Pakistan to play in ICC world leagues only if India honours MoU

KARACHI: The Pakistan Cricket Board has agreed to be a part of the World Test and One-day leagues, announced by the ICC, only if the BCCI honours the MoU signed between the two boards in 2014 to play bilateral series.

"PCB will only sign on the document for participating in the World Test and ODI leagues if India fulfils its obligations to play bilateral cricket with Pakistan outlined in the MoU signed between the two boards,"

PCB chairman Najam Sethi told the media in Lahore.
Giving details of the ICC meetings held in Auckland which he attended, Sethi said Pakistan's participation in the new ICC events was conditional.

The ICC, after its meetings in Auckland, announced that nine teams would take part in the World Test league scheduled to start after the 2019 World Cup with each team playing six series on home and away basis across two years.

Similarly, the ODI league will feature 13 teams with each team playing eight home and away series in two years time.

The leagues are being launched by the ICC to make the Test and ODI formats more meaningful.

Sethi said Pakistan had made it clear that it would only participate in the leagues only if the BCCI honoured the MoU document signed in 2014 and resumed playing bilateral cricket with Pakistan.

He noted that any Test or ODI league would be meaningless without Indo-Pak bilateral matches.

"The documents signed by participating boards have to be handed over to the relevant committee in three or four months time," he said.

"We will only sign if we get what we want. India fulfilling its obligations as per the MoU in 2014," he said.

In the MoU, which Sethi signed with his BCCI counterpart, the two countries were slated to play six bilateral series between 2015 and 2023 with Pakistan hosting the first series in 2015/16.

I like this idea- world cricket needs Pakistan even if not as much Pakistan needs world cricket though I am sure it is just a bit of grandstanding

Pcb lets do it. Its better to take a stand and ride the consequences than depend on handouts from icc
 
So they are trying to arm twist the ICC into giving a decision in its favour.Lets see what ICC does.
 
I couldn't give a damn if India honours the agreement. Once they polluted politics with sport, that was when we should've received our answer. Yet, no matter how many chairmen we go through we get the same moronic statements and quotes.

actually pretty smart move, thats how most negotiations begin but then again if the opposing side has its mind made up on Sethi not even the PSL, World-X1 or the Srilankan tour success will translate it into "Well done Najam Sethi!" :)
 
Ive been saying this for ages now. BCCI or the Indian government isnt going to change its stance until a drastic measure is taken.
 
theyll sign. But what happens if at some point either team gains an advantage by not playing each other? what will the other nations think? What if we reach a semi and india reaches a semi? or what if we reach a playoff final and so do they? will they refuse to play us? of course not and if they do well I'm sure it will be damaging!

You can’t beg someone to play with you! PCB needs to show some dignity and try to play against India as little as possible. PCB, by now, should have developed alternative sources of revenue. This situation is just embarrassing for all Pakistanis!😡😡😡😡

No but it will make them look highly stubborn and silly for once. For once they will be under considerable pressure because things are getting out of hand. Today Pakistan will boycott, it will open a door to chaos because the bad precedent would be set. And Pakistan would be absolutely entitled in their stance because the exclusion against them is highly stupid on the Indian governments part. If they really care about their stance, they should not have begged Pakistan to play them in the recent ICC events

BCCI is probably the only board that can be self sufficient. No other cricket board makes more money from its domestic league than international cricket.

Lastly, ICC recently have said that they will go ahead with league formation with or without Pakistan.

Like, how is that possible when you get 100 people in a stadium of 25,000 to attend a Test match in UAE? PCB are struggling to generate revenue from fans because they hardly have a decent amount to attend their home games, considering they have not played at home for 8 years now

Boycott is to hurt pcb and not gift it 2 points.Also why drag in others in a bilateral dispute.

Revenue from stadium attendance is peanuts compared to TV, pay-per-view etc. That is where the money is. In TV and digital content.

The PCB do not have to do anything path breaking. It has already been done by the BCCI. Just follow that. There is a huge fan base in Pakistan and other countries like UK, USA. Tap these markets.
 
All the tantrums and threats aren't going to make other cricket boards care about a problem that only affects Pakistan.

The only solution to the India-Pakistan cricket deadlock is for the Pak government to demonstrate some improvements on the terrorism front. Stop playing games in court, prosecute the known murderers, work on ending support for "non-state actors" instead of silly attempts to "mainstream" them. Do this, and the cricket money tap will open for the PCB. Until then........


The only thing that will flow is Sethi's tantrums in public, and tears in private. :najam

We both know it just hollow threat from PCB. If i recall correctly, they had similar stand duringBig 3 takeover. Well back then they conviniently changed their tune, so what makes you think it would be any different?

Even for a second lets take it they will boycott, so are they trying to jepoardise their relationship with other cricketing boards as well? Already in Asia they have no relationship BCCI, they have biycotted BCB, and ACB refused to have bilateral realtionship either. So, SLC is your only active partner in Asia, and now with this boycott PCB will find itself in very similar situation in world of cricket. Not a smart move, if you ask me. But now i really want PCB to boycott and for once stick to their words.

You’re dodging as always. Anyways, here its not about my words or for that matter general Indian percetion, here we are talking about consequences we(India) will face when PCB walks out on ICC like u mentioned. Im really looking forward to PCB boycotting ICC test leagues.

Therein lies the issue. The PCB so far have been all talk and no action. They have been threatening this MOU thing for how many years now? Since the formation of Big3? I mean, the Big3 setup has run its course, dismantled and a new system is now in place. But the PCB still stuck in the same place.

Its ok to pursue the MOU, but while doing that why not create/look for other sources of revenue generation. Tap new markets, make new TV deals, create market and sell digital content. You can walk and chew gum at the same time!

This is what most of us are suggesting, instead of being dependant on one board for revenue PCB must look for alternative options to fill the void. Honestly speaking, Sethi and Shehryar have been too kind and foolish in trying to persuade them for this Mou or whatever dreams they were falsely sold by BCCI. If they dont boycott them now for good its beyond shameful. As if we have no pride ourselves.

This is the perfect time to do something like this, the world is under Pakistan's feet on the back of the CT win. Had we said this 6 months ago, it would've have sounded like a joke. Icing on cake would have been maintaining the No.1 rank but this works too.

You know how much BCCI will get for 5 years of IPL TV deal. $2.55bn US,add to it the franchisee fees,title sponsorship other sponsorship and BCCI revenues from IPL alone will be close to 3bn USD in 5 years.Then there is separate Tv deal for international matches which in the last deal was worth $7.5mn US per match now add team jersey sponsorship,series title sponsorship etc.BCCI may be looking at close to 4bn USD in revenues in next 5 years.

While entire ICC revenues for 8 years, from 2015 to 2023 is 2.7bn.

60% of PCB Tv revenues are dependent on Indian team touring them.Thats how dependent PCB is on BCCI.

So these childish boycott threats wont work with BCCI.

You’re cherry picking your facts, BCCI promised to play only if they get green light from GoI which they didnt. But like I said, neither of us have seen the content of MOU and our arguing based on the side of story we hear. If MOU had no claws regarding govt clearance, then Id totally agree on you that BCCI did wrong, but its not the case ATM.

2012 Govt was different and we all know what happened to that Govt.

They PROMISED IF THEY GET CLEARANCE. If you are going to ignore Govt clearance, then dont cry foul when we Indians ignore MOU. For us it doesnt even exists. Move on and try to generate revenue from your own market.

You guys weren’t stabbed, id say your management were fools that they signed something that have ‘Govt clearance’ claws. Lastly, do you even know MOU are basically an understanding between parties that if situation permits we will go ahead. Most MOUs around the world never see the light. They are not binding contract.

MOU can have anything in it...that's not the discussion. Why did BCCI use the bi-lateral series and MOU to get the vote if they did not want to play Pakistan and let them make millions?

1.The govt back in 2012 was a different one and it got a pasting in the media, in the public and in the house for allowing that series.

2.Did the govt sign a MoU with PCB?NO. The BCCI is very clear, the MoU or whatever it was is subject to govt approval. The govt has witheld permission and there is nothing anyone can do about it.

3.The BCCI still says we will play if the govt allows to play.The govt hasnt.

You know how much BCCI will get for 5 years of IPL TV deal. $2.55bn US,add to it the franchisee fees,title sponsorship other sponsorship and BCCI revenues from IPL alone will be close to 3bn USD in 5 years.Then there is separate Tv deal for international matches which in the last deal was worth $7.5mn US per match now add team jersey sponsorship,series title sponsorship etc.BCCI may be looking at close to 4bn USD in revenues in next 5 years.

While entire ICC revenues for 8 years, from 2015 to 2023 is 2.7bn.

60% of PCB Tv revenues are dependent on Indian team touring them.Thats how dependent PCB is on BCCI.

So these childish boycott threats wont work with BCCI.

All my argument is, let the boycott happen. I don't believe in threats anymore, lets do it.
 
2012 Govt was different and we all know what happened to that Govt.

They PROMISED IF THEY GET CLEARANCE. If you are going to ignore Govt clearance, then dont cry foul when we Indians ignore MOU. For us it doesnt even exists. Move on and try to generate revenue from your own market.

You guys weren’t stabbed, id say your management were fools that they signed something that have ‘Govt clearance’ claws. Lastly, do you even know MOU are basically an understanding between parties that if situation permits we will go ahead. Most MOUs around the world never see the light. They are not binding contract.

Why did they play in 2012? Was the money THAT important to them back then? Also, it's okay if India doesn't want to play...have a stand and stick to it..why agree to 6 tours and sign MOU when they needed the vote for Big 3?

MOU can have anything in it...that's not the discussion. Why did BCCI use the bi-lateral series and MOU to get the vote if they did not want to play Pakistan and let them make millions?

Because agreement from the government was part of the MoU. Why did the PCB sign with the Indian government clause in the first place?
 
1.The govt back in 2012 was a different one and it got a pasting in the media, in the public and in the house for allowing that series.

2.Did the govt sign a MoU with PCB?NO. The BCCI is very clear, the MoU or whatever it was is subject to govt approval. The govt has witheld permission and there is nothing anyone can do about it.

3.The BCCI still says we will play if the govt allows to play.The govt hasnt.

Getting the government clearance is the BCCI's problem not PCB. You guys need to figure it out

The MoU was subject to govt clearance and govt has not given clearance so the MoU means ZILCH.There is nothing PCB can do about it.

BCCI promised series when they needed Pakistan's vote for the BIG 3...they got their vote and snaked Pakistan on the tours. Big 3 doesn't exist now...so you expect us to forget about how we were stabbed?

Also...please stop with this Gov clearance **. India Pakistan were at the height of a war in 2012 when Pakistan visited India for a series.

That's fine..we haven't played each other in over 5 years. BCCI shouldn't have offered us a series to get our vote in return...we were not on friendly relations back then too, sir.

PCB as the accuser, in this instance, should be the one to prove that no such clause exists in the Contract/MoU. Since PCB wishes to go to court, it needs to disclose the contract or MoU. BCCI is not required to.

And why is PCB not actually going to court if the BCCI had signed a contract? If it was a proper contract without any such clause, then PCB should not have any problem winning the case in courts.

The only conclusion can be drawn is that PCB does not believe it will win the case in the court since it is an MoU with a approval from the Indian government as a clause. So its trying to twist India's hand by other means, but is not able to do anything.

Coming to discrimination, tell me onething why do you think its Pakistan’s right to make money from India? Historically, countries have boycotted each other due to strain relations. US-Russia boycotted olympics during cold war, heck even PCB have done that against India in 90s when we were exactly financial hub. Now that things have changed, PCB is crying foul #Karma

Even BCCI is losing out on millions not playing Pakistan, but we all know they worked on alternatives and now are richest cricket board wheres as PCB is struggling financially. #IPL

PCB has not once discussed what was in the MOU. All they say is they had an agreement..you guys are assuming PCB is accusing the BCCI. Do you really think Najam Sethi, a PHD from Cambridge hasn't read the MOU?

I'm sorry your legal knowledge isn't great. A court has power if it has JURISDICTION...PCB is looking at all areas to get the most it can out of this situation...it might be the legal route..it might be something else.

Simple answer...BCCI has turned cricket in to a circus where the only way to make money is through a series with India. Moreover, BCCI openly offered "bi-lateral" series to get every board to agree to that model...Sri Lanka, Bangladesh, and Pakistan were all offered series and only one country didn't get it. Pakistan has objected to this model until we were offered 6 series...so it was only natural for us to accept it given the short-term benefit. We fulfilled our part of the deal to accept the new model...but the other side didn't.

Pakistan is not hurt that India doesn't let it "make money"...Pakistan is the only cricketing nation to carry on despite not playing a single series with India...give Bangladesh or South Africa this treatment and you'll see how long they last. Pakistan has learned to survive with what it has...it's just trying to pursue what was promised to them...they're not wrong for doing so.

Agree with you except for the bold part.

My issue with the PCB is with the all talk no action approach all this time. This seems to be another one in that long list. They keep repeating MOU all the time. Yes we know there is a MOU. What is the next step? There is no progression. Things are at the same place as when they started out.

You cant really blame BCCI for that if other boards are incompetent to generate revenue from their own market. You may call it circus, id call it business strategy, it is because of BCCI that we see today many kids in India can actually think of cricket as an career. In 80-90s kids would give up cricket as there were no money involved, that have changed.
Now coming to Pakistan, as i said i do agree they are being duped by BCCI with ‘Govt clearance’, however they are also to be blamed for not able to generate revenue from their market. Pakistan have 200M crazy population and no other sport to compete for market, yet they have been struggling with it. Maybe Psl will change that in near future.

They can pursue their fight with BCCI as long as they want, but here PCB is putting their relations with other boards at risk. Lets assume they did boycotted and rest of the boards decide to go ahead without Pakistan, so whats next for Pcb? Who will be the ultimate losers? Will this hurt BCCI?
