[REPORT] BCCI requests Indian government for permission to play Pakistan in Dubai

India could play Pakistan in Dubai later this year if the government gives the go-ahead to the Indian cricket board. The BCCI has written to the Home Ministry, seeking permission to play Pakistan to complete their obligations under the Future Tours & Programme (FTP) agreement which was inked in 2014.

Earlier, when it was headed by Shashank Manohar, the BCCI wanted to host Pakistan for a short series in 2016 but did not get government clearance owing to tension between the two countries and the subsequent terror attacks on Indian soil.

The Indian Express has learnt that the BCCI has now approached the Home Ministry, seeking government permission. And this time, the Indian team is willing to play a series in Dubai which is the home venue of the Pakistan team.

The Indian board is looking at a September or November window to play Pakistan. The BCCI had reserved September for the Champions League T20 but the tournament has been discontinued. It is learnt that the BCCI wants a short series in November in Dubai before the Indian tour of South Africa.

“Permission has been sought from Home Ministry, we don’t know what is the government stand. Last time, tension between the two countries was at its peak. Also, there is the FTP agreement that needs to be fulfilled and that’s why the board is willing to travel to Dubai to play a series against Pakistan. Unless the government gives its nod, the BCCI cannot do anything,” a source said.

This is getting boring, if India ever play Pakistan in the UAE the bear will quit PP :mv I will not believe a thing until India and Pakistan are on the cricket pitch getting ready to play a Test in Dubai but I'd be willing to bet my entire fortune that they will not. India fear Pakistan, they do not want to lose their invincible streak of beating tomato cans.

It's a trap. Just so that BCCI can later say "but but but we asked the govt., and they didn't allow us".

This is to get protection from any potential legal troubles/suing by the PCB.
 
If PCB has anything in upper chamber, they should fix another team - BD, SRL, WI, NZ, SAF even Afghans or Zimbks will do for that time. Otherwise I see PAK players warming nets for 6-7 weeks at the peak of cricket season.
 
Nawaz should telephone Modi and arrange a date, it's been a while since both held hands. Otherwise a BCCI excuse ploy.

What would be even more fun if somehow India come to Lahore for a one-off T20 in a year or so.




Our team is too weak at the moment to win though, but that has never prevented us from competing, that is not the Pakistani way.

Possibly the BCCi realised the financial opportunity of a Pak/India series and were never against it from the beginning but were instead being pressurized by the government.

That is for Interference in administration.

But these are Sovereign government policies.No sports body can take exception to that.For example FIFA is even more strict about no Govt interference in the national bodies.Even suspended some countries.But had no issue when Spain refused to play or drawn together with Gibraltar even in the same qualifying group.

This is what many Pakistanis don't realize. Our board is just as dysfunctional and political as yours. There is no 'BCCI stance' on anything. Individuals have their own view on every single issue and who is in charge dictates BCCI policy.

Depending on the political climate and who is in charge at BCCI, a series can happen as long as it is green on both fronts. Hopefully there is no immediate tension and the government allows it, although this is fairly unlikely. On the other hand BJP is now firmly established and does not have to worry about what message this will or won't send or about losing votes, so maybe they allow it.

who is afraid of whom ? India has played 3 tough teams in the cricketing world , Aus, Eng and SA recently and won. Pakistan is nowhere near these 3 teams in all three formats of the game.
 
If GOI gives permission now then it was clear case of votebank politics for UP elections.Better stay at their original decision.

These are policy decisions of a sovereign govt.No one can question it.
 
In three different threads, there are three different narratives being espoused by the Pakistanis:
- India is afraid of playing with Pakistan
- India desperately wants to play with Pakistan to maximize profits
- Pak has a superior record against India. (But how did that record come about if India was afraid of playing Pakistan?)

Someone needs to square the circle.

Perhaps Pak fans should get together and align on one consistent narrative?

The difference is that your board spends the majority of its vastly larger pool of money on cricketing development. Ours spends theirs on travel, biryani, and samosas.
 
New Delhi: Cricket between India and Pakistan is not happening as of now. The Minister of State for Home Hansraj Ahir told reporters outside the Parliament on Wednesday that, “in the current circumstance cricket between India and Pakistan is not possible”.

Official spokesperson of the MHA however said that the final decision rests with MEA since it involves a match outside India. MHA claims they have not even received a letter from the Board of Control for Cricket in India (BCCI) seeking a clearance to play against Pakistan.

Earlier, acting BCCI chief CK Khanna told Cricketnext confirmed that a mail had been sent from the BCCI office and that further discussion will ensue at the Special General Meeting in the Capital on April 9.

“A letter was sent to the home ministry a month back and we are awaiting clearance for a series this winter. It is a clear case of trying to honour the commitment we had made to the PCB back in 2014. We will discuss the venue and other factors regarding the series once we meet in the Capital on April 9 during the SGM,” he said.

The last time the two arch-rivals met was in the second group game of the ICC World T20 in 2016 at the Eden Gardens in Kolkata. India had won the game by six wickets. The two teams have in recent times only met at ICC events and Asia Cup games.
While it was always for the government to finally decide on the fate of the series, the fact that the BCCI had made a move definitely was seen as a positive sign for cricket fans in both the countries.

In recent times, the BCCI has refused to even bring the matter up for discussion with previous chief Anurag Thakur making it clear that there would be no cricketing activity between the two countries till the cross-border tension ended.

The last time the two teams played a full series was way back in 2007 when Pakistan toured India. After that, there was another short limited-overs series in India in December 2012 wherein the two teams played three ODIs and two T20Is.

It was during this very series that the likes of Mohammed Shami and Bhuvneshwar Kumar became household names. While Pakistan won the ODI series 2-1, the T20I series was drawn 1-1.

Even though the BCCI had signed a MoU with the PCB which said that the two teams would play six bilateral series from 2014 onwards, none of the six series has seen the light of day.

In fact, in December last year, the PCB had decided to adopt legal recourse against the BCCI for not honouring the MoU between the two boards in 2014 to play bilateral series.

PCB had confirmed that the members had given approval for using legal channels to seek compensation for the financial losses suffered by the PCB due to India not honouring the MoU.

"We will start legal consultations soon over the matter as the BOG has today given approval. The fact is that the BCCI signed a MOU document with us to play six bilateral series between 2015 and 2022," PCB chief Shahryar Khan had recalled.

"The International Cricket Council (ICC) is witness to this MOU. We will now be consulting our legal team to take up the matter of India not playing us under the MOU with the BCCI and at the ICC level."

Najam Sethi had made it clear that the PCB had been patient with the Indian board despite them disregarding the MOU.

"But now our patience has also run out because we were supposed to host two home series under the MOU from which we could have earned millions of estimated revenues. But since they are not honouring the MOU we have suffered losses," Sethi — who signed the MOU when he was chairman of the board and N Srinivasan was the chief of BCCI — said.

The PCB had claimed that India owes it two home series which translates into millions of dollars for Pakistan cricket. In January 2016, the PCB had agreed to host a short one-day series in Sri Lanka as part of the MOU, but the BCCI backed out by stating they had not clearance from their government for the series.

Shahryar had earlier said that the BCCI should have asked for the government’s permission before signing the MoU.

"We will now take up this matter with the ICC because the Indian board claims it has been stopped by its government from playing us. We have the MOU to back us and we want to see the instructions from their government in writing," he added.

Shahryar had said that it was unfortunate that the BCCI had not honoured a written agreement.

But no action was taken by the ICC as the BCCI had played the government-intervention card.

Pakistan’s cricketers, past and present, have told the PCB not to expect the BCCI to schedule any bilateral series with the country in the near future.

Told about media reports from across the border that the BCCI has written to India’s external ministry for clearance to play against Pakistan this November, former captain Javed Miandad burst into laughter.

”They just want to play around with us as always. They are least interested in playing us in a bilateral series,” Miandad said.

He noted that in the last few years, Pakistan had made all efforts to get India to resume playing bilateral series, but with no success.

”They make one excuse or the other. This latest sweet trap is perhaps to convince Pakistani officials to not bring up the issue of bilateral series with India at the ICC meeting next month,” he said.

The Pakistan Cricket Board has said it would discuss the issue with the ICC.

Pakistan’s Test captain Misbah-ul-Haq said it is good news if India are seriously pursuing the option of playing with Pakistan.

“I don’t know what is happening, apart from what comes in the media, but if they want to resume bilateral series this year it would be a big boost for both Pakistan and Indian cricket and fans,” Misbah said.

PCB chairman Shaharyar Khan, reacting to the media reports, said that so far the BCCI had not spoken to it about playing a possible series in November.

”They have not said anything officially to us so far, so we are just going by the media reports. But if it is correct than we will also have to get clearance from our government,” Khan said.

Pakistan’s former captain Rashid Latif said the PCB should take the Indian board seriously only when it confirms in writing it has clearance from its government.

“Until than the PCB should pursue its case in the ICC and use all legal means to get compensation from India for the number of times they have refused to play us at neutral venues,” Latif said.

LAHORE: Pakistan Cricket Board (PCB) Chairman Shahryar Khan on Wednesday said that Pakistan is ready to play India in Dubai if the latter is permitted by its government.

According to India Today, Shahryar Khan has told that Board of Control for Cricket in India (BCCI) has not yet contacted PCB regarding the series.

“PCB hasn’t been contacted by BCCI. If the Indian Government says okay, we will talk to the Pakistan Government,” he said.

Shahryar Khan said that PCB would talk to Pakistan government if BCCI is given a green signal by its government.

As per details, BCCI is planning a full-fledged tour in Dubai later this year including three Tests, five one-day internationals (ODIs) and two Twenty20s (T20s).

BCCI has also written a letter to take formal permission from its government to play series against Pakistan in November this year.

That said, adjusting to UAE pitches is counter productive when you are going to SA straight after.
 
This reminds me of how Mayweather v Pacquiao was on the cards for years, yet Mayweather made excuse after excuse to avoid fighting Pacquiao.

Then when it did happen Manny Pacquiao was half the boxer he was, and was also a politician and never looked the same again.

Still don't think Mayweather deserves to be called "The best" after avoiding one of the best until his career was basically over...

These are not the two best teams fighting. One is #1 and other is trying to get some relevance by playing India.
This series only helps Pakistan and not India. India vs Aus is fun and meaningful.

Certainly things weren't good between the countries in 2014 when BCCI inked the deal. Yeah, you're going to say it's subject to government approval but don't act like India applies this policy across the board. India chooses to do so in cricket because they think it hurts Pakistan most.

2014 was a different govt. This is a very conservative govt.
 
You miss the point. Pakistan should make tons of money but India should not give its hard earned money to them, Do you even know how poor India is?

Ironically, you've missed the point. A series with India produces the most revenue for any country and for if India plays with Pakistan, India in turn will make a hefty amount. Btw, how would India give its hard earned money to Pakistan by playing a series? And what does India being poor have anything to do with the series?

PCB should make billions.Just leave India tour out of the calculation.

India will make ton of money irrespective of who they play with. For any country to make money India is the common denominator. India just does not want Pakistan to make that money. I dont want to get into politics but am just stating the current thinking in India.

I'm glad that we both agree the it's politics that won't allow the series and PCB to make money off of India. I still don't understand the "poor" part as no matter who India plays, India will receive a chunk of the revenue. Now it's another thing that India doesn't want Pakistan to make money, but again, that was my original point.

I agree with you it is politics. I wish the situation could change but atleast not for next few years.

Then don't ink deals. Changes in government happen all around the world..you either honor your commitment, compensate, or work to find a solution. This is standard operating procedure around the world. Not the first time India and Pakistan have had troubled relations.

You are right. There was an understanding but no contracts signed. If there were Pakistan would be due some money which is not the case. Give it some time it will all work out.

I can assure you bad as BCCI is they will never back stab pakistan. Never.

Generally they are much better then us at the moment. In a one off match off course we can beat them.

Why doesn't the PCB propose a November series in SOUTH AFRICA against India, not in Dubai.

It serves two purposes:

1. It prepares India for their tour of South Africa immediately afterwards, AND
2. It prepares Pakistan for their tour of South Africa 12 months later.

You could hold Tests in Durban (huge Indian population) and two smaller centres which don't usually get Tests - say East London and Bloemfontein.

Firstly a MOU isnt a contract. Secondly every contract is subject to force majeure.

Of course they are, India is afraid of being found out as not the team they think they are.

A shame the security situation has prevented international matches being played in Pakistan. A Pakistan-India Test series on Pakistani soil again would be brilliant.

I don't understand why you keep mention the "sovereignty" of the GOI. Is there anyone who disputes the legitimacy of the Indian state? Serious inferiority complex...you will never hear Americans or even Israelis keep mentioning their sovereignty to defend controversial actions. Bizarre choice of words really.
