Once you are stuck with IMF, you don't need the stick from the US, you are pretty much screwed anyways. I don't know if that concept makes much sense but once again I don't know much about it.

Well the US MO is, you need help from IMF and so change your policy/regime/govt to our liking and we'll greenlight IMF approval and debt payment deferral. So it was BD establishment as middlemen with students as puppets
