They are available for selection but not offered contracts - seems like a hint to me! But is PCB justified in their decision?

I feel Mohammad Hafeez should have been given a contract

Really?
Based on?

If a player of his experience is available for selection (as per PCB release) and he has not made any comments about retiring then he should be a centrally contracted player.
Else, he should be told that he is no longer eligible for selection.
Doing it both ways is a little confusing.

Disagree entirely. If a player is available for selection, he must earn the central contract. If he doesn't get one, it doesn't mean that he needs to be told to retire, it means that if he wants one in the future his performances will have to improve dramatically.
With your proposed system, the selectors would never be able to pick a player who isn't contracted, because any non-contracted has to be told he is not eligible for selection!
But remember Hafeez isnt just any player - he has represented Pakistan many times. All I am saying is to give him respect - either say you will no longer be selected or put him on a contract.

I think it's fair. If Hafeez is able to go back to domestic, set it alight and outscore everyone he gets back his place. Prove he's still some worth.
I get it's a little rude to Hafeez, he's been an important part of Pakistani cricket for many years now, and unlike Malik more in recent past, rather than when Malik was good 10 years or so ago. And he didn't exactly have a failure of a year, he got some good scores against SA, and won a game against England in the world cup. It's just time to move on for him, he won't realistically be around next world cup. It's a waste of a contract if you give one to a player you don't have intentions playing or in the future. The current list of contract is so short, it's basically all players currently playing in formats, even squad players are being left out.
