Touring with "some country" isn't at the hand of the player. Almost every BD player will tour PAK, would have done so even in 2012, but BD as a National team has a policy of foreign tours, which couldn't beat the legal challenge in previous few times, won't do so in future either, unless PAK's status as a high risk country changes. I explained the situation in details last time, won't do this time, because as it looks, the problem is in basic comprehension skills.
Your thought process is running south - it's not BCB that's blocking players to tour PAK, otherwise Anamul won't have played PSL final, rather opposite. That W XI tour was to support PAK hosting games on own soil, facilitated by ICC & it's associate members. Had they wished, BCB could have blocked him without compensation, because the games were not exhibition matches, full T20I & BCB has the right to block any contracted player not to participate an International match for any other team.
You'll be stupid to think that BCB was sacred to pay $100,000, otherwise they would have blocked him if it was $50,000 - I can only suggest to grow up & do some home work on economic scales.
