PTI decides to reorganise party in Punjab​


Pakistan Tehreek-e-Insaf (PTI) on Sunday declared its intention to reorganise its presence in Punjab, the largest province and a key stronghold of the party.

Hammad Azhar, PTI Central Punjab General Secretary and Acting Punjab President, announced the decision to restructure the party's operations across the province.

He highlighted the need for permanent office-bearers in all districts of Punjab, following the departure of former office-bearers elected to the assemblies.

Last week, Azhar resigned from his roles as the PTI Central Punjab General Secretary and acting Central Punjab President, citing legal challenges that impeded his duties.

In a written communication to PTI Chairman Barrister Gohar Ali Khan and Secretary General Omar Ayub Khan, Azhar outlined the pressures he faced, including involvement in multiple legal cases and a ban from electronic media by the Pakistan Electronic Media Regulatory Authority (PEMRA).

He described raids on his home, harassment of his family, and the necessity of relocating them abroad for safety. Despite these adversities, Azhar continued his work for the party from an undisclosed location since May 2023.

Azhar stated that, after careful consideration, he decided to step down from his roles, expressing concern for the party's well-being and his commitment to its interests. He pledged to remain a loyal and ideological worker for PTI.

However, PTI declined to accept Azhar's resignation, urging him to persist in his duties. Gohar revealed that he had discussed the matter with party founder Imran Khan, who instructed them not to accept Azhar's resignation. He lauded Azhar's dedication and bravery amid PTI's challenges.

Azhar expressed gratitude for Imran Khan's trust and acknowledged the weight of responsibility placed on him during this turbulent period. He vowed to uphold Imran's trust and continue serving the party diligently.

The Islamabad district administration on Sunday finally refused to grant Pakistan Tehreek-e-Insaaf (PTI) permission to hold a public rally against alleged rigging during the February 8 general elections, post-poll result manipulations, and “deviation from the Constitution” in Islamabad on March 30, citing security reasons.

The development came before the expiry of a two-day deadline set by the Islamabad High Court (IHC) for the district administration to make a decision on the Imran Khan-founded party’s plea seeking permission to hold a public gathering in Islamabad in end-March.

The former ruling party had moved the court alleging that the capital city administering was unresponsive to their request and sought its order in this regard.

In a statement, PTI regional president Aamir Masood Mughal confirmed the report and announced that his party would again approach the IHC.

“If you can’t provide security even in the capital, then you have no right to stay in the government,” he added.

Murad Saeed, Azam Swati allowed to contest Senate elections

An appellate tribunal of the Peshawar Court (LHC) allowed Pakistan Tehreek-e-Insaf’s (PTI) Murad Saeed, Khurram Zeeshan, and Azam Swati to contest the Senate elections, ARY News reported.

According to the details, the PTI leaders approached the Appellate Tribunal against the rejection of their nomination papers by the Election Commission of Pakistan (ECP).

The returning officer rejected the nomination papers of Azam Swati, Murad Saeed, and Khurram Zeeshan for various reasons.

The tribunal pronounced a verdict that was reserved earlier after the conclusion of the arguments from both sides.

The tribunal comprising Justice Shakeel Ahmed allowed Murad Saeed and Khurram Zeeshan to contest the Senate elections on general seats while Azam Swati has been cleared to run for technocrat seat.

PTI moves to lodge FIR against PML-N's Sanaullah for 'threatening to kill Imran Khan'​

KARACHI: The PTI Karachi chapter leadership approached the Sir Syed Town Police Station to register a first information report (FIR) against ruling PML-N’s senior leader Rana Sanaullah for allegedly issuing "death threats" to former prime minister Imran Khan.

In his recent two interviews with local TV channels, the former PML-N government’s security czar reportedly termed Khan’s political existence as a “problem”.

The PTI, however, sees his remarks as a “demand” for Khan’s assassination. Amid the PTI’s allegations, Sanaullah clarified that he was talking about the “political existence” of Khan. He further said that did not issue any death threat to the life of the PTI founder.

“The matter will be resolved immediately if he [Khan] quits politics or gives up his certain political thinking under which he says ‘I will not leave anyone’ and 'everybody is dacoit and looter',” he added.

According to a spokesperson of the former ruling party, PTI Karachi chapter Vice President Tehmas Ali has submitted an application to the Sir Syed police station for lodging an FIR against Sanaullah for allegedly giving "death threats" to the PTI founder during a TV show.

On the other hand, the police official said that a local leader of the PTI accompanied by his lawyer reached the police station yesterday night to lodge an FIR against the PML-N leader.

“[The police officials] did not receive the application as the matter does not come under our jurisdiction,” the officials added.

The PTI leaders were asked to approach the relevant forum, the police officials said.

Addressing a press conference in Islamabad earlier in the day, PTI leader Raoof Hasan said that his party’s core committee decided to lodge cases against PML-N leaders Sanaullah and Marriyum Aurangzeb for hurling threats at the former prime minister.

“An attempt was made to lodge a case against Rana Sanaullah earlier today but the police did not register it.”

He further said that they would approach all the police stations to file the cases, adding that they would move the court if the cases were not registered by the police. He also complained about the slow pace of court proceedings on cases against the PTI founder.

Expressing his distrust, he urged the Islamabad High Court (IHC) chief justice to disassociate himself from cases related to the PTI founder.

PTI infighting escalates over Marwat's statements

Tensions brewed within the ranks of the PTI as members expressed dismay over what they alleged were damaging remarks made by fellow party colleague Sher Afzal Marwat.

The matter came to a head during a heated exchange at the party's core committee meeting on Monday.

Sources privy to the meeting revealed a sharp exchange of words between PTI members Sher Afzal Marwat and Niazullah Niazi. Marwat found himself at the receiving end of criticism from several core committee members, with Firdous Shamim Naqvi going as far as suggesting that Marwat seemed to need constant supervision with a "teacher" to guide him at all times and curb his outspoken tendencies.
"He is attacking his own people," Naqvi expressed concerns.

Marwat, on the other hand, lamented what he alleged was a smear campaign against him, accusing party members of remaining silent in the face of adversity. "I have led PTI, and PTI's own members are talking against me," Marwat voiced his frustrations.

However, core committee members denounced Marwat's deviation from the party's established narrative. They asserted that it took considerable effort to shape the party's message over months, only for Marwat to undermine it swiftly.

Amid the escalating verbal confrontation, party leaders such as Ali Mohammad Khan, Naeem Panjutha, and Barrister Gohar intervened to defuse tensions.

The escalating tensions unfolded against the backdrop of a series of contentious statements given by Marwat which provided fodder for speculations, especially from rivals, that there was a lack of consensus in the party.

Recently, controversy involving Marwat and Ali Muhammad Khan erupted, who pointed fingers at their own party's social media team for allegedly launching a smear campaign against former cricket captain Shahid Afridi.

The controversy erupted when an old video of Afridi circulated on social media platforms, wherein he addressed the no-confidence motion against then-prime minister Imran Khan, his pre-election pledges, and the performance of his government.

Marwat, in response, blamed PTI's social media team for propagating negative narratives against Afridi, urging them to highlight his positive attributes instead. PTI's social media activist Azhar Mashwani swiftly reacted to Marwat's statements, urging him to retract his remarks.

‘Cracks within PTI’

Meanwhile, Information Minister Attaullah Tarar there was a sheer power struggle within the ranks of PTI that may lead to its disintegration or creation of a forward block.

Addressing a news conference, he said that top PTI leaders like Gohar Khan and Sher Afzal Khan were taking contradictory stances on different issues. He regretted the "childish attitude" put up by the PTI which was a national party.

Tarar advised the PTI leaders to shun its internal politics and play its due role in strengthening the economy.

Lambasting the PTI, he said sometimes they wrote a letter to the IMF but sometimes asked the European Union to investigate the election process in Pakistan. If they had any complaint, they should knock on the door of the Election Commission of Pakistan or Election Tribunals, he said.

He said once they were accusing the US of toppling the PTI government, now they had hired lobbying firms in the United States. The minister said that American diplomat Donald Lu had called the PTI founder a "certified liar".

He urged the PTI leaders to join mainstream politics and contribute to the nation-building process. "We need to create unity and consensus at the national political scenario," he said.

PTI to stage protest demo for former PM's release​

ISLAMABAD (Dunya News) – The Pakistan Tehreek-e-Insaf (PTI) is all set to hold what it calls the biggest ever protest demonstration in Khyber Pakhtunkhwa for the release of the PTI founder.

PTI chairman Barrister Gohar Ali Khan said this while talking to media on Tuesday. He said the PTI founder had said his life is for the country and would die here while the workers should not be bewildered.

Gohar said Senate elections and Donald Lu's statement was discussed with the PTI founder and he wanted Asad Majeed to come forward to record his statement again.

Rajan Nasir Abbas would be the PTI candidate from Punjab while Mian aslam Iqbal parliamentary leader for Punjab, the PTI chief said.

The PTI chairman said Zulfi Bukhari would also be a PTI candidate for Senate election from Punjab while Faizur Rehman and Dr Shafqat Ayaz would contest from KP.

“Azam Swati would be a candidate for the technocrats post from KP. In case of any objection Noorul Haq Qadri will replace him,” Khan said.

He said Bushra Bibi had nothing to do with anything and she was sentenced to pureshrised the PTI founder.

He urged the chief justice to hear their cases and decide them at the earliest and let the not wait for 45 years.

“We do not have any hopes attached with Mohsin Naqvi but with the judiciary,” he concluded.

PTI announces candidates for by-elections in Punjab

According to the details, PTI Punjab President Hammad Azhar in a post on “X” (formerly known as Twitter) announced two candidates for National Assembly constituencies and seven for the Punjab Assembly.

Hammad Azhar said that Shehzad Farooq will be contesting as PTI-backed independent candidate from NA-119, the seat vacated by Punjab Chief Minister Maryam Nawaz.

Hammad Azhar said that from NA -132 Qusur Sardar Muhammad Hussain Dofra would contest the poll.

The PTI Punjab president added that Hakeem Nisar is the party’s backed candidate from PP-22 Chakwal, Parvaiz Elahi from PP-32 Gujarat, Owais Qasim from PP-54 Narowal and Aijaz Bhatti from PP-139 Sheikhupura

Hamad Azhar added that from PP-149, Hafiz Zeeshan would be contesting the poll as a PTI-backed independent, Monis Elahi from PP-158 Lahore, and Yousuf Meo from PP-164 Lahore.

The PTI Punjab president said that candidates for the remaining constituencies would be announced later.

The Election Commission of Pakistan (ECP) will hold elections on vacant national and provincial assembly seats, on April 21

The election commission has announced its schedule of by-elections on vacant assemblies’ seats across the country.

The electoral body will hold elections on six National Assembly seats, two seats each of the KP and Balochistan assemblies, and 12 vacant seats of Punjab Assembly.

The announcement comes in the wake of seismic developments within the judicial sphere, catalysed by a letter penned by six Islamabad High Court (IHC) judges to the Supreme Judicial Council (SJC). The missive unearthed allegations of undue interference by intelligence agencies in judicial affairs, a revelation that sent shockwaves across the legal and political landscape.

Barrister Gohar Ali Khan disclosed that he had engaged in a 45-minute dialogue with Imran Khan, marking their first interaction following the dissemination of the judges' letter. Pakistan Tehreek-e-Insaf (PTI) on Friday submitted adjournment motion in the National Assembly over the letter penned by six Islamabad High Court (IHC) judges against interference in judicial affairs by the country’s intelligence apparatus.

The draft motion highlighted the urgency for the National Assembly to delve into the contents of the judges' letter, asserting that both the state and the government have faltered in safeguarding the integrity of the judiciary.

Furthermore, it accentuates how the reported interference by undisclosed entities has not only impinged upon the fundamental rights of the former prime minister but also impacted millions of Pakistanis.

PTI urged a serious discussion on the matter, emphasizing the paramount importance of upholding judicial independence.

The backdrop to this motion stems from the correspondence initiated by six judges of the Islamabad High Court on the 27th of this month.

The judges, in their letter to the Supreme Judicial Council, raised concerns about alleged interference by intelligence agencies, citing undue influence on judicial proceedings by certain undisclosed forces.

Subsequent to a full court hearing presided over by Chief Justice of Pakistan Justice Qazi Faizaisa, Prime Minister of Pakistan Shehbaz Sharif sought a meeting with the Chief Justice, leading to the decision to establish an inquiry commission to probe the judges' allegations.

In response to these developments, the full court issued a declaration expressing confidence in the integrity of the inquiry commission and reaffirming their commitment to safeguarding judicial independence.

However, Federal Law Minister Nazir Tarar, in a press conference, announced the formation of an inquiry commission comprising a retired judge to investigate the claims made by the Islamabad High Court judges. The Terms of Reference (TORs) for the proposed commission are slated to be formulated post approval from the Cabinet.

Ex-CJP Jillani picked to probe meddling claims

As the Shehbaz Sharif cabinet on Saturday approved the constitution of an inquiry commission headed by ex-chief justice of Pakistan Tassaduq Hussain Jillani to probe allegations of interference by intelligence agencies in judicial affairs, the body has been authorised to “recommend action” against anyone from the intelligence agency, department, or government if found guilty.

On March 25, six Islamabad High Court judges — out of a total strength of eight — wrote a bombshell letter to the Supreme Judicial Council (SJC) members regarding attempts to pressurise judges through abduction and torture of their relatives as well as secret surveillance.

The letter was signed by judges Mohsin Akhtar Kayani, Tariq Mehmood Jahangiri, Babar Sattar, Sardar Ejaz Ishaq Khan, Arbab Muhammad Tahir and Saman Rafat Imtiaz and addressed to the CJP and Justice Mansoor Ali Shah and Justice Munib Akhtar as well as the top judges of the Peshawar High Court and the IHC.

The cabinet meeting was supposed to be held on Friday as per the announcement of the law minister, but it was postponed till Saturday.

As PM Shehbaz remotely chaired the meeting from his residence in Model Town, the cabinet approved the terms of reference for the one-man commission to probe the allegations.

“The meeting was told that under an announcement of the full court meeting of Supreme Court, a proposal over the constitution of a commission was agreed in a meeting between incumbent CJP Qazi Faez Isa and PM Sharif,” a government statement said after the meeting.

ToR of commission

Under the Terms of Reference (ToR), the inquiry commission will fully probe the allegations levelled by the IHC judges and decide whether these are true or otherwise.

It will investigate whether any personnel (of intelligence agencies) are directly responsible for interfering in judicial matters.

“The inquiry commission under its findings will recommend action against anyone from the intelligence agency, department, or government if found involved in such issue. It could, if found necessary during the course of its proceedings, probe other related issues as well.”

‘Executive not involved’

The cabinet, however, rejected the allegations regarding interference by the executive. The statement said the cabinet members had a unanimous opinion regarding the separation of powers among the state institutions under the 1973 Constitution of Pakistan.

“The prime minister reiterated his strong belief in the freedom of judiciary and constitutional jurisdiction,” the statement said, adding the premier also took the cabinet members into confidence about his meeting with CJP Isa.

Former CJP Jillani was among the penal shortlisted by the PML-N for the slot of caretaker prime minister last year. However, Anwaarul Haq Kakar was appointed to the coveted post. Justice Jillani served as the 21st CJP from 2013 to 2014.

PTI rejects move

On the other hand, the PTI again rejected the formation of the inquiry commission to investigate the letter of the six judges of IHC detailing the intelligence agencies’ meddling in judicial matters.

The PTI also demanded the resignation of the CJP and the IHC chief justice for their vacillation to take actions for the protection and safeguarding of the independence of the judiciary and fellow judges.

The judges of the IHC clearly stated in their startling letter that they repeatedly raised the issue before the IHC CJ Aamer Farooq and even apprised CJP Isa about the interference in the affairs of the judiciary and the pressure exerted on them to get decisions of their choice.

“What is happening in front of us is judicial surrender, as the judiciary itself is selling its independence to the executive,” the PTI said.

PTI spokesperson Raoof Hasan alleged that all these unlawful activities took place when Shehbaz Sharif was the prime minister of the Pakistan Democratic Movement.

The PTI leader said it would be the “murder of law and justice to expect fair and transparent conduct of investigation because of how the so-called planted PM could determine whether or not he was guilty”.

“The PTI vehemently rejects the inquiry commission and will take every step within the constitution and law to ensure the independence of the judiciary come what may,” he said.

Five-year roadmap

PM Shehbaz also directed the cabinet members to work hard towards achieving the targets set in a five-year economic roadmap. The premier said the parameters of the five-year plan with the relevant ministries had been shared and targets needed to be achieved.

“Responsibility with accountability will be the hallmark of the five-year roadmap as no system in the world can progress without it,” he said.

PTI’s Omar Ayub made opposition leader in National Assembly

National Assembly Speaker Ayaz Sadiq on Tuesday declared senior PTI leader Omar Ayub Khan as the leader of the opposition in the lower house of Parliament.

According to a press release issued by the Assembly Secretariat, the development came as members of the opposition — including PTI’s Gohar Khan, Amir Dogar and Ayub himself — met Sadiq.

The statement said that the nomination of the leader of the opposition was discussed during the meeting, adding that Ayub’s name was submitted.

Subsequently, Sadiq declared Ayub leader of the opposition after the completion of the scrutiny process under Rule 39 of the Rules of Procedure and Conduct of Business in the NA.

The statement added that the deadline to submit nomination papers for the slot was till 6pm on Monday. No other candidates’ nomination papers had been received by the stipulated time, it said.

A notification, a copy of which is available with Dawn.com, was also released by the NA Secretariat stating that Ayub had been declared the opposition leader with effect from April 2 (today).

On March 9, the PTI-Sunni Ittehad Council (SIC) alliance had formally nominated Ayub for the leader of the opposition by submitting his documents to the office of the speaker.

It should be noted that while most of the PTI-backed winning independent candidates of national and provincial assemblies had submitted affidavits to the Election Commission to officially join the SIC in February, Ayub and Gohar had not done so due to their plans to contest PTI intra-party polls.

Gohar and Ayub were later elected unopposed as the chairman and secretary general of the party, respectively.

Leader of the opposition, who sits in front of the NA speaker on his left side and on the right side of the leader of the house, enjoys the status of a federal minister. He gets a separate office where usually opposition parties hold meetings. The Public Accounts Committee is usually headed by leader of the opposition.

The Sunni Ittehad Council (SIC) — the new home for PTI lawmakers-elect — on Monday filed a petition in the Supreme Court, challenging the Peshawar High Court (PHC) order that deprived the party of seats reserved for women and minorities.

Meanwhile, the Khyber Pakhtunkhwa Assembly speaker has also approached the PHC against its division bench’s directive for him to administer oath to MPAs notified on reserved seats.

Moved by SIC Chairman Sahibzada Mohammad Hamid Raza through senior counsel Faisal Siddiqui, the petition before the Supreme Court seeks the setting aside of the PHC judgement of March 14.

The SIC was earlier joined by PTI-backed independent candidates after they won the Feb 8 elections, since Imran Khan’s party had been deprived of its electoral symbol ‘bat’.

Earlier, in a four-one verdict, the ECP had ruled that the SIC was not entitled to claim quota for reserved seats due to having non-curable legal defects and violation of a mandatory provision of submission of party list for reserved seats which is a requirement of the law.

The SIC apprised the SC that the PHC verdict was based on a fundamental misconception and misinterpretation of Articles 51 and 106. The interpretation of both articles in letter and spirit suggests the concept of a proportionate representation system based on a “total number of general seats secured by each political party from the province concerned in the National Assembly” or “total number of general seats secured by each political party in a provincial assembly”, it argued.

“In other words, the fact whether the political party, which now has general seats in the assemblies, had fought the election or not, is not a constitutional requirement for the allocation of reserved seats under proportional representation system,” the petition emphasised.

Besides, it added, the high court’s judgement was based on a fundamental misconception and misinterpretation of the Elections Act 2017.

PTI founder removes Sher Afzal Marwat from party’s focal roles

Incarcerated PTI founder Imran Khan has removed firebrand MNA Sher Afzal Marwat from key party roles, ARY News reported on Tuesday.

Sources close to the matter revealed that the decision was made following recommendations from PTI’s core committee.

Sher Afzal Marwat has also been removed from the list of giving names for meetings with PTI founder at Adiala Jail. The new focal persons include Umar Ayub, Barrister Ali Zafar, Shibli Faraz, and Barrister Gohar Ali Khan.

The PTI leadership has also informed the jail administration about the new development.

PTI forms ‘joint grand alliance’ with like-minded parties to challenge govt​

In a significant political development, the Pakistan Tehreek-e-Insaf (PTI) on Tuesday forged a joint grand alliance with several like-minded political parties aimed at presenting a formidable challenge to the incumbent government.

This alliance, headed by Pashtoonkhwa Milli Awami Party (PkMAP) chief Mahmood Achakzai, is poised to reshape the political landscape of Pakistan.

According to reliable sources, Achakzai will spearhead the alliance in close consultation with all participating political entities. Within the next three days, Achakzai is scheduled to hold a crucial meeting with Jamiat Ulema-e-Islam (JUI-F) chief Maulana Fazlur Rehman, extending an invitation for the JUI-F to join the alliance.

The groundwork for this alliance was laid during a pivotal meeting of five opposition parties, which saw the participation of key figures including Liaquat Baloch from Jamaat-e-Islami, PkMAP chief Mahmood Khan Achakzai, Akhtar Mengal of Balochistan National Party, PTI Chairman Barrister Gohar Ali Khan, and Chairman of Majlis-e Wahdatul Muslimeen (MWM) Allama Raja Nasir Abbas earlier today.

PTI calls off much-hyped April 6 Parade Ground power show

The Pakistan Tehreek-e-Insaf (PTI) has announced cancelling its much-hyped public gathering scheduled to be held on Islamabad’s Parade Ground on April 6.

In a post on X, PTI Chairman Barrister Gohar Ali Khan said on Wednesday the decision had been taken in view of the Laylat-ul-Qadr — the blessed night that Muslims seek in the odd-numbered nights of the last ten days of Ramadan.

He also urged the supporters to pray for the release and safety of all party workers and leaders including PTI founder Imran Khan and his spouse Bushra Bibi.


 
Even in protest, PTI to take parliamentary route, says Gohar

Although the PTI is planning a protest along with its allies in the opposition, the party’s chairman made it clear on Wednesday that rather than being a disruptive force, they would be taking a parliamentary route this time around.

Speaking to reporters in Islamabad, Barrister Gohar Ali Khan said that the PTI was in talks with parties such as the Majlis Wahdat Muslimeen, Mehmood Khan Achakzai’s PkMAP, Jamaat-i-Islami, BNP-Mengal and even Fazlur Rehman’s JUI-F to join their protests, which would now continue after the Eidul Fitr break.

When asked about their strategy for the upcoming wave of protests announced by the party, PTI Chairman Barrister Gohar Ali Khan pointed out that the party had not gone for a sit-in, boycott or en masse resignations and were sitting in parliament despite knowing that the government of the day does not enjoy a legitimate mandate.

“It is everyone’s demand that elections should never be rigged. The people vote for someone and someone else comes to power, this shouldn’t happen,” he said, explaining the reasons behind the protest movement.

When asked if he apprehended any hurdles to their protest plan, Barrister Gohar said that they would carry out “on and off” peaceful protests across the country and would only do so in the designated areas with official permission.

When asked if they would let the incumbent government complete its five-year term, Barrister Gohar said they wished every government should complete its tenure, but the current rulers did not have a public mandate.

CJP’s ‘recusal’

Meanwhile, in a press conference, PTI Central Information Secretary Raoof Hasan demanded that Chief Justice of Pakistan (CJP) Qazi Faez Isa should not be part of the bench that deals with the letter written by six high court judges, following his recent meeting with the premier.

Flanked by senior PTI leaders Khalid Khurshid, Shaukat Basra and Kanwal Shauzab, Mr Hasan said the CJP did not have any justification and logic to have meeting with the executive over the issue, since the high court judges wrote the letter to Supreme Judicial Council regarding alleged interference by the executive, indicating that the premier himself was an “accomplice” in the matter.

He alleged that efforts were being made at the SC level to sweep the matter under the rug, as the CJP spent a lot of time during proceedings to explain and justify his meeting with PM Shehbaz Sharif. “We believed that the CJP made the case and his own conduct controversial by holding meeting with PM,” Mr Hasan maintained.

He also expressed concerns that PTI founding chairman Imran Khan’s wife, Bushra Bibi, was facing life threats and was being slow poisoned.

He said that despite the passage of five weeks, Bushra Bibi had not recovered, rather her health had deteriorated further. He said they demanded that instant orders should be given regarding medical examination of Bushra Bibi and her blood sample should be sent abroad because no such laboratory existed in Pakistan to prepare a blood report of slow poisoning. “We demand that she should be shifted to Adiala Jail immediately,” he said.

Former chief minister of Gilgit-Baltistan Khalid Khurshid also lashed out at the authorities concerned for denying facilities of medical examination to Bushra Bibi despite her fast-deteriorating health condition.

Some 'munafiqs' still in PTI, says Shehryar Afridi as rifts among leadership rise

Amid increasing rifts among Pakistan Tehreek-e-Insaf (PTI) leadership, party leader Shehryar Afridi said there were some "hypocrites" who are still a part of the Imran Khan-founded party.

Addressing a public gathering in Kohat on Friday, Afridi said: "We are sending a message to the party members that the workers and loyalists of the party should be supported, those who are the foundation of the party."

The PTI leader made these comments after he had applied for the Senator's seat, however, his name was rejected by PTI's senior leadership including Omar Ayub Khan, Sher Afzal Marwat and Ali Amin Gandapur.

Afridi blasted the leadership, saying that there were some "snakes" and "hypocrites" who were part of the PTI and whoever betrays the party will be excluded from it.

The rifts among the PTI leadership have been widening with members being divided on different matters related to party decisions.

Recently, Marwat and Khan's close aide Salman Ahmad engaged in a war of words on social media platform X after the latter called the former "wrong number".

During the public gathering, which was also attended by party leaders Shafi Ullah Jan and Aftab Alam, Afridi also said that they have "completely prepared for the release of prisoner number 804".

"PTI's major public gathering will be held in Kohat after Eid," he added.

 
PTI optimistic about 'release of Imran Khan this month'

Pakistan Tehreek-e-Insaf's senior leader Latif Khosa has doubled down on the PTI members’ claims that incarcerated party founder Imran Khan’s release from prison is imminent, asserting that he would be able to walk free from the jail this month.

“I am saying this for sure that the PTI founder will be released in [this] April,” he said while speaking on Geo News programme Naya Pakistan on Sunday.

Lately, several party leaders including PTI Chairman Barrister Gohar Ali Khan have made similar claims that the incarcerated party founder would be released from jail very soon.

Responding to the claims that PTI founder’s release will be a part of any deal, Kohsa said calling the release a result of any deal would be unjustified.


 
PTI to boycott Senate chairman, deputy chairman election

The Pakistan Tehreek-e-Insaf (PTI) on Monday decided to boycott the election for Senate chairman and deputy chairman scheduled for tomorrow (Tuesday), ARY News reported.

The decision was taken in the PTI’s core committee meeting where the party urged for delaying the election owing to the postponement of the Senate election in Khyber Pakhtunkhwa.

The PTI, in a statement, said that the upper house of the parliament was incomplete without the election of Senators from the KP, thus the election has been unconstitutional.

The party said that the elections would be “unconstitutional” if it fails to represent all units of the federation.

The former ruling party claimed that the complaints against Islamabad High Court’s (IHC) Justice Mohsin Akhtar Kayani were a government tactic to frighten the judges.

The misconduct reference against a specific judge is a result of the campaign against the judiciary, the PTI core committee added.


 
PTI gears up for protest blitz against rigging

Pakistan Tehreek-e-Insaf (PTI) leader Omar Ayub Khan has declared that the party is geared up to join hands with a "grand opposition alliance" in a bid to kick up a storm against alleged electoral malpractices in the February 8 general elections.

The former ruling party will push for the "restoration of the Constitution and democracy" across Pakistan, with the campaign slated to kick off from Balochistan.

Speaking to reporters in Rawalpindi following a meeting with the PTI founder Imran Khan at Adiala Jail on Friday, party leader Asad Qaiser disclosed that the inaugural rally would take place in Pishin district as part of the protest initiative.

The announcement came as earlier this month, the PTI had revealed plans for a nationwide movement against the alleged election rigging, scheduled to kick off on April 13.

The PTI is crying foul, alleging that the current government snatched its mandate, claiming fiddling with Form 47s to give the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan Peoples Party (PPP) the upper hand.

Ayub reiterated that the protest movement would begin in Balochistan before expanding nationwide.

An upcoming opposition meeting is slated to deliberate on the potential inclusion of Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman in the grand opposition alliance.

Earlier this month, the PTI forged the opposition alliance as part of its strategy to mount pressure on the incumbent government.

"We are the strongest opposition in history; we are not among those who backtrack," Ayub affirmed.

The grand opposition alliance has unanimously agreed on upholding the Constitution and the rule of law as core principles.



 
PTI cries foul as police stop its boat rally in Karachi’s Keamari

The opposition Pakistan Tehreek-i-Insaf (PTI) on Monday claimed that the police stopped it from staging a boat rally from Keamari to Manora and the district administration was also not granting it permission to hold a public meeting on April 28 in Bagh-i-Jinnah.

The PTI had announced that it would take out a boat rally on Monday. However, when a number of PTI workers, led by party’s provincial president Haleem Adil Sheikh and Karachi president Raja Azhar reached Keamari they were informed that they were not allowed to hold their planned event.

The party staged a protest in Keamari against what it called the “highhandedness of police” and accused the law enforcement agency of serving the ruling Pakistan Peoples Party.

“Our Keamari chapter workers had planned to stage a boat rally from Keamari jetty to Manora,” Mr Sheikh told reporters. “But we were stopped. We had met all legal and required formalities before staging the rally but without mentioning any reasons, the police stopped and threatened us of dire consequences. Is this democracy,” he asked.

He said that the PPP was “scared” of the PTI so much so that despite being in the government for more than 15 years, it didn’t feel its political stakes safe in the province because of Form-45s of the Feb 8 elections.

“The PPP has lost not only in urban areas but was almost wiped out from rural Sindh as well. The people of Sindh are now aware that the reason behind their poverty and problems is PPP,” he added.

Earlier in the day, the PTI had raised concerns over “bureaucratic delays” in obtaining the permission for holding a public meeting at Bagha-i-Jinnah near the Quaid’s mausoleum on April 28.

In a letter addressed to the chief secretary and Sindh police chief, Mr Sheikh had referred to “unnecessary delays” in processing their application for the public gathering.

“Despite assurances from the deputy commissioner-East, there is still a delay in processing of the application,” said the letter.

“A reminder was issued on April 1 as the original public gathering date was April 21, which was approaching rapidly. Faced with continued delays, PTI-Sindh decided to reschedule the public gathering to April 28 to allow sufficient time for permissions. However, as of April 15, we have yet to receive a response, raising fears that the event may face deliberate obstacles,” Mr Sheikh added.

Mr Sheikh emphasised that obtaining permission for the public meeting was not only a legal right but also guaranteed by the Constitution under Articles 17 and 18, which ensure freedom of association to all citizens.

Expressing frustration over the reluctance of district administration to grant the permission, the PTI appealed to the chief secretary and inspector general of police for urgent intervention.

Mr Sheikh reiterated that the purpose of the public gathering was to engage in peaceful political activities, conducted in an orderly manner without disrupting public affairs.

He stressed the importance of addressing these concerns promptly to ensure that the PTI-Sindh could exercise its democratic rights.

Nawaz Sharif will be ready for talks, but not PTI founder: Sanaullah

Pakistan Muslim League-Nawaz (PML-N) leader Rana Sanaullah on Wednesday called for joint efforts to steer country out of crisis, saying that his party supremo Nawaz Sharif will be ready to hold talks, but PTI founder Imran Khan won’t, ARY News reported.

Speaking to a private news channel, the former interior minister said that PTI founder categorically denied holding talks with major political parties.

Stressing the need for national reconciliation, Sanaullah said that Nawaz Sharif, Asif Ali Zardari, Imran Khan, Maulana Fazlur Rehman, MQM-P and Baloch leadership should sit together, after which all “problems could be solved”.

Meanwhile, he also advised his party for self-accountability, maintaining that he will always stays with party. He added that his political carrier will end if he now leaves PML-N.

Referring to Faizabad dharna commission report, Sanaullah said that a truth commission should be formed on the Faizabad sit-in which will reveal all the details.

It is pertinent to mention here that the Faizabad dharna commission gave a clean chit to former spy chief Faiz Hameed.

On November 08, 2017, Tehreek-e-Labbaik Pakistan (TLP) held a sit-in at Faizabad interchange against the amendments in the Election Act 2017, changing the word oath to declaration.

Ex-PEMRA chief Absar Alam – in response submitted to Supreme Court – said that former ISI chief Faiz Hameed pressurized the media regulatory authority during Faizabad sit-in.

Absar Alam stated that Ex-ISI chief General retired Faiz Hameed pressurized him to take action against senior journalist Najam Sethi and ban the former US ambassador Husain Haqqani however his demands were not met.

The federal government established an inquiry commission, headed by retired Inspector General Akhtar Ali Shah, in response to the Supreme Court’s rejection of the Fact-Finding Committee report.

However, the inquiry commission – in its 149-page report issued today – give clean chit to former spy chief.

The commission maintained that the then DG ISI and Army Chief had given permission to Faiz Hameed for the agreement. The report added that then Prime Minister Shahid Khaqan Abbasi and Interior Minister Ahsan Iqbal were also taken on board for the agreement.

The Faizabad sit-in inquiry commission was established in the light of Supreme Court directives. The commission reviewed the reasons related to the Faizabad sit-in and also made recommendations.

PTI dubs president, PM ‘illegal' despite Zardari's call for ending polarisation

In response to the “olive branch” extended by President Asif Ali Zardari in his maiden parliamentary address, PTI leader Omar Ayub Khan declared the head of the state “illegal”.

His remarks came after President Zardari stressing the need for meaningful dialogues and called for political reconciliation to do away with the polarisation and overcome the challenges pervading the crisis-hit country.

Raising legal questions, the PTI leader, while referring the Article 41 of the Constitution, said the president represents the federation, adding that Zardari did not tender his resignation as the PPP co-chairman so far.

“Law is being violated in this House,” the PTI leader said that he tired to raise a point being a leader of the opposition but he was denied the floor.

“As per the law, the floor is given to the opposition leader whenever he asks,” he added.

For his part, PTI Chairman Barrister Gohar Ali Khan termed their strong protest and ruckus in the joint session of parliament a “21-cannon salute” to the president.

“We do not recognise this president [Zardari]. [Not only] this president but Prime Minister Shehbaz Sharif and the entire cabinet are also illegal.”

He said: “At today’s session, we presented a 21-cannon salute to Zardari.”

The PTI leader further said that they “compelled” President Zardari to leave his speech in the middle.

Glass wall has been installed at the meeting place of the PTI founder in the jail, he said, adding that today’s protest was their democratic right.

“We will fulfil our responsibility within the ambit of the Constitution and the law,” he added.

PTI’s Shibli nominated as Senate opp leader

The PTI has nominated Senator Shibli Faraz as their candidate for the position of Leader of the Opposition in the Upper House. In compliance with the directive from PTI founder Imran Khan, the party's senators have formally submitted a request to the Senate Secretariat endorsing Shibli for the position. This nomination is endorsed by all 19 PTI senators.

Following a meeting with Imran Khan in Adiala Jail, Sunni Ittehad Council (SIC) Chairman Sahibzada Muhammad Hamid Raza informed the media that Senator Shibli Faraz has been appointed as the Leader of the Opposition in the Senate according to Imran Khan's instructions.

During the meeting with Imran, it was decided that the newly formed six-party alliance of opposition parties—Tehreek Tahaffuz-e-Ain—that started its protest movement from Balochistan last week will also hold rallies in the rest of the country.

The SIC, which is part of the alliance, will convene a meeting of all six opposition parties in Lahore on April 29 to discuss the movement's strategy, with plans for a nationwide launch.

Contrary to earlier reports, Imran Khan has denied statements regarding Saudi Arabia's involvement in any regime change operation in Pakistan.

He highlighted the support received from Saudi Arabia during his government, citing examples such as hosting the Organisation of Islamic Cooperation (OIC) conference and financial assistance.

PTI Central Information Secretary Raoof Hassan underscored that the movement for constitutional supremacy and the rule of law has reached its final stages, expressing confidence in their victory. He indicated forthcoming positive developments and reiterated Imran Khan's anticipated release from jail.

Imran Khan's directive to pursue an assertive media policy was emphasized, with plans to address previously unexplored topics. PTI leader Muzzammil Aslam clarified Imran Khan's denial of statements attributed to him regarding the Saudi government.

Discussions also covered Pakistan's economic situation, with updates on IMF negotiations for a new programme and international donors pledging $1.8 billion at a recent conference in Khyber Pakhtunkhwa (K-P). Imran stressed the importance of the rule of law for fostering trust and investment.

Govt opens PTI’s old wounds, refuses talks with terrorists​


The treasury benches opened old wounds of the Pakistan Tehreek-e-Insaf (PTI) – now Sunni Ittehad Council (SIC) – on Friday when it reminded the National Assembly that it was the PTI government which had allowed resettlement of terrorists in Pakistan during its tenure and exposed citizens to terrorism once again.

The government, however, made it clear that there will be no talks with the terrorist organisations and they will be given a dose of their own medicine. “With absolute clarity, the government has decided that there will be no talks with terrorists,” Federal Minister for Law and Justice Senator Azam Nazeer Tarar said on the floor of the house. “The terrorist will be paid back in their own coins.”

The law minister reminded the house that the then PTI government had arranged a security briefing in parliament and, subsequently, allowed resettling of thousands of terrorist in the country, who had been pushed out by the police, army, and people of Pakistan. “The citizens of Pakistan were once again exposed to terrorists,” the law minister regretted.

Before and after the elections, parties included in the PML-N-led coalition have strongly criticised the terrorist resettlement policy of the PTI government and called for a comprehensive inquiry into the release of outlawed individuals associated with Tehreek-e-Taliban Pakistan (TTP).

They have also questioned the decision to invite them to settle in the tribal areas of the country by former prime minister Imran Khan, who is currently in jail and facing multiple cases.

Recently, Pakistan has seen a surge in terrorist attacks, including on Chinese nationals, and the government and the security forces have since been devising strategies to protect people and defeat terrorism.

The law minister said that the government has a zero-tolerance policy, saying the security institutions along with federal and provincial governments were fighting against terrorists. He said that the officials of the security forces were laying down their lives to protect citizens and homeland.

To a question, Tarar said the Balochistan government is taking steps to punish terrorists involved in Noshki incident and federal government is extending all help to the provincial government through various institutions whenever and wherever it is required.

Efforts are underway to dismantle the infrastructure of terrorist organisations, he said, adding the federal government agencies are on their toes to support the provincial governments, including in their operations against dacoits of Kacha areas. The law minister said that Pakistan is facing terrorism for the past four decades and the issue will take time to resolve.

In response to different questions, the law minister reiterated that the federal government through ministry of interior will continue to provide support to the provincial governments within the bound of law and rules to combat against terrorism.

Responding to another question, Tarar said that the government takes up issues at appropriate forum when there is solid evidence and credible information of involvement of any foreign element in terrorist incident. He also said that it was up to Afghanistan how it wants to have a relationship with any other country when his attention was drawn toward Afghan-India ties.

Meanwhile, Minister for Information and Broadcasting Attaullah Tarar drew house’s attention towards a statement of PTI official against Saudi Arabia when he alleged that the kingdom was also involved in the alleged regime change operation when PTI government was ousted.


The information minister said that there have been multiple statements from the PTI officials regarding friends of Pakistan, saying one official says something and the party issues a rebuttal to it, recalling PTI has earlier accused the US of ousting it from power in April 2022 before taking a U-turn on it.

Tarar accused ex-PM Imran Khan of habitually playing with foreign policy, alleging he compromised on the confidential system of diplomatic corps when discussed cypher in public.

Friday session also saw suspension of two members of SIC, Jamshed Ahmed Dasti and Mohammad Iqbal Khan. NA Speaker Ayaz Sadiq said that they have used abusive language, approached the dice of the speaker in a threatening manner, blew whistles and trumpet which has never happened in parliament before, chanted objectionable slogans, displayed banner and placards, indulged in rowdy behaviour and eroded sanctity of the house.

The speaker said that Dasti and Khan violated Rule 30 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. Subsequently, Sadiq while accusing two members of disregarding authority of the speaker and obstructing proceedings put a question to the house if Dasti and Khan be suspended for the remainder of the session for now.

The house voted in favour of suspension of the two SIC members.

Amidst the proceedings, two newly elected members of the Sunni Ittehad Council (SIC), Pir Zahoor Hussain Qureshi and Sadaf Ahsan, were sworn in. However, objections from JUI-F members arose regarding the oath-taking of Sadaf Ahsan, disputing her nomination for the reserved seat. Speaker Sadiq responded, citing the Election Commission of Pakistan's notification as the basis for administering the oath to Ahsan.

The speaker then adjourned the session to meet again on April 27 at 5pm.

 
616 booked for holding PTI election rally in Kasur

Khudian police on Saturday lodged a criminal case against 616 people, including 16 local leaders of the Pakistan Tehreek-i-Insaf (PTI) and Sunni Ittehad Council (SIC), on charges of holding a public rally at Dogar Gardens locality in NA-132 in violation of the code of conduct of the Election Commission of Pakistan (ECP).

The by-election is going to be conducted in the constituency on Sunday (today).

As many as 521,955 voters will exercise their right to vote for the by-election where a neck-n-neck contest is expected between Muhammad Hussain Dogar of the PTI/SIC and Malik Rasheed Ahmed of the PML-N.

Police lodged a case under various sections of the PPC. Besides Muhammad Hussain Dogar, the suspects nominated in the FIR included Haji Muhammad Dogar, Sardar Nadir Farooq, Javaid Baito, Rashid Tufail, Shahid Masood, Sher Afzal Marwat, Waqas Hassan Mokal, Maqsood Sabir, Aqeel Aslam, Mehar Saleem, Nadeem Chana, Ehsan Saleem and Sardar Afzaal Dogar.

The FIR said the leaders nominated in the case headed the public meeting at Dogar Gardens without seeking any permission from the district administration and that it was in violation of the code of conduct of the ECP and Section 144. It added that the leaders of both the SIC and PTI addressed the gathering and delivered anti-government speeches to incite the people for violence.

Murad Saeed, other PTI leaders’ names removed from ECL

In a significant development, the federal government on Monday removed the names of Murad Saeed among other Pakistan Tehreek-e-Insaf (PTI) leaders, who were part of the then cabinet, from Exit Control List (ECL), ARY News reported, citing sources.

Sources told ARY News that the federal cabinet approved the removal of their names from the ECL on recommendation of National Accountability Bureau (NAB) and sent copies of a notification issued in this regard to all the authorities concerned.

The names, removed from the ECL, include Khyber Pakhtunkhwa (KP) Chief Minister Ali Amin Gandapur, Ghulam Sarwar, Parvez Khattak, Shafqat Mahmood, Ijaz Shah, Ali Zaidi, Khusro Bakhtiar, Azam Swati, Asad Umar, Omar Ayub, Mehboob Sultan, Fawad Chaudhry, Farog Naseem and Shireen Mazari.

However, names of PTI founder Imran Khan, his wife Bushra Bibi, Farah Gogi and Zulfi Bukhari were not removed from the list.

The no-fly list or ECL is a legal tool to restrict the movement of individuals and stop them from flying abroad.

The names of Pakistan Tehreek-e-Insaf (PTI) leaders were placed on the no-fly list at the request of National Accountability Bureau (NAB) in a case related to Al Qadir University Trust, which reportedly caused a loss of 190 million pounds to the national exchequer.

As per the charges, the former prime minister and others accused allegedly adjusted Rs50 billion — 190 million pounds at the time — sent by Britain’s National Crime Agency (NCA) to the government.

PTI announces countrywide protests against ‘rigged’ by-polls​

LAHORE: The Pakistan Tehreek-e-Insaf (PTI) has announced nationwide protests while condemning Sunday's by-elections held across the country, branding them as fraudulent.

In a joint press conference held on Monday at the PTI Central Secretariat, PTI Secretary General and Leader of the Opposition in the National Assembly, Omar Ayub Khan, alongside Sunni Ittehad Council (SIC) Chairman Sahibzada Hamid Raza, vehemently criticised the integrity of Sunday’s elections and announced plans for protests slated for Friday, April 26.

Ayub demanded public apologies from the heads of all intelligence agencies in Pakistan for their alleged interference in electoral and judicial matters. Citing evidence from six judges and a letter from the Bajaur returning officer, Ayub asserted that such incidents warranted formal apologies from the intelligence chiefs.

Present at the press briefing, PTI Chairman Barrister Gohar Ali Khan accused the Punjab government and Punjab Police of complicity in election rigging. He alleged that the Punjab government deployed police forces to expel PTI/SIC polling agents from polling stations and accused the Election Commission of Pakistan (ECP) of failing to ensure fair elections.

Gohar recounted an incident at a polling station where a PTI candidate’s father discovered votes had been cast before polling officially began, citing it as a clear instance of democratic norms and the rule of law being compromised.

 

Gohar rejects notion of ‘secret talks’ with govt​

LAHORE: Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar Ali Khan denied receiving any formal invitation from the government for reconciliation talks, following a statement made by Pakistan Muslim League-Nawaz (PML-N) senior leader Rana Sanaullah on the matter.

A day earlier during a talk show, Sanaullah had extended a reconciliation offer to Imran Khan, suggesting that joint efforts could help overcome the nation's multiple challenges, including economic and political crises.

He urged Khan to engage in dialogue, warning that escalating political tensions could further destabilise the country's fragile economy.

While speaking to the media outside Rawalpindi's Adiala Jail, Barrister Gohar asserted that PTI had not been contacted for any negotiation, refuting rumours of ongoing secret discussions. If a genuine invitation were received, the party would publicly acknowledge it, he said.

He highlighted that the incarcerated Imran Khan has also confirmed that he did not receive any message for dialogue. Gohar rejected any notion of holding secret talks with the government, emphasising that his party is open to dialogue but not in a concealed manner.

Commenting on the recent by-elections held in 21 national and provincial assemblies’ constituencies, Gohar criticised the Election Commission of Pakistan (ECP) for failing to conduct free and transparent elections, particularly in Punjab.

He alleged that ballot boxes were filled before the polling process and that the results were pre-planned. He announced that PTI would stage peaceful protests on Friday against the by-election rigging.

Discussing the recent hearing of the cypher case against Imran Khan, Gohar criticised the process, highlighting that the prosecutor presented 21 witnesses in a 14-hour hearing, but Khan’s lawyers were not given a chance to present evidence.

Regarding the cases against Khan's wife, Bushra Bibi, he stated that she had no connection with the Toshakhana case and was targeted to pressurise the PTI founder.

ECP again raises objections on PTI’s intra-party polls

The Election Commission of Pakistan (ECP) has once again raised objections over the recently-held intra-party elections of Pakistan Tehreek-e-Insaf (PTI), ARY News reported on Wednesday, citing sources.

Sources told ARY News that the electoral watchdog sent a notice to Imran Khan-founded party over alleged irregularities in the intra-party elections, conducted on March 3.

Sources added that ECP’s political finance wing has asked the PTI representatives to appear before it on April 30. This is the third time that the electoral body has objected to PTI’s intra-party elections.

The PTI submitted documents related to its intra-party polls to the ECP on March 4 – which included details of the newly-elected party office-bearers, a certificate of the party chief containing Form 65, names of the core committee members, and other relevant records.

According to the Election Act (2017) all registered political parties in Pakistan must hold intra-party elections as outlined in their constitution within a specific timeframe.

Barrister Gohar Ali Khan was elected unopposed as the Chairman of Pakistan Tehreek-e-Insaf (PTI) after other candidates withdrew from the intra-party elections.

Omar Ayub was also elected unopposed as the General Secretary while Yasmeen Rashid emerged as President PTI Punjab chapter.

The PTI decided to hold intra-party polls after the Supreme Court decision, upholding the Election Commission of Pakistan’s (ECP) verdict that that resulted in the party losing its electoral symbol bat.

Regime change breeds lawlessness in country: PTI

Claiming that the US State Department’s report on human rights in Pakistan substantiated PTI’s submissions and contentions after the regime change, the party on Saturday alleged that “lawlessness and fascism” pervaded in the country during the past two years.

Addressing a press conference along with PTI Senator Walid Iqbal and Advocate Abuzar Salman Niazi, party’s central information secretary Raoof Hasan said the US 2023 Country Report highlighted serious human rights violations in Pakistan, including extrajudicial killings, enforced disappearances, lack of fair trial, disappearance of journalists, serious restrictions on internet freedom, substantial interference in the freedom of peaceful assembly and freedom of association, torture and inhumane treatment with a lack of accountability.

He alleged that a culture of lawlessness pervaded in the country as people’s freedom, dignity and respect and sanctity of four walls were not safe from “state goons”. Mr Hasan went on to say that there were two powers in the country: one could be seen but was “powerless and a dummy”, while the other was unseen but it held actual power and was working like shadow.

The PTI leader lamented that there was a “de facto martial law” in the country and only the orders of “shadow powers” were being implemented and no one could challenge them.

He said judges should find remedy to the deeply rooted malady in the country instead of shying away of their constitutional obligations. He asked Chief Justice of Pakistan (CJP) Qazi Faez Isa to fulfil his legal and constitutional obligations to rein in the “reign of tyranny” or else leave the position instantly.

“The CJP should perform his duty lawfully and should not act like a bystander and fix the long-delayed PTI’s various petitions for hearing and ensure rule of law or else leave the office,” he said.

Senator Walid Iqbal said the US report was very important because it covered the entire period after the “regime change”, adding that it was a damning assessment on the performance of the PDM government, caretaker set-up and ‘unseen power-wielders’.

He said the Universal Declaration of Human Rights (UDHR) was adopted by the newly established United Nations on Dec 10, 1948, which set some minimum standards covering human dignity, privacy, freedom and sanctity of four walls that were also included in Pakistan’s constitution.

However, he regretted, out of the 100 pages, 50 pages of the US report contained human rights violations, dignity and abuses with a special mention of PTI leaders and workers who were subjected to custodial torture.

Mr Iqbal said the report also mentioned instances wherein police without having warrants unlawfully raided the houses of PTI leaders and supporters stole precious items.

Advocate Niazi said the US report summarised the widespread and rampant human rights abuses and constitutional violation instances in the country, which substantiated all their submissions and contentions after the regime change.

He alleged that there was no rule of law and the Constitution was sacrificed, besides compromising judicial independence.

He said extrajudicial killings were rampant in the country and rights to privacy, dignity and information and freedom of expression were violated with impunity.

Mr Niazi lamented that the PTI was even denied the right to peaceful assembly because it was not a democracy, but a “fascist regime”, which did not have any regard and respect for the Constitution and law.

He revealed that around 700 MPOs (Maintenance of Public Order) were issued in Khyber Pakhtunkhwa and 222 in Punjab against the PTI leaders and supporters, but only IHC’s Justice Babar Sattar took a stand against such order.

Imran Khan adviser launches legal action against Pakistan government following UK acid attack

A senior adviser to the former Pakistani prime minister Imran Khan has launched a legal action against its government, claiming that its feared intelligence agency, the ISI, was behind an acid attack against him at his home in Hertfordshire.

Shahzad Akbar, who sought refuge in Britain after leading Pakistan’s efforts to combat corruption before Mr Khan was toppled from power two years ago, was lucky not to lose his sight in the attack, which took place in front of his daughter, then aged 4, on 26 November last year.

It was saved only by his spectacles, which were badly damaged by the corrosive chemical squirted from a plastic bottle at Mr Akbar when he opened his front door in Royston to a man wearing a motorcycle helmet with its visor drawn down.
The attack caused acid burns that required treatment in hospital on his head and one arm, and has left permanent scars. Mr Akbar told The Independent: “The physical wounds have healed. The psychological ones go deeper.

“They were trying to send me a message: that I am not safe. This time, they weren’t trying to kill me, but were making it clear they could.”

A letter delivered today by solicitors Leigh Day to the Pakistan High Commission in London accuses named ISI and Pakistan army officers, claiming they were also responsible for an attempt to assassinate Mr Khan in November 2022 and the murder of Arshad Sharif, an investigative journalist and TV talk show host who often worked closely with Mr Akbar. Like Mr Akbar, he had fled Pakistan after Khan was ousted.

Mr Akbar told The Independent that both men received death threats from the ISI for continuing to campaign against corruption by politicians and government officials from abroad. However, Sharif was unable to claim asylum in Britain, and was shot dead by a paramilitary police unit in Kenya in October 2022.

Mr Akbar’s lawyers’ letter states that his death was initially described as a case of mistaken identity, but a fact-finding report by Pakistan’s interior ministry concluded it was “a planned, targeted assassination with transnational character”.

The letter also cites the fact that on 27 May last year, Mr Akbar’s brother Murad was abducted from his home in Islamabad by men dressed as police officers. After his family filed a habeas corpus case, an Islamabad judge ordered his release.

But Pakistan’s law enforcement agencies denied all knowledge of his arrest or whereabouts, while Mr Akbar was told by ISI agents that the only way to free his brother would be to return to Pakistan and give evidence in court against Mr Khan - who is currently in prison, facing dozens of what his supporters say are bogus, trumped-up charges.

A senior government official delivered the same message at a press conference in Islamabad, in what Mr Akbar described as attempted “blackmail”. Mr Akbar refused.

Three months after his brother was detained, diplomatic pressure from Britain finally secured his release. Mr Akbar, who currently works for a human rights organisation in London, said the impact of the attack on his family had been devastating:

“I’m not allowed to go inside my children’s school, which means I feel stigmatised and isolated from the other parents. My daughter was standing next to me when I was attacked and she is traumatised. I feel guilty for putting my wife and kids at risk.”

He said he had installed an array of security systems with the help of the police, “but at the end of the day, if they want to kill me, they will. I hope my legal action will hold those responsible to account”.

The Pakistan High Commission has been approached for comment.

Imran picks Sher Afzal Marwat for PAC chairman​

RAWALPINDI: Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar Ali Khan announced on Tuesday that his party has settled on Sher Afzal Marwat for the pivotal slot of Public Accounts Committee (PAC) chairman, effectively quelling internal discord within the former ruling party.

Addressing journalists in Rawalpindi, the PTI chairman stated, “All disputes are over [now] as the party has picked the name of Marwat for the slot.” He said the move was crucial for resolving lingering disputes.

The decision was reached after an important meeting convened at Adiala Jail, attended by Bushra Bibi, Aleema Khan, Barrister Gohar, Marwat, and other party leaders. Final approval for Marwat's nomination was granted by Imran Khan himself.

Last week, PTI Secretary General and Leader of the Opposition in the National Assembly, Omar Ayub Khan, advocated for Marwat's appointment, citing his endorsement by the party’s founder. Previous contenders for the PAC chairmanship, Hamid Khan and Hamid Raza of the Sunni Ittehad Council (SIC), had also garnered media attention.

Dismissing media reports alleging backchannel communications with the military establishment, Gohar asserted, “Neither we have backdoor contacts nor in talks with anyone.”

Media reports had suggested the formation of a three-member committee by PTI, including K-P Chief Minister Ali Amin Gandapur, Omar Ayub, and Shibli Faraz, to engage with the military establishment. However, Gohar refuted these claims.

Recent negotiations between the government and opposition in the lower house of parliament resulted in a power-sharing agreement, allocating chairmanships of 26 committees to the treasury and 11 to opposition benches, including the PAC's top position.

In response to a question, the PTI chairman acknowledged communication with Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman. “We will talk to everyone except the MQM-P, PPP and PML-N.”

He declared that PTI, along with its allies, will persist in protesting against these injustices.

Expressing concern, the PTI leader alleged that PTI lawmakers were being sidelined in parliamentary proceedings, alleging political victimisation by the incumbent government. He criticised the filing of cases against PTI leadership and workers despite peaceful protests.

“We take to the street for our rights but we are being barred,” he lamented.

Addressing another issue, Gohar stressed the importance of Imran Khan’s release, asserting efforts to secure the former prime minister's freedom before Eidul Fitr.

“The PTI founder will be released from Adiala Jail in May and will be among the people,” he asserted confidently.

Gohar lamented that the incarceration of the PTI founder by NAB was unfounded, alleging that the institution was specifically engineered to target him. "NAB's actions are directed against us. Nawaz Sharif, Shehbaz Sharif, Maryam Nawaz, and Asif Zardari enjoy immunity, with FIA and NAB cases against Shehbaz Sharif concluded. Nawaz Sharif received exoneration by having NAB cases terminated," he pointed out.

PTI AJK announces campaign for Imran’s release

PTI’s regional president and former Azad Jammu and Kashmir (AJK) prime minister Sardar Abdul Qayyum Niazi has declared a campaign across the state aimed at securing the release of party founder Imran Khan.

Addressing the media, Niazi declared that a series of peaceful protest rallies, conventions, and demonstrations will be organized spanning from Bhimber to Taobat, all aimed at securing the freedom of "Kashmir's ambassador," Imran Khan.

Peaceful protest rallies, conventions, and demonstrations from Bhimber to Taobat will be held under the campaign titled "Release Kashmir Ambassador Imran Khan," calling for the release of the former prime minister.

He was talking to a delegation representing the Islamabad High Court Journalists Association convened on Wednesday.

Niazi said the campaign would formally kick off with the blessing of PTI founder Imran Khan, currently detained at Rawalpindi’s Adiala Jail.

Describing Imran as the voice of Kashmiris on the international stage, Niazi stressed the significance of political stability in Pakistan to effectively champion the cause of Kashmiris.

He condemned what he termed as a "political vendetta" against Imran Khan, saying that dropping the “fabricated cases” against him and other leaders was essential for the nation's political and economic stability.

Asserting unwavering support for Kashmiri brethren in India, Niazi reiterated the commitment of Azad Kashmir to stand in solidarity with Kashmir against Indian oppression, labelling Azad Kashmir as the nucleus of the Kashmir liberation movement.

Niazi concluded by stating, "Our passion for Kashmir runs deep in our veins, and we shall persist in our efforts until Kashmir attains its freedom."

PTI aims to return to power after SC verdict on reserved seats​

ISLAMABAD (Dunya News) - Responding to the top court’s verdict on reserved seats, the Pakistan Tehreek-e-Insaf said it would open the door of their return to power.

On the decision of the top court to accept the PTI-backed SIC plea against the high court’s ruling under which the party was deprived of its reserved seats, Qaiser said, “If the courts continue to give such verdicts, there will be a PTI government soon.”

Addressing the media, Tehreek Tahafuz Ayeen-i-Pakistan (TTAP) chairman Mahmood Achakzai said the farmers should be given their due rights. He said the PM should take notice of the wheat scandal.

On the recent meeting of American ambassador with PTI leaders, Achakzai called it a good omen while adding, “we want the supremacy of the constitution in the country.”

On the duality of approach of the government, PTI leader Asad Qaiser said on the one hand, “the government woos investors in the country while on the other, the people are being deprived of their basic rights.”

Regarding the wheat scandal, he alleged,” Shahbaz Sharif is involved in the wheat scandal and instead of any spectacle, money should be recovered from all those involved in the wheat scandal.”

"There are contacts with Maulana Fazlur Rehman as our effort is to unite against the illegitimate government becasue we do not recognize it," he added.

Waqas Akram in, Marwat out for PAC top slot

Keeping up with his reputation, PTI founding chairman and deposed premier Imran Khan has taken yet another U-turn by finalising the name of Sheikh Waqas Akram as the party’s new nominee for the slot of the Public Accounts Committee (PAC) of parliament, replacing his previous candidate, Sher Afzal Khan Marwat.

The PTI’s political committee will forward Akram’s name to the National Assembly speaker in a day or two, according to the party’s insiders.

The insiders added that the committee also considered the name of party leader Ali Muhammad Khan but finally decided to proceed with Akram.

They said Imran had also given the nod to Akram’s nomination.

Earlier, the PTI’s founding chairman had finalised Marwat’s name for the slot.

PTI leader Yasmin Rashid was admitted to Lahore’s Services Hospital on Wednesday after falling unconscious in Kot Lakhpat Jail, according to her lawyer

Yasmin has been in prison for almost a year now in connection with multiple cases against her regarding the events of May 9, 2023, when countrywide protests and riots broke out after the arrest of PTI founder Imran Khan.

She was first detained on May 12 last year under the Maintenance of Public Order Ordinance and later arrested for her alleged involvement in the May 9 riots.

Her lawyer Rana Mudassir told Dawn.com her condition in jail had been very bad since yesterday and that she was not provided medical treatment facilities.

“[Medical] treatment was not provided [to her] despite continuous vomiting and an upset stomach since yesterday. Today, she fainted in jail and was brought to Services Hospital via an ambulance.”

He said she fainted due to heat in her prison cell and drinking contaminated water while not being provided any treatment.

Talking to Dawn.com, former PTI leader and federal minister Fawad Chaudhry said that Dr Yasmin was 70 years old, a cancer patient and had been in jail for a year.

PTI leader Hammad Azhar, who reappeared today after almost a year in hiding, dodged arrest as Islamabad Police showed up at party’s Central Secretariat on Wednesday

Hammad Azhar was among the several PTI leaders who went into hiding following the May 9 riots last year when protesters took to the streets after former prime minister Imran Khan was arrested from court premises.

These cases against him span across various cities including Lahore, Rawalpindi, and Faisalabad, raising questions about the extent of the legal entanglement faced by the PTI leader.

Earlier in the day, Azhar reappeared at Central Secretariat after ‘receiving’ PTI founder Imran Khan’s message, stating: “It’s time to come out of hiding and continue the struggle”.

The PTI claimed that he received the party’s founder message following yesterday’s attack on spokesperson Raoof Hasan – who had his face slashed with a blade by a group of transgender persons outside a private news channel office.

Hammad Azhar claimed that he had been receiving threats and false cases had been registered against him. “I have been accused of carrying a pistol and explosives, but I was not present at the scene of the incidents,” he alleged.

Soon after Azhar’s reappearance, the Islamabad police arrived at the party’s secretariat in order to arrest him. However, the PTI leader had already left for Peshawar.

PTI’s central office in Islamabad sealed over ‘encroachment’

Islamabad’s administration raided the central office of the Pakistan Tehreek-e-Insaf late on Thursday night in an anti-encroachment operation. The office was later sealed.

A heavy contingent of police arrived at the office in G-8/4 along with heavy machinery and sealed of all routes leading to the building.

A statement from the Capital Development Authority said that an operation was being carried out to remove the encroachments from the office.

In addition to encroaching on adjoining plots, the office had also added an additional storey in violation of building laws, the statement said.

According to the statement, show-cause notices were issued to the office four times in 2020, 2021, 2022 and 2023. After no reply, an order to seal the building was issued on May 10.

The statement added that an operation against encroachments was underway across the city without any discrimination.

Heavy machinery was used to remove the encroachments around the building, while the building itself was sealed for ‘non-conforming’ use.

PTI shows willingness to ‘forgive everyone’

After remaining at loggerheads with the establishment and some political parties for over a year, the Pakistan Tehreek-i-Insaf (PTI) on Thursday said it does not believe in a “clash of titans” and showed willingness to “forgive everyone”.

Talking to the media on Thursday, PTI Chairman Barrister Gohar Ali Khan said the PTI will not indulge in the politics of revenge and was not interested in vengeance, despite the fact that it has been suffering. He announced that his party is forgiving all its opponents.

He said there was a need to “ceasefire” for the sake of the nation and the “clash of titans” should now be stopped.

Barrister Gohar said that the founding chairman of PTI [Imran Khan] wanted to hold talks with others for economy, Constitution and the rule of law in the country.

Livid over office demolition, PTI predicts ‘system collapse’

The top leadership of PTI on Friday accused the government of resorting to fascist tactics against the party, and predicted that ‘the system’ was going to collapse soon.

The leaders also expressed apprehensions over a perceived threat to former premier Imran Khan’s life in prison.

They were speaking at a news conference held at the site of the party’s central secretariat, which was demolished by the Capital Development Authority (CDA) a day earlier for violating building by-laws.

Talking to the media after a meeting of the PTI’s Core Committee, Chairman Barrister Gohar Ali Khan alleged that CDA had violated the sanctity of the party’s central secretariat by invading it.

“In a democracy, the central office of a party is sanctified,” he stated, adding, “The operation was aimed at creating obstacles for us and as a result I had to hold the party’s Core Committee meeting on the road.”

He said that a new wave of persecution of PTI was aimed at diverting the attention from ‘Dubai Leaks’ — the disclosure of purchase of properties in the UAE city worth billions of dollars by Pakistani citizens — but this issue would not go down so easily and the culprits would have to present their money trail.

Flanked by Opposition Leader in National Assembly Omar Ayub, Raoof Hassan, Shibli Faraz, Latif Khosa, Firdous Shamim Naqvi, and Ali Muhammad Khan, Barrister Gohar said the party has filed a petition in the Islamabad High Court against the CDA’s action and the case would be taken up on May 27.

Mr Ayub said that the action by the CDA and the government has led to the start of ‘intifada’ for the restoration of true democracy.

“We will continue our struggle against the system till the goals are achieved,” he added.

Earlier, during a media talk at Khyber Pakhtunkhwa House, Raoof Hassan said they had been enduring the “state tyranny” for the past two years but nothing could dampen the courage and spirit of PTI leaders and workers.

He claimed that Imran Khan had expressed concerns about his life being in danger, and now it seems that is becoming a reality.

He said that when the offices of a political party are shut, non-state actors get an opportunity.

PML-N rejects PTI claim

PML-N MNAs Dr Tariq Fazal Chaudhry and Anjum Aqeel defended the CDA action, saying the authorities had acted in accordance with law.

During a media talk at the National Press Club, Mr Chaudhary said that the first notice to PTI was issued by the CDA in 2020 while the last one on May 10. He pointed out that the second floor of the PTI’s secretariat was built without approval, adding that containers and parking sheds were also encroachments. He alleged that PTI was telling lies and trying to fool the general public.

After giving references of the CDA’s policies, he said the authority had decided to ban offices and business activities in residential areas. “CDA gave the PML-N a notice too to close our office and we vacated it. The party did not pressurise its government and shifted its offices,” the MNA added.

No apology

Separately, the PTI rejected the military spokesman’s demand for an apology over the May 9 violent incidents.

In an interview with DawnNews’ Nadir Guramani, senior PTI leader Asad Qaiser even termed the demand for an apology ‘unconstitutional’. He said there was no question of tendering an apology.

In a news conference earlier this month, ISPR chief Lt Gen Ahmed Sharif Chaudhry had asserted that PTI leadership should apologise over the incidents of May 9.

The MNA said his party should not have formed a “weak” government in the wake of 2018 elections. He also said his party should not have dissolved assemblies.

Mr Qaiser said that PTI would challenge the defamation law passed by the Punjab Assembly recently.

IHC overrules office objection to PTI petition on office razing

The Islamabad High Court on Monday overruled an administrative objection to a petition filed by the PTI against Capital Development Authority’s (CDA) raid on its central secretariat.

Justice Saman Rafat Imtiaz rejected the objection raised by the IHC registrar office on the grounds that petition was filed without due authorisation. The plea was moved by PTI Secretary General Omar Ayub through Advocate Shoaib Shaheen.

The court was set to hear arguments on the petition starting Tuesday (today), but due to the public holiday declared by the federal government to observe Youm-i-Takbeer, the IHC will also remain closed.

The Cabinet Division issued a notification on Monday stating that the prime minister has declared May 28 (the day Pakistan became a nuclear power in 1998) as a public holiday throughout the country.

Subsequently, the chief justice of Pakistan also ordered observing May 28 as court holiday. Likewise, the IHC issued a notification stating that “the Hon’ble Chief Justice of this Court has been pleased to declare that the Islamabad High Court and Sessions Courts (East & West), Islamabad, shall observe public holiday on May 28, 2024”.

According to a court official, hearing on the PTI petition will be rescheduled accordingly.

The CDA had last week demolished what it claimed were the encroachments and sealed the PTI secretariat.

In its petition, PTI termed the operation and sealing of its secretariat at Sector G-8/4, Islamabad “without having lawful authority, mala fidely, political victimisation, without adopting due process of law and contrary to the provisions as enunciated under the Constitution of Islamic Republic of Pakistan, 1973”.

As per the petition, Arshad Dad and Naseem ur Rehman, both members of the PTI Central Finance Board, through an agreement dated July 17, 2020, purchased commercial plot No.1-A, measuring/size 30X48, 160 square yards situated at Shopping Centre, Sector G-8/4-2, Islamabad, from Sartaj Ali.

Sartaj Ali, the seller then wrote a letter dated July 29, 2020, to the Capital Development Authority for transfer of allotment of plot. The CDA, vide letter dated July 30, 2020, after considering the request, allotted/transferred the plot in the name of PTI.

However, on May 23, 2024, at about 11:15pm, the petitioner through electronic media came to know that the CDA in connivance with Islamabad police, was demolishing the PTI’s head office situated at the said plot.

When the petitioner asked the CDA and police officials to show any order or notice pertaining to encroachment which had ever been issued to him, the CDA and police officials, instead of paying the heed towards petitioner’s request for showing any order or notice, started demolishing the PTI’s head office, which is illegal, stated the petition.

It added that after sealing and demolishing the certain area of PTI’s head office, the CDA and police officials made a statement before media persons that PTI is not the owner of the plot, but it belonged to Sartaj Ali, son of Aziz Ur Rehman and, therefore, notice was issued to him, which is contrary to the letter dated July 30, 2020, issued by the CDA, wherein it has been clearly mentioned that the said plot is allotted/transferred in the name of PTI.

The petition requested the court to declare the CDA action illegal.

PTI allowed to hold public gathering in Rawat on June 8​

ISLAMABAD: The capital administration on Friday allowed the PTI to hold a public gathering on June 8 at an open space near Rawat, instead of F-9 Park as requested, subject to terms and conditions to be followed by the party.

Officials of the capital administration said the PTI had filed an application seeking permission for the gathering in the park. Over the application, comments/views were sought from the SSP (operations), Intelligence Bureau and the Special Branch.

In reply, the law enforcement agencies reported that due to the prevailing security situation in the capital and on the basis of the past conduct of the political party, permission for holding a public gathering at F-9 Park Islamabad may not be granted, said the officers.

The request was also examined by the District Intelligence Committee (DIC) at a meeting wherein all the members unanimously agreed that this kind of public gathering in the heart of capital territory by any political party should be avoided.

The directions of the Supreme Court in a constitutional petition of 2022 were also perused wherein the apex court had directed that a mechanism may be worked out with political parties as regard to holding of rallies and days and venues.

The Islamabad High Court in 2022 had also observed that political parties were expected to strictly comply with the regulations and restrictions prescribed to maintain public order. The imposition of reasonable restrictions in the context of regulating the right guaranteed under Article 16 of the Constitution was within the exclusive domain of the executive authorities.

“Keeping in view the fundamental right of the applicant and in the light of the directions contained in the Writ Petition No 1026/2024, drawing a balance to overall security risk in the capital the application for holding of public gathering on June 8, 2024 at an open space near Rawat, Islamabad is hereby allowed subject to following terms and conditions,” an order issued by the office of the deputy commissioner Islamabad stated.

“The gathering shall not disturb or disrupt the fundamental rights of citizens of Islamabad and adjoining areas, Right to Freedom of movement (Article 15), Right to Freedom of Trade and Business (Article 18), Right to Education (Article 25-A) hence no roads shall be blocked. The gathering shall start at 4pm and end at 7pm on June 8, 2024 and it will be organisers duty to ensure the dispersal after the close of event.”

No object of lethal or non-lethal force including batons of any size would be wielded by any participant of the gathering nor shall any participant shall indulge in violence or clashes. In case of any such incidence of clashes/violence, the organisers shall be held responsible.

“The permission is for a public gathering, and permission for sit-in is not granted. Organizers are bound to ensure that the participants do not spend the night or subsequent nights there and are dispersed peacefully. The organisers hereby are made responsible for conduct of all participants of the gathering.”

The order said that the organisers shall be responsible for the internal security arrangements of the participants. And the list of the participants shall be shared with the local police in advance.

The organisers shall take responsibility that the participants shall not illegally move beyond the identified boundary of the venue. The organisers shall be responsible for any violation of this and resultant consequences.

The order added: “Anti-state, anti-religious, or anti-ideology of Pakistan slogans or speeches shall not be made, effigy/flag of any political or religious party shall not be burnt, weapons/firearms of any kind shall not be taken at/near the venue of the gathering. The use of decks/speakers shall comply with the provisions of West Pakistan Amplifier Ordinance 1965.”

The traffic management and vehicle parking plans of police shall be adhered to by the organisers/participants and smooth traffic flow for the residents of the capital shall not be obstructed.

For safety of the general public and maintenance of law and order at the venue, the police and LEA shall not be obstructed to check/search of any vehicle/person coming to attend the gathering anywhere in the capital territory.

The organisers shall be responsible for any human injury/health issue caused inside the venue due to internal arrangements.

A list of people to be allowed on stage shall be provided to the ICT administration at least 12 hours in advance.

No infants/children under the age of 18 years shall be allowed at the venue and the organisers take responsibility on this account except with their lawful guardians. Welfare and safety of infants shall be the responsibility of the guardians.

IHC orders de-sealing of PTI central secretariat​

ISLAMABAD (Dunya News) – The Islamabad High Court ordered the Capital Development Authority on Tuesday to immediately de-seal the PTI central secretariat in Islamabad.

The order came as IHC’s Justice Saman Riffat Imtiaz announced the verdict, which was reserved on Monday, on a petition regarding the sealing of the PTI central secretariat in an operation carried out by the CDA.

Lawyers Shoaib Shaheen and Umair Baloch represented the petitioner, PTI leader Omar Ayub Khan, while Advocate Hafiz Arafat represented the CDA.

During Monday’s hearing, one of the PTI lawyers argued that although the CDA had notices in its records, there was no mention of the existing notice, implying fraudulent behaviour. He pointed out that these notices were addressed not to the PTI but to Sartaj Ali.

Shoaib Shaheen stated that media reports indicated the land was being handed over to Sartaj Ali and during the operation it was stated that the PTI was not noticed.

The CDA lawyer informed the court that Sartaj Ali had purchased a commercial plot and changed its use, which affected the neighbouring area. The construction exceeded the allowed limits, he added.

At this juncture, the court questioned the CDA lawyer about the specific notice prohibiting the plot's alternative use. The court also inquired about the notice recipients in case the plot was rented out.

The court expressed concern over inconsistent notice distribution by the CDA, and suggested simultaneous notification to both landlords and tenants to expedite resolution.

The court reserved its verdict after the two parties concluded arguments.

Subsequently, the court handed down the judgement.

PTI protests as ATC dismisses Omar Ayub's bail plea over no-show in court

A special anti-terrorism court (ATC) in Sargodha Monday dismissed PTI Secretary-General Omar Ayub’s bail petition over non-appearance as police personnel stopped him from presenting himself before the judge, his lawyer said, prompting a strong protest from the party.

Ayub had arrived earlier today at the court premises to appear before the court; however, he could not ensure his attendance due to the law enforcers, his lawyer told reporters, which led to his bail plea’s dismissal in the May 9 and 10 riots case.

Several politicos, including Ayub, Amjad Khan Niazi, and Malik Ehsan Ullah Tiwana, have been nominated in the case. With several leaders set to appear, authorities had deployed additional police personnel near the compound.

As he was being stopped, Ayub told reporters that the police personnel were not allowing him to appear before the court on Prime Minister Shehbaz Sharif’s “instructions”.

“They have taken the special court’s judge hostage,” alleged Ayub, who is the opposition leader in the National Assembly.

“Under the guise of security, the police have stopped me from presenting myself before the judge. But I will not leave before marking my attendance,” he had said but failed to do so.

For his part, the PTI leader and lawyer Babar Awan, who was also present there, said the government should “punish others to the extent that they can bear themselves”, while also alleging that a few people were playing with the country’s security.

He said that his clients were not being allowed to appear before the court. “Chief Justice of Pakistan [Qazi Faez Isa] should take notice. Which door will we knock on for justice?”

In response, PTI MNA Asad Qaiser said on the floor of the National Assembly that the opposition leader was not allowed to appear before the court today, asking the treasury benches under which law he was stopped. “We condemn this and we’re staging a walkout.”

In the Punjab Assembly, Hafiz Farhat Abbas said that Ayub and other PTI leaders were not allowed to appear before the court. He asked the speaker to summon Punjab’s top cop in this regard.

Court grants bail to PTI lawyers in Manika attack case

The Anti-Terrorism Court of Islamabad has granted interim bail to Pakistan Tehreek-e-Insaf (PTI) lawyers in the case of attack on Bushra Bibi’s ex-husband, Khawar Manika.

Judge Tahir Abbas Sipra heard the plea of PTI lawyers on Wednesday, seeking interim bail in the case.

Bushra Bibi's lawyer Usman Gill appeared before the court.

The court accepted the bail and granted interim bail to Usman Gill against the surety of Rs 5,000. It may be mentioned that the interim bails of Naeem Panjotha, Ali Ijaz Butar and Mirza Asim have been approved on June 11 in the case.

PTI backtracks on talks offer with ruling coalition

The Pakistan Tehreek-e-Insaf (PTI) has withdrawn its earlier offer to hold talks with the government coalition, which includes the Pakistan Muslim League-Nawaz, Pakistan Peoples Party, and Muttahida Qaumi Movement-Pakistan.

At a press conference in Islamabad on Friday, PTI spokesperson Raoof Hasan clarified that Khan had told them that there was no situation like that.

Earlier this week, PTI Chairman Gohar Ali Khan stated that party founder Imran Khan had given the green light for the party to engage in dialogue with the government. This came after the Supreme Court had observed that the PTI should initiate talks with the government to resolve its issues through parliamentary discussions.

But the PTI took a “U-turn” on its statement.

Hasan stated that Khan has demanded that the three coalition parties first provide a “letter of authorisation from their sponsors and patrons” to demonstrate their actual authority to negotiate with the PTI.

The PTI maintains its stance that the incumbent government was a “mandate usurper” and that its members are mere “mummies and dummies” whose actions are controlled by external forces. He reiterated the former prime minister’s directive that the party has “no intention to negotiate with these three political parties at any stage.”

‘PTI running malicious campaign abroad’

A government spokesperson on Sunday warned overseas Pakistanis that the government would clamp down against them if they promoted “anti-state agenda”.

Addressing a media briefing, Barrister Aqeel Malik, who is also the federal government’s spokesperson on legal affairs, claimed that PTI was “misusing” the Pakistani diaspora, who have a strong affiliation with the party, for its “clandestine motives”.

He demanded the party quit its “anti-state activities and propaganda” and hold dialogue with the government to find solutions to political issues “instead of damaging the nation’s interest at global forums”.He claimed PTI was orchestrating legislation in foreign countries which were damaging Pakistan’s interests.

“Pakistan is an independent country and does not take dictation from any nation. We want friendly relations with all countries,” Mr Malik said and claimed that a “concentrated smear campaign” against Pakistan started in foreign countries after PTI founder Imran Khan was ousted as prime minister by a vote of no confidence in 2022.

He also accused the PTI of hiring lobbyists and PR firms to promote anti-Pakistan campaigns abroad.

Mr Malik referred to Resolution 901, tabled in the US Congress by Congressmen McCormick in November 2023, which had “all its links to PTI”.

The resolution condemned efforts “to subvert the political, electoral, or judicial processes of Pakistan” and urged the US president and secretary of state “to work with the Government of Pakistan” to uphold democracy, human rights and the rule of law.

Mr Malik claimed that the resolution was tabled at PTI’s behest.

In May 2023, 65 congresspersons wrote a letter to the US secretary of defence “to prioritise the protection of human rights and democracy in Pakistan”.

The PML-N leader added that another 11 congress members wrote to the secretary of state in November 2023 to suspend US assistance to Pakistan, while 31 demanded Washington not recognise the government formed in Pakistan after the February 8 general election.

He claimed that these demands were pushed by PTI, which also hired lobbying and PR firms to “strongly promote anti-Pakistan propaganda”.

“PTI is running a concentrated malicious campaign against Pakistan. The amendments being moved by the PTI-influenced House of Representatives are all linked to anti-state elements,” he said and claimed that India also had a major role in these activities and it had joined PTI to work on an anti-Pakistan narrative.

He reiterated that the government was fully aware of the campaign and its perpetrators.

“You [PTI] cannot do opposition against the state as by doing so you are undermining it, and there is no tolerance for it.”

Mr Malik warned that no political party was above Pakistan and no anti-state agenda would be allowed by the state.

He urged the PTI to think about the country and motherland as it had “joined hands with Pakistan’s enemies” to perpetrate an “anti-Pakistan agenda for its political motives”.

“PTI is becoming a source of humiliation for the country at international forums. You are Pakistani, and we all are Pakistanis. We have to work for the country.”

“Nobody is stopping you from politics, but this negative and inimical politics would not be allowed”, Mr Malik warned.

Section 144 imposed in Punjab for 7 days as PTI calls for protests

The Punjab government on Friday imposed Section 144 across the province in light of “the prevailing law and order situation”, thereby banning protests and public gatherings.

The imposition of Section 144 across Punjab comes as PTI plans to carry out nationwide protests today demanding the release of incarcerated leader Imran Khan.

According to an order issued by the Home Department, which Dawn.com has seen, Section 144 has been imposed with immediate effect and will be in place for seven days.

The Punjab Police says Section 144 empowers authorities to issue orders in public interest that may place a ban on an activity for a specific period of time.

The order states: “It has been observed that in view of the prevailing law and order situation and security threats, any gathering/ assembly is likely to provide soft targets to terrorists and miscreants, which not only pose serious security threats but is also likely to cause threat to public at peace and order as well as inconvenience to public at large.”

Although a specific reason for imposing the ban was not mentioned, issuing secretary Noor Ul Amin Mengal wrote in the order that “pressing and adequate grounds exist for proceeding under Section 144 […] as an immediate prevention and speedy remedy to ban forthwith certain activities in Punjab”.

Assemblies, gatherings, sit-ins, rallies, processions, demonstrations, jalsas, dharnas, protests and other such activities have been prohibited effective immediately, the order stated.

The imposition of Section 144 across Punjab comes as PTI announced nationwide protests for the release of incarcerated leader Imran Khan.

According to one post on social media platform X, “multiple illegal police raids” were conducted on the houses of PTI leaders in Khanewal.

The party also claimed that the office of PTI leader PP-209 Khanewal Humayun Khan was raided and ransacked by the police.

Speaking in the National Assembly today, Leader of the Opposition Omar Ayub condemned the imposition of Section 144 and asked NA deputy speaker Ghulam Mustafa Shah to rule that the ban was a constitutional violation.

Posting on X, party spokesman Raoof Hassan condemned the act as “a shameful act on the part of the entire form 47 criminal government”. He added that imposing section 144 demonstrates how “mortified” the government is of Imran Khan and that this will only spur the drive of the party founder’s followers.

“Imran Khan will triumph. People will triumph. Pakistan will triumph. Nothing can stop their momentum to realise their dream,” Hassan added.

PTI to consider constructive suggestions from Achakzai following parleys with govt: party spokesperson​

PTI leader Raoof Hassan on Tuesday said that former premier and party founder Imran Khan would consider any “constructive suggestions” brought forward by Pashtunkhwa Milli Awami Party (PkMAP) chairman Mahmood Khan Achakzai through his dialogue with the government.

In February, PTI spokesperson Raoof Hasan said that party founder Imran Khan had given instructions to initiate contact with all other political parties, except the PML-N, PPP and Muttahida Qaumi Movement-Pakistan.

The three parties are part of the coalition that is heading the government.

In an apparent U-turn from its earlier assertions that the former ruling party would only talk to ‘empowered’ stakeholders and not the ‘toothless ruling’ coalition, Imran on June 11 ordered the party’s top brass to reach out to the government for a dialogue.

However, while addressing a press conference in Islamabad three days later with Leader of the Opposition in the National Assembly Omar Ayub, Hasan said: “Regarding a controversy on the media that the PTI is moving to have negotiations with three political parties that are mandate usurpers, Imran has clearly told us that there is no situation like this.”

In an interview with Dawn News programme Doosra Rukh that aired on Friday, the PTI spokesperson said that the party’s stance had not changed since the beginning.

Addressing PTI leader Gohar Khan’s comments on the party being open to negotiations, Hasan said they had approached Imran following Gohar’s comments, where the PTI founder said that no such statement was given.

“There will not be any direct contact with the parties that have stolen the mandate,” Gohar quoted Imran as saying.

“Regarding Mehmood Khan Achakzai […] Imran said that if he wanted to talk [to the opposition] on his own then he is allowed,” he said.

“We cannot pressure any party […] if they think that they can play a constructive role then they should try,” he said.

“Imran said today that if they bring forward constructive suggestions, we would consider them. It is an open-ended policy.”

While responding to the question of whether PTI has given the authority to negotiate to the PkMAP chairman, Raoof said: “No, PTI’s position is clear. Do not confuse two things together. PTI’s position is clear that we don’t want any contact with mandate thieves.”

“If he [Achakzai] comes to us and says that this is something positive and we should move forward with it, to that Imran has said that we will consider it,” Hasan said.

CJP Isa calls PTI merger with SIC a 'suicide'​

ISLAMABAD (Dunya News) – Chief Justice of Pakistan Qazi Faez Isa referred to the PTI’s merger with the SIC a political “suicide” during the hearing on Monday of a petition filed by the Sunni Ittehad Council against the denial of reserved seats for women and minorities in the national and provincial assemblies.

Following the Feb 8 general elections, the Pakistan Tehreek-e-Insaf, which had been stripped of its electoral symbol ‘bat’, had directed the independent candidates who won election with its backing to join the Sunni Ittehad Council under a merger.

A full-court bench, headed by Chief Justice Qazi Faez Isa, is conducting the proceedings.

Other judges on the bench are Justice Syed Mansoor Ali Shah, Justice Muneeb Akhtar, Justice Yahya Afridi, Justice Aminuddin Khan, Justice Jamal Khan Mandokhail, Justice Muhammad Ali Mazhar, Justice Ayesha A. Malik, Justice Athar Minallah, Justice Syed Hassan Azhar Rizvi, Justice Shahid Waheed, Justice Irfan Saadat Khan and Justice Naeem Akhtar Afghan.

PM offers talks but PTI sets conditions

Prime Minister Shehbaz Sharif has once again extended an olive branch to his incarcerated political adversary, PTI founder Imran Khan, inviting him to the table for dialogue amid the ongoing political turmoil.

“If their [PTI] founder is facing troubles [in jail], then I reiterate: come, let’s sit down and talk,” said the premier during his address in the National Assembly on Wednesday.

Recalling a time when political rivals could still find common ground, the premier said, “There was a time in this house when politicians would severely criticise one another, but they would also stand with their rivals during times of happiness and sorrow.”

Touching upon the 2018 elections, Prime Minister Shehbaz remarked, “We joined the parliament despite the [rigged] polls. The sort of slogans that were raised during my first speech will always be remembered as a dark chapter in the history books.”

He further stressed the need for fairness, stating, “If someone is facing any injustice, then I believe that the scales of justice should be in favour of those [being victimised], there is no difference over it — whether it be any politician or anyone from any walk of life.”

The prime minister lamented the deepening divide between politicians, recalling his previous attempts to engage Imran Khan in dialogue. “So who is responsible for this bitterness [between politicians]? We don’t even shake hands now,” he expressed.

He also highlighted the harsh treatment faced by Defence Minister Khawaja Asif and PML-N Punjab President Rana Sanaullah during their incarcerations.

The political feud between Pakistan Muslim League-Nawaz (PML-N) and Pakistan Tehreek-e-Insaf (PTI) has been simmering for years, especially after the disputed February 8 elections, which Imran Khan’s party claims it had won.

Responding to the prime minister’s call for dialogue, Leader of the Opposition in the National Assembly Omar Ayub firmly stated that the PTI would consider negotiations only after their leader and other incarcerated members were released.

“This should be in your minds: you torture our workers, you’ve kept our lady workers in prison vans at 45°C. My prime minister Imran Khan was kept in a death cell, there’s an oven-like environment over there,” Ayub passionately declared amid the uproar from the treasury benches.

Despite the ruckus, Ayub maintained that the proceedings of the house could only continue if government members showed respect to their opposition colleagues. Addressing the premier’s plea for reconciliation, he added, “Reconciliation will take place when you realize the abuse of Yasmin Rashid, Mehmood ur Rasheed, and Hasan Niazi.”

In a heated exchange, Ayub retorted to the prime minister’s claims of harsh conditions by alleging that former premier Nawaz Sharif had the luxury of air conditioners in his jail cell.

Omar Ayub resigns as PTI's secretary general

Pakistan Tehreek-e-Insaf (PTI) senior leader Omar Ayub resigned as party’s secretary general on Thursday.

Ayub, who is also leader of the opposition in National Assembly, shared his resignation on X, formerly Twitter.

“It was a great honour for me to serve as PTI’s secretary general since May 2023,” Ayub said in his resignation letter that he addressed to party’s founder Imran Khan.

He also stepped down as chairman of party’s central finance board.

In a letter dated June 22 to PTI founder Imran Khan, he submitted his resignation from the secretary general position.

After resigning from the party position, he said, "I am grateful to the PTI founder for accepting my resignation as PTI's Secretary General. I had sent my resignation on June 22 to the founder of PTI and Chairman Barrister Gohar Ali."

He added that the Leader of the Opposition in the Senate, Senator Shibli Faraz, conveyed his message to Imran Khan during a meeting at Adiala Jail on Thursday.

He mentioned that, according to the founder of PTI's directives, further changes will be made to PTI's organisational structure in coming days. He expressed his gratitude to all members of the PTI family, parliamentarians, and office-holders for their tireless work and bravery for the founder of PTI.

Omar Ayub stated that he was unable to do justice to the position of secretary general of the party while serving as the leader of the opposition, and therefore, another person should be nominated for the position of secretary general.

PTI's internal strife intensifies as Sher Afzal Marwat demands Shibli Faraz's resignation

Pakistan Tehreek-e-Insaf's (PTI) firebrand leader Sher Afzal Marwat came out all guns, blazing against fellow party leader Shibli Faraz, demanding Shibli's resignation and claiming that it is essential to rid the party of the "qabza mafia.

Marwat's demand came after Omar Ayub resigned from the position of Secretary General of PTI, saying there would be more changes in the party’s organizational structure.

"I demand the resignation of Shibli Faraz from party positions and as leader of the Opposition in Senate," said Marwat, who has been at loggerheads with Faraz and other party leaders.

Speaking about the party leadership, Marwat said that there are many instances where the leadership failed, adding that there are many examples of that including the party's "bat" symbol and reserved seats issues.

"The core committee and political committees of the party consist of the favourites and the party decisions are not taken on merit," claimed the PTI leader.

The politician said if the party leaders want him on the field, then they should raise their voices in favor of his demands. "If Shibli Faraz is removed [from PTI], then I promise the party will rise as per the need of the hour," promised Marwat.

PAC chairman controversy

Earlier in April, Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar Ali Khan announced that his party has settled on Sher Afzal Marwat for the pivotal slot of Public Accounts Committee (PAC) chairman, effectively quelling internal discord within the former ruling party.

However, Marwat openly refused to work with Senator Faraz and Omar in May, accusing them of blocking his attempts to meet the imprisoned PTI founder, Imran Khan.

Marwat claimed that Shibli claimed, "Making me the chairman of the Public Accounts Committee (PAC) will not be acceptable to the PML-N".

"My own people are pulling me down," Marwat regretted.

Initially nominated by Imran as the PAC chairman, Marwat's nomination was retracted after he faced criticism from the party leadership.

The political committee of the PTI replaced Marwat with Sheikh Waqas Akram.

Following his remarks, Marwat was expelled from the party’s core and political committees on the directives of the PTI founder. Later, the party also issued a show-cause notice to him for violating its code of conduct and policy.

Sher Afzal Marwat demanded the resignation of PTI Senator Shibli Faraz, accusing him of preventing access to imprisoned PTI founder Imran Khan.

Akbar echoed these allegations, claiming "certain people" can meet party supremo while others are denied.

Akbar stated, "Their interests lie with each other, and we are told the party policy aligns with Imran Khan's views. The beneficiaries of decisions are these people, their families, and friends."

He expressed frustration over his lack of influence within the party and inability to meet the incarcerated chairperson, currently held in Adiala jail.

Despite his resignation, Akbar affirmed his loyalty to PTI, stating, "PTI is my home, and I am not part of any group nor will I be."

A day after Omar Ayub's resignation, the PTI Parliamentary Party expressed confidence in him, urging that his resignation not be accepted. The party denied reports of a 'forward bloc,' asserting unity under Imran Khan's leadership.

Following Ayub's resignation, sources indicated that 27 PTI-backed Sunni Ittehad Council (SIC) lawmakers were considering resigning from the National Assembly in protest against the party's top leadership.

Insiders revealed that 21 lawmakers hinted at forming a forward bloc due to the leadership's failure to secure the release of party founder Imran Khan from jail.

They also "conveyed a message" to PTI Chairman Barrister Gohar Ali Khan and Secretary-General Omar Ayub, urging them to make serious efforts for the release of incarcerated leaders.

The disgruntled MNAs complained that some leaders were eyeing higher posts instead of focusing on securing the release of the PTI founder and other jailed party leaders.

Omar Ayub's resignation triggered discussions on appointing a new secretary general, potentially from Punjab, with Sheikh Waqas Akram from Jhang being a probable candidate.

The Pakistan Tehreek-e-Insaf (PTI) Core Committee on Monday announced that those who distanced themselves from the party during challenging times would not be welcomed back.

In an improtant meeting, the Core Committee unanimously passed three key resolutions. The committee recommended not accepting the resignation of Secretary General Omar Ayub Khan, praising his commendable services during the party's testing period. They urged him to withdraw his resignation, highlighting the importance of his role for continuity in party policies amid current circumstances.

"Omar Ayub's contributions as Secretary General are crucial for maintaining party policies during these trying times," the resolution stated. "The Core Committee requests lifetime chairman Imran Khan to not accept Omar Ayub Khan's resignation."

The committee strongly condemned individuals who abandoned the party at a critical juncture, stating they have no moral ground to comment on party matters from the outside. "Those who left the party during tough times will never be accepted back," the resolution read.

The statement further noted that any decision regarding individuals regretting their actions rests solely with lifetime chairman Imran Khan. The party affirmed its commitment to enforcing strict discipline within its ranks and dealing sternly with any violations.

"Party members who violate discipline will face severe consequences, including suspension of basic membership and other disciplinary actions," the resolution warned. Cases of those already served notices for discipline violations will be resolved within seven days.

PTI has seen a wave of resignation pouring in recently after rumours of forward blocs and internal strifes became apparent.

Omar Ayub resigns as PTI's secretary general

Pakistan Tehreek-e-Insaf (PTI) senior leader Omar Ayub resigned as party’s secretary general on Thursday.

Ayub, who is also leader of the opposition in National Assembly, shared his resignation on X, formerly Twitter.

“It was a great honour for me to serve as PTI’s secretary general since May 2023,” Ayub said in his resignation letter that he addressed to party’s founder Imran Khan.

He also stepped down as chairman of party’s central finance board.

In a letter dated June 22 to PTI founder Imran Khan, he submitted his resignation from the secretary general position.

After resigning from the party position, he said, "I am grateful to the PTI founder for accepting my resignation as PTI's Secretary General. I had sent my resignation on June 22 to the founder of PTI and Chairman Barrister Gohar Ali."

He added that the Leader of the Opposition in the Senate, Senator Shibli Faraz, conveyed his message to Imran Khan during a meeting at Adiala Jail on Thursday.

He mentioned that, according to the founder of PTI's directives, further changes will be made to PTI's organisational structure in coming days. He expressed his gratitude to all members of the PTI family, parliamentarians, and office-holders for their tireless work and bravery for the founder of PTI.

Omar Ayub stated that he was unable to do justice to the position of secretary general of the party while serving as the leader of the opposition, and therefore, another person should be nominated for the position of secretary general.

PTI founder Imran Khan rejected the resignation of Pakistan Tehreek-e-Insaf General Secretary Omar Ayub.

In the latest development, the PTI founder also summoned opposition leader Ayub for a meeting in Adiala Jail.

According to sources, the PTI founder directed Ayub to continue working as secretary general.

Meanwhile, the party founder also approved the resolutions of the core committee and the parliamentary committee.

Imran Khan said that Omar Ayub and Shibli Faraz worked in difficult times, they are the heroes of the February 8 elections.

Sources also said that the founder also approved the committee formed for negotiations with the JUI-F.

‘Doctrine of necessity’ echoes in Courtroom No 1, again

As the issue of reserved seats meant for the Sunni Ittehad Council continued to polarise the full court, Chief Justice Qazi Faez Isa on Tuesday equated the ‘doctrine of necessity’ with the ‘justice principle’, saying successive military takeovers had been legalised in the past using the same principle, as embodied in the maxim ‘Salus Populi Supreme Lex Esto’ (the welfare of people should be the supreme law).

The CJP made these comments during full court proceedings on petitions moved by the SIC against the Election Commission of Pakistan (ECP) decision to deny it the reserved seats for women and non-Muslim lawmakers.

According to CJP Isa, all these previous judgements were based on the premise that they have followed the Constitution, even though the Constitution does not envision military takeovers or sending elected representatives home.

“When you cannot find a tangible reason to hang on to the Constitution, you open the doors for the doctrine of necessity,” he said, and implored that Pakistan should be allowed to get on the constitutional path for once.

The observation came when Justice Athar Minallah suggested that what Attorney General for Pakistan (AGP) Mansoor Usman Awan was arguing, in fact, meant asking the apex court to only look at Article 185 of the Constitution (appeal), which was before the court.

Justice Minallah further said it was obvious that a political party was excluded on the basis of misinterpretation of constitutional provisions and the Jan 13 judgement of the apex court, adding that this would indirectly mean that this apex court would be validating a grave constitutional violation and invoking the ‘doctrine of necessity’ instead of Article 185.

He said the AGP expected the court to validate this exercise, even though it was related to the rights of people who were disenfranchised by an unconstitutional interpretation by a constitutional body, i.e. the ECP.

At this, the CJP regretted: “When judges, some of them may have great wisdom, forget what the Constitution says but erect the basis of their judgement on one word, ‘justice principle’, then we may have to do away with the Constitution because we may now be imposing our vision on the nation by saying constitution-makers are not right in framing the Constitution, but judges are.”

He said that judges were imposing their will on parliament, adding that he did not want to impute any intention, but these judges genuinely believed in it.

We all want justice, but it is an elusive concept since it may differ, the CJP observed. Pointing towards the AGP, he said that you may apply the justice principle, but the courts apply only law and constitutional provisions. “When you go into these vague concepts, then you go into all sorts of trouble, which are [part of] history and not an academic exercise anymore,” Justice Isa said.

‘Complete justice’

Justice Syed Mansoor Ali Shah, however, said that when we open the lens of ‘complete justice’, the court cannot turn a blind eye. He recalled that had the ECP declared the PTI a political party, the independents may have a choice of joining it, adding that the independents won the elections because they held out to their electorates that they were PTI candidates.

But when we say that the court will not consider these facts but examine only the limited issue while ignoring the complete picture, then what is the purpose of ‘complete justice’, Justice Shah asked.

“What I find difficult is to ignore one segment of electorates while overseeing a very grave illegality, therefore the court should not attend to it and close its eyes,” he added.

Justice Minallah observed that the AGP had not addressed the basic question in the context of Article 51(d) of the Constitution, which was the rights of a political party. He said the exclusion of the PTI from the elections was a grave constitutional violation.

Is it not our obligation as the highest constitutional court to correct this serious violation since it goes to the root of democratic principle as it has virtually disenfranchised all those who voted for a particular political party, observed Justice Minallah.

Justice Munib Akhtar questioned whether the independent candidates were elected as independents by the people or created by the ECP due to its faulty understanding of the Constitution, in particular the Jan 13 judgement of the Supreme Court.

Justice Akhtar said the basis of the Constitution framework was that in all the houses, no seats should be left vacant, but here a large number of independents has resulted in the vacancy of the reserved seats and accordingly the excess seats must go to the political parties. The CJP, however, wondered if there was anyone’s case before the bench that the seats should remain vacant.

Referring to the question of why the Supreme Court cannot invoke Article 187 of the Constitution to do complete justice, the AGP argued that this provision envisages a power to the apex court but not a jurisdiction and can be exercised only when a competent case was filed before it and was pending before Article 184(3), 185(3) or 188 of the Constitution.

No independent proceedings can be initiated under Article 187 of the Constitution, he said, adding when a case was pending, the court had to look at what had been brought before it.

The AGP also took the apex court towards the 2018 general elections — being the first elections after the introduction of the Elections Act 2017.

He said that even during the 2018 elections the formula worked for the allocation of reserved seats envisaged no seats for independent candidates.

The AGP emphasised that the assembly which passed the elections act was perfectly inclined to exclude the independent candidates for the purposes of allotting reserved seats and every successive assembly followed the same rules.

Therefore, the court should bear the legislative intent while introducing Article 51(6) of the Constitution.

PTI postpones Islamabad power show after NOC saga

The PTI has postponed its power show, which was set to be held in Islamabad’s Tarnol at 6pm today, after the district administration cancelled the no-objection certificate issued to the party.

Earlier this week, the PTI had moved the Islamabad High Court to obtain the NOC from the administration. On Thursday, the IHC disposed of the petition when the state counsel claimed that the NOC had already been granted for the rally.

However, the Islamabad administration in an official press release issued on Friday, without naming the party, stated the NOC for the “political gathering” had been cancelled due to “security issues”.

It said the NOC issued by the deputy commissioner was reviewed afresh in the wake of security concerns and the chief commissioner while keeping in view the current security situation, the advent of Muharram, security concerns and reports of law enforcement agencies, decided to cancel the certificate issued for the political gathering.

While speaking to reporters late last night, Leader of the Opposition in the National Assembly Omar Ayub Khan had stated that his party would go ahead with the planned meeting “come what may”.

In a press conference alongside PTI Chairman Barrister Gohar Khan today, Ayub announced that the party had decided to postpone the rally. “God willing […] we will hold it after Ashura through a legal process,” he said.

“Not just this jalsa, we will hold several other rallies in Lahore, Karachi and other cities,” he stated. “Don’t force us towards a mass agitation,” Ayub warned.

He said that coordinates for the Tarnol rally had been given to the party by the district administration. “Our preparations were underway until late last night … but then the police sealed the site and the deputy commissioner cancelled the NOC,” he lamented.

“What was the deputy commissioner on? Were you not in your senses while signing the order? Did you not think of Muharram then?” the PTI leader asked.

At the outset of the media briefing, Barrister Gohar claimed that several PTI workers had been picked up in recent days, vowing to take the matter before the court. “We strongly condemn this state brutality,” he said.

“This government […] will only last a few days. God willing, our struggle for democracy will continue,” he added.

Contempt petition

Earlier in the day, the party filed a petition in the IHC seeking contempt proceedings against the Islamabad district administration and police.

The plea, a copy of which is available with Dawn.com, named Islamabad chief commissioner, deputy commissioner, inspector general of police, senior superintendent of police (operations), and the SHOs of Tarnol and Ramna police stations as respondents.

It stated that the party had approached the IHC for the NOC to hold the rally and during the course of the hearing the court was told that permission had been granted for the same.

The plea pointed out that the Islamabad police had arrested PTI Islamabad region’s president Amir Mughal outside the deputy commissioner’s office a day ahead of the planned power show.

“All the respondents have started creating hindrance in holding jalsa having connivance with each other from the start of issuance of NOC,” it stated adding that a number of PTI workers were also harassed.

The petition further said that the reasons cited for the cancellation of the NOC were “malafide”, “based on ulterior motives”, a result of “political victimisation” and a “clear contempt” of the court orders.

It subsequently prayed that contempt proceedings should be initiated against the respondents and the party should be allowed to hold the rally as per the NOC. It also requested that the authorities should be restrained from harassing PTI workers.

PTI-SIC reserved seats: Supreme Court to announce much-anticipated verdict today

The Supreme Court will announce its much-awaited verdict today (Friday) on a case related to the denial of reserved seats to the Pakistan Tehreek-e-Insaf (PTI)-backed Sunni Ittehad Council (SIC), according to a cause list issued on Thursday.

The development came after the apex court's full bench held its second round of consultation on the reserved seats case verdict for the second consecutive day on Thursday.

A special session of the country's top court's 13-member full bench was held under the chair of Chief Justice of Pakistan (CJP) Qazi Faez Isa, the sources said, adding all the judges of the bench attended the session.


 
Barrister Gohar dispels rumours of forward bloc in PTI

Pakistan Tehreek-e-Insaf chairman Barrister Gohar Ali says there is no forward bloc in the party.

All the party is united and will continue to display unity,” he said at the press conference in the capital.

He added out of 41 MNAs, the affidavits of 25 MNAs have been submitted before the Election Commission of Pakistan as per the direction of the apex court.

Gohar highlighted that a PTI MNA has been abducted after the decision of the Supreme Court which showed no regards for the law and constitution by the powers that be.

The PTI has demanded action under Article 6 against Chief Election Commissioner Sikandar Sultan Raja in light of the Supreme Court's judgment in the reserved seats case.

The Pakistan Tehreek-e-Insaf staged a ‘symbolic hunger strike camp’ outside Parliament in Islamabad after the National Assembly speaker denied them permission to set up a camp inside the august house premises against “injustice” with their party leaders.

“The symbolic hunger strike camp will continue daily from 3pm to 7pm,” PTI Chairman Gohar Ali Khan told reporters on Monday.

Gohar, Asad Qaiser, Ali Muhammad Khan, Falak Naz Chitrali, Sheikh Waqas, and Senator Humayun Mehsud participated in the strike.

This comes amid a crackdown on the PTI leaders. At least 40 members of Imran Khan’s party were arrested during a police raid on its headquarters on Monday, according to Aon Abbas Buppi.

Among them was PTI Information Secretary Raoof Hasan, who has been briefing the media and appearing on shows to speak about the party’s actions and intentions. Earlier in the day, a court sent Hassan to the Federal Investigation Agency custody for two days. The FIR registered against him invoked sections under PECA and contained confessional statements from PTI’s social media office holders.

Lawmakers did not need permission to stage a protest on the premises of the Parliament, said Gohar.

“This is our right, we are parliamentarians, and parliamentarians are entitled to conduct themselves however they want within the premises of the Parliament,” he said, “we can express our opinions [here] however we want.”

He added that the protest conveyed the party’s position against the “injustice, unfairness, and the illegal and unconstitutional things that are happening [to us].”

He added that PTI parliamentarians were staging a sit-in to uphold the law and the constitution, despite having reservations about some “strangers” occupying parliamentary positions.

Leader of Opposition in NA Omar Ayub called for the incumbent government to step down and hold transparent elections. He argued that only free and fair elections can steer the country out of its ongoing crises.

“The Form 47 government is being propped up artificially, and it has become impossible to keep this government afloat,” Ayub said, “due to skyrocketing inflation, the working classes are finding it increasingly difficult to make ends meet.”

Senator Shibli Faraz stated that the PTI has “always fought” for the Constitution and the rule of law and our symbolic hunger strike will continue and spread across the country.

PTI moves IHC against denial of protest permission in Islamabad

The Pakistan Tehreek-e-Insaf (PTI) on Wednesday moved the Islamabad High Court after being denied permission to hold a protest in Islamabad on July 26.

PTI filed the petition through Aamir Mughal, and Justice Saman Rafat Imtiaz will hear the case on Thursday.

In the petition, PTI has requested the court to issue an order granting permission for the protest on July 26.

PTI may be in position to form govt after securing ‘magic number' in Dec, claims Qaiser

Pakistan Tehreek-e-Insaf (PTI) leader Asad Qaiser expects the conditions for the embattled party to improve down the road and it may be in a position to form government in December after securing “magic number” required to oust the incumbent rulers.

“I hope that the situation [for the party] will improve by December and I believe that we will get enough seats [in the National Assembly] to form a government,” he said while speaking on Geo News programme 'Aaj Shahzeb Khanzada Kay Sath'.

The PTI leader said that his party would mull over a "no-confidence motion" against Prime Minister Shehbaz Sharif after its attaining required strength in the lower house of parliament.

"Right now, our numbers [in the lower house] are not enough," said Qaiser while responding to a question. [...] after achieving the required number we might advance towards no-trust move [against the incumbent premier]."

"After getting into power, we will review our numbers. We would try to get a fresh mandate afterwards," he added.

Regarding the reserved seats' verdict, the former NA speaker said that the incumbent government was making all-out efforts to halt allocation of reserved seats to the former ruling party.

He, however, pinned hopes on the judiciary for wrapping up the party's petitions against the alleged manipulation of February 8 election results.

Qaiser said that party was looking towards the judiciary for early verdicts on the petitions for its "successful candidates who won election on the basis of Form 45".

He added that the verdicts on the petitions lodged with the election tribunals would also increase the strength of the PTI lawmakers in the assemblies.

He hoped that by December this year, PTI may be in a position to form its government in the Centre.

He blamed the Election Commission of Pakistan (ECP) and the Chief Election Commissioner (CEC) for the political turmoil. The PTI leader said that free and fair elections would be the only remedy for the country's crisis.

Commenting on the ongoing hunger strike, Qaiser said that his party "will continue to register its protests within the constitutional limits and is conveying its narrative to the masses”.

"Hunger strike helps us promote our point of view. It is a very effective way across the globe to register protests. We are going to organise more protests and rallies in the coming days," he added.

The embattled PTI started a daily hunger strike on Tuesday (yesterday) to demand the release of the incarcerated ex-premier Imran and other leaders.

The party has established camps outside the Parliament House in Islamabad and the Punjab Assembly in Lahore where token hunger strikes would be staged on a daily basis from 3pm to 8pm.

Rejecting the federal government's allegations of having anti-state motives, Qaiser said, "The party founder has clarified that national interests are a top priority for him and the PTI stands by the security forces."
