There are many former military who hold senior positions in US corporates, but they are usually people who retired from the military early and worked their way up the corporate ladder. For example, the current CEO of one of the largest US firms Johnson and Johnson is Grosky who served 6 years in the military and left as a Captain, then worked for 24 years at J&J before becoming its CEO.

There is no comparison of the above to say, Air Marshal Arshad Malik going straight from PAF to PIA's CEO or Lt. Gen Asim Bajwa going straight from the Army to CPEC's Chairperson. These military men with close to zero experience in the private sector becoming the heads of these organizations inevitably leads to poor performance.

These military men with close to zero experience in the private sector becoming the heads of these organizations inevitably leads to poor performance.

Like i said before, army men dont get these jobs because they are soo good at them, its because everyone else is soo rubbish, it gives the gov. no option.

Bajwa is doing a better job, then any politcian could have ever done here.

The army men in US, have to work there way up in corporations but in PAkistan its quite different because there are no corporations here. People working in some of the big companies here are a complete joke.

The project would be located near the Azad Pattan bridge upstream of 720 MW Karot hydropower project and downstream of 640 MW Mahal hydropower project and would be part of the River Jhelum hydel cascade.

The project would deliver approximately 3.3 billion units of clean, renewable energy in the grid after its completion in 2026.

Being developed under the 2002 power policy, the project would be transferred free of cost to the government after the term.

Great news, they are getting a real move on. Even if these projects are completed a little over scheduled time, they are very important for national security. Good work

One of those rare times when (Pakistani) bureaucracy is working fast.

Glad to see that Pakistani government got their priorities straight and are actually working on potential "economic revolution" for Pakistan.

It is an undeniable fact in Pakistan, that only army is capable of cutting through red tape and getting things done efficiently and effectively. Case in point NRTC designed and producing ventilators that were handed over to NDMA today.


Obviously in an ideal world our systems and processes were efficient that it won't need people like Asim Saleem Bajwa to step in and get things moving, but until we reach that stage I'm happy with this ad-hoc measure.
 
Pakistan's economic future lies in CPEC: PM

ISLAMABAD: Prime Minister Imran Khan Monday said China Pakistan Economic Corridor (CPEC) would take Pakistan on the path of rapid progress and development as its economic future was related to the completion of various energy and infrastructure projects.

He was speaking after witnessing the signing of agreement with China Gezhouba for Azad Pattan hydropower project at a ceremony here.

A part of CPEC, with an investment of US$ 1.5 Billion, 700.7 MW Azad Pattan will involve no fuel import, thus enabling the country to move towards cheaper and greener power while generating local job opportunities.

The project is located at River Jhelum and is expected to be completed in 2026.

The prime minister further said time would prove the long term benefits of CPEC which was based upon economic cooperation between Pakistan and China.

He said Pakistan could learn a lot from China in realms of economic progress and prosperity as the country was fast emerging as world economic power.

He expressed the optimism that in the future, they would learn from the Chinese experiences.

The CPEC had different phases with various bright aspects for prosperity and progress, he added.

Referring to the signing of agreement, the prime minister said it was part of the investment to complete a power project based upon the clean energy.

Unlike past, the project would not burden the people, he said and mentioned the previous governments’ costly projects which were made functional with imported fuel, thus increasing the cost of energy manifold and stressing the local currency.

The prime minister said due to those policies, the power industry ran into losses impacting the consumers.

He regretted that the country could not compete with its neighbouring countries in terms of generating the low-cost energy.

He said the hydro power generation was considered as big source of clean energy which was also in line with his government’s policy of ‘Clean and Green Pakistan’ and regarded as environment friendly.

It would also help stem the impacts of the global warming, he added.

The prime minister also appreciated the energy ministry, CPEC authority, Azad Jammu and Kashmir and Punjab governments for the agreement over the project.

CPEC Authority Chairman Lt Gen (retd) Asim Saleem Bajwa, on the occasion, said the project would be completed by utilizing the indigenous resources.

He said work on CPEC projects continued with full force despite COVID-19 pandemic, generating job opportunities.

He further briefed that during the last ten days, they had signed agreements for bringing worth $4 billion investment and for generation of 1,800 MW low cost power in the country.

These projects would provide jobs to about 8,000 locals.

Chinese ambassador to Pakistan Yao Jing, Chinese company authorities, ministers and senior officials were present during the ceremony.

Beautiful place Azad Pattan. There used to be a wooden bridge there joining AJK with Punjab and only one vehicle was allowed to use it at a time. River Jhelum used to be in full force during summers. Noise of vibrating wooden boards mixed with the noise of gushing river down below used to give me chills as a kid whenever I used to cross. Later it was destroyed by 2005 earthquake if I remember correctly and then was replaced by a proper concrete bridge.
 
Belt and Road Re-Emerges in Pakistan With Flurry of China Deals

China’s Belt and Road program has found new life in Pakistan with $11 billion worth of projects signed in the last month, driven by a former lieutenant general who has reinvigorated the infrastructure plan that’s been languishing since Prime Minister Imran Khan took office two years ago.

The nations signed deals on June 25 and July 6 for two hydro-power generation projects costing $3.9 billion in the disputed Kashmir region, and another to revamp the South Asian nation’s colonial-era railways for $7.2 billion -- the most expensive Chinese project yet in Pakistan.

Khan’s government appointed Asim Saleem Bajwa last year to run the China-Pakistan Economic Corridor Authority, which oversees more than $70 billion in projects from power plants to highways. He also joined Khan’s cabinet in late April, becoming one of more than a dozen former and current military officials in prominent government roles as the army expands its influence in the country.

The Chinese financing has helped rid Pakistan of an electricity deficit that left exporters unable to meet orders and major cities without electricity for much of the day. Still, the implementation of some investments appeared to stall since Khan came to power, with no new projects announced in 2018 and very few in 2019.

Since Chinese President Xi Jinping launched the initiative in 2013, the World Bank estimates about $575 billion worth of energy plants, railways, roads, ports and other projects have been built or are in the works across the globe. Its progress has slowed recently, dogged by accusations that China is luring poor countries into debt traps for its own political and strategic gain.

“The reality is that much of CPEC, like the Belt and Road more broadly, has been paralyzed,” said Jonathan Hillman, a senior fellow at the Center for Strategic and International Studies in Washington, referring to the China-Pakistan Economic Corridor. Pakistan “is a flagship for China’s Belt and Road, so the need to show progress is even more important.”

In a tweet last month, Bajwa said some detractors had given the “false impression” that CPEC had been slowed. Not only has the pace of work on projects picked up recently, but a great deal of ground work has been done to launch phase two of the project that also includes special economic zones to lure Chinese manufacturers, agriculture, science, technology and tourism, he wrote.

“The prime minister pushed very hard on this,” said Abdul Razak Dawood, Khan’s adviser on commerce and investments said by phone. “We feel that we have to get more and more hydro in our energy mix.”

A spokesman in Bajwa’s office said he was not immediately available to comment.

Little Progress

Pakistan’s army is already responsible for securing every single Beijing-funded project scattered across the country, from the mountains near the Chinese border to the desert in Gwadar where the Chinese operate a port. Its role has become even more important following terrorist attacks on three Chinese-related projects in the past year.

“There is no doubt that PM Khan’s arrival slowed the pace of CPEC projects,” said Mosharraf Zaidi, a senior fellow at Islamabad-based think tank, Tabadlab, and a former principal advisor to the foreign ministry. “The renewed energy and approval we are now seeing is almost entirely likely due to the chairperson having settled in, and being added to Prime Minister Khan’s cabinet.”

Indeed there’s deepening concerns over Islamabad’s ability to service its debts under the program. The Center for Global Development has listed Pakistan among eight nations that face potential debt-sustainability problems because of the initiative. The country must repay China more than double the amount it owes the International Monetary Fund over the next three years, according to an IMF report last year.

For its part, Beijing says its projects in Pakistan had made major progress over the last six years. “China firmly supports the development of CPEC and stands ready to work with Pakistan,” China’s Foreign Ministry spokesman Zhao Lijian told a regular press briefing in Beijing on July 7, adding that future cooperation will focus on social development, livelihood, industry and agriculture in addition to infrastructure construction.

Regional Conflict

The hydro projects are both based in Pakistan-administered Kashmir, a region at the heart of tensions with arch-rival India. The neighbors have fought three wars -- two over Kashmir -- and last year a terrorist attack in the Indian-controlled portion led to the most serious military escalation in more than a decade.

The $2.4 billion Kohala hydro power project is being built on the Jhelum River in Muzaffarabad, just 100 kilometers (62 miles) from where both armies exchange gunfire. The Azad Pattan project -- which will cost $1.5 billion -- is being built on the same river.

“China and Pakistan may also be antagonizing India,” said Hillman. Both hydro projects are in Kashmir, and the railway is part of a much longer, and still far fetched plan to connect China and Pakistan by rail, also passing through occupied territory, said Hillman.

Several countries have run into trouble with Belt and Road projects or had to rework plans after complaints over corruption, padded contracts, heavy debt loads, environmental damage and a reliance on imported Chinese labor over local hires.

Pakistan renegotiated the project to revamp its British-era legacy railway system. It was initially estimated to cost $8.2 billion but that was reduced to $6.2 billion, according to the nation’s railways minister. The final amount is higher than the revised cost but still $1 billion less that initial estimate.

All three new projects have been under discussion for some time before this month’s announcement.

“Though these are difficult projects to get across the line compared to low hanging fruits like coal and LNG power projects that were announced at the start of the Chinese financing projects,” said Samiullah Tariq, head of research at Pakistan Kuwait Investment Company, “China is a critical ally for Pakistan to continue growing.”

Work on CPEC projects has not stopped anywhere, Bajwa tells special committee

Chairman China Pakistan Economic Corridor (CPEC) Authority Lt Gen (retd) Asim Bajwa has said that the work on CPEC has not stopped anywhere.

As per details, a meeting of the special committee on CPEC was held under the chairmanship of Senator Sherry Rehman on Monday, in which Bajwa while giving a briefing said that we had received orders that CPEC is very important to us and no project should be stopped.

He said that the government has signed more than 100 projects with Azad Kashmir, saying that our plan was to bring in investors rather than loans, informing that the government plan is to set up a hydel power project for cheap electricity.

He further said that Kohala Power Project signed last week is a 400 MW project of Gwadar which was stuck due to lease issues while projects are being set up to solve the issues in Balochistan. He told that the Prime Minister has approved Rs 17 billion for Southern Grid.

Asim Bajwa said that instead of imported coal we will go for fuel production from local coal resources, we are consulting on extracting chemicals from coal. He told the committee that a 105 km railway line is required for coal mining.

He said that they are in talks with the Planning Commission for the railway line, adding that all the projects are being done in collaboration with the ministries.

He said that there are electricity issues in Gilgit-Baltistan, consultations are underway with Chinese companies regarding roads and electricity in Kamrat village, the emphasis is on investment beyond debt informing that $4 million investment has come in the last 10 days.

Chairman CPEC Authority further said that work is being done on Eastway Expressway and road work is being done from DI Khan to Zhob which will connect Islamabad directly to Zhob. A road is being built from Islamabad to DI Khan.

Briefing on energy and infrastructure projects, he said that construction work of Gwadar Airport has started, it will be a major project of Pakistan, and will cost $230 million. Bajwa informed that this project will be completed with Chinese grant.

The economic zone is being built on 2400 acres in Gwadar he said, whereas, the city master plan has also been approved, the committee was told.

Despite the global economic slowdown resulted due to the Coronavirus pandemic, the multi-billion dollar China Pakistan Economic Corridor (CPEC) project has been moving ahead at a rapid pace, said CPEC Authority Chairman, Asim Saleem Bajwa.

"After successful completion of the first phase, CPEC is expanding into its second phase as per schedule despite a very serious setback of COVID-19 around the world, ensuring economic stability and well-being of the people of Pakistan," said Bajwa said while addressing Awarding Ceremony for Outstanding Pakistani Staff of CPEC projects, quoted Xinhua.

Bajwa said that the timely implementation of the projects is a testament to Pakistan-China friendship, saying that the project is a 'game changer'.

"The biggest dividends people of Pakistan are going to witness due to CPEC in the coming days are creation of massive local jobs, transformation of technology, particularly in the newer areas of science and technology, industrialization and agriculture," he said.

On the occasion, Chinese Ambassador to Pakistan Nong Rong said CPEC has contributed towards the development of Pakistan and regional connectivity.

"Both sides have overcome the difficulties of COVID-19, and made new headway of cooperation in a coordinated way. In the on-going year, there was no stop of the construction, no job cut, and no withdrawal of workforce of the CPEC projects," the ambassador said.

"In the next stage... we will focus more on areas of industrial cooperation, agriculture and socio-economic development to promote CPEC into a demonstration project for high quality development of the Belt and Road Initiative," he said.

The lack of democratic thinking from Pakistanis never fails to surprise me. The Pakistani military has ruled the country for almost half of its existence. It continues to indirectly govern a country of over 200 million people. Yet Pakistanis seem to want more soldiers to rule over them.
