Prime Minister Imran Khan on Friday appealed to the nation to follow standard operating procedures (SOPs) for curbing the spread of the coronavirus, warning that Pakistan may soon be facing a situation similar to India if the current trend continues.

Addressing the nation after a meeting of the National Coordination Committee, he said: "I am appealing to you to follow SOPs so that we don't have to take steps that India is taking which means imposing lockdowns. Half the problem is solved when you wear face masks."

India marked a grim milestone in the Covid-19 pandemic on Thursday, reporting 314,835 new daily cases, the highest one-day tally anywhere, as its second wave and similar surges elsewhere have raised new fears about the ability of health services to cope.

"If our circumstances become the same as India, then we will have to close down cities. We can't do that because, as experience has shown, the poor suffer the most when lockdowns are imposed," the prime minister said.

"People are telling me to impose a lockdown today, but we are not going to do so because, and I keep repeating this, daily wagers and labourers will suffer the most."

That is why we have not taken action, he said, adding that however long this lasts will depend on the people. The premier called on the nation to start observing precautionary measures, in the same way which you did the previous year during Ramazan.

"Pakistan was the only country which had kept mosques open last year during Ramazan. I was proud of the way our religious scholars and imams informed the people about precautionary measures," he said.

The premier also noted that very few people were following SOPs. "If we don't take precautionary measures, we will have to impose a lockdown which will also affect our economy at a time when it is on the rise."

PM Imran added that he had asked the Pakistan Army to assist the police and law enforcement agencies in enforcing SOPs. "We have been asking people to follow precautionary measures. But we have seen that people have become careless."

He added that the government was making all out efforts to procure vaccines. "We have asked China, but their demand is also quite large. There is a shortage in the rest of the world."

Even if we get the vaccines today, it will take at least a year for them to have an impact, he said. "What will make the biggest difference is following precautionary measures," he said, reiterating that half the problem is solved when wearing face masks.

He hoped that once the nation starts following SOPs, the number of cases would decrease. "Until we face this together, we will not be able to win. I remember how a year ago people adopted precautionary measures and followed SOPs before Ramazan because they were scared.

"But citizens have become tired over the span of a year and fatigue has set in which is why there is such a stark difference." He hoped the nation would follow SOPs so that the government is not forced to lock down cities.

New restrictions
During the briefing, Minister for Planning, Development and Special Initiatives Asad Umar explained that the National Command and Operation Centre (NCOC) had been instructed to formulate a plan with the provinces in light of rising coronavirus cases.

He said that it had been decided that schools in districts with a positivity rate of more than five per cent will be closed down till Eid, including grades 9-12.

"Markets will be allowed to remain open till 6pm. After that, only essential services will be allowed to operate and a specific list of such businesses will be issued," he said.

He said that restrictions had already been imposed on indoor dining. However, outdoor dining will also be banned till Eid while takeaway will be allowed, the minister said, adding that indoor gyms will also remain closed.

"Office timings have been limited to 2pm because shops are open till 6pm and we want that people have enough time to visit markets." He urged those wanting to buy things specifically for Eid to visit markets during the day as shops will be closed in the evening and after Iftar.

"Do not wait until the last three to five days, start shopping now," he advised. "As the prime minister said, if cases increase we may have to impose a lockdown. So try to complete your Eid shopping bit by bit."

He added that the government had emphasised the "work from home policy" so that more than 50pc of employees are not called into offices.

Umar also said that a policy was being created for Covid-19 cases being reported in travellers from abroad. "Instructions have been issued to make a detailed policy in the next one to two days to reduce the number of people coming from abroad while also strengthening the testing and quarantining system."

Commenting on the oxygen supply in the country, he said that approximately 90pc of Pakistan's oxygen capacity was being used, of which 80pc was being utilised by the health sector. He said the government was working on improving the situation and would import it if the need arises.

"If you follow these guidelines, then we will be able to celebrate Eid with our loved ones. But if you don't then we will face a difficult situation in the future."

Pressure on healthcare
Special Assistant to the Prime Minister (SAPM) on Health Dr Faisal Sultan said that during the first wave of the pandemic, the healthcare system was under stress and around 3,500 patients were on oxygen.

"However, now the number is above 4,600," he said. "Apart from this, the positivity rate is continuously hovering at 10pc which tells us the extent of the spread of the disease."

There are many major cities where the positivity rate is more than 20pc, he said, adding that it was also rising in areas which had previously reported a lower number.

"The result of this is that it puts pressure on our healthcare system as well as doctors, nurses and other medical professionals." He reiterated that Pakistan's oxygen capacity was currently under stress as around 90pc was being utilised.

He concluded by asking the nation to follow SOPs in order to protect themselves and their loved ones.

The concerns are understandable with India and its C19 situation next door.

Still great to see IK is considering lockdown in cities as prevention unlike India which continues to operate as if everything is normal.

Our situation is the same if not worse than Indian. In Pakistan, the majority cases are not reported hence the small COVID-19 patient count in Pakistan.

ISLAMABAD: Pakistan's government has decided against implementing a full lockdown across the country, but Prime Minister Imran Khan has urged the public to follow coronavirus standard operating procedures to avoid a "complete lockdown".

PM Khan addressed the nation after chairing an important meeting of the National Coordination Committee (NCC) Friday afternoon to give an update on the new coronavirus restrictions as the country battles the third wave of the virus.

It was expected that a lockdown would be imposed in cities where the positivity ratio is above 10%.

The premier, however, announced that a lockdown would not be implemented for now as it will affect the working class and their businesses.

He emphasised on the need to wear a mask at all times. The premier said help will be taken from the Pakistan Army to implement coronavirus SOPs.

"Barely anyone is following SOPs anymore," he said, adding that if we are not careful, the situation in Pakistan will be similar to that of India in the next one or two weeks.

After a brief statement, the premier handed the announcement over to Federal Planning and Development Minister Asad Umar, who listed down some of the important decisions taken during the NCC meeting.

Important decisions taken in NCC meeting

Schools in cities with positivity rates above 5% closed until Eid, including classes 9-12
Markets to stay open till 6pm. Only essential businesses can operate after 6pm. A list of essential business will be issued.
Outdoor and indoor dining banned until Eid. Takeaway and deliveries will be allowed.
Indoor gyms to be closed.
Offices capacity at 50% and are to be closed daily at 2pm.
Eid shopping will not be possible after iftar.
50% work from home policy to be implemented in offices.
NCC meeting

The meeting reviewed the current pandemic situation in the country to decide about imposing further restrictions as the third wave of coronavirus wreaks havoc in Pakistan.

The NCC is an apex body headed by the prime minister. All the chief ministers, federal ministers and other key officials are members of it.

The session was attended by chief ministers, ministers and chief secretaries.

It was expected that commercial activities and offices may also be closed due to the worsening COVID-19 situation.

On Thursday, Umar and Special Assistant on Health Dr Faisal Sultan called on PM Khan and briefed him in detail about the coronavirus situation in the country after which the NCC meeting was convened.

'Few days away from a complete lockdown'
The National Command and Operation Centre (NCOC) on Wednesday had suggested more restrictions to control COVID-19.

“We will have to increase the restrictions. If we do not contain the rapid spread of the pandemic, we will have no option but to impose a complete lockdown in the big cities,” Umar had said after chairing an NCOC meeting.

The minister had warned that this was the last chance for people to take the pandemic seriously as done in the first wave last year. Otherwise, he warned, they would have to suffer strict restrictions.

He regretted that neither was the public nor the administration showing responsibility to ensure full compliance with precautions and anti-COVID SOPs issued by the government.

Umar had warned that the country was only a few days away from a complete lockdown so people must follow SOPs to stem the surge of COVID-19.

Vaccines is the only solution to control the wave. UK and US managed to flatten the curve with vaccine rollout. Pakistan and India must learn from US in managing high covid cases.

Both countries should for once drop their ego and work together. Humanity comes first.

The government is not hiding. People are simply not getting tested.

Than do something about it.

This fool of a PM keeps appealing to people and begging them to follow sops.

Oh bhai, you are requried to enforce law and order. WHy cant you not place fines and force people to follow SOPS. Why not ask your DCs to move around and implement SOPS.

This guy has no idea of ground realities.

He will keep appealing to u

I think it’s too late. The TLP gatherings will show results in another week. Punjab the numbers are rising. Please be safe

This is government is so incompetent that they keep using the word SOPs without even telling people the full form of it. I was in Pakistan recently and people do not know what the term SOPs means. Majority do not even know how COVID-19 spreads. I saw people wearing and testing masks from stalls and then putting them back!

SOPs is a difficult term; they should have simplified it into something simpler like : face, hand and distance or something similar because 42% of our population cannot read!

The whole awareness campaign on COVID-19 Pakistan has been a total joke!

My brother, COVID is not something mysterious. All the world knows about it now. If the people are ********, ignorant and just won't follow rules then there is not much that can be done besides danda protocol.

Stop blaming the government when it is the people.

All due to illiteracy. Government has also not done a good job with COVID-19 public awareness.

The common man in Pakistan/India is pretty ignorant and to go along with it, they have to work daily and go out to feed themselves and their family. Along with ignorance, they are pretty religious too.

SOPs in pakistan are a joke. Only allah can save Pakistan from situation like India. Hopefully the curve stays flat and the virus runs it's course slowly. But I'm afraid that won't happen with Eid right around the corner. The gov should impose lockdown on Eid if they want to prevent a devastating situation like India.

Might help if he closed all the borders and banned all non essential flights travellers.

Everyone knows that covid keeps getting imported from abroad and then its spread into pakistan by people visiting from abroad .

Lockdown will never work in pakistan and neither can it be achieved since you will end up with people dying from hunger if they can't earn money how can those people sit at home for months on end like people do in Europe.

bro, everywhere in the world, no one follows SOPS jsut for the sake of it.

SOPS are enforced. How? By negative reinforcement.

Its like Traffic vioaltions, no one admits they are wrong, yet the fine they pay stops them from vioating traffic again

During the intial days of covid in Pakistan, when govt was issuing fines, every shop keeper was following SOPs and were forcing customers to abide by the sops.

Now no one cares, there is total lawlessness.

Completely Agree. We are in a similar situation as India. There is a MASSIVE under reporting of cases in pakistan. I know of atleast 8 family members back in pakistan who have been told they have covid by the doctor. But the thing is they weren't tested and were simply told by the doctor they had covid which is ridiculous!!! There's no way a doctor can say for certain that someone has covid without the person being tested. This is probably going on all over pakistan. People are simply not being tested and I'm beginning to think the government is content with this because it keeps the case numbers artificially low.

Why would people get tested when it costs 8000, if I'm not wrong?

I'm surprised it took India this long in the pandemic to go nuts. Everybody had the idea that it will spread like a wildfire in the South Asian region when Covid started. Astonished it hasn't took off yet properly.

How can we make people wear a mask, stop weddings and social gatherings?. It is impossible to do when people don't listen.

Brother, I live in the UK and people did not follow rules either. In a democracy, it is difficult to be authoritive. Even when shops were meant to be closed, they were operating illegally. The police in most contries simply does not have the resources to deal with it. Yes, may be, the government can be more forceful but the greater emphasis lays on the people. I heard some people say that corona wont inpact them because they are a certain caste, ethnicity :) This is our people. We as people are not here to just act stupid and then expect the government to fix everything. People need to do their part.

Let's just hope that the virus decreases like it did last summer in Pakistan in shallah.

Pakistan is not in a similar position to India, this is false. As I always said, you can not hide deaths.

It is all about government seriousness and competency. Here in Hong Kong, since the pandemic began, I have not seen anybody not wearing a mask because if you don’t, you are slapped with a HK$5000 on the spot. Masks have been made mandatory for more than a year and babies aged 2 or above have to wear them. This is the reason why our COVID-19 count is so low.

ISLAMABAD: The Pakistan Army has mobilized to enforce coronavirus SOPs in the federal capital after Prime Minister Imran Khan sought its help in curbing the virus's spread.

Officials of the Islamabad administration visited various areas in the city on Friday with army personnel in tow to enforce implementation of coronavirus protocols.

Assistant Commissioner Rana Musa Tahir visited different commercial areas with an army and police escort and took action against violators.

A shop was also sealed and fined for violating SOPs.

On Friday, Prime Minister Imran Khan said he has directed the military -- as well as police and Rangers -- to help ensure that SOPs regarding COVID-19 are being strictly implemented and followed.

In a televised address after chairing a meeting of the National Coordination Committee (NCC) over COVID-19, the prime minister had urged the masses to adopt preventive measures against coronavirus so that the situation remains under control and a lockdown of big cities is avoided.

“We have been instructing the people to follow SOPs but they neither have fear nor are cautious. Therefore, the pandemic is spreading rapidly,” he had said.

“If you simply keep following SOPs and wearing masks from now on till Eid, then we will not have to take the extreme step of locking down cities, which India is unfortunately doing now,” he had added.

Pakistan on Saturday reported 157 deaths due to COVID-19, making it the country's highest single-day death toll since the coronavirus pandemic began last year.

Previously, the highest death toll reported by the country was 153 on June 20th of last year.

The new deaths have taken the country's death tally to 16,999. The most deaths in the country were reported in Punjab, followed by Khyber Pakhtunkhwa in the last 24 hours

Meanwhile, Pakistan's national positivity ratio also shot up to 11.27% on Saturday.

The National Command and Operation Centre (NCOC) data showed that 52,402 tests were conducted in Pakistan in the last 24 hours, out of which 5,908 returned positive.

The new cases have taken the national tally of positive cases to 790,016, with 285,542 reported in Punjab, 276,670 in Sindh, 112,140 in Khyber Pakhtunkhwa, 72,613 in Islamabad, 21,477 in Balochistan, 16,327 in Azad Jammu and Kashmir and 5,247 in Gilgit-Baltistan.

“I appeal Pakistanis to be cautious. If we aren’t; we’ll be in same situation as India” : PM Khan

Prime Minister Imran Khan speaking today:

“If we aren’t cautious; then in one week, maximum 2 weeks; we will see same situation as what you’re seeing in India on media”

“Right now our hospitals are only not at full capacity due to increasing capacity last year.”

“If what we are seeing currently in Pakistan happened a year ago; I guarantee our hospitals would be facing same situation as seen in India right now”

“But the way the trend is going up so fast in Pakistan; I sincerely appeal that you follow SOPs”

“We keep repeating it and our people don’t pay attention to it. The mask itself solves half our problems.”

“If we diligently follow SOPs and wear masks till Eid; then may be we will not need to lock down our cities like India has to do right now”

“We may not have any option but go for a lockdown if this continues. I don’t want to do it since it affects the poorest part of society the most first”

“Please show caution. Please cooperate like you did last year. I am sad to say no one, or very few people, are cooperating and following SOPs”

“A lockdown will have severely negative impact on our economy again.”

We have reached 90% capacity of oxygen supplies and a big chunk of it is being used to treat patients with coronavirus infection," Asad Umar said while speaking alongside Imran Kha

All arrivals have to quarantine for 21 days and those from the UK have to quarantine for 42 days at designated hotels.

Maximum indoor gatherings of 30 with no more than 4 people sitting together ( this has been relaxed, it was max of 2 people a month or so ago).

Flights from high-risk countries such as India, Pakistan and few others are banned.

Yes it can be quite as basic as this. India is currently averaging 1.7 million tests per day due to the sudden boost of fear we've received. But keep in mind that we have a population of about 1400 million.

On 11th March when I posted this our cases were a little over 20,000 per day.

It seems to be slowly increasing. Very slowly. But it could be due to more things opening up. Kids are being asked to take exams. Also, for the last month or so, the number of people out in crowded places like markets and streets has increased. Lots have a mask on just for effect - hung at the ears, but draped around their chin.

The reason for the decrease could be the earlier proper use of masks which was quite strictly enforced for the longest time. You even had ridiculous rules of wearing it while driving in your car with marshals fining you if they spotted you without one (at least in my city). The only logic for this I could drum up was - say you stop for some reason and engage with someone outside, searching for and putting on your mask wouldn't be your first thought. Or you might be in a hurry to get out and enter your destination leaving the mask behind in your car. So if it's already on....

It's not surprising that masks + rules on behaviour in public gatherings can turn something on its head in the matter of a month.

If there's one thing Pakistanis can learn from India, it's to please wear your damn masks and to keep your faith and chill sessions within your home. And increase your testing. Right now it's a quarter (proportionally) of what India's is. Given the difference in situation, it needs to at least be half - the equivalent of which would be 100k tests per day.

I'd say even now we are not testing enough. Close to 200,000 tests per day per million population is simply not enough.

If anything, we should have been testing this much during first wave, now we should be testing at least thrice this number.

My own city Delhi, is criminally testing around 70-80K people daily which basically amounts to nothing.

As for OP, I sincerely hope things don't come to such a pass in Pakistan as they have in India.

Trust me, India is far FAR better in terms of testing than pakistan. Pakistan is doing 50k tests per day compared to Indias close to 2 million tests per day and that is quite frankly disgraceful and pathetic. Infact delhi alone does the double the testing that the WHOLE of pakistan does

50K tests for a country as big as Pakistan is
(in terms of population) simply disgraceful.

You can compare Pakistan with UP which has similar population as that of Pakistan and they're doing in excess of 200,000 tests on daily basis.

At this point if they just doubled it to 100k tests, that should be good enough. That will perhaps throw up more cases and then they should ideally look to hit 200k tests per day.

Enforce masks and speed up the vaccination rollout.

The skepticism and fake news vs vaccines is real here too. I personally have spoken to shopkeepers and semi-educated folK who believe vaccines are bad for you and quote whatsapp forwards of some random 'experts' who're not even criticizing the vaccine per se, but the possibility of the emergence of a super variant that will cause havoc among the non-vaccinated.

It's like they don't even bother to listen or watch their Whatsapp Uni syllabus but just go by the headlines - Vaccine expert says stop Vaccination IMMEDIATELY!

https://www.dawn.com/news/1620297/interior-ministry-notifies-army-deployment-for-implementation-of-covid-19-sops

The interior ministry has issued a notification allowing the provinces and federal territories to seek the help of the army to enforce standard operating procedures (SOPs) for curbing the spread of the coronavirus.

In a video message on Sunday, Interior Minister Sheikh Rashid said according to the notification, Punjab, Khyber Pakhtunkhwa, Balochistan, Gilgit-Baltistan, Azad Kashmir and Islamabad will avail the services of the Pakistan Army for implementation of Covid-19 SOPs "as per their need". He said Sindh had not opted to be part of the measure for now.

He added that this was a "big decision" taken because neighbouring India was reporting 350,000 or more Covid cases on a daily basis. The minister said the Pakistan Army had always stood with the people when floods, earthquakes and other natural disasters hit the country, therefore, it was decided during a meeting of the National Coordination Committee (NCC) to seek the army's services to enforce the coronavirus SOPs.

Orders issued by the Ministry of Interior, seen by Dawn.com, notified the deployment of the armed forces, citing the decision taken during the NCC meeting on April 23.

"The federal government, in exercise of the powers conferred under Article 245 of the Constitution [...], is pleased to authorise deployment of sufficient strength of troops of Pakistan Army, we.f. 25th April, 2021, on the requisition of the Government of Punjab in the province in connection with enforcement of NCC/NCOC guidelines on Covid-19 and matters ancillary thereto subject to laws enforced in Pakistan," one of the orders said.

It said the requirement of troops will be worked out by the Punjab government in coordination with the army authorities, adding that "the date for de-requisitioning of army troops will be decided subsequently on the basis of mutual consultation of all stakeholders and decision by the NCC/NCOC." Similar notifications were issued for KP, Balochistan, Islamabad, AJK and GB.

Meanwhile, the GB Home Department issued a notification for the deployment of army and Rangers personnel in cities with a Covid-19 positivity rate of more than five per cent. It also banned dining at restaurants and closed all parks in the region.

On Friday, Prime Minister Imran Khan said he had asked the Pakistan Army to assist the police and law enforcement agencies in enforcing Covid-19 SOPs, warning that Pakistan may soon be facing a situation similar to India if the current trend continued.

Addressing the nation after a meeting of the NCC, he said: "I am appealing to you to follow SOPs so that we don't have to take steps that India is taking which means imposing lockdowns. Half the problem is solved when you wear face masks."

A day later, the Khyber Pakhtunkhwa government requested the federal government to authorise the deployment of armed forces and civil armed forces in the province to ensure effective implementation of the Covid-19 guidelines

Likewise, the Balochistan government said the army would be called in if the people did not follow the SOPs to save them from the deadly virus.

******tan on Saturday saw a record 157 deaths from Covid-19 since the outbreak of the pandemic in the country, while the National Command and Opera*tion Centre (NCOC) decided to allow the army, Frontier Constabulary (FC) and Rangers to assist law enforcement agencies in enforcing SOPs if requested by the provincial governments.

The NCOC meeting, which was presided over by Minister for Planning, Development and Special Initiatives Asad Umar, deliberated upon the proposed lockdowns in high virus prevalence cities with stakeholders.

The participants were of the view that if cases continued to rise, critical care facilities in that particular city would become overwhelmed.

“The decision on lockdown will be taken after discussions with all stakeholders. The purpose of the lockdowns will be to contain the spread of the disease through implementation of SOPs,” the forum’s statement said.

“A few proposed restrictions will include closure of markets and malls, less essential services, ban on inter-city public transport and shutting down of education institutions,” it added.

No its not. Hong Kong managed to stop infected people from outside coming via hotel quarantines.

There are many countries where mask mandates are even tougher than Hong Kong, and yet cases are not coming down, e.g. UAE where you have to wear masks even if no one is within 50 yards of you or you may get fined

Cass rose from 1500 a day to 4000 all the while where there was this strict mask ordinance, and dropped from 4000 to 2000 with the mask rule unchanged

Its as if they made no difference at all.

There are offices where half the office got infected via 1 person though every one has to wear a mask all the time.

In America states where hardly anyone wears masks saw the same decline from January to April that states with more mask wearing (NY, California,MI) saw

When Texas dropped its official mark mandates 6 weeks back, people predicted mayhem within 2-3 weeks. Nothing happened, if anything, cases continued to decline

That’s true but the Republican Party is a right wing corporate propaganda party and they will stoop to any level to underscore the true Covid number as their donors hate lockdowns and restrictions - in fact I read some news a while back that is exactly what they were doing in Florida by manipulating the Covid numbers until a whistleblower called it out.

Regardless i wanted to ask you If you think Masks don’t make a big difference what’s the best soloution do you reckon in keeping numbers down ? Social distancing ? Maybe international flight bans ? More Lockdowns ?

In the UK we just came out of our 3rd lockdown but thing is it did not feel like a lockdown as people were just doing whatever they wanted, only the first lockdown felt like most people were at home.
This time the people had enough - only thing that was stopping them get altogether was the non essential shops and entertainment centres being all closed.

Prime Minister Imran Khan said on Monday that it might take years to regain pre-Covid income levels whereas varying financial capacities, health care and vaccine rollout may lead to uneven recovery among countries and regions.

The premier’s remarks came at the opening Segment of the 77th Session of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).

“We are in the midst of an unprecedented global crisis unleashed by the COVID-19 pandemic. We have seen its devastating health and socio-economic impacts all around the world, with Asia and the Pacific also bearing the brunt,” he said.

PM Imran added that over 100 million people will fall back into extreme poverty due to the pandemic.

“Pre-existing vulnerabilities and inequalities have become even more acute. We are now lagging further behind in achieving the SDGs than ever before,” he maintained.

He added that we must ensure that no one is left behind. "That requires international solidarity. We need the right mix of national actions, regional collaboration, and multilateral cooperation," the premier said.

PM Imran suggested also four key areas to focus on for regaining the pre-Covid-19 income levels.

“First, we have to put the people front and centre for pro-poor and inclusive policies. We need to strengthen public health and social protection systems. These have been the primary objectives for us in Pakistan. People-centred economic security is now at the core of our development paradigm."

"Second, peace and development must be anchored in human rights, which should be upheld and protected universally. The international community needs to pay special attention to situations of foreign occupation."

"Third, in building back we have the opportunity to model our economies on more resilient and sustainable grounds. Ambitious climate action is a way ahead. Pakistan is accordingly implementing policies for green growth."

"Fourth, there is a dire need to mobilize adequate financing for development. For developing countries, the debt issue must be addressed in a fair and sustainable manner. With my “Global Initiative on Debt Relief”, Pakistan has been advocating this cause on all world forums. At home, we are implementing corresponding fiscal reforms,” the premier suggested."

PM Imran further said that the bigger question was what mechanisms can help us achieve these ambitious goals as we all want to reinvigorate our economies and build back better but we cannot do that in isolation.

“Only through enhanced regional and international cooperation can we reopen safely and sustainably, starting with equitable access to affordable vaccines for all,” the premier said.

We have to think in the long term, keeping in mind the best interest of our future generations, he added.

“Pakistan has shifted its focus from geo-politics to geo-economics. We are ready to join hands for win-win outcomes,” PM Imran further maintained.

“Our success lies in cooperative multilateralism and partnerships. Let Asia-Pacific take the lead. Pakistan is willing to work with all members to advance our shared objectives.”

Director General of Inter-Services Public Relations (ISPR) Maj Gen Babar Iftikhar said that Pakistan Army troops have reached every corner of the country from 6am today (Monday) morning to help civil institutions in implementing the standard operating procedures (SOPs) against the coronavirus.

Addressing a press conference in Rawalpindi, he said teams had been constituted which would be led by brigadiers at the administrative division level and by lieutenant colonels at the district level.

The provincial apex committees would hold weekly meetings to discuss the overall situation and analyse areas with high positivity rates after which a plan of action would be decided, the DG ISPR said.

"The primary purpose of deployment of army troops is to help civil institutions and law enforcement agencies," he said, adding that like the last time, Pakistan Army had decided not to claim any sort of internal security allowance during the deployment.

"In this testing time, Pakistan Army will use all its capabilities to take every possible step for the protection of citizens and their lives. [We] will go to every corner of Pakistan to ensure the protection of citizens."

Gen Iftikhar said the primary responsibility for the implementation of precautionary measures against the coronavirus and the law and order situation lay with the civil institutions. The Pakistan Army would fully cooperate with law enforcement agencies as emergency responders to control the spread of the pandemic, he added.

The DG ISPR said that enhanced deployment had been done in 16 cities where the positivity rate was "very high". These cities include Islamabad; Peshawar, Mardan, Nowshera, Charsadda and Swabi in Khyber Pakhtunkhwa; Rawalpindi, Lahore, Faisalabad, Multan, Bahawalpur and Gujranwala in Punjab; Karachi and Hyderabad in Sindh; Quetta in Balochistan and Muzaffarabad in Azad Jammu and Kashmir.

He stressed that following precautionary measures against the coronavirus was the "only effective response" to the pandemic.

'Third wave more dangerous and fatal'
The DG ISPR warned that the third wave of Covid-19 was "much more dangerous and fatal" and was affecting the whole world, especially the South Asian region.

He said coronavirus-related deaths were rising fast due to the speed and intensity of the pandemic, adding the healthcare infrastructure was under "severe pressure" because of the rapid increase in patients in critical care.

Gen Iftikhar said that 75 per cent of the country's oxygen production capacity was dedicated to the healthcare sector currently but if the prevalent coronavirus situation continued, then the oxygen allocated for industry usage would also have to be diverted to the healthcare sector.

"At this time, there are around 90,000 active cases of Covid in Pakistan. The positivity ratio has risen to dangerous levels. The positivity ratio is more than 5pc in 51 cities," he said.

Giving further details of the coronavirus situation in the country, he said that 570 virus patients were on ventilators while 4,300 were in critical condition.

"The monthly average of corona deaths has been the highest in April. The worldwide fatality rate is 2.12pc while the fatality rate in Pakistan has risen over the world fatality rate for the first time during this pandemic to 2.16pc.

"Keeping the worsening corona situation in view, to protect the public and their health, Pakistan Army has been called under Article 245 to help civil institutions, according to the directions of the federal government," he added.

The people's confidence is the asset of the armed forces of Pakistan, Gen Babar stated.

He called on people to "fulfil our individual and collective responsibilities" so the public's health and safety could be ensured. "We can remain safe from this pandemic by wearing face masks and implementing guidelines on social distancing," he asserted.

"Since the start of the pandemic, the public's sense of responsibility and cooperation has kept us safe from the pandemic's dangers compared to other countries. Now, as a nation, we have to demonstrate even more responsibility and care than before," he concluded.

On Friday, Prime Minister Imran Khan said he had asked the Pakistan Army to assist the police and law enforcement agencies in enforcing Covid-19 SOPs, warning that Pakistan may soon be facing a situation similar to India if the current trend continued.

He made the announcement after a meeting of the National Coordination Committee (NCC) which was also attended by the Chief of Army Staff Gen Qamar Javed Bajwa.

The interior ministry issued a notification on Sunday allowing the provinces and federal territories to seek the help of the army to enforce SOPs.

On Monday, Pakistan reported 4,825 new infections as total cases crossed the 800,000 mark.

During the last 24 hours, 50,161 tests were conducted. The national positivity rate was recorded as 9.61 per cent.

The total number has risen to 800,452 while the death toll is 17,187.

Last week, Pakistan recorded 157 deaths — the highest daily death toll since the start of the pandemic.
