India Blocks Pakistan’s Water as Tensions Rise
Pakistan alleged that India has almost entirely stopped the flow of water across the border through the Chenab river as fears of a clash between the two neighbors mount following a deadly attack in Kashmir.

Since Sunday morning, the water flow has been throttled by almost 90% of the usual volume that passes to Pakistan, according to Muhammad Khalid Idrees Rana, spokesman for Pakistan’s Indus River System Authority. The nation had anticipated water supplies to farms would be short by a fifth for the next two months even before this curtailment, he said.

“It’s unprecedented,” Rana said, adding that India typically holds some water daily for electricity generation but releases it every few hours.

The alleged choking of the river follows India’s suspension of the Indus Waters Treaty, a bilateral pact more than six decades old, in retaliation for the killing of 26 people in the disputed region of Kashmir last month. The deal gives New Delhi control of the Indus basin’s three eastern rivers, while downstream Islamabad controls the three western ones.

Harvests of some crops in Pakistan, like wheat and barley, are already well underway. However, the nation’s cotton crop is concentrated in Punjab and in a key stage of development, making water availability vital. The main rice crop is also just being sown ahead of the start of the annual monsoon.

After suspending the treaty, India started work on flushing silt at two of its dams in the Kashmir valley, Reuters reported on Monday.

The reservoirs will have to be refilled after the flushing is completed and that may reduce downstream flow into Pakistan, according to Himanshu Thakkar, coordinator of the New Delhi-based South Asia Network on Dams, Rivers and People, which studies the social and environmental impact of water-related projects. The now-suspended treaty allows flushing only during the monsoon season, he said.

“On the whole, there will be no reduction in water flow,” Thakkar said. “It is temporary. Whatever comes in, flows out. Only the flow pattern may change.”

Rana also said water could be released later as India doesn’t have capacity to store it permanently.

India doesn't have to block the water all the time. They just have to block it during the time of need. This is especially easy during the lean time between late Nov to March. Water flow is minimal and existing infra is enough to block or reduce the water to such a low outflow that water may not reach any of the irrigation facilities in Pak.

India's plan probably is to completely disrupt the water flow not stop it. They will stop the water for few days and then suddenly release all of it, making it impossible to use it effectively. Then again next few days of no water. Combating this from Pak would require them to build storage and canals in Punjab. Considering the current tussle between Punjab and Sindh on construction of canals and dams, this would take a lot of time. Certainly more time than it would take India to build ways to either store more water or divert some part of these rivers. For India the advantage is that Jammu and Kashmir is not against stopping the water flow to Pakistan. So it won't be politically difficult for Modi govt to take up these projects and with burgeoning tax collection they are not really strapped for infrastructure spending anyway. This is not going to end all that well for Pak. They will lose control of waterflow permanently within a decade, possibly much earlier.

That is exactly what they will do. The amount of water storage capabilities in Punjab is pretty limited. Building new ones along with canals is a political landmine with Sindh and Punjab fighting each other. India has enough capacity to block water anywhere between 5 to 10 days. Block it when it is required and release all of it suddenly. This will not only cause minor flood it will also impact all the standing crop and without any capability to store the water, it will mostly end up in ocean. Repeat it every 5 to 10 randomly. During the lean time between Nov and March they can hold the water for much longer and cause the same issue but for a much longer time potentially impact whole crop during that time.

That is what India can do with the existing infrastructure. Suspension of treaty means India doesn't need to submit to IWT council for any new project approval. They can just go ahead with what they want to do. Only way for Pak to stop this is actually start a war, a war that it will never win any meaningful way. Politically, economically, technologically, geopolitically Pak is now at its weakest point while India at a much stronger point. It is not going to be easy unless India willingly comes to negotiating table. And India will come to negotiation but will put a bunch of prerequisites and will negotiate from a very strong position.
 
This is very good.world bank is a facilitator not an enforcer of treaty. At max they will use the fund from IWT to arrange a negotiater.India should drag as long as they want (which it wont effect anyway)and watch the fun .

Water management experts in Pakistan are calling on the US to press India to revoke the suspension of the pact that regulates the division of water from the Indus River between the South Asian neighbours.

“They [the Pakistani government] must take up this issue with the US authorities immediately to ensure withdrawal of the illegal unilateral decision of holding the treaty in abeyance by India on April 24,” Jawaid Latif, a former member of the Water and Power Development Authority, told local media outlet Dawn News.

“I think it is the right time to raise this issue with immediate effect,” Latif told Dawn.

The report comes after Reuters reported that India’s suspension of the Indus Waters Treaty remains in place despite the truce.

India and Pakistan, home to an estimated combined population of more than 1.6 billion, are heavily dependent on the rivers flowing from the Himalayas for their water needs.

On the contrary, I believe this is what will cause the next war/conflict between the two countries. While mega-projects with massive reservoir capacity are unlikely given the terrain and location, I'd be very surprised if India didn't use this excuse to kickoff a bunch of smaller dams with some reservoir and canal infrastructure over the next 3-4 years. We do need the water after all... it's not just petty revenge like the desilting actions currently on.

The dams if they are built will have to be hit with high payload ballistic missiles. Hopefully Indian defences don't hold up, because the next step would be nukes, and I don't think there is much defence against those.

I don't the stupidity and illiteracy levels of few ppers bro.if nuclear bomb are used for explosion, pak will be the one most effected as its downstream. All the water with radio active chemicals will flow towards pak and it will make damage pak in every aspect forever. I just hope atleast officials are sane and educated.

I just saw the detailed images of the damages that was caused in Pakistan, it is quite extensive.

Concerning reports that there is a nuclear radiation leak from bombing of a few of the nuke sites in Pakistan.. Hope this is not the case, a radiation leak is bad for everyone in the area including India. Americans apparently got involved because of the damage to the nuclear sites..

We are headed for dangerous times ahead in the years to come...
