Sindh Chief Minister Murad Ali Shah on Monday said that the reason a lockdown has not been effective in curbing the spread of the coronavirus is due to "mixed signals" from the federal government.

Speaking at a press conference in Karachi, the chief minister lamented the fact that despite his repeated warnings, there has been a lot of back and forth from the Centre on how to effectively tackle the coronavirus outbreak in the country.

"The Covid-19 pandemic is not a provincial or a personal matter — I want to say this very clearly. We cannot make decisions in isolation because their consequences affect everybody."

Shah held the presser hours ahead of the National Coordination Committee (NCC) meeting, to be chaired by Prime Minister Imran Khan, to take policy decisions for containment measures post-April 14.

During today's press conference, Shah maintained that the only way to effectively deal with the pandemic was to learn from the experiences of other countries around the world.

"That's what we did in Sindh, and we have been blamed for enforcing a lockdown without giving it much prior thought. There is no correct way to tackle the pandemic. But, the only way to do so is by taking action," he said.

Shah was addressing rifts between the federal and Sindh governments which came to the fore on Sunday after Federal Minister Faisal Vawda had accused the PPP government of being “inefficient” and failing to contain the spread of the virus.

“Because of the Sindh government’s incompetence, the number of cases is rising,” Vawda had said.

Shortly after, Sindh Information Minister Nasir Shah and Education Minister Saeed Ghani had held a press conference in which they had defended measures taken by the provincial government and called out the federal government for "lack of cooperation".

"We will make mistakes [in the fight against the pandemic] but the biggest mistake is to not take any action at all," Murad said in today's press conference.

The chief minister added that he had tried to sound an alarm about the situation potentially worsening exponentially early on during the very first NCC meeting.

"I had said that we needed to go towards a planned lockdown. It is possible that my advice would have been impractical at the time, but in hindsight, if we had done so, we would not have been in this situation right now."

He added that he was thankful to the rest of the provinces that followed in Sindh's footsteps, and enforced a lockdown.

'Need to focus on saving lives'
Shah went on to criticise the federal government's cash disbursement programme.

The Sindh government had also thought about an effective way to distribute ration, but we had realised that delivering it to people's houses was the only way, he said. "The problem we had encountered was that we required data from institutions such as Nadra to roll out this initiative."

By this time the federal government had introduced their programme, and we supported it wholeheartedly, he said. But we told them that the manner of distributing the cash was not appropriate, he stated.

"We enforced a lockdown to stop people from gathering in an effort to avoid transmission of the disease. But, people gathered in large crowds to receive the cash handout."

"I am tired of repeating this. The pandemic has affected economies around the world, but nothing is more important than people's lives," he said.

"You can revive a lifeless economy but you cannot bring back the dead," he said. The chief minister added that if the coronavirus were to spread to rural areas, there will be no way to stem the spread.

'Federal govt has given too little'

Shah went on to say that the details of all contributions made to the provincial coronavirus emergency fund were available on the financial department's website.

"Our MPAs contributed their salaries towards this fund, and I am thankful to them for doing so," he said. All of the money spent has been put towards the field hospital at Expo Centre, he added.

However, we are unable to procure items, Shah said. "We have asked for help from the federal government in this regard. The federal government is in a better position to bring in ventilators and personal protective equipment."

"We are grateful for what they have done so far, but they have done very little," he said. Provincial governments can only do so much, all points lead back to the Centre, he said.

"If a provincial government can arrange 10,000 testing kits from day one, and an additional 50,000 after that, then we expect more from the federal government," he added.

Shah added that the provincial government was carrying out targeted testing for coronavirus which has allowed them to effectively manage the outbreak.

"During a meeting two days ago, the World Health Organisation said that Sindh is the only province that is carrying out testing according to the guidelines issued by them," he said.

He added that at least 90 per cent of the Covid-19 tests in the province were conducted free-of-charge.

The chief minister also took the opportunity to tell Prime Minister Imran Khan to form a comprehensive national policy with regards to the outbreak.

"We need a national narrative, or a national action plan regarding this," he said. "We became one on the fight against terrorism after the APS attack. Are we still waiting for the same," he asked.

"We want PM Imran to lead. Do not allow for the lockdown to be compromised in any scenario. Do not say that provinces are free to decide, that will be more painful," he concluded.

So under the 18th Amendment the Sindh govt has the provincial health budget and resources at its disposal. Can Murad tell why no rations were provided by the Sindh govt( I am only repeating what Shehla Raza said), why out of date food rations were given, why charities providing rations were attacked by PPP workers, why people have to be lied to about the 12000 Rps the federal govt has given and AZ and BB pictures were shown on it. He wanted the lockdown to push IK into a corner, and instead he has not planned properly and cornered himself. Badniyaat crook

Pakistan ‘sleep walking’ into virus disaster, says Bilawal

Pakistan risks “sleepwalking” into a coronavirus catastrophe where death tolls reach levels seen in the West and perilously under-resourced hospitals are pushed to the brink, PPP Chairperson Bilawal Bhutto-Zardari told AFP on Monday.

According to Bilawal, the country's response to the pandemic so far had been characterised by federal foot-dragging over a comprehensive lockdown and an unwillingness to divert cash to the buckling health care system.

“There is definitely a false sense of security that we've seen from the start of this crisis,” Bilawal said in a video call from his office in Karachi.

“We have seen a desire to ignore science and facts and the examples of what has been happening around us internationally, which has hampered us taking the timely and necessary action.”

Pakistan so far has recorded 95 deaths from a total of 5,478 cases, but experts worry the impoverished country of 220 million people — many of whom live in cramped, multi-generational households — is only at the start of the coronavirus curve.

Prime Minister Imran Khan has faced particular criticism after saying Pakistan could not afford a country-wide lockdown, citing the economic damage that would be unleashed.

A de facto lockdown is now in place across the country after provinces acted independently to shutter schools and companies, but officials are under pressure to loosen restrictions as the economy suffers.

Pakistan's first Covid-19 cases were reported in Sindh, where officials had ordered a lockdown last month.

Bilawal noted that provincial health advisers, academics and experts had recommended tougher measures across Pakistan.

“We can bring the economy back to life, but we cannot bring people back to life,” he said. Earlier today, Sindh Chief Minister Murad Ali Shah had made similar remarks in a press conference in which he complained of "mixed signals" from the Centre over the coronavirus situation.

In his talk with AFP, Bilawal said: “If we just hope for the best and don't prepare for the worst [...] then Pakistan is sleepwalking into a disastrous situation and I genuinely fear for the consequences.”

The PPP lawmaker said the situation in Pakistan could be worse than the United States or western Europe due to a shortage of protective gear for medical staff, a lack of critical care beds and other problems with the underfunded health care system.

ISLAMABAD: Special Assistant to Prime Minister on Broadcasting and Information Dr Firdous Ashiq Awan on Monday criticised Sindh Chief Minister Murad Ali Shah, ratcheting up tensions between the centre and the province a day after PTI ministers held a 'fault-finding' press conference.

Addressing the media after the National Coordination Committee's (NCC) meeting earlier today, Dr Awan said CM Shah should talk to Prime Minister Imran Khan instead of speaking to "the media screens".

"The chief minister should stop lapping up everything good and rejecting the negatives and any critique coming his way," she said, adding that if he had any advice, he should have offered it during the NCC meeting.

The special assistant noted that the CM had expressed his reservations before the meeting even started. "He is running his own show and refuses to cooperate.

"The chief minister continuously makes media appearances to level allegations at the federal government. If Sindh government requires anything, it should inform the federal government," she added.

"The chief minister of Sindh should talk to PM Imran Khan instead of media screens," she stated.

Dr Awan said PM Imran Khan was fighting on two fronts at the moment: the first one to defeat coronavirus and the second against unemployment resulting from the lockdown to contain the spread of the coronavirus, which has so far infected close to 5,500 people across Pakistan, with Punjab leading at almost 2,700 cases.

CM Shah, she said, had asked the premier for time to reopen some industries and the latter had agreed. PM Imran said the provincial governments should work on possible standard operating procedures (SOPs), she added.

Those receiving money under the Emergency Cash Programme should be made to stay in quarantine for 14 days in order to contain the spread of the novel coronavirus, Sindh Chief Minister Murad Ali Shah suggested to the federal government during a National Coordination Committee meeting.

GB, AJk is non PTI. Balochistan is non PTI but ally. Issue is under 18th amendment, provinces can aquire the resources. PPP goes non stop that they're the ones who brought 18th amendment. They are mum about using it, why? They have the authority, Maybe the real reason is that the money they have/had is already used in increasing Bilawal's offshort bank accounts.
 
ISLAMABAD: The government's chief spokesperson Firdous Ashiq Awan on Wednesday said that the political leadership in Sindh is "engaging in divisive politics" at a time the country is battling the coronavirus outbreak.

The premier's aide on information said that the Sindh government representatives are "dividing the nation".

“The National Coordination Committee made decisions to ensure everyone is on the same page,” said Awan, adding that except for Sindh every province followed the decisions.

“The Sindh chief minister is creating fear instead of giving hope,” she said.

She said the Sindh government, "in the exercise of its autonomy, must not forget its responsibilities".

"It must think of the poor people who have been forced to go hungry."

“What did you achieve from the lockdown? There were more deaths,” she said, adding that the province had recorded more cases in proportion to its population.

Dr Awan said that there is a lapse on policy implementation in Sindh, adding that the provincial government should "witness firsthand the realities on the ground".

Earlier in the day, CM Shah called for the provincial and federal governments to get on the same page to tackle challenges arising out of the coronavirus epidemic in the country.

“During our meeting with the federal government yesterday, we asked for a uniform policy to deal with the situation,” Shah said while addressing a press conference in Karachi.

The chief minister added that there were some issues that the provinces and the federal government did not agree on.

“Some provinces and the federal government agreed that some essential workplaces should reopen. We did not agree to open shops for barbers, plumbers, electricians etc,” he said.

“We did, however, agree that plumbers and electricians — those travelling to homes to provide services — be allowed, provided they are following the SOPs issued by the government,” he said.

“We all agreed to restart the automobile sector and domestic flights with the implementation of decided SOPs. We, however, suggested that the federal government wait for another two weeks before resuming domestic flight operations,” he said.

“We cannot understand the need to open the construction sector at the moment,” Shah said, referring to Prime Minister Imran Khan’s decision in this regard.

The federal government has slammed the Sindh government on its decision to apply even stricter measures during the continuing lockdown, apparently against the spirit of what was agreed upon at a meeting of the National Coordination Committee a day earlier.

Special Assistant to the PM on Information Dr Firdous Ashiq Awan said: “The Sindh government will soon witness the people’s reaction if it continues to confine them to their homes without any plan to provide them help in cash or kind.”
 
ISLAMABAD: Despite some differences over the level of the lockdown imposed to contain the spread of the coronavirus, the federal and Sindh governments have agreed to start conducting Covid-19 tests on bodies being brought to hospitals to ascertain the cause of death.

Meanwhile, the country’s capability to conduct Covid-19 tests is gradually increasing and on Friday the highest number of tests — 6,264 — were conducted since the first case was detected.

“Today I talked to the Sindh health minister and we both have agreed that Covid-19 tests on bodies being brought to hospitals will be conducted to ascertain whether the people had died of coronavirus or due to some other reason,” Special Assistant to the Prime Minister on National Health Services Dr Zafar Mirza said at his daily press conference on Friday.

The federal and provincial governments had reached the consensus on the matter a day after media reports claimed that over 300 bodies were brought to only one hospital of Karachi over the past 15 days while the Edhi Foundation’s mortuary had also received a similar number of bodies during the last fortnight.

Taking notice of these reports, Prime Minister Imran Khan on Thursday directed the authorities concerned to release accurate data of Covid-19 patients and reported deaths so that people could know the factual situation.

PM’s aide says country’s testing capacity is gradually increasing

Dr Mirza said it would be wrong to declare that a person had died of coronavirus without having a laboratory test of the deceased. There*fore, he added, people should avoid speculation about such cases.

He said the federal and Sindh governments had agreed on a strategy that all bodies being brought to hospitals would be tested for Covid-19 and an advisory would be issued by the federal government in this regard on Saturday.

The advisory, he said, would give a guideline to medical practitioners about how bodies would be treated and how their tests would be conducted.

Dr Mirza said the Sindh minister had told him that the provincial government had started contacting relevant people to know the cause of death of persons whose bodies were recently brought to hospitals in the province.

Dr Mirza said over 30,000 ******tani doctors and health experts were assets of the country, adding that they wanted to help the government in its fight against the deadly virus. “We are launching a platform to seek their expertise and assistance,” he said.

Testing capacity

Dr Mirza said the country’s coronavirus testing capacity was gradually increasing, adding that 6,264 tests were conducted on Friday. He said this was the highest number of tests conducted in a single day since the crisis began.

“Initially we were carrying out few tests in a day, but now our capacity has gone past 6,000 tests per day and by the end of this month we will able to conduct over 20,000 tests in a day,” he added.

Dr Mirza said 60 per cent cases in the country were locally transmitted. “However, the case fertility in the country is still quite low as 1.9pc against 6.7pc globally,” he added.

Ramazan guidelines

Dr Mirza said the government, in collaboration with all stakeholders, including ulema, was preparing guidelines for offering religious rituals and prayers during the holy month of Ramazan with precautionary measures to avoid the spread of coronavirus. “The guidelines are being prepared for fasting, prayers, Taraweeh and other congregations,” he added.

KARACHI: PTI leader Khurrum Sher Zaman on Tuesday ratcheted up tensions between the Centre and the government of Sindh, calling for the resignation of the provincial health minister, Dr Azra Fazal Pechuho.

Zaman, a leader of the ruling PTI's Karachi chapter, said Dr Pechuho went into quarantine just as the coronavirus pandemic surfaced in Pakistan on February 26. Incidents at the Jinnah Postgraduate Medical Centre (JPMC) and Dr Ruth K. M. Pfau Civil Hospital Karachi are "sources of embarrassment to the government", he added.

"We're continuously telling the government of Sindh not to spread fear among the people," he commented, adding that the province's biggest hospitals did not have facilities to treat people.

'Under the guise of 18th Amendment'

"Every patient is being categorised as a corona patient," he added but did not provide any basis for his claim.

"The government of Sindh has forgotten its responsibilities under the guise of the 18th Amendment," the PTI leader said, noting that a health emergency should be declared in Sindh and the relevant minister — Dr Pechuho — removed.

Zaman had last week said his party would continue to raise its voice against "every wrongdoing" of the Sindh government, demanding that the province allow the transporters to resume their services after their delegation met him to discuss the imposition of the virus lockdown.

Karachi 'on the verge of destruction'

He had alleged that the government of Sindh had not taken its federal counterpart on board before announcing the lockdown. "Now they are facing public criticism. Each of their strategy, including the distribution of rations, has miserably failed.

He had further claimed that the Sindh police was exploiting the situation, extorting money and looting trucks by saying that they did not obey the federal directives but only followed the Sindh government’s orders.

The PTI leader said that the provincial government was spreading not only pessimism but also hatred through their advisers and ministers. “The Sindh government has now started arresting some traders and we condemn that act in strong words," he said.

Sindh govt, ministers 'nowhere to be seen'

Zaman had also said the provincial government did not devise and or send any document containing standard operating procedures (SOPs) to the federal government.

Earlier this month, the PTI leader had labelled Sindh Chief Minister Murad Ali Shah's planning of the lockdown as poor. The provincial government and its ministers "are nowhere to be seen", he had claimed.

"Hospitals neither have kits to test coronavirus nor have doctors been given PPEs [personal protective equipment] and hospital staff is utterly unsafe,” he had added.

Zaman had asked the government of Sindh to stop inflicting "cruelty" on its people, asking Shah to formulate a strategy on coronavirus that the PTI would fully support.

Will not give cash to Sindh: Shahbaz Gill responds to Bilawal's criticism

PTI leader Shahbaz Gill responded to PPP Chairman Bilawal Bhutto's comments about the Centre's failure to provide Sindh with funds to help tackle the coronavirus outbreak.

Speaking to ARY News, he said: "He kept saying to give them cash, but we will not do that because we don't know where that money goes."

He also responded to Bilawal's allegations about the federal government's failure to provide personal protective equipment for doctors. "If you take PPEs from us and claim that we did nothing, then we will inform the people."

The Food and Agriculture Organisation has warned that the intensity of the locusts' attack will be more severe than it was in the same month last year, the letter said, adding that the federal government should show seriousness over the matter.

Earlier, PPP chairperson Bilawal Bhutto had also expressed disappointment over the federal government's response on the same issue in a hard-hitting press conference.

“Locusts have reached the fields and we had asked the federal government to help us tackle them. But the Centre is not ready to help us with the coronavirus crisis and neither with the locusts,” he said.

Sindh Information Minister Syed Nasir Hussain Shah on Saturday said the federal government was responsible for the spread of the novel coronavirus in the country, criticising Prime Minister Imran Khan for his doublespeak on imposing a lockdown in the country.

Addressing a press conference in Karachi alongside Sindh Education Minister Saeed Ghani and other senior officials in the provincial government, Shah said:

"On the one hand the prime minister talked about the elites enforcing lockdowns. And then after a few hours, he praised his government's decision to enforce a timely lockdown and spoke about the benefits of enforcing a strict lockdown. These are [his] double standards."

The provincial minister also took PTI's members in Sindh to task over their reactions to PPP chairperson Bilawal Bhutto-Zardari's press conference from yesterday.

"When PPP leaders critique the performance of the federal government, they [PTI's Sindh members] start distracting people by talking about irrelevant things.

"Chairman Bilawal spoke about all the provinces, not just Sindh. He only said that the federal government should support provinces. What's wrong with that?" Shah inquired.

Referring to the federal government's response to the coronavirus pandemic as "non-serious", Shah pointed out that lockdowns across the country were being followed until people started getting mixed messages from the Centre.

"Experts all around the world have concluded that enforcing effective lockdown is the only way to fight a lethal pandemic," Shah said, as he urged the federal government to cooperate with Sindh.

Refuting the federal government's claim that they provided ventilators to the Sindh government, Shah claimed the provincial government had not received a single ventilator from the federal government and that 90 per cent of Sindh's testing kits had been imported, claiming that the kits provided by the Centre were faulty.

"Murad Ali Shah or Saeed Ghani didn't conclude on their own about the faultiness of these testing kits," Shah remarked, adding that experts had advised against their use because of incorrect results.

But he did acknowledge that about "16,000 masks and 90,486 personal protective equipment" were delivered to the Sindh government from the Centre.

Meanwhile, Sindh Education Minister Saeed Ghani, said the federal government was "not working to further national unity" amid an unprecedented crisis.

"When the opposition was trying to work towards national unity, they started talking about national unity. Even if they wanted to talk about 18th Amendment, they could have waited until this pandemic was over.

"They do not realise that this crisis is a matter of life and death. They [the federal government] should be ashamed of talking about the 18th Amendment," Ghani said, adding that the prime minister himself did not have a clue about what was held inside the Constitution.

"The prime minister went to Punjab, KP and Balochistan but he did not come here. Maybe someone told him that if he came to Karachi, he will lose his job," Ghani said.

He rubbished the idea that doctors who did a press conference in Karachi were affiliated in any way with the PPP.

"These doctors appealed to the ulema, the government and the people for action. Doctors everywhere are saying the same things. Don't listen to us but listen to the doctors. If doctors stop working out of fear, what will you do?" Ghani concluded.

KARACHI: The Pakistan Tehreek-e-Insaf (PTI) has called for Sindh Chief Minister Syed Murad Ali Shah to step down over his government’s alleged failures in dealing with the COVID-19 health emergency, The News reported on Friday.

The party made the demand while talking to the media on Thursday after the opposition in the provincial assembly filed a requisition for convening a special session of the House to discuss the novel coronavirus situation.

According to the report, around 50 lawmakers of the PTI, the Muttahida Quami Movement-Pakistan and the Grand Democratic Alliance signed the application that was submitted to the PA secretariat.

The most important feature of the opposition’s application was that it contained a proposed set of standard operating procedures (SOPs) to be followed for the special session of the House.

They said the SOPs would ensure social distancing among the legislators and the staff members of the PA secretariat as well as the required hygienic conditions inside the assembly hall during the session.

‘Unreliable govt’
Talking to the media on the occasion, PTI-backed PA opposition leader Firdous Shamim Naqvi said the opposition had submitted the SOPs for the requisitioned session of the assembly because it could not rely on the provincial government to do so.

Naqvi said the government had been taking too much time to devise the SOPs for businesses and markets to enable the revival of economic activities after the preventive lockdown.

He said the opposition had decided to requisition the session of the PA to let the opinion of the chosen representatives of the public become part of the government’s decision-making process aimed at dealing with the health emergency.

He also said that almost two years had passed since the present House had come into existence, but the PA’s standing committees were yet to be properly constituted with the due representation of the opposition lawmakers.

The PTI leader said the situation had become so bad that a meeting of the PA’s standing committee on health could not be convened for the opposition legislators to question the performance of the government in tackling the COVID-19 crisis.

He said the PA was the most appropriate elected forum in Sindh to discuss the policies being formulated and the decisions being made by the provincial government to deal with the health challenge.

He also said the PA speaker had been requested to make the decision to convene the special session immediately, and not to wait for 14 days that were constitutionally available to him.

‘CM must resign’
Also addressing the media on the occasion, PTI lawmaker Khurrum Sher Zaman demanded that the Sindh CM immediately step down over his failure to tackle the coronavirus emergency in the province.

Zaman said that the recent tragic death of Dr Furqan-ul-Haq in Karachi proved that the provincial government had failed to take sufficient measures to develop the public health care system to enable it to deal with the COVID-19 crisis.

PTI’s parliamentary party leader in PA, Haleem Adil Shaikh, said the Sindh government had been constantly subjecting the masses to harassment, fear and serious hardships because of its ill-advised actions during the preventive lockdown. He said the government had completely failed to provide relief to the needy during the lockdown.

The SOPs
According to the SOPs recommended by the opposition for the special PA session, the seating arrangements in the House should ensure a minimum distance of six feet between any two legislators.

They said that all those entering the assembly premises during the session should be screened for temperature, and that every lawmaker should be provided with a mask and a pair of gloves, but all of them should carry their own hand sanitisers.

They also said that the PA’s agenda should be communicated to the legislators through digital means instead of papers, and that no security guard or extra people should be allowed inside with the lawmakers, except those who have permanent assembly entry passes.

Five CM House staffers including Murad Ali Shah's assistant test positive for COVID-19

KARACHI: Five staffers of the Chief Minister House Sindh — including Murad Ali Shah's assistant — have tested positive for COVID-19.

The CM House staff had been tested for coronavirus after Chief Minister Murad Ali Shah's special assistant Rashid Rabbani contracted the infection.

A clerk, a driver, and a technician employed at the CM House are among those who have been diagnosed with the disease. Sources told Geo News that the employees who tested positive for COVID-19 have been isolated.

The news broke a few hours after Chief Minister Sindh Syed Murad Ali Shah said in a video message that more than 1,000 coronavirus cases had been reported across the province over the past 24 hours.

CM Shah said 5,498 tests were conducted out of which the results of 20% or more patients than 1,000 came back positive.

He said that the tally of confirmed cases across the province stood at 10,771 and four deaths were recorded.

The chief minister further said that the number of deceased due to the coronavirus have reached 180 so far.

He said that 246 positive cases were reported from Khairpur’s Pir Jo Goth, following which strict lockdown measures have been ordered in the area.

Sindh Information Minister Nasir Hussain Shah has said that the province has "not received much support" from the National Disaster Management Authority (NDMA).

Talking to the media in Karachi, Shah acknowledged that NDMA has provided masks and personal protective equipment to the province but claimed that "no laboratory has been set up nor a single ventilator received".

He added that the provincial government would follow Prime Minister Imran Khan's decisions but added that "confusion was being created".
 
Chief Minister Sindh Murad Ali Shah said on Saturday that 13 more patients of the coronavirus lost their lives in a single day, after which the provincial death toll reached 268.

The CM Sindh said that in the past 24 hours, 4,467 tests were conducted and 674 were reported positive.

He said that currently there are 11,518 patients under-treatment in the province, with 832 being treated at isolation centres.

In Karachi, the CM Sindh said there are 553 patients at hospitals.

Shah said that at the moment there are 32 patients on ventilators, while 119 are in a critical condition across the province.

Providing a breakdown, he said that Karachi has 490 new cases, with 123 in East district, 113 in South, 66 in Central.

Korangi district has 59 cases, while Malir and West have 72 and 57 new infections, respectively, he informed.

Shah said that in Sindh, Hyderabad has 55 cases while Sukkur reported 11 new infections.

Khairpur and Qamber Shahdadkot reported six new cases each, said the CM Sindh, adding that Sanghar also has three cases as of today.

In the past 24 hours, 198 patients were discharged after making a recovery from the virus, said the minister.

The total number of recovered patients across the province is 3,804, he added.

People from ages 11 to 90 fell victim to coronavirus: Health dept

Sindh Health Department said that people ranging from ages 11 to 90 years have died from the coronavirus.

The department said that three people died from age 11 to 20 from the virus, while four 30-year-olds also succumbed to it.

Sindh Health Department said that people from the age group of 31 to 40 were also affected as eight people passed away.

From ages 41 to 50, 21 people passed away while 48 people succumbed to the virus from the age range of 51 to 60.

The department said that from the age group of 61 to 70 years, 70 people fell victim to the virus.

Faraz accuses opposition of playing politics over Covid-19

ISLAMABAD: Federal Information Minister Senator Shibli Faraz said on Saturday that the losses faced by Pakistan because of the coronavirus pandemic were far lower than earlier estimates, mainly due to “effective and efficient planning” by the government.

He slammed the opposition for what he called playing politics over a serious threat to the whole world.

Mr Faraz, along with Communications Minister Murad Saeed, was speaking at a media briefing.

He said the government had distributed Rs120 billion among 150,000 families of the most vulnerable sections of society through the Ehsaas programme and took initiatives that allowed poor people to continue earning their livelihood.

“Behind all these initiatives was the visionary leadership of Prime Minister Imran Khan.”

The information minister highlighted the government’s efforts to fight coronavirus, including establishment of the National Coordination and Operation Centre (NCOC), which includes all relevant authorities to make consensus decisions on coronavirus-related matters.

“We have always kept the nation aware of all facts and figures so that the nation remains onboard in these testing times,” he added.

Mr Faraz accused the opposition of creating confusion about the government’s efforts for dealing with the Covid-19 outbreak.

He criticised Sindh Chief Minister Murad Ali Shah and accused him of making false and incorrect statements regarding decisions made in NCOC meetings, adding that Pakistan Peoples Party (PPP) chairman Bilawal Bhutto-Zardari had also given similar statements on Thursday.

Murad Saeed criticised Mr Bhutto-Zardari over his recent press conference, saying that he had nothing new to say. The PPP chief had raised the same issues that had been cleared by the government several times, he added.

The communications minister criticised both the PPP and the Pakistan Muslim League-Nawaz (PML-N) for not investing in the health sector when they were in power.

He said leaders of the PPP and PML-N went abroad when they needed medical treatment. “Why your father has no trust in any of the public sector hospitals in Sindh and is admitted in a private hospital,” Mr Saeed asked Mr Bhutto-Zardari.

KARACHI: Pakistan Peoples Party (PPP) chairman Bilawal Bhutto-Zardari on Saturday said the prime minister and his government had ‘sabotaged’ Sindh government efforts made to contain the coronavirus and undermined the lockdown policy through a ‘consistent campaign of misinformation’ only to save businesses, leaving the country to suffer massive losses on both fronts — health and economy.

The federal government, which continued to deny the importance of lockdown despite repeated demands of doctors all in the name of saving the livelihoods of poor people, had hastened to throw thousands of Pakistan Steel Mills employees out of job amid the pandemic, said Mr Bhutto-Zardari while addressing a press conference at the Sindh Assembly’s auditorium hall along with Chief Minister Syed Murad Ali Shah and other members of his cabinet.

Terming the massive retrenchment amid pandemic “against human values”, the PPP chairman said the Sindh government with the consent of the provincial governor had done legislation to secure people’s employment at least during the Covid-19 crisis. He vowed to challenge the decision at every forum.

The federal government could not abdicate itself from its responsibilities by blaming Sindh for all its failures, right from the handling of coronavirus to the locust attacks that could trigger food crisis, he said. It was unfortunate that a barrage of accusations was levelled against the pilot for the PIA plane crash, which claimed nearly a hundred lives, he regretted. “It’s so unfortunate it has become our sick national pastime that we always blame the victims whenever we meet any tragedy or accident,” he said.

“I feel sorry how that the character assassination was made of that courageous and professional pilot. As the federal government decides to leave people alone in the coronavirus pandemic, it came up with the same strategy for the victims of PIA crash and their families. We as a nation and also the backers of this government now must think about that how long we can tolerate this incapable government.”

He said: “We believe that the lockdown could have been used more effectively and it did work initially but under a conspiracy it was undermined through consistent campaign of misinformation.”

Referring to the models of New Zealand, Vietnam and Indonesia, where the same strategy against the pandemic delivered the desired results, he said: “I specially mention Vietnam because it’s the country which has no larger resources. It’s not a superpower. They came out of the crisis through immediate action and unity. These countries are now opening their businesses and reviving economy. But we have lost that opportunity. Now we would be facing both crisis – economy and the pandemic.”

Mr Bhutto-Zardari also warned of the risks ahead and shared his strategy in the PPP-governed Sindh. “What we can do now is to save maximum number of lives,” he said. “We should have policy like a ******* as the lockdown is one of the effective tools. We believe that it can still be used. Local and larger lockdowns are still the options. Now the key policy of the Sindh government is to enhance the testing capacity. We are already building capacity of our healthcare system without any help from the Centre on a war-footing basis.

“The federal government is trying to fool people while confusing them in a number game that such and such number of ventilators and ICUs are available. We know that every provincial capital has the capacity to some extent but that figures don’t reflect the state of whole province. That point can’t be obscured by the Centre,” he said.

Mr Bhutto-Zardari said then raised question about the recently-constituted NFC and warned that such move would not only affect the country’s national unity and social fabric but also send a “wrong message at a wrong time” internationally when Pakistan was facing many regional challenges.

The PPP chairman said Prime Minister Imran Khan was “an indecisive man” who always failed to rise to the occasion whether it was making strategy about coronavirus pandemic or a matter of devising policy on the Indian-occupied Kashmir.

“When the NFC was formed the Sindh government sent a letter to Islamabad raising its objection and requesting to address the issue. But you can well assess the seriousness that our May 14 letter has not been responded yet. We have serious reservations that why you have made Gilgit-Baltistan and Azad Kashmir part of this Commission? They are federal territories and that why we give so much fiscal space to the Centre so it can bear the financial responsibility of these areas.

“And what message you are sending internationally when we are under serious regional challenge? Are you telling the world that Azad Kashmir is our province? Does it not make rumours true that we have already made deals over [Indian-occupied] Kashmir? We need serious and wise on these very sensitive issues. Similarly, if you want Gilgit-Baltistan to be a part of this Commission then declare it as a province through defined rules and legislation.”

I can remember that you were desperate for the PK chinese students to come back as the Noora media told you so, and it turned out that IK was right. IK has done a good job,but there is no magic wand, there isnt the resources in PK to do anything. I know you are desperate for the crisis like your PPP badniyaati friends that apparently spent 8bn but couldnt provide a single receipt but Allah knows best.

ISLAMABAD: In a staunch reply to Sindh Chief Minister Murad Ali Shah's complaints that the Centre has not allotted enough funds for the development of the province, Minister for Planning, Development and Special Initiatives Asad Umar on Sunday said that the federal government was spending money for the welfare of the people of Sindh — not its government.

"I think Sindh Chief Minister Syed Murad Ali Shah is not only confused but unable to distinguish between the people of Sindh and his government," he said while talking to a private news channel. He said that the funds that had gone from the Centre to Sindh in the past had "resulted in palaces being constructed, diamond necklaces being discovered in Switzerland and towers being constructed in Dubai, and assets being accumulated in France".

"Chief minister, sir, you may be the government of Sindh but you are not the people of Sindh. And we will spend on the people of Sindh, not on the government of Sindh," Umar said.

"The people of Sindh know of what I speak, whether it is citizens living in the urban areas or in villages. The rest of Pakistan, on the other hand, may not even know how poorly developed Sindh is," the minister added.

Umar reminded everyone that Prime Minister Imran Khan had announced, after coming to power, two "historic development packages” which covered urban areas as well as rural areas of Sindh.

He said the federal government was spending funds through the National Disaster Management Authority for cleansing and dredging the Nullahs of Karachi Metropolitan city. He claimed that the Pakistan Peoples Party (PPP) had not constructed a single motorway in the province for better networking and connectivity during its tenures.

Sindh Chief Minister Murad Ali Shah on Tuesday hit back at the government over alleged bias in allocating funds for development projects, adding that the provincial government would "no longer tolerate it".

Addressing a press conference, Shah said: "Don't make an East India Company here. We will not tolerate it, we will resist. Don't treat Sindh in this way and don't create two Pakistans.

"The federal government is spending money on the provinces. Fine, but at least consult with us and look at the priorities. We are the representatives.," he said, adding that it was obvious other priorities were being looked at when making allocations for the Public Sector Development Programme (PSDP).

It is not a good thing that you are going to union councils to make roads and drains under the prime minister's programme, he said.

Shah also said that schemes were allocated in the PDSP without informing the province due to "pressure". "During one of the meetings, a gentlemen said that their hands were tied due to pressure from MNAs and MPAs. I stayed quiet, but this is contempt of court," he said, stating that the Supreme Court had said funds could not be given to MNAs and MPAs.

Union Council schemes for Gujrat and Bahawalpur were included in the prime ministers' programme, he said, adding that this was being done as the government was facing "problems" with the voter bank in these areas.

"Many of the PDSP schemes are for south Punjab because they are facing issues there." He stated that development funds should be given to the provinces so that they can address the needs of the people.

"They say they will give funds to the people of Sindh, not the government. Why is this only applicable to Sindh? They used to say Pakistan is one not two. Is this one Pakistan?"

The chief minister made it clear that his grievances were with the federal government and not with the other provinces.

"I am elated when I hear about development in Punjab, Balochistan and Khyber Pakhtunkhwa. this is only for comparison, to show the discrimination against us. Spend four times as much money [in other provinces]. but if you do that then give us more too."

He claimed that allocations for development projects were being done "directly from Islamabad" to address "drains in union councils".

Letter to PM Imran
Last week, Shah had urged Prime Minister Imran Khan to reconsider the proposed PDSP, terming it lopsided as it was ‘detrimental’ to the interests of people living in the province.

In a strongly worded letter to the prime minister, he said ever since the current federal government came to power, it was treating Sindh with an abject bias. "Grave injustice is being meted out to the people of Sindh ever since the current federal government came into power in August 2018," he wrote in the letter.

Giving the four-year break-up of the number of schemes and their allocation for provincially executed projects for Sindh in the PSDP, he said only six schemes with a total allocation of Rs5,069.14 million were proposed in 2021, while the number of schemes in 2017-18 was 27 with a total allocation of Rs23,387.21m.

He said there were 10 schemes with allocation of Rs8,302m in 2020-21, 13 schemes of Rs8.508.85m in 2019-20 and 22 schemes with allocation of 14,266.72m in 2018-19.

A day later, federal Minister for Planning, Development and Special Initiatives Asad Umar hit back at Shah over his letter and affirmed the federal government’s commitment to development projects in Sindh.

Umar said if the allocations set aside for federal projects in Sindh in the last three years of the previous government were compared to the incumbent government's three years, then there was an increase of more than 32 per cent.

He hit out at CM Murad and alleged he was "confused" and couldn't differentiate between the people of the province and the provincial government. "Chief minister sahab you are definitely [a part of] Sindh's government but you are not Sindh's masses and we have to spend money on Sindh's people, not the government," Umar said.

Umar claimed that previously, funds sent to the provincial government had instead been diverted to other purposes such as accumulating properties and assets instead of being spent on Sindh and the people of the province were aware about this.

He added that Prime Minister Imran Khan had within one year announced two historic development packages for Sindh which covered rural and urban areas with a total of 18 districts being covered under the two packages.
