Euro V1 grade petrol and diesel in Delhi - Will it make a difference?

Was just reading this article

I see 3 challenges here:

1. Vehicles will have to be upgraded to get versions with the compatible engine
2. Prevent adulteration in fuel quality
3. How soon can it be rolled to other cities in the country

But even if 50% of above is met, will it make a difference to air pollution levels??

The deadline for other major cities is Jan 2019 and for the rest of the country is 2020.
It should definitely result in lowering of pollution to some extent although the vehicular emission is only one aspect of it and a multi prong strategy is required to tackle the problem.
