US congressmen and women express concern about Indian-occupied Kashmir

US congresswoman Ilhan Omar calls for 'immediate restoration of communication' in occupied Kashmir

United States congresswoman Ilhan Omar on Tuesday called for "deescalation" and an "immediate restoration of communication" in occupied Kashmir, where a lockdown imposed by the Indian government has entered its fourth week.

In a tweet, that comes a day after a meeting between US President Donald Trump and Indian Prime Minister Narendra Modi took place in France, Omar said: "We should be calling for an immediate restoration of communication; respect for human rights, democratic norms, and religious freedom; and de-escalation in [occupied] Kashmir."

"International organisations should be allowed to fully document what is happening on the ground," she added.

President Trump, who has offered to mediate in working towards a solution on more than one occasion, held a meeting with Modi yesterday on the sidelines of a G7 summit in France, after which he said that India and Pakistan could handle their dispute over occupied Kashmir on their own, but he was there should they need him.

"We spoke last night about Kashmir, prime minister really feels he has it under control. They speak with Pakistan and I'm sure that they will be able to do something that will be very good," the US president had told reporters.

Last week, key lawmakers of US Congress urged New Delhi to end the occupation and allow its residents to speak.

Congressman Adam Smith, Chairman of the House Armed Services Committee, called India’s US ambassador and told him that he was “continuing to monitor the situation regarding the government of India’s decision to revoke the special status” of occupied Jammu and Kashmir.

“There are legitimate concerns about the ongoing communications blackouts, increased militarisation of the region, and enforcement of curfews,” he told the Indian envoy. Smith, a Democrat from Washington state, said some of his constituents were from occupied Jammu and Kashmir and had also visited the area after Aug 5.

“They saw a region under siege with its residents isolated, without an ability to communicate at all outside of the region,” he had said.

Smith reminded India that “recognition for the potential disparate impact of this decision on the region’s Muslim population and other minority groups — now and in the future – is imperative”.

Congresswoman Yvette Clarke of New York, had said she was “extremely concerned” and was raising her voice about what’s happening in Kashmir now.

“Prime Minister (Narendra) Modi has no right to do what he is doing to the people of Kashmir. And it is up to us to raise our voices for justice, to raise our voices for self-governance and for no discrimination based on religion,” she said. “Prime Minister Modi should know better. We all must raise our voices.”

The situation in occupied Kashmir has been tense since the Indian government repealed Article 370 of the constitution — stripping the region of its special status — earlier this month. The Indian government also imposed a strict lockdown and communications blackout in the region and has been trying to prevent media houses, both local and international, from reporting about the situation. Despite the restrictions, there have been reports of massive protests held in major cities of the occupied territory.

India rapidly losing its secular veneer: US congressman

WASHINGTON: Prime Minister Narendra Modi puts secular India in grave danger with moves like revoking article 370, which gave Kashmir a special protected status, says Congressman Andy Levin.

Mr Levin, a Michigan Democrat, also notes that Mr “Modi’s moves with respect to Kashmir, while alarming, do not come out of left field”.

In an opinion piece he shared on Twitter, the US lawmaker points out that in 2005 the Bush administration denied Mr Modi entry into the United States for not preventing the 2002 anti-Muslim riots in Gujarat.

In one of two reports it released on Kashmir this week, the US rights groups Human Rights Watch reminded the Indian government that in Kashmir its “priority should be to protect civil liberties”.

The other report notes that the almost month-long siege of the Kashmir valley “infringes basic freedoms, affects essential services and harms economy”.

In a similar report, another advocacy group, Amnesty International called on the Indian government to “immediately release all political leaders in Jammu and Kashmir and put an end to the deliberate silencing of voices in the region”.

The Washington-based Center for Strategic and International Studies (CSIS) notes that Mr Modi is trying to “project himself as the regional strongman” and he also wants to “galvanise Hindu nationalist support around that strongman image”.

This and other reports also note Mr Modi’s links to Hindu extremists, adding that the Indian prime minister and his government have been fanning anti-Muslim feelings across India.

But Washington’s diplomatic circles also compare this with Pakistan’s deliberate effort to avoid stirring religious sentiments over Kashmir.

At a recent diplomatic event, several Western diplomats noted that while Pakistanis had been protesting the Indian action almost daily, this time the mosque did not appear to be the centre of such protests.

They also noted that so far Pakistani religious parties have been absent from pro-Kashmir rallies and meetings.

“There has been no religious rhetoric, no call for Jihad and no display of arms,” said a Western diplomat at a recent event.

Other diplomats said that Pakistan seemed committed to its pledge to keep extremists under control and not to allow them to use its territory for violent actions against neighboring states.

On Tuesday, Prime Minister of Azad Jammu & Kashmir Raja Muhammad Farooq Haider Khan told reporters in Washington that Pakistan and AJK would not allow India to link the Kashmiri movement for freedom with terrorism.

“We will stay alert to ensure that India does not succeed in doing so,” he said. “There’s no room for terrorism in our peaceful struggle.”

The Indian prime minister, however, appeared to be drawing inspiration from his own religious conviction to change India from a secular to a Hindu state, said another diplomat.

The diplomat noted that the BJP government was forcing Muslims across India to prove their sincerity to the country by publicly condemning Pakistan. Their statements are then taped and played on the social media.

On Friday, India’s Human Resources Development Minister Prakash Javadekar accused the country’s Muslims of backing Pakistan on the Kashmir issue.

Mr Javadekar also used this news conference to attack former Congress president Rahul Gandhi for giving Pakistan a “handle” to target India by criticising the government’s Kashmir policy.

Trailblazing US congresswoman Alexandria Ocasio-Cortez on Tuesday said the blockade on communication and life-saving medical care in occupied Kashmir "must end" as she expressed support for the people of occupied Kashmir.

In a post shared on Twitter, Ocasio-Cortez, who is among a group of progressive US congresswomen popularly known as "The Squad", said: "We stand for the basic human dignity of Kashmiris [and] support democracy, equality, and human rights for all — including the most vulnerable."

She said that the reports of violence and torture in occupied Kashmir were "extremely concerning," adding that the blockade on communication and life-saving medical care "must end".

The US congresswoman was responding to a video of herself uploaded by a user on Twitter, who had thanked her for taking time out to express solidarity with Kashmir.

Since the Indian government on August 5 repealed Article 370 of its constitution — stripping occupied Kashmir of its special status — a strict lock-down and communications blackout has suffocated the region into silence. It has now been in place for 58 days.

Ocasio-Cortez is not the only US lawmaker who has condemned India's action in occupied Kashmir.

Fellow congresswoman Rashida Tlaib in September called for the communications blockade and curfew restrictions in occupied Kashmir to be lifted to "shed light" on what is happening in the disputed region.

Another progressive congresswoman, Ilhan Omar, had called for "de-escalation" and an "immediate restoration of communication" in occupied Kashmir.

Last week, Alice Wells, the top State Department official for South Asia, said that the United States had serious concerns over the clampdown in the region.

"We hope to see rapid action — the lifting of the restrictions and the release of those who have been detained," Wells had told reporters.

"The United States is concerned by widespread detentions, including those of politicians and business leaders, and the restrictions on the residents of Jammu and Kashmir," she said, adding: "We look forward to the Indian government's resumption of political engagement with local leaders and the scheduling of the promised elections at the earliest opportunity."

Situation in IoK not normalised: US Congress body expresses bipartisan ‘concern’

(Karachi) A US House of Representatives panel on overseas relations has expressed bipartisan “concern” on the state of affairs in Jammu and Kashmir in a letter to India’s exterior affairs minister S Jaishankar.

The letter has been written in response to India’s August 6 claim that situation in Jammu and Kashmir has returned to normalcy.

The chairman of the US House Committee on Foreign Affairs, Eliot Engel, and the Ranking Member of the panel, Michael T McCaul, wrote to External Affairs Minister S Jaishankar, a year after Indian Prime Minister Narendra Modi’s government in New Delhi stripped Kashmir of its special status and re-organized the state into two Union Territories.

Democratic Representative Eliot Engel and Republican Representative Michael T McCaul stated in the letter, “We observe with concern that circumstances in Jammu and Kashmir haven’t normalised one year after India’s repeal of Article 370 and the institution of Jammu and Kashmir as a Union Territory.”

The concern shown by US representatives is uncommon occasion of bipartisan criticism of the adjustments in Kashmir. Earlier, democrats condemned India’s actions at various public gatherings while republicans remained silent over the issue declaring it an “inside matter” of India.

Her own country, Somalia, is in worst shape you can imagine and yet she has done nothing for them other than move her lips. For all the hullaboo she has raised in the US, she has been offered a safe transit back to her country to work for the betterment of her own people, yet she is still in the US, wonder why?

I am referring to her comments on BLM and other issues where the American's have pointed her back to her roots, her own country asking if she would go back and work for their betterment and improve the lives of Somalians with all the nonsense that she spews out in Amreeka.

There are some white people in America who have the same view points as her, yet no one ask them to go back to Europe.

Can British Asians, who are citizens of the UK, not criticize certain policies in the UK without asked to go back to their own country?

Or are only white people allowed to complain, and non white citizens should be grateful that they are living there and stay quiet.
 
US report explores options for Pakistan-India talks

WASHINGTON: The Indian government’s insistence on Kashmir being a purely domestic issue is “a fiction maintained only by a large security presence”, says a report released by the US Institute of Peace.

The report by the Washington-based think tank, which is funded by the US Congress, argues that New Delhi’s claim will “be sorely tested by the disaffection that has intensified” among Kashmiris since Aug 5 last year when India illegally annexed the disputed territory.

“New Delhi will increasingly find it hard to manage its narrative about constitutional and political changes ushering in peace to Kashmir. Most indicators of violence in Kashmir have been on the rise since the August 2019 decision,” the report adds.

Arguing that “this untenable situation” will motivate all sides to come to the negotiating table, the report suggests a fresh look at a solution arrived at in 2004-07 by back-channel interlocutors appointed by president Pervez Musharraf and Indian prime minister Manmohan Singh.

The report claims that the four-point formula proposed by president Musharraf and fine-tuned during the subsequent back-channel negotiations, is the best available solution to the Kashmir conflict.

The report then reviews all four points to see if those are still applicable. Self-gove*r*nance was the first point in this formula, which required both regional and territorial integrity, as was agreed in the Musharraf-Manmohan deal, and special status.

The report acknowledges that India’s Aug 5 decision has undone this option.

But the report claims that demilitarisation of Kashmir, the second main point of the 2004-07 deal, is still possible if both India and Pakistan agree to do so. This would require India to persuade Kashmiris not to take up arms against the Indian state and Pakistan “to curb militant activities along the Line of Control (LoC)”.

The report suggests starting with pilot programmes in some territorial pockets. If those prove successful, demilitarisation could be extended to other parts of Kashmir.

But the report warns that even if Pakistan were “to control militancy on its side, Kashmir might still suffer from attacks launched by indigenous militants”. And widespread disaffection in Kashmir “could play the role of a spoiler for long enough to wreck plans for demilitarisation”, the report adds.

The report also notes that before Aug 5, 2019, some steps were already taken to implement the third element of this formula — allowing the free movement of people and trade between India, Pakistan, and the two Kashmirs.

In February 2005, the two sides formally announced that a bus service would run between Srinagar and Muzaffarabad; the service began in April that year.

A second service, from Poonch to Rawalakot, started just over a year later, in June 2006. This dialogue process eventually led to the beginning, in October 2008, of trade across the LoC; duty-free barter trade for 21 items produced on either side of the divide was allowed.

The report notes that in August 2019 India announced the illegal annexation and now “any future talks based on that formula will be harder to begin”.

The fourth element of the Kashmir formula is the creation of mechanisms to oversee certain less sensitive sectors, such as the environment, on both sides of the LoC.

“Like progress toward the goal of making borders irrelevant, movement toward this objective is also possible if there is political will on both sides,” the report argues.

As the first step, the report suggests setting up working groups between India, Pakistan, and the two Kashmirs to manage common interests and tackle common issues such as trade, tourism, and river waters.

“The third and fourth points of the formula are interrelated; progress toward one would facilitate progress toward the other,” the report adds.

Although the four-point Kashmir formula is far from an ideal basis for resolving the Kashmir conflict, the report argues, “it is, nonetheless, the best available basis” for future talks.
