Weather advisory

A weather advisory issued by the Pakistan Meteorological Department on July 25 had stated that widespread rains and wind-thunderstorms were expected from Sunday to Tuesday in Mirpurkhas, Thatta, Hyderabad, Karachi, Shaheed Benazirabad, Kalat and Makran divisions.

In Sukkur, Larkana, Zhob, Sibbi and Naseerabad divisions, scattered rains and wind thunderstorms with isolated moderate to heavy rainfall were expected.

Additionally, isolated heavy rainfall was expected in lower Sindh (Mirpurkhas, Thatta, Hyderabad, Karachi divisions) and Kalat and Makran divisions today and tomorrow.

"Heavy falls may generate urban flooding in Karachi, Thatta and Hyderabad divisions on Monday and Tuesday, while flash flooding [may occur] in Kalat, Sibbi, Zhob divisions during the period," the advisory added.

Power outages

Parts of Karachi also experienced power outages including various courts such as the Supreme Court Karachi registry, the Sindh High Court and accountability courts. This affected court proceedings resulting in most hearings being rescheduled.

In a post shared on Twitter, K-Electric said that the power supply situation was normal in most areas, while supply to a few parts of Gadap, Baldia Town, Gulistan-e-Jauhar and Korangi had been affected due to heavy rainfall.

According to a spokesperson for the K-Electric, electricity had been restored fully or partially in North Karachi Sector 11, Nagan Chowrangi, Nipa, Block 19 of Gulistan-e-Jauhar, Airport, Nazimabad Block 5, Punjab Chowrangi, Akthar Colony, Dohraji, Bahadurabad, Tariq Road, Hassan Square and the Saddar Lucky Star area. Work is underway to restore power in affected parts of Baldia, Landhi, Gulshan-e-Iqbal and Federal B. Area.

The spokesperson asked city dwellers to stay away from electrical wires and poles due to rain.

Sindh Chief Minister Murad Ali Shah called Secretary Energy Musadiq Khan and directed him to ensure that power is restored in areas that are facing breakdowns.

Civic bodies on 'high alert'
Ahead of the rain, civic bodies in Karachi were put on high alert on Saturday and vacations of all employees were cancelled.

Sindh Local Government Minister Saeed Ghani had told Dawn that he had directed the authorities of all districts to immediately initiate cleanliness work on an emergency basis and get it done before the rain.

Meanwhile, Sindh Secretary for Education Qazi Shahid Pervez issued a notification, announcing that government and private schools across the province will remain closed on Tuesday.

District officials were also instructed to ensure that water is drained from school buildings.

Other parts of Sindh

A heavy downpour caused flooding in various parts of Hyderabad including Latifabad and Qasimabad. Rainwater accumulated in all low-lying areas and on main arteries of the city. The Met Office had recorded 188mm of rain till 5pm.

The rain that had started at 3am continued intermittently till noon. Attendance at offices was low and traffic disappeared from roads while the Shahbaz Building, known as the local Sindh government secretariat, remained submerged.

Hyderabad also experienced a widespread power breakdown. The main pumping stations of the Water and Sanitation Agency (Wasa) remained shut or ran on generators.

Earlier, the CEO of Hyderabad Electric Supply Company (Hesco), Abdul Haq Memon, had said that power supply would not be affected much if it rained today.

Following the power breakdown, Hyderabad division Commissioner Abbas Baloch spoke to the Hesco chief and others in order to restore the electricity supply.

Baloch said that the Hesco chief was asked to ensure power supply to the feeders that supply power to Wasa’s pumping stations, adding that the Hesco official had assured that this would be done.

The abandoned Wadhu Wah (canal) received sewage from Qasimabad and was overflowing since the morning. A passage was being created in order to release the water to a nearby ground. Flooding was also reported in Latifabad, City Cloth Market area, Liaquat Colony, Fatima Jinnah Road, Station Road, Hyder Chowk, Railway Station area, parts of Qasimabad, Tulsi Das Road, Hali Road, Qadamgah Moula Ali and Sarfraz Colony.

Similarly, most parts of drought-hit Thar region were blessed with much-awaited rain on Sunday night and Monday.

My family sent me pics of the rain in Karachi and it’s nuts. This always happens though unfortunately. I remember once an electricity pole in front of our house fell in the water a few years ago and we couldn’t go out :))

It only really rains a couple of days a year in Karachi.... but on those days all hell breaks loose

There was water up till the thighs outside my house a few years ago. Same time as when the pole incident happened. And I live in a relatively nicer part of the city

Amazing weather. As long as you are witnessing from your balcony.
Its havoc outside.I could barely drive around today. The roads are filled with dirty, stagnant water and its too frustrating.

Also its like the Kelectric workers are standing beside the transmission lines waiting for the first drop of water to descend so that they can immediately put a stop to any volt of electricity from travelling to its destination. So annoying.

RIP to the deceased. It is not easy to bear rainy days here.

Rained in DHA from like 5 am to 10 pm, almost non-stop.... only last couple hours has it quietened down.

I used to love the fact that I could make paper boats and let them flow in knee deep rain water. Not so much now.

KARACHI: At least 16 people died — mostly from electrocution — and three others were injured in Karachi and other parts of Sindh on Monday as the first spell of much-anticipated monsoon rain wreaked havoc on the ill-maintained electricity and sewerage systems, causing gridlock and flooding in several districts, officials and sources said.

With the Pakistan Metrological Department warning that the trend was likely to continue for next 24 hours, the situation in Karachi started to normalise after the sunset, more than 12 hours of raining. The pre-dawn rain continued till late into evening and the highest count in the city was recorded at 69.4 millimetre at 8pm.

“The much-awaited rain system entered Sindh early in the morning,” said Sardar Sarfaraz at Karachi’s Met office. “Due to climate factors the system landed a little late in the region, but since it’s finally here, we are expecting moderate-to-heavy rain to continue in the city for the next 24 to 36 hours. There are two systems currently circulating in the region; one in the Arabian Sea and the other in the Bay of Bengal. Besides, there is the effect of the monsoon weather conditions coming from upper parts of the country.”

After two months of hot and humid weather, the rain brought relief to the Karachiites. However, it also proved to be a source of misery for many. The two major government-run healthcare facilities in the city — Jinnah Postgraduate Medical Centre (JPMC) and Civil Hospital Karachi (CHK) — received nine bodies, including five teenage people. They all lost their lives in rain-related incidents.

Dr Seemi Jamali of the JPMC said most of the people died from electrocution while encountering open wires and electricity poles amid rainfall.

The city administration, which is divided between local and provincial governments led by the Muttahida Qaumi Movement-Pakistan and Pakistan Peoples Party, respectively, came under severe criticism — first for inadequate preparation for the predicted rain and later for poor response to the damage it caused. On their part, both parties said that the situation was not as bad as painted by the broadcast and social media.

“The key roads of Karachi which always become inundated after rain, this time, are not in that bad condition. Traffic is through on major roads. We are only facing challenges in a few areas where the drainage system is not capable of handling this amount of rainwater. But we are going for alternative solution and the situation will turn better within the next few hours,” Sindh Local Bodies Minister Saeed Ghani said.

Seven people were killed in rain-related incidents in interior parts of the province. Four of them died by lightning that struck villages in Badin and Hyderabad districts.

Two people, aged 12 and 16, were killed when lightning struck a village near Matli town. A 22-year-old man and his 12-year-old cousin were killed by lightning in a village near Tando Allahyar town. A youth was killed in a similar incident in Rukan Burirro village of Sanghar district.

In Umerkot district, a villager died when the roof his room collapsed during heavy rain. The incident took place in Harrh village near Dhoronaro town.

In Thana Bula Khan, one of the eight men travelling in a vehicle was swept away by hill torrents. His companions were rescued.

When it rains, it pours: Pitter-patter drowns government’s ‘all-is-well’ chatter

The signs were ominous. The warnings had been flashed time and again. The rhetoric was the same. Despite ample notice, civic authorities and the provincial government’s machinery failed the citizens of Karachi yet again in the face of rain.

On Monday morning, Karachiites woke up to the pleasant sounds and smells of the first rainfall of the monsoon season.

Overjoyed by the downpour that has become a rarity of sorts for the city, they set out to enjoy the rain, which also did much to break the heat spell that had gripped the city over the last couple of months.

The joy was, however, short-lived. Roads soon became inundated. Power was cut off. Water supply too broke down in the absence of electricity. What was meant to be a divine blessing soon turned into chastisement for Karachiites.

Alerts

At least a week ago, the Pakistan Meteorological Department had sounded the alarm on potential urban flooding due to heavy downpours in Karachi and other parts of Sindh starting July 29.

The municipal authorities were allegedly put on high alert, with the local government minister, Saeed Ghani, directing the local bodies to ensure the cleaning of the stormwater drains.

Come Monday, the authorities’ rhetoric was laid bare as the city soon choked, with rainwater accumulating on major thoroughfares, causing difficulty to pedestrians and motorists alike.

Citizens lamented the failure of the city’s administration in coping with the first monsoon rains. On the other hand, authorities claimed they are working round-the-clock to cope with the situation.

Measurements

The system of monsoon rains based on low wind pressure in the Bay of Bengal entered Sindh from Indian Rajasthan on the night of Sunday due to which heavy and moderate rains began at different places in the city at around 5am on Monday. The rains began from the suburbs of the city after which the system spread all over the city and rains continued all day long.

The highest rainfall was recorded in Surjani Town at 69.4 millimetres and the lowest in Landhi at 15 millimetres. According to the Met department, this was the highest rainfall recorded in the city after 2017, when the city had received 130 millimetres of rain in a single day.

According to the Chief Meteorologist, Sardar Sarfraz, the current process of monsoon is expected to continue till Wednesday evening, with intermittent heavy and moderate showers. On Wednesday, winds will blow at a speed of 45 km/hour from the sea’s south-western direction.

Visibility during heavy rains was reduced from 6 km to 1.5 km. According to the Met department, the maximum temperature on Monday in the city was recorded at 28 degrees Celsius – at least six points down from the previous day.

The Met department has predicted rains with thunder and storm today (Tuesday).

Power outages

Electricity supply to a major part of the city remained suspended for the whole day, with not even important establishments such as the Sindh Secretariat, Sindh Assembly being spared.

All tall claims of investment of billions of rupees in the electricity distribution system were exposed.

On the night between Sunday and Monday, light rainfall caused six grid stations and more than 500 feeders of the K-electric to trip. Due to the thousands of faults that broke out in the electricity distribution system, power supply to over half of the city was suspended.

Meanwhile, the K-Electric ran a misleading campaign on news sources and social media, claiming all was well and that power had been restored to most areas. Until late Monday night, half the city was deprived of power supply for 12 to 16 hours.

Ammar Ahmed, a resident of PECHS, said that power supply to their area was suspended at around 6am on Monday. Residents continuously registered complaints at the K-electric call centre and via social media, but they received the same standard response that that electricity supply had been suspended due to a technical fault and the staff was busy attending to it.

According to KE officials, the grid stations of Clifton, North Karachi, Orangi Town, Korangi, Dhabeji and Old City areas were shut down completely due while more than 500 feeders tripped. The areas severely affected by the power breakdown include Clifton, Bath Island, Shireen Jinnah Colony, Orangi Town, Landhi, PECHS, Sharifabad, Bahadurabad, Nazimabad, Liaqatabad, Lyari, Old City area, Keamari, Lines area, Malir, Quaidabad, Gulshan-e-Hadeed, Shah Faisal Colony and Model Colony.

The power break down also affected various courts in the city, with the Supreme Court’s Karachi Registry and the Sindh High Court (SHC) having to run generators. The accountability courts were affected by the power breakdown since 8am, with the court staff searching for documents and carrying on their work with the help of torch lights.

Irked by the outage, the SC summoned the K-Electric’s deputy general manager, who explained that the feeders had tripped due to the rain, suspending the power supply.

He said that they would try to supply electricity to the SC through alternative sources. Most case hearings were adjourned owing to the power outage.

Other parts of Sindh

The first monsoon cloudburst lashed in districts of Hyderabad, Mirpurkhas and Nawabshah divisions on Monday, with the Hyderabad Electric Supply Company (HESCO) depriving almost the entire region of electric supply.

Rainfall started around Sunday midnight and continued through Monday evening. Although roads and streets in urban towns appeared to be drowned in water, the supply of water for domestic consumption ground to a halt.

At least five people, including two children and as many women, were reportedly injured in separate incidents of roofs collapsing. The torrential downpour also disrupted the telecommunication system and services of cellular networks were affected.

Power outages, which lasted for up to 18 hours till the filing of this news, blocked drainage systems in urban and semi-urban areas consequently creating flash floods and paralysing life in all the cities. Hyderabad received the highest amount of rain at 188 millimetres, which is the largest downpour the city has received in over a decade in just 16 hours, followed by Thatta district where 179mm was recorded.

According to the Pakistan Meteorological Department, Chorr town of Umerkot district received 122 mm, Tando Jam town of Hyderabad 106 mm, Noshehro Feroze 97 mm, Badin 66 mm, Tharparkar 53mm, Mirpurkhas 48 mm and Benazirabad 45 mm by 6 pm on Monday.

According to the PMD, strong monsoon currents have penetrated the southern parts of the country after they entered from the Arabian Sea and Bay of Bengal. Widespread rains with a thunderstorm with isolated heavy falls have been forecast across Sindh for Tuesday.

Roof collapse

In the incidents of roof collapse in the residential units, three persons including two children were injured in Tando Muhammad Khan and two women in village Sher Muhammad Khaskheli of Kot Ghulam Muhammad. Two men were also injured in Thatta district after falling in a storm drain.

The roads of several villages in Thatta, Umerkot, Noshehro Feroze, Badin and Tharparkar districts were disconnected from the main towns after the rainfall. The historic Badshahi Mosque in Thatta was also inundated with rainwater.

Meanwhile, the Left Bank Outfall Drain, which takes saline water from Punjab and upper parts of Sindh towards the Arabian Sea, kept the farmers in Badin district on pins and needles. The farmers feared that the torrential downpour may cause a breach in the LBOD, similar to the 2011 situation when the breaches in the drain affected some other districts as well besides Badin.

Hyderabad

Receiving one of the highest downpours, Hyderabad presented the look of a drowned city on Monday. The Water and Sanitation Agency, which is responsible for drainage, blamed HESCO for the situation. The HESCO’s spokesman Sadiq Kubar confirmed that all the 12 electric feeders powering WASA’s filtration plants, water supply and drainage pumping stations have remained shut along with all the other 80 feeders in Hyderabad.

“The feeders have been shut for safety reasons,” said Kubar, denying that any fault in a grid station or feeder had led to the suspension of power supply. Explaining a recent statement of HESCO’s chief Abdul Haq Memon in which he asserted that there would no load shedding during rainfall, Kubar said Memon meant that there would be no fault in the system.

Despite declaring a rain emergency, the district administration, Hyderabad Municipal Corporation, Qasimabad Municipal Committee and WASA did not appear prepared to deal with the situation.

The Wadu Wah road was cut three feet wide and four feet deep to given passage to the overflowing Wadu Wah, a water channel turned into a massive drain in Qasimabad, towards a large ground.

The underpasses in the city remained submerged in up to 10 feet water and all the low lying areas were drowned in up to two to three feet water. Even the city’s main intersections remained submerged in knee-deep water.

The rainfall stopped by 4.30pm in Hyderabad but almost the entire city remained without power by 9 pm. The water shortage also hit the whole city as WASA kept its filtration plants and pumping stations out of operation due to the outage.

K-Electric invokes force majeure after rains in Karachi

ISLAMABAD: As Karachiites continue to suffer after recent rains leading to loss of precious human lives and public property, K-Electric on Wednesday started the process of declaring force majeure — a legal term used for inability to meet performance standards and contractual obligations because of circumstances beyond its control.

This has come following a notice issued by the National Electric Power Regulatory Authority (Nepra) to the Karachi-based power utility over extended “power outages and loss of human lives due to electrocution”.

A day earlier, the regulator had expressed its disturbance that “KE complaint centers were not responding to telephonic calls of consumers” and directed the company to submit a report about failure of its pre-emptive measures as the rain was expected.

In response, the KE told the regulator about its intentions “to declare Force Majeure under Rule 10 of the Nepra Performance Standards (Distribution) Rules, 2005, for the period July 29, 2019 and onwards”. The KE said it would submit a detailed report along with force majeure request within 14 days as allowed under Rule 10(3) of the Nepra rules.

The KE also told the regulator that power breakdowns were caused by torrential rain and supply of 1,700 feeders out of 1,800 had been restored or brought online and efforts were under way for restoration of complete supply of power to the rest. Under the said rules, the fines shall not be imposed in case of non-compliance of guaranteed performance standards under force majeure conditions in the event circumstances that increment an annual count of a particular Guaranteed Performance Standard. The company can declare the exemption from penalties for failure to deliver on performance standards or meet contractual obligations about service delivery due to extreme, peculiar and unusual circumstances only.

The KE told the regulator that since July 29, Karachi was experiencing relentless and severe monsoon spells, which caused urban flooding and water-logging in various parts of the city. Total downpour in multiple spells has been to the tune of more than 120mm with significant downpours in each of the spells.

With regards to preparedness in view of the forecasted weather conditions, KE said it proactively assigned additional technical staff with regular corrective maintenance gangs to ensure prompt resolution of complaints and swift response within time. Further, the crisis management team was also activated to monitor the on-ground situation and sufficient level of inventory was being maintained to meet any emergency requirements.

The utility claimed that for any given point in time the maximum outage in terms of areas was well within comfortable limits. Further, due to usual circumstances of water-logging and relentless downpour, localised faults have occurred in certain pockets of the city which have resulted in outages in these areas.

It said the KE teams were coordinating with respective civil agencies to ensure drainage of clogged water and restoration of power supply, while certain areas were still waterlogged and restoration work could not start until the situation improved due to operational and safety reasons.

When contacted, a KE spokesperson said that if the company was unable to end outages due to act of God or other event beyond control it could claim exemption from Nepra’s performance rules for that specific period.

He said the unprecedented and heavy rainfall on Monday submerged various areas of Karachi and some areas of the city experienced power outage, specially areas of Jail Chowrangi, Clifton, Defence, Gulshan, Nazimabad, Gizri, PNT Colony, Numaish, Punjab Chowrangi, Korangi, Landhi and Garden, which were re-energised despite challenging ground conditions.

The power supply to strategic installations, including key hospitals and KWSB pumping stations, was maintained and also restored on a priority where required. The Sindh Transmission and Dispatch Company’s EHT line had also tripped during the early hours of the day and was restored the next day.

According to the KE spokesperson, “Rapid response teams and contact centre staff remained fully operational round the clock, while the power utility also registered customer queries via 8119 SMS platform and through KE’s Facebook and Twitter pages. The resilience of the system during this tough spell was yet another testament of consistent investment and upgrades made by KE.”

KARACHI: Heavy rain with thunder lashed Karachi on Saturday turning the weather pleasant.

Downpours were reported in Defence, Clifton, Model Colony, Shahrah-e-Faisal, I I Chundrigar, Malir Cantt, Landhi, Gulshan, Johar and adjoining areas.

Power outages hit Liaquatabad Sea One Area, North Nazimabad, Tariq bin Zayd Society, North Karachi, New Karachi, Shadman Town, Surjani, Phelwan Goth, Safoora Goth, Defence and Scheme 33 and other areas.

The MET Office in its weather warning for Sindh had said a well-marked monsoon low-pressure had formed over North Bay of Bengal and adjoining areas which is likely to move westwards and reach Indian Gujrat region, causing rain in most of the parts of Sindh.

Heavy rain may generate urban flooding in Karachi, Thatta and Hyderabad divisions while flash flooding in Kalat, Sibbi, Zhob, Naseerabad divisions, the MET office warned.

The MET Office has stated the intermittent spell would continue for the next 36 to 42 hours.

The maximum temperature is expected to range between 30 to 32°C with 65 to 75 per cent humidity.

Widespread rain and thundershowers with a few moderate to heavy falls may occur in Mirpurkhas, Thatta, Hyderabad and Shaheed Benazirabad division over the next 24 hours.

Rain or wind-thunderstorms may also occur at scattered places in Larkana and Sukkur divisions.

All concerned authorities have been advised to remain alert and take precautionary measures during the forecast period.

At least 17 people died in the monsoon spell that hit Karachi late last month, with most of the victims losing their lives to electrocution. The rain wreaked havoc on the city's sewerage and electricity infrastructure, submerging some areas under water while leaving others in darkness.

Feel for the people of Karachi. Have just spoken to my cousins who live near Malir and it's really bad. No electricity and Eid in a few days also which is likely to be a washout too. The road leading into the famous Malir Bakra Mandi is flooded.

KARACHI: At least six people were electrocuted while various areas of Karachi were hit with power outages as heavy rain continued to lash parts of the metropolis and Sindh on Sunday.

The uninterrupted torrential downpour which started on Saturday morning has created a critical situation in Karachi.

According to the MET office, the most rainfall was recorded in Surjani Town with 150.6mm, followed by in Gulshan-e-Hadeed with 149mm. At the airport, 126mm rainfall was recorded, while 117.5mm rainfall was recorded in Landhi.

In PAF Masroor 110mm rainfall was recorded, while 121mm was recorded at Shahrah-e-Faisal in the last 24 hours. In Nazimabad 109.2mm rainfall was recorded while 110.2mmm was recorded in Gulistan-e-Jauhar.

The MET office further said they have recorded 110.7mm rain in the last 24 hours.

The intermittent spell would continue for the next 36 to 42 hours, the MET office had said in its weather advisory on Saturday.

The metropolis’s low-lying areas such as Landhi, Ilyas Goth, Ibrahim Haideri, Majid Colony UC 4, Shah Faisal, Malir, Scheme 33, Rehri Goth and Korangi, which were prone to urban flooding, were again inundated with reports of water accumulating around power installations and entering homes.

Ilyas Goth, Ibrahim Haideri, Majid Colony UC 4 were also among the areas that experienced torrential rain and urban flooding.

K-electric in a series of tweets said they had temporarily suspended power to those areas which are in a state of urban flooding in the interest of public safety.

“Restoration efforts are also severely hampered because of the challenging conditions caused by the relentless rain and water-logging which is now posing a serious threat to electrical installations,” KE said.

“We urge civic bodies to ensure drainage of water as a prerequisite for the safe and swift restoration of power,” they added.

In another tweet, the power supply company said, power supply to parts of Bin Qasim, Korangi, Landhi, North Karachi had been deliberately suspended. However, power supply to most parts of Society, PECHS, Defence, Tariq Road etc is undisrupted.

“Our teams are available round the clock to restore and handle any localised faults. We regret the inconvenience and are grateful for your patience in this regard,” they added.

In Hyderabad, Matiari, Hala, Tando Muhammad Khan, Mirpurkhas, low lying areas experienced urban flooding along with power outages.

Commissioner Hyderabad said power supplier Hyderabad Electric Supply Company (HESCO) has yet to restore power to the city, despite no rain.

“Due to the power outage, 120 pumping stations have stopped working and we have not been able to drain the water,” he added.

Woeful situation in Karachi. Flooded streets and no electricity. Plus the ever so growing greenry.

The deterioration of Karachi under the PPP govt especially since the passing of the 18th Amendment is the legacy of this deeply badniyat party which should be exterminated from Pakistani politics. Atleast the PML N does something for their base and in Lahore but these guys just have a fetish to steal everything they get their hands on and leave nothing for the nation.

Karachi under Musharraf, Naimatullah Khan, Mustafa Kamal was ten times better and Karachites yearn for those days as compared to the thugs in Bilawal House who party daily in their green zone while the rest of the city suffers.

Honestly speaking the case for the federal government to get rid of the provincial federal government was ages ago.

This is Khayaban-e-Shahbaz. 3 men electrocuted to death on this road today.

It’s really surprising how Sindhis continue to vote for this terrible party despite their awful performances.
So much for ”corrupt but competent”.

KARACHI: Over two dozen people lost their lives and 46 others suffered injuries in rain-related incidents across Sindh as the monsoon showers that began on Saturday morning wreaked havoc on several areas and their residents during its three-day spell amid prolonged power outages.

Up to nine inches (200.6mm) of rainfall was recorded in Karachi’s Surjani Town as the average rainfall recorded at 12 weather stations was over six inches (158.33mm).

The Met Office has forecast yet another spell of moderate to heavy rains with thunderstorm entering Sindh from Rajasthan tomorrow (Thursday).

Most of the victims died from electrocution or when a wall or the roof of their houses collapsed, while at least one drowned when the truck he was driving fell into the Malir River.

According to police, a total of 27 people died in rain-related incidents across the province. Twenty four of them were residents of Karachi. Besides, the mayhem left around 46 others injured including 33 in the provincial capital.

Due to the collapse of roof or walls of buildings, Nasir Khan, 35, died in Keamari and Rashid Khan, 60, in Bin Qasim area, while another man died and around 15 others sustained injuries when the roof of a mosque collapsed and fell on them in Aligarh Society. A driver, Ubaid, drowned when the truck he was driving fell into the Malir River in Memon Goth area. His body was recovered. In Surjani area, a man, Mohsin Salman drowned in a pool of rainwater at Khuda Ki Basti.

Meanwhile, the Met Office has forecast that another system formed in the Bay of Bengal and adjoining eastern India was approaching the country for monsoon showers. “It is likely to move westwards and reach Rajasthan on Thursday.”

The weather advisory for Sindh said under the influence of this system rain or thunderstorm of moderate intensity with isolated heavy falls are likely in Thar, Mirpurkhas, Umerkot, Thatta and Badin districts during Thursday and Friday. “Light or moderate rain may also fall in Hyderabad and Karachi divisions during evening or night of Thursday [that could last] till Friday night,” it added.

Earlier, three young men died from electrocution in the Defence Housing Authority near the intersection of Khyaban-i-Seher and Khyaban-i-Shujaat, the police said. SSP (Karachi-South) Sheeraz Nazeer said Faizan Saleem, 25, Hamza Tariq, 20, and Talha Tanveer, 28, left their residences in Defence Garden to lodge a complaint against power failure on Sunday afternoon according to their family statement. Apparently they suffered an electric shock when their motorbike hit an electric pole in the knee-deep rainwater. A video of the incident that went viral on social media shows their bodies lying in the rainwater with onlookers being afraid to go close to them. “Two of them died on the spot. The third man was rescued and shifted to a hospital [Jinnah Postgraduate Medical Centre] but unfortunately he also died,” said SSP Nazeer.

Following the funeral prayer at Tooba mosque in Defence Garden, which was attended by leaders of different political parties and religious groups, the body of one of the deceased was taken away for burial in his native place in Gujrat.

The Darakshan police later registered an FIR (500/2019) against KE’s senior officials namely Arif Naqvi, Moonis Abdullah Alvi, Ikram Sehgal and others on a complaint of Tariq Mehmood, father of one of the deceased youths, under Sections 268, 322 and 34 of the Pakistan Penal Code.

JPMC executive director Dr Seemin Jamali said six persons who died from electrocution were brought from different areas to the hospital on Sunday, while police surgeon Dr Qarar Ahmed Abbasi said three persons who died from electrocution were brought at Dr Ruth Pfau Civil Hospital Karachi. Abbasi Shaheed Hospital received one such case.

Meanwhile, K-E spokesperson said: “KE is also investigating all electrocution incidents.”

“Majority of the incidents either occurred inside homes through broken wires and water pumps or due to non-KE infrastructure such as kundas and hanging lights.”

KARACHI: Due to heavy rain and thunder in various parts of the city, three people have been killed in different rain-related incidents here on Friday.

Police said that two people from Karachi's SITE area died due to rain-related incidents, while another death was from Orangi area.

Heavy rains have disrupted daily life in the city and left many thoroughfares flooded. The supply of electricity to key localities has also been affected.

The rain has lowered sweltering temperatures and brought some much-needed relief to the residents of the city, but has also left them at the mercy of flooded roads and electric power cuts.

More than 350 feeders of the Karachi Electric Supply Corporation have tripped, affecting electricity supply to Azizabad, New Karachi, North Nazimabad, Gulistan-e-Johar, among other areas.

Chief Meteorologist Sardar Sarfraz has said that the recent spell of monsoon rain in Karachi was extraordinary. He further added that around 130mm of rain has been recorded in Karachi during the past few weeks.

Earlier this week, a false ceiling at a shopping mall located in Gulshan-e-Iqbal are partially collapsed following heavy rain, leading to panic and frenzy amongst the customers at the venue.

The Pakistan Meteorological Department (PMD) has issued a warning that a Very Severe Cyclonic Storm (VSCS) "Kyarr" is developing in the east central Arabian Sea.

The PMD in its advisory on Saturday made it clear that currently "none of the Pakistan coastal area is under direct threat from this system".

"However, under the influence of this system, scattered rain is expected in lower Sindh and along Makran coast during October 28 to 30," it added.

According to the advisory, the cyclonic storm ‘Kyarr’ over the east central Arabian sea has rapidly intensified into a VSCS and moved west-northwestward during the last 12 hours.

"The system lay centered at 8:30PST on October 26, near latitude 16.8°N and longitude 70.5°E about 950 kilometre southeast of Karachi and 1780 km east-southeast of Salalah, Oman."

"Kyarr is likely to move west-northwestwards towards Oman coast and intensify further into an extremely severe cyclonic storm during next 24 hours," the PMD said in the advisory.

"Fishermen are advised to remain alert and not to venture in deep sea from Monday. Tropical Cyclone Warning Center (TCWC) of the PMD is regularly monitoring the intensity and track of this tropical cyclone," it added.

Meanwhile, Indian publications have reported that Kyarr is also likely to cause heavy rain in Indian coastal area of Karnataka and Goa. NDTV quoted the Indian weather office as saying that sea condition is "likely to be very rough along and off north Karnataka coast during the next 24 hours".

"The westward moving cyclonic storm is likely to hit Karnataka on Sunday causing heavy rains and thunder showers in the coastal and south interior areas, disrupting normal life for the next two days," an Indian official in natural disaster monitoring centre was quoted as saying.

Cyclone “Kyarr”: Several villages inundated after seawater breaches coastline

(Karachi) A large number of coastal villages and areas were inundated after seawater breached the coastline and moved into the settlements in Karachi and Balochistan. The water breach occurred due to increase in sea-level as a result of cyclone ‘Kyarr' that intensified in the Arabian Sea.

The most affected coastal localities included Lath Basti, Rehman Para, Rehri Goth and others. The residents of these areas urged the government to provide them assistance.

Meanwhile, water also entered parts of DHA Golf Club in Defence Phase 8. Reportedly, holes 6, 7 and 8 have been inundated and around 600 metres of the course has been rendered unfit for play. Water has also entered Karachi Boat Club in Clifton.

‘Kyarr' is the ninth super cyclone to have developed in the North Indian Ocean after 2007's super cyclone ‘Goryu'.

According to weather advisory issued by the Pakistan Meteorological Department (PMD), the cyclone has been categorised as a ‘Very Severe Cyclonic Storm' (VSCS) and has moved in the northwestward direction and was 745 kilometres southwest of Karachi.

The PMD warned fishermen against venturing deep into the sea and said that, under the storm's influence, rain is expected in lower Sindh and the Makran Coast in the coming days.

The PMD stated the cyclone is likely to move in the northwestern direction towards Oman over the next few days. The Tropical Cyclone Warning Center will continue to monitor the storm's movement, the advisory said.

Mayor expresses inability to clean storm-water drains before rains

KARACHI: Mayor Wasim Akhtar on Saturday said that the city’s municipal administration was unable to carry out cleanliness of storm-water drains as it did not have sufficient funds for the task.

“The monsoon season is just around the corner, but drains’ cleanliness has not been started as yet,” he said and added that the city could witness a major blow and the provincial government would be responsible if the drains were not cleaned ahead of the wet season.

Speaking at a press conference here, the mayor said that injustice was being meted out to the port city that contributed 95 per cent revenue to the province as no new schemes were given for the city in the next budget.

“Karachi has been deprived of funds for the last 12 years” he lamented and asked who would raise voice for Karachiites, if they [municipal government] gave a walkover to the provincial government.

The mayor said that the provincial government had released Rs437 million during administrators’ rule in 2016 through which cleanliness was carried out and after that Rs500m was also released for the same purpose on the directives of a Supreme Court-mandated Water Commission in 2017-18, but total Rs1.272 billion was spent for the drains’ cleanliness. “However, [the remaining] Rs722 million was not paid by the Sindh government to the Karachi Metropolitan Corporation,” he added.

He said that drains were not cleaned since 2018 as the KMC didn’t have enough funds for the purpose.

“The KMC cannot carry out cleanliness ahead of the rain spell, that’s why the provincial government is requested to release funds so that the people of Karachi could be saved from urban flooding,” he added.

Mr Akhtar said that the World Bank had to pay $8 million to the KMC for cleanliness but the amount was yet to be given, adding that it might take more time and the Sindh government should follow up.

Replying to a query, the mayor said that the Pakistan Peoples Party had been ruling the province for the past 12 years but the people were not given even a single bus for intra-city travel.

To another question, he said that he could have resigned way earlier if the issues had been resolved just from resigning.

Heavy rainfall, dust storm hits Karachi

(Karachi) Heavy rainfall with dust storm hit various parts of the city on Monday. The downpour is part of the monsoon rainfall predicted by Pakistan Metrological Department (PMD) which will continue till July 8.

As per details, rain with dust storm hit Karachi’s Gulshan-e-Iqbal, Gulistan Johar, Clifton, Malir, Shah Faisal and other areas. The hot weather in the metropolis turned pleasant after the downpour. Almost all thoroughfares were submerged in rainwater while traffic jam was witnessed on major arteries.

Power supply to many areas disrupted after the rains lashed the city. K-Electrtic failed to maintain uninterrupted power supply to the city as many feeders tripped with first spell of rain.

Meanwhile, the met office has predicted that this year 10 percent more rains are expected in Sindh as conmpared to previous year. It also warned of floodings in the province.

Heavy rain with thunderstorm also lashed Hyderabad, Sanghar, Dadu, Jacobabad and Sukkur turned weather pleasant. Following the heavy rainfall in Sukkur more than 70 feeders of SEPCO were tripped.

Several areas including Sukkur, Rohri, Naushero Feroze and other are deprived of power, while the SEPCO spokesperson said that work to restore the tripped feeder is underway and soon the electricity would be restored.

KARACHI: At least nine people were killed and several others injured due to rain in the metropolis as torrential rains wreaked havoc, bringing with it hours-long power outages in multiple neighbourhoods despite claims by the K-Electric that it had made improvements in its system ahead of the thunderstorm.

A woman and children were among those killed during the rain in the city, rescue officials confirmed. Three died as the roof of a house in Ibrahim Hyderi collapsed, while a three-year-old girl died when a wall fell in Malir's Shamsi Society, officials said. Another woman was electrocuted to death in Liaquatabad, while a child died the same way in Mominabad, Orangi Town.

Several others were injured and one person died when a pole-mounted transformer (PMT) fell in Ibrahim Hyderi, a spokesperson for the Pakistan Fisherfolk Forum (PFF) said.

Two children died when the roof of a house in Ibrahim Hyderi while one other woman was killed when the roof of a house collapsed in Liaquatabad.

One person was injured when a tree fell in Korangi’s Sector 33-D, while a five-year-old was wounded when a wall collapsed in Malir's Memon Goth.

Another person died from electrocution at his home in Kaemari.

The monsoon system was said to have been in Karachi’s southeast since the morning and had strengthened due to humidity from the sea, leading to the first rain in Pakistan's financial capital. Earlier Monday, the Pakistan Meteorological Department (PMD) director had noted that thunder cells were observed near Karachi and the rain spell was "strong".

"Some areas in Karachi are experiencing rain with thunder," he had said, adding that strong winds and dark clouds were set over Mai Kolachi and Malir and Shahrah-e-Faisal were experiencing heavy rain. The PMD's top official said wind speeds in the thunderstorm were recorded at 54 kilometres per hour.

According to data provided by the authority, the highest rainfall was recorded in Saddar, at 43 millimetres (mm), while 26 mm was registered at Pakistan Air Force (PAF) Faisal Base, 22mm in Nazimabad, 12mm at PAF Masroor Base, 8.8mm at Karachi's Jinnah International Airport, 3.1mm in Landhi, and 1.2mm in Surjani Town.

As the torrential rain accompanied by a thunderstorm started late afternoon in Karachi, two trees were reported to have been downed near Drigh Road on Shahrah-e-Faisal and the Arts Council of Pakistan, leading to traffic blockage. Despite the PMD’s early forecast, there seemed to be no plan to manage the traffic disruption from related authorities. Limited visibility due to heavy rain disrupted traffic flow at Shahrah-e-Faisal, while rainwater stagnated near the Quaidabad Bridge. A major traffic jam was seen at the President House Road, I.I. Chundrigar Road, and near Governor’s House. People returning to their homes were stranded in traffic.

The metropolis' sole power supplying company, the K-Electric, said Monday it already took significant steps to improve its distribution network ahead of the predicted torrential rains in the city.

In an update, a spokesperson for the K-Electric said protecting human lives was "a top priority" for the company. People should stay away from utility poles and broken wires in the rainy season, he advised.

Among the "commendable" steps it took to improve its system were geo-tagging of high- and low-tension (HT and LT) poles, earthing, and grounding.

"The K-Electric continuously remained active against the kunda [illegal electricity connections] mafia, as well as illegal Internet and TV cables on its poles," the spokesperson added.

The company also took steps against illegal street lights and dangerous switches installed on its utility poles, the official said, adding that the aim behind these measures was to improve the system ahead of the rains in Karachi.

"The protection of human lives has been our top priority," the K-E representative noted. "We hope that the city government and related institutions will drain rainwater immediately.

"The K-Electric's mobile teams are always busy in timely assistance for power-related issues," the spokesperson said, adding that in case of any complaint before or during the rains, people may immediately reach out to its contact centre at 118 or social media platform.

KARACHI: Heavy downpour and thundershowers are expected in the metropolis again today, the Meteorological (MET) Department said on Tuesday.

According to the MET department, it will be cloudy in the port city during the next 24 hours with the possibility of thundershowers and rain.

Director MET Sardar Sarfraz said that the rain system is present in the Arabian Sea southeast of Karachi and thunderstorms can form in 11 to 12 hours.

He added that winds could blow at a speed of 50 to 60km/h before the rainstorm begins, after which heavy, moderate and light rain showers are expected to fall in different parts of the city.

“30 to 40 mm of rain could fall in some areas,” he said.

The monsoon system is said to have been in Karachi's southeast since yesterday morning and has strengthened due to humidity from the sea, leading to the first rain in Pakistan's financial capital.

The PMD's top official said wind speeds in the thunderstorm were recorded at 54km/hr.

Data provided by the authority showed the highest rainfall was recorded in Saddar, at 43 millimetres (mm), while 26 mm was registered at Pakistan Air Force (PAF) Faisal Base, 22mm in Nazimabad, 12mm at PAF Masroor Base, 8.8mm at Karachi's Jinnah International Airport, 3.1mm in Landhi, and 1.2mm in Surjani Town on Monday.

Sarfraz added the monsoon system has become stronger due to higher humidity in the sea and intermittent rain is expected till the morning of July 8.

Mohammed Rafiq, 50, was riding a motorcycle when an electric wire fell on him on Habib Rehmatullah Road popularly known as Stadium Road near Kingri House. He died on the spot. The body was shifted to the Jinnah Postgraduate Medical Centre (JPMC) to fulfil legal formalities.

Pakistan Tehreek-i-Insaf (PTI) leader Haleem Adil Shaikh held K-Electric responsible for Rafiq's death, announcing that he would get a first information report registered against the power utility. He claimed that the wire fell down after a short circuit.

Shaikh, who visited the spot, observed that KE had not removed the live wire even though two-and-a-half hours had passed.

In a tweet, the KE said it was "aware of an unfortunate incident near Karsaz, Karachi".

"We are urgently looking into details and investigating. K-Electric's relevant teams have already been mobilised," it said, later announcing that the concerned officer had been suspended over the incident.

Meanwhile, talking to media at the JPMC, PTI lawmaker Khurram Sher Zaman said that Prime Minister Imran Khan had taken notice of the PTI's protest against the "atrocities" of KE and had called the opposition leader in the Sindh Assembly to Islamabad on Thursday.

The PTI's Karachi chapter had announced earlier this week that its leaders would stage a symbolic sit-in daily at their protest camp outside the KE head office.

Among the other deaths reported in the city today, an 80-year-old man, identified as Sher Dil, died when he suffered an electric shock inside his home in Hijrat Colony in the limits of Civil Lines police, according to Dr Seemin Jamali, executive director of the JPMC. His son brought his body to the hospital in a rickshaw.

In Federal B Area Block-4 near Karimabad, a labourer, 49-year-old Mirza Rehman died of electrocution while working, an Edhi Foundation spokesperson said.

Meanwhile, 70- year-old Asghar Khan died after suffering an electric shock inside his home located in Sheet No. 12 of Model Colony.

On Tuesday, two teenage friends had died of electrocution in Old Golimar area.

KARACHI: At least 15 people have been killed by electrocution, including a child, as light rain continued to pound many areas of the metropolis on Wednesday.

Many areas in Karachi remained without power last night as well due to the rain under the influence of a monsoon system, health officials and volunteers of rescue services said.

As usual, many low-lying areas and roads were inundated with rainwater and sewage after gutters overflowed following the rain,, with residents facing extreme difficulties in reaching their destinations.

Karachi has emerged as a neglected city during the last three days as there seems to be no civic agencies to take care of its issues. Even a moderate rainfall brought the city life to a standstill and most of the areas remained without electricity most of the time during the last three days during or after the rain, citizens said.

“We have seen intermittent showers on Wednesday afternoon in different areas of Karachi under the influence of a monsoon system that was present in the South-Southeast of Karachi and we are expecting intermittent rain to continue till Thursday morning in Karachi,” Sardar Sarfraz, chief meteorological officer of the Pakistan Meteorological Department (PMD) told The News.

Surjani Town and North Karachi were the most affected areas due to the downpour on Wednesday evening as they received 25.4 and 20.8 millimetres (mm) of rain respectively, which caused flooding on roads, accumulation of water and sewage in the low-lying areas and hours-long power outages. The accumulated rainfall in the two areas throughout the day was recorded at 30.6mm and 23.4mm respectively.

“Surjani has so far received 30.6mm of rain since morning while North Karachi received 23.4mm of rain. PAF Masroor Base received 10.2mm while Faisal Base received 8mm of rain. Jinnah Terminal received 4.4 mm of rain, Nazimabad and Saddar 6.4mm and 6mm respectively, while University Road/Met Complex received 5.8mm of rain,” Sarfraz said.

According to MET chief, the current weather system will continue to cause intermittent rain and showers in Karachi and its suburbs till Thursday (today) morning and it is expected to dissipate in the evening.

“We are not seeing any other rain causing system for Karachi till mid of July or even 17-18 of the current month. But the weather would remain better with the sea breeze blowing and temperature in the range of 34-35°C,” Sarfraz said.

Electrocution incidents
As many as six people, including a 10-year old boy, lost their lives due to electrocution in different areas of the city, police and rescue workers said, adding that most of the deaths occurred due to faulty power transmission system of K-Electric (KE).

Police said a 50-year old man, Mohammed Rafiq, was riding a motorcycle when an electric wire fell on him near the Kingri House on Habib Rehmatullah Road popularly known as Stadium Road. He died on the spot. The body was shifted to the Jinnah Postgraduate Medical Centre (JPMC) to fulfil legal formalities.

PTI leader Haleem Adil Sheikh held KE responsible for Rafiq's death, announcing that he would lodge an FIR against the power utility. He claimed that the wire fell down after a short circuit. Sheikh, who also visited the spot, observed that KE had not removed the live wire even though two-and-a-half hours had passed.

Two persons, including 10-year old Ahmed Raza and another man who appeared to be in his 30s, were electrocuted to death in the Nagan Chowrangi area during the rain.

Police and rescue workers said three more persons died because of electrocution in the Hijrat Colony, Model Colony and Karimabad areas of the city during the rain on Wednesday. Their bodies were taken to different hospitals for medico-legal formalities.

Rain emergency cell
The Sindh energy department has established a special rain emergency cell to provide emergency information about incidents of electrocution in the province during the current season of monsoon, adds our correspondent.

In this regard, Sindh Energy Minister Imtiaz Ahmed Shaikh on Wednesday contacted KE’s chief executive officer, federal power division secretary and the chairman of the National Electric Power Regulatory Authority, urging them to immediately fix responsibility of the recent electrocution incidents in the province during rain.

The rain emergency cell could be contacted during the office timings from 10am to 5pm on the landline number 021-99207139. The rain emergency cell could also be accessed on the cell phone number 0333-2498330 in the case of KE, 0333-3778765 in the case of Hyderabad Electric Supply Company and 0333-2479882 in the case of Sukkur Electric Power Company.

Power outages
Several areas of the city were without electricity till the filing of this report. They included North Karachi, Surjani Town, Nazimabad and Liaquatabad. Residents of these areas complained that after the first shower on Wednesday, power supply to their areas was cut.

“For the last many hours, there is no electricity in my area in North Karachi. The entire area is without power since the rain started in the evening. Nobody is responding to our complaints at the KE helpline or at their offices,” said Naeem Tahir, a resident of North Karachi.

People from many other areas of the city also complained of continued power outages and demanded that the federal government do something for them.

Power utility’s claims
As a result of the recent rainfall in the city, KE immediately mobilised its response teams to ensure restoration of power supply in the affected areas, read a statement issued by the power utility.

The statement said that KE's senior management led by its chief executive officer monitored rain-related maintenance and power supply restoration work across the city. KE claimed that due to its continuous efforts, power supply was restored in the affected areas of Saddar, Nomaish Chorangi, Boat Basin, Korangi, Nazimabad, PECHS and Bahadurabad Society, in a timely fashion. In addition to that, the power utility said it also ensured continuous power supply at all the strategic locations including the Karachi Water and Sewerage Board’s major water pumping stations situated at Dhabeji and other locations.

A spokesperson for KE said: "Our teams faced hurdles in the restoration process due to fallen trees and other hindrances as well as standing rainwater around KE power infrastructure. To ensure public safety, electricity supply was also temporarily suspended in some low-lying areas in Karachi, where water had accumulated because of drainage issues."

The spokesperson also strongly rejected the attribution of electrocution deaths to its infrastructure. “Some of the incidents were reported from inside premises where KE has no jurisdiction. However, the unfortunate incident on Karsaz Road is being investigated where a motorcyclist was found near a broken wire. More details of this incident will be made available as soon as investigations are complete. Media is requested to report on such matters responsibly and avoid attributing such events to KE without their due verification.”

The power utility said that in addition to earthing and grounding, geo-tagging of electricity poles had been ensured as the safety of human lives remained its topmost priority. KE added that this, however, could not be achieved without due action from the relevant government institutions.

KE requested government departments dealing with the rain emergency to ensure immediate drainage of standing rainwater around power installations. It also urged the citizens to maintain a safe distance from broken wires, poles and other power infrastructure during and after the rain.

The public was also requested to refrain from illegal and unsafe ways to steal electricity. Illegal hooks, TV and internet cables on the power infrastructure and unsafe use of electrical appliances could be hazardous, the power utility said.

KE said it could be reached through call centre 118, via SMS 8119 or through its social media platforms as well as the KE Live app for complaints.

Heavy rains in Karachi and as usual - mayhem on the roads

Bhutto will save them..Where is baby zardari now? no big press conferences? no big tweets? This shows the complete disaster that is the PPP govt of Sindh. the sooner we can impose governor rule on this province the better. [MENTION=138254]Syed1[/MENTION]

At least two people including a policeman lost their lives as heavy rain accompanied by strong winds battered Karachi on Friday, leaving major thoroughfares flooded and causing widespread power outages even as residents heaved a sigh of relief from the day's intense heat.

Among other damages caused to the city's infrastructure by the second rain spell of the season, a wall of the Bandookwala building located on the city's I.I. Chundrigar Road collapsed, badly damaging a number of cars parked nearby, according to police.

A policeman, identified as 30-year-old Arshad Ali, who was posted with the Rapid Response Force of police, lost his life when he suffered an electric shock while performing duty at Bahar-i-Madina Water Pump in Ibrahim Hyderi. The body was shifted to the Jinnah Postgraduate Medical Centre (JPMC).

In a separate incident, a 35-year-old man, Abid Husain, died of electric shock near Abdullah Shah Ghazi's shrine in Clifton, according to Dr Seemin Jamali, executive director of the JPMC, where the body was brought.

According to the Met Office, Karachi received a maximum 63.5mm of rain at PAF Faisal Base, Saddar (41.0mm), Gulshan-i-Hadeed (40.0mm), Landhi (40.0mm), Karachi MOS (28.0mm), University Road (16.0mm), Jinnah Terminal (15.0mm), Nazimabad (9.0mm), Masroor Base (5.7mm) and North Karachi (traces).

The K-Electric (KE), which has already come under fire from all sides in recent weeks over frequent unannounced load-shedding and complaints of overbilling, took to Twitter to say that heavy rains and winds were "causing power disruption throughout the city".

It said some of its feeders were switched off for "safety reasons". "Teams are working for swift restoration of power," the power utility added.

As commuters returning from their workplaces complained of major roads such as Sharea Faisal being inundated and traffic moving at a snail's pace, Sindh Minister for Local Government Nasir Hussain Shah and Adviser to the Chief Minister Barrister Murtaza Wahab undertook a visit to various areas to review the situation.

Many netizens criticised the municipal authorities and provincial government for not having prepared adequately for the heavy rains which led to roads being flooded.

In a statement, Shah said efforts were being made to bring the situation back to normal following the heavy rain and that drainage of rainwater was continuing due to a "comprehensive strategy".

He said the administrations of all districts were fully active while the process of cleaning storm-water drains was continuing uninterrupted.

According to Shah, pumping stations of the Karachi Water and Sewerage Board were functioning non-stop and dewatering machines had been installed at major choking points.

Special attention was being paid to maintain the flow of traffic through underpasses, he said.

The heavy rain caused flooding at the JPMC, one of the largest government-operated hospitals in the metropolis, and put patients and attendants in a "difficult situation", Saddar Station House Officer Arshad Afridi said in a statement.

He added that a police team from the Saddar Police Station "came in action and promptly ... managed to drain the water inside and [in the] parking area of JPMC".

The Met department had forecast light to moderate widespread rain in Sindh today (Friday), a day after several parts of Karachi received light rain in the evening.

On July 6, the first monsoon spell had hit Karachi and lasted for three days, wreaking havoc on the ill-maintained municipal infrastructure, disrupting electricity for hours and causing traffic jams on almost every major thoroughfare. At least seven people were killed in various rain-related incidents.

The weather system currently active is likely to persist for a shorter duration and move towards Oman soon.

Residents took to social media to share pictures and videos from the first downpour of the season.

Surely, after 12 continuous years the PPP would have nested in decent drainage to mitigate this or am I expecting too much. Just imagine what Uncle Tom's and Mrs James would be saying if this happened after 12 years of a IK govt.

Just 18 mm of rain and entire Karachi flooded. This after 12 years of consecutive rule. Any answers [MENTION=135038]Major[/MENTION] to defend Billo?

The only solution for Karachi is to have it separated from Sindh so that Sindhi waderas cannot rule over it due to votes gained from interior Sindh.

If people of Karachi (ie the Urdu Speaking and other Muhjairs) had complete political control of Karachi for the last 70 years, Karachi would be like Singapore right now.

But Sindhi's will never let Karachi separate, so no point in thinking about it.

Mayor is from MQM he got billions recently to clean drains. Obviously all of that was stolen and not a ruppee went in cleaning the drains.

MQM and PPP are equal partners in crime.

MQM has been ruling Karachi longer than PPP, they aren't any saints either.

Karachi, Lahore, Pindi and all big Cities need elected Mayor's and City councils. They should in effect become independent of their provinces.

PTI demands audit of Rs1bn WB funds given to Sindh govt for drains’ cleaning

KARACHI: The Pakistan Tehreek-i-Insaf on Saturday demanded an independent audit of the Rs1 billion funds provided by the World Bank to the Sindh government for the drainage system of Karachi that collapsed in the recent rains.

The ruling party at the centre accused the Pakistan Peoples Party government in the province of misappropriation of the WB funds and demanded the resignations of key provincial ministers.

They also questioned the role and performance of Karachi Mayor Wasim Akhtar, who belonged to their coalition partner Muttahida Qaumi Movement-Pakistan, and demanded an inquiry against him as well.

“In just one hour of rain Karachi got drowned due to the failed local government system of the PPP,” said city president of the PTI and MPA Khurram Sher Zaman while addressing a press conference at the party office called Insaf House.

“The World Bank has provided Rs1bn for the drainage system but it went in vain as usual.

We demand an independent audit of these funds,” he said.

He referred to the dismal state of storm-water drains in the city and mentioned the Mehmoodabad nullah, which was at its worst state and filled with garbage.

“Similarly, other drains of the city including Gujjar nullah, Korangi and Sultan nullah are also in a sorry state. Rainwater has submerged major portion of the city including the city’s largest public hospital JPMC and NICVD,” he added.

‘Where has Bilawal gone?’

He shared the situation in Furniture Market after rains and said majority of the city was flooded and residents of these areas were still suffering despite the fact that 24 hours had been passed since the rains.

“Our key road, Sharea Faisal also presented a state of a river after the rains,” he said. “But I wonder over the disappearance of PPP chairman Bilawal Bhutto from the scene. Where he has gone in this crucial time? Why he has abandoned the city and its people? Can anyone believe in the civilised world that this is the highest taxpaying city?”

He held Chief Minister Murad Ali Shah responsible for the situation that emerged after the rains as he was the head of the Sindh Solid Waste Management Board while cleaning of storm-water drains was the provincial government’s job.

He said it was shameful that the World Bank had offered a huge fund for drains cleaning and still that grant “went into the Sindh government’s pockets”.

“An inquiry should be made on this. The CM and Karachi mayor should be [investigated]. Under Article 140-A of the Constitution, the grants must go directly to the union committees. We don’t see this much of urban flooding in other major cities including Peshawar, Multan even in Balochistan,” said Mr Zaman.

At least five people, including two children, died in rain-related incidents on Sunday as the third monsoon spell of the season wreaked havoc in Karachi, flooding low-lying areas, inundating roads and causing power outages.

The Pakistan Meteorological Department has predicted heavy rainfall in several districts of Sindh today and tomorrow (July 27).

"Monsoon currents of moderate intensity continue to penetrate in Sindh. Under the influence of this system, moderate rain/thunderstorms and gusty winds with rather heavy falls at times are likely in all districts of Sindh, including Karachi, today and tomorrow," the department said.

Data from the Met department showed that Karachi received a maximum 86.2mm of rain at Gulshan-i-Hadeed, Karachi MOS (49.6mm), PAF Masroor Base (23mm), PAF Faisal Base (49.2mm), North Karachi (61.9mm), Nazimabad (28mm), Saddar (51mm), Landhi (23mm), University Road (80.8mm) Jinnah Terminal (58mm), Kemari (50.8mm) and Surjani (72.7mm).

Meanwhile, K-Electric (KE) stated that the power supply of low-lying areas had been shut down due to water-logging which created "a safety hazard".

"Our teams are working continuously so please be assured we aim to restore power as soon as it is safe to do so," the power utility said in a tweet.

KE also urged citizens to refrain from making false calls on their 118 helpline. "Please only call 118 in the event of life-threatening emergency such as sparks, fire, live wires or downed PMT/poles. False emergency calls create more wait times for everyone as we have to switch off the entire area."

5 dead in rain-related incidents
At least five people, including two children, also died in Karachi in rain-related incidents on Sunday.

Steel Town SHO Shakir Ali said that a 10-year-old boy, identified as Arbab, died after coming into contact with a fallen electricity wire in Gulshan-i-Hadeed while playing outside his home. He said that the child's family did not want to pursue the case legally.

Further, a 27-year-old man died after falling into a rainwater drain in Orangi Town. Pakistan Bazaar SHO Iqbal Husain Tunio said that the nala in Sector 11 1/2 was overflowing when Tariq Abid, who was on a motorcycle, fell into it.

The water carried his body which was later retrieved by rescue workers from the Edhi Foundation.

In addition, 22-year-old Usman Akhter died after being electrocuted by a fallen electricity wire in Qazafi Town, Landhi, said police surgeon Dr Qarar Ahmed Abbasi; the body was taken to Jinnah Post-Graduate Medical Centre.

A spokesperson for the Edhi Foundation added that 18-year-old Osama Iqbal was also injured in the incident and had suffered burns.

Separately, 55-year-old Yusuf died after being electrocuted at Fawara Chowk in Garden area, according to a spokesperson for Chippa. He added that the body had been shifted to Civil Hospital.

Garden SHO Fida Hussain said that a police mobile has been sent to the area to ascertain how the incident occurred.

Meanwhile, a five-year-old boy drowned in a drain at Vita Chowangi in Korangi, the Edhi spokesperson said, adding that efforts were still underway to retrieve his body.

Roads flooded with rainwater
Rainwater also caused traffic jams in Karachi as roads became inundated. A spokesperson for the Pakistan Rangers said that officials reached areas that had been affected and joined rescue efforts.

The paramilitary force also helped traffic police in rescuing commuters stuck on the roads in knee-deep water, said the spokesperson.

Karachi police chief, AIG Ghulam Nabi Memon, directed officials to help stranded motorcyclists and people traveling in four-wheelers.

A police spokesperson said that citizens were facing difficulties in different areas due to the accumulation of rainwater. Therefore, the police had joined rescue efforts. "The traffic police and district police were present on the ground performing their duty,” he said.

Meanwhile, motorway police spokesperson, Syed Turab Ali, said rainwater had accumulated on the Lyari Expressway and M-9 till Nooriabad, advising citizens to avoid travelling unnecessarily.

Taking a jibe at the Sindh government, Minister for Shipping and Maritime Affairs Ali Haider Zaidi said that the PPP had been in government for than 12 years in Sindh, yet had failed to even clean the storm drains.

In a tweet, he said: "A spoiled brat masquerading as a politician, blames everyone for everything under the sun on TV. Criminal negligence to say the least."

A rain emergency was also declared at the Karachi Water and Sewerage Board (KWSB) on the directions of Sindh local government minister Nasir Hussain Shah, a spokesperson for the board said in a statement.

He stated that the leaves of all officials had been cancelled and all chief engineers had been sent into the field. "Machines for cleaning sewage lines and water pumps have been deployed in low-lying areas," the statement said, adding that the complaint centre would be operational all night to register complaints.

Karachi has received heavy rains in the past few weeks, wreaking havoc on the city's shaky infrastructure and leading to the deaths of several residents, including a 30-year-old policeman.

The first monsoon spell hit Karachi on in the first week of July, disrupting electricity for hours and causing traffic jams on almost every major thoroughfare. At least six people died in rain-related incidents and several roads and buildings suffered heavy damages due to flooding.

On July 18, Karachi saw the second spell of heavy rain which led to the deaths of at least two people, including a policeman. The city suffered similar losses, including traffic jams, flooding of roads and destruction of infrastructure.

We have been having this problem every year in the summers with heavy monsoon rains in the country and yet there is literally nothing done about it.

No drainage or sewage system throughout the country to tackle such rains and this just the state of the cities then one can just imagine what the state of villages must be like with such monsoon rains which cause devastation and literally swamp villages.

Whichever party has the power does not do anything and then mafias sit together and eat and distribute the monies between them while the people suffer in misery.

God knows when things will eventually to change for the betterment of the people in and of Pakistan.

That whole province is a complete and utter failure every week there's something bad happening, zero devalopmemt and no sign of improvement in near future (even if we ignore the crime situation Karachi used to have and still kinda do)

Must be a depressing hellhole to live with n

Sindh Minister for Local Government Nasir Hussain Shah Monday slammed former fast bowler Wasim Akram, who had expressed disappointment over the urban flooding situation in Karachi following a spell of rain in the city.

Responding to the ex-captain of the Pakistan cricket team, Shah invited him to visit Karachi and "inspect [the] streets of Karachi and see how water has been drained from all roads".

Shah lashed out at the former left-arm pace, saying that if he had tweeted on the Karachi rain situation on hearsay, then he had "disappointed millions of people in Sindh".

"I invite my neighbor Wasim Akram 2 come wid me now n inspect streets of Khi n c how water has been drained 4m all roads.I’m sure tht if u r sincere then u’ll defntly go n if u’ve tweeted on hearsay then thr is no one more irspnsbl than u bcz u’ve disapntd millions of ppl in Sindh," he tweeted.

As video clips of several locations around Karachi flooded with rainwater and gutters overflowing started to go viral on social media, Akram took to Twitter to call for addressing Karachi's problem.

"Seeing the footage of Karachi underwater and my heart goes out to all affected. I can’t say I’m not surprised that this has happened yet again. A wake up call? No it’s a problem that needs to be addressed period! We need to fix our beautiful city," he tweeted.

However, Shah said that people were sharing previous images and clips of urban flooding in Karachi. He said that the city’s majority areas had been cleared of rainwater and a wrong impression was being created due to “the sharing of photographs of the previous rain-related incidents on social media”

Three people die from electrocution in Karachi
At least three people died on Sunday and more than 550 K-Electric (KE) feeders tripped on Sunday as a third spell of rain lashed the city.

According to police, the deaths all occurred due to electrocution in separate incidents across the city. Among the victims was a 10-year-old child, a resident of Gulshan-e-Hadeed Phase 2, a 22-year-old living from Landhi's Qazzafi Town, and another person from Garden area's Fawwara Chowk neighbourhood, rescue officials said.

The Pakistan Meteorological Department (PMD) had last week forecast a third spell of monsoon in Karachi with heavy rain and thunderstorm in the port city between July 26 and July 27.

Malir, Shah Faisal Colony, Gulistan-e-Johar, Gulshan-e-Iqbal, FB Area, Liaquatabad, PIB Colony, Gulshan-e-Maymar, Korangi, and Old City Area were all reported to be without power as the rain started early afternoon.
