal health coverage for the entire population of the province.

He recalled that for the first time when he discussed the idea of providing sehat card to the entire population with them, they were shocked.

He, however, said that with their dedication the project is all set to be launched in the province from January 01 and all families of the province will get the cards by March 2022.

Let's see, sometimes people take time to realise these things. It's also poor PR by the PTI on this card but I think the biggest issue remains inflation. The fact is that we have profiteering mafias and the govt needs to crack down so that prices are based on supply and demand not on what the mafias can fleece from a poor public. The track and trace system is start.
 
As the political stalemate persists in the country with the political future of the ruling Pakistan Tehreek-e-Insaf (PTI) government hanging in the balance, all public and private sector hospitals in the Rawalpindi division have surreptitiously refused to treat patients entitled to Sehat Insaf Card.

Interestingly, public and private hospitals have started giving dates after dates to patients who had been allocated days for operations.

Sources said that hospitals' management was concerned about the reimbursement of expenses to be incurred under the health card if the PTI government is booted out of power.

Hundreds of patients, who visited more than 25 public and private hospitals in Rawalpindi, Jhelum, Attock and Chakwal, have been denied under the Sehat card, sources said.

An official working in a government hospital said on condition of anonymity that since April 1, the hospitals have stopped accepting further admissions and operations on the Sehat Insaf Card without a plausible explanation and announcement, causing a great deal of distress to the patients and their families.

“The management of the hospitals are concerned as to how the money will be collected from the new government if the PTI government is thrown out of power,” the health official said adding that patients already admitted to hospitals prior to April 1 were being treated while those who come after April 1 were given new dates every day.

Shamshad Hussain, a patient who had visited the Rawalpindi Institute of Cardiology from Muzaffarabad, said that last month doctors decided to perform bypass surgery on him and assured him that all the expenses to be incurred on the operation would be reimbursed through Sehat Insaf Card.

“Now, doctors are refusing to conduct the operation despite their assurance. They have asked me to go to a private hospital. When I visited a private hospital with the Sehat Card, the hospital refused to accept the card and demanded cash,” he said.

Shamshad said he hailed from a poor family and if he had money, he would never have used the Sehat Insaf Card. “The government should restore this facility so that the poor can get free treatment,” he said.

When Rawalpindi District Health Authority officials were contacted about the refusal of Sehat cards for providing free medical treatment, they said that the system of Sehat Insaf Card was very complicated and complaints regarding its veracity can be confirmed by health authorities in Lahore or from health card counters in hospitals.

The officials said that no orders have officially been issued by the top health officials for not treating patients entitled to the Sehat Insaf Card.

They said that the Sehat Insaf Card facility has been provided by the government of Pakistan with a guarantee of reimbursement on the incurring expenses of a patient and there is no justification for not providing facilities to the citizens.

"In the rear holding bay of our ER, I found this patient, a 50 yr old man, who had been admitted into Neurology but he wasn't shifted yet. [...] I went back to the counter and asked what options did we have for this family. And I got told there's only one option. 'The Sehat Sahoolat Insaf Health Card' but it only gets activated in the morning."

The doctor then assured the patient's son that they can stay in the hospital till the card gets activated but he came up with a concern if the card would still be accepted the next day [the day of voting when Imran Khan was initially expected to be dismissed].

But Ministry of National Health Services (NHS) has given the public an assurance that a regime change won't affect the medical facilitation being provided under the Sehat Saholat Programme, an initiative by the PTI-led government.

In a statement on Twitter, the healthy ministry rubbished all the fears and speculations about the fate of the Sehat Card facility.

The health ministry also tweeted out a list of hospitals you can go to if you want to avail the facility.

If you see the headlines, these are from April 3rd while you still had PTI and Imran Khan running the government. The program was stopped before the VONC took place and before Shehbaz Sharif became Prime Minister.

The provincial government has released Rs 2 billion for health cards, while health advisers say the cards will further reform the service and address administrative shortcomings.

The Khyber Pakhtunkhwa government has released two billion rupees for health card, while talking about this, Health Advisor Dr Riaz Anwar said that the health card service was closed due to lack of funds, the funds were released on the special instructions of Chief Minister Azam Khan.

The health advisor said that the health card service has been restored, further reforms will be made in this service and administrative deficiencies will be removed, unnecessary development work has been banned in MTI hospitals, treatment of patients in MTIs hospitals. Pay attention.

Dr Riaz Anwar said that instead of constructing new buildings in hospitals, they will focus on patient care and facilities.
