Naqvi didn't sell anything. He negotiated hard from a position of weakness and gained some concessions. Pakistan doesn't feel it's a patriotic duty to play or not play with India, the match isn't tied into the blood of dead Pakistanis as it is from the Indian side.
Now what remains to be seen is if Indians will continue to sell that blood for money. They have a position of power in cricketing terms, they can dictate schedules and tournaments, they have sworn to isolate Pakistan. They stopped old players playing a retired league. If they play at the behest of broadcasters, then there is no other conclusion than can be drawn apart from the one that India sold itself for money.
