Police Officer Beaten to Death by a Mob in Kashmir

SRINAGAR, Kashmir — A high-ranking police officer has been beaten to death in Kashmir by an angry mob that witnesses say had taken him for a spy or assassin. At least two suspects have been arrested.

The victim, Mohammed Ayub Pandith, the deputy superintendent for the security wing of the Jammu and Kashmir state police, had gone to a mosque in Srinagar, the Jamia Masjid, on Thursday for prayers on Shab-e-Qadr, a night on the Muslim calendar when the Quran is believed to have been revealed to the Prophet Muhammad. A prominent religious leader and separatist, Mirwaiz Umar Farooq, was giving a sermon.

Accounts about what transpired vary. Shesh Paul Vaid, the top Indian police officer in the region, said that Officer Pandith, who had been in civilian clothes, had gone to the mosque “to ensure the protection of people offering prayers there.”

Having sent his security detail home, Officer Pandith began to feel threatened when worshipers at the mosque singled him out and began closing in, Mr. Vaid said. At a certain point, Officer Pandith pulled out his revolver “and in self-defense he fired a couple of rounds” into the crowd, he added.

Witnesses described a different sequence of events. One said a group of people had spotted Officer Pandith moving around the mosque with at least one other man, and said one of them was taking photographs.

“A group of youths confronted the two men and asked for their identity papers,” said a witness, Abdul Rashid. “A confrontation broke out during which one of the men managed to escape. The other took out a pistol from a holster and fired at the crowd, injuring three persons.”

People then called Officer Pandith a killer, Mr. Rashid said. Other witnesses said the officer was then disarmed, stripped naked and paraded around the area before being beaten to death with stones.

“People were shouting ‘We have caught a C.I.D. man,’ ” said Mushtaq Khan, a resident of the area, referring to the crime investigation department of the Kashmir police. “Then they paraded him naked, and he was beaten to death.”

Another witness, Adnan Bhat, a journalist, said that only a few people had tried to come to Officer Pandith’s defense, and that they had been quickly turned aside. Almost everyone else in the crowd just looked on, he said, “as if this were normal.”

“They lynched him,” Mr. Bhat said. “People stood and watched. People were eating chicken, some shops were open. There were thousands of people watching. And if anyone says otherwise, they are lying.”

The chief minister of the state of Jammu and Kashmir, Mehbooba Mufti, who has faced criticism for her handling of recent tensions, condemned the killing at a ceremony for Officer Pandith on Friday morning.

“The killing is actually a murder of trust,” she said. “Jammu and Kashmir police have been showing restraint because they are dealing with their own people. This is a very inhuman attack.”

Mr. Farooq, who was giving the sermon Thursday night, said in a Twitter post that he was “deeply disturbed” by the attack, which he condemned. “Mob violence & public lynching is outside the parameters of our values & religion,” he wrote.

The violence reflected heightened tensions in the Kashmir Valley, where separatist sentiment is high and where people have criticized what they call heavy-handed tactics used by the police and security forces to quell protests that broke out last summer after the killing of a charismatic young militant.

The local police forces play a contentious role in the valley. Though staffed largely with people from the region, they are seen as extensions of the national government in a place where many long for independence.

Some said the layers of distrust for the authorities played a role in the killing on Thursday night. Sajad Ahmad Sheikh, a resident of the Nowhatta area of Srinagar, where the mosque stands, said that people were saying that Officer Pandith had come to the mosque to kill Mr. Farooq.

“People there said he was from outside the state, had come to kill Mirwaiz and perhaps worked for the army,” he said.

Abdullah Pandith, brother of the slain officer, described him as a devout Muslim who joined the Kashmir police in 1990.

“It is a great loss,” the brother said. The officer had left his home after 10 p.m. Thursday, “promising his children he would back soon.”

Two children killed as India, Pakistan trade fire in Kashmir

SRINAGAR: Two children were killed, on Monday, during an exchange of fire between Indian and Pakistani troops in disputed Kashmir, Indian authorities said.

Twelve more civilians, including two women and two teenage girls, were wounded on the India’s side of the heavily-militarised Line of Control (LoC) that divides the restive Himalayan region. A police statement said firing had killed a 10-year-old boy and a 15-year-old girl.

Tensions reached dangerous levels in September last year, with both sides blaming one another for cross-border raids. There have been repeated outbreaks of firing across the frontier, with both sides reporting deaths and injuries including to civilians since September 2016. Pakistan said over the weekend that two civilians had been killed in firing across the LoC.

Last month it said a five-year-old girl had been killed when she was hit by a bullet fired from the Indian side. New Delhi says Pakistan initiates cross-border firing, Islamabad denies the allegation and says it only provides diplomatic support to the Kashmiri struggle for the right to self-determination.

Gunfight over in Kulgam, Kashmir. 3 civilians dead in military operation.

Authorities on Wednesday said that the gunfight which broke out in Khudwani area of south Kashmir’s Kulgam district late last night has ended.

An official said that the firing has stopped, but searches are on in the area.

An eye witness said that JCBs were being used to clear the debris of the house in which at least two militants were believed to be holed up.

The gunfight that began at 11 pm last night has left a soldier dead and two others injured.

Three civilians were killed after forces fired live ammunition, pellets and tear gas to break up the protests near the gunfight site. Over 50 civilians have been injured during clashes.

Kulgam civilians died in cross-fire: Jammu and Kashmir Police

Jammu and Kashmir Police on Wednesday said that three civilians were killed in cross-fire between militants and forces in Khudwani area of south Kashmir’s Kulgam district.

“In the said encounter, three civilians identified as Sarjeel Sheikh of Khudwani , Bilal Ah Tantray of Frisal and Faisal Ilahi of Melhoora Shopian who were injured in the cross fire have also succumbed to their injuries,” said a spokesman, in a statement.

The spokesman said that twelve persons were injured and were being treated at different hospitals. “They are stated to be stable,” he said, adding that a search operation is on.

“One Army personnel identified as Sepoy of army namely S. Gunakar Roy No. 16121860/K who was injured in the gunfight succumbed to his injuries,” he said.

He said two more army personnel were injured and shifted to hospital for treatment.
“We request citizens not to fall prey to any speculations and rumors which are intended to disturb peace. J&K Police seeks your cooperation for maintaining peace,” he said.

Campuses erupt across Kashmir against Kulgam civilian killings

Widespread student protests erupted in Kashmir valley on Wednesday against the killings of four civilians in south Kashmir’s Kulgam district.

As soon as the news of the killings spread, the students from various departments assembled outside the Humanities block of the Kashmir University and staged a protest.

Reports said the students marched towards the administrative block while chanting pro-freedom slogans.

A protest was also held at Central University campus Nowgam against the civilian killings.
Scores of students assembled in the varsity and raised pro freedom slogans.

The girl students from Women’s College MA Road in Srinagar came out of the college and staged a protest on MA Road. The protesters raised pro-freedom and anti-India slogans.

An eye witness said students from the college and Kothibagh school assembled on Residency road and raised pro-freedom and anti-India slogans.

The girl students hurled stones on the forces who responded by firing pepper gas shells. A girl student was injured after being hit by a stone during the protest.

The students from Islamia College of Science and Commerce also staged a protest against the Kulgam civilian killings.
Similarly, at Government degree college Handwara the students staged a protest in the college premises which prompted the college authorities to suspend the day’s class work.

The students from Government Degree College Sopore held a protest and later clashed with the forces over the killings.
The college authorities ordered the suspension of class work in the college “as a precautionary measure”.

Reports said that students tried to block the road at Iqbal market in the town, however forced chased them away.

Earlier, authorities had ordered the closure of all educational institutions in Kulgam and parts of adjoining Anantnag district in the wake of civilian killings in Khudwani area of Kulgam district.

Similar protests were also witnessed in Budgam district of central Kashmir. Class work was suspended at degree college Charar-i-sharief.

Scores of students, including girls, came out of the college premises and staged a protest against the killings.

The students of Bandipora Degree College and Sumbal Degree College also held protests. Reports said that hundreds of students assembled at the colleges and raised anti-India slogans.

They said that funeral prayers in absentia were held for the slain civilians at Sumbal Degree College.

In Baramulla, the students of Degree College clashed with the forces after holding a protest. Reports said that clashes erupted after forces prevented the students from coming out of the college premises.

1 soldier, 4 civilians killed in anti-terror operation in Kashmir

SRINAGAR: At least five people, including an Army jawan and two teenagers, were killed and more than 100 others were injured during an anti-terror operation at Khudwani village in South Kashmir’s Kulgam district and subsequent civilian protests across the valley on Wednesday.

While the jawan was killed by terrorists, four civilians — part of a stone-pelting mob — were killed in the crossfire, police sources said.

Sources said the stone-pelting, which helped terrorists flee, was so intense that security forces had to retreat. Soon after security personnel lifted the cordon at the operation site, terrorists joined the mob that helped them escape.

The terrorists were identified by cops as Muhammad Azad Pala, Bilal Ahmed and Suhail Ahmed Dar from Laskhar-e-Taiba.

Thousands of people participated in the funeral of the civilians killed in the crossfire. The three LeT terrorists, who had escaped, later resurfaced at the encounter site after security forces withdrew the cordon.

Videos showing three terrorists who had managed to escape an anti-terror operatoin being welcomed at the funerals of the civilians who died on Wednesday and chanting pro-azadi and anti-India slogans went viral on social media.

The anti-terror operation, which lasted for more than 12 hours, had begun around 11.30pm on Tuesday when security personnel received an intelligence input about the presence of terrorists at a house in Khudwani village. After a joint team of the Army, Special Operations Group and CRPF launched operations, the terrorists fired at them, resulting in a fierce gun-battle. Sepoy S Gunakar was killed in the exchange of fire. Two other security personnel were also injured. At least five houses and three shops were damaged.

“The slain Armyman was identified as Sepoy S Gunakar Roy. He died of injuries at an Army hospital,” a police statement said, adding, “In the encounter and subsequent protests, four civilians — Sharjeel Sheikh (25), Bilal Ahmad Tantray (16), Faisal Illahi (14) and Aijaz Ahmad Palla (30) — were killed,” the statement added.

After the operation, clashes erupted in several parts of the Valley, including Baramulla, Anantnag and Srinagar. The injured were taken to Sher-i-Kashmir Institute of Medical Sciences (SKIMS) and Shri Maharaja Hari Singh Hospital (SMHS), in the Valley. Kashmir University students also fought a pitched battle with security personnel in protest against the civilian killings.

SKIMS medical superintendent Dr Farooq Jan said the hospital received five injured, including Baramulla SHO Khalid Ahmad. “Ahmad suffered head injuries after being hit by stones. He has skull fracture, but he is stable. Another injured person is 25-year-old Adil Ahmad from Anantnag. His condition is serious,” Dr Jan said.

A senior doctor said at least eight injured were admitted to SMHS hospital. “Among them, 50-year-old Abdul Salam Dar suffered a serious neck injury. His condition is critical and he is on ventilator,” he said.

A doctor from District Hospital, Anantnag, said, “A total of 10 injured people were admitted to the hospital and one was brought dead. Among the 10 injured, eight with serious wounds were referred to Srinagar hospitals.”

Authorities ordered closure of schools and colleges in Kulgam and suspended internet services across south Kashmir. According to reports, train services have also been hit.

No killing of innocent is justified. It's horrific. The problem is that that people started pelting stones. For what? For the army trying to kill terrorists? Why pelt stones at the army and invite trouble when they were merely doing their duty? Their mission was to kill those terrorists, instead the mob helped them escape.
 
The people don't want to be a part of India, simple. Killing's will continue both of civilians and the military.

Each situation is different, comparing is only turning a blind eye to reality.

The call for independence has been on-going since day 1. Even the UN continues to say it's disputed territory and ultimately the people should decide their own future.

All India has to do is allow Kashmir independence, Pakistan will then be pressured into doing the same. Both nations can then have good relations with Kashmir but India is paranoid as it knows it's crimes means Kashmiri's willl then side with Pakistan. But carry on killing people, this will only get worse.

Can't do. Important rivers hail from there, it shields currently peaceful Uttarakhand, Punjab and Himachal, and is the only state that strategically borders both Pakistan and China.

Kashmiri “independence” is mainly a myth created by Indian agents.

Gilgit Baltistan and Azad Kashmir don’t want independence (pro Pak). Same goes for Chenab valley (pro Pak), Jammu city, South Jammu and Leh (pro India).

Kashmir valley is mixture of pro Pak and pro independence. India invented independence choice through Hashim Qureshi to weaken the movement. They planted him in AJK now his RAW-funded son sits sickingly on UNHRC!!!

Independence is a myth in Kashmir.

You should post the links to the news but I know you won't because it will show other side of picture of as well.What's your opinion about mob who assemble on encounter sites after getting call from mosques loudspeakers to save militants ? The presence of civilians in encounter sites is disrupting anti militancy operation that's why militants manages to escape sometimes. An FIR was registered against the innocent man you mentioned for his involvement in helping the LET terrorists who attacked amarnath pilgrims.

Why are you expecting an Indian to unequivocally condemn it? They wont. They worship their savage army. A lot of them even Justify Asifa's rape and murder.

Bro bro bro bro; he wasn't part of any protest that happened during Encounter on Wednesday, he was not allowed to move outside his house by his family as he was supposed to get married on Saturday; Brother he died near Washroom; yes Washroom, they didnt have washroom inside their house; they had a washroom outside their house near the main gate of their house; bullet him there inside his house; he didn't even move out of his house.

If the Kashmiris want rights, they can go to the ballot box. They want to protest? They can do so peacefully. Why the need to throw stones? If you use violence against the state, the state will use violence against you, and it won't be proportional. That's the reality anywhere on the planet.

They throw stones because they want nothing to do with India. You put a military force of hundreds of thousands in area of the world, allow soldiers to torture, rape and kill ..stones will be thrown at the least. How Indians can't get this through their head, i dont know.

You are throwing around rumors as justification for mob violence. There are local Kashmiri police officers being be-headed in their own homes. Stones are being thrown at traffic police.

These actions are designed to provoke more violence from the police and army, so that the people's emotions can be inflamed. This is not a new game. Its been played for decades in the sub-continent. On either side of the border.

So, months of violence, killings and maiming was not enough with a coalition government that they need to increase the violence through Governor rule.

SRINAGAR: Indian forces in occupied Kashmir have detained many Hurriyat leaders and imposed restrictions in Srinagar, today, ahead of popular youth leader Burhan Muzaffar Wani's second martyrdom anniversary, the Kashmir Media Service (KMS) reported.

Wani was martyred along with two associates by the Indian troops in a fake encounter in Kokernag area of Islamabad district on July 8 in 2016.

The Joint Resistance Leadership comprising Syed Ali Gilani, Mirwaiz Umar Farooq, and Muhammad Yasin Malik has called for complete shutdown on Sunday. A public meeting will be held following a march toward Wani's native town, Tral, according to KMS.

Aasiya Andrabi, associates shifted to New Delhi
India’s National Investigation Agency shifted the illegally detained Chairperson of Dukhtaran-e-Millat, Aasiya Andrabi, and her two associates, Nahida Nasreen and Fehmeeda Sofi, from Srinagar Central Jail to New Delhi on the charges of waging war against India, KMS reported.

The Joint Resistance Leadership in a statement called for a complete shutdown in occupied Kashmir on Saturday against the shifting of Andrabi.

Indian police also arrested Muhammad Yasin Malik after raiding his residence in Srinagar, today.

The Indian occupation forces have put Syed Ali Gilani, Mirwaiz Umar Farooq, Muhammad Ashraf Sehrai, Zafar Akbar Butt and Bilal Siddiqi under house detention or in custody, KMS reported.

The authorities also imposed restrictions in Nowhatta area of Srinagar and did not allow people to offer Friday prayers in the historic Jamia Mosque.

SRINAGAR: Indian troops shot dead three stone-throwing protesters, including a teenage girl, in India-held Kashmir on Saturday as tensions rose ahead of the death anniversary of a popular freedom fighter.

Witnesses said soldiers opened fire in the southern district of Kulgam after hundreds of people angry at an army search operation for suspected militants gathered in protest, some hurling objects.

A government doctor said that the dead included two men aged 20 and 22 years and a 16-year-old girl.

“The three had bullet injuries and succumbed soon after their arrival at the hospital,” the doctor at a sub-district hospital in Kulgam said on condition of anonymity.

Police chief S.P. Vaid confirmed the deaths.

The killings come on the eve of the second death anniversary of Burhan Wani, a charismatic 22-year-old freedom fighter killed by government forces two years ago on July 8.

Kashmiri leaders have called for a shutdown on Sunday to commemorate Wani’s death.

Wani’s killing has triggered a sustained wave of protests that have so far claimed the lives of at least 100 civilians, with last year the deadliest in the region for the past decade.

Thousands of others were injured by shotgun pellets fired by the Indian army.

India has about 500,000 soldiers in the part of Kashmir it controls, where armed groups are fighting for independence or a merger with Pakistan.

Last month, the UN human rights chief released a report, calling for an investigation into alleged abuses perpetrated by Indian security forces in Kashmir.

SRINAGAR: Indian troops shot dead three stone-throwing protesters, including a teenage girl, in India-held Kashmir on Saturday as tensions rose ahead of the death anniversary of a popular freedom fighter.

Witnesses said soldiers opened fire in the southern district of Kulgam after hundreds of people angry at an army search operation for suspected militants gathered in protest, some hurling objects.

A government doctor said that the dead included two men aged 20 and 22 years and a 16-year-old girl.

“The three had bullet injuries and succumbed soon after their arrival at the hospital,” the doctor at a sub-district hospital in Kulgam said on condition of anonymity.

Police chief S.P. Vaid confirmed the deaths.

The killings come on the eve of the second death anniversary of Burhan Wani, a charismatic 22-year-old freedom fighter killed by government forces two years ago on July 8.

Kashmiri leaders have called for a shutdown on Sunday to commemorate Wani’s death.

Wani’s killing has triggered a sustained wave of protests that have so far claimed the lives of at least 100 civilians, with last year the deadliest in the region for the past decade.

Thousands of others were injured by shotgun pellets fired by the Indian army.

India has about 500,000 soldiers in the part of Kashmir it controls, where armed groups are fighting for independence or a merger with Pakistan.

Last month, the UN human rights chief released a report, calling for an investigation into alleged abuses perpetrated by Indian security forces in Kashmir.

"After 9/11, our efforts were abolished. When the international community put pressure on Pakistan to eliminate terror groups like Lashkar-e-Taiba (LeT), they activated Jaish-e-Mohammed (JeM) led by Maulana Masood Azhar. Now, Jaish-e-Mohammed is getting shelter and being promoted in PoK," he said.

In Tarar Khel region of PoK, locals took to the streets protesting against decades of forceful occupation, misrule, discrimination and oppression by Pakistan.

SRINAGAR: Three separatists were killed in a gun battle with troops in India-held Kashmir early on Sunday, police said.

Counterinsurgency police and soldiers staged an early morning raid on a cluster of homes in southern Khudwani village on a tip that separatists were hiding there and came under fire, said top police officer S.P. Vaid. In the ensuing fighting, three separatists were killed while troops suffered no casualties, he said.

Residents said the raiding troops torched two houses where the separatists were trapped.

The fighting came a day after separatists abducted and killed a police official in the same area.

In recent years, local police working with India’s counterinsurgency forces have increasingly been targeted by the separatists, who accuse them of being collaborators.

Kashmiris have been fighting Indian control over the disputed Himalayan region since 1989, demanding that the territory be united either under Pakistani rule or recognised as an independent country.

Most Kashmiris support the cause while also participating in civilian street protests against Indian control over their region.

Earlier this year, in June, a United Nations report accused India of having used excessive force in occupied Kashmir to martyr and wound civilians since 2016, as it called for an international inquiry into the accusations of rights violations.

The first UN report on human rights in IoK focuses mainly on serious violations in the region from July 2016 to April 2018.

Activists estimate that up to 145 civilians were martyred by security forces and up to 20 civilians martyred by armed groups in the same period, it said.

In a statement, Zeid called for a commission of inquiry by the Human Rights Council, which opens a three-week session in Geneva on Monday, into all violations. Alleged sites of mass graves in the Kashmir Valley and Jammu should be investigated, he said.

India rejected the report, calling it a “selective compilation of largely unverified information” that sought to build “a false narrative”, adding that it violated the country’s sovereignty and territorial integrity.

UNITED NATIONS: The United Nations human rights chief has defended the world body's June 14 human rights report on occupied Kashmir that accused Indian troops of having used excessive force to kill and wound civilians since 2016 and called for an international investigation.

"I will still stand by it," High Commissioner Zeid Raad al-Hussein said at a farewell news conference at the UN headquarters in New York on Thursday, referring to the report which India not only rejected as flawed but its media also unleashed personal attacks on him.

Zeid, an outspoken high commissioner for human rights, leaves his Geneva-based post on August 31, after serving a four-year term.

The first-ever UN report focused mainly on serious violations in Indian occupied Kashmir from July 2016 to April 2018. "The report makes it clear the excessive use of force was of a gravity that demanded the attention of the international community," he said in response to a question.

"If 6,000 people were struck by pellets in New Delhi or in Mumbai, it would be front-page news. Why is it that if you have that number in the (Kashmir) valley somehow then that is something that should not be occupying the attention of the international community," High Commissioner Zeid posed the question.

The high commissioner pointed out UN human rights experts were not allowed to visit Kashmir to make an investigation, and for an absolutely clear picture without any inaccuracy, "we have to continue to press for access in the region because then any discrepancies will be sorted out."

"We are still waiting for the access to be given," he said.

Asked whether Thursday's damning New York Times report about the situation in Indian occupied Kashmir was inspired by the UN report and if the newspaper's conclusions had vindicated it, High Commissioner Zeid said, "I don't know if The New York Times piece was inspired by the report, but it basically dovetails what is in our report."

SRINAGAR: Indian occupation forces martyred five Kashmiris in Indian occupied Kashmir's Shopian district on Saturday, according to media reports.

The citizens were martyred during a cordon and search operation in Shopian district's Killora village.

The Indian army along with the police had launched a joint operation in the area on Friday evening.

On Friday, at least two Kashmiri youth were martyred by Indian troops in IoK's Sopore district during a violent cordon and search operation in the district. The Indian occupation forces had also suspended internet service and shut down educational institutes in the Baramulla district.

The casualties in the latest attack take the total number of martyrdoms of Kashmiris over the last three days to nine.

Man breaches security at Farooq Abdulla's residence, shot dead

A man has been gunned down by security personnel after he tried to enter the residence of Jammu and Kashmir former chief minister Farooq Abdulla on Saturday. He rammed his car and entered the lobby of Abdullah's residence in Jammu before being shot dead, police said

Police said the intruder has been identified as Murtaz, whose father runs a gun factory at Ban-Talab in Jammu. The family was living in Jammu region. "The intruder breached the main gate and went inside. He had a scuffle with the duty officers there. A duty officer was also injured. After that, he entered the residence. There has been some sort of damage to the articles. Subsequently, he was shot dead," Jammu SSP Vivek Gupta told the media.

SRINAGAR: Four youngsters were martyred in a fresh acts of Indian state terrorism in occupied Kashmir on Wednesday, taking the death toll to six over the past two days.

The youths were martyred during a cordon and search operation jointly launched by Indian army’s 32 Rashtriya Rifles and 9-Para Commandos in the upper reaches of Rafiabad area of the Baramulla district, the Kashmir Media Service reported.

Indian forces also used gunship helicopters in the operation. Earlier, an Indian army commando was injured in an attack in the same area.

Meanwhile, massive protests erupted after Indian troops launched a cordon and search operation in Gudoora area of Pulwama district on Wednesday. The troops used brute force to disperse the protesters, sparking clashes in the vicinity.

The Chairman of Jammu and Kashmir Liberation Front, Mohammad Yasin Malik and Dukhtaran-e-Millat in their separate statements strongly condemned the secret shifting of Aasiya Andrabi and her two associates from Mandoli to notorious Tihar Jail in New Delhi, without even informing their families and lawyers.

It was on Tuesday that the relatives of Aasiya Andrabi visited Mandoli jail for a meeting with her, and to their surprise, they were informed that the women leader and her associates were shifted to Tihar Jail, according to the KMS.

Activists of Gujjar community held a protest rally in Banihal area of Ramban district in Jammu region against the torture of community leader, Talib Hussain, in police custody. Hussain had spearheaded the campaign for justice for the gang rape and murder victim, Aasifa, from Kathua. The protesters later staged a sit-in inside the premises of tehsildar office in Banihal.

Anjum-e-Imamia, Jammu, as well as the family of a youth, Syed Murfad Shah, who was recently shot dead by the personnel of Indian Central Reserve Police Force (CRPF) at former puppet chief minister Farooq Abdullah’s residence in Jammu, demanded registration of a case against troops involved in the killing.

Indian police also arrested several residents, including father and brother of a liberation activist, during nocturnal raids in Tral area of Pulwama district.

The President of London-based Jammu and Kashmir Council for Human Rights, Dr Syed Nazir Gilani in an article titled ‘Indian Supreme Court Has No Jurisdiction’ wrote that the Indian apex court had no jurisdiction to interfere in defining the title of state subjects of Jammu and Kashmir.

He noted the Indian government and its puppet regime in occupied Kashmir had to function under the UN Security Council's relevant resolutions.

Even on Eid the Kashmiris are not being spared.

Srinagar: Eid festivity in militancy-hit Kashmir was marred with violent incidents in which terrorists shot dead two policemen on Wednesday in two districts of the state, police said.

The first incident took place when Fayaz Ahmad Shah, an under-training police constable, was shot when he was returning home after offering Eid prayers in Kulgam, one of the worst militancy-hit districts of South Kashmir.

Shah, 34, was working with the Jammu and Kashmir Police as a Special Police Officer and had been given an out-of-turn promotion and selected as a constable. He was undergoing training at Talwara in Jammu region and had come home.

Terrorists pumped bullets at Shah from a close range near his house. He died on the spot.

A pall of gloom descended on the policeman's native Zazripora village when the news of his death broke out. The Eid festivities turned into mourning at Shah's residence with his two minor daughters, aged five and two, unable to understand the sudden rush of people to their residence and the frequent breakdown of their mother and an aged grandmother.

The family was inconsolable when his body wrapped in tricolour was brought to their residence. A wreath-laying ceremony was held at district police lines Kulgam where officers led by Senior Superintendent of Police Harmeet Singh paid floral tributes to the police official.

Director General of Police S P Vaid termed the incident a "dastardly act". "It only shows the frustration of terrorists who are resorting to such a cowardly act of attacking an unarmed policeman," he said.

Another Special Police Officer identified as Mohammad Yaqoob Shah was shot at in Pulwama district. He was declared brought dead at the hospital. Inspector General of Police (Kashmir range) Swayam Prakash Pani led the police team to pay tributes to Shah at district police lines in Pulwama, another worst militancy-hit district.

In another incident, a body of a BJP worker identified as Shabir Ahmad Bhat was found in north Kashmir's Kupwara district. He was reportedly kidnapped by suspected terrorists on Tuesday night. His bullet-riddled body was found in the fields at Rakh-e-Litter area of Kupwara, a police official said.

The incident evoked sharp reaction from BJP president Amit Shah who said extremists cannot stop the valley's youths from choosing a better future and that the cycle of violence will not last long.

"Anguished to learn about the killing of BJP karyakarta, Shabir Ahmad Bhat by terrorists in Pulwama (J&K). This act of cowardice is highly condemnable. Extremists cannot stop the youth of Kashmir from choosing a better future for themselves. This cycle of violence won't last long," he tweeted.

India and Pakistan engage in war of words at UN over Kashmir

Diplomats from India and Pakistan aired their differences over the disputed region of Kashmir at the UN this week, in what was supposed to be a general session on the merits of mediation at the organisation’s headquarters in New York.

UN secretary general Antonio Guterres opened the Security Council debate by saying that mediating peace had become “increasingly complex” in the modern world - and so it proved, as bitter rivals India and Pakistan used the session to trade barbs.

Nestled in the Himalayas, the broader region of Kashmir is split by the line of control between India and Pakistan, with both countries claiming it in full. The pair have fought two wars over the Muslim-majority region since the partition of India in 1947, and it remains among the most highly-militarised zones in the world.

Pakistan’s ambassador to the UN, Maleeha Lodhi, used Wednesday’s debate to push for India to accept a UN Security Council resolution suggesting Kashmir’s fate be decided by a UN-administered referendum on sovereignty.

Ms Lodhi said UN mediation in peace disputes was doomed to fail “if the Security Council’s own resolutions are held in abeyance, by some” - a not-so-subtle reference to India.

“Both the Council’s credibility as well as the objective of durable peace in our region is at stake,” Ms Lodhi said, adding: “We must not fail these tests.”

India’s ambassador to the UN, Syed Akbaruddin, hit back more directly, calling Pakistan out by name as “the one isolated delegation that made unwarranted references to an integral part of India”.

India has repeatedly taken issue with UN resolutions and reports on its portion of Kashmir, the state of Jammu and Kashmir, and Mr Akbaruddin said again on Wednesday that the international body was “ill-suited to perform mediation… in every circumstance”.

Pakistan, he said, was “regurgitating a failed approach, which has long been rejected”, rather than showing willingness to work towards peace.

And in a reference to the election of former cricket star Imran Khan as prime minister of Pakistan, Mr Akbaruddin added: “We hope that the new government of Pakistan will, rather than indulge in polemics, work constructively to build a safe, stable, secure and developed South Asian region, free of terror and violence.”

Since coming to power, Mr Khan has mentioned Kashmir in a number of different speeches as a foreign policy priority, while emphasising the importance of improving relations with India to Pakistan’s economic prospects. "If India takes one step towards us, we will take two," he said in his first address after winning July’s election.

For his part, India’s prime minister Narendra Modi has expressed willingness to pursue "meaningful" and "constructive" engagement with Mr Khan, in a letter on 18 August congratulating the latter on his inauguration.

Relations between India and Pakistan improved substantially during Mr Modi’s first two years in power, but plummeted in 2016 following a spate of attacks on Indian diplomatic and military assets that was blamed, by India, on a militant group with close links to the Pakistani security services.

New Delhi: Security forces have detained over 700 people in Jammu and Kashmir in response to the killing of seven civilians, including those from the Kashmiri Pandit, Sikh and Muslim communities, in six days.
Several of those detained are believed to have links to the banned Jamaat-e-Islami or are suspected overground workers (OGW), and come from Srinagar, Budgam or other areas in southern Kashmir.

A senior police officer told NDTV they had been detained to "break the chain of attacks in the (Kashmir) Valley". The officer also said the attacks may have been fuelled by an increase in radicalism following the Taliban's rise to power, and that the killers were going after "easy" targets.

The murders have sparked outrage in the already tense Kashmir Valley, with opposition leaders fiercely critical of the administrations' apparent inability to stop the attacks and locals living in fear.

On Thursday, National Conference leader and former Chief Minister Farooq Abdullah told NDTV that innocent people are dying and demanded the government re-assess polices. Mr Abdullah also called on Prime Minister Narendra Modi to visit the Valley and offer reassurances to those living there.

Dozens of scared Kashmiri Pandit families living in transit camps have already fled the Valley.

The most recent deaths were of two government schoolteachers - Supunder Kour (a Sikh) and Deepak Chand (a Hindu), who were shot dead by gunmen in Srinagar on Thursday.

"The pistol-wielding men came... asked for ID cards of teachers and fired at two... one each from the minority Sikh and Hindu community," news agency Reuters quoted a schoolteacher as saying.

On Tuesday, Makhan Lal Bindroo, 70, the owner of a pharmacy in Srinagar's Iqbal Park, was shot at inside his store. He was rushed to a hospital where doctors declared him dead on arrival.

A Kashmiri Pandit, Mr Bindroo stayed in Kashmir even during the 1990s - the peak of terrorism.

Two others killed on Tuesday were Mohammad Shafi, a taxi driver in Bandipora, and Virender Paswan from Bihar, a street food vendor in Srinagar.

Police have attributed most attacks to "The Resistance Front" - reportedly an offshoot of the banned Lashkar-e-Taiba. They have also said seven of the 28 civilians killed since January are non-Muslims.

On Thursday the Home Ministry sent a team of senior officers to Kashmir to supervise operations. This was after Home Minister Amit Shah held a meeting and reportedly criticised local officials.

Earlier this week sources told NDTV the police were clueless and planning a massive crackdown.

J&K Lieutenant Governor Manoj Sinha has condemned the killings and warned terrorists that a "befitting reply" will be given to those found involved in the attacks.

Suspected rebels have shot dead five soldiers in Indian-administered Kashmir in the deadliest incident since February, an Indian army spokesman says.

“One JCO (junior commissioned officer) and four soldiers were killed during a search operation probably by infiltrators… The operation is ongoing,” Colonel Devender Anand said on Monday.

The shootings occurred in a mountain pass near the Line of Control (LoC) dividing the disputed Himalayan territory between India and Pakistan.

The shootings were the deadliest attack on military forces in the area since a ceasefire between India and Pakistan along the de facto border was announced in February.

The Kashmir region in its entirety is claimed by both India and Pakistan, who have administered parts of it since their independence in 1947.

For more than three decades, rebel groups have been fighting the Indian soldiers, demanding either independence for Kashmir or its merger with Muslim-majority Pakistan.

Tens of thousands of civilians, soldiers and rebels have died in the fighting. India accuses Pakistan of supporting the rebels, but Islamabad denies the allegations.

The region has been subjected to a legislative blitz since August 2019, with tensions soaring after New Delhi scrapped Kashmir’s semi-autonomy, applying new laws and cancelling others.

Spate of killings

Tensions have been stoked again in recent weeks with a spate of shootings of civilians, including two teachers last week, in the area – attacks claimed by an anti-India rebel group.

Seven civilians were shot dead in six days last week, including two teachers on Thursday, sparking public outrage in Kashmir and across the country. Politicians from all sides have condemned the killings.

Nearly 500 residents suspected to have links with banned religious and rebel groups were detained across the disputed territory following the shootings, a senior police officer told AFP news agency on condition of anonymity on Sunday.

“No stone will be left unturned to find the killers,” the officer added.

A top anti-terrorism intelligence officer was sent by New Delhi to the region to head up the investigation.

Authorities say at least 29 civilians, including workers from pro-India political parties, have been shot dead in Indian-administered Kashmir so far this year.

Twenty-two of them were Muslims, officials added.

The two teachers, shot by gunmen at a government-run school, were from the Sikh and Hindu communities who are minorities in the Muslim-majority region.

A relatively new rebel group, The Resistance Front, has claimed responsibility and accused those killed of working for “occupier mercenary forces and occupier stooges”.

The statements, issued only in English, were circulated in several WhatsApp groups and could not be independently verified by Al Jazeera.

The killings have instilled fear among Indian-administered Kashmir’s minorities, with local media reporting that many were fleeing the region.

On Saturday, Human Rights Watch called for the alleged perpetrators as well as Indian security forces accused of abuses including harassment, torture and extrajudicial killings to be held accountable for their actions.

“Kashmiris are caught in unending violence from attacks by militants and abuses by government authorities and security forces,” HRW’s South Asia director Meenakshi Ganguly said in a statement.

An Indian paramilitary soldier shot dead four of his colleagues and injured three more in the central Chhattisgarh state, authorities said on Monday.

The shooter and the victims were from India’s Central Reserve Police Force (CRPF) and the incident took place at a camp in Chhattisgarh’s Sukma district, some 400 kilometers (248 miles) from the state capital Raipur.

A statement issued by a CRPF spokesman in New Delhi identified the shooter as Constable Reetesh Ranjan and said he has been arrested.

“Prima facie it seems that due to some emotional stress leading to sudden psychological disbalance, Ranjan lost his control and in a fit of rage opened fire on his colleagues,” read the statement.
“The local police have started an investigation into the case and all legal actions will follow. CRPF has ordered an inquiry to ascertain the cause of incident and suggest remedial measures.”

Numerous suicides and incidents of fratricide have been reported in paramilitary camps in India over the past few years, with investigations pointing to high stress levels and tough working conditions as possible reasons.

According to CRPF records, 101 suicides have been reported within its ranks from 2020 to September this year.

The latest was this January, when a paramilitary solider deployed in the Bastar district of Chhattisgarh shot dead a colleague and injured another before trying to take his own life.

SRINAGAR: India has sent thousands more paramilitary troops into occupied Kashmir, already one of the world’s most militarised zones, after a string of targeted killings in recent weeks, officials said on Wednesday.

New Delhi has for decades stationed at least 500,000 soldiers in the occupied valley.

“Around 2,500 troops have arrived and they were deployed all over [occupied] Kashmir valley,” Abhiram Pankaj, a spokesman for the paramilitary Central Reserve Police Force (CRPF), said. More were on their way, he added.

Around 5,000 extra paramilitaries in all were being deployed from this week, according to a police officer.

Some of the troops are housed in civilian community halls that have been fortified with new sandbag bunkers, reminiscent of the early 1990s when resistance against Indian rule was at its peak.

Twelve people have been gunned down since last month in what appeared to be targeted assassinations, including police, migrant workers from northern Indian states and local members of the Sikh and Hindu communities.

Some of those killed were accused by the Resistance Front, a local group, of being in the employ of Indian forces.

Police and paramilitary troops in bulletproof gear and wielding automatic rifles have intensified frisk searches of residents, including children, on the streets.

Newly deployed Indian troops are now visible around many new checkpoints set up in recent weeks across Srinagar.

300 Terrorists Active In Jammu And Kashmir: Army Commander

Poonch: Around 300 terrorists are present in Jammu and Kashmir, while 160 others are waiting on the launch pads for an opportunity to sneak into this side from across the Line of Control (LoC) in Pakistan, a top army commander said on Tuesday.

However, General Officer Commanding-in-Chief, Northern Command, Lieutenant General Upendra Dwivedi said the security situation in the Union territory has undergone a major change after the abrogation of Article 370 in August 2019 and terrorist activities have been controlled to a large extent.

"Around 300 terrorists are present in length and breadth of Jammu and Kashmir but we are making sure they are not able to carry out any action," the army commander told reporters on the sidelines of platinum jubilee of historic 'Poonch Link-up Day' here.

The platinum jubilee of Poonch Link-Up Day, marking the 'Operation Easy' conducted by Indian Army in 1948 to defend the border district from the Pakistani raiders, was celebrated with traditional gaiety and fervour by the people of Poonch and the Army.

Asked about the number of terrorists present on the launch pads in Pakistan, Lt Gen Dwivedi said around 160 terrorists are present across the Line of Control -- 130 in north of Pir Panchal (Kashmir valley) and 30 in south of Pir Panchal.

"As per our data, 82 Pakistani terrorists and 53 local terrorists are active in the hinterland, while the area of the concern is the criminal activities of 170 others who are not identified," he said.

Reacting to Defence Minister Rajnath Singh's recent statement hinting at retrieving Pakistan-occupied Kashmir (PoK), Lt Gen Dwivedi said a parliamentary resolution exists on the subject, therefore it is nothing new.

"As far as the Indian Army is concerned, it will carry out any order given by the government of India. We are always ready for it," he said.

Addressing an infantry day function in Srinagar on October 27, the defence minister had said people of PoK are subjected to human rights violations and Pakistan has to pay a price for it. He said the Indian government is committed to implementing the 1994 resolution passed in the Parliament about retrieving the part of Kashmir "under illegal occupation of Pakistan".

On the security situation in Kashmir, the army commander said it has undergone a major change after the abrogation of Article 370 and the civil administration is doing a great job to ensure peace and development and making sure terrorism is put on back seat.

"All the trend lines which were there, are coming down (post abrogation of Article 370), to the extent, and today peace and development has taken the central stage and there is a great space to meet the people's aspirations. The civil administration is doing a great job in occupying that space and making sure that terrorism is put on a back seat," he said.

Asked whether the terrorism has been controlled, he said, "Yes, to a large extent." However, he denounced the targeted and selective killings and said it shows the frustration of Pakistan.

"The people from outside, the neighbouring country, are adopting other means like smuggling pistols, grenades and drugs to carry out minor actions -- targeting innocent and unarmed persons who have come here to earn their livelihood and support the Kashmiris," he said.

The army commander said it is very sad that such incidents are taking place but police, security forces and the civilians have come together and decided that they will not allow such acts to happen.

"Whatever is happening is very less and efforts are on to further reduce such types of incidents. Anyone who indulges in such types of misdeeds is getting appropriate responses," Lt Gen Dwivedi said.

Referring to Pakistan, he said when nothing was achieved by sending big weapons and raising the Kashmir issue at UN, OIC (Organisation of Islamic Cooperation) and with other countries, they went for such type of actions like targeting innocents and sending small weapons and drugs.

"Drugs worth ₹ 45 lakh were seized in Baramulla (north Kashmir) along with other weapons and grenades. Likewise, in other border areas, huge caches of drugs are being seized. Terrorists are being killed but they say you are killing smugglers, which means they admit that they are sending drugs. It is very wrong on part of Pakistan," he said.

Ready For "Any Order By Centre": Army General On Pak-Occupied Kashmir

Poonch, Jammu and Kashmir: Northern Army Commander Lt General Upendra Dwivedi on Tuesday said that the Indian Army is ready to execute orders like taking back Pakistan-occupied Kashmir.

"As far as the Indian Army is concerned, it will carry out any order given by the Government of India. Whenever such orders are given, we will always be ready for it," said Lt Gen Upendra Dwivedi, Northern Army Commander, on the Defence Minister's statement of taking back PoK.

"The military is always ready to make sure that ceasefire understanding is never broken as it is in the interest of both nations, but if broken at any time, we will give them a befitting reply," said Lt Gen Dwivedi, Northern Army Commander on the ceasefire agreement between India and Pakistan.

"The country has over 50 per cent of people below the age of 25. If we take them in as Agniveers, teach them and send them back, we will absorb some, others by paramilitary, and police forces and the remaining can be self-employed," he stated.

"We have almost 160 terrorists sitting at the launchpad of which there are 130 north of Pir Panjal and 30 south of Pir Panjal. As for the complete hinterland, a total of 82 Pakistani terrorists and 53 local terrorists are there," he further stated.

Earlier on October 28, Defence Minister Rajnath Singh reiterated New Delhi's resolve to take back Pakistan-occupied Kashmir (PoK), saying all refugees would get their land and homes back.

India, Pakistan Soldiers Exchange Fire Along Border In Rajasthan, No Casualties

India's Border Security Force (BSF) troops and Pakistan Rangers exchanged fire late Friday evening in the Anupgarh sector along the India-Pakistan International Border in Rajasthan, officials said.

No casualties have been reported on the Indian side, they said.

The BSF has called for a flag meeting with their cross-border counterparts which is expected to be held on Saturday along the Anupgarh sector in Sriganganagar district of the state, officials said.

Some movement of locals along the Indian side is understood to have first drawn fire from the Pakistani side following which the BSF troops retaliated, they said.

It is very rare that the troops exchange fire along the Rajasthan front of the IB that runs along Gujarat, Punjab, and Jammu too.

More details and inputs on the incident are awaited, a senior officer of the border force said.
