Punjab govt ‘wakes up to regularise’ over 5,000 illegal housing schemes

The Punjab government on Saturday decided to initiate a process to “regularise” more than 5,000 ‘illegal’ housing societies in order to protect the investment of the people.

Since the successive provincial governments hardly paid any attention to the housing societies sector in the past, the National Accountability Bureau (NAB) has been struggling to recover the looted money from a number of housing societies in Punjab that would sell files/plots without acquiring the required land.

“A total number of housing societies in Punjab are 7,905, covering an area of about two million kanals. Of them 2,687 housing schemes are approved, while 5,118 are illegal (or under approval process) across Punjab,” Chief Minister Maryam Nawaz was briefed in a meeting here on Saturday.

It was also told that some 206 Lahore Development Authority (LDA) schemes were illegal, and were in the approval process.

The CM took exception to the matter and questioned how come these housing societies in such a large number were set up without meeting legal requirements. “The government departments must be equally responsible for the establishment of illegal housing societies in the province…I believe.”

Since these societies have been established, these must be regularised, she commented. “The housing schemes that have been built should be regularised as soon as possible according to the law, so that the people (who bought plots/files) could get a relief. These were established with different government departments’ collusion, but only the common men who bought plots there suffered,” she said.

The CM also asked why did the relevant institutions had turned a blind eye when illegal housing societies were being built. “Money is taken from the poor people but plots are not given.” She directed the authorities concerned to abolish unnecessary NoCs for the registration of housing societies and also ordered formation of a high-level committee for the regularisation of illegal housing schemes. Measures should also be taken to digitise the housing sector, she directed and added the housing society management system should be introduced.

“Housing society approval, management and transfer would be made possible online. The NoC fees also be paid online after uploading the required documents. Development and management should also be made possible through the housing society management system,” Maryam Nawaz said.

The Maryam administration, however, did not clarify how would those housing societies be regularised which have been set up on the land illegally acquired and plots/files sold in excess of the land in possession.

No framework has also been elaborated regarding those private housing societies who met all legal requirements by bribing different government departments and are now defrauding the people with impunity. A good number of cases related to the private housing societies in Punjab are pending with NAB. Every such society is accused of defrauding people worth billions of rupees.

A senior official told Dawn that the Maryam dispensation would have to introduce a foolproof mechanism to regularise these illegal housing societies otherwise this step might give rise to ‘corruption opportunities’ for the relevant departments. He said the main culprit in the flourishing of illegal housing societies in Punjab was the government’s ‘lopsided’ regulatory framework.

“Interestingly, the current regime has tied the hands of NAB through legislation under which it can’t take up a housing fraud worth less than Rs500 million,” he said and added, “the scale of fraud in housing sector is to the level that ‘certain influential groups having political backing’ are fleecing public by launching the same housing society with different names and selling plots in all of them. And the authorities concerned are compromised.

The provincial cabinet, led by Punjab Chief Minister Maryam Nawaz Sharif, approved the budget ahead of the session.

CM Maryam addressed the 27th provincial cabinet meeting, announcing zero-tax budget for fiscal year 2025–26.

Chief minister said the budget reflects “every rupee as a public trust” and is guided by “accountability before God.”

In her address, Maryam Nawaz highlighted a 47% increase in the Annual Development Programme (ADP), taking it to Rs1,240 billion, while ensuring no new taxes were introduced. “This is a zero-tax budget and also the largest development budget in Punjab’s history,” she said.

She noted that despite record allocations, “no financial scandal has emerged,” crediting improved financial discipline, e-tendering processes, and a focus on transparency and good governance.

“Instead of raising taxes, we will focus on expanding the tax net,” she said, while expressing dissatisfaction over the Punjab Revenue Authority’s performance, adding that “there is room for improvement.”

CM Maryam Nawaz outlined several achievements and goals, including the launch of 100 innovative development projects, 94 new public programmes, and the construction or expansion of 12,000 kilometres of roads. “700 roads are currently under construction,” she added.

The chief minister reaffirmed her government’s focus on health and education, promising provision of free medicines and infrastructure upgrades in public schools. She also announced that the minimum wage had been set at Rs40,000 and called for the digitalisation of wage systems.

Maryam Nawaz credited her team’s efforts, applauding the senior minister and the chief secretary’s performance, noting that her father, former Prime Minister Nawaz Sharif, also praised the cabinet’s work.

“We declared an emergency in Punjab and delivered. We met IMF conditions and still presented a Rs740 billion budget surplus,” she said.

She also hinted at a possible performance-based bonus system for civil servants and said the province had achieved a 94% reduction in local borrowing.

Calling the 2025–26 budget a “historic public service package,” she concluded, “The work ethic in Punjab has transformed. Power is a trust from God; serving people is our mission.”

Senior Minister for Planning & Development Marriyum Aurangzeb and Finance Minister Mujtaba Shuja ur Rehman gave detailed briefings during the session.

In a post on social platform X, Senior Minister Marriyum Aurangzeb said the Annual Development Programme (ADP) had been increased by 47%—from Rs842 billion to Rs1,240 billion—despite a “compressed” overall fiscal space. Government operational expenses rose by just 3%, even with salary and pension hikes.

Punjab to spend Rs250bn in three years on Pindi-Lahore fast train project: railways minister

The Punjab government has allocated Rs250 billion over the next three years for the Rawalpindi-Lahore fast train project aimed at reducing the travel time between the two cities to two hours.

Speaking at a meet the press programme at National Press Club, Minister for Railways Hanif Abbasi: “Under this project, modern signaling and tracks will be laid. An additional Rs100 billion has also been set aside for the improvement of branch lines in other cities.”

Under the anti-encroachment campaign, more than 170 acres of railway land worth about Rs10 billion had been reclaimed by adopting the model announced by the chief minister of Punjab.

He said in the last 77 years, no province has invested in the railways, but under the leadership of Punjab Chief Minister Maryam Nawaz, projects worth Rs350 billion have been started.

Says modern signaling, tracks will be laid to reduce travel time between two cities to two hours

Mr Abbasi said we recently defeated an enemy many times bigger than Pakistan, in which the entire nation played a role alongside the Pakistan Army.

“India has allocated Rs7 trillion for railways and Rs3 trillion for roads in its development budget. We also have to adopt the same model so that the pace of national development can be increased,” he said.

Due to the special attention of Prime Minister Shahbaz Sharif, great good news will soon come out in Pakistan Railways sector. Without the upgradation of railway tracks, coaches, braking system and ML 1, 2, 3, the dream of development is unfulfilled, he said.

The minister said that the government was going to run a suburban rail service in Punjab on eight routes - Shahdara-Narowal, Narowal-Sialkot, Lalamusa-Malikwal-Sargodha, Faisalabad-Chak Jhumra-Shahinabad, Shorkot-Jhang-Sargodha and Sheikhurpura-Jharanwala-Shorkot, Raiwind-Kasur-Pakpattan-Lodharan and Kot Addu-DG Khan-Kashmor.

He said the Punjab government had allocated Rs9 billion for level crossings and a green belt was being built from Shahdara to Kot Lakhpat.

Mr Abbasi said that efforts were being made to improve the railways. Major railway stations are being upgraded and ticket booking is being made easier through mobile apps. Moreover, Khushhal Khan Khattak Express had been restored, he added.

He said six hospitals and 14 schools and colleges of the railways were being outsourced along with golf and country clubs, rest houses and sleeper factories.

He said that there will be no tolerance regarding train timings, adding efforts were being made to improve the railway sector. Steps are also being taken to improve the railway tracks.

“We have introduced the facility of train hostesses. The quality of food and drinks at the railway stations has been improved and steps will be taken to increase the revenue of freight trains.”

He said solar panels were going to be installed at 355 stations while work had been completed in 155 railways stations. He said elevators and escalators will be installed at three major stations in Punjab, including Shahdara and Kot Lakhpat, adding only ticketholders will be allowed to enter the stations.

In Balochistan, he said a plan had been formulated to upgrade the railway line from Sariab to Kuchlak and introduce a shuttle service. He said a railway ground was being given to the Balochistan government for construction of an international stadium.

For Sindh, the minister said, consultations were underway with the provincial government for the restoration of branch lines.

He said all sports complexes in Rawalpindi and Lahore will be equipped with modern facilities. Railway teams will play in football grounds in Balochistan while a plan to rehabilitate the railway cricket ground in Lahore was also under consideration.

No more free treatment via health card

Punjab Health Initiative Management Committee has officially ended free treatment under the health card programme across all public hospitals in the province, including Rawalpindi, effective from July 1, 2025. A formal circular notification has been issued to this effect

The provincial health department has directed medical superintendents of public hospitals, district health officers, and heads of district health authorities across Punjab not to accept any documents related to free treatment from the start of the new fiscal year.

The relevant insurance company will also cease accepting any hospital documents for free medical services under the health card scheme from July 1. Ongoing treatments under the programme are considered terminated starting today.

Money for Plastic Bottles: Punjab govt introduces unique scheme under green credits programme

The Punjab government has partnered with a private firm to manage the recycling of single-use plastic bottles throughout Lahore and reward citizens with cash under the Chief Minister’s Green Credits Initiative.

As per the signed agreement, locally engineered recycling units, incorporating Chinese technology, will be set up in four prominent universities and various commercial hubs across the city next month,

These devices enable individuals to trade used plastic bottles for immediate green credits and monetary incentives.


 
CM Maryam orders arrest of 2 Pakpattan hospital officials, suspends 3 doctors following infant deaths

Punjab Chief Minister Maryam Nawaz on Friday ordered the arrest of two officials and suspended three doctors at Pakpattan’s District Headquarters (DHQ) Hospital, following the deaths of 20 infants.

An internal inquiry committee — formed to probe the deaths of only five children on June 19 — reported the deaths of 20 children, raising many serious questions. The findings confirmed that 15 of the 20 deceased were neonates and newborn babies, while all 20 deaths occurred between June 16 and June 22.

A three-member external inquiry committee was formed to investigate the incident, particularly the reported oxygen failure, links between the fatalities and systemic shortcomings and the hospital’s emergency response.

A statement issued today said that during a five-hour visit to the hospital, CM Maryam ordered the arrest of the chief executive officer and medical superintendent. She also suspended and launched inquiries against three pediatric doctors for alleged negligence.

Three laboratory technicians were also arrested for referring patients to their privately run labs operating outside hospital premises.

She directed Deputy Commissioner (DC) Maria Tariq to relinquish her charge and report to the Services and General Administration Department.

Upon arrival, CM Maryam was briefed on the preliminary findings of the two external inquiry committee reports.

A representative from the provincial health department and Sahiwal Commissioner Asif Tufail presented the final report. Commissioner Tufail revealed that many infant deaths were linked to the referral of critical newborns from an unregistered private maternity hospital run by traditional midwives and quacks.

He confirmed that oxygen shortage was not a factor, citing the availability of 45 oxygen cylinders at the facility.

He further said that the hospital had failed to follow the protocols of the Punjab Healthcare Commission in running as a major facility in the district.

Subsequently, the health department sealed the operating theatres of four unauthorised private hospitals: Al-Farid Hospital, Doctor Hospital, Shahid Hospital and Ali Hospital.

During the briefing, PML-N MPA Choudhry Javed advocated for upgrading the local nursing college, constructing a multipurpose hall and developing the Western Loop Bypass in Pakpattan City. The chief minister assured that development funds would be allocated as needed.

CM Maryam also ordered action against the owner and the in-charge of the hospital’s parking contractor for overcharging Rs50-100 in excess parking fees.

A comprehensive audit of all medical equipment in the DHQ hospital was initiated. She mandated the implementation of emergency response systems, “Code Red” and “Code Blue”, across all public hospitals in Punjab.

CM Maryam visited multiple wards, laboratories, and the medical store, engaging directly with staff, patients and technicians. Some citizens complained that even basic medicines such as aspirin were unavailable in the emergency ward.

She expressed anger and questioned how patients were forced to purchase medicines externally despite a provincial allocation of Rs100 billion for medicines.

The chief minister said that essential drugs were reportedly available in hospital stores but were not reaching patients.

A letter by Senior Head Nurse Salma Tufail had recently surfaced online in which she had warned the hospital medical superintendent of impending oxygen shortage and the urgent need to maintain supply records.

The letter — written in the first week of June — was circulated on social media. It contradicted the statements of the Pakpattan district health authority chief executive officer who had categorically stated that there was no shortage of oxygen in the pediatric ward during the first three weeks of June.

DC Tariq had questioned the letter’s authenticity, stating, “She (Salma Tufail) submitted that oxygen was available and her letter only requested better documentation.”

Chief Minister Maryam Nawaz on Wednesday announced the launch of ‘On-Wheel Montessori Schools’ initiative and the province’s first-ever school transport service for public schools.

She made the announcements during a high-level meeting held to review the performance and future plans of the School Education Department (SED).

The CM also introduced two new recognition programmes — the ‘School of the Month’ award and the ‘Teacher of the Month’ award.

She directed officials to start work on the mobile Montessori school project and expand the Nawaz Sharif Centers of Excellence programme from currently serving 240 students to 1,500 students.

Provincial Minister for School Education Rana Sikandar Hayat presented achievements under the public-private partnership model. He said that enrollment at outsourced schools had increased by 99pc and teaching staff had increased by 114pc. He said the programme had created employment opportunities for over 60,000 educated youth while adding 1.3 million new students to the system in just 16 months. Infrastructure improvements included renovation of 5,018 classrooms, roof repairs of 2,887 rooms and conversion of more than 50 schools to solar energy, he added.

The meeting also approved expansion of the ‘School Meal Program’ to include Dera Ghazi Khan, Layyah, Lodhran, Bhakkar, Mianwali and Bahawalnagar districts, with plans to supplement milk with energy bars and biscuits. The meeting had also set targets of construction of 10,000 early-childhood education classrooms, 6,000 STEM labs across the province, and 400 new toilet blocks in girls’ schools.

The minister said that digital initiatives had also progressed with Google training programmes for teachers and students underway, and an English proficiency drive aiming to bring 300,000 students to IELTS Standard-4 conversational level within six months.

The CM emphasised that public schools must surpass private sector standards and directed for enhanced teacher training and standardised school entrance process province-wide.

Rs42bn released for Punjab’s ‘Apni Chat Apna Ghar’ plan

In a major development to deal with housing insecurity and promote social welfare, the Punjab government on Tuesday released Rs42.013 billion for its flagship ’Apni Chat Apna Ghar’ initiative.

The allocation, released under the 2025-26 Annual Development Programme, marks the single-largest investment by the provincial government towards interest-free housing support in the province’s history.

According to a Planning & Development Board official, the funds have been released to the Punjab Housing and Town Planning Agency (PHATA) to support the scheme’s expansion under the urban development sector. This development follows an earlier proposal submitted by the Housing, Urban Development & Public Health Engineering Department (HUD&PHED), highlighting the scheme’s growing impact and demand.

Launched in August 2024, the ‘Apni Chat Apna Ghar’ programme offers interest-free loans of up to Rs1.5 million to individuals for constructing homes on their own land. Since its inception, over 51,911 families have benefited from the initiative, with 6,160 housing units already completed and occupied, and another 45,163 units under construction across Punjab.

Chief Minister Maryam Nawaz chaired a high-level meeting to review the scheme’s progress, where she was briefed by the housing secretary. The CM directed the authorities to accelerate both loan disbursements and the processing of new applications, emphasising the importance of timely support to deserving citizens.

“This initiative is not just about brick and mortar. It is about restoring dignity and providing stability to families who have long lived in uncertainty,” said Chief Minister Maryam Nawaz. “Each home built is a testament to the state’s success and a realisation of Quaid Nawaz Sharif’s vision - development, protection, and facilitation of the common citizen.”

On the occasion, Housing Secretary Noorul Amin Mengal said the application process has been simplified and digitalised to improve accessibility. “We have ensured that there are no area-based restrictions. Any eligible citizen from anywhere in Punjab can apply and receive support,” he said.

He said the beneficiaries range from daily wage earners and gardeners to widows, food stall vendors, peons and small shopkeepers. “These are people who had the dream of home ownership but lacked the financial means to realise it.”

To date, more than Rs60.5bn have been disbursed through the scheme, including previously released funds, with the new Rs42bn injection set to significantly ramp up its outreach and impact.

Terming the project “a new beginning” for underprivileged families, Maryam Nawaz said: “The day a poor family gets a roof over their head is the day the state fulfills its responsibility. Traditional politics has ended; now is the time for public service.”

With the release of this latest grant, the Punjab government has reinforced its commitment to pro-people governance and inclusive development. As the scheme gathers momentum, ‘Apni Chat Apna Ghar’ continues to emerge as a beacon of hope for thousands across the province - converting the dream of a secure home into a tangible reality.

Govt to provide free electric bikes to top students​


Federal government will provide free electric bikes to top-performing students across all educational boards in Pakistan, including the Federal Board, Prime Minister Shehbaz Sharif announced on Friday.

Chairing a high-level meeting on electric vehicle (EV) promotion, the prime minister said the initiative aims to reward academic excellence while supporting the government's broader push for cleaner, cost-effective transportation.

The scheme will also prioritise economically disadvantaged individuals for the provision of electric rickshaws and loaders, helping to generate employment and reduce dependence on fuel imports.

To ensure accessibility, the government is preparing a comprehensive action plan to introduce electric vehicles at affordable rates through subsidised loans.

Over 100,000 electric bikes and 300,000 loaders will be distributed on easy terms, officials confirmed during the meeting.

The prime minister directed that 25% of the total quota under the EV scheme be reserved for women, with provincial allocations based on population ratios. He further instructed that Balochistan’s share be increased to 10%.

Four new battery manufacturing companies are set to begin operations in Pakistan as part of this plan, which is expected to create new job opportunities and boost the local industry.

To ensure transparency and accountability, PM Shehbaz ordered third-party validation of the distribution and support mechanisms.

He also called for a public awareness campaign to inform citizens about the scheme and encourage uptake.

Electric bikes, rickshaws, and loaders distributed under the initiative must meet safety and quality standards, the PM stressed.

The meeting was attended by Federal Ministers Ahad Khan Cheema and Attaullah Tarar, Special Assistant Haroon Akhtar, Chief Coordinator Mosharraf Zaidi, and senior officials from relevant departments.

“An operation to secure an 8km radius around the airport under the no-bird zone initiative has been intensified,” an official said on Saturday.

The wildlife, EPA teams and the district administration have launched joint actions.

“To prevent birds presence near the airport, clean-up efforts have been accelerated in areas under Lahore Cantonment, Walton Cantonment, and LWMC jurisdiction,” the official said.

In Alfaisal Town, pigeon nesting sites have been dismantled, surveillance of poultry shops has been increased, and de-nesting operations have been completed at the Garrison Club.

A complete ban has also been imposed on feeding birds at slaughterhouses, poultry farms, shrines, and rooftops.

Key areas under strict surveillance include Barkat Road, Bedian Road, DHA, Askari, Walton Road, and Gaddafi Stadium. Bird cages have been removed from Bahar Shah Road and Zarrar Shaheed Road.

De-nesting operations have been completed in Shalamar Bagh, Bhatti Chowk, Jail Road, Mughalpura, and RA Bazaar.

CM announces "school on the wheel" for rural areas

Punjab Chief Minister Maryam Nawaz Sharif has ordered the initiation of 'school on wheels' and mobile library projects to promote education in remote areas of the province.

Issuing instructions in this regard to the authorities concerned, she said the schools on wheels would educate children in remote and difficult to access areas.

She said the school would be built in an electric rickshaw with solar panels installed on the roof. Teachers will conduct classes on folding chairs under canopies in the neighbourhoods. Book will also be provided to the students.

Approving the project in principle, the chief minister said the schools on wheels would also have painting material for the children along with educational toys.

The school education department will also launch a 'library on wheels' project for children. The libraries will go to various areas and provide opportunities for children to read books in addition to the curriculum. Each library will set up in a minivan decorated with cartoons, which will be stationed in open spaces.

The chief minister added, "A mobile library project will also be launched. Chairs and tables will be available for children in the mobile library set up in a modern bus.

Punjab has launched its first Counter Narcotics Force (CNF) to combat the menace of drugs.

A passing-out ceremony was held here on Tuesday in which Chief Minister Maryam Nawaz handed over the flag to the CNF.

She also met the CNF personnel and inspected vehicles and equipment.

CNF DG Brig Mazhar Iqbal gave briefing about the formation and work of the force to the CM.

Some 866 personnel have been recruited in the first phase in the CNF. It has been made functional in all divisions. In the first phase, CNF stations and regional directorates have been established in each division of Punjab. In the second phase, the scope of CNF will be expanded to the district level.

The CM was informed that the CNF officers and personnel were given 12 weeks of professional training at the Anti Narcotics Force (ANF) Academy, Rawalpindi.

Speaking on the occasion, CM Maryam said the future of Punjab was bright with the formation of the CNF. With the establishment of the CNF, she said the menace of drugs would soon be eradicated from Punjab.

“When I assumed the office, I received requests from the parents to protect their children from the menace of drugs. It is highly regrettable that drugs are being transported to every street, neighbourhood, universities and schools,” she said.

She said the CNF had become functional in all divisions of Punjab. Some 12,000 applications were received for the recruitment in Punjab CNF, out of which 850 soldiers and officers have been selected.

She said: “Just as every disease cannot be cured with a single pill, similarly crime cannot be eradicated with a single force. There was a dire need for the establishment of a specialised department to solve the problems of a large chunk of population. Whenever any problem arises in Punjab, the commissioners and deputy commissioners are called upon to redress the grievance at the earliest, as a result they leave all their other administrative work and focus their attention towards achieving the assigned task.”

Punjab govt set to launch electric tram service in Lahore

Following the success of electric buses, the Punjab government is all set to introduce Pakistan’s first electric tram service in Lahore.

Imported from China, the first electric tram from has reached Lahore, which will initially be operated on Canal Road, according to an official.

The tram consists of three interconnected units and runs entirely on electricity. With just a 10-minute charge, it can cover 25 to 27 kilometers and has a capacity to carry 250 passengers.

The tram runs like a subway but operates on roads. A pilot project has already begun near Lahore Airport to test the battery-powered electric vehicle.

A Public Relations Officer said that the tram is currently being assembled at the Ali Town Depot. It will be launched as a pilot project in its initial phase.

So Maryam Nawaz taking her oath as Punjab CM tomorrow. I see this as a golden time in Pakistan's history. The arrogance of a nepo baby is written all over her face, she acts like a princess even though she’s about 55. God relieve us of these people.
She's an inspiration for women in South Asia who can see that women can also have successful careers, reach great heights while still being a dignified mother. She is fighting the system and solving real issues now like drugs. PTI members like to attack her gender and pass misogynistic remarks because that is all they can do.

The report was given to news organisations and it has been widely reported by the Noora News networks. When its published online i will send it to you. You didnt accept the governor of Punjab as being real.
