'Ehsaas': PM Imran Khan launches ambitious social safety, poverty alleviation programme

ISLAMABAD: Prime Minister Imran Khan said Monday that so far, no political influence has been found in the government's flagship Ehsaas programme as not a single complaint has been received of anyone benefitting or being harmed on political grounds through it.

Addressing the launch of the Ehsaas Saving Wallets (ESW) initiative, the prime minister said no nation could progress unless it empowers its weaker segments.

"The financial mainstreaming of women is important to end poverty at a faster pace, thus ultimately contributing to the economic development of the country," said the premier.

The ESW, an essential component of Ehsaas Financial Inclusion Strategy, was launched by Prime Minister Imran Khan in the presence of Queen Maxima of the Netherlands during her visit to Pakistan in November 2019.

The prime minister said Ehsaas Saving Wallets was in line with the worldwide proven fact that inclusion of women in the financial system could help them run independent businesses and save money to overcome the economic crisis.

He mentioned that the Ehsaas programme was acknowledged by World Bank as the fourth effective programme to provide a safety net to the poor and deserving during the coronavirus pandemic.

Imran Khan said that across the world, the pandemic has pushed millions of people below the poverty line, however, Pakistan’s Ehsaas socio-welfare project succeeded in reaching out to the poor inspired by the principles of compassion of the State of Medina.

He thanked Queen Maxima for especially coming to Pakistan as UN Secretary General’s Special Advocate for Inclusive Finance for Development and support the project, aimed at the financial empowerment of women.

The prime minister mentioned that Pakistan also desired to follow the model of China that helped 700 million come out of extreme poverty.

He expressed confidence that Ehsaas Saving Wallets initiative would prove an effective step forward to help households better manage financial shocks, meet emergency needs and invest to increase their earnings.

The Dutch ambassador, on the occasion, read out the message of Queen Maxima, expressing her satisfaction with the implementation of the initiative.

The prime minister interacted with beneficiary women of Ehsaas Wallet programme and issued directions to resolve their grievances.

Special Assistant to the Prime Minister Dr Sania Nishtar also spoke during the event and said that the Ehsaas Saving Wallets Initiative would lead to digital and financial inclusion of women and open avenues for them to take better advantage of opportunities offered under the Ehsaas National Poverty Graduation Initiative.

This is an amazing success story of the PTI govt and they need to call IKs ehsaas programme. They need to get IKs picture on every card and advert and spend billions advertising it. Afterall, what's sauce for the goose is sauce for the gander
 
Prime Minister Imran Khan will be expanding the ‘Ehsaas Koi Bhooka Na Soye’ initiative to three more cities, including Multan, Gujranwala and Lahore today.

Cooked meals are distributed among the needy, particularly labourers, daily-wage earners, women and children throught his programme.

PM Imran, at an event to be held in Islamabad, will also launch four food trucks that will serve free food to daily-wage earners in the three cities.

Special Assistant to the Prime Minister on Social Protection Dr Sania Nishtar and Managing Director Pakistan Bait-ul-Mal Malik Zaheer Abbas Khokhar will brief PM Imran on the expansion plan of the free food service in the three districts.

PM Imran launched the “Koi Bhooka Na Soye" programme under the umbrella of the Ehsaas poverty alleviation initiative.

Mobile vans visit different areas of major cities to feed poor and underprivileged people under the programme. Initially, it was launched in the federal capital before soon expanding to other cities of the country.

“We can only emerge among the comity of developed nations if we take steps for the welfare of the underprivileged,” the premier stated during an address in April, when the programme was further expanded.

Prime Minister Imran Khan on Wednesday said the government was focused on providing education to children across the country by giving financial incentives to parents to encourage enrollment in schools.

Addressing the launch of the Ehsaas Education Stipends programme in Islamabad, the prime minister said the government was making efforts to ensure the inclusion of at least 20 million out-of-school children in the educational system.

The premier said ensuring education for all was a priority of the government, adding that stipends would play a role in encouraging parents to send their children, particularly girls, to schools.

Imran said the western world was wrong to assume that Pakistani parents do not send their girls to schools for education.

According to the PM, he has visited almost all parts of Pakistan and nowhere has he met any parents who opposed girls' right to education.

There are other issues for the low ratio of girls in schools, he said, adding that at times schools are far away and parents worry for the safety of their daughters. Imran also identified the issue of ghost schools.

He said parents across Pakistan want to send their children to school but former governments failed to take measures to make education accessible to all, especially for girls.

Underscoring the importance of education, he said an educated woman could contribute more positively towards society and lauded the policy of Ehsaas Stipends programme to give a higher amount to girls.

The premier said the government would also take measures to weed out ghost schools and for that, it would use the latest technology to monitor schools and identify fake entries.

He maintained that the the Ehsaas programme would help the government reach these goals as it was mainly the responsibility of the government to provide facilities of education to all.

The Ehsaas Education Stipends programme aims at providing financial assistance to deserving households for the education of their children at primary, secondary and higher secondary levels.

Rolled out nationwide in 160 districts, the programme has been structured to give a higher amount of stipend to girls as compared to boys.

PM’ Special Assistant to Social Welfare Dr Sania Nishtar said under the Ehsaas Education Stipends, primary school boys would get quarterly stipends of Rs1,500 and girls Rs2,000; secondary school boys would get Rs2,500 and girls Rs3,000, and boys will get Rs3,500 and girls Rs4,000 a quarter at the higher secondary level.

She also said that all education stipends would be paid biometrically to mothers on the attainment of 70 per cent attendance of their children.

Poverty is one of the most persistent barriers to acquiring education. Presently, there are 18.7 million children in the age group 6 to 16 who remain out of school in the country and the fall out of COVID-19 has also accentuated it.

The ‘Demographic and Health Survey 2017’ (Kaplan and Meier estimates) indicates that the dropout rate is highest for the poorest two quintiles in secondary education.

The Household Income and Expenditure Survey (1990-2018) featuring enrollment trends for both boys and girls in primary and secondary education reveal that girls are severely disadvantaged in initial enrollment levels for the poorest quintile, and they drop out faster from grades 5-8.
 
PM Imran launches Ehsaas ration scheme for 20m families

ISLAMABAD:
Prime Minister Imran Khan on Monday launched the ‘Ehsaas Riyayat Ration Scheme’ aimed at providing a monthly subsidy of 30 per cent on items of daily use to at least 20 million households across Pakistan.

Speaking about the scheme at a ceremony in Islamabad, the premier said the project was aimed at reducing the burden of inflation on lower-income households as at least 20 million deserving families will be provided with a monthly subsidy on the purchase of wheat flour, pulses, and cooking oil.

Imran said inflation was an international phenomenon, adding that Pakistan, however, still “ranked among one of the cheapest countries in the world”. According to the PM, the prices of petrol and diesel in Pakistan were lower compared to Dubai and other countries of the sub-continent.

The premier expressed satisfaction that Ehsaas provided financial assistance to deserving people during the Covid-19 pandemic, which was “acknowledged internationally”.

According to the premier, 98 per cent of the financial assistance under the Ehsaas programme was disbursed among needy women in order to economically empower them. He said the stipend and scholarships being provided under Ehsaas were also higher for girls than the boys.

The prime minister said the country could not prosper unless resources were invested for the uplift of women, particularly their education and health.

He also urged the public to pay taxes and vowed that all such money would be spent on their welfare and development and mentioned that recently the government announced a subsidy on petrol and diesel to provide relief to consumers because of an increase in tax revenue.

Imran said the government’s national health insurance programme was a major step towards facilitating the common people in getting free medical treatment up to Rs1 million.

PM Imran added that a network of Ehsaas Nashonuma projects will be spread to the district level in order to address the issue of stunted children.

'Three successful years of Ehsaas'

PM’s Special Assistant on Social Welfare Senator Sania Nishtar said the Ehsaas programme had completed its three successful years in “line with the principles of transparency”.

Nishtar said the first phase of registration for the Ehsaas Riyayat Ration Scheme has been completed and messages are being sent to 9.2 million deserving families in a phased manner to avail the targeted subsidy through four thousand utility stores.

She said the registration of retail stores is also continuing so that the deserving families could avail the targeted subsidy through them. She further mentioned that under the Ehsaas Kafalat scheme, the distribution of Rs71 billion of cash assistance would also be initiated.

ISLAMABAD: Benazir Income Support Program (BISP) Sania Nishtar on Monday tendered her resignation, ARY News reported.

Announcing the news of her resignation on Twitter, Sania Nishtar said it was a great privilege to serve the marginalised section of the society under the leadership of Imran Khan.

In May 2019, Nishtar was appointed Special Assistant on Poverty Alleviation and Social Safety Nets for Prime Minister Imran Khan. In this role, she is leading the roll-out of Ehsaas, a pioneering multisectoral poverty alleviation and welfare programme for Pakistan which encompasses over 130 policies.

Previously, Nishtar served as Federal Minister in the Government of Pakistan of Prime Minister Mir Hazar Khan Khoso during the 2013 caretaker government, in charge of Science and Technology, Education and Trainings and Information Technology and Telcom. She also had responsibility as focal person for health.

Frameworks for a Developmental Welfare State: Lessons From Pakistan's Ehsaas Programme

Pakistan's Ehsaas Programme has set itself apart as a world-leading anti-poverty effort to uplift the country's most vulnerable. This paper is a review of the Ehsaas Programme, implemented by the Government of Pakistan from 2018 onwards. Ehsaas, in its goal of becoming a holistic and integrated response to poverty, provides a diverse set of services for vulnerable Pakistanis, including unconditional cash transfers, targeted subsidies, and increased health and nutritional coverage. We study the various policy, programmatic, and implementation reforms undertaken during this period and explore the lessons these reforms offer for global policymakers. In particular, we point to the importance of good leadership, building strong institutions, effectively using data and technology, and of using an integrated, inclusive approach to anti-poverty. Our findings indicate that these reforms have enabled Ehsaas to successfully scale impact, increase transparency, and improve the efficiency of its interventions, whilst building trust amongst beneficiaries and programme administrators.
