KARACHI: Governor Sindh Imran Ismail on Wednesday said the Centre "may impose Article 149" in Karachi after the federal and provincial governments received flak for the havoc that recent rains caused in the metropolis.

Article 149 states that the federal government, in order to exercise its own executive authority in the provinces, can give directions in certain cases to the provinces.

“149(1): Executive authority of every province shall be so exercised so as not to prejudice or impede the executive authority of the federation, and the executive authority of the federation shall extend to giving of directions to a province as may appear to the federal government to be necessary for the purpose,” reads the first clause of the Article.

Under Article 149(3) and Article 149(4) federal executive authority extends to giving directions to the provinces with regard to construction of means of communication and their maintenance as well as to directions with regard to peace, tranquility and economic life of Pakistan if as a result of any act, the executive authority of the federation is affected in this regard.

Speaking in Geo News programme "Aaj Shahzeb Khanzada Kay Sath", the governor said that Karachi used to be one of the best cities of the country and that the Centre will not abandon Karachi.

"A solid framework is being worked on for Karachi. The Centre, Sindh government, and the stakeholders of the city will be taken on board to resolve the issues," he said.

"If the framework is not agreed upon, then Article 149 may be imposed," Ismail said, however adding: "No such action is currently being considered which will cause chaos in the city."

"The Supreme Court may also take action to resolve Karachi's issues," he said further.

The governor said that instead of the Centre imposing Article 149 in Karachi, all the stakeholders should join hands to resolve the port city's issues.

Meanwhile, in the same programme, spokesperson for the Sindh government Murtaza Wahab said that the provincial leadership was ready to hold talks with the Centre.

"It is our priority to resolve Karachi's issues," he said, adding that they were ready to work with the federal government if it provides them with funds.

"Roads of the city's coastal and industrial areas need [to repaired and] made better," Wahab added.

Sindh, Centre join hands to resolve Karachi’s concerns

Sindh government spokesperson Barrister Murtaza Wahab confirmed on Sunday the formation of a committee comprising members of the PPP, PTI and the MQM-P to resolve Karachi’s issues.

The committee will include three representatives each of the Centre and the provincial government, said Wahab. Chaired by Sindh Chief Minister Murad Ali Shah, the committee will have provincial ministers Nasir Hussain Shah and Saeed Ghani of the Pakistan Peoples Party (PPP), and representing the Centre, it will have federal ministers Asad Umar and Ali Zaidi of the Pakistan Tehreek-e-Insaf (PTI), and Aminul Haque of the Muttahida Quami Movement-Pakistan, apprised Wahab.

The committee will remove obstacles hindering development work, said Wahab, adding that the PPP-led Sindh government was always willing to work together for the betterment of the province. If the governments work together problems can be resolved, he said.

Meanwhile, referring to the committee, provincial minister Nasir Hussain Shah said that the committment of the three political parties to work together for the betterment of Karachi was a welcome development.

The province and the metropolis have made record progress under the leadership of PPP Chairperson and MNA Bilawal Bhutto Zardari, opined Shah. The alliance of the three parties will not please the enemies of Karachi, he added.

“The provincial government will welcome any individual or party who will work for Karachi’s progress,” he said, adding that the Sindh government welcomed the federal government and the National Disaster Management Authority (NDMA) when it came to cleaning the city’s drains.

Bilawal inaugurated development projects worth billions, said Shah, claiming that this could not be seen in any other province of the country.

There have been at least two rounds of talks between the federal and Sindh governments with regards to resolving problems faced by the people of the province, including Karachiites.

Since the Centre directed NDMA to clean storm water drains in Karachi, rumours have been afloat speculating the federal government’s moves regarding the metropolitan city. They were further feuled by Attorney General of Pakistan Khalid Javed stating before the Supreme Court that the federal government was considering various legal and constitutional options for the city.

On Friday, CM Murad Ali Shah dismissed the idea of handing over administrative control of the provincial capital to the Centre.

“If anyone has developed any idea of separating Karachi from Sindh, they should take it out of their mind,” he said, warning that the province’s people would resist such plans.

The CM said the notion of ruling the port city from the Centre, with the PTI at the helm, was not plausible. “Karachi is not the PTI government’s cup of tea.”

He argued that Sindh’s people had given their mandate to the PPP, adding that no provision in the constitution allowed federal rule over a provincial capital. “This is merely wishful thinking by some politically and constitutionally empty-minded people.”

That's interesting, the PPP are in the run. Why haven't they shown any care for our economic hub for the last 12 years. After what the SC said about the mafia controlling Sindh, the SC should impose an administrator for the next 5 years.

Any solution that involves PPP and MQM isn't much of a solution.

Lovely news my Karachi brothers. Zardari ka naukar Murad Ali Shah and his cabinet of stray dogs thought they could loot and plunder and enslave Karachi like it's 2008-2018.

The rains gave justification to IK to bring in the army. Kamran Khan is a VERY passionate Karachiite and he has been wrong sometimes as well since he let's his emotions get in the way, however, I sincerely hope this news is true.

Well the civilians aren't willing or unable to do their duties than the army has to step in.

What other option do Karachiites have ? . PPP has the majority in the province and has shown no interest when it come st solving Karachi's problems. The only real BAAP( after money ) that all pakistani political parties pay attention to is Fauj .End of the day Fauj is the the only institution left in the country that has some kind of discipline and can get things done in Pakistan . Well, Fauj and Malik Riaz lol.

The Army doesn’t have any expertise on the matter either. It’s like putting bandaid on a cancer patient.
 
What you need is a careful coordination between the federal and provincial governments with a master plan for the city that focuses on the long term goals. Bring in the experts from across the world, if needed, to solve the issues. Have a proper waste management strategy that is not only effective but also sustainable.
 
You need more boroughs/districts in Karachi. We only have five districts in Karachi and not enough knowledge about their functionality and jurisdictions. We need at least 40 districts/boroughs in Karachi with each having their own sustainable models, be it drainages, transportation, taxes and infrastructure development. And all that requires devolution of power. But the army fan boys would rather have federal control on the city than have any sustainable model that can actually work for the city.
 
And to the question of what people of Karachi can do? I think all they can do is help each other in these thought times. Because no one else is going to help them.

What expertise is required in picking up garbage or cleaning nullahs?


These are simple civic responsibilities that the PPP Sindh government stole from the local government and then when they got the power didn't even use it.


Either give it to the local government make it powerful or handover the city to those who would work.


The PPP are concerned that if given a proper local government system is implemented the Mayor of Karachi would be very powerful and in the limelight. He would be a psuedo-CM essentially almost equal in rank to CM Sindh if not constitutionally but in stature. Like how COAS is supposed to be under civ government but we generally know who is the boss.


It would be situation like how the mayors of New York and London have alot of pull in the media and the nation's narrative. That is the last thing PPP want. Also the mayor of Karachi would be 9 times out of 10 an Urdu speaking person and again this is against the very narrative of an ethnic Sindh party.


So before doing philosophical talk of boroughs and counties first be informed of the ground realities. Here Sindh government isn't giving garbage picking responsibilities to local government and you are talking about powerful local system jeez......
 
The mindset of outsourcing every job to military is gonna be the death of this country.

I heard DHA Karachi has very bad drainage, now who are the ones that provide drainage to DHA Karachi? Local govt or army contractors?

The garbage problem was also faced by Punjab. What PMLN govt did was they gave the contracts to a company called ALbayrak (turkish company). Now Rawalpindi is clean, garbage gets disposed in proper places and not in the rivers like it was done in the past.

However, this also shows that the local govt of rawalpindi failed so badly that it had to outsource the garbage picking duties to a foreign company.

Our govts are a mess. THey can't provide the basic service and have to outsource those services.
