Is India's investment in Balochistan exploitation?

What do y'all think? India is investing money in building a port in western Balochistan which is in Iran however the Baloch remain impoverished there and aren't benefiting from this project, this investment only benefits India and the ayatollahs in Tehran. Balochistan remains the poorest and least developed province in Iran and the regime there could careless and neither do the Indians who only care about building a port as a tool to influence the sovereign nations of Iran and Afghanistan. I think the Farsi establishment in Tehran should realize the sufferings of their Baloch citizens (as should Pakistan) and stop the exploitation of them from foreign parties like India who are only insterested in making a quick buck and only bring more discord to our neighborhood.
 
I also read up about Indian companies trying to extract minerals and Oil from Balochistan in Iran. That convinces that this project is just exploitation.

A foreign investor interested in making money? I don't believe it, surely not. :)

But they're not benefiting the natives, unlike in Pakistan where CPEC is creating millions of jobs for the Baloch people and building new infrastructure like schools and hospitals. Tribal chiefs are also getting big kickbacks unlike in iran where they don't have the tribal system and only the ayatollahs are getting the dough.
