No that is not true.
Smith played a gutsy innings in the champions trophy against England, he left the pitch with tears and standing ovation from the crowd. Still labelled one of the chokers.

So a good knock does not necessarily win a game in ODI's too. Failure is a collective entity, just like winning.
So your logic does not have any water unless applied consistently.

Another example is Dhoni, in fact he has a horrible record in WC, in the last WC he was below par too, he'll be the first to admit that.
He failed in crunch games but his team carried him until he had an opportunity to blossom in the final.
As you can see you don't win WC's on your own that's a lie.
