99% of those playing cricket in Pakistan never even play at first class. As a percentage you have just as many playing at a good level. You also have better facilities and more competent administration. Population size doesn't really convert to success. The most successful football team in recent years is Germany, they have far less population than most.

Sure as a small nation, NZ have done great in cricket but it dosen't give as much disadvantage as you suggest.
