PTI to join hands with ‘another’ to get reserved seats

Realising that the lack of reserved seats would severely dent their chances of forming a government in the national and provincial assemblies, the Pakistan Tehreek-i-Insaf (PTI) has decided, in principle, to ally or merge with another political party to claim this benefit.

This was revealed by PTI leader Barrister Gohar Ali Khan on Sunday. Speaking to DawnNews, the PTI leader said that while they were exploring options in this regard, the party would definitely not be reaching out to either the PML-N or PPP for a possible alliance.

Speaking on the Doosra Rukh show, he said: “We don’t feel comfortable with both of them. There will be no talks with anyone to make a government or to make a government together with them. It is better to sit in the opposition than to make a government [with them], but we think we have the majority.”

He reiterated that if its mandate was not accepted, the party would form a strong opposition.

The issue of reserved seats would definitely be a roadblock for the PTI in its attempts to claim a majority to form a government in any assembly.

Even though it may have the highest number of directly elected members in the assembly, their status as independents means they do not qualify for the reserved seats for minorities and women that are allotted to the parties on the basis of lists provided to the ECP before the general elections.

After writing off the PML-N and PPP — the largest parties in the Centre and the provinces — the PTI may look to pursue a partnership with one of the others in the electoral mix.

One option would be the Jamaat-i-Islami (JI), which has three members in the KP assembly. The two already have some experience of working together as allies in the KP government when the two formed a ruling coalition in 2013. However, that partnership was formally dissolved towards the tail-end of the provincial government’s tenure in May 2018.

Another option that had been floated earlier was a possible alliance with the Majils-i-Wahdatul Muslimeen (MWM), one of the parties that have been in PTI’s camp for quite some time. However, it appears that MWM hasn’t submitted a list of minority candidates, while it could not be confirmed whether they had submitted a list of women candidates or not.

Meanwhile, Barrister Gohar Khan called out all those politicians who switched loyalties in the past, saying that they had been rejected outright by the people in the Feb 8 elections, Dawn.com reported.

Speaking to Geo News, he said the party is looking into the matter of the PTI-backed independent Waseem Qadir joining the PML-N.

Post-election challenges

The question is how long government formation can take even if PML-N, with the pre-election alliances it forged with smaller parties, is in the best position to do so. The poor performance of Istehkam-i-Pakistan Party and JUI-F adds to its difficulties. On the other hand, PTI-backed candidates face the challenge of remaining a cohesive group as efforts will be made for them to switch sides and join a PML-N-led coalition.

PPP had said earlier it will reach out to independents but the numbers do not suggest it can cobble a coalition together. For a PML-N-PPP coalition to emerge, which Nawaz Sharif is now working for, the hostility between the two parties has to be overcome. In a speech, Sharif has also indicated willingness to reach out to ‘independents’.

How the 70 reserved seats are allocated will play a key part. They are supposed to be distributed in proportion to the total general seats won by parties. Not being recognised as a political party will deprive PTI of any of these and create an anomalous situation where reserved women and minority seats will simply be distributed among other parties, augmenting their numbers ‘artificially’.

Whoever is able to form the government will face several daunting challenges. The most important is dealing with an economy that is still in the critical ward. Soaring inflation has fuelled a cost-of-living crisis, which has played into the election, with PML-N’s inability to secure a majority partly attributable to the burden of incumbency given its record in the PDM government it led until last August. The next government will have to expeditiously negotiate a fresh, extended programme with the IMF as the stand-by arrangement will end in March. This is urgently needed for Pakistan to meet its heavy foreign debt liabilities in the years ahead.

But a weak coalition government will dampen the prospects of wide-ranging economic reforms that Pakistan desperately needs to put it on the trajectory of sustainable growth and investment. If the next government is a minority one, dependent for survival on appeasing a motley group of parties, will it be able to take tough and politically painful decisions to extricate the country from the economic crisis?

The fall in share prices on the stock market and weakening in Pakistan’s sovereign dollar bonds in the wake of the election reflected uncertainty about the prospects of political stability and meaningful economic reform.

The political challenge will be no less demanding. Whoever forms the government.

PML-N’s shock losses in Punjab prompt calls for ‘soul-searching

Even as the party’s top-tier leadership continues hectic efforts to form a government in the Centre, Punjab and Balochistan, there is a sense of shock among PML-N ranks over losses in Punjab — especially areas the party considered its strongholds.

Defeats for key leaders such as Rana Sanaullah in Faisalabad, Khwaja Saad Rafique in Lahore and Mian Javed Latif in Sheikhupura, among others, have prompted calls for introspection before moving forward, both from the defeated candidates and others within party echelons who have woken up to the reality that their popularity has taken a hit.

“The Sharifs and the other senior leaders were shaken by the results in Punjab, but they are trying to put on a brave face as they focus on forming a coalition in Islamabad,” one party leader told Dawn on Sunday.

In conversations with Dawn, a couple of PML-N leaders said on Sunday that it was the leadership’s “miscalculation”, i.e. their failure to properly assess public sentiment, especially that of the youth, which cost the party dearly.

Another aspect of the party’s politics that apparently did not sit well with voters was the appearance of being pro-establishment.

PPP committee to meet today to deliberate PML-N’s offers for next govt

As the PML-N and PPP have formally started consultations to form a government in the Centre with the help of their allies, the PPP is to convene a meeting of its central executive committee today in Islamabad to deliberate on the former’s proposals.

Insiders had told Dawn that the PML-N wanted to keep the slot of the prime minister, just like the PDM coalition government, and in return, it offered to the PPP the coveted slots of the president, National Assembly speaker, and the Senate chairman.

Separately, a meeting between Nawaz Sharif and PML-Q president Chaudhry Shujat was due in Lahore on Sunday evening. However, it was postponed for Monday (today) in Islamabad.

PTI-backed candidate wins provincial seat in Dir after vote recount

PTI-backed candidate for PK-17 (Lower Dir) Ubaidur Rehman has been declared successful after a recount of votes by the returning officer of the constituency, the assistant commissioner of Samarbagh, Numan Pervez.

The RO in this regard issued fresh results, declaring Ubaidur Rehman of PTI as winner with 23,229 votes as compared to Jamaat-i-Islami candidate Izazul Mulk’s 19,990 votes. Earlier, the RO, according to his Form-47, had declared Izazul Mulk as the winner in PK-17 constituency with a total of 25,124 votes against 22,981 votes of Ubaidur Rehman.

Ubaidur Rehman had challenged the results and sought a probe into Form-45 and a recount of votes at 10 polling stations. The RO issued another notification in the shape of Form-49, showing Ubaidur Rehman as the winner and Izazul Mulk as the runner-up.

Jamaat-i-Islami, meanwhile, announced to end its protest sit-in outside Timergara rest house wherein the recounting was carried out.

Election marathon ends as ECP unveils party position

The Election Commission of Pakistan (ECP) on Sunday concluded the gigantic election exercise, with the announcement of the results after counting all the votes cast on Thursday during the polling, issuing the preliminary position of the political parties in the national and provincial assemblies.

Voting was held on 854 national and provincial assembly constituencies. According to the initial results, 348 independents returned successful. Barring a few, the independents belong to the Pakistan Tehreek-e-Insaf (PTI) which was denied its electoral symbol of ‘bat’ due to its controversial intra-party elections.

Among the political parties, the Pakistan Muslim League-Nawaz (PML-N) emerged as the largest party, winning 227 seats, followed by the Pakistan Peoples Party (PPP) with 160 seats. The Muttahida Qaumi Movement-Pakistan (MQM-P) is in third place with 45 seats.

In the National Assembly, independents won 101 seats, according to the preliminary results. The PML-N got 75 seats, while the PPP grabbed 54 and the MQM-P secured 17 seats. Among other parties, the Jamiat Ulema-e-Islam (JUI) won four seats, PML-Quaid, three, and Istehkam-e-Pakistan Party (IPP) and the Balochistan National Party (BNP), two each.

As far as protesting is concerned, you can protest all you want but you are still paying taxes to a government that is proving military aid to Israel. The fact remains.

My uncle who is a staunch Pmln supporter and even rallies for them said that the general mood in the camp is that they know it's a stolen election and they all want to rid the army of their power and control.

This is the mood with many PTI and Pmln supporters alike. Everyone is just fed up with the army.

Pakistani people used to have pride for their army. Not anymore.

PS-129: Hafiz Naeem withdraws from Sindh Assembly seat​


Ameer Jamaat-e-Islami (JI) Karachi Hafiz Naeem-ur-Rehman on Monday announced he would be relinquishing his provincial assembly seat, PS-129, from Karachi as he did not win the seat rather it was the Pakistan Tehreek-e-Insaf (PTI) backed candidate that had won the seat.

Addressing a press conference in Karachi, Naeem claimed that his PTI-backed opponent won the seat and he does not want a "charity" seat.

He said he was returning the seat, but would continue the legal and political battle to reclaim all the seats that his party lost due to rigging.

"You cannot change the people’s mind through fake mandate," he said.

In the February 8 general elections, he won the Sindh Assembly seat PS-129 from Karachi Central. However, he said it was the PTI-supported candidate who won on PS-129, not him.

“I do not want a seat in charity. It should be given to the one who has the right to it,” he said.

Naeem said the PTI candidate received more votes, so he was accepting PTI’s victory and mandate. He added that he had enough dignity within himself to accept that the independent candidate had won on PS-129

The JI leader also announced that he would not take oath as an MPA on the seat.

As per the Form 45, the PTI affiliated candidate won PS-129, hence he should take oath on that seat, he said. He said according to the ECP’s Form 47, he bagged 26,000 votes, whereas, he bagged 30,464 votes as per Form 45s.

Vowing to launch the battle to get back their “winning seats”, the JI Karachi chief said even on his winning seat his votes were shown as 26,000, when he had bagged 30,000.

Demanding election results on the basis of Form 45, Naeem said they wanted all those seats where his party had won.

The JI leader claimed that his decision to return the seat was a slap on the Election Commission of Pakistan (ECP)’s face. He also rebuked the Muttahida Qaumi Movement-Pakistan (MQM-P) for celebrating on the “fake mandate”.

The JI leader said a large number of their polling agents were not provided Form 45 and the worst kind of rigging was conducted through Form 47. The returning officers’ offices were sealed from all sides so that they could not approach him, he said.

He claimed that people gave them more votes in the general elections than last year's local government polls.

In Islam, there is no concept of nation-state. Islam believes in the concept of ummah, in the brotherhood of Muslims. Ergo, in Islam, your identity as a Muslim takes precedence over your ethnicity and your nationality.

If the law of your land is in conflict with the Muslim ummah and has adopted policies that harms Muslims, you have a duty to your ummah because it takes precedence over your nationality.

Pakistan election: What happens after Imran Khan vote surprise?

Pakistanis still do not know which party will form their next government or who their next prime minister will be four days after the hotly-contested general elections.

Despite former PM Imran Khan's detention and the many hurdles thrown at his Pakistan Tehreek-e-Insaf (PTI), independent candidates backed by the party stunned observers by winning 93 National Assembly seats, the most by any party. However it is far short of the 169-seat simple majority required to form a government.

The Pakistan Muslim League Nawaz (PML-N) of another former PM, Nawaz Sharif, came in second with 75 seats. He was seen to have the backing of the country's powerful military and had been expected to coast to victory, five years after he left Pakistan in disgrace.

The Pakistan People's Party (PPP), led by political blue blood Bilawal Bhutto Zardari, came in third with 54 seats.

The constitution dictates that political parties must form a government by 29 February, or three weeks after election day. The National Assembly has a total of 336 seats, of which 266 are decided by direct voting and 70 are reserved - 60 for women and 10 for non-Muslims - and these are allocated according to the strength of each party in the assembly.

"It's a fragmented mandate where none of the parties have a simple majority. And yet they will have to find a common ground or form a coalition to exist," political analyst Rafiullah Kakar told BBC Urdu from Islamabad.

While both the PTI and PML-N have declared victory, a coalition government appears inevitable. As wrangling continues, independent candidates who did not win have flooded courts with vote-rigging allegations. Supporters of PTI have also staged protests outside Election Commission offices across the country.

Parties gear up for reserved seats allocation​

With most of the results for the February 8 general elections finally announced, the process of government formation and allocation of specific seats in the provincial assemblies has commenced.

The Election Commission of Pakistan (ECP) has also outlined the procedure for distributing reserved seats among successful political parties, as well as for government formation.

Successful political parties in the provincial assemblies will obtain reserved seats for women and minorities according to the outlined procedure.

The total number of seats in the Punjab Assembly is 371, consisting of 297 general seats, 66 seats reserved for women, and 8 seats reserved for minorities. To form a government in Punjab, 186 seats are required.

In the Punjab Assembly, a party will be allocated one seat for women at a rate of 4.5%, equating to one reserved seat for every 9 general seats. One seat will be allotted to a minority member of a party at a rate of 37.12%.

According to the current party positions in Punjab, out of the 66 seats reserved for women, 30 seats are allocated to the PML-N, two each to the PPP and the PML-Q, while the remaining 32 seats will be allocated to the party that independent candidates join.

The total number of seats in the Sindh Assembly is 168, with 130 general seats. A political party that secures 85 seats will be in a position to form its government.

In the Sindh Assembly, out of the 130 general seats, 29 seats will be reserved for women and 9 seats for minorities. According to the prescribed ratio for the allocation of reserved seats, one seat will be allocated for women at a rate of 4.48%, and one minority seat at a rate of 14.44%.

Based on this specified proportion for the distribution of reserved seats, the PPP is positioned to obtain 19 out of the 29 seats reserved for women in the Sindh Assembly, while six seats are earmarked for the MQM and three seats are contingent upon independent candidates.

In the Khyber-Pakhtunkhwa (K-P) Assembly, out of the total 145 seats, 115 are general seats, and a political party securing 73 seats can form its government.

In the K-P Assembly, one reserved seat will be allocated for women based on a ratio of 4.42%, and one minority seat will be allocated for every 29 general seats.

In the K-P Assembly, out of the 26 reserved seats, 21 seats are contingent upon the inclusion of independent candidates in political parties. The JUI-F receives two seats, while the PML-N and the PPP each receive one seat. The Jamaat-e-Islami and the PTI-Parliamentarians jointly hold one seat.

The total number of seats in the Balochistan Assembly is 65, and any political party can easily form the government by securing 33 seats. Based on the 51 general seats in the Balochistan Assembly, 11 seats will be allocated for women and three seats for minority members.

In the Balochistan Assembly, any political party will be allocated one seat for women at a rate of 4.63%, and one minority seat for every 17 general seats.

According to the current party positions, the JUI-F will receive three seats, the PPP and PML-N will receive two seats each for women, and the remaining three seats will be distributed among other parties and one seat for an independent candidate joining any political party.

I was listening to an interview of Latif Khosa where he claimed, We don't just have 97 seats in the National Assembly; we have more than 170 seats, and they have already filed cases in court. I think it might be a bit of an exaggeration, but let's see. I believe PTI will gain more seats soon because they have obtained evidence of Form 47.

You have said the same thing and I have replied in kind. Its interesting that you didn't say why PKs can't protest. My tax give me a voice, but in PK you have supported criminals that won't even allow you to protest because Israel ultimately controls PK. How else do you explain the banning of the protests.

So who is the hypocrite me or you.
Is that true or a trope? The Pakistan government has certainly been pro-Palestine and anti-Israel and has issued statements condemning Israeli violence in the Gaza strip. Why would they ban public shows of solidarity?

Not sure why they wouldn't allow protests. Pro-Palestine protests are certainly not banned in India. There was a pretty large one in Mumbai a month or so ago and there have been several in other cities as well.

I think it might be a bit of an exaggeration, but let's see. I believe PTI will gain more seats soon because they have obtained evidence of Form 47.
Why are the Noora candidates waiting for the forged firm 45s? Why not show the original ones given. The problem with your ilk is that you can't accept that NS and family are actually hated and it will get worse. None of the family can win their own seat, we know that in Manshera NS got smashed, we know that in Lahore he had a 100 000 votes added.

Is that true or a trope? The Pakistan government has certainly been pro-Palestine and anti-Israel and has issued statements condemning Israeli violence in the Gaza strip. Why would they ban public shows of solidarity?

Not sure why they wouldn't allow protests. Pro-Palestine protests are certainly not banned in India. There was a pretty large one in Mumbai a month or so ago and there have been several in other cities as well.
They haven't. The PKs are probably more passionate about Palestine than probably any other cause.

Nawaz ‘still in the hunt’ for fourth PM stint

Despite not being able to secure a simple majority in the 266-seat National Assembly, the PML-N claims that its supreme leader Nawaz Sharif is still in the hunt for the coveted slot of prime minister for a record fourth time.

As hectic efforts to hammer out some sort of power-sharing formula in the national and Punjab assemblies continued on Monday, a party insider told Dawn the leadership had been engaged in “extensive deliberations” to decide who would be the prime ministerial candidate and lay the proposal before the PPP for approval.

“As of now, Nawaz Sharif has not been ruled out as a candidate for the PM’s slot. Since the PML-N has to lead the federal coalition, many within the Maryam Nawaz camp feel why shouldn’t [the elder Sharif] take the driving seat,” the insider said.

They added that before the polls, Mr Sharif had wished to become PM for the fourth time, but unexpected results on Feb 8 had given him second thoughts, and his younger brother Shehbaz Sharif’s name popped up as the ‘favourite’ for the coveted slot.

Party spokesperson Marriyum Aurangzeb said the PML-N had not yet finalised its candidate for premiership. “Communication with coalition partners is ongoing and it will be decided with their consultation,” she told a private TV channel on Monday.

Referring to a statement by party stalwart Khawaja Asif — who had told Samaa TV that Shehbaz, not elder brother Nawaz, would be the PML-N’s PM candidate — she said it was his personal opinion and did not reflect the party’s stance.

She also denied rumours regarding a supposed power-sharing formula with the PPP, saying an agreement had been made in principle to move forward together.

Majority conundrum

The PML-N had earlier said that had it secured a simple majority in the Centre, Nawaz Sharif would have been prime minister.

“However, after Thursday’s elections, the party managed to get 79 National Assembly seats, lagging behind the 92 PTI-backed independents. Against this backdrop, it had reviewed its earlier stance and announced that it would form a coalition government.”

Sources said there is a faction within the party that thinks that Nawaz Sharif should lead the government himself, and make Shehbaz Sharif chief minister of Punjab, for the sake of better governance, both in the Centre and the largest province.

According to the insider, the party should take a decision shortly on who would be their candidate for PM, provided the PPP did not raise any objections or make “unacceptable demands”.

“During Shehbaz Sharif’s meeting with Asif Ali Zardari and Bilawal Bhutto-Zardari, the power-sharing formula was discussed, not names for the PM slot,” the insider said, adding that the Nawaz league appeared to be willing to part with several coveted posts — such as the offices of the president, National Assembly speaker and the Senate chairman — and hand them to the PPP in exchange for the premiership.

“A deadlock may arise between the PML-N and PPP on two possible fronts; firstly, if the PPP wants the PM slot for Bilawal, and secondly, if they disagree on Nawaz’s name for premier,” the source said. In case the elder Sharif is not picked as PM, then his daughter Maryam would become a ‘top contender’ for the Punjab CM office.

Independents flock to Nawaz league

Also on Monday, the PML-N issued a list of independents (two MNAs-elect and eight MPAs-elect), who had joined the party after the Feb 8 polls.

Interestingly, a day earlier, some six independent MNAs-elect, one of them a PTI-backed candidate – had announced their intention to join the PML-N.

On Monday, PML-N spokesperson Marriyum Aurangzeb issued a list featuring ten names.

They include (PTI-backed) Waseem Qadir from Lahore’s NA-121 and Sardar Shamshar Mazari from Rajanpur’s NA-189.

Independent MPAs who have joined the PML-N so far are, PP-48’s Khurrum Virk and PP-49’s Muhammad Faiz from Sialkot, and PP-96’s Zulfiqar Ali Shah and PP-97’s Saqib Chadhar of Chiniot, PP-195’s Imran Akram from Pakpattan, PP-240’s Sohail Khan from Bahawalnagar, PP-249’s Sahibzada Ghazian Abbasi from Bahawalpur and PP-297’s Khizar Hussain Mazari from Rajanpur.

According to unofficial election results, the PML-N has 79 seats in the national and 137 in the Punjab assemblies, respectively.

However, the party has not issued its count of the total number of PMLN MNAs- and MPAs-elect in Punjab. Ms Aurangzeb also did not respond to repeated queries by Dawn on discrepancies between the list issued on Monday, and the videos and pictures posted on Maryam Nawaz Sharif’s official X account a day earlier.

Sources say that the PML-N aims to gather enough independents so that it does not need to depend on the PPP to form a ruling coalition in Punjab.

Former interior minister Rana Sanaullah on Monday claimed in a tweet that the party had hit the ‘150’ mark in the Punjab Assembly, but it is unclear on what basis he had made the claim.

PML-N President Shehbaz Sharif, noting alleged rigging in past polls, asked, “Which election is there where allegations of rigging were not made?”

Speaking to the media in Lahore, He appreciated the chief election commissioner on the Feb 8 polls.

He further said that on election night, on the basis of a mere 10-12 per cent of results, there was a declaration that independent were winning and parties were losing, which was “inappropriate”.

“On one hand there are allegations of rigging [but] then independents are winning and we are losing. This is contradictory,” he said.

“So please, elections have happened and it was proven that out of political parties, PML-N is the biggest party. If you count independents, then their number is obviously greater — but in political parties PML-N is number one,” he said.

A true leader who we, as a weak society with no morals should aim to emulate.

The PPP and the Nooras did PTI out of 20 sears. Bajwa personally intervened to save Rana and Khawaja. Billo said we will protest and lay down cases and then Bajwa told them not open a box which they were beneficiaries. The benefits of which they got in 2022.
We don't IK to do any deal with PPP or the Nooras except on constitutional issues. It makes sick to think that we could sit down in a coalition with either family business

Hassan said: "On the instructions of the PTI founder, we will form the government in the two provinces [Punjab, KP]."

"It is up to Ali Amin Gandapur to form the government as per the instructions of the PTI founder," Hassan said.

He ruled out any possibility of alliance with the Pakistan Muslim League-Nawaz (PML-N), Pakistan Peoples Party (PPP), and Muttahida Qaumi Movement-Pakistan (MQM-P).

"Aamir Dogar had once again been appointed as the chief whip," Hassan said.

Hassan said, "It has also been directed to hold the PTI intraparty elections soon."

– PTI collected heavy mandate without election symbol –

PTI leader Barrister Gohar asserted: "The PTI had kept far from the elections."

Expressing his thoughts, Gohar said: "The PTI has emerged victorious despite the fact that its leadership is facing detention."

A bit weird that the PMLN did so much to get Nawaz Sharif back in the country.

At the end of the day, they are apparently nominating Ahsan Iqbal for the PM position and Maryam Nawaz for the Punjab CM position.
