Nawaz Sharif in London due to illness - Discussion Thread

ISLAMABAD/ LAHORE: Following the National Accountability Bureau’s (NAB) refusal to decide whether former ailing prime minister Nawaz Sharif’s name should be removed from the no-fly list, the government on Monday decided that the matter would be settled in the federal cabinet meeting being held on Tuesday (today).

The government called a meeting of a sub-committee of the cabinet to take a decision on an application filed by the Leader of Opposition in the National Assembly Shahbaz Sharif, who wants his elder brother Nawaz Sharif to fly to London for better medical care.

The sub-committee — comprising Law Minister Farogh Naseem as its chairman, Special Assistant to the Prime Minister on Accountability Shahzad Akbar and the interior secretary — will discuss the issue at its level and apprise Prime Minister Imran Khan about its recommendation after which the PM would take the final decision.

Interestingly, NAB, which on Sunday had asked the interior ministry to provide the medical report of Nawaz Sharif, on Monday asked the government to decide the matter on its own.

“NAB has replied to a letter of the Ministry of Interior that the federal government is competent to decide the matter,” it was officially announced by the anti-graft watchdog on Monday.

“... n view of the urgency displayed by the learned counsel for the applicant [Shahbaz Sharif], and in view of the receipt of the medical report from the specialised healthcare and medical education department, the government of Punjab .... the chairman of the sub-committee has fixed the matter for hearing on 12.11.2019 at 10:00am in the committee room of the federal ministry of law and justice. ...” a letter issued by the sub-committee said.

The secretary of the healthcare and medical education department, Punjab, and the chairman of the medical board constituted by the government of Punjab were also directed to appear in person.

Meanwhile, two federal ministers spoke against the removal of Mr Nawaz’s name from the ECL, while the third insisted he (Nawaz) couldn’t be allowed to leave for London till all ‘legal requirements’ were met.

As the government’s indecision forced Mr Nawaz to cancel his flights to London on Sunday and Monday, a perturbed PML-N said the “delay in his departure is posing a serious threat to his life”.

PML-N information secretary Marriyum Aurangzeb told Dawn that Attaullah Tarar, on behalf of Shahbaz Sharif, and Mr Nawaz’s physician Dr Adnan Khan, would appear before the sub-committee. “We are hopeful that tomorrow [Nov 12] his name will be removed from the ECL ...,” she said.

Federal ministers Fawad Chaudhry and Faisal Vawda said Mr Nawaz should not be allowed to leave the country. Mr Vawda even indirectly referred to Maulana Fazlur Rehman’s Islamabad sit-in as being responsible for the expected departure of Nawaz Sharif.

“Nawaz Sharif and Shahbaz Sharif are leaving the country (for London) because of whatever is happening in the country. Shahbaz will continue travelling to and from Pakistan. They are going to the land where their absconding relatives [live] .... Earlier, they [the Sharifs] fled to Saudi Arabia,” Mr Vawda tweeted.

Fawad Chaudhry said that all the members of the federal cabinet were not in favour of allowing Nawaz Sharif to go abroad. “First Nawaz Sharif should apologise to the nation for not making one state-of-the-art hospital where he could have his treatment,” he said.

Sources are of the view that the strong opposition of some ministers and the delay in removing Mr Nawaz’s name from the ECL speaks of something fishy.

“PM Khan seems reluctant,” says a source. There are also rumours that ‘some guarantees’ are being sought from Mr Sharif. However, both the government and the PML-N deny this.

Meanwhile, a constitutional petition was filed in the Lahore High Court, seeking to restrain Nawaz Sharif from flying abroad. The petition, filed by Barrister Javed Iqbal Jafri, argues that this would amount to unfair treatment to other ailing inmates as they would be discriminated against. He apprehends that the former premier will not return home.

Nawaz condition ‘critical’

Marriyum Aurangzeb says Mr Nawaz’s doctors have warned that repeated dose of high potency steroids to stabilise his platelets for travel are an added risk to his life. “The board of doctors formed by the PTI government has recommended that Nawaz Sharif be treated abroad. Punjab Health Minister Yasmin Rashid too has endorsed this,” she said.

“Delay in removing Nawaz’s name from ECL has led to uncertainty among the doctors regarding the right time to administer him steroids,” she said, adding that an air-ambulance to take him to London is arriving on Wednesday.

Dr Adnan said: “The combined opinion of a high-profile medical board consisting of all members from SIMS & SMC unanimously endorsed that Nawaz Sharif should travel abroad to a centre of excellence for definitive diagnosis and treatment. Any delay would compound the risk.”

A sub-committee of the cabinet convened on Tuesday to prepare recommendations over the matter of the removal of former prime minister Nawaz Sharif's name from the no-fly list.

After nearly five hours of deliberations, the meeting ended without any decision, with Law Minister Farogh Naseem terming the issue of striking Nawaz's name off the Exit Control List (ECL) "a bit complex".

The minister told reporters that the sub-committee will meet again at 9:30pm today as participants of the meeting have been asked to bring along missing documentation.

Naseem indicted that some documents that the National Accountability Bureau (NAB) had to produce were missing and that the counsels for the applicant, PML-N president Shehbaz Sharif, have also been directed to produce additional documents because they were "not fully prepared".

"The matter cannot proceed if the documentation is not complete," the law minister said, adding that the meeting had already considered several aspects.

Naseem stressed that the sub-committee will decide the application "on merit".

The meeting, chaired by Naseem, was attended by Special Assistant to the Prime Minister on Accountability Shahzad Akbar, Nawaz's personal physician Dr Adnan Khan, PML-N leader Ataullah Tarar and Health Secretary Momin Agha. Head of the medical board which was examining Nawaz at Services Institute of Medical Sciences (SIMS), Dr Mahmood Ayaz, also appeared before the committee.

Interior Secretary Azam Suleman was also present in the meeting.

According to reports, the health secretary submitted three medical reports, one of which clearly stated that Nawaz needed to be shifted abroad for medical treatment.

The NAB prosecutor, who had been summoned to present the anti-corruption watchdog's stance on the matter, told the committee that the body had no objection to Nawaz being sent abroad for medical treatment on humanitarian grounds.

The counsel for the Sharif family, Barrister Munawwar Iqbal Dogal, said he presented legal arguments before the committee regarding the removal of Nawaz's name from the ECL.

The sub-committee will forward its recommendations to the cabinet, which will decide whether the former prime minister's name should be taken off the list. The cabinet meeting will be held today.

The sub-committee's meeting was called after NAB refused to decide whether former ailing prime minister Nawaz's name should be removed from the no-fly list. It is discussing an application filed by Shehbaz, who wants his elder brother to fly to London for better medical care.

'The sooner the better'
PML-N spokesperson Marriyum Aurangzeb said that an air ambulance will arrive in Lahore on Wednesday so that Nawaz can travel abroad for medical treatment.

In a statement, Aurangzeb said: "According to doctors, the sooner Mohammad Nawaz Sharif is shifted abroad, the better it would be for his treatment."

She said that doctors will begin preparations to enable Nawaz to travel from today.

"Nawaz is already being administered with a high dose of steroids. His platelet count will be raised by injecting steroids and medicines so that he can travel."

Aurangzeb declared that Nawaz's health was deteriorating every day and doctors had called for an air ambulance for him on Monday.

The PML-N spokesperson added that the "biggest challenge" for doctors abroad will be to figure out the reason behind Nawaz's falling platelet count.

Request for Nawaz to go abroad
Nawaz was rushed from Kot Lakhpat jail to the hospital last month after his personal physician Dr Adnan raised an alarm over his deteriorating health. Doctors have been struggling to bring his platelet count — that had dropped to dangerous levels — back to normal.

PML-N President Shehbaz had last week submitted a request to the interior ministry as well as NAB for the removal of Nawaz's name from the ECL so that the former prime minister could travel abroad for medical treatment. Nawaz has been diagnosed with an immune system disorder and his condition is said to be "extremely critical".

“Nawaz Sharif has finally agreed to go to London after the doctors told him categorically that they had already exhausted all medical treatment [options] available in Pakistan and going abroad is the only option left,” a Sharif family source told Dawn last week.

In a statement, the interior ministry said last week that it had forwarded Nawaz's health reports received from Sharif Medical City, Lahore to the "Standing Medical Board" for their input and review.

The statement said that the ministry took all necessary actions keeping in view the urgency of the matter as pleaded by Shehbaz in his request.

There were reports that the former prime minister may leave for London on Monday; however, the procedure to remove his name from the no-fly list could not be completed. In addition, his platelet count remained unstable and, according to PML-N spokesperson Marriyum Aurangzeb, doctors continued to struggle to get his platelet levels up to the required mark for travel.

Meanwhile, Foreign Minister Shah Mahmood Qureshi on Sunday said that "legal obstacles" to Sharif's departure were being removed as doctors had stressed that medical treatment abroad was needed to save his life.

“The government has given importance to the doctors' opinion,” Qureshi had told reporters in Multan.

“We pray to God for his recovery, so that he returns with good health and takes part in politics,” he added.

Nawaz, who was incarcerated after an accountability court found him guilty in the Al Azizia corruption reference, was granted bail by the Islamabad High Court on humanitarian grounds. He also obtained bail in the Chaudhry Sugar Mills case, in which he is a suspect, from the Lahore High Court.

Nawaz's daughter Maryam will not be able to accompany her father abroad as she had to surrender her passport in order to secure her release on bail in the Chaudhry Sugar Mills case.

Cabinet gives in-principle 'conditional' approval to remove Nawaz's name from ECL

The federal cabinet on Tuesday granted in-principle "conditional" approval to remove ailing former prime minister Nawaz Sharif's name from the Exit Control List (ECL), government's chief spokesperson Firdous Ashiq Awan said.

Addressing a news conference after the cabinet meeting chaired by Prime Minister Imran Khan, she said about "85-90 per cent" participants of the meeting were of the opinion that Nawaz should be allowed to go abroad for medical treatment provided he meets certain conditions.

Editorial: Nawaz Sharif’s health

She said Law Minister Farogh Naseem shared the recommendations given by the 14-member medical board examining Nawaz, the opinion of the National Accountability Bureau (NAB) and his own view with the cabinet regarding allowing the former prime minister to proceed abroad.

The prime minister then conducted a vote, in which a "majority" of the cabinet members favoured removing Nawaz's name from the ECL, Awan revealed.

Separately, prime minister's spokesperson Nadeem Afzal Chan told DawnNewsTV that the cabinet had given its sub-committee the mandate to decide the process of removing Nawaz's name from the no-fly list.

The final decision on the matter will be taken after the sub-committee formulates a position on the issue, Chan said.

He said several members of the cabinet had opposed striking the PML-N supremo's name off the ECL, adding that the prime minister gave his opinion after hearing the viewpoints of all members.

"The prime minister was of the opinion that Nawaz Sharif should go abroad for treatment," the spokesperson said.

He stressed that it is not the government, but the NAB and courts, which "have to be given guarantees" regarding Nawaz's time abroad.

The development comes after the cabinet sub-committee on ECL convened earlier in the day to prepare recommendations on the matter of the removal of Nawaz's name from the no-fly list.

After nearly five hours of deliberations, the meeting ended without any decision, with Law Minister Farogh Naseem terming the issue "a bit complex".

The minister told reporters that the sub-committee will meet again at 9:30pm today as participants of the meeting have been asked to bring along missing documentation.

Sorry bud, the EU (and I suppose UK as well) do not work like that. Once you apply for political asylum, no one can expel you.

This thief is walking free. Incredible.

Let's see what the thief holds more dear. His freedom or the nearly Rs. 7 billion in bank guarantees demanded by government for his return. Good political maneuvering by PTI.

Either he won't pay or he will come back because now he has to leave or he will lose any support left for him, although, one particular member of PP will continue to support him no matter what, lol.

They would rather eat rats in prison then pay back what they have looted from common man.

It may be a good political move but i disagree with crooks having any special treatment. NS may or may not be ill, and AZ was just as "ill" under Mush and we know that was complete rubbish. If NS dies, then he wont be the 1st or last and IK should have stood firm. Let the Doctors come to PK and treat him but he should not have been allowed to leave.

In an ideal world this thief would spend the remainder of his miserable days in jails and be buried in the jail grounds as the thief he is. However, Pakistani media has been running a campaign non-stop on his illness since the last 2 weeks and if he dies all will blame IK. Maryam Nawaz will ride the way of sympathy and call for midterm elections which she will sweep. This is Pakistan, here people worship corrupt looters and plunderers.

You are not wrong about the corrupt media, but ultimately you have to say that we will not bow to the mafia. Deal with the media mafia, like any mafia and make their life hell but they have been on the defensive for a long time and will feel energised at what they will see as a victory. As Maryam is concerned, an appeal on the suspension of her case should have been made on the fake Calibri case and another successful prosecution about the Sugar Mills case and her hidden assets should be in the offing soon.

Rs 7 billion? That is peanuts for these crooks, under their tenure our foreign debts shot up from $36 billion to $100 billion. It should be $30-40 billion atleast

ISLAMABAD/LAHORE: Ailing former prime minister Nawaz Sharif on Tuesday refused to travel abroad for his medical treatment under the conditions proposed by the government after marathon meetings of the federal cabinet and its sub-committee, which ended in a deadlock.

The Pakistan Mus*lim League-Nawaz supremo rejected the government’s offer made on medical gro*unds and to pay Rs7 billion as surety bonds — equivalent to the fines imposed on him by an accountability court in two corruption cases Al-Azizia Steel Mills and Avenfield properties — in which he was convicted.

At the end of the marathon meetings held in three sessions (from 10am to 1.30pm, from 2.30pm to 4.30pm and from 9.30pm to 11pm), Law Minister Farogh Naseem, chairman of the cabinet’s sub-committee which decides the cases of Exit Control List (ECL), told the media that the committee had reserved its decision and the final nod would be given by the federal cabinet. “We are not a decision-making authority but a recommendatory body and, therefore, we will present our recommendations to the cabinet today (Wednesday morning),” he said, adding that the decision on the matter was not time-barred.

He said the sub-committee had done its job on merit and its decision was not binding on Nawaz Sharif. Asked under what law the committee or the government could get surety bonds from Nawaz Sharif who had already submitted them to the courts, the law minister simply replied: “No comments.”

A member of the committee told Dawn that the government side had already made its mind, even before the meeting, that Mr Sharif would be asked for indemnity bonds if he wanted to travel abroad for medical treatment.

The government wanted that the PML-N supremo’s brother Shahbaz Sharif or his daughter Maryam Nawaz submit on his behalf surety bonds equivalent to the fines imposed on him in the two corruption cases.

“We categorically told the government that Mr Sharif would not submit any indemnity bonds to the government for his departure for London for his treatment,” a PML-N insider told Dawn in Lahore on Tuesday night. He said the government’s ‘conditions’ were brought to the knowledge of Nawaz Sharif by his younger brother Shahbaz at the former’s Jati Umra residence in the presence of Maryam Nawaz. “Nawaz Sharif said these demands/conditions are illegal and can’t be met in the presence of court guarantees already submitted to it (court) with regard to his bail,” he said.

The party insider said Mr Sharif expressed his annoyance over the government’s “tricks” on the matter. “The government cannot hold another court of its own on the earlier decision of the Islamabad High Court that granted Mr Sharif eight-week bail on medical grounds,” he said, adding that the Sharif family was also consulting its legal team whether to move the court for removal of his name from the ECL if the government did not decide the matter in his favour on Wednesday (today).

“If something happens to Mr Sharif, ‘Imran Khan and company’ will be responsible as his condition is critical and government is using the opportunity for their dirty politics,” another senior PMLN leader said.

Meanwhile, a PMLN lawyer, who represented Shahbaz Sharif in the sub-committee of the cabinet, said that in the presence of surety bonds submitted in both cases to the courts, there was no legal need to submit any more surety bonds to the government.

When contacted, PML-N spokesperson Marriyum Aurangzeb said Nawaz Sharif would not submit any fresh surety bonds. “No surety bonds as they are already submitted in courts,” she added. She said her party leadership would not accept another such demand.

A member of the federal cabinet told Dawn on condition of anonymity that the meeting presided over by Prime Minister Imran Khan held a threadbare discussion on the issue of Mr Sharif’s exit from the country. “Although there was a divide among the cabinet members, majority of them were in favour of his [Mr Sharif’s] exit from the country and it was endorsed by the prime minister,” he added.

The departure of Nawaz Sharif for medical treatment abroad was delayed as the institutions concerned were reportedly not on the same page on the matter, especially the National Accountability Bureau (NAB). The anti-graft watchdog, under whose complaint the name of the former premier was placed on the ECL, did not recommend his exist from the country.

“Here the main problem is that nobody is ready to take responsibility,” said Special Assistant to the Prime Minister (SAPM) on Information Dr Firdous Ashid Awan while talking to Dawn on the role of NAB in the matter.

On the other hand, a senior NAB official, who did not want to be named, said that there were precedents in the past that the government had allowed many people on the ECL to leave the country without the bureau’s consent. He said SAPM on Tourism Zulfiqar Abbas Bukhari [whose name was on the interior ministry’s blacklist] and Mubeen Sohlat [approver in the LNG case against former prime minister Shahid Khaqan Abbasi], Gohar Ullah [a businessman] and Zahid Muzaffar [adviser to former finance minister Ishaq Dar] were some examples as their names were removed from the no-fly list without informing NAB.

After the first session of the sub-committee, Law Minister Naseem called on Prime Minister Khan when the federal cabinet meeting was under way and apprised him of the situation and findings of the committee on medical grounds.

The participants of the meeting said the prime minister had apprised the members that he had himself sent some doctors to Nawaz Sharif, including Dr Faisal Sultan, and got reports that the former premier was seriously ill. However, Mr Khan also feared that the past history of the Sharifs had shown that they could escape and would not return to the country once they were allowed to leave while facing corruption references.

“If Nawaz Sharif leaves the country and does not come back, NAB and the courts can ask us that why the government had allowed Nawaz Sharif to proceed abroad,” the prime minister was quoted as saying.

The meeting also referred to a decision of the Supreme Court in the Pamana Papers case in which Nawaz Sharif was bound to stay in the country and could not leave it for at least six months. “Supreme Court’s decision became anfractuous once Nawaz Sharif was sent to jail and the time mentioned in the judgement lapsed,” the meeting was told.

At a post-cabinet meeting press conference, SAPM Dr Awan said that there was a divide among the cabinet members on the issue of Mr Sharif’s exit and, therefore, the prime minister held voting and as majority votes were in favour of him leaving the country, the meeting decided to give him permission but under some conditions. The conditions proposed in the meeting were that Nawaz Sharif should be allowed to leave after submitting surety bonds; it should be a one-time waiver and his stay in any country for medical treatment should be time-bound.

She said that since Nawaz Sharif had not property in Pakistan in his name, the meeting decided that properties of his daughter Maryam and brother Shahbaz Sharif should be pledged as surety bonds.

A member of the sub-committee told Dawn that PML-N had not accepted the conditions proposed for Mr Sharif’s departure.

Atta Tarar, a PML-N representative in the meeting, asked the government members of the committee that they [Sharifs] had already submitted surety bonds in the two cases to courts and, therefore, no new surety bonds would be presented.

Isnt it odd that no bone marrow biopsy was done in a patient with thrombocytopenia?

How were they hoping to get the diagnosis?

the medical misinformation posted on this thread and in general quoted by the media is SHOCKING. ITP is a self-limited diagnosis, meaning in most cases, it resolves on its own. If not, it is treated with steroids. Nobody just suddenly dies with platelet counts of 25,000-30,000. Now they are saying they have to be higher than 150,000 for him to not be critical?? That makes no sense whatsoever.

And you are suggesting automatic bone marrow in any patient with low platelets? Dude, bone marrow is not a joke of a test that you just order on anyone. Main reason to do a bone marrow would be to rule out leukemia or other blood disorders in which you cannot give steroids because it can make it worse. But those don't just present with isolated low platelets.

Very sad to see how much misinformation is being thrown around. Just last week I treated kids with platelet counts of around 30,000. Totally fine, running around the room, no issues. Sent home with repeat labs in 1 week. Yet in Pakistan we are acting like platelet count of 30,000 means automatic bone marrow biopsy and needing to be transferred out of the country. Absolute joke

What love for ganja aba jee and bhaijan. They on the one hand state that his medical condition is critical but on the other hand they are refusing to submit money, properties as collateral in exchange for permission to travel abroad for urgent medical treatment. This episode just exposes this corrupt tola

Yes, poor guy has looted the nation :) Hopefully, you would want an incompetent chor leading India too :) Put your money where your mouth is.

Now is not the time for revenge. The poor guy's life is at stake. He made a mistake, he has been paying the penalty for it. Don't forget that it's the people of your country that chose him twice as their PM. Have some respect.

Out of curiosity is there no way for a convicted prisoner to be sent abroad for medical treatment in another country escorted by security forces and kept under supervision , to ensure his return on completion of his medical treatment ?

And on that note, is the specific illness that needs treatment here , which is clearly beyond the capabilities of Pakistani doctors and hospitals, but is the treatment only available in UK or US? Can the Pak PM not use his good offices with President Erdogan of Turkey and facilitate the treatment in a state of the art Turkish hospital and have full cooperation with their security/police force to ensure safe return after treatment ?

How is allowing a convicted criminal to go abroad revenge? Already the Nooras on here are calling IK scared, so why doesnt his family pay the money as surety?

Who came up with this brilliant idea of surety bonds!

And how come all the noonies are now blaming IK for it i thought they just see him as a puppet PM so now they believe he is the one calling the shots :))

I wasnt happy with the decision but this move has Thrown the ball back in the Noora court- lets see if NS is genuinely ill, because if he is then this small amount wont be a problem!

Some people love money more than life itself!
If i had been NS, i would have given the financial securities and gone to the uk and never returned to pakistan.

LOL what a masterstroke by IK totally exposed fake Noora illness.

So for the thief and his khandaan merely Rs 7 billion is more important than health :))

Leken Imran Khan ko siyasat nahi ati :yk

The Problem for the duffer is that if he pays the cash, it will reveal his wealth and that creates even more problems. Corrupt Judges have so far done everything to save the duffer, they will have to intervene to save him again and if he doesnt come back they will have to take responsibility. NS, Nooras and the judges are cornered. Where is Athar Minullah? Lets hear from the disgustingly corrupt judge!

Just for the info in 2000 when NS ran away from the country he did give his all property to Pakistan government as a Surety bond, when he came back he got all the property back via Court.

So why this time he is not willing to submit? Also just a day back his DOCTOR tweeted that every second is important for his life :))

There is nothing about revenge, obvioulsy we dont want anyone to die. But the problem is they are doing a DRAMA and it's been exposing day by day.

If he was really dying, why he is denying to submit a surety bond?

Is this true?

Bigger problem is that if MNS agrees to this 7Billion bond, NAB will block his exit by saying they need 100 x 7 bond.

This peanut 7 Billion figure is a trap.

I dont they will, they will look stupid if they did.

Hearing news that they are already rejecting the requirement for surety bond...... The media made it seem that NS could kick the bucket any minute now, but here the thief isn't even willing to let go of just Rs. 7 billion in looted wealth :)))

Fake illness, put this beghairat back where he belongs. Let him rot out the rest of his days in jail.

I will always have a soft corner for Nawaz Shareef because he was the first Pakistani politician I remember. I wish him a speedy recovery.

As i said before i dont think anyone should be allowed to leave the country, but whether by accident or design the badniyaat of the Nooras and the Sharifs has been shown up. The Nooras have been celebrating, well where are they today? They said the govt was forcing him to leave and he didnt want to leave, well we know that was a lie!
i want the PTI social media team to start a campaign for all these Nooras that were so concerned about his health to contribute to the surety. This will really set the cat amongst pigeons. Lets see all these losers put their money where their mouth is.

Now is not the time for revenge. The poor guy's life is at stake. He made a mistake, he has been paying the penalty for it. Don't forget that it's the people of your country that chose him twice as their PM. Have some respect.

a mistake? lol

Can someone explain to a layperson like me, why this current drama over NS is ongoing? Surely if the government believes he can be treated within the country and this is all drama, they should not allow him to travel abroad, no matter the bond amount. But if he is really critical and needs treatment abroad, better send him out now than risking further health deterioration due to the delay. That’s certainly better than the internal strife this will cause, if NS were to succumb to his illnesses.

Federal Minister for Law and Justice Farogh Naseem on Wednesday announced that former prime minister Nawaz Sharif will be given a "one-time" permission to travel abroad for his medical treatment for a period of four weeks.

Addressing a press conference, he said this permission will be subject to the Sharif family submitting an indemnity bond "to the tune of Rs7-7.5 billion".

The PML-N swiftly refused the government decision, terming it "biased" and "based on revenge politics".

Naseem was speaking after chairing a consultative meeting of the cabinet's sub-committee held to finalise its recommendations on the matter of removing Nawaz's name from the Exit Control List (ECL).

He said the permission is "not conditional to anyone's consent" and has been granted to fulfil the government's obligations in view of Nawaz's "adverse critical medical condition".

He said the interior ministry had received an application from PML-N president Shehbaz Sharif for the removal of Nawaz's name from the no-fly list. Along with the plea, a detailed medical report from Sharif Medical City hospital was also submitted. It was cross-checked and on November 10, the Punjab medical board in its report agreed with the report of the Sharif Medical City, Naseem added.

He said the report highlighted that Nawaz has a blood disorder, while his platelet count was around 25,000 when it should have been around 150,000 or above. He had also suffered a stroke.

"On November 12, we held three meetings and the sub-committee informed the cabinet that Nawaz Sharif's medical condition is very serious," he said, noting that besides the blood platelets issue, Nawaz suffers from numerous cardiac issues and has undergone six heart procedures in which seven stents were inserted. Naseem quoted doctors as saying that when they attempt to treat Nawaz's platelet count issues, other complications including those related to his heart arise.

The law minister acknowledged that the committee members had not known that the former premier's condition is "so adverse", and once apprised of the same, the federal cabinet voted in favour of allowing Nawaz to travel abroad with a "thumping majority".

However, he said, the cabinet members agreed that the permission will be "one time" and will be subject to the Sharif family submitting an indemnity bond.

Naseem said the permission will be formally issued to the Sharif family shortly. "It is up to them how they take the matter forward," he added.

PML-N rejects decision
Shortly after the news conference, the PML-N rejected the government's conditional offer to allow Nawaz to travel abroad.

In a statement, party spokesperson Marriyum Aurangzeb said the government decision to make the removal of Nawaz's name from ECL conditional to the submission of indemnity bonds was based on "[Prime Minister] Imran Khan's biased attitude and revenge politics".

She said surety bonds had already been submitted and constitutional and legal requirements had been met at the time of securing Nawaz's bail from high courts.

"A government court cannot be established above the court," the spokesperson said, adding that the government demand to submit security bonds was not acceptable to the party.

Deadlock
After marathon meetings of the federal cabinet and its sub-committee on Tuesday, Nawaz had refused to travel abroad for his medical treatment under the conditions proposed by the government. The government had asked that the PML-N supremo’s brother Shehbaz Sharif or his daughter Maryam submit on his behalf surety bonds equivalent to the fines imposed on him in the two corruption cases — Al-Azizia Steel Mills and Avenfield properties.

“If Nawaz Sharif leaves the country and does not come back, NAB and the courts can ask us that why the government had allowed Nawaz Sharif to proceed abroad,” the prime minister was quoted as saying in yesterday's federal cabinet meeting.

But the deadlock hampering the former premier's chances of travelling abroad for medical treatment persisted as PML-N refused to submit the surety bonds. Speaking to reporters after the meeting yesterday, PML-N leader Ataullah Tarar said the party had already submitted surety bonds in the Lahore and Islamabad high courts to secure Nawaz's bail and that the issue of Nawaz's medical treatment was already discussed in the courts.

"There is no need to submit further surety at any forum," he had said.

Morning meeting cancelled
Earlier today, a meeting of the sub-committee scheduled for 10am was postponed.

Punjab Health Secretary Momin Agha, who had arrived for the meeting, had told DawnNewsTV that it did not take place. The head of the medical board formed for Nawaz's health, Services Hospital Principal Dr Mahmood Ayaz, had also arrived to attend the meeting.

There may have been a miscommunication about the meeting, Dr Ayaz told DawnNewsTV. No official notification or statement was made in this regard.

Speaking to the media in the morning, Tarar said that PML-N representatives had not been asked to appear before the sub-committee meeting. However, the head of the committee had told them that if they change their stance on the surety bonds, they should inform the committee.

Tarar added that the party had not changed its position.

Additionally, party spokesperson Aurangzeb refuted reports that PML-N had decided to boycott the sub-committee meeting, clarifying that they had never been invited to attend it.

Meanwhile, Minister for Science and Technology Fawad Chaudhry said the government had taken a "big step".

In a tweet today, Chaudhry said that while there was a battle for leadership ongoing in PML-N, the party shouldn't do politics on Nawaz's health and should arrange the surety.

He added that Nawaz's situation may set an example and other suspects such as former president Asif Ali Zardari may also seek a similar offer.

"Without any process being authorised, sending [him] abroad is not practically possible," he said.

Govt playing 'dangerous game' with Nawaz's health
Separately, in a statement issued today, Aurangzeb said that the government's delay (in removing Nawaz's name from the ECL) was causing a delay in the arrival of an air ambulance to transport the former premier abroad.

She said that as per the doctor's directives, the air ambulance was supposed to arrive today.

"Making Nawaz's departure abroad conditional is unconstitutional," she said, adding that the government was playing a "dangerous game" with Nawaz's health.

An emergency meeting of doctors is underway regarding his health, she said, sharing that the former premier had been administered high doses of steroids twice already and repeated doses of steroids could be dangerous, given Nawaz's health.

She said that all the legal requirements regarding his health had already been completed and the government should not act as a hindrance to his immediate treatment.

Request for Nawaz to go abroad
Nawaz was rushed from Kot Lakhpat jail to the hospital last month after his personal physician Dr Adnan Khan raised an alarm over his deteriorating health. Doctors have been struggling to bring his platelet count — that had dropped to dangerous levels — back to normal.

PML-N President Shehbaz Sharif had then submitted a request to the interior ministry as well as NAB for the removal of Nawaz's name from the ECL so that the former prime minister could travel abroad for medical treatment. Nawaz has been diagnosed with an immune system disorder and his condition is said to be "extremely critical".

"Nawaz Sharif has finally agreed to go to London after the doctors told him categorically that they had already exhausted all medical treatment [options] available in Pakistan and going abroad is the only option left," a Sharif family source told Dawn last week.

In a statement, the interior ministry had said that it had forwarded Nawaz's health reports received from Sharif Medical City, Lahore to the "Standing Medical Board" for their input and review.

The statement said that the ministry took all necessary actions keeping in view the urgency of the matter as pleaded by Shehbaz in his request.

There were reports that the former prime minister may leave for London on Monday; however, the procedure to remove his name from the no-fly list could not be completed. In addition, his platelet count remained unstable and, according to Aurangzeb, doctors continued to struggle to get his platelet levels up to the required mark for travel.

Rs 7 billion? That is peanuts for these crooks, under their tenure our foreign debts shot up from $36 billion to $100 billion. It should be $30-40 billion atleast

I thought the same, had it been USD and in the region of $25B then we'd be talking.

Someone claimed a deal had been done at the tune of $12B. For the life of me I still cannot figure out why the government does not reveal said deal if it were true. Now would be the perfect timing.

It's the Nooras that claim he can't be treated in PK, and if he needs the treatment urgently, surely a small amount of 7bn for this family is peanuts and would be found in seconds. Just imagine if it's your parents, would you not sell everything to save them. The duffer and family have been exposed for their drama.

It looks like there was no deal, and that's what I suspected initially and the failure to pay to this small amount is evidence that there was no deal. The crook is cornered along with the judges that gave bail. Where is the crooked Minullah to save the day.

thre was a deal. the thing is SS made the deal. later NS took the U-turn, thinking that the court order will help him. thats why govt had no choice but to open up about conditions to go abroad becoz of the pressure of media mafia .....

For his kids to pay the money.

I wouldn't even want my worst enemies to have such ulaad..... didn't attend to ailing mother and didn't even bother attending her funeral, now father is dying and needs a small payout to fly abroad but their wealth is more dear to them.

This is what happens when you bring up your ulaad on haram wealth.

45 million USD is affordable one way ticket for those who looted billions.

Zardari would have paid.

This family is willing to spend that kind of money on Avenfield Appartments but not on their ailing father. Mashallah.

Apparently according to reports, NAB when they were interrogating Maryam Nawaz in one of the corruption cases queried her on how a deposit of $480 million was made in one of her accounts and she was clueless. This family needs to be tortured into repaying back each and every cent they have stolen from this country

Trust me guys, I'm a doctor in the US and this is all just nonsense by NS. Theres no reason for him to go abroad for treatment. He's been diagnosed with ITP which is an illness most often caused by a viral infection that results in your platelet count dropping and then it recovers on its own. Children get it all the time. Sometimes steroids are used but most of the time it just goes away on its own. If people are curious, here is some information about ITP that we give to parents.

The government has allowed him to travel overseas, the bond is to ensure he returns AFTER his health improves. Currently 4 members of Sharif family including Ishaq Dar are absconders and I don't think it's an extra ordinary demand especially when Sharif can easily afford to pay the money and he will even get it back upon his return. I don't see an issue here, longer his family plays the "Gamechanger" tricks, worse it is for Sharif.

They are cornered, the have to show the money, which means the sources have to be shown, if the courts intervene to try to let him go without a surety, they will expose their own corruption and the chances are that CJP Khosa will strike it down. The Nooras were celebrating and today they are humiliated.

The money is peanuts for sharifs. A big mistake by IK to let him go. I am very disappointed! Initially, there were reports of a $12 billion deal, I was content with that but not without such a monetory value deal.

So PTI is now seeking the help of a former MQM Law Minister who has the dubious distinction of defending the extortion cases against Altaf Hussain and Musharraf.

At this point, PTI does not have a shred of credibility and morality left. One can only laugh at the people who still believe the $12b cover-up story.

The establishment and the think tank in Bunny Gala realized very quickly that they had shot themselves in the foot with that exaggerated figure.

There is a thing called professionalism. Farugh was Mush lawyer not Minister of law at that time and Mush wasn't a convict while here we are talking about a convict with years of prison time and fine.

Please provide the link where IK or a Govt Spokesperson mentioned a deal amount because I can't find any but I do have links to tweets where Shobaz son and daughter in law indirectly mentioned a deal involving Shobaz.

Whether or not Nawaz is faking it or not is up for debate. However, it would be a political disaster for the government had they denied Nawaz Sharif to go get medical treatment.

If Nawaz Sharif and Zardari are truly sick, maybe it’s time to retire from politics once and for all.

You duffer has been humiliated for his lies, he said he was dying, his party said he will die, the corrupt Judge wanted guarantees that he would live for 3 days from IK and guess what the fake drama has been exposed. Mental midgets like you get humiliated everyday but the fact that the duffer has been out thought and outplayed has shred any credibility he had with his own supporters.

Let’s get real. Imran is either worried that he ends up dead in jail and hence the $12b drama, or he has received orders from his superiors who don’t want to put all their eggs in PTI’s basket.

Either way, it doesn’t paint a pretty picture for Imran and PTI. If you think Nawaz was going to rot in jail forever, you were setting yourself for disappointment. This is a reality-check for PTI supporters.

Imran cannot fool the masses forever. He couldn’t even keep Nawaz behind the bars.

the medical misinformation posted on this thread and in general quoted by the media is SHOCKING.

ITP is a diagnosis of exclusion. How did you exclude other causes without a BM?

We have no idea whether its only thrombocytopenia or pancytopenia.

Yes a platelet count of below 30k doesnot mean impending death. But if it doesn't rise despite therapy then its a cause of worry.

I cannot comment on this need to shift to UK, as i have no idea about the limitations of pak medical infrastructure.

If the Judiciary wasnt corrupt, NS would rot in jail. Nowhere in the world does any judge ask the PM of a country to guarantee the life of any prisoner or anyone for that matter. If your theory was right about orders from above then NS would have left the country, he hasnt and ultimately IK has made the decision. I am against anyone crook being treated differently, and i said so.

So a simple question to you is if NS is at deaths door, why hasnt he given the surety? The flats in Mayfair are worth £80mn, remortgage them and pay the surety, surely his life is worth more than the paltry some!

Why these Shareefs always get a special treatment from courts? Their petition is accepted and the hearing is starting within hours!

If Nawaz goes out of the country without any guarantee thn court will be be the one responsible here Govt played it really well.

Court can't do anything. This is a legal way to deal with it and Govt has followed a legal route. Even one of the famous lawyer (forgetting his name) said before 2,3 days that according to rules Govt will ask NS to provide a Surety Bond and he also said that i have conveyed my message to Nawaz as well.

Same thing was done in 2000 as well. So i hope Court will not change it's own law.

But with Sharifs........... You never know.

PML-N president Shehbaz Sharif on Thursday rejected the government's conditional decision to allow Nawaz Sharif to travel abroad for medical treatment, accusing the government of playing "dirty politics" on the former prime minister's health.

Addressing a press conference alongside the PML-N's top leadership, he announced that the party's legal team has approached the Lahore High Court against the government decision.

It emerged while Shehbaz's press conference was underway that a two-member bench of the LHC headed by Justice Ali Baqar Najafi and including Justice Sardar Ahmad Naeem would hear the PML-N president's petition seeking removal of Nawaz's name from the Exit Control List. The petition also asks that the court declare the condition for indemnity bonds as illegal.

After an initial hearing during which the federal government's counsel raised an objection to the LHC hearing the petition, the high court issued notice to the government to submit a written reply to the petition. The hearing was adjourned until tomorrow.

The government had on Tuesday announced that Nawaz will be given a "one-time" permission to travel abroad for his medical treatment for a period of four weeks. It said the permission would be subject to the Sharif family submitting an indemnity bond "to the tune of Rs7-7.5 billion".

Shehbaz during the presser said the government by asking the PML-N to submit indemnity bonds to secure permission for Nawaz to travel abroad was, in fact, demanding "ransom" and the decision was not acceptable to the PML-N in any condition.

He said the "political game" staged by Prime Minister Imran Khan and his team regarding the PML-N supremo's health is condemnable. The prime minister can "neither give nor take an NRO [National Reconciliation Ordinance-like deal]", Shehbaz added.

He asked the government whether Nawaz had submitted any indemnity or surety bonds when he had voluntarily returned to the country from London in July 2018 after he was sentenced to serve prison time by a trial court in the Avenfield reference.

"And today when two high courts have granted him bail and said that he can avail treatment in Pakistan or abroad, the government is doing politics on the issue.

"Renowned lawyers of the country have criticised the [government] decision," the PML-N president said.

"There is no example of dirty politics in the country's history over the health of anyone," he added while accusing the government and other institutions of passing the buck to each other regarding deciding the matter.

"Nawaz Sharif's health was turned into a shuttlecock," he said, adding that doctors of the government-formed medical board had clearly stated that Nawaz should be moved abroad for treatment not available in Pakistan.

"The nation will not be able to tolerate if a mishap occurs due to the delay [in Nawaz travelling abroad," the PML-N president stressed. He said unlike Nawaz, former military ruler retired Gen Pervez Musharraf and Minister of State for Overseas Pakistanis Zulfi Bukhari were not asked to submit indemnity bonds before their names were taken off the no-fly list.

He claimed that there was no legal basis for the government to demand indemnity bonds from the Sharif family because two of the cases against Nawaz — Avenfield and Al Azizia reference — in which fines were imposed on him have not attained finality while the third — Flashship Investments reference — was thrown out by the trial court.

"Imran Khan I will hold you responsible if something happens to Nawaz Sharif due to this inordinate delay with a perverted mindset," Shehbaz said, addressing the premier.

A senior leader of the PML-N had earlier said: “The option of moving the court to seek directives for the government to remove the PML-N supreme leader’s name from the ECL is under serious consideration. It is highly expected that opposition leader in the National Assembly Shahbaz Sharif files a petition in a day or two.”

“The government’s offer is the worst example of the government’s vendetta against the Sharif family,” Nawaz’s son Hussain Nawaz said in a tweet while reacting to the government’s move.
