ISLAMABAD: Promi*nent lawyer Naeem Bukhari, who led the legal team of Pakistan Tehreek-i-Insaf (PTI) chief Imran Khan in the Panama Papers leak case, will head the state-run Pakistan Television (PTV) as its chairman.

Interestingly, the appointment was made in apparent haste as the federal cabinet had in its meeting last week considered a summary for his appointment but did not endorse his induction as PTV chairman.

The cabinet had directed the Ministry of Information to “resubmit the summary, in line with the following observations: i) the composition of the Board shall be on the pattern of previous Board where independent directors/private sector members were in majority; ii) the appeal [against Islamabad High Court order of sacking Arshad Khan and other PTV directors] may be vigorously pursued and independent directors/private sector members from the previous Board shall be re-inducted in the new Board, where possible; and iii) Shahzada Naeem Bukhari be included in the Board and nominated as Chairman.”

The information ministry had submitted the summary for appointment of three independent directors of PTV, recommending Naeem Bukhari, chartered accountant Syed Waseem Raza and prominent writer Asghar Nadeem Syed as principal candidates. Mr Bukhari and Asghar Nadeem Syed are over 65 years old and, therefore, the ministry had sought relaxation from the federal cabinet regarding their age.

However, in contradiction to the observations by the cabinet regarding resubmission of the summary for the appointment of directors and chairman of PTV, the information ministry on its own notified Mr Bukhari as chairman on Monday.

The notification read: “The Federal Government is pleased to appoint Shahzada Naeem Bukhari as Independent Director of Pakistan Television Corporation Board.” It further stated: “The Federal Government has also approved nomination of Shahzada Naeem Bukhari as chairman PTVC Board in line with the Pakistan Television Corporation…The chairman shall, unless he resigns earlier, hold office for a period of 03 years. The board of directors, PTVC, is directed to ratify his nomination as chairman.”

It may be mentioned that the Islamabad High Court had in September set aside the appointments of PTV chairman Arshad Khan and board members Zhouhair A. Khaliq, Prof Ijazul Hassan, Syed Mohammad Ali Bokhari, Mian Yousaf Salahuddin, Rashid Ali Khan and Farman Ullah Jan.

In its 42-page decision, the court directed that in future the federal government should determine salaries and benefits of PTV employees in consultation with the finance ministry.

However, an earlier IHC judgement had made it mandatory for the government to advertise the post before making any appointment in PTV.

When contacted, information secretary Zahida Parveen attended the phone call but did not comment on the appointment of Mr Bukhari as PTV chairman.

I still remember that PTV completely stopped airing opposition speeches in parliament under Nawaz government.

Perhaps you are unaware, other than being a media personality he is also a seasoned lawyer and was PTI's lawyer during the Panama case the result of which led to your leader Nawaz Sharif's disqualification FOR LIFE. :))

I don't think copying Nooras on this is a good idea. We know they are traitors and are asking for illegal acts such as Millitary coups so that they can avoid answering for their looting but they have to be challenged by competent reporters on PTV.
 
Naeem Bukhari is an establishment puppet.

Of course PTV will not provide any coverage to opposition or highlight things that will make the government and the establishment look bad.

PTV will soon become the biggest source of fake news in Pakistan.
 
The good news is that no one watches PTV news anymore. The only time people watch PTV these days is because of tv serials.

Private channels and more importantly social media will continue to be the major news sources.

The government can appoint puppets to run PTV, but it will not stop the rest of the media including social media to expose their propaganda.

ISLAMABAD: The federal cabinet on Tuesday granted a one-time approval to Pakistan Television (PTV) for making payments to Indian broadcasters, allowing the Ministry of Commerce (MoC) to issue a no-objection certificate (NOC) in this regard.

The approval has been granted so that PTV may acquire live broadcasting content rights of sports channels owned by India whereas the relaxation would be applicable to channels including Star India and Sony Pictures Indian Limited which owns Ten-Sports.

According to sources who confided in Profit, the federal cabinet has now allowed the MoC to issue an NOC to PTV for clearing pending payments worth approximately $632,500 to Indian broadcasters.

The government had first imposed an embargo on payments to Indian broadcasters in August 2019 while PTV inked agreements with Indian broadcasters September 3 and October 24 the same year.

It is pertinent to mention that PTV had not obtained the federal cabinet’s approval before entering into the agreements. However, under present circumstances wherein agreements have already been signed and invoices have been issued, the government is left with no other option except paying as the Indian companies have global rights of cricket till 2023.

Sources said that PTV does not only need to clear the pending payments but also ensure regular financial transactions on the rights that PTV acquired after September 2019.

“PTV also needs to acquire ICC rights (2019-2023), pay front payments and bank guarantees in addition to making payments of $258,500 in two instalments for the English Premier League (EPL) 2019-2020 package and Pakistan versus Australia 2019-2020 (SNI/Ten Sports) worth $374,000,” they added.

They said the Ministry of Commerce while giving PTV the conditional NOC had declared that only the federal cabinet can give approval in this regard following the imposition of a ban on trade with India, further advising to consult the State Bank of Pakistan (SBP) prior to placing the matter before the cabinet for final approval.

When asked, SBP informed Profit that the PTV can submit a formal request for payments to the Foreign Exchange Operations Department (FEOD)of SBP’s Banking Services Corporation (BSC) through authorised dealers along with the necessary documents after securing the NOC.

According to sources, the Finance Division has also endorsed the Ministry of Information and Broadcasting’s proposal subject to the payment procedure as advised by SBP.

“The federal minister for information and broadcasting has seen and authorised the placement of a summary before the federal cabinet,” sources said.

Naeem Bukhari, approved the sackings in a meeting with the board of directors.

The channel cited shortage of funds for terminating their contracts. It has 3,560 full-time workers and is looking to reduce the number of contractual employees.

The Ministry of Information and Broadcasting approved the move.

PTV Chairman Naeem Bokhari takes a U-turn on not giving airtime to Opposition

ISLAMABAD: PTV Chairman Naeem Bokhari took a U-turn on his earlier statement relating to the state-run channel not giving coverage to the Opposition, adding that he was only joking when he made the comments earlier.

The PTV chairman appeared before the National Assembly\s Committee on Information and Broadcasting on Tuesday. PPP MNA and a member of the committee, Nafisa Shah asked Bokhari about his earlier statement regarding the Opposition.

"Will you only allow government representatives to convey their point of view on the state-run TV? Will you not allow the Opposition to present their opinion on PTV?" she asked him.

"I was joking when I spoke about not inviting Opposition leaders. The Opposition will be given the opportunity to share their perspective on PTV," he replied.

The PTV chairman spoke about the monotonous nature of current affairs shows these days on TV. "All of you are politicians," he said, addressing the members of the committee. "You can see from 7-11pm the same types of politicians appearing on all the private news channels. Are we giving anything new to the public?"

Bokhari said that he had been appointed an honorary chairman of the PTV for six months and was not taking any perks or even a salary for his services.

"We immediately removed all staff members of the PTV who were receiving huge salaries," he said, speaking about the measures taken to set the state-run TV on the right course. "We even removed the Managing Director of the PTV who was being paid more than Rs2.1mn per month," he added.

Bokhari said that no anchor in the PTV will be paid more than Rs300,000 from henceforth, adding that he had cancelled all recruitments that had not been made on merit.

"Whatever happens wrong in PTV, I am answerable for it," he told the committee.

Bokhari said that there were certain employees of the PTV who were dual nationals. "We are carrying out a probe, if their fraud is proven, I will move the FIA or NAB myself," said the PTV chairman.

Bokhari had said a couple of months ago that the state television will only represent the government, adding that it was "not like any other channel".

In a video clip that was widely shared on the internet, Bokhari was interacting with reporters while on his way to somewhere. One of the reporters asked him whether the government and the Opposition will get "equal time" on PTV.

"Absolutely not," he had said. "This is the PTV, not any other channel. This is state television which represents the government."

"Only government?" the reporter had asked him.

"Only government," the PTV chairman had confirmed before the video cuts short.

The Islamabad High Court (IHC) on Thursday restrained Naeem Bokhari from working as chairman of Pakistan Television (PTV) while hearing identical petitions against his appointment.

Presiding over the case, IHC Chief Justice Athar Minallah observed that there needed to be a clear reason for relaxing the upper age limit for 65-year-old Bokhari, referencing the Supreme Court decision to set aside the appointment of Ataul Haq Qasmi as the PTV chairman.

The court noted that the Ministry of Information and Technology had repeated the same mistakes as those in Qasmi's case and had not perused the apex court's judgement when sending the summary to the federal cabinet.

At the last hearing, the IHC CJ had observed that Bokhari's appointment appeared to have been made in violation of the guidelines set by the SC, and had advised the counsel for the PTV chairman to peruse the decision that had set aside the appointment of Qasmi.

In Nov 2018, the Supreme Court had declared Qasmi’s appointment illegal. The court ordered the federal government to appoint a full-time managing director of PTV after fulfilling all legal, procedural and codal formalities strictly in accordance with the law.

The judgement had observed that public officials, particularly heads of ministries who were elected representatives of the people, owed their allegiance and loyalty to Pakistan, the Constitution and the law. They were obligated to act accordingly and without being influenced by extraneous considerations.

Public officials were not allowed to take decisions arbitrarily after circumventing the law and at their own whims to certain individuals, the judgement said.

"The federal cabinet did not take a clear decision on relaxing the age limit nor did you send the correct summary," the IHC CJ said during today's hearing, adding that "no one was above the law".

The court added that it was sending the matter to the federal cabinet so that it could take a decision in light of the SC's judgement.

However, the counsel for the ministry informed the court that the cabinet had approved the summary for the appointment of the PTV chairman.

"You should have informed the cabinet about the apex court's decision. When you move a summary without doing so, you will also embarrass the cabinet," Justice Minallah said.

"The court does not typically interfere in the executive's decisions," he added, directing the ministry to place the summary before the federal cabinet in order for it to review its decision.

The hearing was adjourned for two weeks.

Justice Minallah was hearing identical petitions filed by advocates Raja Shakeel Abbasi and Asif Gujjar.

While Abbasi challenged the appointment of Bokhari, Gujjar argued against the appointment of other members of the PTV board as well, including the acting managing director Shahira Shahid, retired Col Hassan Imad Mohammadi, Asad Ahmed Jaspal, Asghar Nadeem Syed and Waseem Raza Abid.

The lawyers termed the appointments in violation of various verdicts of the Supreme Court, including the one authored in the case of Qasmi, and the IHC that laid down guidelines for such appointments.

The petitioners said contrary to the direction of the apex court, the vacancy had not been advertised in the press and the appointment was made without inviting applications for the vacant position. They added that the federal cabinet had relaxed the upper age limit for 65-year-old Bokhari without mentioning a plausible reason in the minutes of the cabinet meeting.

As soon as any corrupt mafia is challenged by anyone of integrity then a corrupt judiciary will come in to save the day. PTV had Qasmi as Chairman and his legacy is purchasing viagra on PTV expenses.
 
Bukhari is one of few competent people this administration had hired to do a job. Hope he can continue. Having said that i would have given him a more important position that PTV. PTV is a dead horse.
 
ISLAMABAD: A day after the Islamabad High Court (IHC) barred Naeem Bukhari from serving as chairman of Pakistan Television, the federal cabinet removed him and two other directors of PTV board on Friday.

At the same time, it reinstated Amir Manzoor, who had been sent home by Mr Bukhari.

Federal Minister for Science and Technology Fawad Chaudhry told Dawn that the cabinet, through circulation, took a decision in which Mr Bukhari and two other directors were removed as they were over 65 years old.

“In fact the Islamabad High Court had asked the government to remove those directors of the board whose age was above 65 years. Today the cabinet removed Mr Bukhari and two other directors,” he added.

Asked why the decision was taken in haste and made through circulation instead of convening a formal meeting of the cabinet, the minister said the government had to take a decision as presently the PTV was without a head and facing a “chaos-like situation”.

He said Amir Manzoor, who was removed as managing director of PTV by Mr Bukhari, was reinstated by the cabinet on Friday.

The IHC had restrained Mr Bukhari from working as PTV chairman on Thursday.

Presiding over the case, IHC Chief Justice Athar Minallah had observed that there needed to be a clear reason for relaxing the upper age limit for 65-year-old Bukhari. It recalled a decision by the Supreme Court in Nov 2018 to set aside the appointment of Ataul Haq Qasmi as PTV chairman.

The court noted that the information ministry had repeated the same mistakes as those made in Mr Qasmi’s case and did not go through the apex court’s judgement before sending the summary to the federal cabinet.
